In an underground mine operated with panel caving and subjected to high stresses, geotechnical events such as collapses or rock bursts are fairly recurrent. Both situations can involve risks for people, considerable production losses and increasing operational costs.This paper discusses an operational methodology for the recovery of the undercutting front carried out at El Teniente mine, which uses panel cave mining with post-undercutting, after the occurrence of severe damage due to a seismic cluster. The main objective of the recovery of the undercutting front is to prevent the spread of the collapse to the production level, risking the operational continuity. The methodology is the result of repairs that were carried out in the year 2014 at the North Reserves sector from El Teniente mine. Its characteristics are an undercutting front of almost 1000 m long, with the presence of relevant structures and faults, high stresses and high seismic activity.The practical implementation of the proposed methodology was successful since it prevented the spread of the damage, completely recovered the undercutting front and avoided production losses during the execution of the repairs. Also, considering the origin of the damage and the operations associated to the subsequent recovery of the undercutting front, in this paper we discuss the main control variables to be measured. These variables should allow any operator and short-term planner to take action in mines operated with conventional panel caving in a complex geotechnical environment.CITATION:Rivera, N, Music, A and Cisternas, C, 2016. This investigation included a study of three different methods for the acoustic drying of ultrafine coals. Ultrafine coal being defined as coal which passes through a 100 mesh sieve. The first method employed stationary drying of small coal samples in sound fields having frequencies of 12,000 cps and 20,000 cps. Sound intensities up to 150 db were used. The second method employed the use of rotary drying kilns. The effect of such variables as temperature, sound intensity, coal feed rate, air flow rate, and initial moisture content were studied. The third method employed the use of a multi-tiered, vibrating screen dryer. The effect of initial moisture content and residence time were studied.

The mines of southeast Missouri's Lead Belt have been in operation since 1864, almost 100 years. During this period about 10 pct of the total ore available has been left in place as pillars, and this now represents the best ore reserve left to the older mines. St. Joseph Lead Co. has been investigating various plans of pillar recovery for several years. The example to be described is only one possible approach under a specific set of conditions. Conditions vary greatly in the different areas within the Lead Belt, and the same approach would be entirely in- adequate in certain other areas, but there are important sections where this system is clearly applicable.

The ferroalloys industry has generated historically substantial solid waste. The accumulated waste causes serious problems to the environment. However, it is possible to transform the solid waste into an environment-friendly resource to serve the human being. Consequently, the construction of plants that are ?environment-friendly? and that accommodate ?recycling? has become a target of most ferroalloy producers in the world to ensure sustainable development. This paper introduces the practice of Shanxi Jiaocheng Yiwang Ferroalloys Works, the biggest manganese metal producer in China, in the development of an ?environment-friendly and recycling? process. The process includes power generation using coal gangue, waste from local coal mines; hollow bricks manufacture using slag and fly ash from the power station; cement production using slag from ferroalloy smelting; recovery of ferrous and non-ferrous elements in the dust from the furnace gas cleaning system; application of silica dust in construction and so on. The final objective of the plant is to realize zero discharge of solid waste. The profit of the ?environment-friendly and recycling? process compensates in part for the operational expense of the environment facilities.

One of the major activities of the Bureau of Mines is the promotion of safety in mining and other industries, In this connection, the Bureau determines the explosion hazards' of combustible gases, vapors, and solids and investigates means of controlling and preventing explosions. Many dangers are likely to confront men who must enter a building immediately after it has been damaged. Rescue workers must watch constantly for common gases and vapors that may be present in dangerous concentrations in and about demolished, buildings. Fuel gas is the most common source of danger, although refrigerants, gases from furnaces, flues, fires, sewers, and industrial processes, and gas from bomb, explosions in confined places also constitute definite hazards. To rescuers and trapped casualties, these gases offer the hazards of (1) explosion, (2) toxic effects, including asphyxiation and death, and (3) displacement of air so that the oxygen content of the atmosphere is reduced to or below the danger level.

A demanda por tubos de aço com rigorosos requisitos de propriedades mecânicas tem crescido devido à exploração de reservas de petróleo e gás natural em regiões remotas e em ambientes hostis. Um grande desafio para as siderúrgicas é prever as alterações de propriedades mecânicas que ocorrem durante a conformação chapa/tubo, associadas ao encruamento e ao efeito Bauschinger, visando atender às especificações no tubo. Nesse estudo, foi avaliado o efeito da conformação chapa/tubo nas propriedades mecânicas do aço API X60 (TMCP). Para tal, foram realizados ensaios de tração, de impacto Charpy e de CTOD, em amostras de chapa e de tubo, e análise metalográfica, além de simulação do efeito Bauschinger por meio de ensaio cíclico compressão-tração. Os resultados dos ensaios de tração, tanto com os corpos de prova plate type quanto com round bar, apresentaram aumento da tensão limite de escoamento e redução da ductilidade, devido ao encruamento. Nos corpos de prova que sofreram aplainamento, esse aumento foi menos pronunciado, justificado pela ocorrência do efeito Bauschinger. A simulação do efeito Bauschinger confirmou a indicação de queda do limite de escoamento devido ao ciclo reverso de deformação. A tenacidade não foi fortemente afetada após a conformação do tubo.

Business development process. Throughout Cyprus Amax's early months in Russia, the company stayed focused on what was needed from a deposit for economic success. Cyprus Amax's reason for success in Russia is that all involved - its Russian partners, the workforce and expatriates - provided a focused effort that served the project as it worked through the tender process and the Russian regulations. The company developed an understanding of the regulatory process by working with solid, ethical partners. Infused into the Kubaka management structure were Russians with the knowledge to facilitate the process and a professional group of expatriates. Developing credibility and a solid rapport with the Russian mining authority was critical to the success of this venture. Identifying and gaining the trust of key Russian individuals was also critical during the early stages. Gaining their trust and building credibility was part of the process. These key Russians were brought to the United States to visit existing Cyprus Amax mines. These efforts proved valuable in building an understanding with the Russians about the kind of company Cyprus Amax is and the kind of efficient operations that it can run. This was a learning process for all parties. Fortunately, the company was dealing with intelligent and educated people.

"A process mineralogy study was conducted to guide the development of a process for the extraction of vanadic oxide (V2O5) and aluminum compounds from bone coal and its ash as well as the production of byproducts. Results show that to extract the targeted metals at higher recovery rates, one must find a suitable agent capable of destroying the structure of the mica and breaking down the lattices in which these metal-bearing minerals occur. For such minerals, metal extraction efficiency is usually low if the approach is simply adding an oxidant that cannot destroy the structure. In this research, a byproduct fluosilicic acid (H2SiF6) at 20 percent concentration from an operating phosphate fertilizer plant was found to be powerful and effective for the leaching of vanadium-bearing minerals such as mica. This environmentally friendly process improved the leachability of valuable constituents in the bone coal significantly, with the leaching rate of V2O5 increased to 94 percent, from 83 percent, and that of aluminum oxide (Al2O3) increased to 75 percent, from 40 percent. X-ray diffraction and chemical analyses showed that the structure of mica can be destroyed using fluosilicic acid either alone or in combination with sulfuric acid. Based on the process mineralogy study, a processing flowsheet was tested, which resulted in a final V2O5 powder product with purity of 99.2 percent and an overall recovery rate of higher than 85 percent. The flowsheet consists of leaching, ion exchange and ammonium precipitation. With this process, various byproducts could also be generated, including aluminum fluoride, cryolite, aluminum sulfate, calcium sulfate, ammonium chloride, sodium chloride and cement admixtures.IntroductionVanadium is an important rare metal broadly used in the production of steel alloys and nonferrous alloys as well as in the chemical field as a catalyst. Vanadium-bearing bone coal and clays are abundant in China, and they contain other valuable metals such as aluminum. Bone coal is a type of carbonaceous shale. The vanadium-bearing minerals mainly exist in mica, kaolin, iron oxides, tourmaline and garnet. According to previous studies (Xiao, 2007; Xu, 1989; Xu and Chen, 1991; Ji and Xu, 1991; Chen and Xu, 1992; Xu and Heng, 1992), vanadium occurs from the isomorphous substitution of V3+ for Al3+ or Fe3 + in the crystal lattices of mica, tourmaline, garnet, dolomite and aluminosilicate minerals. In iron oxide and kaolin minerals, vanadium appears as an adsorption form. The isomorphous substitution of vanadium is more stable in tourmaline, garnet and silicate minerals. Therefore, vanadium in bone coal may exist in three phases: vanadium-containing kaolin and oxides, vanadium-containing mica, and tourmaline and garnet (Xu and Chen, 1993; Xu and Zhang, 1993; Xu and Wang, 1994; Feng, et al., 2005; Lin and Fan, 2001)."

"INTRODUCTION Barrick Goldstrike underground mine is located in Northern Nevada on the Carlin trend. The underground mine produces approximately 1.5 to 1.8 million tons a year and approximately 400,000 ounces of gold a year. The mine is comprised of two main mining methods, underhand drift and fill and long hole stopeing. The mass blast project stated in 2012 as Value in Use project between Barrick, Southwest Energy and Orica, the goal of this project is to be able to blast an entire drilled stope in one blasting event instead of taking multiple blasts. This will improve productivity by eliminating intermediate blasts, reducing additional blast time, eliminate drill hole cleaning due to the previous blast. Project implantation started in the fourth quarter of 2013 and mass blasting has been common practice throughout all of 2014. STOPPING PRACTICE AT GOLDSTRIKE BEFORE MASS BLAST PROJECT The production from the Goldstrike mine is approximately 70% from stopes. The timely completion of all stoping blocks is imperative to maintaining the plan, delays in the execution of any particular block can have detrimental ripple down effects as neighbouring stoping blocks become delayed. Before the implementation of this project the standard practice for Goldstrike was to: 1. Drill the entire stope 2. Blast a bottom shot, normally between 10 feet and 20 feet off the bottom of the slot rings. This would be mucked out before the next shot 3. Blast a pull through shot, this included the raise and one or two production rings. Again mucking this out before the next shot 4. Blast production rings, one or two more blasts depending on stope size. In most cases between each of these blasts the holes in the other rings of the stope would have to be cleaned. This meant either cleaning manually using air and water, or mechanically cleaning with a bench drill. In many cases this resulted in delays in completing the stoping block."

Electric arc furnace dusts, especially those containing zinc ferrite, are notoriously difficult to process to give valuable products and non-toxic residues. The ideal process would remove and recover the toxic non-ferrous metals as pure metals, of commercial value, and non-toxic residue which can be used as a raw material in the steel industry. From an examination of the thermodynamics of the oxides and chlorides of the various elements in the dust, it is apparent that the chlorides of the toxic non-ferrous elements are more stable than the oxides while the reverse applies to the ferrous elements. This offers the opportunity for a complete separation of the zinc, lead and cadmium from the iron oxide. Results are presented for the chlorination of electric arc furnace dusts under oxidising conditions and the subsequent treatment of the chlorides to recover the pure metals and chlorine which can be recycled back to the reactor.

"Although the role of texture has been increasingly recognised as a geometallurgical indicator of ore characteristics and their variability, the ability to appropriately quantify and correlate it with metallurgical performance remains an ongoing challenge. In this study, we propose the 3D characterisation and quantification of ore textures from drill core using X-ray computed tomography (XCT) with an appropriate image analysis methodology (grey level co-occurrence matrices, GLCM). This methodology has been specially customised for application of 3D XCT grey-scale volumes. This approach has potential as an online mine site analysis tool providing detailed 3D information on both quantitative texture and simple mineralogy.The approach is illustrated in this paper using drill core samples that were manually extracted from various rock types and textures representing the Nkomati Main Mineralized Zone (MMZ) sulfide nickel ore deposit. A preliminary classification of the samples was performed based on their particle size distribution after laboratory scale rod milling. Accompanying QEMSCAN analyses were also used to guide the interpretation of the grey-scale mineralogy and texture in the 3D XCT volumes. The resultant GLCM produced from quantitative 3D image analysis of the XCT volumes indicated sensitivity to ore variability and was able to capture a simple mineralogy and grain size distribution. THE apparent dependency of the electrical characteristics of hexagonal crystalline selenium on microstructure has aroused much interest in microscopical studies of selenium. Microscopic observations on the crystallization of selenium have been made by Escoffery and Halperin,' P. H. Keck,' and other investigators. It is the purpose of this paper to discuss the microstructural changes observed on polished cross-sections of single layers of selenium after various heat treatments. Observations were also made on crystallization of the free-surface layer of these deposits. In general, all of the transformations studied were either transformations of the vitreous selenium to hexagonal selenium or micro-structural transformation of the hexagonal selenium itself. Procedure The selenium used in this work was obtained from the American Smelting and Refining Co. and was approximately 99.96 pct pure. An intentional impurity of 1 part per 2,000 of bromine was added to the material prior to evaporation. A thickness of approximately 0.002 in. of this selenium was vapor deposited on an aluminum base plate. The maximum plate temperature during the vacuum vapor deposition was 140°C. Mounting of the cross-sectional specimens for metallographic study could not be done in plastic mounting media, as is customary, since temperatures in excess of 50°C would cause unwanted transformations. Consequently, a simple clamp-type device was used to mount the specimens for preparation. All grinding operations were then done carefully by hand in order that the specimen not become heated during this operation. Wet polishing was done on the conventional metallographic polishing laps, using successively finer grinding powders. An extremely careful polish is necessary, since observation and micrography of the specimens are done in the unetched condition under polarized light. The two observations of crystallization made on the free surface of vitreous selenium deposits (Figs. 4 and 5) were made on surfaces which were perpendicular to the cross-sections studied. These free-surface layers were examined directly, i.e., no pre- vious metallographic preparation, as obtained from the vacuum vapor deposition. Microscopic Observations A study was made of polished cross-sections of the vitreous selenium as-deposited. It was noted that in all cases there was columnar crystallization adjacent to the base plate, which appeared to occur during the vacuum deposition process. This observation has also been made by Keck? It also was observed that vagrant spherulitic crystallization occurred in the vitreous selenium. The term "vagrant" is used, since these spherulitic grains appear to crystallize at random throughout the vitreous selenium during the vacuum deposition process. Columnar crystallization at the A1-Se interface and a typical spherulite observed in a polished cross-section of "as-deposited" vitreous selenium may be seen in Fig. 1. Cross-sectional samples of vitreous selenium studied after heat treating individual samples for 20 min in 10" steps from 80" to 220°C revealed that crystallization—in this case, columnar crystal growth —proceeds from the aluminum base plate to the surface of the specimen (Fig. 2). Crystallization was microscopically observed to be complete after the 130°C heat treatment. Visual examination of the free surface of the specimen after the 130 °C heat treatment revealed the readily recognizable grey appearance of the completely crystallized selenium, in corroboration of the microstructural observations. No microstructural transformations then appeared to take place between 130" and 190°C. At 190°C the beginning of recrystallization appeared and proceeded until the columnar grain structure had been completely transformed to equiaxed grains between 210" and 220°C (Fig. 3). Naturally, the grain size of the recrystallized grains at the lower temperatures (190" to 210°C) was smaller than is illustrated in Fig. 3. In addition, polished cross-sections of deposits heat treated at 140°C for 10 min to cause complete crystallization and, subsequently, heat treated in 10" steps from 80" to 220°C for 20 min were studied. As expected, no microstructural transformations took place until the beginning of recrystallization was observed at 190°C. A comparison with the previously studied specimens revealed that recrystallization proceeded almost identically in the two experiments although in the first case the deposits were vitreous prior to the series of heat treatments and in the second case they had been crystallized by a previous heat treatment. This publication presents the basic text for a 20-hour accident-prevention training course developed for supervisors by the Federal Bureau of Mines. During the past 2 years, the course has been used by the Bureau in teaching more than 300 groups of coal-mine supervisors-men whose responsibility is twofold: To manage in production and maintenance phases of coal mining and to guide their men along paths of safety. This is a handbook for teaching teachers. In this handbook will be found references to safety practices followed by companies that consistently have low accident records. These companies credit their outstanding performance to the adoption and faithful observance of accident prevention by supervisors and workers alike on a wholesome, cooperative basis. Teaching safety to workers involves both on-the-job and classroom-type instruction. If such training is to be permanently effective, it must be reinforced consistently on the job by the immediate supervisor of the worker. This publication is intended to provide such a supervisor with the motivation to provide such follow-up and shows how he can accomplish it effectively.

BESIDES commanding increasing importance as an alloying element in combination with ferrous and other nonferrous metals, the variety of uses for pure nickel continues to widen. For coinage it is growing in popularity. These coins have been minted for 27 countries in 72 issues representing 69 denominations. Approximately 3,000,000,000 pieces have been struck, the aggregate weight, of which amounts to nearly 14,000 tons. . Danzig, Iraq and Japan are the most recent governments to adopt, pure nickel coinage. France is adding the denomination of five francs to its other nickel currency; they replace silver pieces. Germany is now minting a new issue of one Reichsmark coins of pure nickel. The Japanese program for 1933 called for the issue of 35,000,000 10-sen pieces and 30,000,000 5-sen pieces. "Collapsible soil is known as one of the difficult soils, which possesses considerable strength when it is dry and significantly reduced when inundated. In practice, in case of a thick layer, pile foundations are often used to penetrate the collapsible soil to firm soil/rock strata. Inundation of collapsible soil is accompanied by a large and sudden settlement, which may significantly increase the negative skin friction and accordingly the drag loads on the pile’s shaft. Inundation may take place from the running surface-water or raising the groundwater. In case of surface water, the amount of settlement varies, depending on the extent of the wetted zone and the degree of saturation in the soil, while rising groundwater will produce full saturation in the ground and accordingly larger settlement.In the literature, there is lack of reports dealing with the prediction of the drag load on piles in collapsible soils subjected to inundation. This is due to the complexity of modeling collapsible soil analytically. Alternatively; the results of a sophisticated experimental investigation may guide the researcher to develop a model to predict the drag load on these piles.This paper presents the results of a small-scale experimental investigation tailored to measure the soil collapse during inundation and the associated drag load on an endbearing pile’s shaft. Based on the results of the present investigation, the effect of the soil collapse potential and the pressure acting on the soil during inundation on negative skin friction is presented.INTRODUCTIONCollapsible soil is a metastable material, traditionally defined as unsaturated soils that experiences a radical rearrangement of particles and significant reduction of volume upon wetting with or without loading (Bara 1976; Houston et al., 1988). A wide range of soils fall into the category of collapsible soil, including naturally existing types of soils such as: Alluvial flood plains, mud flows, residual soils, colluvial deposits, fans, aeolian or wind-blow deposits sands and silts (loess), volcanic tuffs, gypsum, dispersive clays, loose cemented sands , sodium rich montmorillonite clays (Clemence and Finbarr 1981).Soil wetting and soil saturation may take place as a result of urbanization or natural causes, such as: groundwater level rise, landscape irrigation, broken water pipelines or sewer lines, poor surface drainage, groundwater recharge, cut/fill construction, and moisture increase due to capillary rise. The severity of the outcome depends heavily on the so called collapse potential of the soil, which depends mainly on; soil type, compaction effort, initial water content and stress level at soaking (Houston and Houston, 1997; Ayadat and Hanna, 2007)."

The United States has abundant coal resources that could last at least another century. and probably longer at present consumption rates. Geographically, the coal resources are distributed over the entire nation including Alaska, although there are no coal deposits in the highly populated areas on the two coasts. This allows free access to the coal, but makes transportation more expensive. Not all coals can be utilized equally because they differ vastly in quality. The sulfur content of coals, considered as the most detrimental acid rain-causing element, varies from as low as 0.3 percent in some areas of the western U.S. to 5 percent or more in parts of the Midwest. The chlorine content, which causes corrosion of plant hardware, also varies regionally. The 1990 amendments of the Clean Air Act of 1963 (CAA) require that emissions of sulfur be restricted and rolled back in two stages by the year 2000. There have been a number of reports expressing concern about the future of the industry in the states where high sulfur coal is produced. The remedies devised by the federal government and many coal-producing states in the past to "se-cure" the future of the regional coal industries have focused on the physical task of removing sulfur rather than the economic challenge of doing so at a cost that will enable high-sulfur coals to survive and compete. The past remedies, generally, were not specific enough to account for the characteristics of regional coal deposits and did not look at the coal market as an integrated national and international entity. The State of Illinois has, in recent years, taken a more comprehensive approach to the solution of the problem.

THE Tri-State zinc and lead-mining district is in the northeast corner of Oklahoma, the southeast corner of Kansas and the southwest corner of Missouri. The area throughout which active mining has been conducted is about 45 miles long and about 5 miles wide, extending northeasterly from Commerce, Okla., to Alba, Missouri. Although the lead ores were mined on a very small scale in the vicinity of Joplin, Mo., as early as 1848, nothing of any importance was done in the district until 1870, since when both mining and smelting have been prosecuted with considerable vigor. In the beginning the lead ores only were exploited, but within a few years extensive deposits of zinc ores were found and since that time the production of zinc ore has far exceeded that of lead. Both the surface and mineral rights in Missouri and Kansas were under individual ownership by the time ore was discovered. Although some of these rights were purchased by mining companies, most of the mining has been done under leases covering small areas, usually 40 acres, although in the past many leases were given on much smaller tracts. In Oklahoma most of the mineral land had been alloted by the Government to various Indian tribes and although the title to some of these lands had been acquired by various white men before the discovery of the rich Picher field, the title to most of the land has remained with the Indian tribes and the leasing of the mineral rights has been done by the Federal Government for the benefit of the Indians. The Indian allotments were of 200 acres each and some of the mining leases covered entire allotments, although many leases were granted for only 40 acres or even less.

Lower accident rates were the outstanding feature. of the second annual sand and gravel safety competition conducted in 1930 by the United States Bureau of Mines in cooperation with the National Sand and' Gravel Association. Both the frequency and, severity rates for accidents were greatly reduced as compared with those shown by the first year's contest, that for 1929. Three times as many plants were enrolled, and the number of man-hours of work represented was more than doubled. Seventy-six sand-and-gravel plants, situated in 20 States, participated in the Competition, as compared with 26 plants, located in 13 States, in the year before. The number of man-hours of employment, which indicated the amount of exposure to occupational hazards, was 4,915,592, an increase of more than 100 per cent over the previous year's total of 2,259,572 hours. The frequency of accidents declined from 74.4 per million hours for all plants enrolled in the first year's contest to 42.7 per million man-hours for all plants enrolled in 1930. The accident-severity rate was reduced from 9.7 days of disability per thousand man-hours of exposure in 1929 to 5.9 days of disability per thousand man-hours of exposure in 1930. The actual number of accidents reported for 1930 by 76 plants included four deaths and 206 injuries whereas the 26 plants that were enrolled in 1929 reported three fatalities and 165 injuries. Under the rules of the contest all "lost-time" injuries are reported--that is, all injuries that disable an employee for more than the remainder of the day on which the accident occurred. If the employee is physically able to resume his work on the day following the accident, the injury is not classed as a lost-time injury. The contest covered accidents and man-hours worked by all employees at the plant who were employed by the same company, and included work up to the point of delivery of the material directly to consumer or to independent agency of transportation--in other words, to point of relinquishment of control of the material by the producer.

1.1. INTRODUCTION Despite indications of a general economic recovery in the U.S. during the mid-19801s, mine operators have not generally shared in the benefits of these reported better times. Budgets have not rebounded, borrowing is tougher, parent companies' pockets are not as deep as in previous years, and margins are not any better -- if there is any left over at all. Managing capital equipment budgets is always a challenge, and the last five years of stretched equipment lives make these decisions more tenuous. Delays and avoidance of replacements due to tough times inevitably makes those decisions increasingly difficult and usually more expensive The purposes of this paper are to present. a brief refresher outline of the fundamentals of equipment replacement analysis, to suggest a number of papers where analysis methods are explained in greater detail. and to recommend the use of a widespread microcomputer software capability (1-2-3) as the easiest path to a much-needed solution for a very difficult, and usually under-supported management decision problem 2. REPLACEMENT DECISION POLICY Investments in equipment replacements must compete for capital with all other investment alternatives. Capital for replacements of ten represents a greater commitment than do the new projects which a company might handle in a given year. But. sadly, formal policies for standardized analysis of replacements rarely exist, even in major companies. Yet this policy can be very significant in determining the competitiveness of a firm. Whereas many replacement decisions are based on cost minimization, economists and financial analysts agree that wealth maximization or return on investment is the superior criterion. Though the difference may seem slight, agreement on a firm's financial objective is vital. Replacement policy should be straight- forward. have a logical basis, and a proper level of sophistication. There are several reasons to develop a policy for replacement decision-making: [I] 1 - equipment's optimal economic life is nearly always shorter than its physical life; 2 - mine life often exceeds equipment life, so management must face these decisions routinly 3 - replacement capital costs, on an undiscounted basis, can run 25 to 75% of original capital 4 - technological changes may result in a newer machine or system which can operate more efficiently, more safely. or less expensively 5 - estimates should be made consistently in the fundamental areas of life expectancy, availability, utilization. price escalation, taxes 6 - long-term and short-term budgeting without decent data and analytical capability is nearly impossible, or at least ineffective Policy development assumptions which must be considered include: the planning horizon, cost patterns, interest rates, availability of capital, replacement vs. expansion, technology advances.
