High commodity prices have produced a boom in project expansions and growth projects. Unfortunately, some of the early results have been poor, with some projects suffering considerable cost growth, project delays and start-up problems. The cost growth experienced in some projects is well beyond just escalation, but suggests weaknesses in the development of feasibility studies. Independent project analysis (IPA) has developed a large database containing information on project outcomes in the minerals and metals sector, and has identified, through its front-end loading (FEL) index and team development index (TDI), some key leading indicators of project success and project problems. This paper highlights key areas of weakness in feasibility studies that have driven poor project results, and the best practices that have driven improved project results.

Poland lies at the junction of three geologic provinces: the East European Precambrian platform, the Middle European Paleozoic platform, and the Alpine orogenic belt comprising the Carpathian Mountains. However most of the rocks that contain mineral deposits and many of the recently explored and mined deposits are commonly hidden under thick overburden, sometimes up to over 500 m thick. The discovery of these mineral deposits was due to the combination of geologists talents for inference and the keen interpretation of geophysical data ultimately tested by drilling. Examples of such use of the state-of-the-art geology include the following: 1. Sedimentologic and paleogeographic reconstructions led to the discovery of 8.8 Gt of bituminous coal under 500 m of Jurassic and Cretaceous cover in the Lublin basin, 2. Tectonic and paleogeografic data suggested a potential for discovery of burried Upper Permian copper de-posits on the Foresudetic monocline; subsequent exploration discovered 75 Mt of copper and 0,17 Mt of silver, 3. Geological interpretation of gravity and magnetic da-ta combined with sedimentologic data and regional subsur-face geology resulted in the location of 1.3 Gt of Fe-Ti-V ore in the Precambrian basement of northeastern Poland under -500 m of cover 4. A combination of metallogenic theory and geological interpretation of regional geophysical mapping led to the discovery of Caledonian-Hercynian granites and grano-diorites with accompanying porphyry-type Mo-W-Cu ores below 300 m cover on the northeastern border of the Upper Silesian coal basin 5. Tectonic reconstructions based on gravity and seismic data combined with theory on the origin of native sulfur led to the discovery of 1.0 Gt of native sulfur under cover up to 300 m thick. Five deposits were found at the northern margin of the Carpathian Foredeep. The other deposits found include lignite, polyhalite, lead-zinc ores.

Discussion of the paper of William H. Emmons, presented at the Canal Zone meeting, November, 1910, and printed in Bulletin No. 46, October, 1910, pp. 767 to S37. CHARLES R,. KEYES, Des Moines, Ia. (communication to the Secretary*) :-It is not in a spirit of criticism that I offer a supplemental suggestion or two on the subjects covered by this valuable and highly instructive memoir. There are two points which, in my opinion, should have received greater emphasis in Mr. Emmons's excellent paper. One is the fundamental role played by the chlorides under certain conditions in ore-formation. The other is the possible establishment of geographic relationships among the four phenomena of (1) excessive chloridic content of mine-waters; (2) the abundance of chloridic compounds of the precious metals ; (3) the presence of. manganese oxides; and (4) the diminishing importance, in ore-genesis, of the metallic sulphates. Although Mr. Emmons's notes refer to gold alone, it may be pertinently asked whether the same principles do not hold good for silver and copper also, since these metals form, together with gold, a distinct and well-known chemical group. That the reactions involved apply equally well to the other two metals mentioned, is shown by a number of recent observations and discussions. Chloridic ores of silver are, as I have lately endeavored to show, mainly worked in. arid or desert regions only ; and the great deposits of disseminated copper-ores are similarly characteristic of such regions, in which both classes doubtless owe their formation to the abundance of saline materials derived from desert dusts, and to the .plentiful and almost universal presence of manganese oxide. DURING the last 20 years, experimenters have sought to utilize pulverized coal in boiler plants, but refractory and slag troubles have usually overbalanced any, gains in efficiency that were obtained. These troubles were caused largely by lack of knowledge of the proper methods of coal preparation and lack of a furnace design that would be adaptable to pulverized-coal firing. When this information was obtained the results were so much more satisfactory that within the last 5 years approximately, 80,000 boiler hp. have been installed in plants ranging from 1000 to 20,000 boiler hp. rated capacity, which are operating at an average of 174 per cent. of rating. The first commercial installation for burning pulverized coal under boilers was made at the Parsons shops of the M. K. & T. railroad in 1916. Of eight 250-hp. water-tube boilers thus fitted, six were operated continuously for 3 yr., when oil was obtained at such a low price as to warrant its use. Since then, this plant has been operating alternately on pulverized coal and oil, depending on prevailing prices. Recently gas has been discovered within 20 mi. of this plant, so that this fuel may also be used. No change in furnace design was made when changing from pulverized coal to oil or gas firing. One of the principal advantages of this method of firing is its ability to utilize, with maximum efficiency, all kinds of coal, irrespective of quality or physical characteristics. In fact, quite a number of the present pulverized-coal installations were made for the purpose of utilizing coal that could not be marketed or used in any other way. The Pacific, Coast Coal Co., at Black Diamond, Wash., formerly hand fired the boilers, using approximately 125 tons of prepared steam-size coal daily. The Black Diamond steam coal is the best quality of coal for steaming purposes mined in that section of the country, and there is a market for all that can be produced. By installing a pulverizing plant, it was possible to substitute coal of a size and quality that had no commercial value, so that 125 tons daily of the best steam coal formerly used at the mines is now marketed.

Brief descriptions of several types of unit pulverizeI' are given and the functioning of the components that crush, carry, dry and classify the coal is considered. A distinction is drawn between pulverizers which crush particle beds and those .operating by free-crushing. Brief discussioiJ. of the influence of pulverized fuel quality on boiler operation and of pulverizing costs concludes the paper.INTRODUCTIONModern coal pulverizers function as carriers of materials and as crushers, as dryers and as size classification machines and, thus, the unit pulverizer comprises. several components that normally function as separate apparatus. The controls of the unit pulverizer must have sufficient flexibility to accommodate rapid variations of boiler load or coal quality. Further, the machine must be robust, yet easy to maintain preferably at annual intervals-so that maintenance costs are small (for coal is a relatively cheap material). Usually, the full load of a modern pulverized-fuel fired boiler can be raised with one pulverizer off-line. All coals, from anthracites to brown coal, may be prepared as pulverized fuel (hereafter P.F.) .Each pulverizer of a direct-fired boiler has, broadly, to supply the burners with coal powdered so that about 80 per cent passes a 200 B.S. sieve and only a small proportion, less than about 10 per cent, remains on the 100 B.S. sieve. The classification processes must prevent any appreciable proportion of coarse particles in the P.F. and yet not return excessive proportions of "finished" fines. The quality of the P.F. should not vary greatly with output rates which may be anywhere between the maximum rate and one quarter ofthe maximum. The suspension of P.F. in the primary air...

The criteria for use included acceptability of results, flexibility of equipment, ease of application, and economics. Material is conveyed dry until the gypsum, fiberglass, and water are combined at the discharge end of the rock dust hose.

A 3-stage fluidizing bed process of chlorination, selective oxidation and sulfur chloride conversion was tested for processing of a chalcopyrite concentrate. It was found that the use of excess oxygen was essential to a stable operation in the oxidation reactor. The oxygen-excess gas will inevitably cause the oxidation of the sulfide concentrate in the chlorination and sulfur chloride conversion reactors. A new flowsheet is proposed to separate the chlorination and the selective oxidation steps with separate flow paths of the fluidizing gases, thereby preventing the passage of oxygen-excess gas in the chlorination and sulfur chloride conversion reactors. The feasibility of the proposed flowsheet was demonstrated in a laboratory-scale fluidizing bed setup.

Paper written on project work carried out in partial fulfilment of MSc (Eng) degree Solid state sintered silicon carbide ceramics are used in aggressive environments as sealings. There exist data concerning corrosion, but there are only few data concerning their electrocorrosion behaviour. Therefore the electrochemical corrosion of solid state sintered silicon carbide (SSiC) ceramics has been studied at room temperature in acidic and alkaline environments by using potentiodynamic polarization measurements. The investigation showed a pronounced electrochemical corrosion in bases and acids. In HCl andHNO3pseudo-passivity features due to the formation of a thin layer of SiO2on the surface were observed, whereas in NaOH soluble silicate ions were observed, resulting in more pronounced corrosion. The microstructural observations of initial and corroded samples reveal that the residual carbon found in the microstructure do not dissolve preferentially. High-speed movies were taken of crater experiments in two-dimensional plates of Tennessee marble to study craters being formed primarily by stress-wave action. The contribution of gas action to the cratering process was minimized because the two-dimensional models did not contain the expanding gases from the explosive. Four burdens were studied for solid plates and one burden for a segmented plate. After cratering, the plates were reassembled for dye penetrant studies of fracturing. Flyrock velocities were calculated and related to the degree of fracturing, and compared with those from quarry shots. In general, the smallest burdens produced the highest flyrock velocities and the least amount of fracturing. Flyrock velocities compared favorably with initial flyrock velocities in quarry blasts, but did not show step accelerations due to gas effects as did the quarry blasts. The test with a segmented plate was used to simulate cratering in a jointed material and showed that stress-wave effects can be important for crater formation in jointed rocks.

Forty-three years ago a record for low cost was made at the Spanish mine, in Nevada county, California. In 22 days of September, 1887, there was mined 2796 tons of ore at a cost of 37.5 cents per ton, of which 32.4 cents was for labor and 5.1 cents for supplies. The mill treated this ore for 23 cents per ton, of which 12.3 cents was for labor and 10.7 cents for supplies. Thus the total operating cost was 60.5 cents per ton. The yield was $1.16 in gold per ton, leaving a profit of 56 cents per ton, or 48 per cent of the yield. The mine was an open-cut in a schist formation on a hillside and the work was done by Chinese laborers that were paid $1.40 per shift. The ore was soft, and could be ground effectively in four Hunting- ton mills, supplemented by silvered amalgamating plates.* The engineer in charge was F. W. Bradley, a student from the University of California. As has been indicated, the conditions were unusually favorable in respect of softness of ore, accessibility to the mill, metallurgic simplicity, with cheap labor and power, but even at that the results were so remark- able as to attract general attention, which, as might be expected, was magnified, for advertising purposes, by the manufacturers of the Huntington mill, the firm of Parke & Lacy, at San Francisco. Personnel live in Chibougamau and commute to the property over 33 miles of paved and gravel roads. Concentrates are trucked 13 miles to a railway siding on the line connecting Chibougamau and Quebec city.HISTORY Several companies explored the property before acquisition by Patino Mines (Quebec) Limited in 1973. Further exploration led to the discovery of a high grade copper-zinc orebody and the property was brought into production by the above company in 1976.ORE The ore contains 85% - 95% sulphides consisting of chalcopyrite, sphalerite, pyrite, pyrrhotite and minor gold and silver. Argenti tetrahedrite, antimonial silver, native bismuth and galena are also pre sent in very minor quantities. Associated gangue minerals are quartz, carbonates and occasionally chlorite."

An explanation is advanced for the recent results of Barrett and Sherby on the high-temperature creep of fee metals. Their measurements indicate that metals with a low stacking fault energy creep at a much slower rate than metals with a high stacking fault energy. The explanation is based on the assumption that the rate of core diffusion is much smaller in partial dislocations than in perfect dislocations. An experiment is suggested to test this assumption. The explanation also requires that the jog density is small on widely split dislocations. SHERBY and Barrett1,2 recently established an important result in the field of high-temperature steady-state creep. They have shown that fee metals whose dislocations split into partial dislocations separated by a wide stacking-fault ribbon creep at a much slower rate than fee metals whose dislocations are not split appreciably. The creep rates in the two cases may differ by a factor as high as 6000. (For the purpose of comparison, the test temperature of each metal was chosen so that its rate of self-diffusion was equal to a standard value. Similarly the stress levels were such that the ratio of the stress to an appropriate elastic modulus was the same for each metal. In all cases the stresses were sufficiently low that the steady-state creep rate was proportional to the stress raised to a power.) It is the purpose of the present paper to attempt an explanation of this interesting and significant result of Sherby and Barrett. The activation energies of high-temperature creep of the metals tested by Sherby and Barrett (aluminum, nickel, copper, and silver) were equal to their self-diffusion activation energies. Hence it appears reasonable to assume that this type of creep is controlled by a dislocation-climb process, which in turn is controlled by the diffusion of vacancies to or from dislocation lines. (It will be assumed that the diffusion of interstitial atoms is unimportant in the climb process. The analysis could be repeated for the case in which interstitial atoms are important.) In prior papers374 I have treated dislocation climb by using the assumptions that core diffusion is extremely fast down a dislocation and that a dislocation always maintains an appropriate vacancy concentration in its immediate vicinity. In recent years, there has been an increasing use of two-pass tunnel lining system consisting of segmental unbolted expandable precast concrete initial lining and cast-in¬place concrete final lining in the United States. Used so far in soft ground tunneling performed under free air, it often includes a waterproofing or gasproofing membrane placed between the initial and final linings. This paper describes the utilization of this two-pass system for an extension of the Baltimore Metro, constructed in part under compressed air. It offers a description of the extension project, known as Section C; addresses the tunnel lining selection process and the design of the lining elements; examines the effect of the adopted lining system and tunneling technique on the design of the project's major structural components; and describes design modification instructions in order to accommodate constantly changing field conditions.

The water-supply of a country may be considered from three points of view: (1) its abundance and availability for agricultural purposes; (2) its chemical properties in their relation to manufacturing purposes; and (3) its quality and quantity as affecting domestic consumption. This paper concerns only those characteristics which may affect manufacturing and domestic uses. The so-called sanitary analyses deal not only with the common mineral elements found in water, but with organic matter and with those substances which, by their presence, indicate changes taking place through the agency of living organisms. Since these living organisms are frequently accompanied by others, capable, as are believe, of causing disease, the products of their action are looked upon with suspicion even when, as in the case of nitrates, that action may have taken place at a time long past. Therefore, upon the quality of the water-supply depends much of the history of a country, when rightly read, as well as much of its promise for the future. Thus, the hardness," or content of calcium and magnesium salts, gives a means of distinguishing at once between the waters traversing only igneous or other siliceous rocks and those coming from calcareous deposits. The presence of decomposing organic matter and intermediate products betrays a use of the water as the public carrier of refuse, which renders doubtful its fitness for domestic supply. In certain regions, one of the most valuable historical records is made by the relative amount of chlorine in the different waters. In the absence of rock-deposits carrying salt,, the chlorine present in rain and snow, and hence in mountainstreams and springs, appears to be derived from the air-borne, finely divided salt spray resulting from the beating of the ocean waves on the coast. In the examination of bentonitic clay suspensions used for oil-well drilling fluids3/ (and for other purposes, such as a core binder for foundry sand) it is important to have comparative tests for evaluating them. A satisfactory clay for these and other purposes should 'rave the property of forming what is commonly called a "gel," but the measurement of this property has been a real problem. To date the solution has not been satisfactory, and some of the difficulties are considered in, this, paper, which describes a simple form of instrument (identified as an eykometer) for measuring the yield point under hydrostatic conditions of non-Newtonian clay suspensions, including those muds that are thixotropic. An oil-well drilling mud serves several functions, many of which depend on the "gel" characteristics of the mud. Among the more important functions are: (a) To plaster the sides of the hole to prevent caving of the walls; (b) to prevent the loss of the circulating fluid out of the hole by seepage; (c) to carry sand and cuttings out of the hole to the surface as they are formed by the rotary drill; and (d) when circulation of the fluid stops for shut-down or other unavoidable cause, to hold the cuttings in suspension by the setting up of the gel, thereby avoiding the difficulties that result when these cuttings are allowed to fall through the fluid and pack at the bottom of the hole.

This paper proposes a charge induction dust measurement method based on detrended fluctuation analysis (DFA) for use in coal mine environments, based upon electrostatic interference, dust properties, wind speed, particle size, moisture content and other factors. In this methods, sequence x(t) is first obtained through a dust concentration sensing probe, and then the cumulative deviation y(t) is calculated, and y(t) is divided into same lengths. Secondly, a first-order linear fit is used for data of each interval, and mean-square deviation filtered DFA was calculated for each interval. Finally, the dust mass concentration of the corresponding time is obtain by supplemented calibration coefficient and fitted the data point which is the mean and square root for all lengths of interval. Simulation and verification experiments showed that the charge induction dust measurement method based on DFA can reduce coal mine electrostatic interference effects with high accuracy. The design has been successfully applied to select areas.
