INTRODUCTION In 1974, Industrial Miners Mexico, S.A. (IMMSA), agent for the borrowers, was the largest privately-held mining, smelting, and refining company in Mexico (accounting for 32% of Mexico's nonferrous metal and coal production in 1974), the fourth largest company in terms of sales, and the second most profitable company in Mexico, excluding government wholly-owned and operated industries. The company was engaged in the mining, smelting and refining of coal, copper, fluorite, gold, lead, silver, zinc and related by-products for domestic consumption and export. A combination of favorable factors led IMMSA to propose an investment plan amounting to US$286 million for 1974 through 1978, of which US$150 million was to be financed. These factors included: Substantial profits in 1973 and 1974 Positive near-term outlook for metal prices Success of the reinvestment program in increasing productivity Substantial additions to proved reserves during 1973-1974 and Fiscal incentives provided by the Mexican government to stimulate investment in the mining industry. The primary purpose of the investment program was to construct a new electrolytic zinc refinery and to expand and modernize many of the company's existing mining and refining facilities. THE BORROWER Company History Compania Miners Mexico, S.A. was incorporated in the city of Monterrey in 1918 as a wholly-owned subsidery of ASARCO Inc. (formerly American Smelting and Refining Company, New York) for the purpose of mining and processing non-ferrous metals and related products. In compliance with the Government's Mexicanization program, ASARCO Inc. divested itself of 51% of its equity in Compania Miners Asarco, S.A. on June 30, 1965. Subsequently, ownership in the divested share was apportioned as follows: 15% ownership in Compania Miners Asarco, S.A. to a group of private investors, and 36% in trust for subsequent public sale. The company's name was changed to Asarco Mexicana, S.A. in 1965. Mexican ownership in Asarco Mexicans, S.A. was increased to 51% in 1967, following the purchase of the 36% share ownership held in trust, and then to 66% in 1974 when ASARCO Inc. divested itself of an additional 15% of its holdings in Asarco Mexicans, S.A. Following its 1974 divestiture of 15% of Asarco Mexicans, S.A., ASARCO Inc's ownership in Asarco Mexicana, S.A. was reduced to 34%. In 1974, the company changed its name for the second time to Industrial Miners Mexico, S.A. (IMMSA). Fiscal Agreement IMMSA entered into a fiscal agreement with the Mexican government in 1969. The agreement, which was renewed in 1974, provided for 100% of the production and export tax corresponding to the federal government with a minimum of 50% of the amount refunded to be reinvested in fixed assets. The Bureau of Mines investigated the resource potential of 201 mines and deposits in 28 market economy countries and 17 mines and deposits in the U.S.S.R. and China. The 201 mines and deposits evaluated from market economy countries contain an estimated 34.2 billion metric tons of recoverable phosphate rock (at the demonstrated resource level), with Morocco and Western Sahara accounting for 61% (21 billion tons), followed by the United States with 19% (6.4 billion tons). The 17 mines and deposits evaluated in the U.S.S.R. and China contain approximately 1.5 billion tons of potentially recoverable phosphate rock. Potential annual capacity from low-cost, high-grade producing mines in the United States is estimated to decline significantly during the latter half of the next decade, and the United States will have to develop new, higher cost, lower grade mines in order to satisfy demand into the next century. Of the world's new production capacity which could likely be developed over the next decade, slightly over one-third could be produced at an estimated 1981 cost of $40 per ton or less, and about two-thirds would cost in the $40 to $50 range (including a 15% rate of return). In comparison, moot of the competing phosphate rock from producing mines in Morocco could be produced for under $40 per ton. The United States has sufficient demonstrated resources of phosphate rock (plus huge quantities at the identified and hypothetical resource levels) to satisfy domestic consumption for many years to come, but its future ability to compete in the major export markets against low-cost competitors is much more uncertain.

The Sechol Nickel-Cobalt Laterite Project is located in East-Central Guatemala, 140 km northeast from Guatemala City. In-situ resources in the immediate Sechol area, including those on other mining concessions contain 133 million tonnes of mineralization, grading 1.5 1% nickel. Considering the ever-increasing market for these metals, and the potential quick return on the initial investment, Jaguar Nickel Inc. is confident that by late 2006, it will be producing the first nickeltcobalt hydroxides from Guatemala. The path from now until the production stage passes through a pre-feasibility study, scheduled for completion by mid 2004, and bankable feasibility by mid 2005. Jaguar's objective, however, is not only to have a producing nickel-cobalt mine by late 2006, but also to continue with the exploration work in order to make Guatemala one of the world's leading nickel-cobalt producers. The Sechol group of deposits is conformed of several lateritic pockets, delimited by tectonic faults, and hosted by ultramafic rocks of the Sierra de Santa CW. ophiolitic belt that intruded the Maya Continental Block during the Early Tertiary age. The intrusive is mainly represented by a layered sequence of dunites, peridotites, and pyroxenites, usually strongly serpentinized. Existing data indicate that these rocks underwent fractional crystallization, and probably some degree of magma mixing and contamination previous to their main tectonic event. The most complete profiles are usually present over weathered dunites and serpentinites, while on top of the less altered pyroxenites, there is usually the formation of only a limonitic zone. The relative complexity of the ophiolitic belt explains the variety of mineral resources in the area, which include Ni-Co-Fe laterite, chromite, bauxite, magnesia, and also has the potential for gold, PGMs, and precious and semi-precious stones such as jade, nephrite, and chrysoprase. Metal recovery from the Sechol deposit will be based on an atmospheric chloride process, followed by solution purification, production of an intermediate nickellcobalt hydroxide suitable for sale, and finally acid and magnesia recovery by standard spray roasting technology. The chloride process will allow exploitation of the whole lateritic profile to produce 20,000 Mt of nickel hydroxide and 800 Mt of cobalt hydroxide per year. The exploration work completed to date has concentrated mostly on the Sechol group of deposits, representing less than 5% of the current land position of Jaguar in Guatemala. Within Sechol, the company has identified a large pocket of more than 5 Mt of laterites grading 2.1% nickel and 0.08 % cobalt as a startup pit "El Inicio". This report describes a U.S. Bureau of Mines study on the hazards of large-scale conveyor belt fires in underground coal mines, as a function of both air velocity and distance from belt surface to gallery roof. The fire hazards considered were smoke obscuration, toxic effects of carbon monoxide (CO), and elevated air temperatures downstream of the fire. All of these hazards scale with the ratio of fire intensity to ventilation airflow. These hazards were all found to be greater at the lower belt-to-roof distance, owing to the greater fire intensities that resulted. The hazards of smoke obscuration and elevated CO levels were greater at lower air velocities. Smoke obscuration was found to be the earliest hazard, reaching critical levels before the stage of belt flame spread. Critical levels of CO and downstream air temperatures were not reached until the later stages of flame spread. Fire growth rates during rapid flame spread were much greater than rates measured during the early stages of belt burning. Data were analyzed to determine the early-warning capability of fire sensors. Smoke sensors provided the earliest warning, followed closely by CO sensors. Thermal sensors did not exhibit any early warning capability.

The mineralogy of residues formed during the pressure acid leaching of arid region nickel laterite ore varies according to the salinity of the process water, alkali cation additives and the overall acid loading. In fresh water, hematite is the main iron-bearing leach residue component, together with amorphous silica and hydronium or sodium alunite/jarosite [(H3O,Na)(Fe,Al)3(SO4)2(OH)6]. As the process water salinity increases, or as NH4+ or K salts are added, alunite/jarosite is the kinetically favoured iron-bearing phase accompanied by an increase in acid consumption. The alunite/jarosite appears as two XRD distinct phases with different Fe:Al molar ratios. In weakly saline water, iron-rich alunite/jarosite slowly transforms to hematite and an aluminium-rich alunite/jarosite together with the release of acid. The addition of potassium salts forms a more stable alunite/jarosite whilst the addition of ammonium salts leads to greater transformation of alunite/jarosite at 250°C. Weakly saline process water gives enhanced nickel recoveries, whilst strongly saline process water gives lower nickel recoveries but higher soluble iron because of chloro-complexation. SEM and microprobe analysis shows very little nickel is associated with the alunite/jarosite and hematite phases. Nickel losses to the residues are attributed to adsorption on amorphous silica and to a lesser extent on alunite/jarosite.

Introduction For several reasons the accident history of Flin Flon has been quite unlike that of any other mine in northern Canada, and very much unlike that of the average American metal mine. Towards the end of 1928, the mining project that is now Flin Flon, and that is now in the very: forefront of Canada's big producers was launched; but, metaphorically, it was launched in a tempest of mining troubles. Each branch of the mammoth enterprise was beset with extraordinary difficulties, and the Safety Department had its relative share. Difficulties in Accident Prevention The unusually rugged contour of the plant site made roads, and even moderately safe pathways, out of the immediate question. The project established an industrial outlet for depression-stricken areas which hitherto had been essentially agricultural; but through that outlet poured labour whose working atmosphere had been the bald prairie, labour that knew nothing of safety consciousness, labour that had to be moulded to industrialism, labour in the raw. A considerable length of the ore-body lay under the eastern section of Flin Flon lake. Open-pit methods were adopted to work the upper limits of the ore-body, and consequently the eastern section of the lake had to be dammed and pumped dry. The subsequent difficulties and hazards created by silt deposit cannot be fully visualized. And, finally, there was a geographical hindrance: the ore-body was partly in the Province of Manitoba and partly in the Province of Saskatchewan. The workmen's compensation problem became intricate. Insofar as accident prevention is concerned, Flin Flon's young industrial life may be conveniently divided into three distinct periods, namely: (a) Construction (Nov. 1928-June 1930) (b) Tuning up, and production till the strike (June 1930-June 1934) (c) Production from the strike till the present time At the peak of construction, due to the usual labour fluctuations of big jobs, there was a weekly turnover of about a hundred men. A very large percentage were Central Europeans, most of whom could neither read nor write English. Consequently, an organized safety programme was out of the question.

"INTRODUCTION The design, development, fabrication, and test of cryogenic breathing apparatus is part of a much larger effort funded by the National Institute for Occupational Safety and Health (NIOSH) and managed through a Space Act Agreement with the National Aeronautics and Space Administration (NASA) at the Kennedy Space Center (KSC) in Florida. This effort is designed to create cryogenically based life support equipment that is responsive to the needs of miners as required by the Miner Act of 2006. Our goal was to design and build a liquid air based self-contained breathing apparatus (SCBA) that lasted 2 hours and would be used for the egress of miners during a mining accident and be refillable while worn. Therefore, the current report describes tests of an Advanced Cryogenic Breathing Apparatus (termed the ACryoBA) designed to provide miners egressing an emergency situation with a two-hour open-circuit SCBA. The ACryoBA utilizes low pressure cryogenic liquid air instead of high pressure compressed air commonly used in most commercially available SCBA. The ACryoBA can also be self-filled from strategically placed Cryogenic Air Supply and Fill Stations (CryoASFS) initially, and thereafter on the egress route approximately every 1 hour and 30 minutes with a 30 minute air reserve. The ACryoBA evolved originally from a one hour Liquid Air Pack (LAP) developed in the 1980’s for Space Shuttle Rescue forces allowing for longer duration and cool air (Figure 1). It was used successfully for many years, through the end of the Space Shuttle Program. The first attempt at a mine egress pack was the Cryogenic Breathing Apparatus (Figure 2). It was to have a low profile, two hours of breathing, attitude independence, and a simple rapid refill while in use. The CryoBA met the two hour criteria, but with difficulty due to excessive heat leakage caused by the dual 4 liter Dewar design. Much of the stored air was lost as it vaporized faster than it could be used. However, the pack was successful in demonstrating both attitude independence and a simple rapid refill capability. The ACryoBA project was designed to continue the progression and address the deficiencies in the CryoBA. The ACryoBA pack was designed to last 2 hours. It minimizes the heat leakage with a single Dewar and thereby requires less liquid air. The single Dewar design also minimizes weight, making it much more manageable by the user (Figure 3). The ACryoBA complies with 42 CFR part 84 NIOSH certification test requirements. One critical requirement for the ACryoBA is operation in positions other than vertical for periods up to 1/4 (i.e. 30 minutes) of the rated service life of 2 hours; this was accomplished by use of new technology called the “attitude independent pickup” which is abbreviated “AIP.” The AIP, developed by BCS Life Support LLC (patent #8,899,226), has a tube going from the top flange down through the center of the Dewar. At the end it has a flexible bellows and a weighted end. Due to the flexible nature of the bellows, the pickup at the end is free to rotate and follow the liquid level around within +/- 90o of vertical."

In February of 1989 the Mission Complex of ASARCO Incorporated completed an expansion of its concentrator, raising the base mining rate from 25,900 TPO (28,500 STPD) to 37,200 TPO (41,000 STPD). The expansion was accomplished by extending the twelve existing Mission ball mills in length, by installing the grinding circuit from Asarco's idled Sacaton Concentrator along with various auxiliary equipment, and by modifications to the flotation circuit and water systems. This paper will give a brief history of the consolidation of the ore body which made the expansion possible and explain the various parts of the expansion.

"INTRODUCTION Falls of ground cause the greatest number of accidents at underground metal mines. Statistics compiled by the Federal Bureau of Mines show that during a 13 - year period ended in 1943, falls of ground caused 35 percent of the fatalities and 16.8 percent of the nonfatal injuries at underground metal mines in the United States. 4/ Expressed on a basis of a million man-hours worked, the frequency rate was 0.355 for fatalities and 11.76 for nonfatal injuries. Although some progress has boon made in preventing rock-fall accidents over a 30- or 40-year period, the problem is still a major one requiring the diligent efforts of management and employees.In the Lake Superior district: where organized safety programs have been in effect for more than 30 years, the record is more favorable. Statistics compiled by the Lake Superior Mining Section of the National Safety Council reveal that over a 6-year period ended in 1945 the frequency rate of fatalities per million man-hours was 0.277, and the rate for nonfatal injuries was 2.38 from falls of ground.Although the above-given statistics do not cover equal or concurrent periods, the improvement in accident experience in the Lake Superior district over the national average, is obvious. This improvement is due to more effective methods of ground support or more rigid enforcement of the use of known methods.It is hoped that the following information about ground-support practices in the Lake Superior district will assist operators of other mines in their efforts to reduce accidents from falls of ground."

Improvements in construction equipment and techniques in recent years have made possible the use of drilled shaft foundations in diameters and lengths not previously considered practical or feasible. Many highway bridge and other structures are now routinely founded on drilled shafts which are 2.5 m to 3.0 m (8 to 12 feet) in diameter and extending over 60 m (200 feet) in depth below grade. There are unique challenges associated with constructing such large and deep cast-in-place foundations and engineers should be aware of the special needs associated with site investigation, construction specifications, material requirements, and quality assurance. This paper outlines a number of special considerations for these foundations, along with strategies that may be employed to improve the reliability and quality of large drilled shaft foundations.

"INTRODUCTIONMultiple-seam mining is an ever growing concern for engineers and mine management in every portion of the mining industry and is especially true for coal mining operations. The goal of this report is to identify the location and severity of multiple-seam interactions, provide AMSS calculations performed on the worst of these locations, and follow up with a visual examination of the underground physical effects on the roof and ribs in the locations identified for analysis. Multiple-seam mining is increasingly being studied because:1. Multiple-seam mining can create a multitude of problems such as roof falls, pillar crushing, pillar failing, rib spalling, floor heave, and inundation of water, gas, or oxygen-deficient air that can disrupt mining operations and threaten the safety of the miners.2. Multiple-seam mining is becoming more prevalent due to the depletion of virgin coal reserves.Currently, coal mining in the United States has progressed to the point that a growing number of mining companies are operating in coal seams located above, below, and/or adjacent to previously mined out coal seams. As a result, the state and federal governments are enacting higher safety standards on mining operations. For example, in years past, pillars may have been properly designed to handle single seam interactions for a particular mine or mines; however, today, where mining is now being considered above or below a previously mined area, these loading conditions may not be adequate to handle the removal of additional seams above or below the previously mined reserve. Studies from 1981 estimated that two-thirds of the mineable coal reserves in the United States would be impacted by multiple-seam implications. Today, over three decades later, it is obvious that most of the remaining mineable coal reserve will be influenced by previously extracted seams. Thus, thefocus on multiple-seam mining interactions on current and future mining operations. In 2012, underground mining in the United States produced 342,287 thousand short tons of coal. Northern Appalachia accounted for over 30% (103,301 thousand short tons) of this total (U.S. Energy Information Administration, 2013). Rosebud Mining Company and Western Allegheny Energy (RMC and WAE) have a combined total of 23 actively producing underground mining operations and at least four new mines under or ready for development. All of these mines are located in coal seams (Upper and Lower Freeport; Upper, Middle, and Lower Kittanning) of northern Appalachia (Pennsylvania and Ohio). Currently, more than half of the RMC and WAE mines are dealing with multiple-seam interactions. Seven mines are undermining previously mined out coal seams, and five mines are overmining previously mined out coal seams. Also, between these companies, five mines have inner-seam sloping possibilities (2 completed, 3 planned), most of which will result in mining over or under previously mined areas."

In mineral processing plants ore extracted from mines is processed to obtain a concentrate with the highest possible concentration of this valuable product. It is a complicated multi-stage process. Usually, the first step is sieving the ore, which is typically done using vibrating mining screens. There is often only a limited number of these machines in the technological chain, which is why their continuous operation, and proper maintenance is crucial for the whole process. Predictive maintenance is the best strategy in this case because it allows for minimising the number and duration of unexpected stoppages. It consists of the prediction of future failures based on available real-time data, and predictive models built upon this data using, for example, machine learning techniques. In this paper we concentrate on feature generation for future predictive maintenance model development for a vibrating screen, based on an example of a KGHM ore processing facility in Polkowice-Sieroszowice. We focus on two types of measurements: bearings temperature and vibrational data. Based on the raw data, the process of more advanced feature engineering is described. By transforming the temperature data we calculate characteristics of bearing cooling and heating dynamics, while based on vibrational data, the aggregated characteristics of the vibrations are derived. Such features are calculated on a long-term basis, and then they are compared to the data related to vibrating screen maintenance to estimate their significance for the prediction of particular failures of the machine.

A basic technology coping with a wide range of secondary zinc sources has been developed. The process combines an electrowinning stage, a solvent-extraction unit and a leaching procedure. The acidity generated in zinc electrowinning, transferred by the organic solvent to the aqueous raffinate, is reused to leach the zinc secondary materials. The basic process recovering zinc is described in detail. The route recovering other valuable metals such as copper, cadmium and lead associated with zinc is also described. This non-ferrous metals recovery route is advisable for either ecological and/or economical reasons. Main results of an experimental program aiming at the demonstration of the suitability of the process for several feed materials are summarized. Waelz oxides, galvanizing ashes and EAFD coming from different sources were tested in laboratory and continuous pilot plant campaigns. High zinc recovery, low reagents and utilities consumption, and effluents meeting environmental regulation were confirmed. The paper also includes the main results of a feasibility study of an industrial "base case". A mixed raw material and Spanish EAFD and 20,000 ta of zinc ingots production were chosen. The SGH zinc recovery from secondary raw material by means of the clean, safe and profitable Modified Zincex Process has been demonstrated. This reliable technology is ready for industrial application.

Liquid-solid separation and slurry handleability relate directly to commercial plant ramp-up success or lack thereof. The paper provides a well-proven approach for testing, scale-up and commercial application of difficult processes. Emphasis is placed on practical applications of rheological concepts developed both academically and empirically. The cause-effect relationship between the process chemistry and possible physical implications on the metallurgical plant operability is presented in a simple, direct form. Examples include recent results in areas of mineral processing and extractive metallurgy. Technical process risk factors and their mitigation are included in the discussion.

This Bureau of Mines publication reviews the structural characteristics of crystalline phases and phase equilibria data for the system NaC1-KC1-AlC13-NaF-KF-AlF3, which encompasses a large number of molten salt fluxes currently used in aluminum recycling. Its purpose is to provide guidelines for research into the relationships between molten salt compositions and their physical properties, notably vapor pressures, densities, surface tensions, and viscosities, knowledge of which is essential to maximizing fluxing efficiencies and metal recovery and minimizing hazardous emissions and disposal problems. In addition, this report describes experimental determinations of sub-solidus compatibility relationships in the system, which is of the quaternary reciprocal type, containing 12 different stable 4-phase assemblages in the solid state. The compatibility diagram serves to define the important compositional planes across which important changes in properties are likely to occur.

Mine drainage contains metals and sulfate, which may be toxic to aquatic life at certain concentrations and should be removed to acceptable levels before release of any drainage to the environment. One method for treating mine drainage is passive treatment, which is increasing in popularity due to lower construction and operating costs. This method is based on the activity of sulfate reducing bacteria (SRB) respiring on sulfate while using fermentation products from decomposing complex organic materials. The product of this biological process is hydrogen sulfide, which reacts with metals in mine drainage and precipitates them as metal sulfides. However, in practice passive treatment systems are not always effective, reducing the reliability of this approach. In this study, a mixture of hay, cow manure and wood chips was tested in continuous flow experiments for efficacy at sustainable treatment of sulfate and selenium containing water from a mine tailings pond. Factors that contributed to a decline in performance included lowering of the pH due to acids leaching out of the organics, re-oxidation of sulfide back to sulfate and a reduction in dissolved organic compounds over time. In this paper methods are described to overcome these problems so that treatment is made more reliable.

One of the responsibilities of the Melbourne and Metropolitan Board of Works is to provide a sewerage system for the metropolis of Melbourne which now contains over 2.5 million people. In providing this sewerage system it was necessary for the Board to embark on a large tunnelling programme some 20 years ago. As a result of this extensive tunnel construction programme, tunnel boring machines and shaft sinking methods have been developed to cope with the soft ground and soft to medium rock found in the southern and eastern areas of Melbourne where the majority of the recent tunnelling has been carried out. While in the last few years radical changes in construction methods have not been made, development has continued and improvements have been made, which have enabled the Board to extend the limits of the ground conditions in which it can efficiently construct shafts and also tunnels with boring Machines.

GOLD AND SILVER, the monetary metals, have presented in the last year a striking contrast; gold has experienced unusual prosperity, while silver has been depressed more severely than ever before. Gold mining has been hailed as the only basic industry that is able to thrive on depression; the new gold produced is thought by many to be the most important material for the reconstruction of prosperity. Silver production, meanwhile, has been sinking to its level of 40 years ago, and its price to a level never before recorded. These factors have reduced the value of silver produced in 1932 to about the value of the average annual production more than a century ago, that of the decade 1801-1810. No other major commodity in world trade appears to have suffered a greater decline during the present depression.

Capper Pass & Son Limited Was, until its recent closure, the world's largest producer of tin from secondary materials including solder drosses, non-ferrous smelter flue dusts, tin based metal alloys, residues and slags. Polonium-210, an alpha emitting radionuclide, was present in varying concentrations in some of the numerous feed materials processed by the smelter and refiner. The polonium-210 followed a complex path through the process flowsheet. This paper discusses the behaviour of polonium, both from its arisings in other smelters' process streams and through the entire Capper Pass smelting and refining circuit. The consequential personnel safety and environmental precautions necessarily taken in some areas of the process operation are outlined.

"Cyclones are one of the most extensively used pieces of equipment within the mineral processing industry because of their simplistic operating and maintenance philosophies. They are commonly used as classifiers within the comminution circuit to control the grinding product particle size for satisfactory performance of downstream operations.Cyclones are a key contributor to the effective operation of the plant and have a significant impact on the mineral processing plant operations. If the cyclones are not performing as they should, the results are often a combination of lost recovery, grade, capacity and reduced throughput. Similarly, an inefficient cyclone operation may also lead to low or high recirculating loads that impact the efficiency of the comminution circuit. This highlights the importance of having proper stability in cyclone operation while implementing any plant-wide optimization strategy.One of the key challenges in cyclone operation is that cyclones are highly sensitive to changes in operating conditions and are affected by process fluctuations such as feed pressure, solids concentration and flow rates. Fluctuations in cyclone feed characteristics lead to unstable cyclone performance which affects mineral liberation. For such an impactful unit operation, cyclones have historically been under-instrumented in an otherwise highly instrumented process plant. Traditionally, mill operators have relied on visual observations of the apex discharge to determine the operating state of the cyclones. Visual cues corresponding to the different cyclone operating conditions have been discussed by Neesse et al. (2004) as shown in Fig. 1."
