"In response to a severe regional drought and in preparation for the further decline of water levels in Southern Nevada’s Lake Mead, the Southern Nevada Water Authority (SNWA) built a new intake system to ensure water supply to Las Vegas and its surrounding communities. In 2015, design began on the Low Lake Level Pumping Station (L3PS) that will move the water from this lower intake, ensuring operability of the water delivery system despite these declining lake levels. The L3PS Project includes a 159-meter-deep shaft, a large underground chamber, and 34-each 152-meter-deep, 2.4-meter-diameter drilled well shafts to be constructed in highly faulted and fractured ground. The Construction Manager at Risk (CMAR) delivery method was chosen to facilitate early contractor involvement in the design process to address the significant challenges and risks anticipated on this US$650 million Project. This paper describes the CMAR selection process; the CMAR involvement during design and benefits resulting from that involvement; and the unique collaborative effort among the owner, engineer, program manager and CMAR used to evaluate and select the best design approach, preferred underground construction methods, and coordinated geotechnical baseline report. PROJECT BACKGROUND AND NEED Seven of the United States’ western states rely heavily on the Colorado River and its tributaries for their water supply. The primary source of water for the Colorado River is winter snow that falls in the mountains ringing the Colorado River Basin. Flows in the Colorado River vary significantly from year to year, depending on the amount of snow and rain deposited in the basin. Beginning in the year 2000 and continuing to the present, snowfall has been well below documented historical averages and Colorado River flows have diminished."

CHUQUICAMATA open-pit mine is capable of producing a total of 105,000 tons daily. When the sulphide plant is operating to capacity the distribution of this quantity will be approximately 30,000 tons sulphide ore, 30,000 tons oxide ore and 45,000 tons of waste. At that time the combined capacity of the oxide and sulphide plants will be about 540 million lb of copper per year. Twenty one benches have been opened to date and all are still active except the three top ones at the northeastern limit of the pit. These have been pushed back to final slope line. The pit is 8850 ft long, 3540 ft wide and 980 ft deep. Benches are not all developed to a standard height as the large development shovels used in cutting new benches have been of different size and range. At this time new benches 521 ft high are being developed with an' 11-yd shovel. Ore haulage through the greater part of the pit operation has been on down grades to the crushing plant. With the opening of bench F-4 in April 1944 the first adverse-grade ore haul was encountered. Of the total tonnage now being mined, 35 pct comes from the four benches that are below the level of the crushing plant yard. Waste had been dumped on the same or nearly the same level as the bench from which it was removed up to the opening of bench F-4. Waste from this and lower levels is hauled to the level of the crusher, yard where it must cross the flow of ore traffic to reach the only available dumping space to the east of the mine. The average ore haul is 3.13 miles one way shovel to crusher, and the average waste haul from that portion handled by railroad is 3.32 miles one way from shovel to waste dump. Waste that is being removed by truck haulage from the upper part of the -mine is hauled an average of 1 mile. Ore loaded by trucks is hauled 3/4 mile to a car loading ramp and then by rail to the crushing plant. Drilling and Blasting There are two types of development for blasting being used: One for opening new benches and the other for bank shooting. The former consists of 9a in. diam churn-drill holes drilled 11.8 ft center to center in rows 10.2 ft apart with the holes staggered in the rows thus giving an equilateral-triangle pattern of 11.8 ft on a side. After the first block, 492 ft long by 71.5 ft wide, is shot in the pattern described above, the cut is advanced by smaller shots consisting of four rows of holes spaced 23 ft center to center with the rows 23 ft apart. These shots are fired in conjunction with side shots in which the holes are drilled 33 ft center to center and 29.5 ft back from the toe, thus squaring up the bank for subsequent shooting. The coming years should see moderate growth in the US coal industry. That growth may come at the expense of the oil and natural gas industries. Conoco pegs coal growth at 2% a year, until the year 2000. During that same period, Conoco projects only 0.5% annual oil growth and "a flat or negative trendline" for natural gas. This is compounded by the fact that coal has a delivered cost per Btu that is only half as much as it is for natural gas and only a third as much as it is for oil. So said Ralph Bailey to many of the 2600 attending the opening session of the American Mining Congress Coal Convention, May 12-15, in Pittsburgh, PA. Bailey is chairman of the AMC. He is also chairman of Conoco. While coal's projected growth is not spectacular, "it is in fact almost an assured growth," Bailey said. Weak oil and gas prices will likely prevent faster growth for US coal. Most of coal's increased demand will come from the electric utility industry and expanded steam coal exports. Conoco's study projects that domestic coal demand will be strengthened in the 1990s. By then, the present surge of nuclear power plant constuction will be over. And there will be a lack of acceptably priced, large-scale generation alternatives for utilities. "It is not likely that any electric utility is going to be ordering new nuclear reactors," Bailey said. "And as oil and gas supplies become scarcer and more costly, it is only logical that coal is going to fill the gap." At the same time, Bailey believes the US coal industry must find ways to lower its costs. He said cost excesses can be found in "regulatory overkill, labor, and simply bad habits" hidden by years of high inflation. "Those costs have now been laid bare, because we are going through a pe¬riod of disinflation. We have to put our house in order, particularly if we are going to compete in world markets." Bailey also touched on coal research. "The industry certainly accepts the fact that we must find a way to burn coal as cleanly as possible. A lot of work in that regard is going on. I expect there will be some significant break-throughs." Bailey said the coal industry is being squeezed this year. Last year, coal customers accumulated inventories in anticipation of a major coal strike that never materialized. Now, many utility customers are working down these inventories. So they are not taking deliveries on their coal contracts. But coal use is up in 1985, compared with 1984, Bailey said. So increased coal use, along with supply drawdown, should strengthen the coal market before the year is out, he said. After Bailey's presentation, some 100 speakers addressed policy and technical topics at 15 sessions during the four-day meeting. It was the first time since 1977 that the AMC Coal Convention has been held in Pittsburgh. And this year's attendance was up 40% from the last AMC Coal Convention held two years ago in St. Louis, MO. This year's registrants included 228 companies, 225 manufacturers, and 106 associated members. The only negative was the David Lawrence Convention Center. It was less than ideal. By turns, meeting rooms were too small, too cramped, or too far from one another. The session on longwall mining was so crowded that the doors were propped open so conference delegates could peer in. A concurrent manufacturers' forum session needed 50 more chairs to accommodate those wanting to attend. However, on to summaries of some of the presentations. Coal transportation and export Since Congress approved the 1980 Staggers Rail Act, railroad rates for hauling coal have not been excessive. In fact, rail rates for coal have increased less than 0.5% a year, in real terms, since 1980. Moreover, the market oriented principles written into Staggers are contributing to the improved financial and operational health of the nation's railroads. But no railroad is earning excessive profits. That is the gist of a coal transportation study being completed by the US Department of Energy. William Vaughan is DOE's assistant secretary for fossil energy. He affirmed the thrust of the upcoming report. Vaughan did allow that Interstate Commerce Commission (ICC) regulations on rate reasonableness could permit the railroads to exploit their monopoly power on captive shippers. Open-type, or main beam, tunnel boring machines (TBMs) can achieve impressive rates of production. This type of TBM typically outperforms other types of TBMs currently in use around the world. In good ground conditions, main beam machines have achieved production rates of more than 1 km/month (0.6 miles/month). However, installing effective ground support in poorer rock conditions on main beam machines can be a major cause of concern. The design of main beam machines is such that installation of ground support equipment, particularly at the front of the machine in what is commonly known as the L1 support zone, has traditionally been limited to rock drills and basic working platforms. Personnel working in the L1 zone have, until recently, been protected by roof supports and extended fingers, often with restricted access to working areas.

A considerable amount of work has been reported in the literature in regard to the texture and earing behavior of copper strip. The rolling texture of copper has been confirmed as (110) [112] and (112) [111], which yields ears of a drawn cup at the position 45" from the rolling direction.1-3 The recrystallization texture has been established as the cubic or (100) [001] texture, where the earing positions are at 0" and 90" to the rolling direction.4-8 It has also been reported that in the development of cubically aligned grains of copper strips, the percentage of this cubic texture increased with an increase of final reduction and final annealing temperature.8,9 A comprehensive study on H.C. copper (British commercial copper of high-conductivity quality = Cu 99.95 pct, O2 0.03 pct, Ag 0.003 pct, Fe 0.005 pct and Pb < 0.001 pct) was made by Cook and Richards.6 They concluded that the recrystallization textures could be described as one or more of the following textures: (1) a single texture (100) 10011, (2) a twin texture (110) [112] and (3) a random orientation, depending upon the previous history of the specimen concerned. The effect of various alloying additions in copper was reported by Dahl and Pawlek.10 They found that certain alloying additions, such as 5 pct Zn, 1 pct Sn, 4 pct Al, 0.5 pct Be, 0.5 pct Cd, or 0.05 pct P suppressed the formation of cubic texture. Brick, Martin and Angierll reported that the cold rolled textures due to various additions fitted a rather simple pattern. However, the recrystallization textures were subject to very considerable variations. In the discussion of this paper, Baldwin stated that deoxidized copper containing 0.02 pct P gave a complicated recrystallization texture at lower temperature. When this copper was annealed at high temperature, a single texture appeared which was described as (110) [ill] but. according to a pri- vate communication from Baldwin, this orientation reported was in error and should have been reported as (110)[112]. He also reported that the earing positions of drawn cups were at 60" to the rolling direction.12 Recently, Howald, in his discussion on the paper by Hibbard and Yen,13 reported that the rolling texture of phosphorus deoxidized copper, containing from 0.006 to 0.020 pct phosphorus, was of the pure copper type. When these coppers were annealed at lower temperatures, they exhibited a random orientation, and when they were annealed at higher temperatures they had a mixed (111)[110] and (100)[001] texture, depending on the severity of the final reduction and annealing temperature. However, the specific influence of phosphorus and other impurities on the recrystallization textures and the deep drawing properties of copper strip has not been thoroughly reported. Therefore, an attempt has been made in the present work to determine the rolling and recrystallization textures and also the earing behavior of five types of commercial copper and thereby to evaluate the effect of phosphorus and some other significant impurities on the development of texture for cold reductions of about 87 to 89 pct. Materials Used The five types of copper employed in the present investigation were two phosphorus deoxidized coppers of different phosphorus content (0.007 and 0.013 pct P), an oxygen-free copper (OFHC), an electrolytic tough-pitch copper, and a fire-refined tough-pitch copper. These materials were subjected to a thorough spectroscopic and chemical analysis. The designations and the chemical compositions were as shown in Table 1. The coppers, FA1, FA2 and FA3. were hot-forged from 3-in. billets into a ½ X 6-in. plate and cold rolled to the ready-to-finish gauge indicated below. FA4 and FA5 were hot rolled and scalped to ready-to-finish gauge. The grain size of all the materials in the ready-to-finish condition was about 0.030 to 0.045 mm. Table 2 shows the last stage of the production schedule for each copper strip used. Experimental Procedure ANNEALING, GRAIN SIZE AND HARDNESS DETERMINATIONS Specimens of each type of copper were finally annealed in air for periods of one hour at temperatures ranging from 300 to 1600°F and were subsequently cooled in air. The average grain diameter of the annealed specimen was estimated by comparing with a standard grain size chart. Hardness was determined on the Rockwell 15 T scale. CUPPING TESTS Cups were made in a blanking and drawing set, in which blanks of 2-in. diam were drawn to a cup of 1.25-in. diam with an average depth of about 0.75 in. The clearance between the punch and die was about 0.032 in. The ears of the cup were measured with a special fixture which read the height of ears to one-thousandth of an inch on every ten-degree interval along the circumference of the cup. POLE FIGURES The usual transmission diffraction method with unfiltered copper radiation was employed to determine the pole-figures of the specimens cold-rolled or annealed at 900°F. Because of the high number of accidental methane gas ignitions in metal and nonmetal mines, the Bureau of Mines searched for a simple guideline that would allow mine personnel to evaluate the methane hazard in a given mine. Air samples were collected by the Bureau in 53 metal and nonmetal mines and analyzed for trace evidence of methane gas. Samples were collected in the returns and at the working faces. Those mines classified as gassy by the Mine Safety and Health Administration had a significantly higher average methane concentration than those classified as nongassy. Of the 9 gassy mines sampled, 7 had methane concentrations above 100 ppm, whereas only 1 of the 44 nongassy mines had a concentration above 100 ppm. The 100-ppm concentration may be used as a simple and convenient guideline for forecasting the methane hazard in a mine, whether or not the mine is classified as gassy. There was no consistent correlation between commodity mined and methane concentration, nor was there a correlation between mine depth and methane concentration. Neither of these factors can be considered a guideline for predicting methane hazards.

PROBABLY no battleship of any great power save Japan could long remain in. the Pacific Ocean tinder present conditions, were it to depend for fuel supply on the hitherto developed coal or oil resources of any part of the adjoining lands in either hemisphere. This statement does not overlook the important but not inexhaustible oil fields of California, the bunker coals of British Columbia, nor the coals accessible and mined adjacent to Chinese water-ways. For both naval and merchant ships, however, modern practice seems to require high-grade Welsh or Pennsylvania bituminous even at great expense for transportation. Otherwise, we should not see British ships bunkering Welsh coal at Singapore nor the United States establishing a store of Pennsylvania coal at its naval base at Pearl Harbor, Hawaii. Compared with Atlantic coals, the best Miike and Nagasaki (Japanese) bunker coal, the Kailan coal of China, and the Welling-ton and Nanaimo coals of British Columbia, are dis-tinctly inferior, as one can soon learn from the chief engineers on Pacific liners. In addition to the coal used for steaming and bunker purposes, it is of increasing importance that an adequate supply of coking coal for metallurgical purposes should be made available at reasonable prices at industrial centers on the west coast of America, and at Japanese and Chinese coastal cities. The use of Chinese coking coals for smelting the iron of the lower Yang-Tse deposits is by no means so satisfactory as could be desired, while the poor quality. of Japanese coals for coking purposes is well known. If Russia, as seems not improbable, is to become a power on the Pacific in the course of the next few decades, she will doubtless develop an iron and steel industry in the Maritime Province, where an adequate and accessible supply of iron ore will necessitate a supply of coking coal.

Así, se deja sin explotar cantidades de mineral valioso que difícilmente pueden recuperarse. Para ello, se evalúa los factores que determinar la reducción de productividad y se plantean soluciones a partir de la actividad presente a través de la elaboración de un programa piloto de capacitación permanente que mejore e incremente la productividad de la industria minera.

A few years ago, (March 3, 1915) Congress passed a law providing for the establishments of ten mining experiment stations under the supervision of the Bureau of Mines. In 1917 the Secretary of the Interior decided that one of these stations should be devoted to Petroleum, and in the early part of 1918, approved the establishment of the Petroleum Experiment Station at Bartlesville, Oklahoma, upon the condition that the city furnish the site for the buildings and guarantee $50,000. for the erection of the buildings. A building site of 5 acres and the necessary building fund was furnished by the Bartlesville Chamber of Commerce.The buildings consist of an administration and laboratory building, both of brick construction. The former is a two-story structure of eight rooms. A large room occupying over half of the main floor is devoted to the library, reception room, and clerical force. The remaining rooms comprise a drafting room and six offices occupied by the staff assigned to this station. The laboratory is a one-story brick building and contains a well-equipped chemical and physical laboratory, also a machine shop and mechanical laboratory. In addition to the main buildings there now are on the property an experimental refinery, a blue-print house, and a store house. These latter buildings are all of sheet-iron construction.

The geological mapping of Lincoln and Flathead Counties was a five-year project undertaken by the Montana Bureau of Mines and Geology. This paper, written by the Project Geologist of the survey, is primarily concerned with the stratigraphy of the Belt rocks encountered in mapping. Lincoln and Flathead Counties of northwestern Montana are underlain by sedimentary rocks of the Belt Series of Precambrian age. In only a very small part of the area, near Libby and Troy, have economic mineral deposits been worked with any success. Most of the area has been inadequately mapped as to geology. The region is crossed by the Great Northern Railway and served by the Pacific Power and Light Co.; officials of these two companies believed that with better geologic maps, prospecting might be stimulated and lead to the discovery of mineral resources that would contribute to new economic development within the area. A cooperative mapping agreement was proposed jointly by the two companies to the Montana Bureau of Mines and Geology in May 1958, and thus was born the Kootenai-Flathead five-year project. The dual objectives of this project are: 1) the possible location of mineral deposits of economic value, and 2) the &apos;&apos;stimulation of prospecting exploration" by others. This was to be achieved by geologic mapping of some 6800 sq miles and by establishing a field office in Kalispell where prospectors could come to have their rocks and minerals identified and receive geological advice on their problems. This writer has finished four field seasons as Project Geologist and thus became familiar with the Belt section in the Libby, Yaak River, Ural, Thompson Lakes, Pleasant Valley, and Stryker quadrangles (see Fig. 1). Progress on the project is given in annual reports issued by the Bureau.* This *Montana Bureau of Mines and Geology, Bulletins 12 (1959), 17 (1960), and 23 (1961). paper is concerned essentially with the stratigraphy of the Belt rocks so far encountered in mapping. PREVIOUS WORK IN THE AREA Willis28 made the first study of the stratigraphy and structure in the Lewis and Livingston Ranges of Glacier Park just east of the project area. In 1904, Daly made a study of the Belt rocks of the 49th parallel, using the names from bottom up, Creston, Kitchener, Moyie, and Gateway, for rocks ranging in age from that of Prichard to that of basal Missoula group. Walcott26 studied the Belt rocks exposed in the Mission Range (see Fig. 1) and other areas to the south of the area under discussion. Calkins and McDonald made a reconnaissance of northern Idaho and northwestern Montana in 1905. Calkins was the first to use Walcott&apos;s term &apos;Ravalli&apos; as a group name for the strata equivalent to the Burke, Revett, and St. Regis formations (see Table I). Simplify the spraying of sealants onto coal mine roofs. Approach A nonclogging system in which dry-fed sealant is mixed with water down-stream of the spray nozzle, has been developed and tested. How It Works The two-channel nozzle of this spray discharges two separate flows, a mixture of air and dry sealant from a central cylinder, and an encircling spray of water from a concentrically mounted water ring (a ring-shaped manifold). Downstream of the nozzle, the water mixes with the air and sealant to form a wet sealant spray that adheres to mine surfaces with very little rebound. (See photograph.) Extensively modified commercial spray machines are used to feed the sealant to the spray nozzle smoothly, without raising dust. Plugging of the nozzle is practically eliminated by two self-cleaning design features of the nozzle. These are the air gap and the tapered bore of the cylinder, (See drawing.)

MACHINE mining on the pitch plays an important part in the produc-tion schedule at the Salem Hill Colliery of the Haddock Mining Co. This mine is just outside the city of Pottsville, in Schuylkill County, along the southern border of the Anthracite Region. The entrance to the mine is through a cross-measure tunnel 15 ft. above water level and running north 1500 ft. until it strikes the Rabbit Hole vein, where the machine mining is carried on. The main slope, dipping south, was sunk 1200 ft. in the Rabbit Hole vein with levels turned off at 300-ft. intervals. The vein is from 24 to 30 in. thick on a varying pitch of 20° to 40°. The overburden has differed from 50 to 466 ft., the most recent work having the maximum overburden. Immediately over the Rabbit Hole vein is a seam of soft sand slate from 1 to 4 ft. thick which presents a problem at times because it dis-integrates rapidly when exposed to the air. It will crack up and fall without any audible warning, therefore the workmen must always be on the alert, watching for loose slabs. The main top is sandstone, vary-ing in thickness from 8 to 20 ft. The bottom rock is similar to the top, but is finer grained and subject to a more complete disintegration. The vein has a 3 to 4-in. shelly band along the bottom, and all under-cutting has been done in this soft band.

Brown iron ore deposits in Quitman County, Ga., were investigated by the Federal Bureau of Mines in cooperation with the State of Georgia, Department of Commerce, and the University of Alabama. Ninety-one holes were drilled, having an aggregate footage of 2,188 feet; seventy-one holes penetrated 248 feet of iron mineralization. Average thickness of the ore zone was 3.5 feet under an average thickness of 14.7 feet of overburden. The drilling developed inferred reserves containing nearly 30 million long tons of crude ore with an average analysis of 28 percent iron plus minor quantities of manganese. Test work done by the Bureau on the crude ore samples indicated that they would upgrade by current lug washer practice, with the use of a 1i8-inch screen, and yield 4.4 million dry long tons of concentrate with an average analysis of 52.1 percent iron plus manganese. The weight recovery obtained was 14.7 percent. Research studies made by the Bureau showed that the weight recovery would be increased by changing the screen size without any appreciable sacrifice of grade. The average weight recovery was increased to 18 percent with a 10-mesh screen and 22.8 percent with a 20-mesh screen. Screen tests studies indicated that there was no appreciable interlocking of the iron and manganese minerals and the clay and silica waste particles of the materials retained on a 200-mesh screen. Clay was prominent in micron-size slimes. Silica was deleterious in the minus 20-mesh size.

The purpose of this report is to supply the Coal Classification Committee&apos; with information for use in the formulation of a system of classification of coals according to their uses. Consideration is given here only to the nonferrous metallurgical operations that consume relatively large amounts of coal or coke; i. e., the smelting of copper, lead, zinc and aluminum. For all of these uses, coal of certain definite qualities is desired. Geographical location, however, often determines whether these qualities can be specified. In some instances the preferred qualities must be specified, regardless of cost. In others, quality may be sacrificed for lower cost, although the best quality consistent with cost is usually the determining factor. These considerations will be outlined in the following discussion under the various uses, which, however, will illustrate the impracticability of preparing definite specifications for coal used in the majority of the nonferrous industries. Coal and Coke in Copper Metallurgy From the standpoint of coal consumption, copper smelting and refining operations are the most important of the nonferrous metallurgical uses of coal. As nickel ores treated in the United States and Canada are associated with copper, the first step in their recovery is really a copper-smelting operation; accordingly, the following considerations under copper smelting apply equally to nickel. Copper Smelting in Reverberatory Furnaces.—For a long time, rever-beratory copper-smelting furnaces were fired with lump coal burned on grates in a fire box. Later, lump coal was displaced by pulverized coal or oil burned directly in the smelting chamber. Recently, natural gas has been used in several plants, although producer gas was used for this purpose at Great Falls as early as 1903.2 Requirements for coal used in

VANADIUM is generally spoken of as a rare element; but, even in the light of our resources as known a couple of years ago, this description could be accepted in a qualified sense only. In fact, vanadium is very widely distributed, being a constituent of most clays, while even caustic soda has been shown to contain almost regularly a minute proportion of it, although the quantity in each case is so small as to render impracticable the extraction of the metal there from with profit. The opening-up of a large deposit of vanadium sulphide ore in South America has put a new phase on the commercial outlook of vanadium, the technical value of which for the improvement of steel has been proved by rigorous scientific investigation.

IF all of the 14 million tons of kaolin produced in Georgia through 1949 had been mined from a single deposit 20 ft thick, it would represent a mined-out area of less than 1 sq mile. This measure of depletion is in such strong contrast with the large size of the area shown in Fig. 1, from which most of the output has come, that there has developed an optimistic outlook concerning future supplies of kaolin equal in grade to that already mined. Dozens of mines are widely but not evenly distributed within this area, which consists mostly of parts of Twiggs, Wilkinson, and Washington counties. There are scarcely half a dozen kaolin mines elsewhere in the state that have been appreciably productive, although the areas in which they occur may have good possibilities. Most of the efforts to find new deposits, therefore, will be confined to the area shown in Fig. 1, for it is here that the industry has established its facilities, and prospecting is encouraged by relatively numerous outcrops and opened deposits of kaolin.

The term "total operation" is meant to include problems that cannot be answered from the standpoint of either the blast furnace or the open hearth separately but must be studied by considering the interrelations of these two processes. There are other ways of expressing this idea, such as reference to the blast furnace and the open hearth as an integrated process or by emphasizing the interrelation and interaction of the two processes. Much progress has been made in metallurgy and other fields by breaking complicated processes and reactions into simpler parts and studying each of these intensively. This intensive study frequently is done under the controlled conditions of the laboratory experiment. The entire process is understood better by this specialized study of each of its parts. This procedure is so satisfactory that an understanding of unit operations is a fundamental requirement of chemical engineering. Much discussion of the open-hearth process is in terms of one heat or one furnace. By this is meant that the conclusions apply to one furnace, wherever it may be. Furnaces seldom occur singly; they are located in groups and these groups are located in steel plants having characteristic blast-furnace equipment. Problems that are affected by the number of furnaces operating, by the number of blast furnaces in the plant and by the fact that the open- hearth shop is dependent on the bla furnace capacity rather than on its o needs for the amount of iron available among those which, in contrast to "u operations," we have chosen to call "to operations." Many of these problems, such as cha ing delays and the general mechani problem of material handling, are familiar that merely to define " total op ations" brings them to mind. These pr lems are of such importance that alrea they have received careful thought 2 study and probably will merit furt study. As will be shown later, these mechan problems are so intimately related metallurgical problems of total operati that the effect of certain changes cannot ascribed with certainty to either a mech ical or a metallurgical cause entirely. A study of Americarf coal-mine practice shows two of its distinctive features to be: A greater number of accidents per thousand employees than in any of the other leading coal-producing countries; a much greater percentage of the coal lost than in any of the other leading coal-producing countries. Although our subject is mainly concerned with the second feature, any consideration of mining methods should include safety, efficiency, and economy or costs. If the argument could be offered that our wasteful mining was necessary on account of safety, and that it is carried out with less loss of life than in other countries, the plea for conservation of coal could not he so strongly urged. But when we are wasteful of both life and property, the subject merits more: consideration than it has received. Some coal operators will doubtless say that the unit of accidents should be the number per million tons produced rather than per thousand employees, for by adopting this unit America probably stands in the lead rather than the lowest among the countries. However, vital statistics are not usually so expressed by other governments, by life and accident insurance companies, or in other industries, and it is merely begging the question and attempting to bolster up a bad condition to adopt a peculiar unit for the statement of our accidents. For many years the statement was made by various agencies, and was unchallenged, that "For every ton of bituminous coal mined in the United States a ton had been lost in the way of pillars left in the mines." This statement was undoubtedly true for many years, and although in the past decade some progress has been made toward obtaining a higher extraction, and in some districts very decided progress, the loss is still great; and, although no exact data can be given, it is probable that for the United States as a whole at least one ton is lost for every two mined.
