Hudson River Pier 86, home of the historic USS Intrepid Aircraft Carrier and the Intrepid Sea-Air-Space Museum, is currently undergoing a $30M reconstruction. This project involves the demolition of the old timber pile supported pier and construction of a new 150 ft wide by 782 ft long concrete pier, built over the footprint of the old piles. The new pier consists of steel pipe piles, precast concrete pile caps, and a composite deck, made up of precast, prestressed concrete planks and cast-in-place concrete topping. This paper focuses on both the structural design and construction of the new pier, with emphasis on the pile foundation. Pier 86 is unique in that it is required to resist the extremely high lateral loads imposed on it by the permanently moored 898 ft long aircraft carrier during severe storms. A total of 360 steel pipe piles support the new pier. These piles, which are 24 in. in diameter and range in length from 58 ft to 175 ft, were driven down to bedrock. The piles, each having 200 ton allowable capacities, work together to resist the significantly large lateral loads exerted on the pier by the ship. The installation of the piles was unique in that all the piles, including the ?super-longs?, were fabricated to-length offsite, delivered to the site via truck and barge, and installed in one piece, eliminating the need for field splicing. The Pier 86 reconstruction will be completed within an extremely aggressive 18 month schedule, from January 2007 through June 2008. The refurbished aircraft carrier Intrepid will return home in September 2008, and the grand re-opening of the pier will be on Veteran?s Day 2008. This paper provides a case history for owners, government agencies, engineers, and construction professionals that will be faced with the challenges of designing and building new piers.

Rare earths were not mined in the United States in 2008. However, processing of intermediate rare-earth concentrates continued throughout the year at the Mountain Pass Mine in California. Consumption of refined rare-earth products increased. U.S. rare earth imports were primarily from China, with lesser amounts, in decreasing order, from France, Hong Kong, Japan, Austria and Russia. The United States imported 100 percent of its supply of yttrium metal and compounds primarily from China. United States In 2008, lanthanide concentrates were processed by Chevron Mining Inc. (previously Molycorp Inc.) at its mine site at Mountain Pass, CA. Chevron Mining sold its entire holdings in the rare earths mine to Molycorp Minerals LLC in September and operations continued at the site through-out 2008. Major uses for these mineral commodities were in automotive catalytic converters, petroleum fl uid-cracking catalysts, permanent magnets, glass-polishing compounds, ceramics, metal-alloying additives, phosphors and recharge-able batteries. Three domestic companies produced and sold lanthanide intermediate concentrates and refined products. Chevron Mining sold its interests in the Mountain Pass Mine to Molycorp Minerals LLC on Sept. 30, 2008. Molycorp Minerals LLC is an investment company owned by Resource Capital Fund IV L.P., Pegasus Partners IV, LP, The Goldman Sachs Group Inc., Traxys North America LLC, Carint Group LLC and Mark Smith. The Molycorp operation previously mined the rare earth fluocarbonate mineral bastnäsite by hard-rock surface methods, and the mine remained on care and maintenance in 2008. Molycorp maintained significant stocks of bastnäsite concentrates, intermediate concentrates and high-purity rare earth compounds at its operations at Mountain Pass. In October 2007, Chevron Minerals completed phase one of its three-stage plan and restarted the rare earth separation plant at Mountain Pass. The company also processed intermediate rare earth concentrates from existing stocks during the first three quarters of 2008. Molycorp Minerals LLC maintained production in the last quarter of the year. The mine at Mountain Pass has been closed since 1998. Future plans are to restart processing of stockpiled bastnäsite concentrates followed by reopening of the mine.

In heap leaching the transport of the acid from the drippers to the surface of the ore particles is a major factor in the overall performance of a heap. This flow behavior is complex as the flow is unsaturated and occurs along a tortuous set of inter-particle channels and connections. Previous modeling of this system has used equations from oil and ground water flow to model these systems, but the applicability of these models with the larger particles found in typical heaps is suspect as these systems are not necessarily capillary dominated. In particular, as the characteristic particle size goes from below to above a few centimeters, the flow changes from capillary to gravity dominated. This means that typical heap leaching heaps cover this interesting, but complex, transitional fluid flow regime. In this paper a set of experimental studies of this flow, including PEPT (positron emission particle tracking) based tracer experiments, highly accurate liquid holdup measurements and axial dispersion experiments using salt tracers will be presented. In this study, flow through mono-dispersed particle beds was carried out. In particular, the hysteresis in the liquid holdup as the liquid flow rate into the particle bed is varied is investigated, since this hysteresis means that the relationship between flow rate and holdup is history dependent, an effect not included in models currently used to describe fluid flow in heaps. After reviewing the many excellent papers being delivered here, it is apparent that we are all concerned with the same general subjects of commodity agreements, international cartels, and anti-trust problems as well as the impact of governments on resource management and minerals pricing. Accordingly, as a relative newcomer to the mining business, I feel that my most meaningful contribution can be made by taking a more philosophical look at the future of our system of democratic capitalism. Unfortunately, governments the world over seem intent on jeopardizing the high standards of living resulting from the Industrial Revolution and furthered by the emergence of its by-product, capitalism. This tendency is particularly germane to the basic natural resource field, since government regulations, controls, and intervention in mining far exceed even the constraints normally imposed on hard-pressed consumer-oriented businesses. Increasingly, many governments seem to feel that natural resources no longer belong to private individuals but rather are the property of the state to be developed in a regulated manner and usually in a way directly contrary to the functioning of the free market system.

The rising tide of environmentalism has adversely affected many mineral producers, but it has also provided them with a number of opportunities for mineral applications. These markets are as diverse as water treatment, waste disposal, and flue-gas desulphurization. Whilst legislation is forcing up the industry's environmental standards, the advent of environmental management provides an opportunity for producers to display its 'green' credentials. The picture painted of the extractive industry by environmentalists is undeservedly black, because the more efficient a producer is, the more effectively that producer conserves the very resources he exploits. The 1993 IM Forum examined these issues and how they affect the mineral producer, and this publication comprises the papers presented at that meeting.

A 3800 m long temporary water-retaining dike has been constructed under extreme conditions in the harsh northern climate to enable two of the kimberiite pipes at the Diavik Diamond Project reserve to be mined using open pits. The Diavik Diamond Project is located on East Island at Lac de Gras in Canada's Northwest Territories, approximately 200 kilometres south of the Arctic Circle. The dike which has been constructed in up to 25 m deep water from crushed granite quarried from the site projects into Lac de Gras encircles the first two of the kimberiite pipes to be mined. An 800 mm wide diaphragm cut­off wall constructed of bentonite, cement and crushed rock, totalling 33,000 m2, and a two-phase jet grouted curtain wail at its base, totalling 8,400 m2, have been installed through the dike and underlying till foundation into bedrock. The cut-off is designed to minimise water seepage from Lac de Gras through the dike. In order to ensure that the dike had adequate internal stability and diaphragm wall construction could proceed safely, the crushed rock fill material dumped into the lake was first compacted by TR 75 deep vibrators. In 2000, Bauer Maschinen GmbH of Schrobenhausen, Germany were awarded the contract for the supply of all specialist foundation equipment required on site and for providing technical support to the Canadian main contractor Lac-de-Gras-Construction throughout the construction of the cut-off walls during 2001 and 2002. Installation of the cut-off walls was completed in July 2002, three weeks ahead of schedule, and dewatering of the inner dike areas commenced just 5 days later and has continued throughout August and September. After completion of extensive testing of the diamond recovery plant, the mine is scheduled to go into full open pit production in February 2003.

When Eugene Bailey asked me to contribute to this session on "Canadian exploration - 1976", it took a little coaxing before he got me to agree. My immediate reaction was, what could i say about Canadian exploration that already had not been said a hundred times in the past few years; secondly, why include a banking person in such a discussion? Everyone knows banks only come into the picture after the discovery has been made and feasibility well established and validated. Rather than wrestle with these misgivings, I decided to take the easy way out and go on blind faith in Eugene - that is, he asked me so he must think that I could come up with some useful thoughts and at least touch upon some of the pros and cons of exploration in Canada. The object of the whole exploration exercise is to Find economic deposits, once they are found, one cannot really move them elsewhere to mine them. It follows, therefore, that we should really be speaking about the pros and cons of mining In Canada and my treatise will eventually lean in this direction. In any event and before getting down to the pros and cons, let us take a quick look at the history of mineral resource development in our country since the end of world war II. At that time, we were producing well under one billion dollars worth of mineral products including hydrocarbons.

The scope of the present paper is limited to report the experimental evidence and not for describing the analytical assumptions. However, the idea behind the experimental program is that the deterioration may be caused by the leaching of Ca from the treated soil to surrounding soil or water driven by the difference in the Ca ion concentration. As a consequence of Ca leaching, it may be natural to expect the expansion of micro void space within the treated soil. In a saturated condition, the water inflow into the treated soil may accompany the leaching phenomenon. We measured the water content within the treated soil. But there is not much difference in water content within the soil.

The purposes of the research were to assess the applicability of new accident investigation methods to mining accidents, and to adapt those found to be applicable in the development of a new methodology for use in mining. The development included field testing, evaluation and modification of the new methodology. The report is in two volumes. Volume one discusses the background research, the design of a methodology for field evaluation, preliminary field tests in Utah mines, and work done to prepare for a formal, complete evaluation by federal government mine safety officials. This, volume 2, discusses the field evaluation done by the contractor and cooperating mines after the program was re-directed by the Bureau of Mines. It relates to research done during a period of approximately eighteen months, ending in April, 1983.

Thermodynamic information on the solubility of hydrogen in exothermic metals is limited. Thus, the overall solubility decreased as the temperature rose, which suggests the heat of solution of hydrogen in the metal is negative; yet the terminal solubility in the metal phase increased, which suggests an endothermic reaction. A thermodynamic analysis, therefore, was made of the several equilibria involved when hydrogen dissolved in the metal. Equations were derived expressing the solubility, terminal solubility, and decomposition pressures of hydrogen in terms of the heat, entropy, and free energy of solution of hydrogen in the given phase. The relations between the thermodynamic functions for the a-zirconium and 8-hydride phase were developed. The thermodynamic quantities were determined experimentally by the measurement of the decomposition pressures over a broad composition and temperature range. Two new methods of analyzing the experimental data were developed for determination of the terminal solubility. STUDIES', ' of the impact strength of zirconium at room temperature indicated that small quantities of hydrogen, of the order of 10 parts per million, embrittles the metal. Micrographic' and X-ray diffraction' studies showed this embrittlement to result from the precipitation of a second phase upon slow cooling. These studies suggested that the terminal solubility of hydrogen in the metal phase increased with increase of temperature. This behavior appeared to contradict the effect of temperature on exothermic hydrogen occluders such as zirconium. For these metals, the solubility of hydrogen should decrease with increase of temperature. Before these facts could be understood, a thorough analysis of the several equilibria was essential. It was the purpose of this paper to consider the several equilibria involved when hydrogen was reacted with zirconium from both the theoretical and experimental points of view. Since the overall solubility of hydrogen in the metal has been considered by a number of workers, it was proposed to study the composition range 0 to 6 atomic pct H in detail. Literature Schwartz and Mallett' determined the terminal solubilities of hydrogen in the metallic phase from diffusion studies. They extrapolated concentration-penetration curves to the boundary between the solid solution phase and the hydride phase at the surface. Their results showed values of 2.6 atomic pct at 400°C and 5.2 atomic pct at 500°C. Extrapolations of the data to room temperature suggested very low values for the terminal solubilities. This study confirmed the hydrogen embrittlement results and indicated that the terminal solubilities increased as the temperature was raised. The solution of hydrogen in zirconium over the complete concentration range was studied by Hall, Martin, and Rees3 and by others. The results showed that hydrogen was absorbed up to a maximum composition of 66 atomic pct or ZrH This composition represented the t-hydride phase. The maximum amount of hydrogen absorbed increased with pressure and decreased with temperature. Due to this temperature behavior, zirconium was classed as an exothermic occluder." In 1930 Hägg studied the crystal structures of the Zr-H alloys over a broad composition range. Four hydride phases were found. However, the range of homogeneity of the several phases was not studied. Gulbransen and Andrew" recently studied the phase diagram of this system by X-ray diffraction methods and by a thermodynamic method based on decomposition pressure measurements. The results showed that only two hydride phases existed for low temperatures, the 6 and the .-phases of Hagg.' Both phases had broad regions of homogeneity. The lower limit of the two-phase region of a and d-phases suggested a terminal solubility of 4 atomic pct at 500°C. This value was in agreement with the results of Schwartz and Mallett.' North American Palladium is the owner/operator of the Lac des Iles mine located 115 km north of Thunder Bay, Ontario. The mine has produced an average of 65,000 ounces of palladium since 1994. Lac des Iles is currently undergoing the first phase of a major expansion that will increase ore production from 2,400 tons per day to 15,000 tons per day. A future expansion is being contemplated for 30,000 tons per day. The current expansion will increase palladium output to 250,000 ounces per year. The mine plan for the ultimate pit results in an excavation 1 km long by 800 m wide and over 450 m deep. This makes the ultimate pit at Lac des Iles one of the ten deepest open pits in the world, and the largest in Canada. This paper outlines the geotechnical data collection and design methodology for the ultimate open pit at Lac des Iles.

A large scale blast damage project was carried out over the past two years at INCO Ltd Manitoba Division co-funded by the Canada/Manitoba Mineral Development Agreement. The experiment was conducted at the T-3 Mine in two mining stopes with an experimental drift developed in the hanging-wall for the installation of monitoring instrumentation. The objective was to observe and subsequently to reduce ore dilution by monitoring the performance of blasts, the hanging wall movement, as well as the cavity of the open stopes.

Since the interpolation of exploratory data 1 can be no better than sampling procedures, a series of field experiments were conducted in an effort to determine whether hand-cut channel or core washability determinations best represent continuous miner produced run of mine coal. By obtaining a core drilled to within a few feet of channels taken from an underground face and then overmining both locations; core, channels and run-of-mine coal allocations were obtained from a common sample and all allocations were subjected to identical washability determinations. In order to compare results, basic rules2,3 previously anticipated and later published by the writer were employed. The first rule states that "For any full seam washability determination, the sulfur versus ash function for increasing cumulative specific gravity float coal fractions is linear". The second rule states that "For any full seam washability determination, the recovery versus ash function for increasing cumulative specific gravity float coal fractions is logarithmic".

(communication to the Secretary, February, 1897): I have read Mr. Austin's paper with considerable interest, more especially as the designing and study of such works have been an attractive occupation for me during the last twenty-five years. Mr. Austin says that a " plant on a terraced site has generally been considered the most advantageous," and also that " many advocate a level site," while he himself " is disposed to advocate a modification of the latter plan, utilizing an extended surface with a moderate slope."* Among the advocates of the terraced sites as against level ones, I do not recollect ever meeting a metallurgist who had even made an attempt to plan his works for level ground, or who had, in a lucid interval, figured how much he gained or lost by one or the other method. The average metallurgist starts with the assumption that it is rational to conduct his material down hill because its movement is aided by gravity, while to elevate ore or furnace-material by machinery he vaguely believes to be not alone wrong in principle, but also unnecessarily expensive. The paper will review the marked upsurge in the installation of new continuous metal coating lines, both hot dip and electrodeposition. Although some of this new capacity has been replacement for obsolete facilities or directed at traditional markets, eg building products, consumer durables etc, by far the major portion is targeted at the automotive industry. The reasons for the rapid growth of coated automobile panels are discussed. A comparison of the installed capacity with projections for this market indicate that a severe over-supply situation has arisen. Many coatings are now available for the automotive industry, each with their own strengths and weaknesses, but none as yet wholly satisfactory. Coating development has mainly been cost driven. This favours hot dipped coatings, providing surface quality and pressing problems can be overcome. The high cost per unit thickness of electrodeposited coatings has also seen pure zinc coatings being replaced by thinner, more corrosion resistant alloy coatings such as zinc-nickel and zinc-iron. Recently resin overlays have been introduced to improve the performance of electrodeposited coatings. Developments in coatings for the more traditional markets will be described. The fastest growing market in the last decade has been prepainted product for the building industry. This has led to the installation of extra painting capacity and again it appears an excess capacity situation has occurred. Over the same period the traditional zinc coatings have continued to lose market share to the zinc/aluminium alloy coatings, Galvalume and Galfan. These have been joined recently by '1'aiyo Crack-Free which has been taken up by some metal coaters. Galvalume is now widely accepted as being the best available coating for unpainted applications. It is also suggested that 'spin-off' coatings from automotive developments might find a niche in the consumer durable market. The end users of coated products, particularly the automotive industry, have demanded improvements in quality, such as surface smoothness, formability, etc. At the same time the new coating lines have to process wider strip and run at faster speeds. To reconcile these somewhat incompatible needs has required numerous process improvements, many of which need in-line instrumentation and computer control. The more important of these changes are discussed briefly. Finally the paper will describe the recent developments which have occurred in continuous galvanising in Australia and put them into context with the rest of the world.

THE normal method of preparing metallic alloys for commercial use involves the preparation of a melt containing the given components in the chosen proportions and allowing the homogeneous liquid mass to solidify in a mold of the desired form. The solidification is frequently accompanied by a segregation of the alloying elements in different parts of the casting. When the segregation is occasioned primarily by marked differences in density of the solid and liquid phases, it is termed "gravity" segregation. When the segregation conforms to a. selective freezing in harmony with the teachings of the equilibrium diagram of the alloy system-i.e., the lower melting phases are concentrated in the regions of the casting last to freeze-it is often referred to as " normal" segrega-tion. However, in many cases the lower-melting part of the system is concentrated in the parts of the casting first to freeze and the result in this case is termed "inverse" segregation. To complete the. terminology of the subject, normal segregation in a single phase is usually called "coring" and the word will be used in that sense in this paper. Inverse segregation, particularly when the liquid phase is exuded or sweated out on the surface of the casting, is sometimes called "location." Unfortunately, some ambiguity has arisen from the use of this term and it is perhaps advisable to confine its use to the dictionary definition; namely, "The separation of two phases by heat sufficient to melt one but not the other." The gravity and normal types of segregation are both well understood and to some extent are controllable by taking advantage of the most favorable cooling rate for a given casting condition. Inverse segregation has received considerable attention from several investigators- but none of the theories offered seem to account in a convincing way for the many examples of this type. The purpose of this paper is to provide a framework within which problems in the evaluation, development, and operations of a mineral property can be solved, Solution of these problems must be made with a computer because of their complex nature, Individual problems will be collectively discussed in terms of an overall objective - computation of the optimum mine limits. The concept of quantifying geologic and mine sampling data has been advanced and demonstrated in the United States by two pioneers in the application of statistics. These men are, respectively, Dr. W. C. Krumbein Northwestern University, and S. W. Hazen, Jr., U. S. Bureau of Mines, Dr. H. S. Sichel and D. G. Krige of South Africa have pioneered specific applications of statistics, particularly to gold deposits. Implementation of statistical and mathematical methods to the solving of problems in the mineral industry creates the need for a computer. The steps required to solve evaluation, development, and operational problems with a medium sized computer are discussed in this paper.

This is a welcome opportunity to exchange ideas about educating for a profession in mining and metallurgy, and I shall use it to highlight the ways in which educators, the industry, and the profession can help one another make that educa- tion better. This is home ground for me in more ways than one. As the executive head of a uni- versity perhaps I may speak as an educator; and there is still, I hope, enough of the metallurgist in me to allow me to speak of what we metal- lurgists and mining engineers can do to help the educators. Another interest should be declared, too. Among the educating agencies I shall focus on universities; among universities I shall further focus on my own, the University of New South Wales. I know it best; and, more to the point, we are one of the minority that offer a full profes- sional training in mining and metallurgy. Further, we are as a university very much concerned- more than most-with specifically professional education, and especially with education in the professions based on science and technology. Mining and metallurgy have of course played a central role, from earliest times onwards, in the history and development of science and tech- nology. In that role they have been both pro- ducers and consumers of new knowledge. Indeed the whole new attitude to knowledge that began to spread in 16th and 17th century Europe owed a great deal to the interests and traditions of the miner and the metallurgist. The first modern text- book of mining and metallurgy, George Agricola's De Re Metallica, is very much more than a spec- ialist handbook; it is a major landmark in intel- lectual and cultural history.

The Escalante Silver Mine in Southwest Utah produces an average of 71.000 kg (2.3 million troy ounces) of silver dore annually. Precipitates from a cyanide leach circuit are treated by either acid leaching prior to fusion or a direct fusion with nitre. Process development, plant experience, and a comparison of both methods will be discussed. Plant experience from the custom treatment of a gold/silver precipitate containing matte producing elements will also be covered.

WITHIN recent years people have begun to realize the importance and significance of the mining and allied industries. The leading part the engineer plays in civilization is becoming recognized. However accurate quantitative knowledge of the industrial importance of mining is still seldom possessed except by those close to this business. It is true that there are a few who go to the extreme and represent the whole progress of civilization as a reflection of man's gradual mastery of mineral utilization, but on the whole, the magnitude of the-industry is underestimated. In this paper I shall call attention briefly to the importance of mining in the United States, in Canada, and in the world. Ordinarily, the annual primary mineral production of the United States is about $5,500,000,000. The average for the last 5 years has been a little over that, but last year, sadly enough, it was less than 31/4 billion. Just now, we are on the decline, and have been for the last two years. In Canada, the 5-year average was about $268,000,000, and last year it was 227 million. Due in part to gold mines (in 1930, for the first time, Canada's gold production exceeded that of the United States), the Canadian average is holding up better than ours. Average world mineral production over the last -5 years has been estimated at about $12,000,000;000 whereas in 1931 it was less than than 8 billion.
