Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

A data science based dilution study was conducted to identify the causes of dilution at South32’s Cannington Mine (Cannington), a large open stoping operation. In terms of industry benchmarks for unplanned dilution, Cannington is already performing very well, and so opportunities for improvement are more difficult to identify. The study is based upon back analysis of nearly 150 case studies from the mines reconciliation database, and has quantified the relative effect and significance levels for the following dilution parameters; time until paste filling, faulting and cable bolt reinforcement. Specifically, significant contributions were associated with faults and stope open duration. Quantifying the effect of faults on stability graph accuracy enabled a site specific adjustment to improve the predictive ability of the Cannington stability graph (unstable stope specificity improved from 63 per cent to 74 per cent). Despite Cannington’s already high levels of stope performance compared to industry benchmarks, data science methods have identified a complex interaction between identified dilution factors (ie stope open duration, presence of faults and cablebolting). Specifically, a third order Factorial ANOVA (Analysis of Variance) provided evidence that stope open duration reduces the effectiveness of cable bolts in faulted ground (average dilution = 2.1 m, p-value = 0.13). These results are consistent with site observations of a relationship between the stope open duration and the extent of failure when unravelling on a fault, even when cables are present.CITATION:Maher, K, Stewart, P C and Robotham, S, 2016. THE fundamental role of diffusion in many reactions occurring in solid metals has long been recognized, and there have been careful measurements of rates of diffusion in numerous alloy systems, but our understanding of the atomic mechanism by which diffusion occurs is scarcely in an advanced state 1-3 It is doubtful that this mechanism can ever he directly ascertained, rather, all imaginable mechanisms must be examined and the one that is in best accord with such data as can be obtained from suitably chosen experiments should be selected Because of its relative simplicity, diffusion in a system containing only one kind of atomic species-commonly called self-diffusion-is of considerable theoretical interest It may be expected that diffusion theory will not be advanced appreciably until a wide variety of diffusion experiments-of which diffusion in a chemical concentration gradient and self-diffusion are two important types-are carefully performed and inter-compared Aside from the purely theoretical interest in self-diffusion measurements, such studies will be of considerable engineering importance The rate of any process in a pure metal requiring the movement of atoms, of which recrystallization and creep are two familiar examples, will be understood more readily with the aid of self-diffusion data † Self-diffusion implies the diffusion of something into its exact counterpart, the detection of such a process is patently impossible, and it is-necessary to substitute for it the diffusion of one isotope (in this case radioactive) into another isotope (in this case stable) of the same chemical element There is, however, no reason to suppose that a radioactive atom will not diffuse at the same rate as its stable isotope, for all of the isotopes of the same element have exactly the same chemical properties, neither the difference in nuclear energy nor the difference in mass would be expected to exercise an important influence in this phenomenon In this sense, self-diffusion may be thought of as the diffusion of radioactive atoms down a radioactivity concentration gradient, just as usual diffusion is the diffusion of one kind of atone down its chemical concentration gradient The first measurements of self-diffusion ii ere made by von Hevesy4-6 using the radioactive lead isotope thorium B in ordinary lead The recent development of means for producing artificial radioactive elements has made possible similar measurements on gold,7,8 copper,2,9 and zinc 10 11 Many of the data that have been obtained are rather poor, and no adequate reason has been given for their poorness, it appears, however, that the unsatisfactory results are characteristic of the particular experimental procedure employed, and not of self-diffusion measurements in themselves The experimental technique that has yielded the poorer results is the deposition of a thin layer of radioactive atoms on the surface of a specimen and the determination of the rate of inward diffusion

To obtain the best economic results in treating the comparatively high-grade ore of the Kalgurli Mine a good roast is essential, and the effort of this paper will be to briefly describe the plant and the conditions prevailing in roasting, which, on an output of about 360 tons daily, subsequently enable an average extraction of slightly over 94% of the gold to be maintained.The percentage of sulphur in the ore varies between 2'5 and 3'5, the lower figure existing when treating oxidized ore. The average gold value is 13 dwt; this occurs chiefly as sylvanite, containing .a lower percentage of silver than is usually present in that mineral. One ore body in the mine contains hessite (Ag2Te) in considerable quantity, associated with gold telluride, and when ore from this stope is being treated the silver contents rise to as high as 20 dwt, but the usual amount is about 9 dwt. per ton, of which only a small proportion is extracted. Other metallic minerals, in addition to pyrite, occurring more or less commonly, are arsenopyrite, magnetite, chalcopyrite, and the tellurides calaverite (AuTez)and coloradoite HgzTe3). A small proportion only of the value occurs as free gold.

In 1939, the author made a survey of relative gravity in the Mediterranean-basin, 41° 35,5' to 41° 56.3' northern latitude and 0° 10,3' to 0° 28' longitude, referred to Mt. Mario. Ten stations were covered; 25 other stations had been occupied in the vicinity of Rome and in Albanian mountains during previous years. The new measurements revealed gravity anomalies ranging within the following limits: (1) With a free-air reduction, between + 29 and + 120 mgl., average + 60 mgl.; and (2) with a Bouguer reduction, between + 22 and + 87 mgl., average + 41.5 mgl. - V. Soil-bentonite slurry trench cutoff walls are the most common type of vertical cutoff wall used in the US for seepage control and for passive control of contaminant migration at environmental sites. Design considerations are often limited to constructability considerations and a target hydraulic conductivity. With design-build contracts common, the backfill design is often left to the contractor. As a barrier soil, the hydraulic conductivity of bentonite slurry wall backfill is typically required to be equal to or below 1x10-7cm/s. The importance of stress state upon the hydraulic conductivity as well as the expected stresses are both established in the literature. Grain size distribution of the base soil and bentonite content both affect compressibility and hydraulic conductivity. This paper describes the results of studies undertaken to evaluate the interrelationships between compressibility, hydraulic conductivity, grain size distribution, and bentonite content. Three base soils were used representing a range of soils found on typical construction projects. Using these base soils, mixtures containing a range of dry bentonite contents from 0% to 5% were prepared to a slump consistent with field practice. The compressibility and hydraulic conductivity were measured in consolidometers adapted for falling head permeability tests at the end of each load increment. These experiments yielded the relationship between effective stress and hydraulic conductivity as well as consolidation characteristics including time rate of consolidation and coefficients of compressibility. The experimental results are then used to indirectly evaluate stress development and to assess the time needed for consolidation. The findings show a substantial decrease in hydraulic conductivity as effective stress increases, regardless of base soil type and dry bentonite content, a relative insensitivity of stress development to backfill compressibility, and a wide range of values for coefficient of consolidation depending upon backfill mixture and stress level.

"In most of the coal washeries, Dense Medium Cyclone’s (DMC) are deployed to treat coarse coal fraction in the range of 50-0.5 mm. DMC’s are very popular due to its ability of high tonnage, ease of operation and effective separation at high near-gravity material (NGM) in feed coal. The ease or difficulty of washing is merely depending on the NGM fraction present in run of mine coal. However, the quantitative effect of NGM on DMC performance was not explored in the literature. Hence, in this investigation, the influence of NGM on DMC performance is focused. With the help of synthetically prepared coal mixture, the effect of NGM mass fraction on separation efficiency is studied in three different approaches. Firstly, by increasing the NGM coal fraction systematically from low to as high as possible; second by varying the distribution of NGM coal; and third by varying distribution of particles lying just above and below the near-gravity zone. Washability studies are also carried out to establish the theoretical yield for the prepared synthetic mixtures. Pilot-plant experiments are carried out in a 4-inch DMC with 1.4 operating separation density treating coal in the size range of 4 - 0.5 mm. From results, the partition curves are constructed by both density and size wise distributions. It is observed that at higher NGM coal fraction i.e above 60%, the performance of DMC is very poor with significant coal particles misplacement. In second approach with increased distribution at higher density fractions, the separation efficiency reduces. In third series the distribution of fraction in near-gravity zone doesn’t much effect the separation except the shift in separation density. It is observed that smaller size (-0.5 mm) coal particle having high NGM content seems have a profound effect on DMC performance leading to significant fines misplacement to wrong products."

THE amount of gold that occurs in a ton of milling ore from most of the large-scale copper mines is so small that unusual care and special attention are necessary to recover it. In some cases the gold is not considered important enough to warrant daily assays of the various products. Considering the large tonnage of copper ores that are now concentrated by flotation, as computed in a recent review, the gross gold content is surprisingly large, probably amounting to over 10 million dollars per year in the United States. The indications are that in many of the copper-milling operations with gold content under $1 per ton, only 50 per cent. of the gold is recovered in the flotation concentrates. Lime is generally used as a depressant for pyrite in the flotation circuit. The authors have shown that high lime or a solution high in calcium ions is also a depressant for gold. Their experiments on several well-known ores show that by careful regulation of the alkalinity of the mill solutions, a higher flotation recovery of the gold can be obtained, together with equally good copper recovery in a good grade of copper concentrates. In cyanidation for the recovery of gold, the best accepted practice demands that the mill solutions be tested and regulated by simple chemical reactions at definite periods during treatment or with each change in the treatment. It is similarly important for the recovery of gold that the solution in the flotation circuit be analyzed for calcium ions at regular periods and at each step in the flotation practice. The lime should be added when and where needed and not in excessive amounts at the head of the mill.

"Equity Silver Mines Limited, Canada's largest silver mine, has designed, built and operated a leach plant to reduce the levels of antimony and arsenic in its silver-gold-copper flotation concentrate. The orebody contained deleterious antimony and arsenic minerals in such proportions that the economic long-term sales contracts necessary to obtain project financing could not be procured. Construction of the leach plant therefore allowed development of the mine to proceed. Although the plant took some time to reach design throughput and product specifications, due to the complex and unique nature of the operation, these goals were successfully met and surpassed. This paper describes the physical plant and/or process technology modifications made to mold the main processes-concentrate leaching and filtering, autoclaving and filtration of by-products, and crystallization of salt cake-into an effective, economic operation.IntroductionEquity Silver Mines Limited, a member of the Placer Development Group, owns and operates an open-pit silver mine and related facilities located 37 kilometres southeast of Houston in north-central British Columbia. The mine occupies a 44 I-hectare (1089 acre) site at an elevation of 1300 metres (4265 feet) on the Nechako Plateau. Producing a copper concentrate containing high values of silver and gold, it is the largest silver mine in Canada and one of the largest in the western world. Equity stresses open communications, positive motivation, and production with safety, and achieved the best mine safety record in western Canada in 1984."

In contrast to the '50s and '60s, the period of the '80s and '90s seems likely to have low growth in demand but much greater levels of technological change. In such a climate there will be pressure on costs, productivity will continue to rise and competitiveness will be closely associated with maintenance of the most effective technology. The penalties for inappropriate investments, whether short sighted or mistakenly based on a particular view of the future, will be greatly enhanced. Accordingly, there will be a need for significantly improved anticipation of technical change and thus for better planning. Study of the funding and direction of the world's R&D effort can provide a useful input to the planning processes within industries and individual firms. Such a study also suggests some insights into the characteristics of those countries which have achieved substantial growth and high standards of living over the past two decades. These characteristics may offer significant reminders for our own development. The particular implications for the Australian minerals industry include the need for direction that is sensitive to changing market requirements and customer practice. This is not simply "more of the same." In particular it appears essential for both basic and applied R&D to provide a sound basis for the purchase and ongoing development of the new technology required to achieve international Competitiveness.

The iron (Fe) concentration in nickel slag is high, making its recovery and utilisation a hot and challenging topic. In the nickel smelting process, using CaO instead of SiO2 to adjust slag’s composition, and then directly reducing Fe from the output of molten slag is a more feasible method in practice for Fe recovery in nickel slag. The adjustment of slag’s composition in the nickel smelting process will have an impact on the distribution of impurity elements such as Pb, Zn, and As. In this paper, the slag adjustment of nickel smelting process was carried out with the oxygen-enriched topblowing system. The distribution of impurity elements in the smelting products with each composition slag was conducted by using thermodynamic software. Experimental verification was performed with rich oxygen top-blowing, and the distribution characteristics of impurity elements in the smelting products were characterised to explore the differences in mineral phases of impurity elements with each smelting conditions, elucidating the distribution patterns of Pb, Zn, and As in each phase. The results indicate that after slag adjustment, impurity elements are more easily to volatilisation and removal into the gas, reducing their total concentration in slag and matte. In the slag, the existence form of Pb, Zn is changed from silicate to ferrate, and As is changed from arsenate to low-valent arsenic oxide. It is easier to decompose the impurity-containing mineral phase and remove the impurity elements in the subsequent iron extraction process.

This Bureau of Mines report investigates shield mechanics by describing the elastic response and interaction of shield components to applied vertical and horizontal displacements for various canopy and base contact configurations. This research provides information on generalized shield mechanics, which is applicable in describing the behavior of all two-leg shield supports. Utilizing mechanics of materials concepts and known kinematic relationships for two-leg shield supports, free-body diagrams are constructed for each shield component illustrating internal axial, shear, and bending moment responses required to maintain equilibrium for each load case evaluated. Predicted shield (component) responses are verified by controlled displacement of instrumented longwall shields in the Bureau's mine roof simulator (MRS). Conclusions drawn from these analyses include shield structural responses are significantly dependent upon canopy and base contact configurations. Applied displacements also significantly affect shield responses. Horizontal displacement produces different responses than those produced by vertical displacements. The direction of horizontal displacement is also significant in evaluating shield response. Applications of shield mechanics to in situ support monitoring are also discussed. An objective of this research program is to establish unique shield responses to identify in situ load conditions.

This report is concerned with fluid displacement in porous media, in those cases where viscous and gravitational forces control the displacement. Such a system would usually be found in a sand body of large physical dimensions such as an oil reservoir, although it is possible to create such a system in the laboratory. It is shown that the position of the fluid interface can be predicted by numerical calculations using a basic idea presented by Dietz. Fluid flow is considered in a vertical plane in a homogeneous, porous medium of sufficient thickness that the capillary transition zone is small in comparison with the total reservoir. A theory developed by Dietz' is used to make numerical calculations of the position of the fluid interface. The results for several conditions are compared with scaled model experiments. The results show that, for gas drive in a reservoir of steep dip, a relatively low flow rate can displace large volumes of oil before gas breakthrough. On the other hand, water injection at favorable mobility ratio and low dip may show best performance at high rates. Water tends to underride the oil and, given sufficient rime, will break through without much oil displacement. For certain conditions, which include relatively low flow rate, the interface is a straight line and its behavior is simple to calculate. At higher flow rates, the interface is unstable, and a numerical solution was programed for an automatic computer. In general, good agreement is shown between the fluid model and the computed results so long as gravitational forces have control. For a water drive at very unfavorable mobility ratio, many small water fingers appear. These viscous fingers are not controlled by the relatively small gravitational forces. When viscous fingering becomes the controlling factor, the mathematical model is oversimplified, and results do not check the fluid flow model. INTRODUCTION Present methods of reservoir analysis depend upon certain simplifying assumptions to obtain mathematical descriptions of practical use. Material-balance methods (Muskat2 or Tarner2) assume uniform fluid saturations in the entire reservoir, or in a few subdivisions of the reservoir. An unsteady-state flow calculation by West, er at considered pressure and saturation changes in flow to a well during solution gas drive, and neglected gravity effects. Results showed only a 4 per cent difference for ultimate oil recovery by the Muskat method, even though the case chosen for study was one in which unsteady-state effects should be high. The Buckley-Leverett5 method commonly assumes a one-dimensional flow system. It is applicable at high flow rates where viscous forces predominate over gravity forces. Simultaneous, parallel flow of the two fluids is assumed, and the concept of a fluid interface is not introduced. Permeabilities to each fluid for a given saturation must be known. The method is not applicable for a two-dimensional system where cross flow becomes possible. Less well known is the displacement equation derived by Dietz. This method is designed for two-dimensional flow systems and assumes a definable fluid interface within the porous medium. Dietz showed that, for a range of low flow rates, the interface would be stable. straight and at an angle of inclination which could be simply calculated. At a certain critical flow rate, the calculated interface tilt would equal the formation dip. For higher flow rates, a finger of displacing fluid would invade the displaced fluid. Dietz indicated that his method applied only to macroscopic reservoir behavior, while the Buckley-Leverett method applied to the small transition zone at the fluid interface. The examples worked out in this report are based on the fluid-displacement theory of Dietz. It is shown that the Dietz theory may be used to derive equations analogous to the Buckley-Leverett equations. In contrast to the Buckley-Leverett method, flow is considered in a plane rather than being limited to a line. Rather than a frontal advance, the movement of a fluid interface is followed. For flow rates substantially exceeding the critical rate and for high viscosity ratio, many fingers of invading fluid occur-—rather than the single finger assumed by Dietz. On the other hand, so long as some gravitational influence remains, the flow is not entirely parallel to the bedding planes as assumed by Buckley and Leverett; therefore, both methods fail to give an adequate descrip-

For a multitude of years fine iron ore, -1 mm, across the world has been deposited as discard material in tailings facilities. This contributes to environmental problems, decreases plant yield and increases the cost of processing. Fine iron ore recovery processes are often deemed unfeasible or uneconomical, due to the complexity of the reclamation thereof in comparison with high-grade ores. However, recent advances in the recovery of fine iron ore using the Optima Classifier® has shown great promise. The Optima Classifier® is a new hindered settling separator that makes use of an upward current of water for density separation. It’s unique design combines three different separating zones for increased efficiency and recovery. In this study the potential of the Optima Classifier® to produce a +63 per cent Fe concentrate from -1 mm feed material was evaluated from a standalone and process perspective. It was found that a +63 per cent Fe product can be produced from a single stage, using the Optima Classifier®. Fine iron ore feed with an average head grade of 50 per cent Fe was upgraded to average concentrate grades of 63.2 per cent Fe. Displaying upgrade ratios of up to 1.26 in a single stage. A three-stage, rougher, cleaner and scavenger system did however show the best performance with recoveries of up to 70 per cent, yielding 56 per cent of a 63 per cent Fe product. Furthermore, the dewatering of the product and tailings was evaluated using the UltraG ultra-fine dewatering screen ensuring dry, stackable material. The tailings could be used in codisposal, while loads on thickeners and filter presses are significantly reduced. The high throughput of the Optima Classifier® ensures a small plant footprint, minimal civil and structural requirements and low operating utility consumption such as electricity, minimising the carbon footprint of a fines beneficiation plant. The Optima Classifier® in combination with the UltraG dewatering technology has provided a platform for economical recovery of fine iron ore, both current arising and historical. Owing to its flexibility, convenience, economy, ands availability, electric power is peculiarly adapted to the needs of the coal -mining industry. Because of such obvious advantages, the application of electricity has in recent years become more and more extensive and is now a most important factor in the Nation's coal prediction. With the introduction of this type of power into coal mines certain new, specific, and well-recognized hazards resulted. The question arises, therefore: Has the industry met these hazards squarely and. effectively? With respect to some individual companies, the answer happily is in the affirmative; with respect to the industry as a whole, there is much room for improvement.

AT elevated temperatures. most metals react with oxygen, sulphur, or halogen rather rapidly, although a coherent layer of the reaction product is formed and separates the two reactants from each other. The reaction proceeds, since one of the reactants or both dissolve and diffuse across the reaction product. In many cases the rate is diffusion-controlled as is indicated by the validity of the parabolic rate law of Tammann' and Pilling and Bed-worth. wott and Gurney' have suggested that diffusion processes also play an important part in the case of reduction reactions. This is confirmed by observations reported below. In general, however, the rate of reduction reactions is determined not exclusively by diffusion processes. Reduction of Silver Sulphide Above 179°C silver reacts with liquid sulphur very rapidly. Since the volume of silver sulphide is much greater than that of the equivalent amount of silver, a coherent layer of silver sulphide is formed in accordance with a rule established by Pilling and Bedworth.' According to Wagner','' silver ions and electrons migrate from the Ag-Ag,S interface across the silver sulphide layer to the Ag,S-S interface where the following chemical reaction takes place: 2 Ag +2 e + S Ag,S If silver sulphide is reduced by means of hydrogen, the equivalent volume of the reaction product, silver, is less than that of the initial substance. Accordingly, no coherent layer of silver is formed. Instead, fine filaments of silver grow from the silver sulphide surface into the ambient gas. This phenomenon has been investigated by many authors, especially by Kohlschiitter," who has also reviewed previous literature. Kohlschiitter has interpreted the observed phenomena by migration of "silver" dissolved in silver sulphide. According to Wagner,' silver ions and electrons are the migrating particles. The sequence of consecutive steps involved in the reduction of silver sulphide is shown in Fig. 1. Every- where at the silver sulphide surface, hydrogen reacts with sulphur so that excess silver ions and electrons are formed, which migrate at random until they are captured by a nucleus of metallic silver. If such a nucleus lies on the surface and material is furnished only from the base, the original nucleus is pushed outward and thus a filament grows. Removal of sulphur and formation of metallic silver may also take place at different points when silver sulphide is reduced by copper. The reaction is usually formulated as: AgL,S + 2 Cu = Cu.S + 2 Ag but the actual reaction products are silver and a solid solution of the two sulphides. Primarily, excess silver and electrons dissolved in silver sulphide are formed. After a certain degree of supersaturation has been reached, nuclei of metallic silver may form. If, however, a silver foil is in contact with the silver-sulphide phase, as is shown in Fig. 2, silver ions and electrons will migrate to the Ag,S-Ag interface where they are captured. To confirm this scheme, a composite sample, with the geometry shown in Fig. 2, was made by pressing silver sulphide tablets 0.6 cm in diam and 0.4 cm high together with a copper cylinder and a silver foil in crucibles of iron, which does not react appreciably with silver sulphide at 400°C. After heating for 3 to 7 hr at 400°C. the specimens were cut normal to the phase boundaries. It was found that the thickness of the silver foil had increased from 0.01 cm as initial value to a maximum value of 0.06 cm. In the interior of the silver sulphide tablets only traces of metallic silver were observed. These observations show clearly that silver ions and electrons may migrate over distances of several millimeters before they form metallic silver. Reduction of Cuprous Sulphide by Iron The behavior of cuprous sulphide is very similar to that of silver sulphide, since the lattices of the high temperature modifications are identical, but in Cu.S there is a variable deficit rather than an excess of metal. To investigate the displacement of copper by iron, cuprous sulphide powder covered by a copper foil was pressed in iron crucibles and heated up to 800 °C for 3 to 7 hr. INSTANTANEOUS outbursts of gas in underground workings are similar in effect to great blasts of explosives, but without heat effects. Fortunately they occur only in a few localities in exceptional coal fields of the world and under exceptional geologic conditions. Such violent outbursts should not be compared with the ordinary outflows of gas into coal mines or with explosions of gas and dust. The phenomenon is essentially one of gas held in circumscribed areas under very high pressure and as a mining face or heading approaches such a place and the mining excavation sufficiently weakens the natural surrounding dam or shell, this is burst by the pressure just as by the discharge of a mass of explosives. The outbursts, so far as known to the writer, have been confined to coal beds and have not occurred in other mineral deposits. Hence, as discussed later, he believes that it is the relation of the gases to the coal material that is a factor in conjunction with others in producing conditions which permit the phenomena to occur when mining is done. The gases in most instantaneous outbursts have been hydrocarbon gases but in two coal fields they have been definitely found to be chiefly or wholly carbon dioxide. One of these localities in which CO2 outbursts have been frequent and have caused loss of life is in the southern part of the Gard basin, near Alais, in southern France. In 1919, the writer visited the Fontaine mine in this field the day following the occurrence of an outburst by which two men were smothered by carbon dioxide and fine dust. After 24 hr. the CO2 had not been entirely removed by the ventilating current. Occasional outbursts of CO2 have also occurred in other small basins in France, causing accidents, as in Puy-de-Dome. However, mines in the Gard basin, north of those in which CO2 outbursts have occurred, have experienced hydrocarbon gas outbursts.

POLITICAL developments, the impact of Korean warfare necessitating immediate rearmament plans, and recent developments in mining taconites have focused attention on their immediate exploitation to fill the gap created by diminishing reserves. The question of rich foreign ores versus low grade development is past-we need both sources with emphasis on the immediate large scale mining of taconites. In the past three months several things have occurred which add to the taconite picture: (1) Pellets have been used successfully in the blast furnace by Armco. (2) In Congress HR 8512 was introduced by Congressman Blatnik of Minnesota to amend the lending powers of RFC to permit long term loans on basic mining developments, particularly the taconites, which may be needed for the strengthening of the national economy. (3) Walter S. Tower, president of the American Iron & Steel Institute, announced that American steel companies are planning expansion of 6,000,000 tons of steelmaking capacities in the next few years. (4) The outbreak of war in Korea has obliged the United States to rearm and make plans for a semipermanent defense establishment to which 10 to 12 pct of the national income will be budgeted. (5) Startling new advances have been made in the Linde Air Products Co.'s jet-piercing drilling. The United States is now confronted with the problem of increasing its steel capacity and at the same time of securing enough iron ore to supply this increase as well as make provision for the rapidly decreasing supply of rich iron ore on the Mesabi range. Taconites, the low grade iron ore at the east end of the Mesabi, of which there are literally billions and billions of tons of easily concentratable magnetic ore, are the immediate answer. According to the Wall Street Journal on July 24: "Reserve Mining Co., backed by such steelmakers as the Armco Steel Corp., Wheeling Steel Co., Republic Steel Corp., is reported ready-as soon as the pending bill clears (HR 8512)-to seek a $100 million federal loan to build a taconite processing plant at Beaver Bay, Minn., to produce about five million tons (of pellets) annually of 60 pct to 65 pct in iron ore . . ."
