The perceived and actual impact of government mineral policy upon the government share from gold mining revenues is assessed for ten key countries in which the gold sector is of relevance in advancing economic growth. Five African and five South American jurisdictions are considered, namely Burkina Faso, Ghana, Mali, South Africa and Tanzania from Africa; and Brazil, Chile, Colombia, Guyana and Peru in South America.Both the headline corporate income tax rate and royalty level are identified as poor indicators for the total government share. In addition, significant differences between industry perception and actual government tax levels are identified by this study. The quantitative financial analysis shows that there is no clear relationship between individual taxation rates, taken in isolation, and the overall average effective tax rate (AETR) paid by the project over its life. Neither companies nor governments should use individual taxation rates, or industry perceptions, in isolation to assess the overall competitiveness or equity of a country’s minerals taxation regime – such analysis can be very misleading.In this study, the perceived impact is determined from the well-established Fraser Institute survey published each year, and in 2014 compared 122 minerals jurisdictions globally. The actual impact is determined from quantitative modelling of the financial performance of a hypothetical gold mining project in each country. The technical parameters of the project are held constant; instead the differing mineral policies in each jurisdiction are applied to determine the resultant impact upon the relative share of the economic rents delivered to both private and public sectors. The environmental status of underground mining operations is critical to the health and safety of the miners; particularly in a large mine, the multitude of interacting parameters that can favorably or adversely affect the environ-mental status makes the manpower requirement of the routine checking of specific areas and conditions a formidable one. While the concept of environmental monitoring for miners has been considered for some time, until recently the availability of sensors to reliably measure the parameters of interest severely limited the utility of such systems. The status of sensors for mine use and the evaluation of environmental monitoring systems is reviewed.

A preliminary program dated April 25, 1974 was prepared for Development Engineering, Inc. (D.E.I.) on research and development, laboratory; field and other engineering studies for the disposal of retorted oil shale. This program was revised and published as a final document dated December 17, 1974. The document included a discussion on the peculiarity of retorted shale materials to be investigated and a discussion of the various laboratory and field tests which would need to be conducted to define their physical and chemical properties. With the increasing demand for metalliferous and mineral raw materials and the consequent depletion of the global natural resource base, the possible utilization of secondary raw material sources is receiving more and more attention. In the present study, we present results from a detailed vanadium deportment study of three basic oxygen furnace slag (BOS) samples known to containing elevated bulk concentrations of vanadium. Complementary analytical methods that were used to quantify the abundance and composition of V-containing phases include SEM-based automated mineralogy, X-ray fluorescence analysis, and X-ray powder diffraction as well as electron probe microanalysis. The vanadium deportment was quantified using Monte-Carlo simulations of the data obtained from automated mineralogy and electron microprobe analysis. The total V concentrations identified by XRF are between 1.7 and 2.2 wt.% V. The most important hosts of vanadium are larnite-, brownmillerite- and portlandite-solid solutions. In two samples Ca carbonates also significantly contribute to the V deportment, while wuestite, lime, and native iron do not contribute significantly to the vanadium deportment. A thorough consistency check identifies considerable uncertainties in the density of the V-bearing phases as the most likely reason to explain remaining discrepancies between measured and calculated V values.

The Bureau of Mines examined sources, consumption, and movement of iron and steel scrap in the southeastern States--Alabama, Florida, Georgia, Kentucky, North Carolina, South Carolina, and Tennessee. Officials of the scrap-processing and scrap-consuming industries were interviewed, data was obtained from the published literature, and a canvass was made by the Bureau of scrap consumers. The Southeast generated excess scrap which was shipped to domestic and foreign consumers in about equal proportion. Total 1963 demand in the Southeast was 3,336,000 net tons, of which purchased scrap was 75 percent, foreign exports 13 percent, and domestic exports 12 percent. Alabama, with 47 percent of the purchased scrap consumption in 1963, was the most important scrap-consuming State, and Kentucky, with 34 percent, was the second most important one. Southeast demand was 4.8 per-cent of the total U.S. demand. Projected 1980 consumption is 8,340,000 tons. Scrap prices showed a slight downward trend for the period 1953-63, although gross consumption increased slightly. A significant trend in processing scrap in the Southeast is the preparation of smaller bundles or "briquettes" weighing from 75 to 150 pounds, which are easier for consumers to handle and inspect. Another significant development is the "shredding" of automobile scrap which produces a dense, clean scrap especially desirable for use in electric furnaces.

THE views and observations expressed herein on this old but constantly recurring question are our own, no effort having been made to align them with standard texts. Therefore, while they may find general acceptance amongst fellow engineers, they must stand as personal opinions and as such are open to debate and discussion. In order properly to consider the subject, it should first be 'set in proper perspective. Why are Prospects Examined? Prospects are examined to determine whether they may contain economic concentrations of metals or minerals, the legitimate mining business being run, pretty largely, to make money. Next to food and clothing, modern civilization is based on metals, with which are included in this discussion minerals, oils, and fuels. A constant and increasing demand for the common metals requires the location of replacements for depleted orebodies, while the use and appreciation of new metals brings increasing demand for them. Aluminium is a good example of a metal which has, within recent years, made great progress. Today, we are becoming increasingly aware of magnesium, chromium, tungsten, thallium, and other lesser known, metals.

THE present truce in litigation between Western smelting and ranching interests gives opportunity for a summary of the results achieved by metallurgists in condensing fume and de-acidifying furnace-gases. In the absence of complete records of past experiments, there has been a good deal of unnecessary duplication of attempts and' failures. Yet, especially under the recent policy of our large corporations, looking to the economic recovery of the values of by- and waste products, original and, in some cases, effective measures have been developed by American metallurgists. In the case of Bliss vs. the Anaconda Copper Mining Co., the Montana Supreme Court, recognizing the progressive efforts made to render the flue-gases innocuous, and the value to the community of the smelting company's operations, refused to hamper its work, and returned a verdict in favor of the defendant. In the trial, the experimental firms of the company in the so-called "affected region" were proved to be thriving perfectly, showing that immunity was guaranteed to vegetation and stock by the wide distribution of the sulphurous acid gas in the dry air of Montana. Indeed, L. S. Austin has proved that by the time the fume is 4,000 ft.. distant from the stack, the percentage of sulphurous acid has been diminished from 2.28 to 0.00045; and Angus Smith has shown that rain must contain 40 parts per million of free acid before vegetation is affected. The arsenic in the stack-gases is but a very small part of the original content of the ore, of which 80 per cent. and over is rejected in the concentrator and furnace waste-products or recovered in the flues. Today, more and more tunnel ventilation systems are based on NO2 (or NO) and visibility measurements. Due to the significant decrease of CO emissions in countries with EU emission standards, which were adopted by Australia in 2004, CO is no longer a key factor for tunnel air quality monitoring and is often only measured for plausibility reasons (eg according to the German guideline RABT2006). Nitrogen dioxide, which is a good indicator for the overall air pollution along roads, is now taking over the leading role not only for ventilation control but also for air quality monitoring and in future probably for checking the function of air filtration plants in tunnels. Due to the lack of equipment for reliable and long-term NO2 measurements in road tunnels in the past, there are only very few standards giving limit values for NO2 in road tunnels. Furthermore there are not many records of NO2 readings over longer periods in different types of tunnels. SICK MAIHAK, a major supplier of measurement devices for controlling tunnel ventilation, has introduced the first monitor in 2006, specifically designed for measuring NO2, NO and visibility simultaneously in road tunnels. There are now experiences and results from the first tunnels equipped with this kind of system. This paper will present and discuss the results and experiences from these tunnels and explain the different levels of NO2 in different tunnel types. Furthermore, the status of air quality standards for road tunnels regarding NO2 limit values and the current status of discussion in various countries about NO2 limits will be presented.

Mechanical moles have developed through a tedious process of evolution. At times it has seemed that tunnel borers have been subject to the same Darwinian rules of evolution as their zoological namesakes who, despite their efficiency, are highly specialized and still restricted to soft soil conditions near the surface of the ground. HISTORICAL HIGHLIGHTS The Robbins Co. began its work in this field in 1947 with the development of a twin-bore continuous coal miner. Although these machines were used primarily in coal, two of the early prototypes were used to bore tunnels through shale. Disk cutters were first used on these machines and showed promising results as core breakers between drag-bit kerfs. In 1953, James S. Robbins and Assocs. undertook the development of a 25-ft 9-in.-diam circular tunnel borer for Mittry Construction Co. to be used at Oahe Dam in South Dakota (Fig. 1). This is believed to be the first rock tunnel-boring machine built since the end of the 19th century when short sections of the Channel tunnel were successfully bored in chalk from both the English and French shores. Another Oahe Dam machine was built in 1955, and then a series of three small-diameter machines for the company's first real experience with medium-hard and hard rock (Fig. 2) None of these three could be considered a success, although they laid the groundwork for the success that followed. Interbedded shale and limestone in Pittsburgh and hard limestone in Chicago quickly pointed up the weaknesses in these machines which were used by Perini, Dravo, and Healey. Among the problems were the high breakage rate of tungsten-carbide drag bits, too much flexibility in the drive shafts, failure of high-pressure hydraulic systems, chain-conveyor failure, and general lack of rigidity and strength. Introduction The production of magnesium by direct reduction of the oxide has far passed the experimental stage and was responsible for 30 per cent of the recent wartime production of 246,000 tons per annum. This paper describes the small-scale experiments which culminated in a number of the wartime plants. The paper traces the author's early experiments on various direct reduction reactions leading to his choice of the ferrosilicon reduction of dolomite and the realization that this reaction would proceed at a satisfactory rate at temperatures obtainable in metal apparatus. MgO has a standard heat of formation of 146,100 cal. and is therefore one of the most difficult oxides to reduce. However, if advantage is taken of the relative volatility of magnesium metal, thermally unfavourable reactions may be utilized. In reaction MgO + X = XO+ Mg . . . . . . . . . . . . . (1) the removal of Mg as a gas at high temperatures displaces the equilibrium to the right in the face of the unfavourable thermo-chemistry which is inevitable with any X other than calcium metal. If X is carbon, not only is the reaction highly endothermic, but CO is gaseous. A temperature of l,864°C. is required to produce a pressure of one atmosphere of Mg. Between l,900°C. and perhaps 400°C., the back reaction takes place readily and special shock cooling devices are required to recover magnesium from the gaseous mixture. This reaction does not lend itself to small-scale experiments and was not examined by the author. If, in reaction, carbon is replaced by a relatively pan-volatile metal, the oxide of which is also non-volatile and possesses a fairly high heat of formation, a reduction reaction is offered which is free from the difficulties associated with carbon. The typical case of silicon will serve as an example: 2MgO + Si = SiO2 + 2Mg (g) . . . . . . . . . . . . . . . . . . . . . . (2) At temperatures above l,000°C., a positive pressure of magnesium will exist over the system. Removal of the magnesium vapour will displace the reaction to the right in the face .of an unfavourable thermal balance. Since magnesium is the only volatile component at this temperature, it may be evolved and condensed, using attractively simple distillation technique.

Introduction In the contact process for ?the manufacture of sulphuric acid, sulphur dioxide gas - produced by the burning of sulphur or of sulphur-bearing ores, or as a by-product in the treatment of sulphide ores - is made to combine with the oxygen of the air to form sulphur trioxide, which then only requires the addition of water to form sulphuric acid. The substance, as for example platinum, causing this combination is usually referred to as a catalyst, a convenient term, in the definition and explanation of which many pages have been written. Catalysis is now a comparatively common means of effecting chemical combination, but if the question were raised here tonight as to what actually goes on when this apparently innocent third party unites the parties of the first and second . part, without itself being altered in any way, I am afraid even our most learned members would have to confess their inability to entirely explain the phenomenon; for although the subject is under investigation, there is still much to learn. The contact process, however, is one of the outstanding achievements in chemical engineering. ? From the standpoint of the difficulties involved and the time absorbed in their solution, it probably stands alone in the field of technical chemistry. In fact, the manufacture of sulphuric acid has, from the earliest days, been surrounded with problems which have interested the ablest chemists. The Chamber System Although this paper has particularly to deal with the contact process, it may not be amiss to refer briefly to the chamber system, which was, and still is, a most important factor in the sulphuric acid industry.

Microwaves have considerable potential as an energy source in both mineral processing and metals extraction. In this research, the utilization of microwave radiation for the heating of a gibbsite type bauxite ore was investigated. Firstly, thermogravimetric studies were performed in order to characterize the dewatering processes of the ore. Secondly, both the real and the imaginary permittivities, which are the fundamental properties that determine the interaction of microwaves with any given material, were measured for the bauxite ore as a function of temperature. The changes in the permittivities were shown to be related to the dewatering processes. Subsequently, the effects of operating variables such as processing time, sample mass, particle size, microwave power, sample bulk density and carbon and magnetite additions on the sample temperature in a microwave field were studied. The results showed that under suitable conditions the bauxite ore could be readily heated. Therefore, there is considerable potential for the application of microwaves for the heating of bauxite ores.

Column flotation cells continue to gain acceptance in the coal industry for the treatment of high-ash streams containing clay slimes. Unfortunately, some industrial installations have failed to meet expectations due to improper scale-up, incorrect operation and poor ancillary circuit design. To overcome these problems, case studies have been conducted to fully define the capabilities of column cells for coal applications. These data have been used to develop generic engineering guidelines for column circuit design and operation. An economic analysis has also been conducted to illustrate the importance of key capital cost considerations. These analyses indicate that column cells are significantly more expensive than conventional machines, although this difference can be greatly reduced through the installation of very large-diameter columns.

Gold occurrences have been reported in Alagbede, southwestern Nigeria, but a mineral potential map (MPM) to guide academics and investors in the area is still needed. As a result, geophysical methods (aeromagnetics and aero-radiometry) have been used to assess the potential for gold minerals in the area. Several enhancement filters, such as reduction to the equator, upward continuation, analytical signal, second vertical derivative, and power spectrum analysis, were applied to the aeromagnetic data to understand the subsurface geology better. The enhancement filters applied to airborne radiometry data are K/eTh, ternary color composite, F parameter, and deviation from the ideal K values (Kd). Geophysical data analysis was used for structural mapping and geological reconstruction, while aero-radiometric data was used for hydrothermal alteration mapping. The primary trend observed in the area’s magnetically inferred structural framework map is NE-SW, while a few are in the NW–SE and E-W trends. These observed trends show that the study area suffered at least three deformation episodes. Geological evidence of gold mineralization, such as favorable lithology, geological structure, and hydrothermal alterations, has been fused to produce a reliable MPM of the area. The geographical location of the existing mineral sites in the investigated area agrees with the geological structures and the MPM produced there. Thus, the systematic approach adopted in this study can be extended to other supracrustal belts of a typical Precambrian basement complex worldwide to ensure the reliability of orogenic gold mapping and resource management.

The principal causes of many methane-gas explosions that have occurred in anthracite mines, especially in thick pitching veins, during recent years can be traced to lack of a satisfactory method of testing for such gas in areas adjacent to those in which blasting is to be done or other sources of ignition introduced. As coal-mine officials and inspectors are required to make examinations for methane in all accessible open workings, including high places, and permissible flame safety lamps have been used almost universally for making these examinations, considerable difficulty has been experienced in proper testing of atmospheres at elevations beyond the normal reach of the examiner, and resultant explosions have often indicated perfunctory tests. The accepted practice of testing for gas in voids or high places generally consists of raising a flame safety lamp, suspended from the end of a long drill, stick, or pipe, into the atmosphere to be tested. Disadvantages noted are: Action of the flame within the lamp cannot be seen readily when the lamp is more then 18 inches overhead, the flame will not be extinguished when less than about 4-1/2 percent of methane is present, and indications of small percentages of methane within the lamp may disappear entirely while the lamp is being lowered slowly to view; the examiner must usually be exposed unnecessarily to falling material; and the lamp may fall and be broken. Thus, the need for a more reliable, safe method of testing for gas in out-of-reach places is apparent. Several electrical methane detectors, tested and approved by the Bureau of Mines, have been used satisfactorily, though infrequently, for making the aforementioned gas tests. Some of these detectors employ a rubber aspirator bulb and rubber tubing of suitable length to draw the atmosphere from high places through and over energized parts of the detector. However, the original expense, susceptibility to damage, and awkwardness of tarrying these instruments in steep-pitch workings has precluded their general use in everyday examinations. Although not as efficient as the electrical detector for determining small percentages of methane or as reliable because of the limitations imposed by oxygen-deficient atmospheres, the modern per¬missible flame safety lamp can, it is believed, be used safely with the rubber aspirator bulb and tubing to greater advantage and with comparative reliability in testing for gas in out-of-reach places. Slight reference to this method of introducing air into a safety lamp is made in a Bureau of Mines publication of l921,2/ and it is quite possible that the method has been utilized in some manner by individuals in American mines during the intervening years. A similar method was used in connection with a nonpermissible Wolf flame safety lamp in at least one coal mine in Japan before World War II. IN gathering material for this review the aid of the individual members of the Milling Committee was invoked and the assistance received is hereby most grate- fully acknowledged. The replies were much alike; almost everyone stated that in 1932 his operations had been cur- tailed or stopped entirely, that the only activity and progress were in milling gold ores, and that the Hadsel mill' looked like a coming machine in the crushing and grinding field. However, further inquiry and search have shown that the year was not quite so barren of developments as the foregoing statement would indicate.
