The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. Previous measurements of the thermoelectric power of ionic crystals are reviewed briefly. It is concluded that, while extensive measurerements are available on systems in which the electrode M has a cation in cornon with the sall MX, there is as yet little modern work on systems in which the metal electrode M' does not haue a calion in common with the salt. We haue now measured the thermoelectric power of- single cryslals of KC1 and of KC1 + SrCl2 between plati.nu?n electrodes over a much wider range of temperature than before. individual ionic heats of transport, which, while probably not very accurate, are of a reasonable order of magnitude, are obtained from this data on the basis of an assumption that charge carriers do not cross the electrode/salt interface. RELATIVELY little work has been done on thermal diffusion in ionic crystals. Reinhold and coworkers1-I measured the thermoelectric power and Soret effect in silver and cuprous salts and their mixed crystals. One electrode was kept at constant temperature and electromotive force was measured as a function of the temperature gradient. This is not a satisfactory technique if the results are to be compared with theory; rather should the electromotive force be measured for small temperature differences as a function of the mean temperature of the two electrodes. They used electrodes having the same cation as the salt. Patrick and Lawsons measured the thermoelectric power of AgBr and of AgBr containing 0.25 mole pct CdBr2 using silver electrodes and temperature gradients of 10°C in the temperature range 100° to 400°C. The results were analyzed using the Teltow9 values of the ratio of the mobility of the two types of charge carrier (cation vacancies and interstitials) found from conductance measurements and the wagnerlo estimate of the heterogeneous contribution to the thermopower, Ohet They obtained values of qi = 0.017 ev and q$ = -0.385 ev for the heats of transport of interstitial Ag ions and cation vacancies, respectively. Their data has been reanalyzed by Haga using the corrections to the Wagner formula for ehet given by Howard andLidiard; Haga found ev. Christy et a1.14 have measured the thermopower of AgBr containing 0.01 to 1.0 mole pct CdBr,. They analyzed their results in terms of the theory of Howard and Lidiard and found that excellent agreement with the theory was obtained if q5 + : + hF was set equal to 0.70 ev at 175°C and equal to 0.58 ev at 250°C. Since Teltow's value for hF, the enthalpy of formation of a Frenkel defect pair, is 1.27 ev, this means that qt + q: increases in magnitude from -0.57 ev at 175°C to -0.69 ev at 250°C. This result is in poor agreement with Patrick and Lawson's value of -0.37 ev for pure AgBr (for which the corrections to the Wagner estimate for ehet are very small). christy1' has also reported thermopower measurements for pure silver halides and for the systems he finds that qr + qt for AgBr increases in magnitude from about -0.55 ev at 150°C to about -1.1 ev at 400°C. The temperature dependence of the sum of the heats of transport in AgCl is very similar in magnitude. The sum qi + q cannot be decomposed into the individual interstitial and vacancy heats of transport without a knowledge of the entropy contribution from the change in the lattice vibrational frequencies around the interstitial and vacancy. Despite this it seems an inescapable conclusion from Christy's analysis that and -6 = Q Ag are quite strongly temperature-de pendent and that -q: is much greater in magnitude than the corresponding activation energy for vacancy migration, +0.37 ev. It remains a mystery as to why the data for pure AgBr are fitted so well by the assumption of temperature-independent heats of transport if association of impurity ions and vacancies is neglected.l The values for q$ and q: so obtained are also much more in line with those expected from a simple kinetic interpretation of the heats of transport due to wirtz.17 Christy and Hsueh have also measured the thermopower of CuCl between copper electrodes; 0 for pure CuCl is comparable with that for the silver halides but, owing to the limited solubility of divalent cation impurities it was not found possible to deduce values for the heats of transport. In contrast to these extensive measurements on cells of the type M MX 1 M, there have been relatively few attempts to measure the thermoelectric power of cells of the form M' 1 MX I M'. (We specifically exclude from discussion cells of this type in which the metal electrodes M' are in contact with gas containing a controlled partial pressure of either M or X,, since in these cells the electrochemical reactions are analogous to those of the first type.) The thermoelectric power of Pb12, PbC12, TlC1, TlBr, TlI, NaNO3, and KNO 3 between platinum electrodes was measured by Thie1e.l3 In discussing these measurements Holtan20 asserts that the thermopotential initially fluctuated wildly and even changed sign before approaching a steady value. A high degree of irreproducibility is also evident in the work of Nikitinskaya and Murin21 who first studied the thermopower of NaCl and KC1 between platinum electrodes. Much better reproduci-bility was achieved in our earlier measurements on KC1;22 these were, however, confined to a relatively narrow temperature range and one of the objects of the work reported in this paper was to extend the temperature range of the measurements of the thermoelectric power 8 of KC1. "Sulfide ore processing is characterized by significant losses of metals, for example, with flotation tailings. Therefore, flotation tailings can present an important source of metals. The treatment of flotation tailings is a technological issue due to low content of valuable metals (e.g. copper and zinc) and high iron content. The goal of the present work was to investigate extraction of base metals and gold from old flotation tailings containing 17% iron, 0.26% copper, 0.22% zinc, and 0.7 g/t gold. Chemical leaching in columns with 0.5 to 10% sulfuric acid solutions and bioleaching in air-lift percolators were used for the extraction of base metals. 1% H2SO4 provided high extraction of base metals and best selectivity. Recovery of copper and zinc reached 35% and 40%. Increasing H2SO4 concentration did not lead to significant increase in base metals extraction, but led to increased iron concentration in the pregnant solutions. The 1% H2SO4 leaching solid residues were used for further experiments. Acid leaching and bioleaching did not result in significant increase in base metals recovery. Leaching of the residue with 10% H2SO4 provided extraction of 4% copper and 20% zinc, and bioleaching for 100 days provided extraction of 16% copper and 12% zinc. The recovery of gold by cyanidation from the flotation tailings, the 1% H2SO4 leaching solid residue and residue of two-step acid leaching were 50, 49, and 65%, respectively. The results suggest that acid leaching can be effective approach for treatment of old flotation tailings.INTRODUCTIONAbout 80% of base metals (copper, nickel, zinc) are produced through pyrometallurgical treatment of sulfide ores. Mining and metallurgical treatments of sulfide ores are presently characterized by significant losses of non-ferrous and precious metals into the various wastes. For example, flotation of sulfidic ores yields formation sulfide flotation tailings. These wastes pose a problem not just because of their sheer volume, but some of them may affect local ecosystems. Nowadays, mining and metallurgical wastes can be considered as technogenical source of base metals."

[The Bureau of rides is making a general study of the occurrence of the Clinton red iron ores of Alabama. In the course of this study, it developed that the iron-ore seams of the Woodstock and Bucksville areas were virtually unexplored., and the nature and extent of the ore deposits were undetermined. As a part of the work of the project, the Bureau investigated the occurrence of red iron ore in the .areas. Eighty-four channel samples, representing 317.6 linear feet, were taken from l2 locations along the outcrop of the red iron-ore seams, Ten diamond-drill holes, amounting to 3915.5 linear feet, were drilled. In these areas, commercial- and marginal-grade ores of minable thickness have been shown. It is estimated that 4,500,000 tons of indicated ore and 6,700,000 tens of inferred commercial-grade ore averaging 5.1 feet thick, 47.6 percent Fe, 26.1 percent insoluble, 0.1 percent CaO, and 0.04 percent P; 7,200,000 tins of inferred marginal grade ore averaging 6.1 feet thick, 36.2 percent Fe, .35.0 percent insoluble, 3.9 percent CaO, and 0.14 percent P; and 18,500,000 tons of ferruginous sandstone averaging 12.2 feet thick, 19.2 percent re, 50.1 percent insoluble, 9.6 percent CaO, and 0.14 percent P are present in the areas.. All tonnages are estimated as gross tons of recoverable ore in place, based' on 65-percent mining recovery. In accordance with established policy of the Bureau of Mines of publishing factual data as soon as possible after completion of field work, this description of the Woodstock and Bucksville areas is presented. "In order to improve ball milling efficiency in pellet plants, Companhia Vale de Rio Doce (CVRD), experiments new technologies in Santa Luzia (M.G. – Brazil) research center facility. Pilot grinding tests have been conducted with small grinding media, size distributed from 5 to 12 mm (millpebs). Tests have been conducted on an ore from CVRD’s Usina 5 Nibrasco, in Vitória, Brazil. A sample of the regrind circuit feed was obtained and used in comparative grinding tests with two types of grinding charges: 100% balls and a blend of 70% balls and 30% millpebs by weight. According to the balls charge, the grinding media mixture has showed the following benefits: reduction of the power draw, increase of the mill capacity, reduction of the circulating load and a slight increase of the ore blaine. Following the results obtained, CVRD is going to further explore the regrinding potential of millpebs.INTRODUCTIONCompanhnia Vale de Rio Doce (CVRD) is the largest mining company in Brazil. CVRD is involved in iron, base metals, gold and bauxite industries. Moreover, CVRD operates several pelletizing plants in Brazil and in other countries.CVRD’s Center for Mineral Development (CDM) is equipped with a comminution laboratory where studies are carried out that are aimed at the optimization of existing plants at several mining sites as well as the technical and economical feasibility of new projects. The laboratory is equipped with a complete pilot plant with several mills and classifiers, enabling continuous grinding tests in grinding circuits of almost any capacity and characteristics.In January 2004, CVRD undertook to conduct pilot tests at CDM for evaluating the effect of small grinding media on ball milling efficiency. Generally speaking, it is not unusual for operators to add oversize grinding media in a conventional regrind mill. This fact originates mainly from prohibitive prices of grinding media below 25 mm due to a production capacity decrease of grinding media producers. The size of the grinding media is an important variable affecting ball milling efficiency. Use of oversize balls decreases the number of contact surface between which particles can be caught and broken."

Treatment of bentonite clay with mineral acids yields a modified clay product of high surface area and acidity which exhibits enhanced adsorptive and catalytic properties. A highly specialized segment of the clay industry based on this process has evolved into worldwide business with a capacity of about one-half million tons/yr. This paper will present data on the chemistry, mining, manufacturing and applications for acid- activated clays.

The mechanism, of the decrease in transition temperature of Nb3Sn was studied. Presintered Nb3Sn powder compacts were heated in a dynamic vacuum at elevated temperatures. Loss of tin resulted from these heat treatments and transition temperature as a function of tin loss was discontinuous at a critical value of tin loss. In general, decreases in transition temperature were correlated with deviations from AS a class, the A15 structure-type (also known as Cr3O or ß W) compounds have the highest superconducting transition temperatures.' In this class are stoichiometry and presence of vacancies in niobium sites. The effect of vacancy distribution on the physical properties of Nh3Sn is considered. It is concluded that the close-packed atomic A chain in the A3B A15 structure must be preserved both in coutinuity and direction if good superconducting properties are to he obtained. tempting to associate these high transition temperatures with the most unique crystallographic feature of the A3B structure: the three close-packed, orthogonal chains of A atoms.'0"' There are at least three principal mechanisms by which the perfection of these "A-atom chains" could be interrupted: changing stoichiometry, inducing disorder, or introducing vacancies. Uniaxial compression tests were performed on cylindrical specimens, 10mm in diameter and 15mm in height, machined from an extruded AZ31B magnesium billet. The tests were conducted under isothermal conditions to a true strain of 0.5. The study compares macroscopic flow anisotropy between the extruded (ED) and transverse (TD) directions in the temperature range of 300°C to 500°C, and strain rate range of 0.001s-1 to 1s-1. Compression of ED specimens at low strain rate (0.001s-1) exhibited axisymmetric flow, and no significant differences were observed between geometries of specimens deformed above 350°C under the same strain rate. Deformation of TD specimens at low temperature and/or low strain rate resulted in elliptical cross-sections, with the anisotropy of flow being less significant at higher temperatures. Other studies performed using rolled plates have proposed that pyramidal slip and cross-slip at higher temperature eliminate the effects of initial texture, while the dominance of prismatic slip at lower temperatures will result in anisotropic flow. It is believed that the initial fiber texture common among extruded HCP-structured materials plays a role in the anisotropic deformation behaviour observed in the extruded specimens

The Malmberget Division of LKAB is located 70 km north of the arctic circle and has about 2000 employees. The dominating products are sinter feed concentrate and pellets. A general flow sheet for the operation is shown in Figure 1. About 20 percent of the ore body consists of hematite, which is mined separately and processed into sinter feed concentrate. That pert of the ore consisting of magnetite passes through a dry cobbing plant. The robbing process includes crushing, screening and dry magnetic separation. The entire cobbing product is used as feed for the wet concentrator. After rod mill grinding and magnetic separation the concentrated slurry is classified. The coarse fraction (+200 mesh) becomes sinter feed concentrate and the slime fraction after further ball mill grinding and magnetic separation, becomes pelletizing feed. A small quantity of the magnetite ore is processed into special iron-rich products in the the wet concentrator. Two types of pelletizing plant are used, shaft furnace and straight grate. This paper will deal only with experience gained at the straight grate plant.

Ore and coke of various size fractions (1 to 11 mm) were packed in a column (146 ó) and resistance to air flow measured under a range of conditions. Results have shown that layered charging results in an interface having essentially a directional structure the thickness of which is directly proportional to the coke and ore size ratio and whose flow resistance exceeds that of the coke layer many times its thickness. Friction factor - Reynolds number plots showed large positive departure from the Ergun equation for all components investigated whilst functional analysis and that in terms of bed constants, showed a strong dependency of the pressure gradient on bed properties and the actual particle size as well as the size ratio. It is also shown that pressure gradient in mixed beds follows previously reported behaviour and that a directional interface offers higher resistance to flow than a mixed interface having the same volumetric ore/coke ratio. Significance of results to practice is discussed.

Artisanal and small-scale gold mining (ASSM) offers lucrative employment opportunities to the locals of most developing countries. The major drawback of ASSM is its adverse impacts on the environment resulting from improper mining and processing techniques. Papua New Guinea (PNG) has very active ASSM activities. The artisanal and small-scale gold mining in PNG provide employment at local and national levels and the sector is an important source for inflow of foreign exchange into rural communities. However, small-scale mining activities are associated with sensitive health and environmental issues. The process of recovering gold by retorting and heating the amalgam over an open fire is a dangerous health practice. This paper discusses artisanal and small-scale gold mining operations in PNG and their impacts on the local environment.

THE violent outgassing of commercial tungsten and other refractory metals when melted in an electron beam zone refining apparatus1"3 is dealt with experimentally by one or both of two approaches. One is to provide a suitable emission current control1,2 the other is to purify the metal in the solid state before melting.4 The first of these is usually sufficient, but the authors chose also to investigate the source of the troublesome gases and to devise means of solid-state purification. Some further insights into the use of tungsten as a structural material at temperatures near its melting point were also revealed in the course of the work. One may speculate on the causes of gas formation in tungsten at high temperature by inferences from the literature and an examination of the impurities in commercial wire. Davenport5 observed microporosity in both tungsten and molybdenum filaments heated to several hundred degrees below their melting points. Studying the function of oxygen in molybdenum welds, Perry, Spacil, and wulff8 attributed similar porosity to the disproportionation of Moo2 to molybdenum metal and Moo3. Tungsten dioxide also disproportionates7 above 2000oC to yield WO3 vapor at considerable pressure. Commercial tungsten contains some 5 to 20 wt ppm O and a similar concentration of carbon depending on the details and precautions of processing. Therefore, evolution of CO is also a strong possibility as a source of gas at high temperatures. Furthermore, even for activities in the order of 0.01, it may be calculated that the pressure of CO at 3000°C would be over 4000 psi, which is in excess of the tensile strength of tungsten at this temperature.9,10 Powder metallurgy tungsten contains some 0.02 pet Fe and 0.002 to 0.005 pet of the elements Ni, Si, Al, Ca, Mn, Mg, and Mo; at temperatures over 2800°c, therefore, these elements will exhibit appreciable vapor pressure, though small compared to that of WO3 and CO. Some of these impurities may react to form high-pressure monoxides such as SiO and A10. Finally, dissolved and occluded nitrogen is an ever-present source of high-pressure gas. Commercial Type 218, General Electric filament wires, 0.025 in. diam, were heated by resistance in 10 -4 mm of Hg and in argon or hydrogen at pressures from 50 µ to atmospheric. For temperature determinations in vacuo, the Jones - Langmuir8 current-temperature relationship was employed. For gaseous atmospheres, the burn-out temperature was assumed to be the same as in vacuo so that a small, constant correction could be made for temperatures below burn-out conditions (i.e., local heating to failure). Several dozen experiments may be summarized by pointing out some structural observations. At 3050oC in 1 atm of A, porosity is very evident after 30 min, as shown in Fig. 1. In the last few years it has become legal for women to work without restriction underground in some States in Australia. Since the mid 1970's there have been women graduates in mining engineering from several Australian tertiary institutions. Women from this group are the first females to have been employed to do manual work underground this century. The questions which arise are "What are the current parameters surrounding the employment of women underground?" and "What have been the experiences of those women who have worked underground?". In order to answer these questions, contact has been made with the various mining schools in Australia, the relevant government departments, the main underground mining companies, the relevant unions and professional associations, and other women who have worked undergrond. Personal experience as both a miner and a mining engineer at the CSA Mine near Cobar in New South Wales is also used.

The results of innovative logistics solutions are presented using three examples from daily work practice.

WHEN dry chlorine gas is made to act in the cold upon finely¬divided gold,' it converts the latter with evolution of heat into auro-auric chloride, Au2CI4, a hard, dark-red, hygroscopic salt. Moisture splits this salt into aurous and aerie chloride, Au2C14 = AuCI + AuCI3; treatment with water converts it into auric chloride and gold, 3 Au2CI4 = 4 AuC13 + Au,. Aurous chloride, when stirred with water, undergoes a similar decomposition, 3 AuCI = AuCI3 + Au,. These decompositions of auro-auric chloride and of aurous chloride furnish the explanation for the practice of moistening an ore before it is treated by the Plattner chlorination-process; practical experience having shown that gaseous chlorine gave an unsatisfactory extraction with dry ore. According to Rose,' fine gold is acted upon more slowly by chlorine than gold containing some base metal, e.g., copper. He also states that small quantities of silver increase the rate of solution, but adds that the coating of silver chloride formed checks, and finally stops, further action, if the percentage of silver be increased beyond a certain undetermined amount. Bromine' acts upon finely-divided gold in a manner similar to chlorine; the auro-auric bromide, Au2Br4, however, is not hygroscopic. Upon treatment with water it is decomposed as is the corresponding chlorine salt. It is generally believed that bromine does not act as energetically upon gold as does chlorine. In an effort to increase recovery in thick and closely spaced coal seams, the Bureau of Hines, U.S. Department of the Interior, is studying the feasibility of introducing three mining methods-high-face longwall, multi-slice longwall, and longwall caving-in western coal operations. Geology plays a significant role in determining the success of such methods. Some of the factors that will affect development are as follows: (1) thickness and three-dimensional configuration of the seam, (2) cleats, joints, and fractures in the coal and roof rock, (3) roof composition and variability, and (4) coal quality and changes in quality within the seam. Through geologic mapping, the presence of many of these factors is predictable prior to development.

The northeastern Pacific shows the highest nodule abundance among the oceans in the world, and thus has been drawing international attention for deep-sea manganese nodule development. The objectives of this study are to construct database using geostatistics and geographic information system (GIS), to quantify rating value using probability and statistical methods, to suggest suitable sites for manganese nodule development, and to verify results using three statistical approaches. The copper and nickel contents of the nodules were determined by chemical analysis. Factors related to slope, aspect, water depth, and topography were obtained from multi-beam echo sounding data. The transparent layer thickness was determined using a sub-bottom profiler. The probability method was used to calculate each factor's rating, and the layers for different factors were summed to produce the development potential index (DPI). Result maps were constructed for manganese nodules development. The distribution pattern of DPI showed to be controlled of nodule abundance and metal contents. Verification was performed by comparing the results with sampling data in three ways: success and prediction rate, linear regression, and test of independence.
