(Cleveland Meeting, October, 1912.) UNDER the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been,. that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first. thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. In considering the effects of reducing gases on hot solid copper the following conclusions have been reached. (1) Depth of deoxidation of copper heated in reducing gas is greater the smaller the amount of cuprous oxide originally present in the copper, the range studied being from 0.015 to 0.136 per cent. oxygen. It is suggested that the reason for this difference in depth of deoxidation is that, when the copper is low in cuprous oxide, the reducing gas is diluted less by the gas that is formed in the reaction than when the copper is high in cuprous oxide; and the greater the concentration of the reducing gas the deeper the deoxidation. (2) The rate of deoxidation is much mire rapid at the beginning of exposure than at the end, a condition especially noticeable at temperatures around 900° C.; that is, deoxidation is retarded as the depth penetrated by the reducing gas increases. (3) Within the accuracy of the experiments arsenic in copper up to 0.5 per cent. has no tendency to increase or decrease the action of a reducing gas on the cuprous oxide present in the copper. IN 1912 pieces of 0.365-in. hard copper rod 1/2 in. long were heated in a porcelain tube in an electric furnace, while illuminating gas was passed through. ALTHOUGH vanadium is an important constituent of almost every brand of high-speed steel manufactured today, little is known as to its role in this series of alloys. The now standard 18 per cent tungsten and 4 per cent chromium constituents were the result of developments and improvements before 1903. In that year, vanadium was added to the steel by Dr. J. A. Mathews. This proved to be an outstanding con-tribution, so that the standard high-speed steel of today is generally referred to as the 18-4-1 type-18 per cent W, 4 per cent Cr and 1 per cent V. Various modifications have been attempted, since then, but with the exception of the introduction of cobalt, no striking improvements have occurred. Vanadium has been increased to 2 per cent in many of the common brands, and at least one brand contains 5 per cent V in addition to the usual tungsten and chromium. The carbon has been gradually increased so that it is not uncommon to find 0.80 per cent in the standard grade, although the carbon in the 5 per cent vanadium steel mentioned above is approximately 1 per cent, and even 1.2 per cent has been made experimentally. The role of vanadium has never been well understood, and although vanadium has been increased to 2.5 and even 5 per cent in certain high speed steels, it has not been generally established that the higher vanadium contents 'result in superior cutting properties. However, in all of the investigations, of which the writers are aware, the interrelation of the vanadium and carbon contents was not considered as a prime factor. The carbon content was held at 1.2 per cent or less-generally at the usual 0.65 to 0.75 per cent.

IRON ore and bituminous coal are the two basic raw materials for the whole iron and steel industry. The ore furnishes the iron and is absolutely necessary-all iron and steel products come directly or in- directly from the iron ores. The bituminous coal furnishes the carbon needed for the smelting of the ores and for the fuel used in all the processes of iron and steel manufacture. The necessary carbon could be furnished in some other form besides bituminous coal. In fact, it is only since the Civil War that bituminous coal has been the chief source of the carbon for metallurgical fuel. For many years only charcoal made from the forests furnished the carbon for smelting iron ores. About 90 years ago, anthracite coal was first used as blast-furnace fuel and for many years continued to be the chief blast furnace and steel making source for carbon. Even in my own blast-furnace experience, I have used charcoal in Canada and anthracite in Pennsylvania for smelting ores in an iron blast furnace. Bituminous coal, now almost exclusively the source for the carbon used in smelting iron ores, also furnishes most of the heat used in the steel-making processes. It is seldom used in blast furnaces in its natural condition, hut is first coked in beehive, or in by-product coke ovens; such bituminous coal is called "coking coal." Bituminous coal that is suitable for making the producer gas used in the open-hearth steel process is called gas coal. Any bituminous coals suitable for making blast-furnace coke or foundry coke, or that can be satisfactorily used for making producer gas, are classed as metallurgical coals and as such are to be considered in my proposed plan for the evaluation of metallurgical coals. According to Bureau of Mines Bulletin No. 449 these coals comprised 22 per cent of the bituminous coals mined in this country in 1923.

The construction mineral aggregates industry--the largest industry on a tonnage basis--is threatened with large shortages in the near future. Ironically, these common minerals which include sand, gravel, and stone are among the most plentiful in the earth's crust. However, as these minerals are low in value and used in large volumes, they are extremely sensitive to transport cost, e.g., a haul of 20 miles doubled the delivered cost of mineral aggregates. Consequently, these minerals must be located close to points of demand to have economic usefulness. But the development of new deposits is virtually impossible near many urban areas for legal, sociological and economic reasons. The spector of unfinished urban transport systems, curtailed residential construction, and a general deterioration of the physical urban plant, looms as a direct consequent of future mineral aggregate shortages in the U. S. metropolitan areas. The shortages of mineral aggregates in the Greater New York Metropolitan Area (G.N.Y.M.A.) are prototypical of the shortages faced by the U. S. Metropolitan areas. This paper presents an economic analysis of the consequences of not considering the broad aspects of conservation economics as a major component of resource management. The needless annual cost for the G.N.Y.M.A. is shown to be $30 million.

The effects of welding current, electrode force, and welding time in a resistance spot weld were studied to investigate the effectiveness of welded joints between a thin EN10130: DC04 material and a thicker 817M40 part, through analysis of the microstructural and mechanical properties. All welded specimens were subjected to tensile testing at room temperature (25°C) and sub-zero temperature (–46°C) to test the strength of the welded joints. No full button failure was observed at either room temperature or sub-zero temperature after optimization of the weldng parameters. The fusion zone was observed to consist mainly of martensitic phase, due to rapid quenching, while the HAZ was composed of clusters of martensite in a ferrite and bainite matrix. The base 817M40 metal remained fully ferritic after welding. The hardness was found to increase with increasing welding current. An increase in nugget size, indicating good fusion of the weld, was observed with an increase in the welding current.

The study focused on the recovery of vanadium from a Korean vanadium-bearing titaniferous magnetite (VTM) ore, examining the behaviors of magnetic separation and Na2CO3 roasting-water leaching. Two concentrates were prepared using single-stage dry magnetic separation and three-step wet magnetic separation, resulting in V2O5 grades of 0.8% and 1.0% and major gangue mineral SiO2 contents of 6.5% and 1.7%, respectively. These concentrates were subsequently roasted at 1050 °C with the addition of Na2CO3 and then water-leached at 25 °C. Various stoichiometric ratios of V2O5 to Na2CO3 were tested, ranging from 1:1 to 1:40 of the theoretically required amount. As the amount of Na2CO3 increased, the vanadium leaching efficiency showed fluctuations between 4 and 35% for ratios of 1:1 to 1:10, while it linearly increased from 4 to 82% for ratios of 1:10 to 1:40 in the leaching of the low-grade concentrate. In contrast, the leaching efficiency increased from 47 to 74% for ratios of 1:1 to 1:8 and then sharply rose to 84% at a ratio of 1:10 in the leaching of the high-grade concentrate. Subsequently, it reached a plateau of 92 to 94% for ratios of 1:20 to 1:40. The difference in leaching efficiency was primarily due to the reaction of gangue minerals with Na2CO3, which hindered vanadium leaching from the VTM concentrates. This hindrance was notably more pronounced in the low-grade concentrate with the lower salt ratio, as the gangue minerals exhibited a preference for consuming Na2CO3 over vanadium. The mineral formation was analyzed in detail using XRD and MLA to shed light on the mechanism of different vanadium leaching behavior depending on the concentrate grade and vanadium to salt ratio. Based on the results of this study, it is evident that applying a proper magnetic separation procedure is significant to achieving satisfactory vanadium recovery with less salt amount by removing gangue minerals ahead.

"Abstract After noting the importance of standardization for piles, the European system is described (execution, tests and design, etc.). Some important aspects of Eurocode 7 are outlined (like the role of pile load tests). Finally, the calculation methods in the recent French standard for the design of piles following Eurocode 7 are shortly addressed.Importance of standardization for piles Like for other fields of geotechnical engineering, pile engineering is a complex art. For piles, the challenges are particularly numerous and many things must be mastered properly: - the soil investigation must be serious and adequate (for instance, deep enough!);- the choice of the pile type and the assumed behaviour must be assessed in order to reach a safe and economic design of the overall foundation;- the execution itself (construction and/or installation) deserves special attention and must follow strict state-of-the art rules.The geotechnical engineer, in charge of the design of a pile foundation, must have in mind the parameters linked to the variety of soils, of soil conditions and of pile types. A wide range of strong environmental issues are also to be considered: minimum disturbance during the execution processes, long-duration friendliness of the “inclusions” into the ground (to avoid pollution of the soils and waters, for instance) and respect of the neighbouring structures.Pile engineering plays in a world which is constantly moving and progressing: constructions expand in new difficult areas, actions on piles are more and more important, new execution techniques of piles are developed, research into the complex behaviour of pile foundations has no end, etc. Our views on how piles and group of piles really work are constantly evolving!"

Firstly, electric analog models are discus- sed to show fluid streaming conditions. In these models the depth of blast at tuyere level, the height of the bath, the influ- ence of different angles of the furnace zones and the different possibilities of the root of the cohesive zone have been changed. Tests to define the influence at a large blast furnace are given. Secondly, the wear of carbon bricks in the hearth is examined under the influence of gas, slag and pig iron. Oxidation tests in a special scanning microscope with the pos- sibility of heating and gas treatment are shown. Wear mechanisms are discussed fora large blast furnace and proposals for im- provement are given. Finally, the possib- ilities and value of the temperature meas- urement in the hearth block are discussed.

It has certainly been an eye-opener to those of us not familiar with this work and I believe it is very important that everyone and not only people in the gold mines should know about it. It is fortunate that all industries do not have the same arduous heat conditions experienced on our mines but other industries such as our chemical and metallurgical industries do have other problems relating to the adjustment of labour to the work situation. Petroleum exploration in the Australian arid zone has been proceeding at an ever-increasing pace, subject to financial fluctuations, since the 1960's. The impacts of petroleum exploration in the arid zone are less than they would be for corresponding operations in. e.g. a forest area: in this context, Australia is fortunate in that its major petroleum producing (and prospective) , basins are offshore or in the arid zone. In addition. the other major sources of impact in the Austrlian arid zone, namely pastoralism, tourism, and rabbits, tend to be concentrated around areas of particular conservation significance, whereas petroleum exploration is not. Despite this, the cumulative impacts of exploration are sufficient to have caused concern to government regulatory authorities and some sectors of the general public. Exploration is now subject to a range of environmental constraints with various degrees of legal enforceability. To enable exploration to continue without public opposition, the industry, and government agencies charged with regulating or supervising it, must demonstrate that the net benefits of exploration exceed net costs, including environmental costs. One particularly simple and cost-effective technique for increasing the net benefit/cost ratio of exploration is to reduce the net environmental costs by minimising and mitigating the impacts, both primary and secondary, of seismic acqisition. This is best achieved by a combination of preventive and restorative techniques: careful line positioning and low-impact (or zero) line clearance, coupled with simple rehabilitation of bladed lines. Line clearance without bulldozer blading - e.g. by rolling or simply pegging and trafficking, perhaps with tracked rather than rubber-tyred vibroseis - is one promising approach currently coming into use. Rehabilitation by grading soil banks ("windrows") back on to bladed tracks, though not yet in widespread use, has proved very successful in the limited areas where it has been applied to date.

In order that the use of continuous mining machines be most economic, the equipment must be operated at rated capacity as much of the time as possible and downtime for repairs kept at a minimum. A large factor influencing any proposals for maintenance programs is the complexity of the machines—often the intricacies of the precision-built equipment requires engineering knowledge byond the scope of mine maintenance personnel. A training program is part of the answer; there are others. In addition to investigating a joint company-manufacturer equipment-design improvement program, Mountaineer Coal Co. has launched a detailed preventive maintenance program to combat extensive downtime often encountered when continuous miners are used. Everyone in the coal industry knows the importance of operating continuous miners at their rated capacity as much of the time as possible. The potential capacity of the miner is such that l-min. delay means from 3 to 8 tons of coal lost. Today's miner is a well designed, precision-built machine, complicated with hydraulic and electrical equipment and complex mechanical assemblies with all possible combinations of gears, levers, and rods. As the machine becomes more complex, the problem of maintenance becomes more acute. The transition from conventional to continuous mining has taken place so rapidly that the mine mechanic has been unable to keep pace. When there is a machine failure, the maintenance man usually employs either the trial-and-error or the play -it-by-ear method of repair, but this represents an expensive proposition. Mine mechanics, maintenance superintendents, and mine managers complain about the complexity of the machines and how difficult it is to keep them running. There is no shortage of skill in the design offices. Machines are designed by good engineers, but for engineers. What's the answer? Better trained maintenance men—better maintenance instruction—better field service. These are all good corrective measures, but the real cure is to provide for the men at the do it level. Designers have got to cooperate with men to simplify maintenance on the increasingly complex machine. The designer must be aware of how his machine can be maintained. Sometimes a simple design change in a bearing, oil seal, or a bushing will correct recurrent breakdowns. Parts such as filters, hydraulic cylinders, hoses, and pivot pins can be better arranged on the machine to make them accessible so that the mine mechanic can easily keep the machine producing. Therefore, to get our maintenance off on the right foot, the program must begin back in the design office, before the machine is delivered to the mine property. Realizing the importance of this aspect, our company set out on a joint company-manufacturer equipment-design improvement program. This is a formal program in which quarterly reports are written covering machine defects, design weakness, and general problems relating to machine maintenance and performance. The manufacturer in turn comments on each and every item appearing in these reports, indicating the action he proposes to take. In addition to the written reply, meetings are scheduled with manufacturer representatives to discuss further the outlined problems. The benefits realized from this organized program are both substantial and far reaching. Good maintenance begins with a good design. The subject of preventive maintenance is not a new one. Volumes have already been written on the subject. It consists primarily of doing the maintenance work when you want to rather than when the machine demands it. However, a preventive maintenance program can be overdone. Theoretically, if carried to ridiculous extreme, all working time could be spent inspecting and repairing the machines and no time would be left for production output. Our goal in maintenance is to maximize running time for all machines, and to prevent or at least minimize production downtime. At Renlou Coal Mine, Huaibei Mine Area, the track entry deformed significantly after longwall mining in an overlying multiple seams. The supporting characteristics of primary roof bolts and shotcrete with wire mesh are closely related to the movement of the mine?s surrounding strata. A case study of a track entry deformation was monitored during the longwall mining of a selected overlying panel. The measured data showed the unique entry deformation pattern during the longwall mining in the overlying seam. Underground extensometer measurement showed that entry stability was mainly affected by the periodic roof weighting of longwall mining in the overlying seam. The displacement of the deeper strata occurred a head of the immediate vicinity of the entry. Thereafter, deformation of the roof and floor strata was in the form of shearing of the shallower strata. Due to the use of heavy-duty roof bolting with wire-mesh, the roof-tofloor and rib-to-rib convergences were small, but the floor heave was large, greater than 80% of the roof-to-floor convergence. The measured displacement from extensometers varied with the position of the monitored cross-sections and depth into the roof. There were several deformation patterns, such as shearing movement, compression, and expansion, and the variations between compression and expansion. Strata compression at the entry surface was always accompanied with shearing movement at the deeper strata. During the longwall mining, the whole surrounding strata of the entry moved toward the opening. Underground practical experience indicated that prior to mining, the entry was supported very well in excellent conditions. After mining, however, it deformed greatly. The current entry support technology was not effectively control the severe deformation incurred in entries driven in soft strata due to the following reasons: (1) little is known about the entry deformation behavior of the strata surrounding the opening and (2) the degree of interactions between entry deformation and roof bolting with wire mesh is not well understood. Consequently, effective supporting systems cannot be properly selected to control its deformation and maintain a stable supported surrounding structure.

Current industrial methods used for rare earth element (REE) extraction involve: 1) ore enrichment, 2) separation of rare earth oxides (REOs), 3) chlorination or hydrofluorination, and 4) individual electrowinning of REEs from a molten halide electrolyte. The complexity of REE extraction is inherited from their electronic configuration. Recently, molten oxide electrolysis (MOE) has been used to produce reactive metals directly from their oxides, e.g. titanium. As a single-step alternative to processes 3) and 4), or laboratory has investigated rare earth extraction by MOE. A key challenge is to find a molten electrolyte more stable than REOs. One possibility is to use binaries of REOs directly as a solvent. We have, therefore, developed two experimental approaches for studying molten REOs at temperatures exceeding 2200oC. The present work reports the most recent experimental results obtained with La2O3-Y2O3. Those promising results demonstrate potential for operating with molten REOs and refine the underlying materials challenge for electrodes to enable metal recovery.

Horizontal stresses are caused by global plate tectonic forces. During 1995 alone, they were largely responsible for closing two U.S. longwall mines. This paper presents six case histories from Pennsylvania, West Virginia, Kentucky, and Alabama. In each case history, a mine encountered roof falls or difficult ground conditions in the headgate, caused by horizontal stress concentrations. The problems are detailed, and the control measures adopted are described. In most cases, nearby longwall panels without stress concentrations were trouble-free. The paper also discusses detailed measurements made at two adjacent Pennsylvania longwalls. One headgate was oriented to avoid a horizontal stress concentration, and the other was not. Eliminating the stress concentration dramatically reduced roof support loads and roof deformation. The paper concludes that proper panel orientation and sequence is the key to maintaining headgate ground control. The optimum orientation is not parallel with the maximum horizontal stress, as previously thought, but rather 20° in the stress shadow of the gob. Other stress control techniques, including artificial support, are briefly discussed.

To evaluate intelligently and to market a source of rare earth raw material, it is necessary that the producer understand the requirements of the processor and the manner in which these requirements effect the value and salability of his product. This paper will be an attempt to aid in such an understanding. The majority of rare earth processors are primarily chemical companies, not mining or metallurgical companies, as the complexities of the processing procedures are' much more chemical in nature than metallurgical. The rare earths and the rare earth industry are normally divided into two groups - the ?light? or cerium group and the ?heavy? or yttrium group. They are so named because cerium and yttrium are the most common elements in 'heir respective groups and are so divided on the basis of mineralogical and chemical characteristics. The dividing line of the two groups is not rigidly fixed but usually is considered as being between samarium (atomic number 62) and europium (atomic number 63). Although the two groups are quite similar, processing procedures differ significantly, hence most processors tend to specialize in one group or the other. There is, however, a growing tendency toward participation in both groups.
