Would you believe me if I told you the constant battle between Government regulatory agencies and industry could be won by both sides? No, I'm not crazy, nor have I been soaking up any of that fine Kentucky whitelightning. But I have recently been a participant in a battle where both sides won. Actually, I'm using the term "battle" loosely because, in reality, it wasn't a battle at all - despite the fact that all the ingredients were there for a monumental struggle; i.e.. government, industry, special interest groups and a controversial issue - the development of effluent limitations. I'd like to tell you about it. Historically, on one side of the battle, government has always been ac¬cused of adopting regulations with limited evaluation of existing technologies; and then with seemingly no regard for the economic consequences. On the other side, industry gets punished by government's harsh actions because of their past "do-nothing" attitude toward pollution control. Recently, this battle seems to be losing steam, because both government and industry are beginning to realize that, ultimately, they both will lose. Even more important is the fact that both sides are, or should be, working for industrial expansion compatible with environmental protection.

The smelting of the Broken Hill lead concentrates at the Broken Hill Asso,ciated Smelters produced, among other products, approximately 4,900 ounces of gold and 8,800,000 ounces of silver during the year ending June 30th, 1938. The following table shows the actual amounts of gold per ton of lead concentrate produced during this period at the important mines. The total gold in the period is calculated from the number of tons of lead concentrates produced, and by comparison with the production' of silver, shows thatthere is no constant relation between the amounts of gold and silver.The fact that no gold is seen during milling, even when gravity concentrating tables are employed, signifies that the gold does not occur as occasional coarse particles.Further, as the values increase considerably in the flotation slime, it can be inferred that the gold occurs as minute inclusions in one or more of the minerals in the lead concentrates.The four most abundant minerals in the lead concentrate are galena, zinc blende, chalcopyrite, and...

To reuse chromium, nickel, and molybdenum now lost in stainless and specialty steel-making wastes, and simultaneously to overcome the current environmental problem resulting from landfilling these wastes. Approach A variety of stainless and specialty steelmaking wastes are agglomerated and recharged into the plant's electric arc furnaces. How It Works Stainless and specialty steel-making wastes such as bag-house dust from the electric arc furnace, dust from the argon-oxygen decarburization unit, grinding swart, and mill scale are blended in proportion to the ratio in which they are generated. Next they are agglomerated on a pelletizer with an addition of a small amount of carbonaceous reducing agent, and air-dried in preparation for being recharged into the furnace. Some mixtures of wastes tested in the laboratory required the addition of binders and/or the use of ovens in lieu of air-drying to produce sufficient pellet strength. Although the optimal maximum particle size of wastes being pelletized is 35 mesh, somewhat larger particle sizes were satisfactorily pelletized during in-plant tests. THE possibility of oil and gas production in Alabama has been little considered as yet. Gas and some oil have been found in northwestern Alabama, near Birmingham, in the Pennsylvanian beds, but the oil and gas possibilities in the Cretaceous beds are not generally appreciated. The recent activity of oil companies in that State has attracted much attention, and in this paper the main structural and the general stratigraphic features are described. Four favorable areas are outlined. These contain folds of major interest. There are other favorable areas which have not been mapped. Commercial pools discovered in this area would have the advantage of being near tidewater. Mobile, Ala., on the Gulf, of Mexico, would be the logical site for refineries and shipping facilities. A pipe line could readily be laid to that city from the Hatchitigbee and the Jackson areas. The logical outlet for the Geneva and the Gordon areas would be Panama City, Fla., on the Gulf of Mexico.

It is self evident that in many cases mining disrupts communities, however, community reaction to mining varies enormously. This is due to a whole host of factors, some physical, some financial, some political and some a direct result of the projected mining company attitude towards the community at large. Physical and political factors are increasingly being dealt with realistically and financial aspects are to a significant extent determined by profit margins. If the acceptable profit margin canÆt accommodate all necessary costs (which now includes a variety of community considerations unheard of even a decade ago), then the project is just not viable. Despite major commitments now made by many mining companies to their affected communities, corporate attitudes, and their projection, remain as the most outstanding factor in mining project development where real gains can still be made in effectively reducing social risk. This paper addresses both international and domestic experience gained in managing this aspect of mining development risk, including initiatives implemented by multilateral institutions.

A theory is presented providing a concise mathematical description of the performance of a percussive rockdrill in terms of its principal mechanical dimensions. The theory defines the relationships between the values of thrust required to produce optimum rates of penetration at different throttle air pressures in terms of the piston areas and derives an equation for the prediction of these rates. An analysis of drillsteel life and bit wear is also made.

The Bafokeng Rasimone Platinum Mine (BRPM) is a joint venture between Rustenburg Platinum Mines Limited and Royal Bafokeng Resources (Pty) Ltd (Bafokeng). The mining lease has been granted over Boschkoppie 104JQ and is located approximately 10 km south of the Pilanesberg Alkaline Complex. The Merensky Reef, which constitutes the principal orebody, is geologically complex. A relationship between its geological variability and the associated mineralization has been established by defining a number of facies types. The Merensky Reef has been subdivided into seven distinct facies types: the pegmatoidal facies, contact facies, FW1 potholefacies, FW3 pothole facies, FW6 pothole facies, and FW7 pothole facies. The Merensky Reef, which does not form part of the potholed reef, has a large component of footwall mineralization. The pothole facies, in contrast, has mineralization located in the hangingwall. Statistical analysis of the facies types indicates that they are unique populations and hence need to be evaluated independently. The mining lease has distinct structural domains that have added additional complications to evaluation of the Merensky Reef. The Merensky facies on BRPM exhibit unique geological and statistical characteristics within well-defined structural blocks. Due to the extreme variability of the Merensky Reef on BRPM a unique approach has been developed, within Anglo Platinum, to evaluate the deposit. Mining cuts are defined and composited for the individual facies types, and then modelled individually by applying known geological controls. The resultant grade models are weighted based on statistical and local geological knowledge. The object of weighting the facies is to replicate the variability observed in the orebody. The introduction of stringent geological controls to the evaluation process has resulted in increased confidence in the in situ grades estimated as an input to the mine planning process.

With notes on other mines of the Marysville district by WALTER McDERMOTT, London, England, and F. L. Sizer, Dos Cabezas, Ariz. (Salt Lake Meeting, August, 1914) THE purpose of this paper is to review the history of the Drumlummon, one of the famous old mines of the West. Mining engineers, when sent to examine new mines in old districts, or to decide whether an old property, under new conditions, will pay to re-open, have had difficulty in learning anything authentic regarding workings which are under water, and historical facts about the working character of the ore, the total production, and the value of the ore with increasing depth. Not many years elapse after the pumps are pulled, before maps, books and records are destroyed, and the value of the publications of the Institute would be increased if they contained the history of many old mines now abandoned. The unsuccessful efforts of the writer quite recently in trying to obtain reliable information about a gold mine which was reported to have produced several million dollars between 1880 and 1888, the workings of which are now partially caved and under water, impressed upon his mind the desirability of having a permanent record of old properties. In this particular case, the owners insisted that under present conditions of improved methods of treatment -particularly by the use of cyanide, which was not an applied process when the mine was operated, the property. could be made to pay a handsome profit on ore left in sight in the old workings, but no assay records could be found to confirm these assurances, and even the records of bullion shipments had been destroyed. If surveys and maps were made as the work progressed, no trace of them could be found, and therefore opening of the ground through a new shaft and drifts therefrom would be attended by some risk while exploring near the old workings. Fatal accidents by flooding under these conditions have occurred, and as an evidence that miners have fears of such dangers, it was urged upon the Mining Committee during a recent session of the Montana Legislature, by a delegation of

A brief review of the silver industry is presented to set the stage for the analysis of the distribution of silver production by source from various types of mines in Canada and of the changing relationship between the total output of silver and the total output of base metals. The decline in the average grade of the Canadian mines is also discussed and a trend for the future is proposed. The report then examines in broader aspects the world primary silver production and concludes, in the section on outlook, that the effective supply in primary silver will grow at a rate significantly lower than the growth rate expected for base metals. A cumulative deficit of some 900 million ounces is projected for the period 1975-1980 and a further deficit of some 1,100 million ounces if projected for the 1980-to-1985 period.

The work described has one serious shortcoming: grain size was not monitored during heat up to the temperature (1675°F) of isothermal anneal. The chief obstacles to p grain growth in titanium a-ß structures are the a grains. Heating a structure such as that shown in Fig. 1 to a temperature close to ß transus causes dissolution of a grains in order to adjust the a/ß ratio, compare Figs. 1 and 2. During this process there is a concomitant growth of the ß grains—otherwise ß grains would have to be nucleated in order to adjust the a/ß ratio. When the annealing temperature is reached the a/ß ratio stabilizes and this initial phase of ß grain growth ceases. After an incubation period growth resumes as described. Some 0 grain boundaries can be clearly seen in Fig. 1. (Skilled metallography commonly produces photomicrographs which show more structural detail than direct observation.) These boundaries suggest that the average ß grain size is approximately 0.002

A laboratory investigation was conducted to determine the applicability of the thermal oil-recovery method as a means of increasing ultimate oil recovery in the Appalachian region. The primary objective was to establish self-sustained combustion in consolidated and unconsolidated sand test assemblies saturated with various amounts of Pennsylvania Grade crude oil and synthetic brine. Tests using blocks of sandstone were unsuccessful because of sealing problems and fracturing of the rock due to thermal stresses. A combustion wave of about 700° F was propagated through the sand-oil-water packs in the linear tube tests. The high air flux used resulted in high oil consumption and rapid movement of the combustion wave through the tubes. Analytical tests on the sand pack showed that sufficient fuel was deposited during the linear tube experiments for a self-sustained combustion wave.

Almost all of the world?s zirconium is mined in the form of zircon (ZrSiO4), the majority as a coproduct of titanium mining from heavy mineral sands deposits. These are placer type deposits, in which the dominant mineral is silica but which also contain a suite of ?valuable minerals,? often consisting of a mixture of titanium minerals, various alumino-silicates and zircon plus a range of other mineral species. The composition of the valuable minerals in such deposits is known as the mineral assemblage. There is no reasonable consistent geological relationship between zircon and titanium minerals. They can derive from separate igneous rock deposits that rarely occur together. The connection emanates once these separate rocks have been eroded by weather and water, often across a very long geological period. Once this has happened, zircon and titanium minerals often find their way to the same locations because they share two major characteristics:

9.61. Introduction. Open pit mining methods produce more than 80% of all raw materials today in the United States. Much of this comes either from properties that formerly employed underground methods and were converted to open pit or from mines that ultimately must go underground when the economic stripping limit is reached. Generally the ores are transported over large vertical distances and techniques have been developed to do this economically. One approach is to combine conventional surface trucking, over relatively level roads, with the use of gravity and underground facilities. There are various modifications, depending upon the character of the orebody and the topography. Several schemes, as used in Sweden, Canada, and the United States, merit describing. One of the critical problems involved in the transference of ores from surface to underground is that of flow of bulk solids. Must it be crushed? Will it hang up in the transfer? What size and inclination of ore pass are required. How is the ore best fed onto the transporting device underground? As an example, the planning engineers for the Carol Project of the Iron Ore Company of Canada faced these problems in making their designs for the production and transportation of some 55,000 tpd from their Smallwood Mine in Labrador. Other operations, facing somewhat similar conditions, used other approaches of interest. Solis from an abandoned Pb battery processing facility were characterized prior to the selection of the extraction technique. Reflected light microscopy and electron beam methods were used to locate Pb-bearing phases and to quantify the compositions of the phases. It was found that the soils are composed primarily of quartz and feldspars with minor amounts of iron and titanium oxides. Lead is primarily present as an oxide or sulfate that is associated with the silicate minerals. Specific phases identified were PbO; Pb02; cerrusite, PbCO3; angleslte, PbSO4; galena, PbS; and magnetoplumbite, 2PbO3Fe2O3; or plumboferrite PbO2Fe2O3?

The accuracy of vibrating wire stress meters has been questioned by various users in the mining industry. During an in situ coal pillar study, a laboratory evaluation program was developed to determine whether stress meters could produce reliable measurements in coal. More than $0 stress meters were tested for accuracy, repeatability, effects of setting pressure, and the concept of using a single curve for interpreting the stress-meter data. The testing medium was lucite, a material with a modulus of elasticity very similar to coal. The evaluation demonstrated that the stress meters did provide repeatable measurements, but that accuracy was lacking when the recommended interpretation technique was used. Therefore, a new technique was developed that required all stress meters to be calibrated in the laboratory before use in the field. This new technique reduced the average error to typically less than 10% and, in the worst case, to below 15%.

The U.S. Bureau of Mines studied the interaction of longwall shield supports and adjacent strata at the Meigs No. 31 Mine in southeastern Ohio. Twenty-three legs of twenty shields at midface were instrumented with pressure transducers and monitored for 11 weeks. During the project, leg setting pressures were reduced twice to determine the effect of setting pressure on shield-strata interaction. No correlation was observed between setting pressure and leg loading rates. The shield loading profiles were consistent with a model in which the roof consists of two zones, a thin immediate roof loading the shields well below the typical setting force and a main roof zone essentially supported by the coal and gob and loading shields through its convergence. This model was used to develop an equation for estimating average loading rates at the site. The only variable of the equation is time, and the equation consists of an exponential term to account for the immediate roof loading and a linear term to account for main roof loading. The equation gave good correlation with average loading rates, but the variation in loading from cycle to cycle was too great for the equation to give good predictions of individual cycle loading rates.

The separation and beneficiation of low grade collophanite has long been a technical challenge in phosphorous production. It requires the joint efforts of process design, reagents optimisation and operational control. In this study, the statistical response surface method was applied for determining the optimum reagent dosing in the flocculate flotation of a low grade (18.59%) collophanite ore. The dosage of three reagents, including a pH regulator (Na2CO3), depressant (Na2SiO3) and flocculant (modified starch), were input parameters of the modelling design. Two quadratic mathematical models were derived for prediction of grade and recovery based on the statistical design. Statistical analysis of the experimental results validates the reliability of the models. Through further calculation, the optimum dosage of the three reagents were found to be 3,020g/t Na2CO3, 1,990g/t Na2SiO3 and 880g/t modified starch, with which a maximum recovery of 75.81% and P2O5 grade of 30.08% was obtained from flocculate flotation test. FROM the known laws of physical chemistry I believe it can be shown that progressive mass movement of water solutions in channels has seldom been the means of ore-concentration in veins. It is my purpose in this paper to show that the force known as “osmosis” has been the principal factor in ore-formation. Convection-currents have doubtless supplemented osmosis, and the two working together have been the agencies that have gathered the scattered particles of rare minerals into the larger masses which are called ore. Osmosis is commonly thought of as a vague, feeble force that causes slow diffusion of dissolving matter through the solvent. That it is a measurable force, often of great intensity, few know, except those who are familiar with the laws of modern physical chemistry. Therefore, I may be pardoned for going briefly into the elementary mathematics of osmotic pressure and of convection-currents. The velocity of water moving through any channel is given by the Chézy formula: (1) v = c [/rs], in which r is the hydraulic mean radius; s, the slope of the channel in which gravity is the sole propulsive force; and c, the coefficient of roughness of the sides of the channel. From this formula it is evident that the smaller the channel, the smaller the velocity of water under a constant head. In rock-crevices, therefore, where the head is constant, water moves much more slowly than in large fissures, and in moving through sand or porous rock it is to an even greater degree retarded. Hence, if a mass of water-saturated sand be heated, the finer the sand-grains, the more slowly will the temperature rise at parts remote from the source of heat. Australia’s mineral valuation code continues to evolve, while mineral valuation standards are also being written for Canada and Southern Africa. The author is leading a task force for writing the extractive industries addition to the International Valuation Standards. Meanwhile, the International Accounting Standards Board is continuing the development of an extractive industries addition to its International Financial Reporting Standards, with an emphasis on valuation reporting. This paper analyzes the need, content and ownership for a U.S. minerals appraisal standard in the context of both these developing international standards and also existing U.S. regulations and appraisal standards. The author provides many questions for research and debate.
