PorterIn introducing his paper, Mr Roman said that whereas in manufacturing plants the yearly production levels were usually chosen to produce the largest annual cash flow, in a mining operation, the raw materials (ore) were exhaustible so that the production had to be scheduled to maximize the total net present worth of the operation. This optimum production schedule could be determined by using dynamic programming. The required information was readily available to management at most mines. The 'possible operating range' of production rates lay between the rate with the highest profit per ton. and that with the highest profit per year. The optimum production rate started typically at the top of this range and decreased slowly as the deposit was depleted.Dynamic programming was used to determine several production schedules for a hypothetical mine-mill complex. The effects of changes in the ore grade estimates, size of deposit and acceptable rate of interest on the production schedule were taken into account. Apart from the fact that the net present worth of the overall profits was larger than that obtained by conventional methods, it appeared from the cases studied that the amount of metal recovered was also greater.Dr it P. King commented that this was a very interesting application of dynamic programming. He pointed out, however, that the market price of the metal was likely to vary significantly and randomly during the life of the mine, and he suggested that the problem should, therefore, be reformulated as a stochastic dynamic programming problem.If the price of the metal rose to abnormally high levels, a much higher than normal production rate could be expected. The results of analyses given in Table 5 showed that the production rate was a function of market price. In his view the stochastic problem could be solved just as easily as the deterministic problem.In reply to a question by Dr King as to whether the function relating recovery to production rate (Table I) was based on real data, the author replied that it was based on the results of an analysis conducted at the Union Carbide Corporation's Pine Creek tungsten mine in California.Dr D. M. Hawkins stated that costs were incurred when the production rate was altered, for example, in appointing or laying off staff, and that in practice it may be necessary to take these costs into account in finding the optimum production rate. Mr Roman replied that, while normal administrative costs were accounted for, the additional costs incurred in appointing and laying off staff were not taken into account."

The flash induced combustion of Sewell and Pittsburgh coals was studied in air and in oxygen. The primary decomposition and combustion processes occur within the first 300 ~sec in oxygen and slightly later in air. Strong absorption spectra of CN and OH are indicative of the decomposition and combustion processes, respectively. Kinetic spectroscopy and combustion product analyses indicate that only about 35% of the coal dust is consumed in the explosive combustion which takes place in several (1-5) distinct but similar steps. The combustion-modifying effects of (NH4)2HP04, NH4H2P04, KHC03 and Rock Dust were studied in the 1-20 wt % range in coal dust flash com-busted in air and oxygen. The study reported herein shows Rock Dust to be the most efficient coal combustion inhibitor. KHC03 is the least effective agent, with the phosphate salts showing marginal effectiveness.

A project's rate of return (ROR) [The list of all the acronyms used in his text is provided at its end.], be it an internal or external one, usually needs to be approximated. The success and efficiency of an approximation procedure depend on the quality of the initiating parameters such as bounds or seed values (guesses). Current approximation procedures commonly use bounds and guesses dictated by intuition rather then by mathematical consideration. The paper presents three ROR-bounding and six ROR-guessing approaches and examines their suitability on the examples of the typical project cash flow patterns.

THE work herein reported is restricted to the carbides which occur in quenched and tempered AISI 43XX steels with carbon contents up to 0.40 pct and silicon additions of up to 3 pct. In view of the instability and extremely small size of the carbides formed at low tempering temperatures, the technique for successfully preparing specimens for X-ray diffraction will be outlined. The alloys listed in Table I were obtained through the courtesy of the United States Steel Corp. in the form of 1/2-in. rounds forged from 100 lb. induction furnace heats (except for 4337 which was a commercial heat). The stock was normalized and then swaged and drawn to 15 mil wire with anneals at 1200F between passes. The wire was austenitized for 45 min in evacuated vycor capsules and quenched into iced brine with simultaneous smashing of the capsule. Tempering was done in air with a water quench after tempering. The carbides were extracted in a simple cell using a solution of 1M KC1 and 0.5 pct citric acid with an initial current density of 0.1 amp per sq cm. One end of a short length of wire was immersed in the solution, and the current at constant voltage was noted as a function of time. After about an hour the current dropped sharply because of the decrease in specimen cross-section. At this point it was found that the dissolution could be stopped and that the very fine wire which then resulted was just large enough to permit handling of the extracted precipitate still clinging to it, yet so small that it diffracted and absorbed only a negligible amount of the X-radiation. This rod of residue with a convenient handle of undissolved wire was rinsed in distilled water. alcohol, and acetone. Then it was dipped in a thin solution of cellulose-acetate cement and dried in vacuum. The resulting specimen was straight, uniform in density, easily handled, but most important, was completely sealed and never exposed to air. Furthermore, the residue had never been subjected to strong acids or rough handling such as in the extraction-replica technique or in the complete extraction to a powdered residue. It was found that improperly coated specimens were pyrophoric, turning to oxide with a dull red glow as they were exposed to air and yielding patterns of Fe2O3 and Fe3O4. The steels containing 3 pct Si were especially difficult to prepare for this reason. The specimens were put in a 57 mm Straumanis camera with double pinholes or slits and irradiated with filtered-chromium radiation. Readable patterns were obtained in less than an hour. A preliminary finding of some note was that for both tempered and as-quenched specimens of steels 4337 and 4337 (1.5 Si). M23C6 patterns were found along with the patterns of other constituents of the residues. This result was somewhat surprising in that previous investigators had reported that this carbide did not appear in a 0.38 pct C, 0.48 pct Mo steel1 or in chromium steels of less than about 10 pct Cr.2 Although the total amount of carbide-forming alloying elements is less than 2 pct, due to their mutual interaction and the action of the plastic deformation in promoting equilibrium, this carbide was able to form even in the steel containing 1.5 pct Si. M23C6 was not detected in the 4337 (3.0 Si) steel and the lower-carbon steels were not investigated in this condition. It is very likely then that the steels studied herein underwent a fourth stage of tempering during the anneals at 1200°F. This result has significance in that even a small amount of undissolved M23C6 in a low-carbon, low-alloy steel would exert a large effect on its hardenability. Its presence would also influence the mechanical properties by decreasing the carbon content of the matrix. Annealing in vacuum for 1 to 4 hr in the austenite field removed all traces of MZ3C+ The results on carbide precipitation during tempering, summarized in Table I, are in agreement with those of Klingler et al.3 for the higher carbon steels. For the AISI 4337 steels it is noteworthy that in the steels with added silicon the E carbide persists to longer times and higher temperatures and that silicon delays the formation of cementite. The results for the lowzr-carbon steels parallel those of the higher-carbon grade. The appearance of E carbide in the AISI 4315 is significant. There is considerable disagreem-nt in the literature as to whether this carbide forms in the tempering of steels containing less than about 0.2 pct C. Following the detection of E carbide in a 0.18 pct C plain-carbon steel,4 its occurrence in a steel containing chromium and molybdenum should be expected. The fact that the low-carbon steels have the same carbide-precipitation sequence as the high-carbon steels has bearing on the larger problem of the exact tempering reactions in all steels. Following the suggestion of Roberts et al.,' the first stage has been generally assumed to result in a metastable equilibrium of c carbide and martensite of about 0.25 pct C. From this it was concluded that a steel having less than 0.25 pct C should then be under-saturated with respect to c carbide and should not precipitate this carbide upon tempering. FURTHER study of data used in determinations of 1—rates of diffusion of boron in austenite and 2—solubilities of boron in the a and phases of iron and steel' has provided an equation for the diffusion of boron in a iron. In brief, the previously published data were accumulated from the results of deboron-izing (and decarburizing) experiments carried out in the range of 700° to 1300°C. Diffusion coefficients (D?) for boron in austenite were calculated using the Grube solution of Fick's law. However, only solubility values were estimated from the discontinuous concentration-penetration curves, Fig. 1, which are characteristic of diffusion in two phases. Dr. Carl Wagner' has recently provided a solution for calculating D values from penetration curves of this type as follows: Cl1.1 —C8/C8- C11.1 = vp ? e ? erf (?) and D = ?/4?2 t where C11,12, C8, C11, and E have the values shown in Fig. 1. D is the diffusion coefficient, sq cm per sec; t is time of deboronizing anneal, see; and ? is a di-mensionless parameter. For a given diffusion experiment, the value of ? can be readily obtained by graphical solution from a plot of y vs the right-hand part of Eq. 1. D may then be evaluated from Eq. 2. The avplication of this solution to previously re-ported results, of which excerpts are given in Table I, permits the calculation of diffusion coefficients for boron in a iron. On the basis of these meager data, it is tentatively concluded that the diffusion of boron in a may be represented by the equation Da = 1011 e-92,900/RT where R is the gas constant, cal X 0C-1 X mol-1; and T is the absolute temperature, OK. Although the frequency factor, 106 sq cm per sec, is admittedly several orders of magnitude higher than expected, the value of Q, 62,000 cal per mol, appears reasonable and is, in fact, very similar to that for the self-diffusion of iron. It is pertinent to mention at this point that the value of Q obtained for the diffusion of boron in austenite by means of the Wagner solution is 19,000 cal per mol and is in excellent agreement with the value previously reported1 in the equation DT = 2xl0-3 e-21,000/RT [4] which was determined by the application of the Grube solution to other data. The fact that determined constants A and Q in the equation D? = A e-Q/RT were practically the same, independent of whether the Wagner or Grube solutions were used in determinations of D values, strengthened the authors' belief that the computed values of D (Table I) using the Wagner solution are reliable. The relative values in Eqs. 3 and 4 for the diffusion of boron in the a and ? phases, respectively, suggest that boron forms a substitutional solid solution in a iron and an interstitial solid solution in ? iron. The same tentative conclusion has been reached by McBride et al.3 on the basis of relative solubilities, atom diameter, and the size of the interstitial hole in a and ? iron. In connection with the data for test 14 listed in Table I, it is of interest to calculate the solubility of boron in a iron using the D value given by Eq. 3. As might be anticipated from the small movement of the interface in test 14, proper substitutions in Eqs. 2 and 1 give a low value, approximately 0.0004 pct B, at 850°C. Apparently at 835°C (test 13) it is possible to obtain 0.0018 pct B, and at 850°C only 0.0004 pct B into solution in the a phase before a second phase appears. These observations are consistent with the Fe-B constitution diagram proposed by McBride, Spretnak, and Speiser.3 References P. E. Busby, M. E. Warga, and C. As Assistant Director for Program Support for the Office of Surface Mining Reclamation and Enforcement (OSM), a bureau of the U.S. Department of the Interior, I am responsible for the regulatory and abandoned mine land programs under the Surface Mining Control and Reclamation Act of 1977, which governs the environmental impacts of coal mining. My perspective is influenced by my current position and my previous positions in government and private industry. Sustainability is a cooperative effort of many parties and can only be achieved if each assumes their responsibilities for making it happen. I will highlight some of my thoughts on the role of government in achieving sustainability in the mining arena.

The first reaction in organizing a project of magnitude is that it's the same as smaller projects -- just bigger. This is not totally correct. The industry's record of completing big-money jobs on time and within budget is not outstanding. From a personal point of view, my question is: What is the project size at which controls are lost? Is it controls? Is it the number of pieces of equipment? Is it the number of decisions to be made? The slowness of communications? Or is it a combination of all of these? In working on multimillion-dollar jobs, the percentage of overrun seems to be lower or show an underrun when the following basics are followed: 1) Preplanning is intensified 2) Data gathering is complete 3) Approach is optimized 4) Planning is realistically scheduled 5) Changes are minimized 6) Decisions are expedited

With the rapid development of renewable energy technology, such as electricity reserves, to store energy for electric or electric vehicles, environmentally friendly energy sources are expected to continue to be fulfilled according to mobility and stationary energy needs. Lithium is the most attractive candidate for energy storage development. The presence of lithium in Indonesia in the Sidoarjo mud content is interesting to be used as an alternative source of raw materials. During the research, sulfuric acid acted as a solvent, and hydrogen peroxide acted as an oxidation agent. Lithium recovery will be studied using a leaching process at various temperatures (30, 45, and 60 °C) and sulfuric acid concentrations (0.5, 1, 2, 3, 4, and 6 mol/L). The increasing temperature, sulfuric acid concentration, and hydrogen peroxide concentration will directly affect the lithium recovery. An increase in sulfuric acid concentration will be directly proportional to the recovery of lithium in the solution. Optimum conditions were obtained at varying 6 mol/L sulfuric acid concentrations and 60 °C temperature variations. The shrinking core model (SCM) studied leaching kinetics, and ash layer diffusion acted as a rate-controlling process. The activation energy of the leaching process was obtained at 38.90 kJ/mol.

Continuous improvement programs at these mines are finding the means to increase mine productivity while reducing total production cost. This paper looks at developments in the drill and blast program at Independence Mining Company’s Murray mine.

Located in the northern part of the Province of British Columbia, the Cassiar Mine started development of its asbestos orebody in 1952, and is currently producing 105.000 tons of asbestos fibre annually. The townsite is nestled in a beautiful valley and supplies more than average facilities. The fibre is shipped to more than 40 countries and is used in many industrial products.

Extraction of gold and silver from two refractory concentrates using cyanide and bromine reagents was reported at the 12th International Precious Metal Conference (1). The objective of this paper is to present the gold extraction, recovery, and economics for two refractory concentrates using cyanide and bromine reagents. Gold extractions for cyanide leaching (24- 48 hours) and bromine leaching (6 hours) were the same and ranged from 94% to 96%. Gold recoveries from bromine pregnant solutions using carbon adsorption, ion exchange, solvent extraction, and zinc and aluminum precipitation methods, were better than 99.9%. A preliminary economic analysis indicates that chemical costs? for cyanidation and bromine process are $9.50 and $10.50, respectively per ton of calcine processed.

The self-diffusion coefficient in high purity nickel has been measured over the temperature range 870' to 1248°C. The results are described by the relation D = 1.27 exp[—-66,800/RT 1cm2ec-1. The measured activation energy correlates satisfactorily with absolute melting point, heat of fusion, and heat of sublimation. KNOWING the rates of self-diffusion is important in the understanding of many metallurgical reactions. However, in spite of the rather widespread interest in nickel, both commercially and in fundamental investigations, no measurement of the self-diffusion in solid nickel has previously been re- ported." In connection with a program of measuring rates of diffusion in some nickel alloys, self-diffusion in pure nickel has been investigated over a rather wide temperature range by combining a sectioning technique and a surface counting technique.

It contains 84,990 square miles, of which 2,806 miles are water. When admitted as a territory in 1850, Utah included all the area from the east line of California to the summit of the Rocky Mountains between the 37th and 42nd parallels, which embraced practically all of the present state of Nevada, all of western Colorado, part of Idaho and part of Wyoming, in addition to the present area of Utah.TOPOGRAPHY…Utah is generally mountainous, with several main ranges and also detached groups of mountains. The valleys are broad and level. The mean altitude of the state is 6,100 feet above sea level, which makes the state the third highest of the Union. The highest point in Utah is King's Peak (13,498) in the Uinta range. The lowest point is Beaverdam Creek (2,000) in Washington county.CLIMATE…The climate is diversified between mild temperate in the northern portion to semitropical in the southern portion. "THE IRON ORE Company of Canada has been using do-it-yourself type explosives for three years. During the last 12 months we have used over 10 million pounds of ammonium nitrate-fuel oil explosives and either purchased or formulated one million pounds of slurried explosives.W e have been moving approximately one million cubic yards of stripping and ore per month and we expect our production rate to in-crease. Eighty per cent of our strip-ping and ore is soft enough to be blasted successfully with ammonium nitrate-fuel oil mixtures. Twenty per cent of our material is extremely hard and requires an explosive having greater strength than an AN-fuel oil mixture.W e had been using canned am-monium nitrate base explosives and TNT pellets to give maximum bottom loading density to fracture hard rock. As AN -fuel oil became widely used, it was apparent that other types of explosives could be formulated to fit our blasting requirements. Dr. M. A. Cook of the University of Utah was consulted regarding new explosives and together we developed the blasting slurries.Figure 1 shows a general view of one of our hard rock pits. The foot wall is on the right-hand side and this material is called iron forma-Figure 1.-General view of hard rock pitstion by our Company but is called 'Taconite by the operators on the Mesabi Range. This material runs 35 to 45 per cent iron and many pieces are hard enough to scratch glass. The formation is tilted at an angle of 55 degrees as can be seen in Figure 3.The bedding planes of this rock are about 24 to 36 inches apart and if the material is not well broken or fragmented, large chunks or slabs must be handled by the shovels which reduces shovel capacity and efficiency and increases maintenance costs."

As in other countries, gold mining inNew Zealand has been cyclic in character. Looking at these cycles may provide insights as to what may occur in the future and that is the basis for this study.   New Zealand has experienced four gold mining cycles. The first began in 1857, peaked in 1866 and terminated in 1890. This cycle was characterised by alluvial gold mining by individuals and small groups. This is referred to as the Labour Led cycle. The second cycle began in 1890 and reached its peak in 1906 and terminated in 1929. This cycle was characterised by the use of dredges in alluvial gold mining and was also the peak of hard rock mining. This cycle is referred to as the Technology Led Cycle. The third cycle peaked in 1940. This cycle was far less significant than the previous cycles, arising out of the depression when the unemployed embarked on small scale alluvial mining. This overprinted the continuing decline that occurred after 1906. This cycle is here referred to as the Depression Overprint Cycle.   The fourth cycle began in 1984 when production began to climb rapidly from a very low base. The growth in production was spurred by rising gold prices in the early 1980s resulting in relatively low grade gold-bearing alluvial ground becoming economic. But in the 1990s, production from the new hardrock mines in Coromandel and Otago has overshadowed alluvial production. This cycle is here referred to as the Price Led cycle.   What are the future prospects for gold in New Zealand? Although there are many factors involved, this will be largely determined by two factors; firstly, continued access to prospective gold-bearing properties, and secondly, the price of gold. Based on these factors, three future industry scenarios have been developed. The first of these is industry collapse, in which access to prospective property is constrained and prices mayor may not weaken. The second is industry consolidation, in which the available ground is accumulated by a small number of large companies who can use economies of scale to weather price fluctuations. The third scenario is industry growth, in which access to prospective ground is constrained in environmentally sensitive areas but is otherwise relatively unconstrained. Efficient companies are allowed to work in a policy and economic framework that allows them to make a major contribution to the economy.   While the industry cannot control these critical factors, a good knowledge of the positive role gold mining could play in the future economy may provide a framework by which the access issue, in particular, may be addressed from a balanced perspective.

There are no producing or developing mines in the Rattlesnake RARE II area. Specific areas with mineral occurences are prospects for: 1) stratabound copper and silver in Belt sedimentary rocks on the northwest border of the study area; 2) base metal sulfides, in thin veins and shear zones in Belt sedimentary rock, and diabase dikes and adjacent metasedimentary rocks in the southern part of the study area; 3) barite in sedimentary rocks near Rattlesnake Creek and Sheep Mountain; 4) limestone near Rattlesnake Creek and Blue Point; and 5) silica in quartz veins near the headwaters of Rattlesnake Creek and Sanders Lake. Stone, sand and gravel suitable for construction material are in the study area; however, equal or better quality deposits are common throughout the region. The RARE II area has no known oil and gas, coal, or geothermal energy deposits.

"Human accidents are caused by production accidents, generally ones (such as derailment of cars, falling rock, etc.) that have occurred numerous times before an employee was actually involved. Prevention of human accidents is, one of the essentials in cutting operation costs, and advocates of safety are studying economics to assist them in their work of preventing accidents.Workman's compensation insurance or compensation for human accidents is a true operating cost, and is the only purely tangible measure available which gives a measurement of the cost of accidents even though, as will be pointed out later, it represents but a portion of the total cost of human accidents.In using premiums paid for compensation insurance as a measure of the cost of accidents, it must be kept in mind that most insurance laws, as pointed out in a former paper (Serial 2590 of the Bureau of Mines) provide a waiting period before compensation for the lost-time wages starts, with the compensation limited to definite percentages of the wages. The waiting period and limited compensation combined tend to limit the amount paid to an injured workman who, if he receives 1/3 of the lost-time wage, will probably have been reimbursed as high as the average injured workman.The total or complete economic cost of human accidents, must include, in addition to compensation paid for lost time, and the portion of the lost-time wage suffered by the workman for which he is not compensated, the additional cost to the company through-(a) temporary decreased production by the breaking down of the morale, etc., (b) the breaking in of a new employee which is admittedly expensive,(c) the increased liability of human and production accidents caused to or by the new employee.Another charge against accidents, which is not included in the compensation payment, is the economic loss through the killing of as workman who has no dependents. Few of the States' laws require any compensation except burial expenses to be paid for fatalities to persons having no dependents. It is estimated by the United States Bureau of Labor Statistics that the economic loss through a fatality is 6000 shifts. If each fatality was compensated for this amount of time and at half-time wages, using an average wage of $5.00 per shift, the compensation for fatality based on the economic loss would be $15,000. but the average actual compensation paid for each fatality is about $3,000."

The South African Institute of Mining and Metallurgy was approached by the Australian Institute of Mining and Metallurgy to present a paper on the current practice in terms of the valuation of mineral projects and properties, given the development of a Code for the Valuation of Mineral Properties, developed in Australia (the VALMIN Code), and a similar Code in Canada (the CIMVal Code).This paper is the result of research and investigation into the matter, in terms of the reporting of Mineral Resources and Reserves, financial reporting practice, the Listing Rules of the Johannesburg Securities Exchange, and various practices in valuation. The paper establishes that a strong linkage has already been established between the SAMREC Code for the reporting of Mineral Resources and Reserves and the Listing Rules, and that, for completeness, a Code for Valuation needs to be developed. This Code will be similar to its international counterparts, with the necessary inclusions which are relevant to South Africa, and will provide guidelines and definitions on matters such as transparency, materiality and competency in valuation. It proposes that a multi-stakeholder steering committee be established under the auspices of the SAIMM, to deliberate and design a process for establishing such a Code.

The objective of this paper is to describe a study sponsored by the U.S. Department of Energy during which a model was developed to optimize haulback mining procedures in single and multiple seam contour mines, The study objective was to achieve financial- based productivity increases approaching twenty percent. This paper reviews the results of the first year's Phase I activities, which include four main tasks: formulate a methodology that can be used to select equipment and mining procedures that result in optimal performance in a particular haulback mining situation; conduct field studies of representative single and multiple seam mines to obtain quantitative background information for development of the formulated methodology: develop the methodology into a useful design tool for mine operators; and prepare plans for field tests to evaluate the effectiveness of the developed tool.
