A case study was conducted with 5 shots with varying pre-blast block sizes and explosive energies. From this case study a site-specific predictive fragmentation model was developed. There are two main innovations in this study. One is using an image analysis program (Split-Desktop 3.0) on the bench face to obtain the pre-blast block size (F80) quickly and consistently. Another innovation is to utilize the Schmidt Hammer Hardness (SHH) to estimate intact rock strength.

After accepting the invitation to make this appearance today, it occurred to me that the subject matter which had been assigned to me, namely, the purpose and role of an advisor, was, contrary to what; some people might think, a controversial subject. In my brief lifetime, I have discovered that the world is full of advisors; that is to say, there are many people who undertake to render advice concerning subject matters upon which they may, or may not be qualified to speak. It shall be my purpose today to set forth what now appears to be the function of the members of the Advisory Council to the U. S. Public Land Law Review Commission; and, in so doing, I hope that I do not offend the Commission or any other-member of the Advisory Council with whom I serve. It has always been my personal conception of the role of an advisor that he should tender advice when it is requested, and then only if he has prepared himself concerning the matter upon which the advice is being given. I am sure it was the Congressional intent at the time the Public Land Law Review Commission was established indeed it was the hope. of Congress--that those of us who were to become members of the Advisory Council were informed upon certain particular subjects and then at the proper time express our opinions upon these subjects-and, by the same token, not attempt to enter opinions upon problems with which we have no experience in theory or in actuality. Some wag once said that if Columbus had had an advisory council, he would still be waiting at the dock in Spain, and there is more truth than fiction in that statement. With this problem in mind, let us examine the purpose of the Advisory Council itself.

PRODUCTION of cesium, cesium salts, and rubidium salts in the United States declined somewhat from 1961 levels; rubidium production was virtually unchanged. Imports of pollucite declined because consumption was supplied partially out of inventory. Domestic Production.-About 50 tons of pollucite was reported mined at the Tin Mountain mine in the Black Hills of South Dakota. The Dow Chemical Co., Midland, Mich., MSA Research Corp., Callery, Pa., and Penn Rare Metals, Inc., Revere, Pa., produced a total of 159 pounds of cesium. Rubidium production remained essentially the same as in 1961. Shipments of the two metals by these companies and by American Potash & Chemical Corp., Trona, Calif., totaled 279 pounds. Production of cesium and rubidium salts by American Potash & Chemical Corp., Penn Rare Metals, Inc., and Rocky Mountain Research, Inc., Denver, Colo., declined substantially during 1962.

Microseismic monitoring is regularly used in the mining and geotechnical industries to provide detailed information about rock mass response to operational activities. This paper implements a variable 3D velocity model (VM) at a North American hard rock mine with the aim of further improving the accuracy of seismic event locations. A collapsing method is also used to help analyse two individual seismic event clusters at another North American hard rock mine. In the first case study, the location accuracy of events is shown to improve by moving from a conventional single VM to a variable 3D VM that accounts for voids and different geological domains. The modal average for the event location accuracy improved from 14 m to 5 m when the 3D VM was used. Additionally, the single VM failed to locate 26 per cent of the seismic events that were located by the 3D VM. In the second case study, the distribution of seismic events was further enhanced by using a collapsing method that highlighted planar structures. The collapsing method was performed on two large event sequences that occurred in close proximity and identified different seismic event distributions. One aftershock sequence aligned along a plane, suggesting an activated structure, while the other large event sequence had a more 3D distribution of events, suggesting a complex stress redistribution on smaller structures.CITATION:Pinnock, I, Collins, D S, Toya, Y and Hosseini, Z, 2016. The Belle Eldridge Mine is an inactive lead-zinc mine in Spruce Gulch south of Deadwood, South Dakota. Acidic mine drainage (AMD) produced at the site drains into Spruce Creek, a tributary of Whitewood Creek. The site is on U.S. Bureau of Land Management (BLM) property. Extensive fieldwork was done at the Belle Eldridge Mine through the cooperation of the BLM and the South Dakota School of Mines and Technology. The site was extensively mapped to identify physical and environmental hazards such as tailings, waste rock, collapsed buildings, adits and workings. An exhaustive search of the historical records of the Belle Eldridge Mine was conducted. Maps of the under-ground workings of the Belle Eldridge dating from the 1930’s and 1940’s were found. The maps were used to correlate currently collapsed features to old adits and tunnels. Using hand corers and a portable drill rig, waste rock, tailings and soil core samples were collected and depth to bedrock was determined and the total volume of waste and tailings pile were determined. Related work examined the hydrology of the site. The site is very complex hydrogeologically. Numerous underground and surface workings and tunnels add to the complexity. Several seeps are located at the site, one of which is producing AMD. Recharge to the site was studied, and a 100-year flood plain map was produced.

Magnesium salt rare earth enrichment (MREE) is a crucial intermediate raw material in the deep processing of rare earth elements and material preparation, serving as a front-end raw material for the synthesis of rare earth oxides. With the current disposal process for MREE, neutralization slag with high rare earth residue is generated during further extraction of rare earth from the MREE and accumulates in huge piles. Therefore, the combined disposal process of MREE and neutralization slag was put forward. MREE was solubilized using 4 mol/L sulfuric acid to achieve an endpoint pH of 0.75, dissolving the rare earth and obtaining an acid solution. The MREE and neutralization slag were added in a mass ratio of 1:2 to the acid solution sequentially. The pH of the endpoint was controlled to 4.8~5.0 for neutralization and decontamination. This resulted in the production of rare earth sulfate liquid of similar quality to the original MREE disposal process, meeting subsequent extraction requirements. The neutralization slag underwent a water washing process, with two washes (first with 0.2 mol/L acidity water at a solid-liquid ratio of 1:2 and second with deionized water at a ratio of 1:4), resulting in water-washing slag with a rare earth content of 0.24% and a rare earth yield of 97.08%. Notably, zero wastewater discharge was realized. This innovative process effectively addressed the challenges of high rare earth residue in neutralization slag and stockpile accumulation, offering valuable theoretical and practical insights for MREE disposal.

A rational approach to the selection of the appropriate perforator to use in each specific zone of an oil well is presented. The criteria presently in use for this choice bear little resemblance with actual down-hole condilions. These environmental conditions affect the elastic properties of rocks. One of these elastic properties, acoustic velocity, is suggested as the leading parameter to adopt for the choice of a perforator because, being currently measured in the natural location of the formation, it takes into account all of the effects of compaction, saturation, temperature, etc., which are overlooked in the laboratory. Equations and curves in relation with this suggestion are given to allow the prediction of the depth of perforation of bullets and shaped charges when an acoustic log has been run in the zone to be perforated. INTRODUCTION When an oil company has to decide on the perforator to choose for a completion job, I wonder if it is really understood that, to date, there is no rational way of selecting the right perforator on the basis of what it will do down-hole. This situation stems from the fact that the many varieties of existing perforators, bullets or shaped charges, are promoted on the basis of their performance in the laboratory, but very little is said on how this performance will be affected by subsurface conditions such as the combination of high overburden pressure and high temperature, for example. The purpose of this paper is to show the limitations of the existing ways of evaluating the performance of perforators, to show that performances obtained in laboratories cannot be extended to down-hole conditions because the elastic properties of rocks are affected by these conditions and, finally, to suggest and justify the use of the acoustic velocity of rocks, as the parameter to utilize for the anticipation of the performance of a perforator in true down-hole environment. EVALUATING THE PERFORMANCE OF A PERFORATOR It is natural, of course, to judge the performance of a perforator from the size of the hole it makes in a predetermined target. Considering that the ultimate target for an oilwell perforator is the oil-bearing formation preceded in most cases by a layer of cement and by the wall of a steel casing, the difficulties begin with the choice of an adequate experimental target material. For obvious reasons of convenience, the first choice that came to the mind of perforator designers was mild steel. This is a reasonable choice for the comparison of two perforators in first approximation. Mild steel is commercially available in a rather consistent state and quality, and is comparatively inexpensive. The trouble with mild steel is that it represents a yardstick very much contracted; minute variations in depth of penetration or hole diameter and shape may be significant though difficult to measure. The penetration of projectiles in steel being a function of the Brinell hardness of the steel (Gabeaud, O'Neill, Grun-wood, Poboril, et al), it is often difficult to decide whether to attribute a small difference in penetration to a variation on the target hardness or to an actual variation on the efficiency of the projectile. Another target material which has been widely used for testing the efficiency of bullets or shaped charges in an effort to represent a formation—a mineral target as opposed to an all-steel target—is cement cast in steel containers. This type of target, although offering a larger scale for measuring penetrations, proved so unreliable because of its poor repeatability that it had to be abandoned by most designers. The drawbacks of these target materials, and particularly their complete lack of similarity with an oil-bearing formation, became so evident that a more realistic target arrangement was sought until a tacit agreement was reached between customers and designers of oilwell perforators on a testing target of the type shown on Fig. 1. This became almost a necessity about seven years ago because of the introduction of a new parameter in the evaluation of the efficiency of a perforator, the well flow index (WFI). The WFI is the ratio (under predetermined and constant conditions of ambiance, pressure and temperature) of the permeability to a ceitain grade of kerosene of the target core (usually Berea sandstone) after verforation. to its vermeabilitv before perforation. The value of this index ;or the present state if the perforation technique varies from 0 to 2.5, the good perforators presently available rating somewhere around 2.0 and the poor ones around 0.8, There is no doubt that, to date, the WFI type of test is by far the most significant one for comparing perforators. FOR the past eight years No. 2 mine of the Cumberland Railway & Coal Co., Springhill, Nova Scotia-a subsidiary of the Dominion Coal Co., Ltd.-has had an unenviable reputation for bumps. As the workings extended in certain directions under a greater cover, these bumps increased in severity and it became apparent that some change in the system of extraction was necessary if the mine was to continue to operate. In September, 1924, following several fatalities resulting from bumps, the Mines Department of Nova Scotia requested from the U. S.. Bureau of Mines the services of George S. Rice, Chief Mining Engineer of the Bureau, to report on the conditions then prevalent in No. 2 mine, Springhill. This request was promptly and courteously granted. Mr. Rice made a full investigation and a comprehensive and helpful report, which is embodied in the 1924 Annual Report of the Department of Public Works and Mines, Nova Scotia. Prior to 1925, the room and pillar method wasp employed and in January of that year (there being a cessation of work from March to August due to labor troubles) longwall retreating on the west side, on a limited scale, and in a small section on the east side of the mine was started. The major portion of the east side was not operated on this system till August, 1926, as there was developed a considerable area ready for pillar extraction between an arbitrary boundary and a point up to which bumps of any consequence had not been experienced. In the interval development work for longwall retreating below the 5900-ft. level was vigorously pushed. This longwall retreating system was suggested by Mr. Rice as a possible remedy and was heartily endorsed by the company officials. This paper describes the conditions and happenings subsequent to Mr. Rice's report and more especially the results with the longwall retreating system of mining under the peculiar circumstances pertaining to mining No. 2 Seam, Springhill, at depth, and records the conclusions which experience with several severe bumps under this mode of extraction would suggest. Except where necessary to make the paper intelligible as an entity any duplication of Mr. Rice's report will be avoided.

The systems contributing to the cost analysis, and the flow of data input and output related to these systems, are brought into focus in Figure 6. The various sub-systems of the Master Design Simulator provide the raw operating data basic to the cost model which, operating independently, accumulates the raw input, assigns costs to this data by standard or modified costing procedures, manipulates the costs into standard formats and outputs the data for managerial evaluation. Cost Modeling Direct costing methods are not complex in the sense that elemen¬tary arithmetic is employed using the same basic relations for each cost category. The basic cost model relations described above are illustrated in Figure 7. The greatest difficulty encountered in the transition from a dy¬namic systems simulation model to a costing model is the time frame of the input and output data. Dynamic simulation models utilize a small time increment, on the order of seconds or fractions of seconds, to analyze system operations and interactions. On the other hand, for cost computation and reporting, the smallest relevant time unit is the shift, with reporting periods expanding to days, weeks, months, and years. Complications arise in the accumulation of data for the various report periods due to the use of the Gregorian calendar by modern so¬ciety. The potential for simulation for the life of the mine, possibly in excess of 50 years, increases the complexity of the costing process

This work presents and discusses the influence of the surface tension (gLV) of methanol/water mixtures on the flotation response of apatite versus gangue minerals conditioned with flotation reagents (75 g/t cornstarch and 100 g/t Berol 867) at pH 10.6. Berol 867 is a collector composed of sodium alkyl sarcosinate plus nonionic surfactant. The highest Schulz efficiency of separation (recovery of apatite minus recovery of gangue) was achieved at ?51.0 mN/m. The critical surface tension of wettability (gC) of apatite was found to occur at 34.7 mN/m when determined by means of gamma flotation experiments, and it was 33.9 mN/m when determined by Zisman?s approach.

When an underground excavation is created near to an instrumented measuring location, deformation at the location increases. The characteristics of this deformation increase, as well as the duration of the influence caused by the adjacent excavation, is dependent on parameters such as opening geometry and measuring location. In this study, neural networks were applied to investigate the deformation increase and the influence of each parameter on the deformation change derived from extensometer measurements at the Waste Isolation Pilot Plant (WIPP) site in New Mexico, USA.

On August 4th, 2014, a breach occurred in the Perimeter Embankment of the Tailings Storage Facility (TSF) located at the Mount Polley Mine, releasing approximately 10.6 million m3 of supernatant water, 7.3 million m3 of tailings solids, 6.5 million m3 of tailings interstitial water and 0.6 million m3of construction materials. A Temporary Upstream Rockfill Berm was constructed between August 2014 and February 2015 within the area of the tailings dam failure in order to retain the remaining tailings solids during the low flows of the winter season. The Temporary Upstream Rockfill Berm was constructed as part of the initial response phase, with the primary objective to abate the flow of tailings into the receiving environment. A secondary objective of its construction was facilitating the required investigation works downstream of the tailings dam failure. The selection of the coarse grained material used in the construction of the Temporary Upstream Rockfill Berm was based on the availability of the material (timeliness of construction) and the non-water retaining design of this initial response phase. Consequently, an alternative method was required in order to prevent further loss of mine-affected water and tailings from the TSF, as well as to provide short-term contingency water storage, during high flow conditions expected in late spring. Golder Associates Ltd. designed the 2015 Freshet Management Embankment, a deep mixing cut-off wall, to meet these site requirements, which was constructed by Mount Polley Mining Corporation and Golder Construction Inc. between December 2015 and April 2015. The works included 132 soil cement panels constructed to depths of up to 27 meters. This aspect of the works was completed using an RG25S Bauer CSM rig on a 24 hour per day, 7 day per week schedule. The cut-off wall specifications included a target unconfined compressional strength (UCS) of between 1 and 2 MPa, a maximum hydraulic conductivity of 1x10-6 cm/s, and a ductility to enable the soil cement to undergo a minimum of 5% strain without a reduction in strength or increase in hydraulic conductivity. In order to control and assure the quality of the soil cement, 2553 wet grab specimens were retrieved from the fresh soil cement panels using a project-developed sampler. Four of the soil cement panels were cored with a mud-rotary drill rig and optical and acoustic televiewers were placed into the boreholes in order to log several relevant parameters, including image, texture, relative hardness, borehole-shape, and temperature.

In presenting this paper the author has in view a twofold purpose. In the first place, it is intended to set forth for the benefit of practical mining men some account of the principles underlying the design of tungsten carbide rock bits in the hope that a knowledge of these principles will assist in the successful application of the bits to mine and quarry drilling. Secondly, by evoking discussion, and even controversy, it is hoped that manufacturers and users of these rock bits will be encouraged to contribute to the general knowledge of a subject which to date has been rather lacking in published literature. The author well appreciates that many of the conclusions drawn in this paper are highly controversial, but if the only result is to call forth contradictory testimony from other workers in this field, at least one of his purposes will have been achieved.An attempt will first be made to set forth and examine those characteristics which go to make up an efficient rock bit, and the main factors affecting these characteristics will be discussed. In a paper of this general nature, consideration of any particular aspect must necessarily be rather brief, and there is little opportunity for detailed presentation of test procedures and data. "An electric field was applied to a metal-bearing kaolinite specimen to investigate the efficiency of electro-osmosis in removing heavy metals from contaminated soils. The electric field induces a flow of water through the porous medium, called electro-osmosis, which is superimposed on the hydraulic flow. Because the electro-osmotic flow is relatively stronger in smaller pores, it can enhance the displacement of contaminated solution by fluid convection. Furthermore, local changes in pH caused by the electrode reactions can affect adsorption equilibria and the distribution of solutes between the solution and the solid surfaces.The electro-osmosis experiments were conducted by applying either a constant current or a constant voltage across 8-cm inside diameter, 25 to 30-cm long specimens of kaolinite clay with graphite electrodes. Samples of the pore fluid and of the clay were analyzed to determine metal content, pH, and conductivity as functions of time and position. Results show that removal of heavy metals from soil can be accomplished effectively by electrokinetic treatment of sufficient duration. Approximately 95% of the lead was removed after 189 days.IntroductionRemediation of soils contaminated with toxic chemicals is a difficult and expensive task. Washing or leaching are not particularly effective if the contaminate is sequestered in small pores; hydraulic flows of water pass through larger pores leaving the smaller pores relatively untouched. Electro-osmosis appears to be the most promising new technology for removing heavy metals and organic substances from contaminated soils (Segal, 1980; Hamed et al., 1991, Masliyah, 1994).Electro-osmosis is one of several electrokinetic phenomena that occur through the interactions among an electric field, fluid motion, solute adsorption, and the existence of a net charge on a solid-fluid interface (Newman, 1991, Masliyah, 1994). Electro-osmosis refers to the fluid flow in a porous medium that results when an electric field acts on the mobile region of the electrical double layer, the solution-side region of charge separation that exists at the pore walls."

A minitest of the new potassium chloride-potassium carbonate two-stage in situ uranium leach process has been carried out at the Intercontinental Energy Corporation (IEC) Zamzow project site in South Texas. Substantial quantities of high concentration uranium were produced indicating the viability of the leach solution. The test results yield information regarding the reservoir dispersivity, the average cation-exchange capacity of the formation, and the distribution coefficients describing carion-exchange reactions. The test a1 so indicates permeability anisotropy and the existence of disturbed flow fields. The research was partially funded by the U.S. Bureau of Mines.

"The Commonwealth of Virginia is restoring and expanding its Capitol of great historic significance. Designed by Thomas Jefferson in 1785, it is the second oldest Capitol building in the United States. The building expansion required excavations immediately adjacent to its South Portico. The building, which rests on shallow brick footings, is very sensitive to any disturbance caused by construction and excavation. A comprehensive and secure plan of operations was devised by the design team to ensure that this national monument remains unharmed by the new construction. Various construction techniques were implemented to satisfy the strict movement goal of 0.25 inch and distortion of U2000. They consisted of jet grout columns to stabilize the upper soils, compensation grouting for future foundation leveling, a tied-back reinforced concrete diaphragm wall for excavation retention and foundations, and realtime instrumentation for monitoring. This paper describes the design approach for the retention system, providing information on the various construction phases and techn iques, and reports on the movements recorded by the real-time monitoring system during the course of the project. At the time of this manuscript preparation, and the deep excavation complete to final grade, the results indicate that the extremely restrictive building movement criteria have been met. The success can be credited to detailed design, close cooperation among the project team, prudent construction methods, and real-time monitoring. INTRODUCTIONThe Commonwealth of Virginia is undertaking a comprehensive renovation and expansion of the Virginia Capitol building located in Richmond, Virginia. The Capitol building was designed by Thomas Jefferson in 1785, with construction of the original building starting the same year. The Capitol building was designated a National Historic Landmark in 1960 and was listed on the National Register of Historic Places in 1966.A part of the comprehensive renovation and expansion of the Capitol is a 25,000-square foot, two-level subterranean extension on the south side of the Capitol building, which will serve as a new Visitor Center and public entrance for the Capitol. Deep excavations were required for the construction of the new Visitor Center. The excavation required a permanent retention system to accommodate an approximately 40- foot deep excavation."

Any company operating a fleet of trucks will be greatly advantaged if the associated fuel costs can be decreased. The optimal tonnage that trucks should be hauling to ensure minimum consumption of diesel fuel has been investigated. The fuel consumption in litres per ton for a fleet of trucks hauling different tonnages of iron ore was recorded in a time-motion study and the optimal tonnage was determined. The following points emerged as a result of the research: > The diesel fuel consumption in litres per ton decreased with increasing tonnage, which means that in order to improve fuel efficiency, the trucks should carry 21 t > As a result of queuing, Africa Truck Hire (one of the two equipment contractors) loses R282.57 per day to diesel that the trucks burn when they are left idling. It is thus advisable that the company adopt a policy of requiring the drivers to switch their engines off while queuing at the stockpile > Filling up the trucks during each shift or rationing the quantity of diesel to 200 litres each shift has a negligible impact on the trucks' fuel efficiency > For the company to spend 35% of their revenue on fuel, the diesel price would have to be between R8.14 and R8.78 per litre.

Eight years ago the Hecla mine, a lead-silver producer, situated at Burke, Idaho, was producing ore from but two levels, the 300- and the 600-ft. All hoisting was done with a 12- by 16-in. slide-valve, double-reel, hoist. The hoist was being worked to its capacity and was unsuitable for hoisting from greater depths. As the work of opening a new level was about to be started, it became necessary to remodel the then-existing equipment or install a new hoist. The recent advent of electricity from Spokane had made available a cheaper power than steam. By a series of tests conducted throughout the Cæaur d'A1ene district, it was found that it cost $109 per year to generate a horse-power with steam. Electric power was to be had for $50 a horse-power per year. It was decided to substitute for the engines a motor-drive, of sufficient capacity to operate from the 900-ft. level, and ultimately install an entirely new hoist. After disconnecting the engines, installing a new shaft, and making a few minor changes, a 300-h-p., 2,300-volt, 514-rev. per min., variable-speed motor of the induction type was geared to the reel-shaft. The reels were supplied with 3/8- by 4-in. flat rope, and the duty of the hoist was about as follows: Cage, 1,700; ore, 2,600; car, 1,400; rope, 2,250; total, 7,950 pounds. The Bristol ammeter chart, Fig. 1, shows the combined current-consumption of the hoist- and mine-motors.
