The Chinese coal industry is the largest coal producer in the world. The total production in I995 was 1.28 bnt. On the way towards introducing a market economic system, this mature industry is facing major challenges. The main problems are a large surplus of manpower, shortage of current assets and capital, low productivity, high casualties and a huge deficit. This paper discusses the present situation and the future developments in the Chinese coal industry. The current policy can be stated as ‘rapidly developing the state collieries and improving the village and private mines; integrated development to achieve an economic operating scale and encouraging a diversified economy; rapidly exploiting and developing in the North west and South west; promoting productivity and efficiency; welcoming multi-sources and types of investment; setting up coal exchange markets; and the careful control of resources and the environment'.

The costs of an open-pit operation can be classified according to the following hierarchy : -overall cost of production (per ton of ore) -costs of basic operations and functions -costs of auxiliary operations -costs of machines and equipment -maintenance costs. Production cost is a measure of the open-pit mine performance and should be the final target of the management control. It is also a measure of the share of the mine in the processing stages.

This report describes a weighted method for evaluating the mean and variance of assay data from samples of different length . The method , which produces unbiased estimates from which valid confidence limits can be computed , is appropriate for bedded deposits of variable bed thickness and for vein deposits of variable vein width . Assay data from the bedded Florida phosphate deposit is used to illustrate the procedure .

Efficient and effective management of extraction process tailings is an essential ingredient for the continued success and development of Alberta's vast oil sands resources. Open-pit oil sands operations north of Fort McMurray recover bitumen from flotation circuits. Process tailings are managed in carefully engineered and monitored external tailings management facilities and in below-grade mine pits. In order to support reduction of production costs and improve upon established tailings management practices, CANMET has been working with the oil sands industry in a collaborative framework to assess the potential to integrate thickened tailings into oil sands extraction process flowsheets. Albian Sands has commercialized the process while others, including Syncrude Canada Ltd., continue to evaluate the suitability of the process for their operations. This paper provides an update on R&D work undertaken in recent years to assess and develop the potential of thickened tailings technology for the open-pit oil sands operators of northern Alberta. The aim of this work was to explore opportunities to optimize process efficiency and environmental sustainability by improving water and energy conservation and develop more alternatives for tailings management and reclamation.

The Bureau of Mines has evaluated the potential availability of silver from 436 mines and deposits in 41 market economy countries (MEC?s) comprising five major economic categories of deposits: predominantly silver deposits and predominantly zinc, lead, copper, and gold deposits. This study evaluated the long-term cost and availability of primary silver production from 53 producing and 13 nonproducing predominantly silver properties in 11 MEC's and estimated the total recoverable silver from 370 properties as a coproduct or byproduct of zinc, lead, copper, or gold production. This study resulted in estimates of a demonstrated resource of 5.99 billion tr oz of recoverable silver as of January 1984. Of this total, 23.5 pet is in the 66 mines and deposits classified as predominantly silver properties. The largest quantity of recoverable silver, 43.9 pct, lies in the 121 properties classified as predominantly zinc, with 26.5 pct in 120 properties classified as predominantly copper, 4.1 pet in 21 predominantly lead properties, and 2.0 pct in 108 predominantly gold properties. At current silver prices, the economics of silver production favor silver that is a byproduct or coproduct of zinc, lead, copper, or gold, and much of the silver production in the United States from the predominantly silver mines is at an economic disadvantage in comparison with silver production in other countries.

Risk management has become an essential tool for mining companies to ensure their projects are well-managed and profit expectations are achieved. Risk management has also become a mandatory corporate governance requirement in Australia for publicly listed companies and equally important to attract investors. This paper provides a brief overview of the essential tools needed to implement a practical risk management framework to comply with the internationally recognised ISO 31000:2009 risk management-principles and guidelines from the perspective of small or soon to be producing mining companies. To?successfully?deal with the unknown and to manage the opportunities and risks involved with a mining project requires a clear understanding of the basic risk management principles. These include how to develop a project risk register, how to develop a project risk treatment plan and how to manage and monitor project risks to take full advantage of the opportunities presented.The first step is to identify and fully appreciate the risks that face a mining project. There are many risk identification methods that can be used including checklists, brainstorming and hazard and operability (HAZOP) studies. These often lead to a telephone book full of risks which are near to impossible to manage. A risk library specifically designed?for mining?projects containing no more than 100 risks will cover the major showstoppers, is practical and can be readily implemented and successfully managed.A risk framework also needs to be established which is compatible with the companyÆs structure and objectives. Once each risk has been assessed in regard to consequence and likelihood and the risk control systems are in place they need to be assigned to the responsible manager. The extreme or high risks will require a risk treatment plan to be developed. Risks will change during the life cycle of a mining project. The development of metallurgical processes may be divided into periods : First , the discovery of a basic reaction which brings about the production of the desired product from the available raw material ; second , a long stage of mechanical development during which little or no attention is paid to the reaction itself ; and third , a careful study of the reaction . Most metallurgical processes are to -day approaching the end of the second period . This we may illustrate by the steel process . The reaction of carbon with iron ore to produce pig iron and the subsequent refinement of the pig iron by an oxidation reaction is very old . Development in modern times has been almost entirely mechanical , the development of the blast furnace , furnace , the Bessemer process , the Siemens process , and even the Aston process for wrought iron being mechanical improvements almost entirely . Metallurgy is now entering a phase where the reactions are being considered . The question of how far can they be made to proceed is being repeatedly asked . As mechanical processes are improved , we approach a limit to which our basic reactions can be pushed which is determined by the nature of the reactions themselves . We want to know : How far can iron be decarbonized by iron oxide ? How low can the oxygen of copper be reduced by any given reaction? How efficiently can the fuel in a zinc reduction process be used ? The demand for purer metals and lower production costs has forced these and similar questions upon us . How are we to answer them ? The determination of these equilibria or end points of metallurgical reactions by direct means is fraught with difficulty because here we must overcome mechanical difficulties which too often become the limiting factors even in the laboratory and we do nottherefore get the actual limit to which the reaction itself may be carried . Further , there are so many reactions of metallurgical materials that to survey each separately is a job to give pause to any experimenter or group of experimenters .

"Heat and humidity buildup within refuge alternatives (RAs) may expose occupants to physiological hazards such as heat stress. Mine Safety and Health Administration (MSHA) regulations require RAs in underground coal mines to provide a life-sustaining environment for miners trapped underground when escape is impossible. RAs are required to sustain life for 96 hours while maintaining an apparent temperature (AT) below 95°F (35°C). NIOSH tested a 10-person tent-type RA, a 23-person tent-type RA, and a 6-person metal-type RA in NIOSH underground coal mine facilities to investigate the thermal environment over a 96-hour period. The test results showed that mine air and mine strata temperatures surrounding an RA occupied by simulated miners increased over the 96-hour test period. The test results suggest that RA manufacturers should consider this increase in temperatures when calculating and evaluating RA components during surface and laboratory tests. The findings can equip stakeholders with additional considerations for calculating heat and humidity temperature profiles for RAs not tested in situ. INTRODUCTION RAs are designed to provide a life-sustaining environment for miners who cannot escape after a mine disaster. One of the major considerations for integrating RAs in mine environments is the thermal environment inside the RA and the impact that the surrounding mine conditions have on the temperature and humidity buildup. Previous research has observed that the metabolic heat of the occupants and the heat released by the CO2 scrubbing systems will cause the RA interior air temperature to increase. In addition to the increase in temperature, an occupant’s respiration and perspiration, as well as the chemical reaction of the scrubbing chemicals with CO2, will contribute to an increase in humidity within the RA. The resulting internal thermal conditions, if not controlled, can subject miners to conditions that can lead to heat exhaustion, heat stroke, or even death depending on the duration and magnitude of exposure. Apparent temperature (AT) is a temperature-humidity metric for the perceived temperature caused by the combined effects of air temperature, relative humidity (RH), and wind speed. It is used to assess the perception of indoor temperatures when workplaces are not sufficiently heated, cooled, or insulated to provide comfortable or healthy conditions. Mine Safety and Health Administration (MSHA) regulations require that RAs must be designed to ensure that the internal AT does not exceed 95°F (35°C) when the RA is fully occupied."

Micropore organosilicas (MOs) were synthesized using methyl-phenyl-polysiloxane as precursor. The MOs were characterized using several analytical and functional techniques. The materials were assigned as micropores materials, with specific surface area up to 642 m2 g-1 and yield up to 72.55%. The adsorbents have hydrophobic surfaces and were used for removal of diclofenac from aqueous solutions. The adsorption kinetic and isothermal data were well described by the general order and Sips models, respectively. Diclofenac exhibited a better affinity than NM and the mechanism of adsorption suggested that hydrophobic groups play a key role in the adsorption process.

"The National Institute for Occupational Safety and Health (NIOSH) National Personal Protective Technology Laboratory (NPPTL) is leading an effort to develop the next generation of self-escape breathing apparatus for egress from confined spaces in emergency scenarios. A backpack style closed-circuit mine escape respirator design was one configuration explored as part of the research imperative directed by the 2006 MINER Act. Stakeholder feedback from MSHA and at the NIOSH Breathing Air Supply Partnership Meeting indicated a smaller belt worn unit that does not sacrifice performance is desirable. This paper outlines some further technology advancements that may be investigated toward developing such a small-sized respirator. Technologies being considered are novel chemicals for improved carbon dioxide (CO2) absorption and oxygen (O2) production, eliminating a dedicated CO2 scrubber by incorporating its function in the spaces of the respirator’s breathing loop and storing O2 in a liquid form with long standby capabilities. When these technologies are applied to a future design, there is the possibility of having an escape respirator that can be belt worn and capable of being certified to 42 Code of Federal Regulations (CFR) Part 84 standards, including sub-part O for escape purposes including mine escape. BACKGROUND NIOSH NPPTL has a Research and Development effort to provide mine workers with state-of-the-art breathing air technologies to comprehensively support initial and continued self-escape, refuge alternatives, and rescue needs, resulting from mine emergencies. As part of this R&D effort, NIOSH invested in the development of a next-generation closed-circuit mine escape respirator (CCMER) which would be compliant with NIOSH’s respirator standard requirements, 42 Code of Federal Regulations Part 84, including sub-part O. The design features of the CCMER also address the MINER Act’s requirements for transitioning between devices without the need for doffing the initially donned device. It would also allow for improved protection when using voice communications with a donned device ."

ABSTRACT This study analyzed the publicly available health and safety policies of 26 mining companies to determine the quantity of health and safety (H&S) practices that mining companies encourage in relation to the Plan-Do-Check-Act cycle. A thematic content analysis of the policies identified elements and practices within the text. On average, companies communicated information on about 7 elements (range 1–14, standard deviation = 3.49) and discussed 15 practices (range 2–34, standard deviation = 9.13). The elements in which companies highlighted the most practices were risk management, emergency management, leadership development, and occupational health. A discussion of the policy trends shows areas that mine sites can improve upon within their Plan-Do-Check-Act cycle, in addition to encouraging the use of both leading and lagging indicators to manage health and safety performance. INTRODUCTION Mining companies and their employees are expected to identify and manage risks at their worksites to ensure the health and safety (H&S) of everyone at the site. The primary mechanism in place to control these risks is a company’s health and safety management system (HSMS) (Boyle, 2012). Broadly, an HSMS is a set of standard, interrelated, and interacting elements used to promote and achieve occupational H&S goals (ANSI/AIHA Z-10, 2012; BS OHSAS 18001, 2007). The practices conveyed within an HSMS are expected to minimize incidents, injuries, illnesses, and even save worker lives (Alsop and LeCouteur, 1999; Arocena and Núñez, 2010). In the United States, both the Occupational Safety and Health Administration (OSHA) and Mine Safety and Health Administration (MSHA) regulate and encourage aspects of an HSMS (US Federal Register, 2011, 2010). Many HSMS documents (i.e., Chemical Industries Association, 1995; Health and Safety Executive [HSE], 1995; International Labour Office [ILO], 2001) attribute the source of their basic management system to Deming’s Plan-Do-Check-Act (PDCA) model of continuous quality improvement and organize their practices within this cycle (Johnson, 2002). The PDCA cycle is a well-adopted approach in health and safety management and promotes continuous learning and adaptability (Robson et al., 2007)."

An improved method for preparing gravimetric standard gas mixtures of helium-4 in nitrogen has been developed by the U.S. Bureau of Mines. A single-pan 12-kg analytical balance that has a sensitivity of 3 mg is used to prepare the mixture. The balance will accommodate a cylinder having a volume of approximately 4 L that weighs approximately 5 kg. The method has been improved to a precision of ±O.04 pct by performing four successive dilutions, by improved handling of gases in the manifold, and by using an improved analytical method to select high-purity gases.

"Low-grade iron ores are finely ground and processed to recover iron-bearing minerals. However, the iron-rich powder is too fine to be used directly in blast furnaces and most direct reduction furnaces, and must be agglomerated or pelletized into a usable product called “pellets.” Bentonite clay has traditionally been used as a binder to make iron ore concentrate pellets, but it is expensive and contaminates the pellets. Organic binders may be a viable alternative to bentonite clay. This manuscript reviews organic materials that have been used to make iron ore concentrate pellets. Included are discussions on the development of organic binders, common pros and cons to organic binder use, organic binder structure and its effects on agglomeration, and additives to organic binders.IntroductionIron ore agglomeration turns finely disseminated, low-grade iron ores into a usable product, called pellets. During pellet production, fine-grained, iron-rich minerals are liberated from low-grade ores, concentrated, and agglomerated into round balls that are thermally hardened or cold-bonded to form pellets. Pellets are then transported to blast furnaces or direct reduction operations where they are used to produce iron; iron is further refined and shaped into the wide variety of steel-based industrial and consumer products in use today.Over the years, pellet production has become increasingly more prevalent with the increased exploitation of low-grade iron ores and increased iron and steel consumption around the world. In 2010, world iron ore pellet production was 388 Mt. It could be argued that the current pellet production process has been enabled by the use of binders – practical experience has shown that it would be nearly impossible to agglomerate iron ore concentrates using rotary drums and discs without using a binder."

The following parameters of the process are calculated: coal, ore, flux and oxygen consumption, post-combustion ratio and heat-transfer efficiency, temperature and composition of the off-gas, and slag and metal chemistry.IntroductionOne of the anticipated advantages of smelting reduction over conventional ironmaking is the use of lower-grade raw materials. In this work, the effect of-properties of raw materials on the performance of an iron-bath reactor is examined with a numerical model. The model is also used to assess the effect of properties of the blast (flowrate, temperature and oxygen enrichment) and ejected droplets (generation rate, size and ratio of total weights of slag and iron droplets) on the key parameters of the process. In the process coal, oxygen, ore (which may be partly prereduced) and fluxes for specified slag composition are charged to the bath. Slag and iron droplets are ejected from the bath into the gas phase, where they are heated before returning to the bath. Iron droplets undergo decarburisation and reoxidation with CO2 and H2O. Dust is also generated from the bath, and oxygen or preheated air for post combustion is injected from the top of the vessel.The model consists of three modules: 1) reactions in the gas phase and heat transfer from gas to droplets ejected from the bath; 2) heat losses from the vessel and radiative heat transfer from the freeboard to the bath; and 3) heat and mass balances for the bath. The structure of the model and the data exchange between the modules are shown in Fig. 1. "The Nechalacho deposit, located in the Northwest Territories, Canada, is a heavy rare earth element (REE) deposit. The main REE-bearing minerals in the deposit are zircon, allanite, bastnäsite, synchysite, columbite (Fe) and fergusonite. Previous work investigated the use of gravity and magnetic separation in the processing of this ore and showed that coarse particles following grinding were enriched in zircon, suggesting the potential for selective comminution. The current work investigates the possibility to selectively comminute gangue minerals and concentrate REE-bearing zircon into coarser size fractions. The ore was ground wet in a laboratory rod mill for various lengths of time (0, 10, 20, 30, and 40 min). The resultant products were analyzed using ICP-MS, to determine the distribution of zirconium and REEs in the different size fractions produced after grinding, and QEMSCAN, to identify mineral phases, mineral liberation and the distribution of minerals. Optimum grind sizes for the upgrading of zircon due to selective comminution were then proposed, and dense medium separation was investigated as a means to further concentrate zircon.It is important to note that this process is not representative of the currently selected process design or recovery for the Nechalacho deposit. Any application of this process to this deposit would require optimization in order to ensure appropriate grade and recovery targets are met.INTRODUCTIONThe rare earth elements (REEs) are the fifteen elements in the lanthanide series of the Periodic Table, as well as yttrium (scandium is excluded in this work). Traditionally, REEs are categorized into two groups: the cerium sub-group of “light” rare earth elements (LREEs); and the yttrium sub-group of “heavy” rare earth elements (HREEs) (Golev et al., 2014). The LREEs comprise the first six lanthanides (lanthanum through samarium) and the HREEs comprise the remaining nine lanthanide elements (europium through lutetium) coupled with yttrium (Golev et al., 2014). HREEs are much less abundant in the earth’s crust and on average are more expensive than LREEs (Seredin, 2010). Of the fifteen REEs, the production of neodymium, europium, terbium, dysprosium and yttrium has been determined to be most critical due to their scarcity, high demand and criticality in many high-technology and clean energy applications, such as in illuminated screens for electronic devices and permanent magnets in wind turbines (Seredin, 2010; U.S. Department of Energy, 2011). These five elements are classified as critical rare earth elements (CREEs) (U.S. Department of Energy, 2011)."

IT is 27 years since I last visited Broken Hill, New South Wales, one of the world's greatest lead-silver-zinc districts. Then, the flota¬tion of ores was in its infancy. The Minerals Separation process had its birth as a practicability in the Central Mill, which is still operating and yielding high recoveries. The average Australian knows that Broken Hill is an important mining center in a "corner" of New South Wales, but he does not know what a factor it is in the lead, silver, and zinc production of the world. This report documents 653 sets of sample data involving 78,366 assays obtained from past exploration for various minerals and metals. Most of these data have been taken from published reports describing exploration projects, conducted jointly by the Bureau of Mines and the Geological Survey, for the Strategic Minerals Program from 1940 through 1949. Means and standard deviations have been computed for the exploration assay data and have been plotted on graphs for 22 minerals and metals. A mathematical model, based on the binomial distribution, has been developed to explain the configuration of the plots of the exploration means and standard deviations. The two statistics, mean and standard deviation, which describe assay data, have been used for simulating probability models. These probability models then have been combined with the binomial model of the exploration assays and related to the sequential decision process associated with exploration drilling for mineral deposits. These probability regions can be used to form the basis for sequentially predicting the probable range of the average grade of mineral or metal that may be expected as an exploration drilling program is continued after the initial discovery of mineralization has been made.
