"A performance opportunity was identified for the Raglan concentrator operation by changing the selection of xanthate from Potassium Amyl Xanthate (PAX) to Potassium Isobutyl Xanthate (PIBX). This opportunity was identified by a Statistical Benchmark Survey of the operation and QEMSCAN measurement of these survey samples, in which fine liberated pentlandite was found in the final tailings. This was confirmed by some laboratory scale flotation testwork using High- Confidence Flotation Testing. A statistically designed plant trial was implemented in 2007 to measure and confirm the performance gain. This trial design used on-off switching following a three-month reference distribution of normal operations using PAX. This layout provided both external and internal reference distributions on PAX to be established. These were used to evaluate the internal reference distributions on PIBX. This trial format was deliberately designed so as to block out the effects of autocorrelation in the operations data. In this way, small but significant metal recovery gains may be measured and proven in a plant trial. The paper describes the case study to show that this approach successfully blocks out autocorrelation in time, which is an obstacle in analysing concentrator operations data. The results showed that the PIBX had produced clear and statistically significant recovery gains for Ni, Cu, Pt and Pd. Adjusted for feed and concentrate grades, these recovery gains were: Ni: 1.00, Cu: 0.96, Pt: 5.07 and Pd: 1.90%.INTRODUCTIONConcentrator OperationsMilling and flotation, sometimes accompanied by gravity separation, are well-established unit processes. These have traditionally been used to treat ore that has been mined, producing a lowbulk concentrate containing a high percentage of the paymetal(s) in the ore mined. These concentrates are more economically treated in subsequent beneficiation processes than the ore from which they were produced.This choice of a concentration process results in a significant and variable paymetal loss to the concentrator tailing. This tailing is discarded and disposed of in an impoundment area, and has no immediate business use. This paymetal loss forms the largest loss of paymetal in the entire flowsheet by which refined, or saleable, metal(s) are produced [Cramer, 2001]. The question arises as to whether any particular concentrator is performing at its full potential, and how this answer may be determined. In a concentrator operation, there is always an ongoing performance improvement programme for this reason."

Wattle Gully Gold Mines N.L. of Chewton, Victoria, has decided to replace its present battery plant by a new mill to treat a free milling gold ore, after fine grinding, by concentrating coarse gold in a jig concentrate for amalgamation, and fine free gold and auriferous sulphides in a flotation concentrate for cyanidation. This paper outlines the economic justification and advantages of this step. In a review of the present position at the mine, a history of the company is followed by a description of the ore and its occurrence.Present treatment practice in two separate battery plants is described. Treatment tailings assay 1 dwt/ton gold and a substantial part of this gold is finer than 200 mesh.Experimental work showing how recovery may be improved is discussed and alternative methods of concentrating coarse gold mentioned. It is decided that the most suitable method for recovering gold from the ore is by jig concentration plus flotation.The merits of various flowsheets incorporating these techniques in the existing plant and in a new plant are assessed. It is concluded that there is no advantage in extending or converting the existing two battery plants, and it would be more economical and satisfactory to build a new plant.An economic study shows that for a capital expenditure of £120,000 a new plant could be erected to treat 70,000 tons p.a., working a 5-day week, and return an additional 14.2/- per ton, or £50,000 p.a., in revenue over the existing plant. It is estimated the plant cost can therefore be recouped out of savings inside three years. IT is a well known fact that age-hardening alloys remain in a supersaturated, or partially supersaturated, condition only for limited periods of time at temperatures below the solvus. In order to develop optimum properties by subjecting the quenched alloy to precipitation or age-hardening treatment at a specified temperature, it is necessary that the cooling rate be sufficiently high to maintain the required degree of supersaturation of the solid solution. In practical applications the size and shape of the specimens obviously have considerable influence on the rate of cooling and there is need for more information on the effects of various rates of cooling. Cooling rates of quenched aluminum alloys generally have been established by the type of quenching medium, the temperature of the medium and the dimensions of the specimen.1,2,3 Except for the work of Roth3 little quantitative information is available on the measurement of cooling rates of aluminum alloys and the significance of the influence of various cooling rates upon the mechanical properties. The purpose of the present investigation was to study the use of the Jominy test for aluminum alloys (Table I). EXPERIMENTAL PROCEDURE The material for this investigation consisted of extruded rods 1 ¼ to 1 ½ in. in diam. The chemical compositions were as follows: [ ] The modified L-type Jominy specimen with dimensions shown in Fig I was selected as the most convenient means for obtaining a wide range of cooling rates. The standard Jominy specimen was not satisfactory because its cooling rate was not sufficiently high. The four flat surfaces machined at right angles along the length of the L-type specimen to a depth of 0-015 in. facilitated the hardness measurements. The specimens were machined from the extruded stock with no intermediate forging. New specimens were used for each aging experiment. The specimens were given solution treatments of 2 hr duration at recommended temperatures in a Hoskins furnace (Table 2). The temperature of the furnace was maintained constant to ±3°C. No protective atmosphere was necessary because the thin film of oxide that formed on the surface of the specimens had no effect on the hardness measurements.

The Telfer main dome open pit is operated by Newcrest Mining Limited at a current production rate of 50 Mt/a from a pit dimension compromising 2 km strike length, 1 km width and 250 m depth. As part of the refeasibility of the Telfer operation undertaken early this decade, Newcrest identified that an underground sublevel cave (SLC) operation along with an increased scale of open pit would support a new plant targeting the processing of gold and copper ore at 17 Mt/a rates. The SLC was initiated in late 2006 and broke into the open pit in late 2009. This situation is unique across the mining industry where a cave breakthrough was planned and occurred within an active large open pit operation. The SLC broke though into the west side of the Main Dome open pit into a specially prepared bench that was left at the 5384 RL of cut-back stage 3. A main haulage ramp is within 100 m from the edge of the cave breakthrough zone and this ramp passes down to the active levels which are progressing toward the 5200 RL. This paper presents insight into the mine planning and risk management associated with continued operation of the open pit operation while an active SLC breaks through. The cave breakthrough presents unique areas for risk management as there is potential for rapid propagation and subsidence. To support the undertaking, mine design and major hazard management planning has been carried out. Focus areas include; dual ramp system design, preloading the breakthrough area, monitoring of cave propagation and air gap using a seismic system and deep hole extensometers, wall stability and subsidence monitoring using radar and prism systems, and key trigger and response planning.

The estimation of process plant head grade is not trivial and is a source of constant dispute within the mining industry. Grade estimates informed by the short term mine planning are frequently not reproduced by sampling the continuous flow of ore at the plant. Head grades are normally obtained by periodically sampling the continuous flow during a day or shift, and taking the average of the multiple increments collected. The standard error of this mean grade depends on the ore variability and the frequency (number) of aliquots extracted. The more increments are taken the higher is the precision on the calculated mean. Variographic experiments are normally used to map grade variability along a certain period of time and the extension variance is derived from this variogram. This experiment is time consuming, expensive and cumbersome. Mining industry personnel rarely apply this approach. Additionally, a temporal variogram can vary from day to day as different ores are mined along the life of the mine. This paper investigates a novel approach based on simulating the grades feeding the processing plant. In situ 3D grade models are built using geostatistical simulations. Grade spatial continuity and variability are reproduced in models that mimic the real deposit. These models are used in mine planning and scheduling transforming a 3D block model into an one dimensional string of values feeding the plant (one dimension flow). These grades have the statistical characteristics of the unknown real grades and can be sampled to emulate a variographic experiment. The results showed consistency and adequacy to estimate the sampling error (Gy, 1998 p 31) for various sampling intervals using the simulated grades. Also the results show a variographic experiment can change significantly from time to time, as ore changes and a selected sampling protocol can become obsolete if not adjusted for ore variability.CITATION:Costa, J F C L and Marques, D M, 2012. Air overpressure (AOp) and peak particle velocity (PPV) are the most undesirable effects of blasting in mines. It is an urgent need to design a predictor model for AOp and PPV for universal applications to minimize environmental effects and damages that occur due to blasting. The present study attempts to design an artificial neural network (ANN) model for the prediction of AOp and PPV in different conditions. In this study, the blast design parameters (number of holes, depth of the blast hole, stemming length, spacing, burden, distance of vibration monitoring location from the blast site, charge weight per delay) of two active mines (coal and iron ore) are considered in four different conditions for training and testing of the model for the prediction of AOp and PPV. The model was trained and tested in four different combinations of data (trained using data of one mine and tested using data of another mine, trained and tested using data of coal mine, trained and tested using data of an iron ore mine, trained and tested using combined data of both the mines) for examining the applicability in different conditions. The results indicate that R2 values are ranged from 0.886 to 0.908 and 0.8728 to 0.8959, respectively, in the prediction of PPV and AOp. A comparative study of the performances of the developed model with the other empirical model is also demonstrated. For this, the site constants of different empirical models were estimated individually for both the mines. The study results indicated that the ANN model performs much better than all the empirical models. It can be inferred from the results that blast vibration cannot be accurately predicted only from charge per delay and distance from the blast hole. The ANN model was considered many other factors and thus can predict the vibration level more accurately.

In many investigations of the performance of petroleum reservoirs the assumption is made that the liquid, if below its bubble-point pressure, is at all times in equilibrium with gas. On the other hand, observations by numerous investigators have indicated that gas-liquid systems including hydrocarbon systems, may exhibit supersaturation to the extent of many hundred psi in the laboratory. Up to the present, there has been no reliable data on which ti judge the actual extent of supersaturation under conditions approaching those existing in petroleum reservoirs. The work reported here deals with observations and measurements on mixtures of methane and kerosene in the presence of silica and calcite crystals. Bubbles were observed to form on crystal-hydrocarbon surfaces in preference to the glass-hydrocarbon interface or to the body of the liquid. Statistically, it was found that the number of bubbles formed per second per square centimeter of crystal surface was a function of the supersaturation only. and the function was evaluated graphically. Supersaturations were observed up to 770 psi, under which condition bubbles formed quickly and with considerable violence. With decreasing degrees of supersaturation, the frequency of bubble formation became less, until at 30 psi supersaturation and lower, no bubbles were observed to form, even though the observation at 30 psi was continued for 138 hours. It was found that silica and calcite crystals had identical effects, within experimental error, in accelerating the formation of bubbles, and that small amounts of water and crude oil had no effect on the results. It is shown that the maximum supersaturation that can exist in a reservoir may be calculated from the data presented and from the area of the rock surface. It is also shown that the number of bubbles formed in the reservoir, in order of magni- tude, may be calculated for any rate of pressure decline imposed on the reservoir by production. The bearing of the number and distribution of bubbles on reservoir performance is discussed. INTRODUCTION A liquid system is supersaturated with gas when the amount of gas dissolved exceeds that corresponding to equilibrium at the existing pressure and temperature. The degree of super-saturation may be conveniently expressed as the difference between the bubble-point of the mixture and the prevailing pressure. Thus, if a mixture having a bubble-point of 1,000 psi at a given temperature exists in single liquid phase at 700 psi at the same temperature. it is supersaturated to the extent of 300 psi. There are many examples of high supersaturations, mostly in aqueous solutions, reported in the literature. Thus, Kenrick, Wismer and Wyatt1 showed that water may be saturated with oxygen, nitrogen or carbon dioxide at 100 atmospheres, and the pressure reduced to one atmosphere without producing bubbles immediately. When liquids are in a state of tension, they may be considered as supersaturated at least to the extent of the tension. The tensile strength of water has been reported as 30 atmospheres by Meyer,1 60 atmospheres bv Budgett. 30 to 50 atmospheres by Temperley and Chambers,4,5 200 atmospheres by Dixon6. and 223 atmospheres by Briggs.7 Vincent8,9 determined the tensile strength of a mineral oil as 45 psi. Gardescu1 maintained pressures for short times in a model reservoir at 115 psi below the bubble-point. It should be noted that the high supersaturations observed were obtained on systems carefully purified to remove particles or surfaces which might promote the formation of bubble; These "nuclei" were considered as contaminants which interfered with the determination of a property of the liquid. ONE of the most common basic open-hearth furnace products is a simple carbon steel with a carbon range from 0.05 to 0.15 per cent. The material is widely used for sheets, tubes, bars, wire and the innumerable special objects of secondary fabrication. The properties of the material vary over wide ranges, depending on the more exact composition and details of manufacture or treatment that affect its structure. The present paper is a review of those properties and structures that have been found by studying this steel as used in the cap screw industry. At first glance this might be thought a narrow application of the steel, but, since the industry uses the material in the cold-worked, annealed and heat-treated conditions, the title of the paper may be excused for its comprehensiveness. Yet, in studying the wide ranges of properties and structures that preclude a more specific title, there can be no suggestion of completeness or finality. Even a summary of a few years' work is no more than a preliminary survey of a field that will be fertile in scientific data and industrial products for many years to come. An outline of the structures will be given first, then a list of the previous contributions that are at hand and finally some details of the work and related problems, especially concerning this low-carbon steel in the surface-hardened condition.

The jigging of ferrous ore to produce higher-grade products has been practiced for many decades. This is due to easy separation, a beneficial trade- off between operating cost and reduced yield relative to Dense Media Separation (DMS). Jigging becomes prominent for beneficiation of iron ores in the coarser size range. At present drive is towards the use of under bed air pulsed jigs for the beneficiation of ferrous ores. The main advantage is that the under bed air pulsed jigs are capable of generating the large pulse of amplitudes required to fluidize a deep bed of heavy ores particularly lump iron ore up to 40mm size. The major jig parameters effecting the jigging operation are bed height, shape of the pulse, residence time, operating pressure, valve cycle time and water flow rate. With the pulse shape set correctly for optimum stratification rate, even it is still necessary to provide enough residence time, to ensure the difficult material will take time to migrate to the expected layer in the bed. In order to find the Jig Stratification Index (JIS) parameters like bed height, operating pressure, water flow rate, cycle valve time and shape of the pulse were optimized first by conducting various tests. Typical Iron ore samples from Odisha (both lump and fines) were subjected to stratification studies at residence time of 1, 5 and 15 minutes. Jig Stratification Index (JSI) for both lump (0.30) and fines (0.20) were determined by using APIC Jig. The maximum possible JSI was calculated by using heavy liquid separation test (0.42 for lump and 0.24 for fines). It is found that the jig bed JSI is less than the Heavy liquid JSI for both lump and fines. The ratio of Jig bed JSI to the heavy liquid JSI is 0.83 for lump and 0.71 for fines. The JSI and ratio of Jig bed JSI to Heavy liquid JSI are low for fines due to fluid turbulences causing some degree of remixing in the jig bed. The fluid turbulences are more for fines than lump, hence jigging of fines is difficult and challenging. The mine site is situated south east of Port Hedland in the Pilbara region of Western Australia. A detailed engineering design was undertaken for six irregularly shaped waste rock dumps at the site. The design was undertaken to ensure long-term stability of the dumps and optimise material movements for closure construction. The Watershed Erosion Prediction Program (WEPP) and SIBERIA landscape evolution modelling was undertaken for the landforms using regional and site-specific material characteristics to provide an indication of the maximum allowable slopes and corresponding slope lengths for long-term stability.The majority of the waste materials present in the waste rock dumps are considered likely to be subgrade banded iron formation (BIF) and chert, which is generally competent material. The presence of a large number of dolerite dyke swarms indicates appreciable volumes of dolerite were produced as waste from the pits. Geological records also indicate that the dolerite is logged as being heavily kaolinised in the geological logging, hence kaolinite is very likely to be present within the waste dumps on-site. This material has an elevated risk of being highly erodible/dispersive. Clays and shales are also likely to be present in the dumps and are considered to be less competent material (relative to the BIF/chert).The final design configuration of the largest existing ‘unplanned’ waste rock stockpile is compared to a hypothetical continuous ten degree outer embankment alternative. This paper will present a brief description of the alternatives for closure of three waste dumps in close proximity to each other and how the detailed design based on site-specific materials and conditions compare to an alternative approach blankly assuming that most materials will be erosionally stable at less than ten degrees.CITATION:Kemp, A, Taylor, I?and Hancock,?G,?2014. History Leaching of sulfide ore was first attempted by the Phelps Dodge Corporation about 1900 at Bisbee, Arizona, when Dr. James Douglas conducted experiments in an attempt to apply the leaching techniques then in use at Rio Tinto, Spain. Although this initital attempt was unsuccessful, research work was continued which culminated in successful leaching operations at Tyrone, New Mexico, in 1917 and at Bisbee beginning in 1920. Leaching has continued intermittently since that date, with material from the Lavender Pit being leached today. The Lavender Pit Leach Dump Stripping for the Lavender Pit was started in 1951, with mining operations on stream in 1954 and continuing to the present. All material removed from the pit has been classified as waste, leach material, milling ore, or direct smelting ore, depending upon grade and degree of oxidation. Lavender Pit leach material has been stockpiled in a single dump, called No. 7 Dump. This dump covers an area of approximately 135 acres and average about 300 feet in height. The dump has been deposited over a period of 20 years by truck haulage and contains several layers, each of which has a permeable boulder layer at the bottom and a compacted layer at the top. Leaching of Lavender Pit material was started in 1956 and has proceeded simultaneously with dump construction. Former leach pond areas and haulage surfaces have been ripped with D-9 tractors before deposition of succeeding layers of ore.

INTRODUCTION The City of Phoenix, Arizona is located in the Phoenix Basin watershed which is prone to flash flooding several times each year. The runoff from these storms moves from the mountains in the north to the Salt River in the south. An extension of Interstate Highway 10 (1-10) will pass through the city east to west to form an Inner Loop through the downtown business district. PROJECT DESCRIPTION The I-10 Inner Loop extension will be a depressed roadway which would intercept the surface drainage of the Phoenix Basin and separate the watershed into two regions. To prevent flooding of the depressed roadway, runoff storm water collected from the northern half of the drainage area will be conveyed beneath the roadway to its natural outlet at the Salt River. A conveyance system composed of pressure tunnels beneath the city, shown in Figure 1, was proposed to achieve this goal . Table A presents the prominent features of each of the tunnels. This paper will describe geologic and engineering parameters specific to Phoenix which were used in the design of a series of tunnels to convey storm water from the I-10 Inner Loop to the Salt River. The design of tunnel initial and final support is described along with support and construction methods used by the Contractor.

Introduction Guar gum is a natural nonionic polysaccharide. Guaran, the functional polysaccharide in guar gum is a chain of (1?4)-linked ß-D-mannopyranose units with a-D-galactopyranose units connected to the mannose backbone through (1?6) glycosidic linkages. The poly-mannose chain is randomly substituted with galactose units at a mannose-to-galactose ratio of 1.8-1.0 [1]. Cheng et al. reported that the molecular weight of natural guar gum is 1.935 • 106 [2]. Robinson et al. found that the molecular weights of five grades of commercial guar gums ranged from 4.4 • 105 to 16.5 • 105 [3]. Guar gum is frequently used as a depressant of naturally hydrophobic gangue minerals (e.g. talc) in the flotation of PGM-bearing ores, and according to Harris et al. a wide variety of modified guar gums are available for this application [4]. The Canadian potash industry utilizes natural guar gum as a blinder of water-insoluble slimes in the flotation of potash (sylvinite) ores, a process that is carried out in a saturated KCl/NaCl brine. The role of the polysaccharide is to prevent a primary amine collector from adsorbing onto these unwanted fine minerals. Hydrophobic interactions between basal cleavage planes and the polymer appear to be involved in guar gum adsorption on talc [5,6]. Liu and Laskowski stressed the importance of metal impurities on mineral surfaces that can serve as the active sites for polysaccharide adsorption [7]. This postulate was consistent with the later observation that, in addition to hydrogen bonding, the adsorption of guar gum onto talc was strongly dependent on the surface concentration of magnesium sites [8,9]. In this case the adsorption process was visualized as metal-polysaccharide complexation facilitated by the cis-configuration of the hydroxyl groups of mannose monomers. Hydrogen bonding and chemical interactions with metal sites were also suggested by Rath and Subramanian in their studies on guar gum adsorption on biotite mica [10]. In a recent study, Wang et al. demonstrated that hydrogen bonding is the main driving force behind guar gum adsorption onto talc [11]. Their data also show that the adsorption density of guar gum on alumina is about five times lower than the adsorption density on talc. Pawlik and Laskowski reported that the amount of guar gum adsorbed on illite was independent of ionic strength over a wide range of salt concentrations [12]. The adsorption density of the polysaccharide on illite did not measurably change with ionic strength from that of distilled water to about 50%-saturated KCl/NaCl potash brine (~3N KCl/NaCl). However, guar gum adsorption on dolomite dramatically decreased over the same range of ionic strengths, and no reliable explanation of that phenomenon was proposed [12]. The water structure-breaking or structure-making capabilities of background ions are usually ignored when discussing adsorption mechanisms of polymers. The concept of “structure breakers” and “structure makers” was first introduced by Gurney, and Frank and Wen who postulated that each ion is surrounded by three distinct regions of water structure [13,14]. In the first layer, water molecules are tightly bound to the ion. The second region extends farther away from the ion and is referred to as the region of structure breaking. Only at larger distances, where the ionic field is weak, water molecules form the “normal” ice-like structure. It is also now recognized that the first layer can be further divided into the primary and secondary hydration shells. Small, strongly hydrated ions reinforce the “normal” structure of water and the region of structure breaking disappears. In contrast, large less-hydrated ions disturb the ice-like structure and generate an extensive region of structure breaking. Experimentally, these two effects can readily be distinguished through viscosity measurements. Increasing concentrations of structure-breaking ions result in a decrease of the viscosity of aqueous solutions. On the other hand, increasing amounts of structure-makers significantly reduce the viscosity of water. Alkali metal cations form a sequence known as the Hofmeister series. The Functional Performance Equation for ball milling circuits provides plant staff with a new means to improve circuit performance. However, successful execution of a plant processing performance improvement project, with verifiable improvements, requires a significant number of accompanying steps beyond using this equation. In order to identify and articulate all these steps, a study was undertaken with the metallurgical staff from two milling operations and process application specialists from a grinding media manufacturing company. “Task analysis” of improving plant grinding performance was carried out. This analysis identified the required steps, and ultimately yielded a “Plant Grinding Circuit Processing Performance Management/ Improvement System.

THE object of this paper is to present a brief summary of the dust control system in use on the 3,825-foot level at the jaw crusher station, Lake Shore mine. During the years 1936 and 1937, dust survey reports were presented to the management showing that high dust concentrations were being created during operating periods. At that time, however, this crusher was running only an hour or so each shift, and it was felt that no large capital expenditure for dust control equipment could be justified. In order to afford some protection to the operators, a number of respirators then on the market were .tested and the 'Comfo' respirator was adopted for use by the crusher-men. In 1938 this crusher began to handle a large share of the total mine tonnage and the hours of operation were increased. Further dust sampling showed increased dustiness with the longer operating time. It was also realized that the operators suffered considerable inconvenience if they wore their respirators throughout the shift. If the respirators were not worn, then dangerous amounts of dust were being inhaled. The fact that the crusher station was situated on the 3,825-foot level limited the means that could be employed to eliminate the dust hazard. At that rime there was not available the 5,000 c.f.m. of fresh air which would be required to sweep out or dilute0 the dust, and there was also no way of disposing of the contaminated air without passing it on for other men to breathe. Thus it became apparent that a self-contained dust disposal system would have to be installed.

Australia is presently enjoying the fruits of a booming iron ore market. Expectations are that market strength will be supported in the short to medium term by increasing feedstock demands from steel mills, as world economies rebuild post-Covid-19. However, as cost and environmental pressures increase the longer-term market outlook will be dominated by product quality. The ‘flight to quality’ will place increasing demands on direct shipping ore miners as they compete to maintain their standing in the iron ore marketplace. China will progressively disengage from its dependence on Australian imports, leaving miners under increasing pressure to boost product quality and diversify outlets globally. Australia has vast deposits of low-grade magnetite ores located mainly in remote and arid regions of the continent. This paper proposes a dry grinding and magnetic separation process to produce premium concentrate grades from the low-grade ores, to assist in meeting future product quality demands. The premium grade concentrates could be either blended with lower quality direct shipping ores or marketed separately. The proposed dry concentration process involves the pairing of Vertical Roller Milling (VRM), a mature technology widely used in the cement industry, and Planar Magnetic Separation (PMS), a new methodology, which has been developed to the threshold of commercialisation by the private Australian company Cyclomag P/L. Two laboratory prototype planar magnetic separators with field strengths of 1800 gauss and 6000 gauss have been built and tested on a range of magnetite ore types over the past three years. In each case, following grinding to liberation sizes, a combination of roughing and cleaning operations has produced pellet grade concentrates. Vertical roller milling has competed successfully with conventional media milling in grinding cement clinker, limestone and blast furnace slags. A key advantage of dry VRM/PMS processing is its potential adaptability to stepwise modular development, which can minimise initial capital investment, while generating early revenue streams to cope with unpredictable market volatility.

"In response to “Arctic Mineral Wealth —Equitable Participation with Aboriginal Landowners – A slow or fast process?”, this author’s impression is one that, to her, seems obvious — this is definitely going to be a slow process. To question this issue seems ridiculous, unless the mining industry is considering following the same patters of the past, thereby adding to the suppression and injustices to which the aboriginals are so accustomed. To make genuine progress, where trust and good communication has been achieved with time as a factor in proceeding, the author feels, without a doubt, that the triangle of industry, government and aboriginals will seriously have to be restructured or eliminated. Anytime you mix government with progress, along with other problems, you are looking at bureaucracy, and that takes time. Issues such as the settlement of land claims have not been resolved, and in all likelihood could take forty years to finalize. Aboriginals have been suppressed for centuries by governments and industries with ethnocentric ideologies, and now that they are in a position to reclaim their lands, attain their own economies and government, and truly secure a wealthy, self-sufficient legacy for their descendants, how can anyone imagine they’ll move quickly? This author also strongly disagrees to some sections of Mr. Wakefeld’s article and will expand on her objections.We question whether aboriginals under-stand the process of mine development. If we encounter an electrical problem in our home, o we not call an electrician without having to learn the trade ourselves? This comparison seems simplistic, but does convey a point. As cited, “there are now over 100 000 aboriginals who have completed post-secondary education.” Are the numbers revealed in Mr. Wakefeld’s paper there to scare us? Is he suggesting that without the industry’s haste, the aboriginal’s new found intelligence could pose a problem to the mineral explorer. While it is true that not all are highly educated, the aboriginals have specialists in market fluctuations, feasibility studies and the needed skills. They have specialists, such as their representative organization of COPE 1984, (the Committee for Original People’s Entitlement), who under-stand their cultures, language and desires. Their education should expedite the negotiations and end the power struggles equitably. Aboriginal people are not stupid. Once they have reason to be proud, regain their communities and know the direction that they’re headed, their self-determination will return."
