The Resource Management Act 1991 has been amended on a number of separate occasions since its enactment in 1991, and has recently be subject to further amendment by way of the Resource Management Amendment Act 2005. The amendments as proposed in the Resource Management and Electricity Legislation Bill would have had revolutionary and far-reaching consequences. However, as finally enacted, the amendments are a greatly watered down version of what was initially proposed.   Nonetheless, the Resource Management Amendment Act 2005 has provided for a number of amendments that will impact on the minerals industry to varying degrees. This paper discusses in particular the changes and impact of the changes to the definition of æcontaminated landÆ, clarification with respect to the duty to consult, amendments to the provisions relating to National Environmental Standards, and to the council and Environment Court hearing process.

Low-grade manganese oxide ore is generally characterized by high iron content. In this work, sulfidation roasting of an iron-rich manganese oxide ore with elemental sulfur was characterized. The experimental results indicated that manganese dioxide can be selectively reduced over iron oxide by using elemental sulfur. The manganese phases in roasted product included low-valence manganese oxide, manganese sulfide and manganese sulfate, while those of iron mainly depended on the sulfur addition. Iron oxide would only be reduced or sulfidized at larger sulfur additions. The effect of roasting temperature and S/Mn mole ratio on the phase transformations was also investigated; extractions of Mn/Fe by sulfuric acid were evaluated. An extraction of Mn greater than 95% was obtained while that of Fe was controlled less than 10% under the optimal conditions.

The Cu-Zn massive sulfides from the basalt-hosted Semenov-2 hydrothermal field (13°31.13´ N, 44°59.03´ W, MAR) are enriched in Au (22?188 ppm) and Ag (127?1787 ppm) [Ivanov et al., 2008] and elevated contents (ppm) of Se (269?289), Sn (123?125), and Sb (72?75). These may indicate heterogeneous substrate rocks and possible ultramafic rocks. Based on phase analysis, 70% of the gold in the massive sulfides is free. LA-ICPMS analysis has shown that the main carrier of the invisible gold is covellite (22.51? 226.64 ppm). Covellite is also characterized by elevated contents of Se, Mo, Sn, Te, Au, Bi, As, Ag, Sb, Tl, and Pb relative to the primary sulfides.

Preamble At the present time many bodies are engaged in -the formulation of standards. There is no uniformity in the rules for such procedure in the different organizations; in some cases the committees engaged in the work are not fully representative, and in. a considerable proportion of cases they do not consult all of the allied interests. The present custom results in a considerable duplication of work, and in some fields several "standards" are proposed for the same thing, differing from one another only slightly and often in unimportant details. It is very much more difficult to obtain agreement between the proposers of overlapping standards after they have been published than it would be to get the proposers to agree before they had committed themselves publicly. The American Institute of Electrical Engineers, the American Institute of Mining Engineers, the American Society of Civil Engineers, the American Society of Mechanical Engineers, and the American Society for Testing Materials have appointed a committee to consider the advisability of cooperating in engineering standardization. This committee recommends that these societies form a permanent organization by appointing a committee as proposed in the following constitution and rules of procedure to carry on this very important work.

MINAS DE MATAHAMBRE, S.A. is a Cuban mining corporation with mines located in the Matahambre district about 100 miles westerly from Havana in the Province of Pinar del Rio. The port of entry is the subport of Santa Lucia on the north coast of Cuba. The mines are located six miles inland at the town of Minas de Matahambre. Minas de Matahambre and Santa Lucia are connected by a 9-mile automobile road, and a 30,000-ft. Leschen aerial tramway. At the subport of Santa Lucia the company maintains docks, concentrate bins, tugs, lighters, and miscellaneous shipping equipment. The power plant of the company is also located at Santa Lucia. Connection between the power plant and the mine is effected by a 30,000-ft. transmission line. In the town of Minas de Matahambre are located the mines, concentrator, shops, and warehouses. The con-centrates are transported to Santa Lucia by the Leschen aerial tramway. The mines are equipped with three shafts, viz., Nos. 1, 2, and 3. (Fig. 1.) No. 1 Shaft is a three-compartment vertical tim-bered shaft and has reached a depth of 1825 ft. This is the present main hoisting shaft. No. 2 Shaft is a four-compartment vertical shaft lined with steel sets and native hardwood lagging. Certain portions where the ground is heavy have been lined with re-inforced concrete. Practically all production will be hoisted eventually through this shaft. No. 3 Shaft is a three-compartment vertical timbered shaft. It has reached a depth of 1090 ft. Its purpose is for prospecting, ventilation, and handling men and sup-plies through the north section of the mine.

Uma das maneiras de se reduzir os custos no transporte de cargas é aumentando a quantidade de carga transportada por vagão, isto eleva a tensão no eixo do vagão e, consequentemente, a roda deve possuir maior dureza sem perda da tenacidade para suportar o desgaste. Para atingir os níveis de dureza necessários estão sendo desenvolvidas rodas ferroviárias com aços microligados ao nióbio (Nb), vanádio (V), molibdênio (Mo) e titânio. A empresa MWL Brasil fabricante de rodas ferroviárias forjadas desenvolveu dois aços microligados: 1° contendo o elemento microligante vanádio (0,13 % em peso) e 2° contendo os microligantes nióbio+molibdênio (0,014 % + 0,12 %, respectivamente), ambos os aços com 0,7 % C. Estes aços foram analisados microestruturalmente e mecanicamente a partir da roda ferroviária pronta. A microestrutura destes aços é composta basicamente por ferrita-perlita. Nas propriedades mecânicas o aço ao V apresentou os melhores resultados em todos os ensaios (tração na temperatura ambiente e 540 ºC, energia absorvida no ensaio Charpy e KIC) quando comparado ao aço sem microligantes ou com a adição de Nb+Mo. O melhor desempenho do aço ao V foi atribuído ao seu menor tamanho de grão austenítico e espaçamento interlamelar da perlita mais refinado.

Immediately after graduation from McGill in 1899 he went to the Trail smelter and he is there today though he spent three or four years of his early professional life at other British Columbia mining centers. Either he sensed the great possibilities of the company of which he is now vice-president and general manager, or it sensed his; more probably both. Certainly the association was a happy and fortunate one.

In this study by the Federal Bureau of Mines Pennsylvania anthracite from the Eastern Middle field was oxidized by concentrated nitric acid at steam-bath temperature for 24 to 1,000 hours. The quantitative data obtained include yields of nitric-acid soluble and insoluble products and the distribution of carbon and ash in each. The acid-insoluble residues were examined for solubility in aqueous sodium hydroxide. With a sodium hydroxide concentration of at least 1 normal, a portion of the residue could be extracted in the form of a true solution. With lower alkali concentrations, peptization occurred. Alkali solubility of the residue increased with length of oxidation. However, when expressed in percentages of original coal weight, the alkali solubility remained essentially constant after 192 hours of oxidation. This suggests that the alkali-soluble products are converted to acid-soluble products at the same rate as the original coal substance is converted to alkali-soluble material. Microscopic observations of the peptization of the acid-insoluble residues revealed a gross micellar physical structure. The action of nitric acid is apparently not restricted to the surface of a coal particle. The acid penetrates the particle through the pore structure, dissolving some of the ash and altering the bonds between the coal micelles. The bond alteration, as indicated by ultimate analyses, involves the physical and chemical adsorption of the components of nitric acid. Some of the altered bonds are not thermally stable; this instability is shown by the complete loss of peptizing ability when the acid-insoluble products are heated above 200° C. This loss is accompanied by the evolution of water, oxides of nitrogen, and hydrocyanic acid.

Numerous designs of linings and accessories, including dams, lifters, and heat exchangers, contribute greatly to kiln efficiencies. Greater conductivity is achieved with basic brick than with fireclay and high-alumina refractories, depending largely upon the use of steel plates in radial joints between adjacent brick to increase heat transfer through the lining. Refractory lifters expose all portions of the load to radiant or convective heat and raise some portions to higher temperatures by cascading the load down through the path of the hot gases.

Evaluation of previous studies of multi-layer perceptron type artificial neural networks in the modelling of the deformability behaviour of rock have suggested that a deviation from the standard method of laboratory testing of rock under triaxial loading at constant confining stresses and constant axial strain rates may be inappropriate when the data produced are used to train an artificial neural network. In this paper, preliminary results of adopting such a strategy are reported. Of specific concern is the establishment of a suitable schedule for the stress path during testing. Furthermore, the training element of back propagation optimisation was directed towards prediction of new stresses given old stresses and old strain increments. Adoption of this method of supervisation in artificial neural network training facilitates the integration of the trained neural network within existing numerical methods used in rock mechanics. The target code was a finite difference Lagrangian formulation for the analysis of continua. Sandstone rock taken from a quarry in the UK was used in the study which showed that the method has great potential.

During the last century the importance of coal as a natural re- source has frequently come to the attention of the general public, but never before nave circumstances combined to focus as much attention on coal as it receives today. There is the ever increasing demand for energy that can be met only by coal consumption, coupled with a growing awareness of man's potential for despoiling his own environment. Society monitors the use of the remaining resources with an increasingly critical eye and, for obvious reasons, surface mining operations tend to draw an unusual amount of public attention. While the surface mine is a successful economic competitor with other uses of the earth's outer skin, one of the unrewarding results of such activity is tile simultaneous destruction of two of our most important resources--the coal seam and the surface soil. In a relative sense the coal seam is a nonreplaceable resource but the surface soil can be restored. Unfortunately, little attention has been given to land reclamation and even less has been devoted to the restoration of a productive surface soil. The research reported in this paper was de- signed to test the relative productivity of newly reclaimed surface mine spoils in western Illinois. The results are preliminary in nature but may aid in the future redevelopment of mine spoil soils in the Illinois Coal Basin.

Development of the Greenvale orebody, containing 40,000,000 tonnes of nickel ore, began in 1971 and production commenced in 1974. Annual capacity is 2,800,000 wet tonnes. The variations in ore grade and physical characteristics which occur throughout the ore- body had a major influence on the selection of mining methods, grade control procedures, and equipment. After removal of overburden by scrapers, ore is excavated by draglines sidecasting into windrows. Feed to the crushing plant is .reclaimed by front end loaders into rear dump trucks according to a grade selection pro- gramme. After crushing, ore is stockpiled into blended units of ore of required quality. Ore is stacked and reclaimed for train loading using techniques designed to give maximum mixing of ore characteristics through Bach unit. These procedures are repeated on discharge at the plant site at Yabulu. The railway, constructed by Queensland Nickel Pty. Ltd. to Q.G.R. standard, and operated by the Q.G.R., is 216 km long and includes eight major bridges and three tunnels. Two trains per day, one of four locomotives and 92 waggons, and one of three locomotives and 69 waggons, haul crushed ore to Yabulu. Train loading is semi-automatic. A small township and associated services have been constructed for employees at Green- Vale.

The requirements of metals by modern society have created big challenges for mining engineers minerals processing engineers, metallurgical engineers and economists to produce these metals economically from mineral deposits which contain, with time, less and less value. The advances of science and technology allow, today, the exploitation of mineral deposits which only few years ago would not have been considered economical. However, there are limitations both on the minimum grade of recoverable values contained in the ore to be fed to a mill or on the concentrate to be smelted, and on the maximum content of "impurities" i.e. chemical elements which are difficult or expensive to refine from the ore, from the concentrate or from the metal. It is also known that the cost of treatment in a mill or in a smelter, for unit of metal contained in the ore or in the concentrate, increases as the grade of the recoverable values contained in them decreases and also if the content of impurities increases. Bureau of Mines research on methods for reclaiming land disturbed by the minerals sector of the economy has produced a specific procedure for effectively germinating seed of Indian ricegrass, a drought-tolerant plant valuable for reclaiming arid and semiarid sites. This report describes the procedure which consists of acid-treating the seed followed by temperature and light cycling treatments. Use of the procedure resulted in an average germination rate of 29 percent, ranging from 18 to 56 percent. Seed subjected to long cold treatment but with acid treatment yielded an average germination rate of 9.2 percent, ranging from 6.6 to 14.7 percent. Untreated seeds (controls) gave germination rates less than 0.1 percent.

ABSTRACT: Determining tunnel stability is a key issue during preliminary site investigation. In contrast, problems of excavatability have been largely ignored. While the choice of an economic tunnelling method is admittedly a clear priority in the planning stage, special investigations focus-sing on rock fragmentation (e.g. drilling or cutting performance, rock mass blastability or tool wear) are rarely carried out. This paper explores possibilities to quantify key parameters for rock mass excavatability in drilling, blasting and cutting by TBMs and roadheaders. RÉSUMÉE: La détermination de la stabilité du tunnel est une question clé lors des études prélimi-naires. En revanche, les problèmes d'excavabilité sont souvent en grande partie ignorés. Tandis que le choix d'une méthode de percement économique est évidemment une priorité claire dans l'étape de planification, des investigations spéciales se concentrant sur la fragmentation de la roche (par exemple le comportement de la roche au forage, à l’excavation ou au dynamitage et l’usure des outil) sont rarement effectuées. Cet article explore les possibilités pour quantifier les paramè-tres clé de la roche lors d’excavation par forage, dynamitage, au tunnelier (TBMs) ou à l’excavatrice. Während der Wahl einer wirtschaftlichen Vortriebsmethode während der Planungsphase meist noch eine gewisse Priorität beigemessen wird, werden spezielle Untersuchungen zur Gebirgslösung (Bohr- oder Schneidbarkeit, Sprengbarkeit oder Werkzeugverbrauch) nur sehr selten durchgeführt. Diese Publikation zeigt Möglichkeiten der Quantifizierung von Schlüsselparametern für die Gebirgslösbarkeit auf, also der Bohr- und Sprengbarkeit, der Fräsbarkeit mit Teilschnittmaschinen und der Schneidbarkeit mit TBMs.

A Feasibility Study to determine the future of ZC Mines was completed in mid 1987. Early in this study, which lasted two years, it was identified that significant reductions in treatment costs would result if the Zinc Corporation Concentrator was closed. All of the production from the existing two mines, The Zinc Corporation Limited (ZC) and New Broken Hill Consolidated Limited (NBHC), would then be treated in the concentrator at NBHC.After a partial upgrade of the NBHC concentrator, the ZC concentrator was finally closed and all of the equipment disposed of. This closure highlighted the need to concentrate all ore haulage in one shaft to further reduce operating costs and remove the cost of surface transport of ZC production to the improved NBHC concentrator. This paper outlines the changes that were made to improve the haulage system for ZC Mines. After a number of options were investigated, it was finally decided that the upgrade of the existing NBHC haulage shaft was the best option even though some production would be lost while the upgrade was in progress.

After privatization in 1999, PASAR Corporation initiated a plant modernization program to optimize the performance of the smelter by increasing plant availability. This initiative required operational adjustments to the converting and anode furnace procedures, to support the higher throughput in the flash furnace, while continuing to meet government environmental regulations. The major shift in production direction was to eliminate the 30-35 day maintenance shutdown every two years, and replace it with a 15-day shutdown. This paper discusses the changes implemented in the converter and anode operation that have resulted in an increase of 10% in flash furnace throughput, an 18% increase in blister output, to 170 tonnes per cycle, and a converter campaign tonnage increase of 10%. Since privatization, PASAR has instituted a series of ?management of change? programs that have facilitated an industrial cultural change needed to achieve the company?s vision, mission and strategic goals.

Die castings may be defined as metal castings made by forcing molten metal, under pressure, into a metallic mold or die. It is necessary to keep this definition in mind to avoid confusing this process with other permanent-mold casting processes. The fundamental principles of the process have been known and practised many years. The simplest application is embodied in the modern linotype machine in which molten metal (usually tin-lead alloy) is forced under pressure into a metallic mold. The pressure is derived from a piston and cylinder immersed in the molten metal. Progress in the art of die casting may conveniently be divided into three groups: Machine for imparting pressure to the metal, material for the die or mold, casting alloys. The problem of delivering molten metal under pressure into a die is comparatively simple, when dealing with low-fusing-point alloys, as the alloys of lead and tin, but it is much more complicated when dealing with metals of higher fusing points, such as the alloys of zinc, aluminum, and copper. Although the art of die casting is comparatively new and, to a large extent, unknown, the records of the patent office are replete with patents on the subject. Fig. 1 shows the Underwood machine patented in 1902; this is probably one of the first machines designed for the production of commercial die castings. The relation of this machine to the linotype casting machine is clearly apparent. A cylinder and piston are immersed in the molten metal, the application of power to this piston forcing the molten metal, under pressure, into the mold or die. The Doehler machine, Fig. 2, patented in 1907, is based on the same general principles. This machine is used to a large extent at the present time, throughout the United States, for the production of zinc, tin, and lead alloy die castings. In the machine shown in Fig. 3, patented by Doehler in 1910, compressed air is used for forcing the metal into the die. In Fig. 4 is shown another of this type of machine. Sandur Schist Belt of Karnataka Craton constitutes a hub of iron ore mining activity. The iron ore deposits of the region are closely associated with Banded Hematite Quartzite (BHQ), Shale, phyllites, & Graywackes. The gradual depletion of high-grade iron ores due to extensive utilization has necessitated the exploitation of low-grade iron ore including BHQ, which are available abundantly in different parts of India. In the present investigation, BHQ samples from Kammaturu mines of Sandur schist belt was studied to assess the possibility of upgrading the iron content to the maximum possible extent, so that it may find the better use in iron and steel industries. The sample collected from the study area analyzing 39.76% Fe, 39.8% SiO2, 0.66% Al2O3, and 1.92% LOI was subjected to beneficiation studies. The mineralogical studies reveals that the samples are predominately consists of hematite as an iron mineral and quartz as gangue mineral. Liberation studies and chemical analysis were carried out prior to the beneficiation process, which is flotation. Cationic Reverse flotation studies were carried out and discussed by varying different process variables such as feed size, depressant, collector cum frother dosage & pH. The results obtained are encouraging with an appreciable improvement in the iron content up to 62.8% Fe with Fe recovery of 50.43%. The concentrate obtained from the flotation can be used for pellet making process.

The resistivity, Hall coefficient, Seebeck coefficient, and thermal conductivity were measured as a function of temperature for cation-rich alloy single crystals covering the composition range across the PbTe-SnTe system. Alloying of PbTe with up to 20 pct SnTe was found to have little effect on the energy gap. Above 20 pct SnTe the alloys were "p" type but below this range the sign could be varied by heat treatment. The lattice thermal resistivity of the compounds SnTe and PbTe is raised by alloying one with the other. Z values in the order the interesting values obtained. THE PbTe-SnTe system has several interesting features. For one, PbTe is a useful thermoelectric material and the possibility of improving its figure of merit by alloying with SnTe, an isomorphous compound, has been suggested since these pseudo-binary solid solutions generally have a more favorable ratio of electrical conductivity to thermal conductivity than either of the components.' Other interesting features relate to the conductivity mechanism, band structure, and stoichiometry of the compounds and their alloys. PbTe is a semiconductor with an energy gap of about 0.29 ev2 at room temperature whose conductivity sign and magnitude can be varied from "n" to "p" by controlling the proportion of lead and tellurium with respect to the stoichiometric ratio.3 Excess lead results in "n"-type conduction. SnTe is found to exist only as a "p"-type material of relatively high conductivity. This behavior is attributed to stoichiometric deviation by Brebrick4 but Sagar and Miller proposed that the behavior of SnTe must be due in part to the presence of an overlapped band. An investigation of alloys of this system, therefore, might give additional information which would permit one to evaluate which of the two proposals is the more appropriate one. Abrikosov et al.' studied the room-temperature electrical properties of these alloys and reported data for Seebeck coefficient and resistivity on poly-crystalline alloys. The present work is a more exhaustive survey of the PbTe-SnTe system. Re- sistivity, Hall coefficient, Seebeck coefficient, and thermal conductivity were measured over a wide temperature range for single crystals at 10-pct intervals of lead/tin ratio across the pseudobinary system. The relative concentration of tellurium was controlled so as to obtain metal-ion excesses in all cases. SAMPLE PREPARATION The crystals were prepared by melting elemental lead, tin, and tellurium in weighed proportions in evacuated Vycor capsules. The lead and tellurium were high-purity grades obtained from American Smelting & Refining Co. The tin was supplied by Comico. The proper calculated proportions of lead, tin, and tellurium were weighed and charged into prepared Vycor capsules prior to evacuation. The capsules were prepared from 15-mm Vycor tubing. A sharp point was worked on one end of the tube. A pyrolytic graphite coating was deposited on the Vycor walls by heating the tip to 800°C in an atmosphere of acetone-saturated argon. An additional coating of graphite was deposited on the pyrolytic coating from an Aquadag suspension. Above the coated tip the tube was reduced in diameter to form a constrictive neck. To avoid scratching the graphite coatings the charge was placed in the tube above the constriction. After a low-temperature bake, the evacuated capsule was sealed. On subsequent heating the charge melted down into the lower portion of the capsule. The crystals were grown by lowering the capsule through a Bridgman-Stockbarger furnace. The lowering rate was 1 in. per 8 hr. The upper portion of the furnace was set for 950°C and the lower portion for 800°C. In general the yield of single crystals was about 25 pct. The mixed compositions were, as expected, the most difficult to grow. The finished crystals were sectioned into 5/8-in. slices. The tip, end, and middle slices from each crystal were analyzed by X-ray fluorescence to determine the lead-to-tin ratio. The resulting values were used to plot a composition vs distance plot for each crystal. Slices were selected from each crystal, with the aid of the composition plots, to cover the complete range of compositions at 10-pct intervals. In general, the slices selected were taken from the seed end of the crystal where the longitudinal segregation (as determined from the X-ray fluorescence analysis) was a minimum. Laue single-crystal analysis and metallographic analysis was used to verify if a slice was single or polycrystal. Any grain boundaries were clearly visible in the as-cut and polished condition.
