The system Pu-Ce-(Pu,Ce)Co2 has been investigated by thermal, micrographic, and X-ray diffraction methods. The principal characteristics of this system were found to be: 1) a "eutectic" valley extending across the phase diagram from the 6 Pu/Pu3 Co eutectic at 408°C to the 7 Ce/Ce24Co11 eutectic at 42Z°C, the maximum temperature in the valley being 443°C; 2) three ternary inter mediate phases, each having an appreciable mutual solid solubility for plutonium and cerium; 3) eleven four-phase equilibria comprising one eutectic, four peritectics, and six Class II reactions; 4) a pseudobinary section between the ternary phase A and the y Ce solid solution, and another such section between the 6 Pu solid solution and the 77 phase (Pu3 CO) containing cerium in solid solution. ALLOYS of plutonium that are completely molten at temperatures in the vicinity of 500°C are of interest for use in the liquid state as fast reactor fuels. Since exploratory work1,2 on Pu-Ce-Co alloys had indicated that a "eutectic" valley extended across the ternary system between the Pu-co[6 Pu/n (Pu3co)] and the Ce-CO[? Ce/? (ce24co11)] binary eutectics, thus allowing alloys of any plutonium concentration to be selected within the temperature limitation, the present investigation was begun for the purpose of accurately defining the "eutectic" valley. However, when the existence of three ternary intermediate phases and the consequent complexity of the liquid-solid equilibria were discovered, the investigation was expanded to cover the complete system, except for the corner between the isomorphous series PuCo2-CeCo2 and pure cobalt. 1) EXPERIMENTAL The purities of the alloy components are given in Table I. Alloy buttons, each weighing about 5 g, were prepared by arc melting the accurately weighed components (±0.1 mg) under a purified He-Ar atmosphere. Weight loss as a result of melting was usually less than 1 part in 1000; therefore, the buttons were not chemically analyzed. One half of each button was re-melted by induction heating in vacuo in a magnesia crucible and furnace-cooled, so as to produce a somewhat coarser microstructure than that of the rapidly cooled arc-melted button. About 20 g of each alloy to be examined by thermal analysis were remelted in vacuo in a tantalum crucible of the inverted thermocouple well type. The thermal, X-ray diffraction, heat treating, and micrographic methods used in this investigation were essentially the same as have been described in earlier reports.3,4 Two etchants for these alloys were found to be satisfactory: A) 8 (parts by volume) orthophosphoric acid, 5 ethanol, and 5 glycol; B) 7 tetraphosphoric acid, 36 water, and 57 2-ethoxyethanol. Etchant A was used at 5 to 6 v for 15 to 20 sec, and etchant B was used at 10 v for 10 sec. 2) THE LIMITING BINARY SYSTEMS 2.1) Plutonium-Cerium. FoR many years the copper-bearing steels have been of considerable interest to the metallurgist because of their corrosion-resistant properties. More recently the discovery of their definite age-hardening characteristics has focused attention on them again. In a recent paper, Smith and Palmer(l)† have given an admirable description of the behavior of a considerable number of steels of this type and a study of their results suggests two questions of a more or less fundamental sort. In the first place, it has been plainly shown that the hardening effect of added copper does not increase up to the maximum solubility of copper in iron as given by earlier investigators, but reaches its greatest value considerably below this point. This fact suggests that either the solubility is not so great as previous investigators have stated, or that the age-hardening mechanism is not the simple precipitation phenomenon that has been postulated. In the second place, the nature of the aging mechanism in this particular system should be determined. Recent developments in the study of age-hardening processes have shown that the increase of hardness is often, but not always, accompanied by precipitation and the action of a particular system is not predictable on the basis of its components or type of phase diagram. It would be of considerable interest to study the aging of the iron-rich iron-copper alloys in detail. One would like to know whether the aging mechanism is different at high and low aging temperatures, and whether the extreme sluggishness of the system may perhaps represent some new type of aging process. The experiments to be described were carried out in an endeavor to answer these questions. Obviously, in such experiments it is important to confine the hardening effect to the single element, copper, so that iron and copper of high purity must be used in the preparation of specimens. An observation of lattice changes during the aging process, correlated with the hardness changes, seems to be the best available method of

Plasma-induced damage of InGaN/GaN multiple quantum well (MQW) light-emitting diodes (LEDs) has been studied in terms of forward turn-on and reverse breakdown voltages, together with etch rate and surface morphology. The physical degradation of sidewall along with rough surface morphology of n-GaN caused by increased ion scattering induced the deterioration of the forward and reverse voltages. It was found that the turn-on voltage is sensitive to the surface roughness of the etched n-GaN and the breakdown voltage is strongly affected by the sidewall contamination. Annealing under nitrogen after the mesa etching improved the electrical properties of the InGaN/GaN MQW LEOs. Efficient blue light-emitting diodes (LEOs) were fabricated using InGaN/GaN triangular MQWs. The LEOs with triangular QWs showed a lower operation voltage and 2.4 times higher light output power than those with the rectangular MQW LEOs at 20 rnA and 20 "C. The intensity of electroluminescence (EL) at 20 mA was almost independent of ambient temperature in the triangular QW LEO, but decreased substantially in the rectangular one.

Case histories of water problems in underground mine shafts and tunnels are outlined to illustrate varying degrees of sophistication in grouting techniques currently applied in such construction. The interception of water underground can be one of prior knowledge, i. e., the site investigation provides necessary data to plan a grouting program prior to construction start, or excavations may encounter "changed conditions" or unplanned water. The latter includes catastrophic inflows and emergency situations where the structural integrity of a building or concrete shaft lining are jeopardized. The presentation of this paper outlines some applications of grouting work in underground mine construction throughout the United States in a variety of geological provinces and for a variety of minerals.

"The main objective of this research is to identify the mechanisms of control of respirable dust generation in coal mines. Full understanding of the mechanics of crack propagation in coal is of fundamental importance in studies of the generation and control of respirable dust.The main objectives of this fracture investigation are: 1) to determine reliable data on the fracture toughness of coal as a parameter controlling unstable crack propagation; 2) to determine fracture propagation velocity in coal providing data on the terminal velocity at which crack bifurcation occurs and fine fragments of coal material are generated; and 3) to apply the critical strain energy density criterion to model mixed mode crack propagation in coal.The development of the protocol, laboratory procedure and equipment necessary to conduct an extensive mixed mode fracture toughness testing program has been completed. About 80 mixed mode fracture toughness tests, 10 good fracture velocity records and over 50 fracture surface examination with the SME are available. The details of the mixed mode fracture toughness testing are available in a paper titled, ""Development of Mixed Mode Testing System for Geologic Materials"" which is available from the center. The average fracture toughness and critical strain energy density values for the three seams investigated to date are included in the attached Figures 71, 72, 73."

The law of June 5, 1911, suplements and amends the Laws of April 21, 1810 (the basic law) and May 2, 1837. The Royal Decree of September 15, 1919, coordinates the provisions of the Law of June 5, 1911, with those of the Laws of April 21, 1810, of May 2, 1837, and of July 8, 1865, that have remained in force, as well as with certain articles of the Law of September 1, 1913, which revisad the system of taxation. The revised code has been brought together in one volume.3 All citations in this abstract refer to the coordinating Royal Decree of September 15, 1919, unless it is otherwise specifically indicated.

This article presents the analysis of ventilation systems used in dead-end headings, while being drilled, in coal mines. Special emphasis is put on methane and dust hazard. Mathematical model for distribution of methane concentration in a heading is given as well. This model takes into consideration sources of methane emission and change in air flow rate due to leaks in a duct line. Solving equations presented in this article enabled giving dependencies describing distribution of concentration along the heading. On the basis of these dependencies there is a possibility of determining places with higher methane concentration and ways of combating this hazard. Determining the distribution of methane concentration in dead-end headings ventilated by a separate ventilation system is of great importance as far as work safety conditions are concerned. The information obtained may be of use when finding proper places for installing methane sensors. Three kinds of separate ventilation systems were distinguished: forcing, exhaust and overlap. The development in construction of fans and spare parts of a duct line enables using both forcing and exhaust ventilation systems in headings developed by continuous miners, with length above 1000 m, in the conditions of methane, temperature and health-detriment dust hazards.

In an exchange of views with the Program Chairman for the Technical Session on Industrial Minerals and Investment in Foreign Countries, it was agreed that it would be more interesting to approach the problem of mineral investment in foreign countries in a more general framework and not confine it to industrial minerals. Therefore, this Bureau of Mines report is proposed to examine current attitudes toward investments in foreign mineral resources and restraints that they impose on investments necessary to assure supply for future global mineral needs.

"Selbaie is located northwest of Joutel, in what is known as the fourth east-west volcanic sediment group in northwestern Quebec. The main metals produced are copper and zinc, with important contents of both silver and gold. Production comes from an open pit mine on the A-I zone and from two underground mines on the B zone and the A-2 zone. Each mine gave rise to important capital investment programs for construction and mine development, all of which were managed and staffed with company-hired, non-union personnel. Production from all sources now exceeds 7000 tonnes per day, with a workforce of540 regular employees. Of particular interest technically is the high recovery of B zone reserves underneath 40 m of overburden cover, the low-cost capital development of the A-2 zone, the computerized control of open pit mining, and the successful copper-zinc separation of the A-1 zone ore. Due to the low grades of the mineral deposits, efficiency in all aspects of the production process, is essential to the success of the operation.LocationThe Selbaie Mine is located 82 km northwest of the locality of Joutel in northwestern Quebec (Fig. 1). Access to the mine is by an all-weather road, 32 km of which is paved. A second road access to the site is via La Sarre, 134km to the southwest. Employee access, materials transport and haulage of copper and zinc concentrates take place over both of these roads."

Among the pile foundations of the 156 tall buildings over 18 storeys in Shenzhen, 86. 5% of them are constructed by slurry drilled piles, bored piles and excavated piles (hand-dug caissons). Based on the experiences of the engineering practices, the paper points out that the main quality problems of pile foundations in Shenzhen are: insufficient bearing capacity of single pile; poor concrete quality of pile; damage of the precast pile; pile tip not reaching the required bearing stratum and the thickness of bored/drilled sediment exceeding the specified. etc. The quality inspection methods that have been used include: check of construction records and excavating; static loading test; core sampling test; non-destructive test, etc. Treatments of quality problems used in Shenzhen are also introduced in this paper.

The Murray Basin is being heralded as the next major mineral sands province in Australia. Already exploration programs have delineated extensive commercial deposits and several companies are progressing with plans to produce zircon, rutile and ilmenite in the Basin. As these deposits are developed consideration will need to be given to several key issues of the Murray Darling Basin; the availability of fresh water and management of salinity in the area being two of them. In this paper ideas being developed in CSIRO that link the processing of mineral sands with the salinity problem in the Basin are presented. The proposal presented here is to process saline water to produce industrial minerals with large volume applications and to produce value-added products from the mineral sands in the Basin using reagents produced from the saline waters. Processes to produce titania pigment and zirconia consume chlorine, caustic soda, soda ash and hydrochloric acid, all derivatives of salt (sodium chloride). There may be a good economic incentive if these processing plants were located in the close vicinity of each other.

"*Paper written on project work carried out in partial fulfilment of B.Eng(Mining Engineering) degreeAfriTin Mining Limited plans to reopen the Uis tin mine in Namibia and establish a pilot processing plant for phase 1 of the Uis tin project, which is scheduled to commence in the last quarter of 2018 . A mining plan is required for phase 1 to supply the new pilot processing plant with 500 kt of run-of-mine ore per annum, for a period of 5 years. New geological mapping and three-dimensional modelling of the mining area were utilized to identify the most optimal mining locations that require low initial waste stripping. An open-pit mining method was selected to target the surface outcrops of the pegmatite orebodies. The mine design criteria were determined and used as input to generate the mine design by utilizing professional engineering software. The mine design was optimized and an overall stripping ratio of 0.81 was achieved. A 5-year production schedule was developed for the mine design according to quarterly periods of three months. A fixed production target of 125 kt of ore was assigned to the quarterly periods, and a ramp-up production target of 65 kt of ore was assigned for the first period. The mobile mining equipment requirements were calculated, and recommendations were made for implementing the 5-year mining plan. IntroductionAfriTin Mining Limited is the owner of the Uis tin project in Namibia and plans to reopen the Uis tin mine, which is located near the town of Uis, approximately 164 km north of Swakopmund. The Uis tin mine was owned and operated by Imkor Tin, a subsidiary of Iscor South Africa. Mining commenced in 1958, and the operation was closed in 1991. Steffen Robertson & Kirsten (SRK) defined the life of mine (LOM) plan for the historical Uis mine in 1989. The SRK report estimated the historical resources and reserves, which consisted of sixteen cassiterite-bearing pegmatite orebodies. SRK developed the most economical pit designs to provide the highest average tin grade at the lowest practical waste stripping ratio. Exploration data from the SRK report of 1989 was used extensively throughout this study, since no new exploration drilling has been conducted. The pegmatites are present as large, subvertical and outcropping veins up to 100 m in thickness. Once phase 1 is operational, mining will be conducted using conventional open pit mining methods. Initial production will be from exposed pegmatite veins in the old mine workings. AfriTin plans to establish a pilot processing plant by the end of 2018 to beneficiate run-of-mine ore at a rate of 500 kt per annum."

This paper describes a wind tunnel modelling study on airflow and pollutant concentration in a large open pit mine located in southern China. A 1:1000 scale model of the surface mine was fabricated and placed in a wind tunnel. Airflow velocity in the test section of the wind tunnel can be continuously adjusted from 0.3 m/s to 6.0 m/s. In this study, both the present pit condition and the projected final pit condition were modelled. Airflow direction and velocity profiles were obtained. The impact of wind direction and velocity on airflow was also studied. The pollutant concentration distribution in the open pit was simulated using smoke, and a distribution profile was obtained. Respirable dust concentrations at the mine site were measured, then its concentrations at the projected final pit condition were estimated using the obtained pollutant concentration distribution profile. Under normal meteorological conditions, it is expected that the respirable dust concentration for the final pit should not exceed the government standard. A cut-off wall has been designed and is currently under construction along the Back Dam of the existing tailings impoundment at Red Dog Mine, Alaska. The cut-off wall, which will be in the order of 5,000 ft long and up to 150 ft deep, when complete, is being excavated using a 40 metric ton Bauer trench cutter head mounted on a Liebherr crawler crane, in combination with a closed loop slurry pumping and de-sanding system. The tailings impoundment is situated in an area of warm permafrost and high potential seismic activity. Design incorporated an assessment of rock jointing to define the final depth of the wall along the alignment requiring the use of plastic concrete backfill to address the concerns associated with potential cracking of the wall due to settlement and during seismic activity. The results of the geotechnical investigation program, particularly with respect to variation in rock hardness along the wall alignment are discussed, as are the design criteria for the plastic concrete backfill, the challenges faced during construction, including scheduling of the work with the on-going dam raise activities of the mine, and the lessons learned with respect to potential productivities and selection of cutter wheels and teeth. Also described are the requirements for and advantages of utilizing a slurry boosting system to meet pumping requirements, re-design of the plastic concrete mix to consider workability and optimization of cutter teeth configurations to reduce wear through highly varied rock hardness.

THE literature of milling is replete with papers devoted to the subject of ball milling, all of which no doubt have contributed in one way or another to progress in that art. In this paper reference will be made to only a few of the many authors, but the value of the contributions of all who have written on that subject is hereby acknowledged. With a few exceptions the efforts of most students of the subject have been devoted to laboratory investigations of principles. Davis1 was one of the first to report on plant-scale investigations and to present to mill men certain criteria for the guidance of ball-milling practices. His conclusions with respect to the significance of sizing analyses of classifier sands in their relation to the factors of mill speed and ball sizing are particularly referred to. Those conclusions were: I. If the balls are large or the speed of the mill is high, crowding will appear at the finer sizes in the classifier sands. 2. If the balls are small or the speed is low, crowding will appear at the coarser sizes in the classifier sands. 3. The indications are that best efficiency is obtained when the screen analysis of the sands show a minimum crowding at any size. The last conclusion was qualified by the statement that it had not been proved conclusively. It is surprising, however, that the literature of later years reveals little evidence that millmen have made any serious attempt to apply those criteria. This may, perhaps, be explained by the fact that the average plant-scale ball-milling problem presents so many variables that an investigation of any one of them encounters the problem of control of the others-a problem that often is unsurmountable in a small plant. In a large plant, in which there is a duplication of grinding units in parallel operation, opportunity may be afforded for determining the value of such criteria. Nevertheless, a study of published data from grinding circuits of both large and small plants suggests that either Davis' criteria have been tried and found inapplicable or have never been given consideration. For the purpose of testing Davis' conclusions and with improvement of ball-milling efficiency as the final objective, a test program was initiated in the concentrator of the New Cornelia branch of the Phelps Dodge Corporation early in 1938. The practices of that plant have already been described .2 The fine-grinding units are arranged so that any one of eight units may be operated as a test unite and its results compared with those of the remaining units. All units receive similar feed from a common storage bin, in which the product of the fine-crushing plant is bedded by traveling tripper. The ball mills are all similar in size and operated at the same speeds, and are individually metered. The feeder conveyors of each unit are equipped with Merrick weightometers. Investigate the use and placement of lightweight concrete to improve ground control technology in deep mines where deformation occurs under heavy ground conditions and where there is danger of rock bursts. Approach Investigations of lightweight concrete properties and placement methods were conducted in the laboratory and in the field. Three test sections were completed: a monolithic, portal-type structure with integral walls and arch constructed aboveground; an underground test section constructed in a mine drift using plywood forms; and a test section constructed in a mine drift using an air-supported formwork. In the two underground test sections, the light-weight concrete was placed using a piston pump with concrete discharge line. A cooperating mine also used lightweight concrete, in the density range of 25 lb/ft3, to replace timber blocking in a raise preparation structure (the enlarged area across a vein where chutes and manway access arc placed). Other experiments included the use of precast lightweight concrete blocks in situations where ground support was needed, such as fur mine, ventilation doors, stoppings, and barricades.

A satisfactory well-cementing composition must retain its fluidity long enough to be pumped into Place; then it must develop within a reasonable length of time sufficient strength and impermeability to anchor the casing in position and to form an effective seal between the casing and the formations. These properties may be evaluated by pumpability, strength (compressive or tensile), and permeability tests. Laboratory test procedures for the determination of pumpability time and strength development have been outlined previously and are readily available,1 but a satisfactory and convenient laboratory procedure for the measurement of the permeability of set cement has not been developed heretofore. some permeability data have been obtained previously by passing air through dried cement specimens.2 such a procedure is unsatisfactory because the drying of set cement alters it physical and chemical properties and subjects it to conditions dissimilar to well conditions. Mining is one of world's oldest industries. Its rich history continues into modern times. The Waste Isolation Pilot Plant (WIPP) located in southeastern New Mexico is writing the next chapter in mining history. In fact, WIPP technology is the key to closure of the nuclear cycle with the disposal of nuclear waste in a deep geological repository. It might seem odd that the age-old institution of mining would be linked to the problem of nuclear waste disposal. In fact, the nuclear industry would not exist without mining. Uranium ore is mined from either underground or surface mines as the initial step in harnessing the magnificent resource of nuclear energy.
