The ground movements associated with underground coal mining and, in particular, longwall mining, are recognised to include horizontal subsidence movements, but the mechanics of the processes that cause these horizontal movements are not well understood. Over the last two decades, three-dimensional subsidence monitoring has become routine in Australia and has provided a wealth of measurements of horizontal movements caused by mining subsidence. These measurements and other sub-surface observations allow the processes that cause mining-induced horizontal movements to be inferred and, subsequently, verified. In this paper, the mechanics of the processes that cause horizontal movements, particularly those in sloping topography, are described and discussed on the basis of field observations. There are several processes recognised to generate horizontal subsidence movements. In flat terrain, systematic horizontal movements cause the surface to move initially toward the newly created goaf and, subsequently, in the direction of mining. Tectonic energy stored as horizontal stress is released by mining, and, when the horizontal stresses are high, the magnitude of this horizontal stress relief movement is large enough to be perceptible for some kilometres from the panel. In sloping terrain, there is an additional component of horizontal movement that occurs in a down slope direction. This movement, sometimes referred to as valley closure movement, has a magnitude that is typically much greater than systematic or stress relief movements.

Although much work has been carried out in order to understand the mechanism of spontaneous combustion and hence minimise its potential risk, the spontaneous combustion of coal continues to be a problem in coal mining. The Department of Mineral Resources Engineering of Nottingham University has been active in conducting fundamental research into the problem of spontaneous combustion of coal. For years standardised adiabatic oxidation tests have been used to identify coals and other carbonaceous materials liable to spontaneous combustion. Recently the apparatus has been computerised and coupled with an expert system known as ESSH to evaluate the potential of self-heating of coal on the basis of intrinsic coal properties, geological settings and mining techniques. A numerical model has been developed to study the aerodynamics of airflow in the wastes of longwall coal faces. The Computational Fluid Dynamics approach is being explored to simulate airflow behaviour and nitrogen inertisation processes within the goaf. Such a model would be used in locating the areas most liable to spontaneous combustion and improving the utilisation of nitrogen. It would also be possible to determine the most likely path ways of combustion/heating products so as to provide an indication of the most appropriate locations for fire detectors.

In both surface and underground coal mines, the detection of geological structures ahead of workings is recognised as being fundamental to the efficient operation of the mine. Mining into zones of unexpected structures has a drastic effect on a mine's productivity. For the prediction of structures, geophysical methods can be applied from the air, from the ground surface, from boreholes and from underground workings. There are several improvements to report in the geophysical methods being developed for these purposes. These include developments in three-dimensional seismic reflection surveying, cross-hole seismic reflection methods and radar systems. The recent development of the radio imaging method for use in underground mine workings will complement existing in-seam seismic methods. Geophysical techniques for use in horizontal boreholes are also under development.

General recognition of the potential benefits of utilizing advanced technology has focussed public attention on the organisation of tertiary education. This has produced a situation where opportunities exist for significant changes to be implemented. The challenges to Mining education in this environment of change are analysed with respect to the setting of education objectives, the role of centres of education, course structures and student access to courses. The scope of the analysis includes formal courses for professional education and technical training, and programmes for continuing education and postgraduate research. Previous significant advances in mining technology illustrate the importance of encouraging the establishment of an extensive involvement with mining education. Education cannot be the sole responsibility of professional academic organizations; significant industry participation is essential. Methods of achieving this interaction are discussed. Major changes in techniques available for disseminating information provide a significant incentive to assess the relevance of existing course structures and restrictions on student access to courses. Establishment of a less rigidly progressive system of education is discussed with respect to the development of the full potential of computer based learning. This will expand the availability of mining education to include remote locations. The practical feasibility of such changes and recognition of the value of education as a commercial resource could also increase overseas involvement in Australian mining education. Benefits of such changes and problems that may develop if accreditation systems are not also changed to take account of new technology are outlined.

The tracking of ore through process hold-ups such as stockpiles has been traditionally been difficult to achieve. The inability to pinpoint the exact source in the mine of material that is feeding a processing plant has led to inefficient mine-mill reconciliation processes. In addition, a lack of understanding of the behaviour of ore in process hold-ups such as bins and stockpiles often leads to poor predictions of plant performance and to poor reconciliation of this to the orebody.This paper reports on two short case studies. One case study addresses tracking ore from various parts of two mines to the concentrator. The other follows synthetic particles through the coarse ore stockpile. Both studies use radio-frequency identification (RFID) tracer technology. The paper concludes by discussing general strategies for implementation of such concepts into mine-mill metal accounting and reconciliation systems. As shown in this paper, reliable ore tracking systems will allow much more effective mine-mill reconciliations as well as the ability to model process hold-ups with regard to size by residence time distributions. This should, in turn, allow metallurgists to have a better understanding of the size and grade of material that will report to the plant at different process hold-up (eg stockpile) conditions.

In this paper a project to develop a joint optimisation/simulation model for production planning in a mine-mill complex is presented. The system involves a mill receiving ore from a number of different locations, each with a unique mineral composition. The mill consists of several crushing and grinding circuits that function in series and parallel. Scheduling the flow of materials through the mill is complex due to constraints on throughput imposed by the millÆs design, the length of time material can be stockpiled on the surface, varying input mineral composition, and throughput targets for a range of output products.An optimisation model is used to create a set of campaigns (ore feed rates) over a given planning horizon under the assumption of deterministic mill throughput. A simulation model is used to evaluate the production plan under assumptions of stochastic machine failure and operational losses created by the need to cycle between input feeds. Campaign scheduling has two important implications for the simulation. First, during any campaign, multiple ore types may need to flow through the mill. However, the mill must be controlled to ensure that only one type of ore can be in a crusher, a grinder or a storage bin at any point in time. Second, as the mill switches from one campaign to another, the set of ores being processed may differ. Thus, the flow of ore through the equipment during a campaign changeover must be controlled to ensure that one or more of the ores from the current campaign can be completely eliminated before the ores from the new campaign are introduced.The simulation architecture employed for this project is Visual Basic for Applications (VBA) combined with MS-Excel as a user interface. A fixed step discrete event orientation is assumed as the simulation framework. A set of model constructs was built for the project with a specific Canadian milling operation in mind, but was designed to be representative of a broad class of milling operations. The constructs are implemented as class objects within the VBA structure, each with a number of properties and methods. The collection of VBA objects forms a composable modelling toolkit. These objects can be linked together by users, via MS-Excel, to represent a broad range of milling operations.

This paper presents equilibrium data on the reaction of water vapor with vanadium dissolved in liquid iron at 1600°C. The thermo-dynamic behavior of vanadium and oxygen when present together in the melt is discussed. A deoxidation diagram is presented which shows the concentrations and activities of vanadium and oxygen in equilibrium with V209 or FeV2O4. STUDIES of the chemical behavior of oxygen dissolved in pure liquid iron1-3 have served to determine with a fair degree of accuracy the thermody-namic properties of this binary solution. The practical problems of steelmaking, however, involve not the simple binary but ternary and more complex solutions. Only a beginning has been made toward understanding the behavior of such systems. The silicon-manganese-oxygen relationship was studied long ago by Korber and Oelsen4 and more recently by Hilty and Crafts." The carbon-oxygen reaction was investigated by Vacher and Hamilton6 and by Marshall and Chipman.7 A number of deoxidizing reactions have been studied empirica1lys'10 with the object of determining the appropriate "deoxidation constants." The work of Chen and Chipman" afforded a clear-cut view of the effect of the alloy element, chromium, on the thermodynamic activity of oxygen in liquid ternary solutions. These investigators determined the oxygen content of experimental melts which had been brought into equilibrium with a controlled atmosphere of hydrogen and water vapor and were able to show that the presence of chromium decreases the activity coefficient of oxygen. They determined also the conditions under which the two deoxidation products, Cr2O3 and FeCr2O4, were formed and showed that the activity of residual oxygen is considerably less than its percentage. It was the object of this investigation to apply a similar method to the study of molten alloys of iron, vanadium, and oxygen. Vanadium was once considered a moderately potent deoxidizer, but this is now known to be erroneous, in the light of its behavior in steelmaking practice. Its reaction with oxygen retains a certain amount of practical interest in that a high percentage of one element places a limit on the amount of the other that can be retained. As a deoxidizer it will be shown that vanadium lies between chromium and silicon. Experimental Method The apparatus was that used by the authors3 in their study of the equilibrium in the reaction: H2(g) +O = H2O(g);K,= [1] PII., ao Crucibles of Norton alundum or of pure alumina were used. The latter were made in this laboratory and were of high strength and low porosity. Under conditions of use they imparted no significant amount of aluminum (less than 0.01 pct) to the bath. Temperature measurements were made with the optical equipment and calibration chart of Dastur and Gokcen.= The charge was made up of calculated amounts of ferrovanadium (20 pct V) and clean electrolytic iron totaling approximately 70 g. The first few heats were made in alumina crucibles with an insufficient amount of vanadium so that no oxide of vanadium would be precipitated under the particular gas composition. All the heats were made at 1600 °C under a high preheat and with four parts of argon to one part of hydrogen in the gas mixture to prevent thermal diffusion. The rate of gas flow was maintained constant at 250 to 300 ml per min of hydrogen. The time for each heat was three quarters of an hour after the melt had melted and attained the required temperature (1600°C). The water-vapor content of the entrant gas mixture was gradually raised in succeeding heats, keeping the vanadium content of the melt constant. This was controlled by manipulation of saturator temperature. A point was reached when for a given H2O:H2 ratio some of the dissolved vanadium was oxidized and appeared as a thin, bright oxide film on top of the melt. By raising the temperature of the melt it was possible to dissolve the oxide film which reappeared as soon as it was cooled down to 1600°C. The temperature readings taken on the oxide film were consistently higher by 80" to 85 °C as observed by the optical pyrometer. The heat was allowed to come to equilibrium under a partial covering of this oxide film. [This is the sixth in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative Agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of tines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935.-36.3/ The present report cover brands of gasoline represented by 1,490 samples plus thus: from the Pacific Coat, which ;sere averaged by the Pacific Coast Technical Group before being submitted and are published exactly as they were submitted. In some areas reports were received from 8 to 10 companies on the same brands of gasoline, Whereas in other areas only one Company reported on a brand. Thus, it can be seen that soma of the data are more representative than others. The inclusion of data from several cities within some of the districts has improved the report by reducing the number of brands reported by only one company. Severe changes have been made in the districts. A new district, Memphis, Tenn., has been formed to include Arkansas any western Tennessee. The Rocky Mountain area, have been divided into three sections. Salt Lake City and Denver form the Middle Rocky Mountain district; Laramie, Wyo., Idaho, Montana, and. Spokane, Wash., are included in the North Rocky Mountain district, and Arizona, New Mexico , and El Paso, Tex., have been combined to represent the South Rock Mountain district. The Cleveland district has been expanded to include Ohio ant. Indiana. Eastern Pennsylvania, Maryland, and northern Virginia are included in the Washington (D. C.) district. From the very early stages of a mining project, there is a requirement to predict the chemistry of potential drainages from various waste storage facilities. However, using relative masses to scale chemical loads measured by laboratory kinetic tests, such as humidity cells, to a full-scale mine waste facility will lead to concentration predictions that are unrealistically high for many dissolved constituents. Scaling factors developed by various procedures indicate that laboratory rates may range anywhere from two to eight times (Drever and Clow, 1995) to 100 to 1000 times faster than field rates (Malmstrom et al, 2000; Smith and Beckie, 2003; Ritchie, 1994). This contribution will use previous works and secondary data to discuss the significance of scale in water quality predictions. It will also present primary experimental geochemical and numerical data from a column leaching study on coal spoils to discuss potential applications of mesoscale leaching tests in bridging the gap between bench-top tests and field scale trials.

Bureau of MinesThe Bureau of Mines studied the development of practical methods for recovering manganese from the extensive domestic resources of low-grade ores and open hearth slags. A one-step operation was developed on a laboratory scale in which manganese and iron compounds are treated with chlorine, volatilized, and separated by selective condensation. Manganese recoveries of 90 to nearly 100 percent were obtained from 9 of the most important domestic ores. Analyses of the manganese chloride product indicated that it was suit-able for aqueous electrolysis with little additional purification. A complete, integrated process that provides for the recovery and recycling of chlorine is proposed. This process appears to have distinct advantages over previously proposed manganese recovery processes, and, in sharp contrast to leaching procedures, it is applicable to practically any manganese-bearing material.

To be competitive in automotive applications, polymer composites must be processable by high production rate processes like injection molding (IM), reaction injection molding (RIM), structural rim (SRIM) and compression molding. With current fiber reinforced composite materials, performance properties are sometimes compromised to make them compatible with these processes. This is done by decreasing the amount and length of the reinforcing fiber and the viscosity and molecular weight of the polymer matrix. Sheet molding composite (SMC) and thermoplastic polymer blends are examples of polymer composites which are cost effective in many applications and meet the high speed processing requirements for automotive parts.

This Bureau of Mines report tabulates methane emissions from U.S. bituminous coal mines with daily emission rates of at least 100,000 cfd according to States, counties, and coalbeds. Most of the methane emitted is from mines in the Appalachian States. Total daily emission in 1975 was 216.3 MMcfd, compared with 227.0 MMcfd in 1971 and 214.5 MMcfd in 1973. Thirty counties in nine States hid daily methane emissions of 1 MMcfd or more. These emitted 93 percent of the total methane. The highest emissions were from Monongalia County, W. Va., which accounted for 18.9 percent of the total. This was followed by Marion County, W. Va., 9.6 percent; Buchanan County, Va., 8.3 percent; Jefferson County, Ala., 6.1 percent; and Washington County, Pa., 5.9 percent. The Pittsburgh coalbed emitted 45.7 percent of the total methane, followed by the Pocahontas No. 3 coalbed with 12.9 percent. The report lists 196 mines, of which 60 had daily methane emissions of 1 MMcfd or more. Included in this compilation are the identification and thickness of the coalbed, methane emission, coal production and ventilation rates, number of drifts, shafts, and slopes used for ventilation purposes, shaft depth, age of mine, and gas-to-coal ratio.

The reversal of smoke products-of-combustion (POC) from a mine fire was determined in a mine section with the airway connectivity of an electrical Wheatstone bridge. Four diesel-fuel fire experiments with fire heat-release rates between 504 and 771 kW were conducted in the Safety Research Coal Mine (SRCM) located at the National Institute for Occupational Safety and Health’s (NIOSH) Pittsburgh Research Laboratory (PRL). Smoke reversal propagated upwind from the fire with significant leakage into the upwind diagonal airway and without causing a complete reversal of airflow in the diagonal airway. A control measure consisting of a brattice suspended half entry height from the entry roof was determined to abate the smoke rollback. Computational fluid dynamics (CFD) analysis of the smoke movement agreed with the measurements.

In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. This possibility, however, is totally unrealistic because the Mill Tailings Act requires that stabilized tailings be transferred to

GENERALTHE coal deposit, where it is being worked, consists of a bed of brown coal varying in thickness from 120 ft. to 200 ft., covered by an overburden of clay, drift, loam, etc., of a thickness of 22 ft. to 40 ft., and averaging 28 ft.The overburden is first entirely removed from the coal, and then the coal is excavated by. large revolving shovels which work at the bottom of the hole or open cut in the coal and deliver it in shovel bucketfuls to the transport system. The shovels owned by the Commission and available for this coal excavation are two Bucyrus steam revolving shovels, one being type 150B, weighing 150 tons, having a 21-cub. yd. bucket, and capable of digging a 47-ft. face; and the other being type 175B, weighing200 tons, having a 31-cub. yd. bucket, and capable of digging a 61-ft. face.In addition to these two steam shovels, the Commission has recently obtained a No. 250 Ruston electric revolving shovel weighing 340 tons, and having a bucket of 10 cub. yd. capacity, and capable of digging a 75-ft. face. When this electric shovel has been erected it will replace the steam shovels on the coal excavation, and the permanent transport system has been designed to take delivery of the coal from its bucket.The duty to be performed by the transport system is to take the coal from the shovels, elevate it out of the open cut, transport it to the screening house, deliver it iuto the hoppers at the top of this building, then to take the coal after it has passed over the screens and distribute the required grades to the power house and to the briquetting plant.
