GENERALLY speaking, the Industry lost ground in 1941 in its accident experience. Though the frequency of compensation accidents was but slightly higher than in the previous year and well below past experience, our fatality rate shot up to that obtaining in 1938, and the average cost per man employed was the highest for some time. The number of fatalities was 56 in 1941 as against 33 in 1940. The average cost of compensation per man employed was $34.25 in 1941 as against $28.43. There was but a slight increase in the number of men employed. Accident prevention efforts were maintained, as shown by our frequency, but our accidents were of a more serious nature. In a period of considerable labour turnover, with many new men entering the Industry, especially the base-metal division, and much mental distraction, we might well have expected a high rate of accidents. That this did not occur is a tribute to managers, supervisors, and workmen alike. We all regret the high fatality rate and one must consider why this occurred. So far as it is possible to determine, there is no apparent explanation. There were no disasters. The accidents occurred to the same class of work-men, both in respect to jobs and age groups, and from the same age-old causes that we all know so well. Luck is a big factor in the seriousness of an accident; the solution lies in preventing accidents, even first-aid cases. Generally speaking, if minor accidents do not occur, major accidents do not occur.

THE following paragraphs, constituting the concluding portion of the Annual Report of the Council for 1903, have been withheld from publication until now, in order to make them as accurate and complete as possible. They will be published in Volume XXXV. of the Transactions in their proper place at the end of the said Annual Report. Franklin Ballou was born in Pittsburg, Pa., May 29, 1845. He was the son of an old resident, Arthur Ballou, a manufacturer and wholesale dealer in vinegar. In early youth Franklin attended the Western University of Pittsburg, but left school at the age of 16 to become book-keeper for his father, upon whose retirement from business, in 1868, he associated himself with Walter C. Childs, of Pittsburg, in the manufac¬ture of furnace-grates and asbestos-cement for blast-furnaces. This firm was known as W. C. Childs & Co., and did a success¬ful business for several years. In 1869 Mr. Ballou married Miss May S. Wilson, daughter of Judge Wilson, of Lewistown, Pa. In 1876 he spent several months traveling in the West and studying the mining industry, which greatly interested him. In consequence of this journey, he wound up his business in Pittsburg and removed in 1877 to Georgetown, Colo., where for several years he conducted a sampling-works, and built up an extensive business as an agent for the sale of ores, besides engaging to some extent in mining enterprises. , It is said that he controlled at one time about one-eighth of the output of the Leadville mines. In the early 80's, he became Vice-President and General Manager of the Bimetallic Smelter at Leadville, of which Mr. David H. Moflat was the principal owner. This was practically the first successful demonstration of pyritic smelting in Colorado. Upon the sale of the works in 1897 to the American Smelting and Refining Co., Mr. Ballou retired

Plant process optimization programs are often costly, both in technical effort and loss of production. Evolutionary Operation or "EVOP" is a mode of plant operation consisting of controlled cyclical changes in process conditions by which information is provided concerning potential process improvements while both volume and quality uniformity in production are maintained. Its conceptual simplicity and low cost of utilization have led to successful adoption in a variety of industrial manufacturing operations. This paper is an expository account of basic EVOP theory, the problems encountered and the organization required in applying it to a processing plant. Illustrations are provided which indicate the payoff that can result.

INTRODUCTION It is my intention in this paper to deal with gold, uranium, diamonds, platinum, manganese, chrome, vanadium and heavy mineral sands. These are the most important strategic minerals produced by the Republic of South Africa which are not covered in other sessions of this program. In each case I have high- lighted the statistics and peculiar advantages which combine to make South Africa a vital source of these minerals. Before proceeding to give individual attention to these minerals I believe it would be useful to define what I mean by 'strategic'. The Concise Oxford Dictionary defines strategic in the context of materials as 'essential for war'. However it is commonly used in a much broader sense than this (often, in fact, very loosely) and I prefer to define it as 'concerned with the acquisition and maintenance of power, whether economic, political or military.' A VITAL SOURCE In dealing with the individual minerals I have quoted statistics which are contained in Tables 1, 2 and 3. Table 1 clearly shows the absolute size of the South African mineral industry. However, it can also be used to demonstrate the importance of the industry to the South African economy if compared with the GNP in 1980 of about R60 billion. Table 4 illustrates clearly how important South Africa is as a supplier of these minerals to most of the important industrialized countries of the Western World. Gold If anyone had any doubts about the inclusion of gold in a list of strategic minerals I am sure that the above definition of 'strategic' will convince them that it certainly belongs there. Similarly no one is likely to have any doubt about the fact that South Africa is a vital source of supply. Tables 2 and 3 show that in 1980 we had 51% of the world's reserves and accounted for 55% of world production. The figures for the Western World are considerably higher. The only other major producer, of course, is Russia, with small but significant production in the Pacific Rim area coming from Australia, Canada, Latin America, Papua New Guinea, Philippines and the U.S. All South African mine gold production is shipped in bullion form containing about 88% gold and 9% silver to the Rand Refinery which is a modern refinery with large scale units capable of refining half a ton of bullion at a time. The Refinery is equipped to produce standard 'good delivery' gold as well as 9999 gold and 999 silver. The Refinery also produces the 22 karat blanks which are, used by the South African Mint to produce Kruger Rands. It goes without saying that the South African gold mining industry leads the world in all aspects of deep-level, narrow-reef mining technology. The industry's metallurgists, too, have a record of tenacious and continuing efforts to improve extraction to the level of the present finely honed efficient process used on all the modern mines. Uranium In 1980 South Africa had 14% of the uranium reserves of the Western World and accounted for 14% of production. In view of the paucity of data I am not in a position to estimate figures for the total world. All the other major sources of uranium in the Western World are situated around the Pacific Rim, with the U.S. and Canada already being major suppliers and accounting for 38% and 17% of Western World production in 1980. Australian production at the time was small but they have very large reserves and production is already rising rapidly. The U.S., Canada and Australia account respectively for 22%, 19% and 29% of the uranium reserves of the Western World. South Africa has been a major producer continuously for 30 years. Nearly all the uranium produced, amounting to about 115 000 tons up to the end of 1981, was a by-product or co-product of gold extraction. During that time the industry has frequently led the world in technological innovation, and has established a reputation as a reliable producer of a consistent, high-grade product. In the latter respect, it is helped by the fact that production is marketed by one company, Nuclear Fuels Corporation, which also blends, dries and calcines the product from the individual mines and samples and assays it before shipping. Diamonds Diamonds are the rock on which the South African mineral industry is founded. The discovery of diamonds in 1866 gave rise to the first major mineral industry in the country and the profits from diamond mining helped to finance the gold mining industry 20 years later. Although now overshadowed by gold, diamonds are still very important in the overall picture of mineral production and exports, as can be seen in Table 1. There are really three separate diamond markets - gem, natural industrial, and synthetic - and, to be meaningful, statistics should be provided separately. Unfortunately separate figures are not available. The figures in Tables 2 and 3 show that, for gem and natural industrial together, South Africa ranks third in the world in production and second in reserves. The application of post-tensioning in segmental structures was introduced in the early 1900s and has been successfully applied in different types of structures including immersed tunnels, bridges, buildings, metro stations, and stadiums. There are, however, only five known circular concrete tunnel projects where the post-tensioning approach has been adopted. This paper discusses the application of post-tensioning to mitigate the high internal operating pressures in an effluent outfall tunnel project 7 miles, 11.3 km long, currently under construction for the Los Angeles County Sanitation Districts, LACSD. This project will be the first use of post- tensioned segmental concrete tunnel linings in North America.

Work on the project comprised trenching, sampling, a small amount of road and trail construction, and a small amount of core drilling. The operation of copper flotation circuit is a challenging task for the site metallurgists and plant operators. To optimise the performance requires meeting both grade and recovery objectives. These plants have numerous pieces of equipment that are monitored by hundreds of sensors. The challenge is to review these sensors and adjust the numerous control inputs to maintain peak operational efficiency for extended periods. There is also a need to respond to equipment failure. These challenges lead to in operational inefficiencies and can result in a reduction in revenue.This paper details an overview of an operational assistance tool implemented at Newcrest's Telfer plant’s copper flotation circuit. This tool is based on a digital twin of the plant. A digital twin is a model of the plant that is simulated in parallel to the normal plant operation. It is fed with the plant data in real time to provide a prediction of plant operation. The model outputs directly generate the metrics that are used to assess the plant performance, and these are compared with the metrics calculated from the actual plant’s operation. Deviations between the model estimate and the plant’s actual performance are used to gather insight into plant health and alert the operator to poor performance. The operators gather more information regarding the root cause by reviewing the model’s inputs that have deviated outside their normal operating range. An evaluation of the plant performance, following the commissioning of the digital twin, showed an overall reduction of acid soluble copper in the tails.This paper discusses the implementation of a digital twin of the plant to monitor plant performance during live operation. It will include details on data collection and cleansing, data reduction techniques, model development, and real-time implementation. The results of the case study of an implementation of a digital twin at Newcrest's Telfer copper flotation plant will be used throughout the paper.CITATION:Oliver, S J and Tooher, R, 2018. "At the beginning of 1920 a general feeling of optimism was noted in many talc-producing districts. The industry seems to have recovered from the temporary depression of the first half of 1919 and many mills are running at capacity production with their entire output for 1920 contracted for. The imports of talc for 1919 were only slightly larger than in 1918 by weight and probably no more by value. Thus foreign competition has not begun to be seriously felt. Several new companies in this country have been organized, some to operate new deposits and others to continue the work done by others.An interesting phase of the present situation is the possibility of increased use of talc in paint. There is a shortage of barium sulfate used as,paint filler. Since, for some uses, talc is considered second only to BaSo4 as a filler for paint, it is possible that part of the shortage could be relieved by an increased use of talc.A series of physical tests upon all pigment materials used in the manufacture of paints is being conducted for the Paint Manufacturers Association of the United States. It is important that all types of talc be represented in these tests. Producers of finely ground talc, 200 mesh and finer, are urged to submit samples of at least two pounds each of these grades that are available to paint makers with trade name and quality data, to the Institute of Industrial Research, 19th & B Streets, Washington, D. C., where the tests are being conducted.The Talc Products Company, Inc., Washington Building, Los Angeles, California, has recently been organized to develop a large body of talc one mile north of Riggs, San Bernardino County, California, This deposit contains a compact, white talc which can be sawed into crayons. The company's mill, at Los Angeles) is equipped with a unit of the Raymond system of grinding and air separation, and pencil sawing machines. It is reported that the pencils are being successfully used in Pacific Coast ship yards.The mining of talc where no mill is owned by the operator and the consequent sale of talc in its crude massive state has not proved profitable in a number of cases recently noted. Under exceptional circumstances, where mining costs are low and the product can be sold to a mill near the mine, the operation maybe profitable, but this condition is not common. One mine of this type has recently closed down, at least temporarily; but a second, more fortunately situated, in another district, is continuing operations, although plans are being made to erect a mill in the early spring. Most satisfactory results are ordi¬narily obtained where the mine and mill are owned by the same company.The sale of the Balmat mine of the International Pulp Company, near Gouverneur, N. Y., to J. H. McLear, Gouverneur, and H. G. McLear of New York, has been reported. It is stated that a large part of the property has been already leased to the Sylvia Lake Company, who will operate it. ""Cement, Hill, and Quarry""* states that ""the first mining done on this property was for silver and lead, but it developed into a good zinc producing property and later it was worked for its talc deposits. It has passed through several hands, the American Pulp Co., the Union Talc Co., and the International Pulp Co., all having had it in successive periods since 1891."""

The shaped charge has proven in various military and industrial applications to be an effective penetrator of materials. Upon initiation a detonation wave traverses the explosive billet, collapsing a metallic liner and creating a jetting process. From multiple non-simultaneous flash radiographs of the jet in free flight, the observer can study the collapse, formation, and growth of a shaped charge jet. Digitization of a particulated jet's position and shape from the radiograph into electronic storage files provides the experimentalist with an efficient basis for data reduction. With the aid of a simple personal computer, one can in a matter of minutes generate a wealth of information concerning jet formation after initiation and thus gain insight into the quality of its manufacture, design, and assembly. This paper will in detail explain the methods in place for fully automated data reduction of radiographic films. Methods of computer aided digitization of particulated jets and analysis of physical jet characteristics and performance will be discussed.

The risks associated with operating water reservoirs and tailings storage facilities (TSFs) are different because of their different purposes, methods of construction and operation, and characteristics of the materials impounded and their flow behaviour. Regardless of the differences, these two types of structures are often put in the same category when it comes to risk assessment and the application of relevant methodologies, which may result in unrealistic outcomes. In this paper we investigate whether it is possible to apply the risk ranking methodology designed for water reservoirs to TDFs and overview the key differences between these two types of structures. We also provide a comparative analysis of the results obtained by conducting a risk assessment of the operation of a TSF, applying the method recommended by the International Commission on Large Dams (ICOLD), and analyse the results using the failure mode and effects analysis (FMEA) technique. It is concluded that a more realistic evaluation of risk levels can be obtained by adopting a systematic approach to risk assessment in accordance with the traditional risk definition on which the FMEA technique is based.

In the solvent extraction -electrowinning recovery of copper from oxide or sulfide ores there is a continuous transfer of iron and other impurities from the primary leach solution to the copper electrowinning electrolyte via chemical transfer or mechanical entrainment. Iron is the principal impurity that has to be controlled in the electrolyte by a "bleeding" of the electrowinning solution. This bleeding transfers copper and sulfuric acid back to the primary leach circuit along with the iron. Copper is recovered via the solvent extraction process and generally the sulfuric acid is used as a reagent in leaching. Unfortunately, cobalt, which is added to the electrowinning solution to modify the anodic process, is irreversibly lost through the bleeding operation. This cobalt loss represents a significant operating cost to SX-EW copper producers. DiphonixTM ion exchange resin contains diphosphonic acid and sulfonic acid functional groups on a polystyrene-divinyl benzene matrix. This resin has been found to strongly and selectively extract ferric ion from copper sulfate -sulfuric acid solutions containing cobalt. Thus, an ion exchange process using DiphonixTM resin for the control of iron has been developed to replace the conventional bleed stream process. The new process minimizes the loss of cobalt from the electrowinning circuit and strips the iron into a sulfate based solution suitable for leach solution makeup. In addition, this process can effect a lowering of the total iron concentration in the electrolyte circuit with an associated increase in current efficiency. In this paper, data on the loading and elution of iron are presented. Laboratory and pilot scale data will be discussed along with information on process design and comparative economics.

"This paper gives an account of the production of ductile-grade titanium powder in 100-pound batches by reduction of purified titanic chloride with magnesium, followed by grinding, leaching, and magnetic separation of the reaction product. Apparatus, technique, and methods of controlling product quality are described, and some data on operating costs are given.Although man has been aware of the existence of the element titanium for over 150 years, only recently has the metal itself been available in a form pure enough, particularly with reference to absorbed gases, to allow an estimate of its physical properties. In comparison with mild steel, the tensile strength of titanium is about the same, the resistance to atmospheric corrosion greater, and the specific gravity much less.These properties suggest the usefulness of titanium as a structural material for applications requiring resistance to atmospheric attack and a good strength-weight ratio. Although known reserves of titanium, high-grade enough to be useful at present are not sufficiently extensive to predicate that titanium might supplant iron, aluminum, and magnesium for structural purposes, the reserves are large enough to make its use as a structural material quite feasible in certain fields in which its unique properties are required.As a result of these considerations, the Bureau of Mines station at Tucson initiated an, investigation into the technology of titanium in 1938. First, a critical survey and small-scale trial of virtually all suggested methods7/ for producing the metal was made. The method devised by Kroll8/ seemed best adapted as a source of metallic titanium for, although the purity of the product was not as high as that of products from some other processes, it seemed that modifications in technique necessary for larger-scale production could be made more easily.Essentially, in applying the Kroll process, titanium tetrachloride was reduced to metallic titanium by adding the chloride slowly to molten magnesium contained in a molybdenum-lined iron reaction chamber filled with a protective atmosphere of argon. After reduction to the state of completion desired, the reduction mass and chamber were allowed to cool. Then the chamber was opened, and the reaction mass, consisting of titanium, magnesium chloride, and some unused magnesium, was removed by suitable means. Most of the magnesium chloride and metallic magnesium were removed by leaching in dilute hydrochloric acid. The leached sponge was then ground wet in a ball mill, releached in strong acid, and dried Removal of free iron by magnetic separation completed the production process.Development of the Kroll process by the Bureau was undertaken first at the station at Salt Lake City, in 1942 and the amount formed per run was increased in several steps from a few grams to pounds.9/ In addition to increasing the size of batch over that used by Kroll, the technique was simplified somewhat by the use of unlined reaction vessels."

In the mining industry, decisions regarding the type and number of comminution tests to be completed typically rely on geologists? observations and conclusions when studying drill cores. Given that these decisions are based on visual observations, they are essentially approximate and often inaccurate from a comminution viewpoint, causing a sizeable margin of error in estimating characterization test needs. Consequently, companies are often forced to perform more tests than necessary, requiring a significant quantity of material, and accruing significant costs. Recently, a new device, called the Hardness Index Tester (or HIT), was developed, offering users a low cost in-house mechanism for estimating the comminution parameter A*b and the Bond Ball Mill Work Index at any mine site, with potential applications on fragments up to 25 mm from drill core. In late 2016, Agnico Eagle Mines Limited initiated a trial to investigate if having an HIT device installed in a core repository would make it possible to identify the different rock properties more accurately and determine the number and type of comminution tests required. The application of the HIT was not to replace the standard comminution tests, but rather to generate a high number of comminution and geomechanical parameters for the rock mass. Ultimately, the objective would be to determine the uniformity of the rock mass and, therefore, easily distinguish any potentially problematic zones. With this method, the appropriate number of standard tests could be determined, making the HIT not only an excellent complement to the standard laboratory tests, but also an indispensable device for a geometallurgical characterization. This paper presents the results from the HIT trial using samples from the Odyssey Project, which is a Mine Canadian Malartic property.

The Bureau of Mines investigated hydrometallurgical procedures for concentrating precious metals from a mechanically processed metal fraction of obsolete military electronic scrap. Feed material for the leaching procedures described in this report was the high-tension-separated metal concentrate obtained as a fraction from mechanically processing partially stripped electronic units. Initial pretreatment with a 20-wt-pct-NaOH solution solubilized most of the aluminum. After washing, the resulting residue was incinerated to destroy any organics attached to metal particles. The incinerated residue was leached with 20-vol-pct H2S04 solution using two methods, countercurrent pressure and ultrasonic-aided leaching to solubilize the base metals, predominantly copper. Silver was recovered from the base metal leach residue using 50-vol-pct HN03, and gold contaminated with several percent palladium was recovered from the silver leach residue using aqua regia. The impure silver and gold plus palladium products represent about 1.5 wt pct of the high-tension-separated metal concentrate. Included is a three-step process evaluation study of mechanical processing of general electronic scrap and two hydrometallurgical procedures for leaching high-tension-separated metallic concentrates obtained from the mechanical processing step. Process evaluation concluded that only mechanical processing is economically viable.

The mineralogy of the primary and oxidized ores from the Malanjkhand porphyry copper deposit in India was studied to determine ore characteristics that affect metallurgy, and to assess applicable processes for recovering the copper. Three mineral assemblages were found. One occurs in primary ore, another in moderately oxidized ore, and a thir:d in intensely oxidized ore. Chalcopyrite, the main mineral in the primary ore, is relatively coarse-grained, with grain size increasing as the ore grade increases. High chalcopyrite liberations should be achieved at a relatively coarse grind, and good chalcopyrite recoveries should be obtained. The chalcopyrite, however, tarnishes readily and oXidizes to chalcocite in a relatively short time (several months). The presence of both the tarnished chalcopyrite and chalcocite may affect chalcopyrite flotation and reduce copper recoveries, The moderately oxidized ore occurs in an oxidized cap immediately above the primary ore, and stockpiled primary ore alters quickly to a moderately oxidized ore. Chalcocite is a major copper-bearing mineral in moderately OXidized ore. The concentrator processing this ore should be capable of handling a chalcocite-rich ore. The intensely OXidized ore contains a wide variety of acid-soluble copper-bearing minerals. Leaching may be required to recover the copper from them.

The U.S. Bureau of Mines Reno Research Center investigated, developed, and patented a high-temperature cyanide leaching process for recovering platinum-group metals (PGM) from automobile catalysts. A batch pilot plant was constructed at the center and operated to demonstrate this technology to industry. Approximately 1,600 kg of used pellet, monolith, and metal support catalysts containing 1,700 g (54 tr oz) of PGM was processed. Forty-five-kilogram batches of used catalysts were leached with sodium cyanide solution at 160°C for 1 h in a countercurrent processing sequence. This selectively dissolved the PGM. Average extractions from the used pellet catalyst were 96 pet Pt, 95 pct Pd, and 73 pct Rh. Average extractions from the used monolith catalyst were 84 pct Pt, 81 pct Pd, and 66 pet Rh. Heating the pregnant leach solutions to 275°C for 4 h destroyed the PGM-cyanide complexes, causing over 99.7 pct of the PGM to precipitate from solution. The PGM precipitate was predominantly a metallic powder concentrate, typically analyzing greater than 50 pct PGM. Heating destroyed the cyanide to less than 0.2 mg/L free and total cyanide. Both the pellet and monolith residues were evaluated for disposal using the toxicity characteristic leaching procedure developed by the U.S. Environmental Protection Agency.

Engineers interested in the manufactured-gas industry have witnessed p pronounced improvements in gas-generating equipment and marked changes in operating procedure during the past decade. In spite of these changes, however, the trend of development in the near future seems to be doubtful. Uncertainty exists mainly because no one can yet accurately calculate the number of years which will elapse before petroleum products become too expensive for, general use in making gas. Research in this field has been active, and the ultimate results are awaited with interest. Some engineers predict that in the future coking coal will be carbonized on such a large scale that coal gas will be used (straight or modified) for city distribution; others maintain that gas oil will be used in large quantities in the production of base gas; they believe that it will be economical to use oil even at appreciably higher prices. The question involves, among other; factors, consideration of initial and relative costs of equipment, flexibility of operation, salability of coke, cost of distributing different gases, and the relative value of by-products, It is common belief that for many years large quantities of oil will be used in gas-making, particularly in the generation of peak gas or that water gas will be used for the synthetic production of hydrocarbons to enrich additional water gas. In this paper interest centers in a discussion of the practicability of employing synthetic processes in view of reported investigations of the chemistry of the synthetic reactions. For many years it has been known that the chief components of water gas would react chemically under proper conditions to form methane. As long ago as 1903 a patent3 was issued in this country for a gas-making process which included the synthetic production of methane. More recently the studies of numerous investigators here and abroad have shown that besides methane it is possible to produce other paraffins, olefins, and additional, materials adaptable for enriching water gas or for other uses. The question arises: In what manner, if at all, can such processes be incorporated, as a part of the gas-making scheme in a city-gas plant?

The salt-beds at Salton, on the line of the Southern Pacific railway, in San Diego county, California, have been successfully worked for many years by the corporation known as the East Liverpool Salt Co., and the salt has been largely used upon the Pacific coast generally and in the interior. But the industry has lately been destroyed by the overflow from the Colorado river. The salt is dissolved, and the waves of the Salton sea now roll 50 ft. above the site of this once thriving and growing business. The salt-bed was evidently the residual accumulation from the waters of an ancient lake, which I have named Cahuilla, from the name by which a large part of the valley—the home of the Cahuilla tribe of Indians—is known. The deposit covered a comparatively small area in the lowest part of the valley, 280 R. or more below the sea-level. This depressed area is now generally known as the Colorado desert, but has a soil of wonderful fertility wherever water can be had on its surface. The deserted beaches, and the water-lines, only a few feet above tide-level, upon the rocks of the bordering mountains, as well as a great abundance of shells in the soil, all bear decisive testimony to the former occupation of the valley by water. The collection and correlation of thermodynamic data concerning substances of metallurgical interest have constituted one of the major activities of the Pacific Experiment Station of the Bureau of Mines, at Berkeley, Calif., for the past several years. The present paper collects and discusses thermodynamic data relating to metal carbides and nitrides, with the view of obtaining usable heat and free energy of formation relationships. Pertinent data on both classes of substances are difficult to obtain experimentally and consequently are extremely rare; it is therefore necessary in many cases, if equations are to be derived, to introduce certain approximations and assumptions. Lack of adequate means of checking results by utilizing data of different types, such as was done frequently in the bulletins dealing with carbonates and sulphates, are readily apparent to anyone who has made even a cursory examination of the available information. Consequently, some of the relationships derived undoubtedly will be found to be inaccurate when more or better data become available.
