Introduction This chapter addresses the need for operation manuals, presents an outline as a guide for writing the manual, discusses who should write the manual, suggests how it is implemented and gives tips to potential manual writers. Theory & Purpose of Operating Manuals The primary objective of the operating manual is to provide every operator the benefit of a uniform minimum level of training. This training is not only critical to the safety and efficiency of every employee, but also provides a basis for incorporating future operational improvements into standard and emergency procedures. The manual promotes safety through- out and additionally has a special section devoted to safety. The operator should be able to find information on chemical and physical hazards as well as be exposed to safety procedures for such items as motor lockouts and tank entries. The operating manual will usually reference a separate safety manual or incorporate parts of the safety manual. Safety is also promoted through standardized procedures for operation of equipment. Standardized operation is the second most important reason for the writing of manuals. If equipment is started, operated, and shut down in a consistent manner, then operational efficiency should be maximized. If it is not, then the procedure is adjusted until it is. The experience of many can be condensed into set responses for start up, shutdown, steady state operations, and upsets. Implicit with the standardized operation objective is a minimum level of training the operator will receive by thorough familiarization with the manual. The ability to know the contents of the manual is a basic requirement for operator status. The operating manual serves as a basis for a training program both at the start of the new plant and as new operators are hired or promoted into the job. The operating manual is a collection of at least part of the knowledge that "key people" own and will cushion the loss of key personnel for whatever reason. The manual can only fulfill these lofty goals by being a dynamic document. Manuals must change as equipment is modified and superior techniques evolve. Transport technology has produced social changes since the invention of the wheel five millenna ago when man was freed from the need to expend large amounts of energy to move goods and people. Further impetus came with the Industrial Revolution when mechanical power producing devices were applied to land and-water transport. This leap, together with the application to air transport has caused enormous social changes in our way of life. The state of technological advancement of transport modes has dictated to a large degree the develop- ment of Australia and Papua New Guinea. It is suggested that we should not make advances for technology's sake but examine the real needs of the users of transport and ensure that the un- necessary costs are not incurred. The transporting techniques for the ore, waste and slurries used by Bougainville Copper in Papua New Guinea are, in general, quite conven- tional but the scale of operations and the location has modified some modes. in particular the soft' overburden and concentrates were slurried for trans- port and the lack of experience in humid climates restricted the choice of the mine haulage truck. The near future of the transport. industry is seen as an expansion in equipment sizes but the suggestion is made that we need to examine more than the economic and technical aspects; it is necessary for the social con- sequences of our actions to bear examination by outside opinion

Although early Spanish settlers used coal several centuries ago, significant commercial coal mining in New Mexico began in 1861, when the U.S. Army opened a mine to supply Fort Craig. Since then, coal from the state has been used to fuel railroads, lead and copper smelters, and other local industry. In recent years, lower-cost strip mining methods and an increased demand for coal by electric utilities in the Southwest have caused an increase in New Mexico coal production. The coal-bearing regions of New Mexico underlie about 25,000 square miles or20.6 percent of the total area of the state. However, the majority of coal-bearing regions lie under Indian lands that are regulated by the Office of Surface Mining (see Navajo and Hopi data on pages 72-75). Today, most of the coal produced in New Mexico comes from the San Juan Basin in the northwest part of the state and the Raton Area in the north central part. New Mexico's reserves are estimated to be 4.6 billion tons, about one percent of the national reserve. New Mexico's permanent regulatory program was conditionally approved December 3 1, 1980. Its Abandoned Mine Lands Program was approved July 17,198 1.

A DEMAND for specialized knowledge has directed engineering curricula towards competency in some particular field or occupation. Preparation for life in a broad sense of completeness has received little consideration. Ways and means are needed for weaving some of the threads of liberal education into the fabric of engineering education. Any effort to develop a humanistic-social stem of engineering education will depend largely upon the content of the courses and the type of instruction offered. Many of the courses in college curricula are intended to lay a foundation for more advanced courses to be taken later by those. who specialize in some particular field. Students in other fields lack the background necessary to take the advanced courses and have too much detailed information, soon forgotten, forced upon them if they pursue the foundation courses. To develop a humanistic-social stem for engineering education existing catalogue courses selected should follow some general plan aimed towards broad educational objectives. The natural vertical fracture system in bituminous coalbeds is called cleat. Cleat orientation commonly controls the direction of mining with major development paralleling the face cleat. Previous researchers have categorized the origin of cleat as endogenetic, relating the origin of cleat to compaction and coalification, and exogenetic, relating the origin of cleat to tectonic forces. In the coalbeds studied for this report it was found that tectonic forces were the controlling factor of cleat formation. Face cleats were formed as extension fractures during structural deformation, and butt cleats, as release fractures during erosion and uplift. The face cleat of the Pittsburgh coalbed rotates from N 80° W in north-western West Virginia to N 57° W in southwestern Pennsylvania; the face cleat maintains a perpendicular orientation to the shifting axial trend of local structures. Cleat orientation in other bituminous coalbeds in Virginia, Utah, Oklahoma, and Central Pennsylvania showed a similar relationship to local structure. Directional permeability of coal is directly related to cleat. Holes drilled perpendicular to the face cleat yield from 2.5 to 10 times the amount of gas released as compared with holes drilled perpendicular to the butt cleat.

In an article on magnesium and its alloys, Gann and Winston! stated that manganese has a limited solubility in the liquid state. W. Schmidt2 showed a diagram according to Joseph Ruhrmann indicating that the solubility of manganese in liquid magnesium falls from about 2.65 per cent at 790°C. to about 0.5 per cent at 675°C. The curve was extrapolated to show zero solubility at the melting point of pure magnesium (Fig. I). This work suggested that at the lowest manganese contents it was not possible to detect either a eutectic or the formation of a solid solution, so that manganese was stated to be present in the structure as large individual crystals. Two years after the presentation of, these results, Gann3 brought evidence to show that some manganese is capable of dissolving to form a solid solution, any excess of manganese present then assuming chiefly the form of small blue-gray particles scattered throughout the primary magnesium crystals, occasionally in clusters but seldom at the boundaries. He presented micrographs of cast alloys containing 0.1, 0.4 and 1.0 per cent manganese that show a small amount of coring around the individual particles due to solid solution, and indicate that the location of the manganese particles is closely associated with the original dendritic structure of the primary crystallization. He also pointed out that the amount of manganese that can be dissolved in magnesium depends on the amount of other alloying elements present, the effect of the second alloying element being to decrease the amount of manganese retained in the alloy. E. Schmid and G. Siebe14 have determined the solid solubility of manganese and its variation with temperature by means of precision X-ray diffraction measurements. They found that the solubility is 3.4 per cent at 645°C. and decreases to practically zero at 200°C. It is apparent that the X-ray diffraction measurements of Schmid and Siebel are not in agreement with the results of Ruhrmann as presented by Schmidt. This disagreement, and also the lack of data on magnesium-aluminum-manganese and magnesium-zinc-manganese systems, led the author to the present investigation, to determine accurately the liquid solubility of manganese and its variation with temperature. Experimental Method The experimental method for making solubility determinations consists of saturating the molten magnesium or the alloys with manganese at various temperatures and analyzing the dip samples taken from these melts. Melting is carried out in a cylindrical steel pot heated by an electric resistance furnace. The pot had a metallic outside coating to protect the steel against oxidation, and a graphite inside lining to prevent the contamination of the melt by prolonged contact with iron. The inside diameter of the pot was 4 in. and the depth 12 inches.

(communication to the Secretary): I have been specially interested in Mr. Drake's valuable contribution to our knowledge of the Chinese coalareas, as I had occasion, about a year ago, to make a reconnoissance over some of the coal-fields in the Yangtse river valley. I noticed, as he appears to have done, certain peculiarities which may eventually prove to be characteristic of the Chinese coal-measures, at least in central and northern China. The most striking feature, perhaps, is the invariable proximity of the great granite masses to those coal-deposits which have an anthracite character. In common with all other anthracite areas elsewhere, the Chinese show evidences of profound stratigraphical disturbances. The sedimentary rocks are folded, faulted and dislocated in a manner similar to those of the Pennsylvania anthracite-regions. It would seem that the intrusive granite had much to do with converting the original bituminous into present anthracite. The action of the granite was probably direct as a conveyor of heat, and indirect as dynamic force in dislocating, overturning, and compressing the coal-measures. My stay in China was unfortunately cut short, so that I was unable to collect fossils, or to give this highly interesting and important subject more than passing attention. Cholnoky* and Richthofen are practically agreed that these granite eruptions took place during the Tertiary period—probably the Eocene. This profound tectonic movement has had a most important effect upon the geological conditions in central and northern China, and will be, I am sure, a potent factor in the economic development. Evidences of disturbances and metamorphism are very abundant in the anthracite-areas of the Yangtse valley. I noticed the coal in them, as did Mr. Drake in northern China, to be often flaky and " slickensided."

The material balance equation used by reservoir engineers is arranged algebraically, resulting in an equation of a straight line. The straight line method of analysis imposes an additional necessary condition that a successful solution of the material balance equatiott should meet. In addition, this algebraic arrangement attaches a dynamic ineuning to the otherwise static material balance equation. The straight line method requires the plotting of one variable group vs mother variable group. The sequence of the plotted points as well as the general shape of the resulting plot is of utmost importance. Therefore, one cannot progrm the method entirely on a digital computer ar is usually done in the routine solution of the material balance equation. If this method is applied, then plotting and anaIysis are asential. Only the appropriate equations and the method of analysis and interpremtion with comments and discussion are presented in this paper. Illustrative field examples for the various cases treated are deferred to a subsequent writing. INTRODUCTION One of the fundamental principles utilized in engineering work is the law of conservation of matter. The application of this principle to hydrocarbon reservoirs for the purpose of quantitative deductions and prediction is termed "the material balance method of reservoir analysis". While the construction of the material balance equation (MBE) and the computations that go with its application are not difficult tasks, the criteria that a successful solution of the MBE should fulfill have always been a problem facing the reservoir engineer. True and complete criteria should embody necessary and dcient conditions. The criteria which the reservoir engineer uses possess a few necessary but no sufficient conditions. Because of this, the answers obtained from the MBB are always open to question. However, the degree of their acceptability should increase with the increase in the number of the necessary conditions that they should satisfy. Generally, the necessary conditions commonly used are (1) an unspecified consistency of the results and (2) the agreement between the MBE results and those determined volumetrically. This second criterion is usually overemphasized. Actually, the volumetrically determined results are based on geological and petrophysical data of unknown accuracy. In addition, the oil-in-place obtained by the MBE is that oil which contributes to the pressure-production history,' while the volumetrically calculated oil-in-place refers to the total oil, part of which may not contribute to said history. Because of this difference, the disagreement between the two answers might be of paramount importance, and the concordance between them should not be overemphasized as the measure of correctness of either one. In this paper, a third necessary condition of mathematical as well as physical significance is discussed. It is not subject to any geological or petrophysical interpretation, and as such, it is probably the most important necessary condition. It consists essentially of rearranging the MBE to result in an equation of a straight line. This straight line method of the MBE solution has invalidated a few long time accepted concepts. For instance, it has always been advocated that if a water drive exists, but one neglects to take it into account in the MBE, the calculated oil-in-place should increase with time. The straight line method shows that in some cases, depending on the size of the neglected aquifer, the calculated oil-in-place might decrease with time. The straight line method requires the plotting of a variable group vs another variable group, with the variable group selection depending on the mechanism of production under which the reservoir is producing. The most important aspect of this method of solution is that it attaches a significance to the sequence of the plotted points, the direction in which they plot, and to the shape of the resulting plot. Thus, a dynamic meaning has been introduced into the picture in arriving at the final answer. Since the emphasis of this method is placed on the interpretation of the sequence of the points and the shape of the plot, one cannot completely automate the whole sequence to obtain "the best value" as normally done in the routine application of the MBE. If one uses the straight line method, then plotting and analysis are musts. The straight line method was first recognized by van Everdingen, et al,2 but for some reason it was never fully exploited. The advantages and the elegance of this method can be more appreciated after a few cases are carefully treated and worked out by it. Electrical power generation was studied in a laboratory-scale, open-cycle vortex MHD generator, which offers several advantages over straight-channel generators that require separate combustors. Compactness, lower capital cost, and high-energy release are obtained by combining the combustor and generator into one unit in the vortex generator. In addition, the vortex generator uses a simple solenoid rather than the more complex and expensive saddle magnet required for straight channel generators. Although the vortex generator must utilize combustion gases with a low Hall coefficient in order to be efficient in direct comparison to the linear generator, the primary motivation for this experimental device in terms of ultimate objective was to investigate the vortex generator with applications to direct coal firing and with combustion taking place in specially designed expansion nozzles. The vortex device offers one decided advantage over the linear device in this regard because slag deposits do not degrade or short-circuit the coaxial electrodes as is the case for a linear machine. The experimental vortex generator consists of a modified cyclone burner 7 ½ in ID by 21 in long, with the inner wall used as one electrode together with a coaxial center electrode. Power was obtained by impressing an axial field of 3,000 G from an air core solenoid magnet. Tests were conducted by seeding natural gas seeded with potassium acetate and burning with preheated oxygen-enriched air. Power generation was lower than calculated because theoretical plasma velocities were not achieved.

Last October a committee was appointed by The War Service Association of Manufacturers of Solder and Bearing Metals, Inc. to consider the report of the U. S. Bureau of Standards to the Conservation Division of the War Industries Board, a letter of the War Industries Board, and the discussions of this letter as reported at the meetings of association and to summarize the information thus obtained. The report of this committee has just been printed. The committee agrees with the Bureau of Standards that 99 per cent. tin can be used. It also finds that a very small amount of lead might increase the tendency of the bearing to crack and that lead has a hardening effect on babbitts up to a possible limit of 10 per cent. of lead. Still in the so-called genuine babbitts, in the presence of lead a certain proportion of low melting point eutectic is introduced which admits of the bearing being poured into thinner sections and is decidedly advantageous in the die-casting process in producing a much smoother casting. But the committee recommends that the Bureau of Standards thoroughly investigate this point. Lead-base babbitts, to give satisfactory service, must be carefully made of the proper raw materials. The bronze hearing that has been thoroughly tinned and containing the thinnest possible babbitt lining is now becoming recognized as the ideal bearing. A RKANSAS is not only a geologist's paradise, but Ait is also particularly fortunate in possessing a wide variety of mineral resources. The future mineral production and mineral industry of Arkansas, like the other states in Mid-America, will probably depend to a large degree on efforts to increase the exploitation of the non-metalliferous deposits of the state. The term nonmetalliferous, as used in this paper, embraces all types of mineral deposits, except fuels, water, and those deposits from which, after bene-ficiation, metals are ultimately derived. For example, bauxite is the ore of aluminum, but a considerable portion of the bauxite mined eventually is employed in the production of nonmetallic alumina, an important oxide in the abrasive and ceramic industries. The bulk of the production, however, becomes metallic aluminum and therefore this type of mineral resource is considered metalliferous and is omitted from this paper. Arkansas' nonmetalliferous deposits are of many different types, too numerous to discuss in detail in a single paper; therefore, only their salient features are presented. Many types of deposits such as limestone, glass sand, novaculite, shale, and sandstone are exposed over wide areas, providing inexhaustible reserves. Other types of deposits, such as barite and tripoli, contain large reserves which certainly are not unlimited. Still other types of deposits, such as celestite, kaolin, and vermiculite, appear to occur in small isolated deposits containing relatively small reserves. Of course, all of Arkansas' nonmetalliferous deposits probably have not as yet been recognized, nor have all of the known deposits been prospected, tested, and evaluated. Various types of deposits are too low grade or too limited in extent to be profit- ably produced by today's standards. In the case of other deposits, the known uses are few in number, thus acting as a retarder to their development. Due to anticipated technologic advancements, the future demands of industry are not expected always to be the same as they are today, and therefore idle deposits or those of current limited production may readily become the important revenue producers of the future. The types of nonmetalliferous deposits discussed here include: clays, shales, and slates; silica deposits including glass sand, novaculite, tripoli, sandstone, chert, and quartz crystals; limestone and dolomite; barite; gypsum; celestite; nepheline syenite; green-sand; phosphate; vermiculite; fuller's earth; ben-tonite; diamonds; sand, and gravel. The location of the various types of deposits are presented on the accompanying map (fig. 1). Symbols indicate the general area of occurrence. Many deposits, such as limestone, shale, novaculite, and so on, are represented by formations which could only be properly shown on a geological map. In these instances only active deposits or those of exceptional merit are indicated by symbols on the map. A general northeast-southwest line divides the interior highland from the Gulf Coastal and Mississippi Alluvial Plains of south and east Arkansas. The data presented in this paper are only a surnmary of a portion of a more comprehensive survey and study of the natural resources of the entire state.' The study was sponsored and underwritten by the Arkansas Power and Light Co., Little Rock, as a public service to the state and its residents. Permission to present some of the data and conclusions resulting from the survey is gratefully acknowledged. D. B. DOWLING,* Ottawa, Ont.-I do not propose to start any argument, but really there is a comeback to what Mr. Coste says.1 Geography is probably not geology, but geology is geography. You cannot regard structure as geography on the surface, but it is geology as soon as you get under the surface. In Canada, it is quite true that they went too close to the Rocky Mountains. When boring in the foothills, as Mr. Coste says, they were too close to the mountains where they got into a faulted area, and if there had been storage, it probably would have lost a good deal of the oil. The situation in the Calgary field is one that might be interpreted in many ways, but in front f the foothills there is a very deep syncline. The gas and oil that is recovered on the edge of the, foothills is of such a nature that we must assume that it is not the pure crude oil. It seems to be somewhat refined, or a condensation product. The solution, or at least the argument that appeals to me, is that as the deeper part of that basin is, say, 6000 ft. below sea level, there must have been some breaking up of the oil on account of pressure and of the heat, and we are getting gas, traveling up toward the surface in the foothills; and as it comes up, it probably condenses again, and is caught in folds on the edge of the syncline so that we have a natural condensing machine there. The oil is not found on the eastern side of the folds, it is found on the western side. On the eastern side and on the summit there is a little light oil, gasoline, we will say, blowing into the well once in a while; now that looks like a natural condensation of the gas and a storage behind the summit.

A series of flotation experiments were carried out in a 2.25-dm3 laboratory-scale Rushton turbine cell using hydrophobic quartz particles. Flotation was performed at a constant mean bubble diameter over a range of superficial gas velocities and impeller rotational speeds. The overall flotation rate constant increased linearly with increasing superficial gas velocity (and hence bubble surface area flux). The rate constant also increased linearly with increasing energy dissipation, until a maximum value was reached. A further increase in energy dissipation had little effect on the rate constant. The dependency of the rate constant on energy dissipation is a reflection of the size range and hydrophobicity of the particles used in this study. The flotation rate constant increased with increasing particle size, except at the highest energy dissipation value examined, for which the flotation rate of the larger particles reached a plateau and, in some cases, decreased. Good agreement was obtained between the experimental results and those predicted by a fundamental flotation model using experimentally measured values for mean energy dissipation and the Sauter mean bubble diameter. The bubble velocity was adjusted to obtain the best fit to the experimental data. The inferred bubble velocity, based on the flotation model, was found to increase with increasing superficial gas velocity (and bubble surface area flux) and was found to decrease with increasing impeller rotational speed. While the inferred bubble velocities were significantly lower than experimentally measured bubble velocities, and, except at low superficial gas velocity values, significantly higher than the bubble swarm velocity calculated from gas holdup measurements, similar trends with impeller rotational speed and superficial gas velocity were observed in all cases.

An approximate method of calculation is developed in this paper which allows duplication of radial unsteady-state gas flow computer results where Darcy's law applies, such as those reported by Aronofsky and Jenkins and Bruce, Peaceman, Rachford, and Rice. Moreover, the new calculation method can be used to obtain results for radial unsteady-state gas flow obeying the quadratic flow law proposed by Duwez and Green. Means are discussed for predicting well behavior at single or superimposed flow rates in finite or infinite reservoirs, determining reservoir rock properties from well-test data, reproducing and interpreting back-pressure test data, and determining the radial extent and reserves of gas reservoirs from well-test data. Example calculations are presented for gas flow following both Darcy's law and the quadratic flow law. INTRODUCTION Since the publishing of U. S. Bureau of Mines Monograph 7,1 most gas-well testing methods have been based on the equation q = y (pl2 - pw2)a, where q = production rate, pl and pw, are formation pressure and sandface pressure, respectively, and y and a are constants to be obtained from test data. These methods, used for predicting both deliverability and "open-flow" capacity of gas wells, have been useful and accurate in many cases but unsatisfactory in others. Even at best, however, they do not supply information about the formation or lead to an understanding of nonsteady-state gas flow in porous media. Many theoretically based studies2-4 of gas flow obeying Darcy's law have been made.' Since the partial differential equations which result from combining Darcy's flow law with the continuity equation are nonlinear, most of the published research consists of either numerical solutions or analytical solutions for linear approximating equations. Such solutions have been of limited value in field work due to their unhandy form and their failure to correlate most field data. There is evidence5,6 which indicates that Darcy's law is inadequate to describe gas flow at some flow rates of practical interest. A quadratic flow law: which reduces to Darcy's law at low rates, is more successful in accounting for experimentally observed behavior. This flow law has been applied successfully to a few hypothetical reservoir cases in work which has recently been published.10 However, these numerical solutions of the equations involved have been successful only on a special analog computer. Routine applications to field cases would be awkward and have not been attempted. The present paper describes an approximate method for computing nonsteady-state gas flow solutions which has been completely successful in predicting the results for both Darcy flow and quadratic flow obtained by elaborate numerical methods. The new calculation method allows determination of the observable variables in gas-well testing at constant rates. It is similar to the scheme of using a succession of steady states suggested by Muskat7 in that it makes use of steady-state and material-balance equations. It also is similar to the work of Aronofsky and Jenkins2 in that the new method includes Aronofsky and Jenkins' stabilized flow equation as a special case. It improves upon both of these calculation schemes in that it accurately describes all portions of reservoir history and suggests means of determining reservoir rock properties from well-test data. This paper deals only with production from a reservoir, in which case the rate is defined as being negative. The reservoir studied here is a homogeneous, disk-shaped porous body of uniform thickness, with all boundaries sealed except the inner radial boundary of the well.

The requirement of the residue for underground filling.Originally the conditions in this district varied mainly in the position of the mill, some mills having an elevated site with plenty of dumping space for the time being, whilst others had a flat site, and very little dumping space near at hand; but in most cases the residue discharged was in the form of filter-press cakes, suitable for conveying on belts, or in trucks, and stacking in a high clump; and, while a portion of the residue was used for underground filling, the dump was regarded as a valuable asset, to be re-treated later. The non-selective entrainment of fine solids in flotation equipment has a detrimental effect on the concentrate grade. Reduction of solids entrainment (upgrading) is typically related with a loss in recovery of valuable minerals. For improving the froth transport characteristics and flotation cells design, a better understanding and quantification of the actual solids drainage and entrainment processes are required. In this work, the study of solids transport in the froth of a two-dimensional flotation cell was performed. The prototype cell represents a radial section of an industrial flotation cell (130m3) and was operated at steady state. Experimental tests consisted of adding a small amount of radioactive solid tracer (0.3g) near the top-of-froth or near the bottom of froth (close to the interface). The solid was selected as a non-floatable mineral (gangue) in order to evaluate both the solid entrainment into the concentrate as well as the solid drainage into the collection zone. Solid tracer consisted of fine or coarse gangue particles, P80 of 35 and 120 µm, respectively. Twelve collimated sensors located along the froth and collection zones allowed the evaluation of the solid transport in the froth, and the solid drainage from the froth to the collection zone, after tracer addition at different distances from the discharge lip. Results showed that longer distances to the froth discharge lip, as well as higher particle sizes, promotes higher solid drainage from the froth to the pulp zone, while decreasing the solids entrainment into the concentrate. The same result was observed for the solid located near the top-of-froth as well as near the bottom of froth. This information was complemented by the froth surface velocity measurements, using the Visiofroth system, showing a good agreement between the froth bubbles velocity and the solid transport velocity, measured near the discharge lip.

Two equations are compared for calculating imbibi-tion rates of water into porous media. A linear relation was found to apply when the square of the volume of water imbibed was plotted against time for water imbibing in natural rock materials. The effect of adsorbed organic materials on surface wettability was determined from measurements of rate of imbibition, water saturation and water permeability. INTRODUCTION An understanding of the mechanisms by which water displaces oil from porous media requires an understanding of the role of capillary forces in the displacement process. The capillary forces are determined by properties of the water-oil-solid surfaces. Consequently, some measure of the surface properties of reservoir rocks is necessary if displacement behavior in oil reservoirs is to be predicted from laboratory measurements. Several experimental procedures have been proposed to assign quantitative wettability indexes to reservoir rock surfaces. The most recent of these proposals are those of Bobek, Mattox and Denekas' and Amott.' These indexes are designed to show a continuous variation from the preferential oil-wet to the preferential water-wet systems. They require measuring some property of the rock which is a function of surface wettability. The quantities are measured on unaltered core material and compared with values obtained for known oil-wet and water-wet extremes on the same material. These methods are useful but are semi-empirical in nature. They have the disadvantage that the measured quantities may be functions of other variables in addition to surface wettability. Some understanding of the behavior of water-oil-rock systems may be obtained from studies of the simpler water-air-rock systems. Surfaces of a given wettability are more easily maintained for the latter. Also, certain approximations can be made for the flow of water and air which are not justified for water-oil flow. The theoretical and experimental work discussed in this paper is part of a study of the role of capillarity in the dynamic displacement of air by water. The expec- tation is that observations for the water-air system will lead to generalizations which are applicable to water-oil systems. THEORY Imbibition is defined as that process by which one fluid displaces another from a porous medium as a result of capillary forces only. Differential equations have been derived to describe the displacement of oil by water during imbibition, but these equations have not been solved.".' With certain assumptions, however, solutions are possible for water-air imbibition.

"IN 1975, Nova Scotia produced 1.8 million tons of coal with a FOB mine value of $47.6 million. Of this total, about 30 per cent or 600,000 tons was coking coal and the remainder was steam and industrial-grade coal. The Nova Scotia Power Corporation consumed 630,000 tons in three generating stations and 570,000 tons were sold to Sydney Steel for making coke for its steel operations. Exports, principally to Great Britain, comprised 370,000 tons in 1975 in addition to the 300,- 000 tons shipped to other provinces for use by cement and pulp and paper companies. In 1975, just over 100,000 tons of coking coal were imported into the province from Alberta. Before 1975, low-volatile coking coal was traditionally obtained from the United States. In 1975, production came from seven individual mines and one project involving reclamation from mine dumps in Pictou County. Of the seven producers, four are owned by the Cape Breton Development Corporation, a federal Crown corporation; the remaining three are small independent mines, but, even though small, they are sizeable contributors to the economies of their local areas. After 101 years of continuous operation, Devco's Princess mine was closed in 1975. The Nova Scotia coal industry, in terms of value, accounted for about half of total mineral production in 1975. The industry provides jobs for 3,000 men and women. It is also significant that in 1975 Nova Scotia produced about 6.5 per cent of Canada's total coal production of 28.3 million tons. British Columbia's physiography - the mountains, valleys and watercourses - provides the basis for rich and varied plant and animal resources and for complex land uses. Mining alters the physical environment in a manner that may create a disproportionate impact on biological resources and land use systems. The object of environmental legislation is therefore largely the protection of the basic physical environment: land surface, water, and air. The pace of mineral exploration, placer mining, and underground and surface gold mining has recently quickened in British Columbia, testing the ability of both industry and regulatory agencies to respond to legislative requirements. Some parameters of mining activity have critical significance for environmental protection, for example: the area disturbed; the physical and chemical qualities of ore, waste and overburden; and the nature of materials handling. Acid mine drainage is a particular hazard. Provincial legislation that applies to mining includes the Mines Act, the Environment Management Act, the Waste Management Act, and the Water Act. Government of Canada legislation includes the Fisheries Act and the Metal Mining Liquid Effluent Regulations. Every new mine proposal in British Columbia is reviewed in the Mine Development Review Process, which receives its mandate from the Provincial Environment and Land Use Cabinet Committee. The proponent submits reports to the Mine Development Steering Committee in succeeding stages: Prospectus, Stage I (after which approval-in-principle may be granted by ELUC); and if necessary Stage 11.
