Producing oil, gas, and coal in sufficient amounts to satisfy U.S. demands for fuels, electrical power, and chemicals promises to be one of the country's major challenges during the 1970's. Adding significantly to this challenge is the urgent task of satisfying soaring fuel and power demands without destroying the natural environment or jeopardizing long-range requirements for resources. The Bureau of Mines, U.S. Department of the Interior, is engaged in a comprehensive program of research to help industry meet this challenge. This report reviews the aims of the research program and accomplishments in 1970; the first 11 sections cover coal programs, nine sect ions are then devoted to petroleum, and the concluding five sections deal with oil shale research. Figure 1 shows the nationwide distribution of Bureau of Mines energy research installations; Full addresses are given in appendix A. Many of the publications resulting from the Bureau?s energy research efforts are discussed throughout the report; others are listed in appendix B.

This manual is intended to assist federal, state, and local regulatory and planning agencies, the mining industry and consulting engineers in determining the regulatory, environmental, technical and economic constraints influencing the site selection, planning, construction/operation and reclamation phases of a waste disposal facility. The information presented illustrates that factors affecting an individual site may be simple or very complex. This manual discusses methods for making future land use decisions, determining regulatory requirements, evaluating physical, chemical and structural properties of the disposed waste and selecting appropriate waste disposal methods and control techniques. Procedures and guides in the manual will assist personnel in assessing the complexities of waste disposal on a site specific basis. The major types of waste disposal systems are discussed and evaluated in terms of their advantages and disadvantages and applicability to varying site conditions and waste characteristics. Appropriate references following each chapter provide more detailed data on material presented in the text.

Fractional distillation is the most important process in the commercial refining of petroleum. The same procedure, conducted on a small scale, is the basis of a number of analytical methods of wide application in the petroleum laboratory. The Bureau of Mines has studied apparatus and procedure for the distillation analysis of petroleum, and this report is presented as a record of developments up to the present time. The work is incomplete, but the extensive information that has been obtained to date is made available as a guide in handling laboratory distillation problems. The analytical distillation of petroleum is commonly made to determine range of boiling points or to separate the oil. into fractions for detailed examination, or both. When only one of these two ends is sought the procedure involved is notably simpler than when, as is more common, information is required regarding both boiling range and properties of fractions. Moreover the degree of minuteness of measurement and the accuracy of the data required from analytical distillations differ considerably. Often the simplest sort of comparative figures are satisfactory; other tests require complicated and highly tedious procedure. No one distillation method is universally applicable, and it is impossible for anyone group of investigators to foresee all the different kinds of requirements that may occur in the industry.

"Re-occurring face ignitions in U.S. coal mines are concerning and require a closer look at air quality monitoring systems and practices employed in these mines. The explosion disaster at the Upper Big Branch mine in West Virginia in 2010 caused 29 fatal injuries and was largely caused by inadequate water sprays and inadequate ventilation monitoring. In this comparison, the author compares ventilation system monitoring in Australian, German and U.S. underground coal mines and makes recommendations for improvements and best practices. Mines in Germany and Australia are adhering to more stringent requirements for monitoring air quality and quantity and for monitoring water spray systems on cutters to prevent frictional ignitions. Air quality should to be monitored for sufficient oxygen, toxic gases, explosibility and for fire gases indicating a potential fire. Ventilation monitors must also confirm that sufficient quantities of air are available. Fully automated, continuously recording atmospheric monitoring and alarm systems are established practices in Germany and Australia and should be mandated for U.S. mines as well, in addition to the current, regular spot inspections of the ventilation system by certified mine examiners. BACKGROUND: METHANE EXPLOSIONS, FACE IGNITIONS AND NEED FOR AIR QUALITY MONITORING Accumulations of methane in face areas of underground coal mines frequently lead to ignitions that can cause burns, traumatic injuries and, in the case of the 2010 Upper Big Branch disaster, cause major explosions with multiple fatalities. Table 1 shows the number of reported face ignitions in U.S. coal mines between 2010 and 2014, based on statistical data published by MSHA (MSHA 2010 – 2014). Although there appears to be a downward trend in such ignition incidents over time, ignitions continue to occur with some regularity; and each ignition may cause a potentially catastrophic mine explosion.Per regulation, all U.S. coal mining machinery, continuous miners and longwall equipment, is outfitted with continuously monitoring methane sensors wired to cut power to the equipment as the methane level exceeds 1%. Face ignitions keep occurring because these sensors are usually not positioned in sufficiently close proximity to the coal cutting drums or to the freshly exposed coal face where the methane is most likely released. Therefore, methane may accumulate in explosive concentrations near the coal face and the cutting drums long before the gas concentration reaches the 1% level near the monitor and creates an alarm."

"AbstractShould oil and gas be proven in commercial quantities on the Labrador Shelf, current technology is not adequate for production operations in this severe environment, which includes yearly invasion of pack ice and icebergs. The fishery of this section of the North Atlantic is a vital resource to which a major oil spill or blow-out would impose an intolerable burden, This means that production systems must be designed and built to be fail-safe.The experiences of mining in Bell Island and Cape Breton have shown that it is possible to operate beneath the ocean floor, and this technology may hold the key for safe, reliable and economic production, This paper attempts to define particular problems and outline possible solutions.IntroductionOUR DISCUSSION is subject to the assumption that large hydrocarbon reservoirs will be discovered in the sedimentary basin of the Labrador continental margin. The petroleum industry has not attempted to operate in a harsher area. The Labrador coastline is exposed to North Atlantic storms and icebergs year’round, Arctic pack ice occurs up to six months of each year. However, there is no doubt that, if sufficient hydrocarbon potential is outlined, development will proceed."

The purpose of the initial research performed under this contract was to determine the margins of safety in explosion-proof (XP) enclosures, which were designed and certified according to the current schedule (Schedule 2G). Results from this work provide baseline data on the current schedule, from which a new schedule can be formulated to give equal or greater levels of safety. Results and discoveries in the initial work led to an expansion of the contract to cover, additionally, weld quality in enclosure fabrication, reliability of enclosures with windows and lenses, and performance tests for enclosure qualification. Finite element calculations and hydrostatic tests revealed wide variations in the margins of safety in the enclosures studied; however, only one enclosure had a safety factor which was less than one. Results from a weld quality survey led to the recommendation of AWS Welding Standard D14.4 for the fabrication of XP enclosures. Based on other work, accelerated aging tests were recommended for qualifying plastics and adhesives that are used in some enclosures, and a Structural Performance Test was developed to test enclosure strength for a minimum static pressure of 150 psig.

The preceding report, for the fiscal year ended June 30, 1953,3/ indicated continuation of the Bureau's program of petroleum and natural gas research of world-wide significance, which began in 1910. The petroleum and natural gas research of the Bureau of Mines is divided into five main categories: (1) Production of petroleum and natural gas, (2) transportation and storage, (3) petroleum chemistry and refining, (4) thermodynamics, and (5) economics.

This paper is one of a series covering mineral resources of the Nation . It describes briefly most of the known manganese deposits of eastern Arizona , which for the purpose of this report includes the counties of Navajo , Apache , Gila, Graham, Greenlee , Pinal , Pima , Santa Cruz , and Cochise . With few exceptions , these descriptions are the result of field examinations by the writers . Work on this paper was begun in May 1956 , and in the following 18 months 151 deposits were examined . The distribution of the deposits by counties is as follows : 1 in Navajo , and 1 in Apache , 37 in Gila , 4 in Graham, 13 in Greenlee , 25 in Pinal , 13 in Pima , 12 in Santa Cruz , and 45 in Cochise . In surveyed areas the locations of the deposits are described by section , township , and range and in unsurveyed areas , by approximate projections of these subdivisions . The township and range numbers refer to the Gila and Salt River base and meridian . The history, production, ownership , geologic setting , and mining methods used are discussed for most of the deposits that were visited . Probably , some occurrences have been overlooked , but all of the principal ones have been examined . Ore dressing studies were made of typical ores from several of the larger districts . The work was performed in the laboratory of the Bureau of Mines Tucson Metallurgy Research Laboratory . The results of these studies are given with the descriptions of the deposits from which the samples were taken .

Fires that occur in abandoned coal mines, waste banks, and in coal outcrops constitute a serious health, safety, and environmental hazard. Toxic fumes, the deterioration of air quality, and subsidence constitute the greatest hazards from these fires. Although tires on abandoned mined land (AML) occur in every coal-producing state, the severity of the problem varies. Methods to extinguish or control AML fires, including excavation, fire barriers, and sealing, are generally expensive and have a relatively low probability of success This U.S. Bureau of Mines report includes information from a variety of sources, i.e., agencies of the Federal Government, State agencies, research reports, conference proceedings, product information, and technical literature. This information has been collated into a comprehensive discussion of AML fire problems. Data on past fire control projects and on the estimated extent of the current problem have been compiled. Factors affecting the occurrence, propagation, and extinguishment of AML fires are discussed. Conventional fire control methods are described, and their probable effectiveness is evaluated. Information on the hazards of AML fires and safety considerations is included. The status of current technology, recent improvements in fire control methods, and areas of current research are discussed.

THIS REPORT describes the occurrence, mining, and use of refractory clay in Colorado within Region III of the Federal Bureau of Mines, which includes the States of North arid South Dakota, Nebraska, Wyoming, Colorado, Utah, New Mexico, and Arizona. Field work by the Bureau of Mines, United States Department of the Interior, included examination of active and abandoned refractory-clay mines as well as a reconnaissance survey and sampling of numerous clay-bearing formations exposed in Colorado. Information from the survey and the sampling will help guide private industry in its search for virgin sources of refractory clay. Library research of published and unpublished reports from various Federal, State, and private sources was conducted during the early phase of the investigation. Most of the refractory clay mined in the Denver-Golden district of Colorado is not used for refractory purposes but is blended with other clays in the manufacture of structural clay products. The predominantly flint-clay de-posits in the Pueblo and Fremont County districts are mined and utilized chiefly in fabricating refractory products.

"The number of underground mines replacing diesel by battery powered mobile equipment is growing worldwide. The latter produces locally zero emissions and less heat, improving air quality in the working areas, and can potentially reduce energy costs due to lower ventilation requirements and in the face of higher fuel prices. However, there is a lack of systematic approaches to evaluate the potential economic benefit of switching from diesel mobile technologies to electric ones. This paper presents a method to answer the question of whether a mine with known operating conditions should invest in battery-powered electric equipment to reduce its total costs. Furthermore, this method provides the optimal number of electric and diesel equipment in relationship with their impact on the ventilation system and the total costs of running the mine from the energy perspective. A case study of an underground mine in Northern Ontario (Canada) is presented to validate the method proposed. The scenarios studied include the specific climatic conditions of the region, and the possibility to use heat recovery for the ventilation system. Overall, results show that the use of electric mobile plants is cost competitive, especially so when electricity cost can be lowered through load-shedding strategies.INTRODUCTIONOf the multiple advantages of using electrical vehicles (EV) underground in mining, the potential increase in air quality and comfort is the most significant (Paraszczak, Svedlund, Fytas, and Laflamme, 2014). Until recently, fully battery-powered electrical underground heavy duty machinery (i.e., loaders or trucks) were not available, so that tethered and trolley assisted vehicles were the only electric alternatives to diesel powered vehicles (Bétournay et al., 2011). Today, several commercial battery-based alternatives are available (General Electric Fairchild, 2015; RDH Mining Equipment, 2015; Paraszczak et al., 2014). Operational details can be found in Ewing (2015). The main battery technology used (Lithium Iron Phosphate, LiFePO4, or LFP) was already anticipated in Bétournay et al. (2011) as a good candidate for these types of vehicles. More details on these batteries, along with state of the art and future perspectives can be found in Zubi, Dufo-López, Carvalho, and Pasaoglu, (2018)."

In 1986, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied the 7,940-acre Southern Otay Mountain Wilderness Study Area (CA-060-029), and the 5,750-acre Western Otay Mountain Wilderness Study Area (CA-060-028) in order to evaluate their mineral resources. The wilderness study areas are located in San Diego County, CA, about 20 miles southeast of San Diego. No mineral resources were identified in the Southern or Western Otay Mountain Wilderness Study Areas, based on literature, field observations, and sample results. The wilderness study areas are underlain by a complex blend of Late Jurassic, moderately metamorphosed sedimentary and volcanic rocks. Evidence of mineralization is not obvious.

With the surrender of the Japanese Imperial Government as a climax to the capitulation of the German High Command , the main objective of the Petroleum and Natural Gas Division pivoted from war assignments to its main normal functions . One of these functions is to give wide public distribution to valuable technical facts which the Division has obtained through research on petroleum , natural gas , helium , and related subjects . During the war years many engineering data and scientific facts could be released only on a restricted basis as reports to war agencies and others immediately concerned . Moreover , many of the wartime reports contained masses of detailed data that were prepared under stress to meet emergency schedules . For peacetime publication and application , these data must be reviewed , correlated , and rearranged so as to present the essentials in proper form . To illustrate , a wartime report of 50 pages might be resolved into one curve in a composite graph for a peacetime publication . Another factor affecting the orientation of the work of the Division is the broader horizon of research revealed by its war activities . Fundamental research and careful engineering analyses are just as important in time of peace as in time of war; in fact , they should be more important to the forward view , because under peace conditions disrupting influences that distract from the orderly acquisition of knowledge are minimized . Therefore , the concerted effort has been not to " salvage " the results of the war activities , but to evaluate them on the basis of their relative importance in the future economy of the country . Where wartime investigations have pointed to peacetime accomplishments , the effort has been to give the corresponding type of work additional emphasis . This adjustment can not be made hurriedly , but many of the necessary preliminary steps on the new course have been taken ..

This publication is one of a series prepared by the Federal Bureau of Mines on methods and costs of producing uranium ore on the Colorado Plateau. The information it contains was gathered in 1955-58 and applies to eight small operations. (See fig. 1.) Mining costs have increased since the data were I collected, but the information should be helpful in estimating future costs I at similar deposits. The Bureau of Mines had early experience in the production of carnotite-type ores on the Colorado Plateau.3 4/ Under a cooperative agreement with the National Radium Institute in 1914-16, the Bureau mined and concentrated carnotite ore for recovery of radium, uranium, and vanadium. The ore was taken from claims in or near Long Park Montrose County, Colo., about 3 mi. south of La Salle Mining Co.'s La Salle mine, which is one of the mines described in this report. The Bureau leased the claims from Crucible Steel Mining & Milling Co., a subsidiary of Crucible Steel Co. of America, and from 1914 to 1916 produced 990 tons of high-grade ore, containing 2.6 pct. U308, and about 2,000 tons of mill-grade ore, containing 0.85 pct. U308. The high-grade ore was shipped directly to a radium-recovery plant built in Denver in 1914 under the cooperative agreement. There, commercial methods of extracting uranium, vanadium, and radium from carnotite ores were developed by Bureau personnel. The lower grade ore was concentrated at a small mill in Long Park before being shipped to Denver. The final recovery was 69,000 lb. of U308 and 8.8 g. of radium. The direct mining cost of producing the high-grade ore, including the labor to hand sort and sack it, was $35.96 per ton. Freighting the ore 58 miles to Placerville, Colo., the nearest rail point on the Rio Grande Southern Railway, cost $25.28 per ton, which included $4.55 per ton for ore bags and twine. Suncor Energy Inc. is an integrated producer and refiner of oil and gas headquartered in Calgary, Alberta. The bulk of revenue comes from the Oil Sands Group (OSG) operating in the McMurray formation of the Athabasca Oil Sands. Located some 25 kilometers north of Fort McMurray, Suncor OSG began life in 1967 as Great Canadian Oil Sands, the first operator to successfully enter commercial production of synthetic crude oils from the area. For most of the last decade, dramatic growth has been the standard mode of operation for Suncor OSG. Production of synthetic crude first reached 100,000 barrels per day in 1997 and less than five years later is averaging in excess of 200,000 barrels per day. Within this dynamic organization, Suncor Extraction is the business unit that processes run-of-mine ore into clean diluted bitumen for Upgrader feedstock. Extraction also delivers and places the barren sand and process affected water into tailings storage in one of several ponds from which water is recycled to support the various processes. For reference purposes, Extraction on a typical day currently receives more than 400,000 metric tons of oilsand ore, which is all processed to water based slurry for separation in one of two extraction plants. Separated tailings are disposed of as a slurry and the cleaned bitumen froth is diluted with naphtha and sent to tankage for storage until required by the Upgrading Unit. As a consequence, on a typical day Suncor Extraction pumps more than 1,000,000 tonnes of aggressive slurry into and out of the two extraction plants.

The 1965 Lignite Symposium, the fourth in a series and the third sponsored by the University of North Dakota and the Bureau of Mines, was held at Bismarck, N. Dak., on April 29-30, 1963. Them 7 symposia provide a forum for those interested in the technology and utilization of solid fuels, especially lignitic coals. As part of the meeting, a 200-mile field trip was taken including inspection of (1) the 200-megawatt, pulverized Lignite-fired Leland Olds plant of Basin Electric Power Cooperative, under construction near Stanton, N. Dak.; (2) the site of the Glenharold mine of the. Truax-Traer Goal Co., Division of Consolidation Coal Co., where a wheel excavator was being assembled; (3) the operating Beulah mine of Knife River Coal Mining Co., subsidiary of Montana-Dakota Utilities Co., near Beulah, N. Dak.; and (4) the 400-megawatt, hydro-electric Garrison Dam powerplant, near Garrison, N. Dak.

Caesium, rubidium, and lithium are sometimes described as the minor or rarer alkali metals. They generally occur together in nature, although, lithium is distributed more widely and is far more abundant than either of the other two. The chemical, and even the physical, properties of these three elements can best be considered In conjunction with the more familiar members of the alkali group, sodium and potassium. The five elements lithium, sodium, potassium, rubidium, and caesium show an interesting gradation properties from member to member with the increase in atomic weights. All are silvery white and soft enough to be cut with a knife. They tarnish rapidly in air and decompose water at ordinary temperatures. The lowest temperature at which the action of the several metals on water can be de¬tected is -98°C. for sodium, -105°C, for potassium, 108°C. for rubidium, and -116°C. for caesium. The U.S. Bureau of Mines has developed a process for the selective recovery of Pb metal from a mixed Pb-Zn concentrate. The concentrate was leached in recycled H2SiF6 at atmospheric pressure and 95° C with a redox potential of 570 mV (Eh). Eighty-five pct of the Pb was selectively leached from the concentrate while 87 pct of the Zn remained in the residue. Pressure leaching of the concentrate was slightly less successful, with 78 pct of the Pb leaching from the concentrate and 80 pct of the Zn remaining in the residue. Pure Pb metal was successfully electrowon from a purified PbSiF6-H2SiF6 solution with 96 pct current efficiency and 0.69-kW.h/kg energy consumption.

Gas in U.S. coals is primarily composed of 90 to 99 percent methane and up to 10 per- cent carbon dioxide. In composition and heat- ing value, this coal-bed gas is similar to natural gas and can be introduced directly into commercial pipelines after standard condition- ing. The high permeability cleat system in the virgin coal can be exploited in order to drain the coal gas well in advance of mining. Two premining drainage methods have been extensive- ly evaluated in the U.S.; they are 1) horizon- tal boreholes collared from within the mine, and 2) vertical drilling from the surface with fracturing. Limited-size fracture treatments are advocated in order to prevent potential roof damage and the need for added support. An engineering approach to predicting gas flow for different drainage techniques near mining locations is presented. Results can be used in design, i.e. pipeline, compressor. Coal gas drainage from a horizontal borehole and a treated (contained fracture) vertical well for a 6 foot seam have been evaluated. This Bureau of Mines report compares the availability of federally owned minerals in Arizona with lands considered favorable for discovery of mineral resources, to deter-mine the extent to which Federal mineral lands in such areas have been withdrawn by legal action or restricted by management practice. Of particular concern are restraints on Federal lands in areas identified as highly favorable for occurrences of valuable mineral deposits. Excluding Indian lands held in trust by the Federal Government, about 32 million acres, 44%, of Arizona's mineral estate is federally owned. This total includes lands with partial Federal mineral ownership. Approximately 16.5 million acres, or 52% of these lands, are available for location or lease. This includes 496,000 acres, 62%, of the lands highly favorable, and 2.6 million acres, 57%, of the lands moderately favorable for locatable minerals in Arizona. All other Federal mineral lands are either withdrawn or restricted, reflecting a wide range of purpose, authority, and impacts on mineral exploration and development.
