A study has been made of the transformation kintetics and morphology in gas-quenched Fe-5 pct Ni alloys. Massive ferrite or nlurtensite was found to form at temperatures in agreement with earlier results. Surface Preparation appeared to have the greatest effect in determining the type of transformation Product formed. Grain size change, subgrain morphology, and dislocation densities of massive ferrite were essen-tinlly invariant functions of cooling rate. The mar-tens~tic structures were typical of transformation in austenite grains of the order of the sample thickness. BY introducing the idea of a massive transformation in dilute iron-base alloys, Gilbert and Owen in 1962 served to stimulate a closer inspection of phase transformations in ferrous systems.' A wealth of literature has followed concerned with the morphology,2-5 transformation mode,2'3'6-8 and thermodynamics of transformations.2,5,9 interesting controversies have resulted from the experimental observations; closer attention has been paid to the definition of massive transformations and still to be resolved is the Ms temperature of pure iron. The purpose of this note is to report some observations made in a detailed kinetic and metallographic examination of the transformations that occur in gas quenched Fe-5 pct Ni. The results are pertinent to the Ms extrapolations that have been made for pure iron and the observed substructure of massively transformed alloys. PROCEDURE The material used in this investigation was cast as a 5 lb vacuum induction melted, carbon deoxidized heat. The ingot was hot worked to a strip 0.10 in. thick, decarburized, and cold rolled to final thickness. Specimens were punched to sample shape and decarburized in wet hydrogen at 600°C. The chemistry of test specimens is indicated in Table I. Samples 1 by $ in., by thickness were resistance heated and rapidly cooled in an apparatus as illustrated in Fig. 1. Similar helium quenching apparatuses have been described previously;2,6'10 the distinguishing feature of this apparatus is the nozzle geometry. Twin nozzles with three convergent-divergent, sonic ports were mounted perpendicular to the specimen for quenching purposes. The specimen temperature was monitored with an intrinsic 3 mil chromel-alumel thermocouple spot welded to the specimen and con- nected to an oscilloscope. A single switch stopped the current flow through the specimen, opened a gas flow solenoid valve, and initiated an oscilloscope sweep. Cooling rates were read directly from a photograph of the oscilloscope trace and the quenching rates quoted later were made at a point immediately prior to transformation on the trace. All quenching studies were conducted either under a vacuum of 10"-5 torr or a helium atmosphere. The sample geometry was chosen large enough to permit optical and electron microscopy to be performed on samples. The samples were electropolished for both types of examination in a perchloric-acetic solution. Electron microscopy was conducted on a HU 11A microscope operated at 100 kv. Dislocation densities were determined at the same general operating reflection (110) on foils thick enough to produce Kikuchi patterns. RESULTS AND DISCUSSION Transformation Temperature Observations and OD-tical Microscopy. The quenching results of this study are illustrated in Fig. -2(a). Samples which were treated in the as-decarburized condition transformed in a manner similar to that reported previously—a decrease in transformation temperature occurred as the quenching rate increased until a plateau region was reached. Within the scatter of the results obtained here, there was no break in the transformation temperature-quenching rate plot. This suggests no change in transformation mode. Further metallographic examination confirmed this observation. A martensitic transformation was obtained for similarly treated samples except that the surface was first electropolished. The Ms temperature was approximately 85°C below the plateau determined for the unpolished samples and cooling rates as slow as 2000°C per sec were adequate for producing marten-site. "CANADA'S ECONOMY TODAY is about two-fifths larger than it was six years ago, as measured by the total volume of production of goods and services. Such an achievement has been a rare phenomenon in Canada's first one hundred years. Excluding the forced-draft expansions which took place under war-time conditions, perhaps only the first decade of this century recorded a performance of greater dimensions, when, with massive immigration, the opening up of the West and a powerful array of well-de-signed development policies, the country was looking forward confidently to a great future of nation-building in the twentieth century.What makes Canada's over-all economic advance since 1961 all the more remarkable is that six years ago there was virtually no one in this country who anticipated an expansion of such dimensions. Back in the buoyant conditions of 1956-57, perhaps such an achievement would not have seemed beyond our grasp. After 1957, however, Canada stumbled through an extended period of slow economic growth, high unemployment and substantial and widespread under-utilization of its productive capacity. By the early 1960's, conditioned by the emergence of substantial, persistent and pervasive slack in the economy, t h e r e were few Canadians bold enough to anticipate that their economy was about to embark on a Great Expansion. However, this •is, in fact, what occurred. Beginning early in 1961, Canada moved forward into a sweeping advance which grew into the longest and largest peacetime business expansion in Canada's first century as a nation -a truly great expansion by any standard of measurement. This strong thrust has moved Canada into the front ranks of over-all economic expansion among the industrially advanced nations in the 1960's."

WE have just heard what must be regarded as a thoughtful, constructive and somewhat painful analysis of the financial function of our industry. While thinking about this, it is interesting to reflect on the conditions which have stunted the growth of the financial side of our affairs. Mining must be regarded as a wealthy business. •while immeasurable grub takes and development budgets have been lost, there can be little argument that a productive ore-body nearly always produces the type of wealth that breeds some extravagance. I recognize that this statement can be attacked from many sides, but an historical comparison with a commercial enterprise involving similar investment will demonstrate what I mean. However, these old times are be-ginning to disappear for a variety of reasons. High amongst these are: ( l) Increased costs of exploration. (2) Remoteness of many new finds. (3) Fixed or declining metal prices (particularly when expressed in constant dollars). ( 4) Constant demands for higher wages.

The methane emission rate into an underground mine environment from overburden strata during longwall mining is impacted by reservoir and geomechanical characteristics of the coal measure rocks in the overlying strata, as well as the presence of any coal seam. The reservoir characteristics and how they change during mining potentially affect the performance of gob gas ventholes, which consequently impacts the efficiency of methane control in the mining environment. This study presents reservoir and elastic properties of coal measure rocks in the Lower Monongahela Group in Greene County, southwestern Pennsylvania, of the Northern Appalachian Basin. Since the source of methane in this region from underground mining is located between the Sewickley coal and the Pittsburgh coal, a specific emphasis was given to this interval. Core analyses were performed in the laboratory to determine rock porosity and permeability. Geophysical logging data (gamma, density, sonic) obtained from two exploration boreholes were used for evaluating formation boundaries, shale contents, log porosities, and geomechanical properties of formations. Permeability was also calculated using density-log data and empirical equations and compared with laboratory measurements and slug tests performed in isolated intervals of boreholes. The results presented in this study can be used as data sources for reservoir studies related to the production and control of methane.

A degasification experiment was conducted in a Pocahontas No. 3 coalbed mine in Virginia. It involved (1) drilling holes in the coalbed in the out- side headings of a set of five being developed in virgin area, and (2) conducting a methane emission rate study as mining progressed and additional holes were drilled. Degasification from all drill holes except the longest in each of the outside headings and the first three drilled (excluding the in-situ pressure hole), was erratic and inconsequential in methane emission rates. The two longest holes liberated 66 and 79 cfm of methane, which is significant for the coalbed, but such quantity lasted a relatively short time; the first three were uniform but low in methane emission.

Inauguration of the new political dispensation in South Africa in1994 initiated a dynamic shift in the ownership, management and development of the country?s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress?s Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since then there have been important changes affecting the rules of mineral development. These are: ?A drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully ?The globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists and ?The introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its regulations, the much publicised Broad-Based Socio-Economic Empowerment Charter, its associated Scorecard, and the Draft Royalty Bill.

The activity of silver in solid gold-silver alloys (electrum) has been measured with an electrochemical concentration cell based on the super ionic conductor silver-i3-alumina in the temperature range 200 to 80oaC.The measurements of the silver activity in the range 0.5 to 90.0 atom per eent silver were found to be highly reproducible although there is some disagreement with an earlier study which used a similar technique. At temperatures above 400° the silver activity exhibits both positive and negative deviations from ideality in the silver rich region.This method suggests a simple technique for the nondestructive determination of silver in electrum alloys.

The research here recorded was undertaken early in the present year, and has been prosecuted steadily for about eight months. While the work has been under my constant supervision and advice, the labor has all been performed by Mr. Sadler, to whom is chiefly due the development of the successive steps which have led to the final result. The process is better than I dared to hope, and we are able to place at the command of chemists and engineers interested in the matter an apparatus of continuous and uninterrupted action, and methods of analysis by which the daily averages of the two variable and inconstant factors of illuminating gas, ammonia and sulphur, may be determined with all needful accuracy, even by those little skilled in chemical manipulation, and with very little loss of time. This research has been carried out in the laboratory of the New Haven Gaslight Company.

(written discussion).-The experience of users of pulverized fuel in metallurgical work, particularly for open-hearth furnaces, has demonstrated that high ash and sulfur in pulverized fuel are a detriment, the sulfur in the coal entering into the finished product; hence, in this class of work it is extremely important, when pulverized coal is to be used, that the coal be selected with care, and only those having low percentages of sulfur be used, in combination with proper means for combustion. I have found that no general statement can be made as to the cost of pulverized coal, each installation being an individual engineering problem and necessitating a varying capital expenditure; as each installation has its own power cost, the actual cost of pulverizing varies between wide margins. It has been found that no general rule can he laid down as to either fineness or dryness; for some uses a wide range is permissible in both factors, while some classes of fuel require different treatment from others. Anthracite, coke breeze, and lignite ash will, under certain conditions, form slag, the melting point of the ash from fuel of this character being practically the same as of that from bituminous coal; furnace temperatures above the melting point of ash must therefore cause the formation of slag. However, it should he noted that furnace temperatures attainable with this class of fuel are not usually so high as those from bituminous coal, which probably explains the statement that the former do not slag. In a well designed furnace, temperatures above 2250° F. (1235° C.) will be obtained with that class of fuel, and slags will be formed. Too much attention apparently has been centered on high CO2 contents of stack gases. A high percentage of C02 is frequently obtained at the expense of the brickwork, the furnace temperature being increased by diminishing the excess air; a high percentage of C02 thus simply means a small proportion of 02.

During 1999 there was a considerable turnaround in world prices for most minerals and energy commodities, except for the bulk commodities (coal and iron ore). The main reasons for this turnaround were: improved prospects in demand for most minerals and energy commodities in the Asian region following a return to both economic and industrial production growth in key economies in that region; continued moderate growth in demand in Europe and North America; substantial production cutbacks in a range of minerals and energy industries; effective reductions in the supply of oil by OPEC nations; and an announcement by European central banks that they would cap the amount of gold they sell and loan in the next five years. Most of these influences are expected to be sustained into the first years of the new millennium. In 2000, with exception of coal, average world prices of minerals and metals are forecast to rise significantly. Gross domestic product and industrial production is expected to grow in some European countries and most Asian countries in 2000 and, with moderate growth expected to be sustained in the United States, demand for minerals and energy is expected to increase. AustraliaÆs main bulk commodities, iron ore and coal, saw prices set for 1999 - 2000 at substantially lower levels in negotiations in early-1999. Double digit price cuts were locked in. However, similar falls appear to have been avoided for coal in Japanese Fiscal Year 2001, while increases of between four and six per cent were achieved for iron ore. Forecast modest recovery in economic growth in Japan and increasing demand elsewhere in Asia are expected to lead to tighter market conditions in 2000. Beyond 2000, world minerals and energy markets will be influenced by the expected robust global supply responses of minerals and energy companies, against a background of sustained economic growth and industrial production growth in major consuming countries. Over the medium-term, a return to declining real prices which have been evident for most commodities in the recent past, is expected as exploration, mining and processing technological change and associated productivity growth continues to reduce industry costs. While lower rates of exploration and mining investment in Australia between 1998 and 2000 will modestly constrain the rate of future industry expansion, Australia remains an important contributor to expected growth in global minerals supply over the medium-term. Australian mine production is forecast to grow between 1999 - 2000 and 2004 - 05, boosted by production from recently commissioned mines and minerals processing facilities and comissioning of other projects at advanced stages of planning.

There is a considerable difference in the particle size distribution (PSD) of clay mineral-rich coarse coal reject with variations in the test moisture state and the chemistry of the water used for testing. The coarse coal reject tested were collected from Jeebropilly Mine, located in the Ipswich Coalfields of south-eastern Queensland. Differences between the results of dry and wet sieving analysis indicate a significant breakdown of the clay mineral-rich coarse coal reject on wetting-up. Wet sieving caused a breakdown of the gravel-sized fraction to silt and clay size without significant breakdown to sand size. There is also a considerable variation in the results of hydrometer analyses of the clay mineral-rich coarse coal reject with variations in the chemistry of the water used, particularly at the fine end of the particle size range. The waters used included tap water, coal processing water and deionised water. In addition, the method of dispersion applied prior to hydrometer analysis can have a significant effect on the PSD of clay mineral-rich coarse coal reject, with boiling and sonic vibration causing the most breakdown of the clay particles. WE produce Charles Van Ormer "Charlie" Millikan as living proof that man need not make a loud noise to be heard. His quietly affable, analytical, and soft-spoken manner in the face of all problems belies his ability to "get tough" when the situation demands it. As a chief engineer with many responsibilities for the success of a large producing company there must have been many occasions to tempt Charlie to excitement, but there are few, if any, who can say they saw him yield. He has an abiding faith in the benefits of hard and persistent work and will not admit the existence of a problem that cannot be reduced by it.

"Oxygenated metabolites of arachidonic acid (MJ are produced by the alveolar macrophage (AM) and have been shown to mediate inflammatory reactions. We therefore assessed the production of eicosanoids by AM harvested from the lungs of rats ex· posed to a bituminous coal dust for 2 wk in an inhalation chamber in order to determine if AA metabolism was altered in a manner that may promote an inflammatory response in the lung. Exposure to coal dust resulted in a 66% increase in the number of AM harvested, an increase in thromboxane A2 (TxA;i) and leukotriene 84 (LTB,j) production to 222% and 181% of control values, respectively, and a decrease in prostaglandin E2 (PGE:i) production to '62% of control values. In AM harvested from rats allowed to breath clean air for 2 wk following coal dust exposure, PGE2 production returned to control levels but TxA2 and LTB4 production remained elevated. The TxA2 synthesis inhibitor UK 38,485 reduced TxA2 production in dust-exposed AM both immediately and 2 wk following exposure. Thus, exposure of rats to coal dust significantly alters the metabolism of AA in AM, with potentially important aspects of AA metabolism remaining altered even after a 2-wk recovery period. Based on the established role of eicosanoids in inflammatory and fibrotic processes, these results suggest that the alteration of AM eicosanoid production as a result of the inhalation of coal mine dust may be an important factor in the pathophysiology of coal workers' pneumoconiosis.The authors are grateful to Joan Greenwood and Barbara Scheetz for their excellent technical assistance and to Brenda Pavone for the preparation of the manuscript. This defensive reaction involves phagocytosis, lysosomal enzyme release, and the generation of reactive oxygen species by the AM (Snella, 1986; Rich et al., 1987). A number of agents, including phorbol esters, zymosan, adenosine diphosphate, organic hydroperoxides, and calcium ionophore, have been shown to activate the AM in vitro (Badger, 1986; Marshall and Lands, 1986; Snella, 1986). The AM response to these activators appears to be mediated in part by the oxygenated metabolites of arachidonic acid (AA) (Bertram et al., 1988; Demers et al., 1987; Mcleish et al., 1987).The AM may metabolize AA through cyclooxygenase- and lipoxygenase- catalyzed pathways to produce a variety of eicosanoids including prostaglandin (PG) E2, thromboxane (Tx) A2, leukotriene (LT) B4, LTC4, LTD4, and several hydroxyeicosatetraenoic acid derivatives (HETEs) (Willis, 1970; Camp et al., 1983; Poubelle et al., 1986). The production of these eicosanoids may enhance the. defensive ability of the challenged lung since they stimulate chemotactic cell recruitment to the site of invasion, enhance extravasation of circulating immune cells, and promote local vasodilatation. However, continued stimulation of the AM population, with the consequent production of proinflammatory eicosanoids, may ultimately enhance the disease process by contributing to chronic bronchoconstriction, fibrosis, and the persistent release of toxic oxygen species."

Tools such as landform evolution models (LEMs) provide a means of predicting how a landform may evolve over extended periods of time. Here, we utilise the CAESAR-Lisflood LEM to assess a proposed rehabilitated landform of the Ranger Uranium Mine in the Northern Territory of Australia (Figure 1). The environmental requirements for the closure of the mine state that the final landform must be able to physically isolate tailings material from the environment for a period of at least 10,000 years (Australian Government, 1999). However, uncertainty exists as to the reliability of model predictions representing thousands of years.In this study, we use model predictions from an undisturbed pre-mine landform to calibrate the parameters used in model simulations of a post-mining rehabilitated landform over a simulated period of 1,000 years. Specifically, we vary environmental conditions such as rainfall, presence/absence of vegetation and surface particle size characteristics in a series of model simulations to determine their impact on the respective landforms, to revise model input parameters as required. A simulated period of 1,000 years was used as it represents a period in which long term landform evolution patterns and trends may be established and identified. TRE solubility of hydrogen in molten copper-tin alloys is of both practical and theoretical interest. From a practical standpoint, data on the equilibrium solubility as a function of temperature, pressure and alloy composition are valuable for a better understanding of porosity problems in bronze castings. From the theoretical point of view the determination of the hydrogen-copper-tin equilibrium is of interest since it extends the laws governing the solution of gases in metals. This paper presents the results of an investigation of the solubility of hydrogen in representative compositions of the copper-tin system at temperatures ranging from above the liquidus to 1300°C. and at pressures from less than 50 mm. of mercury to about atmospheric. REVIEW OF PREVIOUS WORK The solubility of hydrogen in copper was determined by Sieverts and Krumbhaarl in 1910 and by Roentgen and Moeller2 in 1934. Their values are in fair agreement. In 1926 Iwasé3 reported results that were very much higher. The published data on the solubility of hydrogen in tin do not agree. Smithells4 states that no reliable data are available. According to Sieverts and Krumbhaar,5 hydrogen is insoluble in tin. Bircumshaw,6 on the other hand, found a definite solubility at 800°C. The latter's experimental procedure did not provide for stirring of the metal and in his opinion he failed to reach equilibrium. Iwasé3 again reported large solubility values. For copper alloys, Sieverts and Krumbhaar6 distinguished between alloying elements that do not markedly affect the solubility of hydrogen, elements that increase the solubility, and elements that reduce it. They named gold, tin, and aluminum as examples of this last group and reported hydrogen solubility data at 1225°C. for the copper-rich side of these alloy systems at atmospheric pressure. Without giving experimental results, they stated that the amount of hydrogen dissolved by liquid copper alloys is proportional to the square root of the pressure as in pure metals. These authors suggested that in a limited way the effect of an alloying element on the solubility of a gas is related to the constitution diagram for the alloy system. Sieverts7 also called attention to the fact that the curve of hydrogen solubility versus composition of copper-tin alloys shows a sharp change of direction at the composition of Cu3Sn and suggested that this compound persists at least to some extent in the molten state. Iwas3é reported large hydrogen solubility values for several compositions of copper- tin alloys, which appear to be in error.

At the MacIntyre Development of the Titanium Division of National Lead Company a magnetite-ilmenite ore together with gabbro-anorthosite waste is mined from an open pit by shovels and trucks. The ore from the pits is trucked to ore stockpiles for blending ahead of the crusher and to free the mine from crusher delivery schedules. The ore stockpiles are blended to yield a 16.5 to 17.0 % TiO, crusher feed. This requires mining on an assay cut-off rather than a visual grade cut-off. Highly mineralized ore runs from 20 plus % TiO2 and 30 plus % Fe to 15 % TiO2 and 40 plus % Fe as the ratio of ilmenite to magnetite changes. There are three major ore types in the present pit with magnetite ratios varying from about one to one up to three times as much magnetite as ilmenite. Ilmenite and magnetite together liberate from gangue down to about 10 mesh and this is the basis of the magnetic cobbing. Below 10 mesh the ilmenite and magnetite start to separate and ore cobbing pulleys will not hold the ilmenite.

In general the iron ore industry has been slow to adopt the Whittle Pit optimising software in the evaluation of iron ore deposits. The reasons for this are two-fold:the iron ore industry has developed techniques, usually bespoke software residing in the corporate offices of the respective iron ore companies, to establish their final pit limits; and the fact that the Whittle software doesnÆt easily lend itself to estimating a sales product of constant quality without maximising grade (metal content). The Whittle software is based on the work done by Lerch and Grossman (in the early 1970s), which proposed that graph theory be used to establish an optimal surface that maximises the revenue from a deposit. The maximised surface created in the pit optimiser is translated into a proposed optimal final pit shape that can be used by the mine design engineers as a target outline to lay out the final practical pit. By treating a geological and ore resources model that was created for an iron ore deposit as a subset of the recoverable resources estimation (RRE) type of geological models, the evaluation of an iron ore deposit and establishing the final pit is greatly simplified in the Whittle 4-X optimiser. Instead of trying to optimise the iron content of the deposit, the emphasis swings to maximising the extraction of a finished and saleable iron ore product. This is achieved by treating the finished saleable iron ore as an element in the multi-element Whittle optimiser. The quality of the finished sales product is represented, and the material that cannot be used in the blended product is also shown. Proposals for enhancing the functionality in the Whittle 4-X optimiser to make the evaluation of iron (and coal) deposits easier includes the creation of a new reporting function that will allow the user to specify which field(s) can be used as the divisor(s) for the reporting of the element grades in the model.

Product take-back regulations implemented in Europe have presented significant challenges to the consumer electronic product and battery industries. Initially companies established single compliance organizations within individual Member States. These programs met business needs but were inefficient and costly. They were protected from pressures of marketplace competition and could not leverage economies of scale. In order to address these problems P&G, Hewlett Packard, Sony and Electrolux conceived a pan-European compliance organization to collect waste electronic equipment Europe-wide. This organization, called the European Recycling Platform (ERP), operates in competition with existing national compliance systems. Since 2005 ERP has collected 800,000+ tons of waste electronic products and delivered millions of dollars in cost savings. This presentation reviews the steps needed to establish successful competitive collection organizations that provide sustainable recycling at the lowest cost.

INTRODUCTION Mica Dam is located on the Columbia River just downstream of the "big bend" of the Columbia, where it leaves the Rocky Mountain Trench and begins to flow southwards, approximately 85 miles north of Revelstoke, B.C. (Fig.l). The dam was built as one of three Columbia River Treaty dams in British Columbia which regulate the flow of the river and provide flood control downstream in Washington and Oregon. In addition, the three Canadian dams make possible greatly increased power generation at existing power plants in the United States and further development along the Columbia and its tributaries in British Columbia. History Mica Dam, constructed during the period 1967 to 1973, is a zoned earthfill embankment 650 feet high, which has 12,000,000 acre feet of live storage and an available head of 550 feet. Power intakes which would serve either a six-unit surface or underground plant were incorporated into the design and construction of the right abutment of the dam (Fig. 2). Prior to 1971 alternative 2500 MW capacity surface and underground powerplant arrangements were studied. Cost estimates for the two alternatives were the same within the limits of estimating procedures. However, it was believed there was a certain continuing risk in locating a surface plant at the toe of a steep canyon wall. This Bureau of Mines report presents results from experimental studies on wood fires in a laboratory-scale tunnel network. Experimental measurements include ignition delay time, flame spread rate, ventilation air and gas flow rates, wood temperature, gas temperature, pressure and composition, thermal flux, and smoke particulates. These measurements form a data base for fire-scaling studies and provide information on various fire processes, such as flow interaction between ventilation air and fire, fire throttling and reverse flow, and duct fire energetics. Results show how hazards of duct fires relate to the development of (1) asphyxiating and toxic fumes, (2) explosive gas mixtures, (3) throttling of ventilation air, and (4) high-temperature combustion products. Such fire hazards should be carefully considered when testing flammabilities of materials used in a confined underground mine environment.
