The object of taxation is the raising of a revenue. Unless a tax accomplishes this, it is a failure. The right to take for public purposes a part of the moneys obtained from the carrying on of private enterprises is an attribute possessed only by a lawful government, and may indeed be called the supreme attribute of government. In free, democratic communities this power must of necessity rest upon the consent of the governed. Power implies obligation, hence it is obviously the duty of a government, in framing a system of taxation, to provide one which, while effective in producing a revenue, is also just and impartial. • It will be conceded that mines and mining property ought to bear a fair share of the public expenditure. The question is, upon what basis taxation should proceed. Two separate taxing principles are usually contended for: Taxation should be proportionate to the benefits received by the person or property taxed; taxation should be based on ability to pay. A third is sometimes added, taxation should have reference to the extent and value of the natural resources enjoyed. As applied to mining taxation, it is pointed out by those who support the fist mentioned basis that, mines being usually situated in rocky and hence sparsely peopled regions, mining companies are frequently obliged to construct roads, railways, telegraph and telephone lines, schools, water and sewerage systems, and many other amenities and conveniencea of civilization the cost of which in regions better suited for agriculture, and consequently more thickly populated, has either been defrayed locally, or can be spread over a sufficiently large taxable group of people to materially lighten the financial burden on the mine. The mining company, it is argued, having made these outlays, should receive credit for them and be relieved of taxation to a corresponding extent. There may be some force in this contention, but the situation is capable of relief without attempting to place taxation upon so unworkable a basis as the value of benefits received. Who is to be the judge of these benefits, and how are they to be valued? The very existence of a mining company and its ability to carry on business in peace and security depeind on the prevalence of law and order, which is a result of good government. A critical path approach is presented for the problem of mine ventilation networks where regulators and fans are employed to control the airflow distribution. The problem is a classic one arising in mine ventilation planning. By identifying the analogy between the network for controlled flow and that for critical path method (CPM), the applications of the well known CPM technique to the ventilation problem become straightforward. The mathematical formulation of the problem is presented and the solutions are illustrated with examples. The cutset operation is introduced and employed for obtaining alternative solutions. The effects of booster fans on the total air power of the ventilation network are also discussed.

Industry Adopts Research: Seventy-Ave years ago Thomas A. Edison began in a modest way and with limited funds to gather about him men of various talents to form the first industrial research laboratory. His laboratory at Menlo Park, N. J., became famous for many discoveries and inventions, but possibly the most important of all may yet be the industrial research laboratory itself. Today, private industry operates 2500 research laboratories in which 135,000 persons' are directly and indirectly creating new processes and products and improving old ones, as well as developing new information to help keep the fountain of knowledge from running dry. In this change-making function, the scientific personnel comprises 41 pct; the technical personnel 26 pct; and the balance, 33 pct, nontechnical. The term "industrial research" has become so broad as to include almost everything beginning with the search for and discovery of the laws governing the properties of matter and energy to the development and testing of processes, methods, and equipment. These classes of investigation commonly merge so that no sharp boundary can be traced between them. The National Research Council therefore defines industrial research as "the endeavor to learn how to apply scientific facts to the service of mankind."' Currently, expenditures for research by industry are variously estimated at between $450,000,000 to $700,000,000 a year,' or about twice the expenditure for 1940. The President's Scientific Research Board" estimated that the national research and development for 1947 (excluding atomic energy) was as follows: A few companies spend as much as 5 pct of their gross receipts for research, but 1% to 2 pct is considered a good proportion by many." Shortages: Commendable as is the record of growth and accomplishment of science in industry, it is only a beginning. America and the rest of the world have merely sampled the fruits of industrial research; most industries have yet to make research the key to their future. A top research consultant, T. A. Boyd, of General Motors, states ". . . perhaps 90 per cent of all companies still have no research laboratories."Y or example, of more than 17,000 manufacturing concerns whose gross sales exceed $500,000 a year, less than 2500 have research laboratories. A still smaller proportion of the 184,230 manufacturing establishments in 161 industriese have or could afford their own research facilities. Yet, the small and mediurn-sized com,panies with less than 250 employees each, produce one half of the dollar volume of manufactured products.' How are these companies to participate in and share the benefits of research? Mining of As-bearing minerals had resulted in the release of arsenic species predominantly As(III), which is known to be more toxic, and undue exposure to it is detrimental to human organ systems. Many materials have been examined for As(III) removal, but it is still challenging to advance sustainable materials for effective removal of As(III). In this paper, a more eco-friendly and superparamagnetic Fe0-Fe3O4 composite was synthesised and evaluated for heterogeneous catalytic oxidation and removal of As(III) with peroxymonosulfate (PMS, KHSO5). The kinetic removal studies showed that removal of As(III) was probably through a chemical process and the Elovich model best represented the experimental data. The removal capacity for As(III) on Fe0-Fe3O4 with PMS (1.76 mmol/g) is superior to that without PMS (0.83 mmol/g). Combined results from XPS and ESR showed that As(III) was fully transformed to As(V) through catalytic oxidation by Fe0-Fe3O4/PMS and afterwards enhanced its removal. The removal mechanism of arsenic was ascribed to the formation of outer-sphere (electrostatic attraction) and inner-sphere complexes. The adsorbent can be separated easily from water due to its excellent magnetisation (64.5 emu/g) and also has good reusability potential as more than 85% of the initial concentration of As(III) was immobilised after five consecutive cycles. Research conducted into backfill drainage at Mount Isa Mines since 1992 is described. Piping in draining backfilled scopes has been the primary cause of bulkhead failures and emphasis is placed on research into the piping mechanism. Laboratory and in situ tests aimed at understanding the piping mechanism have been conducted and the results are presented. A case history of piping in a draining bench scope fill mass is described and a technique for reducing the potential for bulkhead failures in hench stopes is presented. Hydraulic fill is produced by standard cycloning of tailings and the overflow (reject material) is sent to thickeners prior to placement in the tailings dams. Research into the partial introduction of thickener underflow into the backfill system and its influence on backfill drainage is also descrihed.

The power required to operate a ventilation system can be 25% to 50% of the total energy requirements of a mine. In an effort to reduce energy consumption, initiatives are being introduced at Vale Inco to increase the efficiency of ventilation systems with the objective of decreasing energy usage. One energy conservation measure being introduced is the use of variable frequency drive (VFD) technology for fan motor control. Advancement in technology is making VFD applications more of a standard in industry. The benefits include improved operating performance and system control, reduction in current peak demand, and optimized power usage. This paper describes the application of VFDs for main and auxiliary mine fans; and associated potential energy savings.

A year ago, Marshall and Bird presented a paper in which a new method of measuring the agglutinating power of coal was described.' The procedure used was to determine the strength of a button containing 10 parts sand and one part coal, formed by carbonizing the mixture in a crucible in an electric furnace. The result of the determination was reported as the total weight in grams required to bring about complete destruction of the button. Correlations were shown between the agglutinating value and some of the characteristics of the different coals that were investigated. This agglutinating test has been in use fairly continuously during the past five years for coals of widely differing coking qualities, and it has shown reasonably concordant results accurate enough for commercial use, although there are many features of the test which should have further scientific study. During the past year a study has been made of some coals of low coking strengths, and incidental to the main investigation some data which appear to be of interest and value were obtained on the loss in agglutinating power caused by exposure to the air. Three coals were investigated, all of which were of the Tertiary age; two were from one field in Asia, and one from a field in the United States. The three were similar, as shown by the proximate and ultimate analyses in Table 1 (moisture-free basis). Coals SA and RA generally contain about 5 per cent. moisture and coal P about 3.5 per cent. moisture on the as-received basis. The large difference in the ash contents of the coals, amounting to practically 10 per cent. between SA and RA, and P, makes difficult a direct comparison of their qualities. In the second section of Table 1 the figures have been put upon an ash-free basis., This table shows that these coals are closely alike. The Alcan Smelter project at Lynemouth on the Northumbrian coast draws cooling water for the power station through shafts and tunnels from the North Sea. The sea at this part of the coast is frequently very rough and even in calm weather the coastal currents are strong. The adjacent coal mine makes use of these currents to disperse colliery waste and discharges into the sea some thirty thousand tons each week. In consequence the sea bed is continuously shifting and the sea is black and turbid. Construction of sea shafts under these conditions presents difficulties as drilling from a floating vessel is hazardous and sea bed activity of divers is greatly hindered by the entire absence of visibility. After considering several alternatives a method of construction was agreed with the Consultants in which the drilling and also the lining of the shaft would be completed in sequence from an eight legged work barge (GEM 126). Each shaft would be drilled to full depth and a steel cylinder, with its ends closed temporarily, would be lowered into the hole and grouted into the formation to form a full-length permanent lining. The bell mouth for each shaft would be constructed in advance to form part of the cylindrical casing. On interception of the shaft by its appropriate tunnel the lower end of the cylindrical casing would be cut away and the internal walling of the shaft installed from below. After completion of construction the shafts and tunnels would be flooded and the bell mouth sealing covers removed by divers.

INTRODUCTION The principal applications of the flocculation process in the coal industry lie in the area of waste water treatment. Consequently, the concern is more with the behavior of the associated minerals, clays for example, than with the coal itself. At the same time, however, the presence of even small amounts of fine coal can significantly influence the performance of the flocculation operation. Coal preparation waste water treatment is a substantial problem involving over 200 billion gallons of water annually. There can be no doubt that these quantities will continue to increase as coal production increases and environmental considerations dictate the increased use of closed circuit systems and tighter control of effluent quality. Furthermore, we can expect to find a continued increase in the amount of fines generated in the coal mining and processing operations. Modern mining techniques tend to yield a finer raw coal with a higher ash content. The greater emphasis on fine coal cleaning for improved sulfur and ash removal and increased coal recovery will also lead to greater demands being placed upon the wastewater treatment system. The costs of "blackwater" treatment have been shown to vary widely from plant to plant (1). Part of this variation can be attributed to differences in the coal being mined and the plant flowsheet but there are no doubt significant contributions from the improper design and operation of treatment facilities.

Drilling data from the Valley Leach Facility at AngloGold Ashanti's Cripple Creek and Victor Gold Mine has been used to develop a robust inventory estimation technique. The technique is presented along with discussion of the particular inventory components and evaluation methodologies.

The oil and gas drilling industry is the largest user of "functional" industrial minerals for well drilling and completion. (Functional industrial minerals can be defined as those used for performance characteristics rather than composition.) This industry's use of industrial minerals involves complex mining, processing, and distribution of products. The cost of these products at the well site reflects the complexity of distribution to typically remote locations and the cost of service. Table 1 illustrates the use of functional industrial minerals by the drilling industry. The total tonnage shown is almost 2 1/2 times larger than the 3.3 Mt (3.6 million st) of kaolin used by the paper industry for filling and coating, another major use for functional industrial minerals. Drilling fluids are an indispensible part of a drilling operation. These fluids perform several functions simultaneously. They cool and lubricate the drill bit, remove formation cuttings, increase the specific gravity of the fluid to counteract formation fluid pressures, provide a filter cake on the wall of the drill hole to prevent drilling fluid loss to the formation, protect the porosity of producing zones, and prevent reaction of the formation or formation fluids with the drilling mud. When porosity of a formation exceeds the ability of the drilling fluid to form a wall cake, it is referred to as lost circulation. Because these fluids are being constantly formulated for changing formation conditions, they require a skilled technician or drilling mud engineer on the site at all times. Drilling fluids are composed of oil or water as the liquid phase, and industrial mineral products and chemicals to control chemical and physical properties. The basic function of viscosity and suspension result from the use of gelling clays and chemical and mineral dispersants; specific gravity of the mud is adjusted with mineral weighting agents; filtration control is maintained by clays and various natural and synthetic polymers; platey minerals and scrap products are used for controlling lost circulation in porous or fractured zones; salts are added to the mud to inhibit shale and clay swelling; chemicals are added for pH adjustment, prevention of corrosion, and as scavengers for formation fluid components. Because of the clay component, drilling muds have rheological properties different from conventional fluids, behaving as Bingham plastic fluids as opposed to the Newtonian behavior of water and oil. Newtonian fluids will begin to flow with the application of any force, however small. Bingham plastic fluids require a finite force or shear stress (yield value) before flow begins. Thixotropy is another property of clay-based drilling fluids. At rest they form a gel structure that suspends the weighting agents and rock cuttings. These gels break down when a finite force is applied and circulation is restored. At the bit where shear rates are the greatest, the viscosity or resistance to flow decreases, so hydraulic pressures and pumping costs are minimized. A drilling rig provides a means of rotating a hollow pipe attached to a cutting bit. A mud pit or tank is used for mixing the drilling mud and its components. ALUMINUM-KILLED, low carbon steel sheets are used extensively for severe deep drawing and other difficult forming operations. They usually, but not always, have a characteristic grain structure in which the grains are elongated both in the lengthwise and in the transverse direction. As described by Burns and McCabe,&apos; a typical grain in the plane of the sheet has its two axes in that plane from 1 Y2 to 4 times as long as the axis normal to the plane of the sheet. Rickett, Kalin, and MacKenzieZ have also reported on the recrystallization behavior of such steel. The contrast in grain structures of fully processed sheets of aluminum-killed and rimmed steel is illustrated by Figs. 1 and 2. The elongated grain structure of the aluminum-killed sheet is not developed on all heats or lots of this metal, and studies of the factors controlling and influencing its formation are reported in this paper. Jeffries and Archerb tate that unstrained grains are normally equiaxed, but exceptions are common. For example, if a metal containing a material mechanically obstructing grain growth is subjected to considerable working followed by thorough annealing, it may exhibit grains consistently elongated in the direction of working. Our experiments demonstrate that aluminum-killed, low carbon steel is such a metal, and that the substance mechanically obstructing grain growth is aluminum nitride. The effectiveness of aluminum nitride in inhibiting grain growth has been found to be influenced by the degree of cold reduction, the rate of heating in annealing, the thermal history of the sample before cold reduction, and the residual aluminum content. A correlation between grain shape and austenitic grain coarsening temperature also was indicated and additional experiments demonstrated that aluminum nitride is also the principal cause for the fine grain characteristic of aluminum-killed steels. Manufacture In conventional practice, aluminum-killed sheet steel is manufactured from a low carbon steel containing approximately 0.02 to 0.07 pct residual (HC1 soluble) Al. With the exception of certain samples containing greater or lesser amounts of aluminum, the steels used in these investigations were within the following composition range: C, 0.03 to 0.06 pct; Mn, 0.28 to 0.38; S, 0.017 to 0.032; Al, 0.03 to 0.06; P, <0.01; and Si, <0.01. Properly heated ingots are rolled to slabs about 4 in. thick. After surface conditioning, the slabs are reheated to about 2300°F and hot rolled continuouslv to strip about 1/10 in. thick. The strip rolling is completed at a temperature of 1550°F or higher, and the strip is coiled, usually at a temperature near the lower critical transformation. After cooling, the strip is pickled to remove oxide, cold reduced 40 to 70 pet to final thickness, then annealed to 1250° to 1350°F in 20 to 80 ton charges, the size of which results in slow heating and cooling rates. Effect of Cold Reduction According to Sachs and Van Horn,&apos; the deformations of the individual grains in rolling are similar to those of the total volume. Thus individual grains would elongate in rolling according to the amount of cold reduction imposed. This is true theoretically, but as cold reduction increases the individual grains tend to fragment, and measured grain elongations become less than theoretical. The amount of grain elongation may be described by a numerical rating based on grain counts made by the intercept method. Specimens are polished normal to the plane of the sheet, with the polished surface extending parallel to the rolling direction. After etching, grain intercepts are counted along a 50 mm line on a micrograph of suitable magnification. In random locations parallel to the plane of the sample 20 counts are made and 20 are made in the thickness direction of the sample the average count in the thickness direction divided by the average count parallel to the plane of the sample gives a numerical rating of the grain shape called grain elongation. For example, a grain elongation of 2.00 means that the average grain is twice as long as it is thick. The average of both counts may be converted to grains per sq mm by a nomograph relating intercept counts and grain count. By the same procedure the grain elongation in the plane of the sheet but transverse to the rolling direction may be determined, using transverse metallographic samples. There is an increasing requirement for mines to meet a certain minimum criteria for sustainability within the context of the physical environment, ecosystem and socio-economic system in which they are located. The mining industry has wrestled to develop methods for assessing the ‘sustainability’ value of a mining project and indicators of ‘sustainability success’. A methodology for the evaluation of sustainability of a mining project using the Multiple Accounts Analysis (MAA) system was developed. The MAA is a platform for engagement of stakeholders and for the assessment of site-specific alternatives based on both qualitative and quantitative indicators of success.

Computers and communications technology have revolutionized many industries. In earthmoving, this revolution has just begun. The major changes are still to come but are just around the corner. This article presents a vision of this upcoming revolution in the earthmoving industry. This vision includes basic communication, machine monitoring and diagnostics, job and business management, planning and operations, and machine control. For the industry to realize maximum benefits from the information age, it must have a vision of the future that is shared by technologists, machinery producers and miners. History of the information age During the 1970s, the information age revolutionized retailing, starting with the grocery business. By using bar codes and laser scanners, individual items were connected to the information world of computers and communications. Once this connection was made, the data on what an item was and where and when it moved became valuable information for inventory control and marketing. Not only was the information valuable, it was easy and inexpensive to collect and manipulate. The effort required to provide the consumer with the right product at the right time was reduced. Costs went down and customer satisfaction went up. But there were casualties of this revolution. Many inventory counters lost their jobs. There were also equipment casualties. Cash registers that could not interface with the digital world were discarded long before the end of their useful life.

IT is the object of the present paper to bring to the notice of members of this Institute, the results of experiments made during the past six months in the manufacture of the alloys of iron and manganese in the blast-furnace. The ores at hand and available for the purpose were brown hematites, containing but a very small percentage of manganese, and various manganese ores containing a small percentage of iron. It is hardly necessary here to call attention to the statements regarding the production of iron-manganese alloys from such ores, which are given by all the well-recognized authorities on metallurgy. Suffice it to say, in a few words, that they hold that the operation is practically impossible, and that in the use of oxides of iron and manganese, mechanically intermixed in the same ore, much difficulty has been found in producing spiegeleisen. Spathic ores, containing manganese chemically combined, are alone recommended for the production of spiegel, and even then it is said that well-managed furnaces produce only about 75 to 80 per cent. of spiegel, the balance of the production being white laminated pig or gray iron.

In regard to the paper by J.B. Gwiazda, it makes a highly technical approach to show that the .u factor used by designers of lemniscate-guided roof supports has never really been confirmed as a maximum and assumes that convergence is vertical. Also, the paper does not appear to take into account deflection of structures, which occurs when the lemniscate and base members are fully loaded to their maximum stress level, nor the front to back line of the support in relation to differential roof to floor movements caused by strata movements under pressure. It is not unusual for differential movements to be slightly diagonal to the line of the support, particularly in faulted areas and on gradient faces. The paper also does not take into account consolidation of fines immediately above and below the support. Generally speaking, any differential movement is from face to waste and under these conditions the .u of 0.3, which appears to be an international standard, has worked in practice. However, if the face end of the support is lower than the waste end, then the µ of 0.3 can be considerably increased, giving rise to the damage mentioned in the paper. The ideal design should aim for a slightly forward bias in the lemniscate guide so that the last increment of setting is toward the face, tending to close any fissures that may have developed during the support advance cycle. The support should also be fitted with positive set valves to ensure that a high setting load density is attained to minimize bed separation. As far as powered supports are concerned, convergence is irresistible and all powered supports converge at their rated yield load. A similar principle can be applied to the differential roof to floor movements to drastically reduce the very high forces that would otherwise be applied to the lemniscate structures and pins and that, in turn, are transferred to the base arrangement and floor loading. Any differential movements are usually catered for by the 0.3 µ factor or deflection of structures in the lemniscate guide arrangement and consolidation of the floor. The floor loading, due to differential movement, is in addition to the support convergence load and requires additional bearing area to avoid possible floor penetration. Some seven years ago, Fletcher Sutcliffe Wild Ltd. (FSW) introduced a lemniscate-guided shield support where the lemniscate linkage is connected to the roof bar through two horizontally converging rams to allow differential movement to take place above a given rated figure. This is a known force and can be guarded against, whereas with rigid connections the forces, as yet, are unconfirmed. By careful design, a horizontal force in excess of 6 MN (60 tons) opposes differential movements for a total ram loading of only 2.5 MN (25 tons), or 1.25 MN (12% tons) each. This principle can considerably reduce the length and weight of the support in comparison with a rigid pin-type structure; also, the yield load rating can be increased without affecting the lemniscate forces. The graph shows the tensile and compressive forces in a lemniscate linkage of a support with and without hydrostore. These forces react into both the roof beam and base members and, as can be seen from the support height to linkage load graph, a considerable reduction in these reactions is gained by the use of the FSW patented hydrostore system. Floor loading is considerably reduced under maximum µ conditions, and by allowing the roof bar to move with the strata, some degree of improvement to strata control is achieved in line with the assumptions in the paper. In practice, these movements have only been in the region of a few millimeters, which, in turn, reflects on the improvements to strata control by the addition of positive set valves.
