There are many influences which have a bearing on the economics of industrial minerals production. The purpose of this paper is to discuss briefly three factors which have economic significance in the production of these mineral commodities. The three items of discussion include 1) the nature and relative value of the industrial minerals group, 2) project planning, and 3) market analyses. General aspects of these factors are familiar to most of us. However, an attempt will be made to give some current details regarding each. Also, in reality, project planning and market studies are usually so closely associated that they will be discussed jointly, rather than separately. This will be done by way of examples which show how these two activities actually evolved for two industrial minerals projects.

The purpose of the project was to investigate the challenges faced by Khutala Colliery pertaining to underground road construction and maintenance. Furthermore the influence of these challenges on productivity and safety requirements were taken into consideration. The operating standards required for the construction and maintenance of the 2 seam road transport infrastructure was investigated, together with reasons why the standards of operating procedure are not met. The Code of Practice put in place by Khutala Colliery was used to view the standard operating procedures. Leading practices on underground road construction were researched. The project aims to discover the gaps that Khutala Colliery must bridge to implement enhanced practices with regards to underground road construction. During the period of study, observations were carried out to determine whether the road construction standards of operating procedure were being adhered to at all times for both road construction and road maintenance. Khutala Colliery has put in place a traffic management plan, which includes safety practices and work policies that must be adhered to while travelling on underground transport roads.

The benefits derived from the use of main fan evasees or diffusers are well known. If a well designed evasee is fitted to a fan either more air will flow through it or the same air flow rate will be discharged at a lower fan speed. This latter possibility will reduce the air power requirement of the mine, the fan input power and the overall energy costs. Despite these apparent advantages, many reports have been received from the industry of poor evasee performance. After examination, it appears that these problems are often caused by installation difficulties or inaccurate design procedures. The performance of an evasee is affected by several independent factors. Some of these factors describe the evasee geometry whilst others are concerned with the behaviour of the air as it passes through the evasee. This paper shows that the divergence angle is by no means the only ;important parameter which affects evasee performance and that the size of the inlet boundary layer has a significant influence. The performance of evasees of differing geometric shape are compared and the criterion to be used for optimum performance is discussed. It is shown that the commonly used evasee efficiency is a poor indicator of good performance. Recent work by the author and others is evaluated and a simple design. guide discussed. For more sophisticated work, details of a. computer program are provided. Finally, a brief resume of the performance of truncated diffusers is given. Since compressibility effects can be ignored for most mining applications, incompressible flow has been assumed for most of this paper.

AFTER the phenomenal development of the new mine, the United Eastern Mining Co., with Mr. Frank A. Keith as President, decided to install a reduction plant. The character of the ore, closely resembling the product of other mines in the district, did not offer any particular metallurgical problems, since these neighboring mines had been operating milling plants very successfully for several years. Thus, with the general metallurgical treatment fairly well-defined, the matter of next importance was to design and construct a plant as economically as possible, that would give the best results obtainable. The ore consists of a mixture of calcite and quartz in about equal quantities with some decomposed andesite, while the average value of mill heads were calculated to be $20 plus in gold, no silver being present. The tonnage to be treated at ,the start was fixed at 200 tons, but, in view of the favorable condition of the mine, it was considered advisable to arrange facilities, for increasing the capacity to 400 tons. . While it is best in some cases to adopt a distinct independent unit system where future enlargement is contemplated, in this instance the plans worked out differently. Summarized, the treatment adopted consists of coarse crushing, coarse grinding, fine grinding and cyanidation. For coarse crushing the selection of the No. 6 size gyratory crusher was governed not so much by its capacity as by the size of the feed openings to properly receive the run-of-mine material, which was too coarse for a No. 5 crusher. To accomplish the coarse grinding to. best advantage, a careful comparison was made between the modern steel ball mill-the last word in crushing and grinding-and one of its older, and, at that time better-established, competitors, the rolls.' The following conclusion was reached: While it is possible that for the sized plant under consideration the cost of operating rolls might be a little cheaper, it is preferable to use ball mills because a simpler arrangement is possible, and1 because. the handling of, ball mills is preferred by the operator.

Titanium and titanium alloys are commonly selected for pressure oxidation autoclave vent piping and pressure control valve components, as well as autoclave internals, in high-temperature operations. In a vent application, titanium ignition risk is reduced by limiting oxygen concentration, and preventing high gas velocity gas impingement on surfaces. Oxygen concentration is dependent on the autoclave pressure and temperature conditions and therefore titanium ignition risk is dependent on standard operating procedures, and process control interlocks and permissive conditions. It is not uncommon for standard controls to be deficient during atypical operating conditions, or for operations to deviate from the operating procedures, increasing the potential for titanium ignition incident. Titanium ignition risk caused by elevated oxygen concentration in autoclave vent systems can be reduced with the introduction of an online autoclave overpressure calculation and the configuration of associated interlocks and permissive conditions.

Hindered-bed separators are recognized as low-cost, high-capacity devices for both classification and density separation; however, since their inception, there have been few significant advances in the fundamental technology. Recently, Eriez has shown through modeling and pilot-scale testing that the innovative approach to feed presentation offered in the CrossFlow teeter-bed separator provides improved metallurgy when compared to traditional hindered-bed classifiers or single-stage coal spirals. This design feature prevents excess water from entering the separation chamber and disrupting the overall fluidization flow rate within the teeter zone. Most recently, a side-by-side industrial scale evaluation has verified that this technology improves overall efficiency and simultaneously reduces the separation cut-point. With regards to coal processing, data from full-scale units indicate that the CrossFlow offers good separation efficiency, high unit capacity, and metallurgical results consistent with laboratory- and pilot-scale separators.

Fox several years the Fansteel Products Co. has been engaged in the production and development of various of the rarer metals. It is at present engaged in the commercial production of tantalum, tungsten, and molybdenum in a very high state of purity. The information contained in this paper is partly a general compilation from various sources and partly information obtained as a result of recent years of work in the laboratory of this company. Tantalum, tungsten, and molybdenum form a group peculiar to themselves among the commercially available metals. Their very high melting points (tantalum 2770° C., tungsten 3350° C., and molybdenum 2550° C.) set them apart so far as the metallurgical processes for their production are concerned. Further, when properly prepared and treated they will stand a somewhat unusual degree of cold work, that is work below the temperature at which marked crystal growth takes place. Such cold-worked metal may show a high tensile strength; tantalum to 130,000 lb. per sq. in., tungsten to 490,000 lb., and molybdenum to 260,000 lb., in the form of fine wire. In physical appearance, these metals are not unlike some steels; they may be better described by saying that polished tantalum some¬what resembles lead; polished tungsten, iron; and polished molybdenum, nickel. The polished surfaces of all three remain untarnished in ordinary air. Air containing corrosion-producing impurities will, in general, show molybdenum the least resistant to corrosion and tantalum the most resistant. Molybdenum has, however, a high degree of resistance to corrosion by hydrochloric acid, a property that should render it of commercial interest. On the other hand, it is markedly attacked by some of the weaker organic acids.

The United Nations Convention on the Law of the Sea (UNCLOS) entered into force, for those nations who had ratified it, on November 16, 1994. The Convention deals with nearly every aspect of ocean affairs, including marine scientific research, fishing zones, freedom of the high seas, protection of the marine environment and deep seabed mining. Article 76 of the Convention defines edge of the continental shelf in a way that many earth scientists find bizarre. Out to this limit, a coastal state has sovereignty over the seabed and sub-seafloor resources. Beyond that limit, the key principle of UNCLOS, that "the resources of the deep seabed represent the common heritage of mankind and should be developed to benefit all nations" is invoked. Establishing that limit and managing development in the different areas of jurisdiction is no small task. Canada's continental shelf as defined by UNCLOS covers an area approximately equal to half the area of the Canadian land mass. Interpretation and application of the convention is therefore highly significant for Canada. For example, the sedimentary basin in which the offshore Hibernia oil field is found, extends beyond the 200 mile limit but lies predominantly within the limits of the (UNCLOS) continental shelf. Responsibility for development of inshore placer deposits rests firmly with the coastal state. However, development of deep sea mining, in which the international community plays a management role under UNCLOS, has raised many concerns. Of particular interest to Canada will be the application of the provisions of the convention to interest in the polymetallic sulfides sampled on the mid-ocean ridges such as the Juan da Fuca Ridge. A further complicating factor for Canada is management of fishing stocks. Canada has sought to resolve this "problem" through multilateral negotiations under the UN. Under its "Oceans Act," currently being debated by Parliament, Canada intends to become a world leader in oceans and marine resource management. Similar activity in most maritime nations is setting the stage for a revolution in the way in which use of the world's oceans is managed. Much of this revolution will be guided by UNCLOS. Coastal states that have ratified the convention have ten years in which to define the limits of their continental shelves the clock is already ticking for them! We have yet to see how their actions will guide, or be guided by, those who have not yet ratified. We also have yet to see how national legislation and aspirations will mesh with international conventions that were drawn up in a previous era of environmental standards. This is a time in which many questions have been raised and few firm answers received. However, we must ensure that everyone is aware of what is happening, with what potential consequences, in order that rational decisions can be made. Canada has taken a few small steps that it is happy to share with the world community.

Sphalerite is commonly floated in an alkaline environment and under such conditions the overall activation mechanism is obscured by the hydrolysis of Cu2+ and precipitation of Cu(OH)2. Electrokinetic and kinetic flotation tests show that the activation of sphalerite is a two-stage process; the activation products formed on the surface of sphalerite in near neutral and in alkaline solutions in the first rapid activation stage are "flotation-inactive". These layers, when formed in an alkaline solution, are unstable and are transformed into the "flotation-active" form in the second stage. However, the surface layers formed during activation in alkaline environment by copper in the presence of lead ions are very stable and even after a long conditioning time the flotation rate is not improved. Consequently, while both Cu2+ and Pb2+ activate sphalerite flotation, quite unpredictable effects may result when both are present in the solution.

[Duquesne Light Company's three power plants in western Pennsylvania are now receiving high BTU clean coal from a new coal preparation plant. When burning coal from this plant, particulate emissions are greatly reduced and the sulfur content of stack ace descend. The cleaner coal also leads to more effecting overall operating of the power plants because of less bulk handling of fuel and ash. Environmental improvement is an important benefit of the cleaner, more complete combustion.]

The detailed mechanism of rockbursts and other forms of damage due to rock failure in underground mining is as yet unknown. Studies of the energy changes which necessarily occur when an excavation is made underground seem to provide the best understanding of the phenomena leading to rock failure and damage (see Cook 1). It is common knowledge that the damage and rockburst hazard increases with depth and is greatest at remnants and in regions mined in an irregular manner. The rate at which energy is released as an excavation is enlarged provides an objective parameter to describe mining geometry in terms which are significant to studies of rock failure. In this paper, it is shown empirically that the rate of energy release per unit area increase in the size of an excavation is closely related to seismicity and incidence of damage in the mine. Consequently, it is suggested that the energy release rate is an important parameter in the design of underground mine layouts. Observations were made at two mines: the East Rand Proprietary Mines, Ltd. (E.R.P.M.), at a depth of about 9000 ft, and at Harmony Gold Mining Co., Ltd., at a depth of about 5000 ft. At both of these mines continuous recording seismic networks were in operation. (See Cook and Joughin.3) DESCRIPTION At E.R.P.M. the gold-bearing reef dips at approximately 35 degrees and is presently being mined at depths from 8000 ft to 11,000 ft below surface. The rock surrounding the excavation consists of a very homogeneous quartzite extending far into the hangingwall and footwall. The stoping width is approximately 40 in.

The purpose of this project is to increase the visibility of which will be daily produced on the hot strip mill (HSM). The forecast was performed through the implementation of an automated tool for weekly HSM production planning. The project was started with the definition of the weekly planning process, through the determination of the main business objectives, like as: priorities of service (customers and delivery date), definition of HSM’s rules and restrictions of operating resources. Using a sophisticated mathematical model, through the computational simulation is possible the experimentation of various production scenarios, allowing the visualization of volumes by type of sequence, clients / priorities, mix to be produced, cylinder change quantity forecast, better forecasting of the productivity of the HSM, consumption of utilities, within others. Main benefits: sequencing which production orders should be produced, reducing unforeseen stops due lack of material, improving the quality of the stock which allows the reduction of the aging of slabs in the slabyard and the vision of customer services. Computational simulation as a weekly planning tool achieve, with other benefits, to present alternatives for better decision making.

Oxidation hardening of cylindrical and spherical specimens first decreases with depth below the surface, but then increases again as the center is approached. This is in agreement with the view that this change in hardness is mainly determined by the change in velocity of the oxidation boundary, which affects the dispersion of the oxide. WHEN a thick slab of silver containing 0.3 pct Mg by weight is internally oxidized, the hardness measured on a cross section is found to decrease considerably with distance from the surface.&apos; This phenomenon has been attributed to the diminution of the velocity of the oxidation boundary. The smaller this velocity is, the more slowly the free-oxygen concentration rises towards the concentration in equilibrium with the oxygen gas. And a small 0 concentration favors dissociation and thus conglomeration of the oxide. For instance, the hardness decreases more rapidly during long annealings in nitrogen than in air.&apos; Measurements by Gregory and Smith3 on sections through internally oxidized Al-silver wire showed a smaller variation in hardness, probably because the wire diameter was only 0.9 mm. Wood4 found a drop in hardness with depth in internally oxidized Al-copper strip, and also—by electron microscopy—the concomitant increase in Al2O3 particle size. Under certain circumstances internal oxidation leads to formation of rather irregular inner oxide films in the midst of dispersed oxide. This special sort of conglomeration—discussed in Ref. 5—is also favored by greater depth below the surface.3,5 In this paper hardness measurements in large diameter cylindrical and spherical specimens are described. Here the oxidation velocity* goes through ness initially decreases with depth but increases again towards the center. Normally, the diffusion coefficient D1 of oxygen is very large compared to D2, that of the dissolved metal. If, furthermore, the atomic fraction c2 of the latter is much larger than the O-solubility cl- but c2D2 << c1D1- the velocities in question are easily calculated2 to be: for the cylinder and for the sphere. Here p is the radial coordinate of the oxidation boundary and R the specimen radius, which in dilute silver alloys is constant, as no external oxidation occurs. These equations have been derived for a divalent solute; for nondivalent solutes c2 has to be multiplied by half the valency. The equations are not valid near the center. For which can be considered as a standard case,2 the Eqs [I] and [2] begin to yield U-values which are appreciably too high for p/R = 0.05 and 0.15, respectively. But at the v-minima they are still very good approximations. These minima lie at p = emlR= 0.37R in the cylinder and p = 1/2 R in the sphere. Other factors besides the velocity v will also influence the hardness. The oxide concentration cox is constant in a flat strip, apart from a narrow region in the middle,2 but in cylindrical and spherical specimens cox decreases steadily with depth. You may think long before this talk has been completed that the speaker is belaboring the obvious. Please let me put to rest here and now any doubt which you may have in this regard by assuring you that is precisely my intent, and for a very specific reason. We all profess to know and recognize the obvious, but I am impressed increasingly how often we forget or fail to act upon the obvious. Shortly after starting my first job upon graduation from college, I was asked by my boss to participate in a course on practical communications, particularly as applied to conveying proposals effectively to the client -- be he customer or company president. The concept or philosophy underlying this program was so simple and obvious that in my youthful brashness I saw only a gross waste by the company of e good, solid $1930 in compelling me to take the course. The sequel to this experience occurred about five yews ago when I was directing a 300-man marketing group. At that time I enrolled a dozen of my department heads, and subsequently about a hundred other personnel, in the contemporary version of that sane program. Why? -- because they all knew the obvious, but I could see how imperfectly they were implementing it. Truly, a wide chasm exists all too often in our beliefs on the one hand and our practices on the other.

"This paper presents results from a recent study conducted to evaluate the effects of longwall-induced stresses and deformations on the mechanical integrity of shale gas wells drilled over a longwall abutment pillar. The primary objective is to demonstrate that a properly constructed gas well in a standard longwall mining abutment pillar can maintain mechanical integrity during and after mining operations. Successful designs would allow for the safe recovery of both coal and gas reserves. Major elements of this comprehensive study include: (1) modeling of rock movements to predict impacts on gas wells, (2) measurements of actual rock movements at the surface and in the subsurface, (3) measurements of actual impacts on test wells designed similarly to real shale gas wells, ( 4) comparison of modeling results to actual rock movements to validate the model, and (5) employing the validated models to evaluate various casing and cementing designs to minimize casing deformations and absorb longwall-induced strains along the intermediate and production casings.A study site was selected over a southwestern Pennsylvania coal mine, which extracts 1,500-ft-wide longwall faces under about 600 feet of cover. Four test wells and four monitoring wells were drilled and installed over an abutment pillar with 125-ft by 275-ft centers. The four test wells were drilled to a depth of 642 ft, or 42 ft below the Pittsburgh seam, and were designed like a real shale gas well, except that only three casings (namely the surface, water protection and coal protection casings) were installed in each well. Casing steel grades, wellbore diameters and annular spaces were purposely varied in each of the four test wells to evaluate the effect of different well designs. The four monitoring wells - one vertical extensometer and three in-place inclinometers (IPI) - were drilled to different depths to measure the vertical settlement and horizontal displacements as a result of longwall mining on both sides of the abutment pillar. In addition to the test wells and monitoring wells, surface subsidence measurements and underground coal pillar pressure measurements were conducted as the 1,500-ft-wide longwall panels on the south and north sides of the abutment pillar mined by."

The Decar Nickel District is a greenfield discovery by FPX Nickel Corp., of nickel mineralisation located in central British Columbia (BC), Canada. The Baptiste deposit is part of the Decar Nickel District and is a unique deposit containing a nickel-iron alloy mineral called awaruite, with over 2-billion tonnes of inferred resource grading 0.12% Davis Tube Recoverable (DTR) nickel. This deposit represents a significant nickel resource. Awaruite is a high density and ferromagnetic mineral, which could be recovered, along with magnetite that is also present in the samples, using magnetic separation. However, there is still a lack of understanding of the properties of the awaruite and its metallurgical response. This information is imperative for the set-up of the variables involved in its concentration. The aim of this paper is to show and discuss the effect of magnetic field strength for the recovery of nickel from Baptiste deposit samples. Magnetic separation at bench and pilot scale with different magnetic field strengths is evaluated as a concentration method for awaruite. Mineralogical information is provided to support the results and also to briefly assess the variability of DTR nickel within the deposit. The Baptiste deposit is unique and will benefit from a sound scientific understanding of the process solution as well as other ongoing work. If successful, the outcome will lead to the development of a mine. With greater than 2-billion tonnes of inferred resource, the mine would represent a significant new source of nickel globally. While surety capacity for the mining industry continues to shrink, States are demanding greater financial certainty for closure/post closure obligations. To combat these demands, larger mining companies are pursuing a Mining Surety Reinsurance Program that requires a significant up front capital contribution. This paper outlines an alter-native program for middle market mining organizations. The program utilizes a “Blended Finite Risk” environmental insurance solution with surety acting as the “front” in states where insurance is not an acceptable form of collateral. Marsh proposes creating separate programs for each State requiring surety. The reason for separate programs stems from each states’ different surety rules. Insurance companies typically require at least $5 million in future value remediation liabilities for finite risk programs. Since most middle market mining companies have obligations that fall below this threshold, the Blended Finite Risk Program contemplates combining several companies closure/post closure liabilities to accomplish the minimum amount required by the insurance company. Why use a Blended Finite Risk Program? One of the primary benefits is the financial assurance that funds will be available for planned remediation. For example, the financial assurance may be required by a government agency. The certainty may help facilitate a merger or acquisition. Additionally, the funds may be part of a CER-CLA PRP settlement. In all cases, the insurer providing coverage would be a secure independent 3rd party. A Blended Finite Risk Program also provides a long-term solution – up to 30 years and in some select cases longer. The benefit to a state or the BLM is the removal of financial uncertainty. An insurance company writing the policy would have an AA or AAA balance sheet. The hardening of surety markets coupled with the tightening of financial assurance requirements in many states have necessitated the posting of 100% collateral. This program substantially reduces these collateral requirements.

Barrick&apos; s Buzwagi copper-gold deposit in Tanzania comprises oxide, saprock and sulphide mineralized zones averaging approximately 0.058oz/t gold, 0.13% total copper and 0.03% cyanide-soluble copper. A comparative evaluation of the project based on two potential flowsheet alternatives is presented. The first flowsheet included a gravityconcentration and carbon-in-leach (CIL) plant. The second flowsheet was based on a Gravity-Flotation-CIL plant, which proved to be more economically robust. Selective flotation of copper minerals to produce a saleable copper concentrate proved to be challenging. Detailed characterization of the Buzwagi deposit was carried out through understanding of ore mineralogy, mineral liberation, floatability and selectivity, reagent chemistry and regrinding issues. With this insight, a flotation concentrate of greater than 25% Cu was achieved, recovering a significant amount of copper minerals and tellurides. The overall economics of the project improved significantly with the addition of flotation. Leach tests on gravity and flotation tailings showed an overall increase in gold recovery of approximately 6% for a Gravity-Flotation-CIL plant compared to that for a Gravity-CIL plant.

"This paper presents the results of a pile installation monitoring and performance assessment program for pile foundations supporting 14 piers and 2 abutments of the 1700-ft long bridge crossing over a river in Baltimore, Maryland. Dynamic measurements were conducted during installation and restrike of 16 test piles, one at each support location. The foundation piles were 30-inch diameter, 0.75 inch thick pipe piles at the piers and 24-inch diameter, 0.5 inch thick at the abutments. The piles at the piers were approximately 100 ft long and were designed to carry 260 kips service load with a factor of safety of 2.25. The piles were driven open ended into a variable site stratigraphy containing recent deposits of organic clayey silts near the mudline followed by loose to medium dense sand, with some silt, and then by soil deposits from the Cretaceous period consisting primarily of dense to very dense, poorly to well graded sands and gravels and cobbles, with occasional seams of very hard to very stiff, low to moderate plasticity silts and clays. This paper presents the approach taken to evaluate the driven index piles and to develop criteria for driving production piles. It provides the Engineer with some data on pile driveability in Cretaceous soils in the Baltimore area, soil set-up effect, and an estimate of pile capacity.INTRODUCTIONThe typical approach to pile foundation design and construction should include an indicator pile program with dynamic measurements and a static load test program. However very often paucity of funds and schedule constraints cause an owner to do away with conventional static load testing which can take $25,000 to $100,000 and several weeks per test. This paper examines an alternate (though not equivalent) truncated approach to foundation assessment and presents a case history where this approach was implemented.Dynamic measurements were conducted during pile installation for the 14 piers and 2 abutments of the new 1700-ft long bridge over a river in Baltimore, Maryland. Strain transducers and accelerometers were attached to the pile top during initial driving and restrike of 16 pipe piles. The foundation piles consisted of 30-inch outside diameter, 0.75-inch thick pipe piles at the piers and 24-inch outside diameter, 0.5 inch thick at the abutments. The piles were driven open ended into a variable site stratigraphy. The approach taken to assess the foundation performance included 1) a pre-field wave equation driveability analyses, 2) field pile driving measurements, 3) post-field Case Pile Wave Equation Analyses (CAPWAP), and, 4) revised wave equation analyses based on field and CAPWAP data. The following sections describe in greater detail each of the steps taken to assess foundation performance and the results obtained."
