Some aspects of the policies developed by Saskatchewan with respect to the provincial potash industry are discussed. The provincial potash policy was developed initially to deal with problems associated with an excess supply and consisted of output restrictions and floor prices. Changing market conditions led to a situation of rapidly increasing prices and revenues for the potash producers, and the nature of the policy problem switched from one of stabilizing the industry to one of levying increased taxes to enable the government to capture a portion of the revenues. The first part of the paper explains why a provincial potash policy was developed, the problems it attempted to deal with and how. The second part is an attempt to examine, from a public policy point of view, the impact of these policies on the potash industry.

Within 22 months of commencing decline development, the Prominent Hill Ankata Underground Project achieved its full production rate of 1.2 Mt/a.In 2010 construction of the Ankata Underground Project was approved. Decline development commenced in November 2010 and the turnout for the first sublevel was reached by August 2011. The first stoping ore was produced in the first quarter of 2012 and production was successfully ramped up to full production during the third quarter of 2012.Diamond drilling commenced in October 2011 and was conducted concurrently with the underground development. This presented challenges as mining and production targets had to be balanced with underground exploration activities. To achieve production on schedule, without adversely affecting the diamond drilling program and future development, meticulous and adaptive planning techniques were required. This included involvement from engineers, geologists, underground operators and underground diamond drillers.The granularity of these planning techniques allowed the management and prioritisation of development and diamond drilling down to an almost hourly basis. A constant flow of information from drill assay results was fed back into the planning systems. This resulted in a constantly evolving mine plan as the orebody was further refined. High priority areas were identified and targeted to allow continued development and a successful rapid ramp up to full production.CITATION:Sandery, L and Light, S, 2014. A study was made of scrap iron and steel in the South Central States in order to determine trends in processing, shipment, and consumption if this important commodity. These data were derived in part from statistical sources and in part by visits to scrap yards and steel mills. Trends in the industry were reviewed. Dealers in 1963 supplied 1.8 million tons of iron and steel scrap to steel mills and foundries in the south-central area, compared with 2.1 mill ion tons in 1955. Most of the scrap was processed and shipped within 200 to 300 miles of consuming centers. Exports provide a principal outlet for dealers along the gulf coast. Most of the scrap that fills these orders is loaded onto freight cars at yards in Texas and Louisiana and is shipped to ports for direct transfer from railroad car to ship. The tonnage exported varies greatly from year to year. The largest scrap operations are in or near large cities which are heavy scrap generating areas, steel mill sites, or port cities for export of scrap. A tentative analysis indicates that the short-run supply of prepared scrap is inelastic to price changes; therefore, buyers probably are in a strong bargaining position at times of declining demand. One technological development in the iron and steel scrap industry is the use of large presses which can take complete automobiles with frames, wheels, springs, and other heavy parts still intact and reduce them to bundles. At Houston, Tex., and Kansas City, Mo., shredding plants are in operation that reduce car bodies and other light scrap into flat pieces 4 to 6 inches in size.

IN the USSR considerable technical improvements have been made in hydraulic methods of mining coal. In New Zealand coal mining by these methods is still comparatively crude. The Russian techniques are closely studied in New Zealand, and this description is based mainly on translations of technical articles. Fundamentally the methods in both countries are the same-chief developments in the USSR are the use of high pressure water jets, capable of winning all but the hardest coal without prior blasting, and hydraulic pipeline transportation where the gradient is unsuitable for flume transport.

One of the major difficulties in the proper characterization of rocks surrounding excavations is the lack of data. The existing method for strength determination requires core drilling for sample collection, which, when performed from the surface is costly, and when performed underground, in addition to its cost, interferes with the mine operations. I-landling samples tested in the laboratory is troublesome and also influences the obtained results. Over several years. the author has been interested in developing a method of in situ strength determination that could rapidly generate strength data at low cost without a negative effect on mining activities. The recently developed borehole penetrometer is an improved version of the initial design ( 3 inches in diameter), which was used mainly for strength determination of coal pillars. The new penetrometer has been designed to work in 1.5 inch diameter holes. Such holes can be drilled at low cost with either hand held drilling machines or roof bolters. eliminating limitations of the previous system and opening the possibility of broad application. Strength testing of roof rock around longwall pillars is an example of an obvious benefit when designing secondary roof support. In the paper are given the principles of work of the apparatus and examples of the obtained strength data.

The logic of regression analysis as an operations research tool is critically examined, and a formal basis for its application to mining problems is developed. The traditional view of regression analysis as a statistical discipline does not provide an adequate basis for evaluating a regression model in a specific area such as ore reserve calculation or process control. In particular, the validity of the residual-sum-of-squares criterion is questioned, and the need for a criterion based on interpolative features of the model is emphasized. Strictly speaking, a regression model is statistically supported only at points at which observations are available, yet inferences are drawn with regard to a continuum. When considered as a mathematical function, therefore, the model is observationally defined only on a domain consisting of a finite number of points. Extension of this domain to an interval of the real line must be based on physical rather than statistical argument. Vector space and function theory concepts useful as a logical framework for a physically oriented problem analysis are discussed and their usefulness demonstrated in a practical problem.

The Girilambone Copper Mine is located in central New South Wales and has been operational since May 1993. Girilambone is operated by the Girilambone Copper Company (GCC) which is a joint venture between Straits Resources (60 per cent) and Nord Resources (40 per cent). The mine complex consists of an open cut pit, ore crushing and stacking, heap leaching, solvent extraction (SX) and electrowinning (EW) allowing for the recovery of 14 600 tpa of LME grade A cathode copper. The leaching and SX-EW plant have been described previously by Rear, Taylor and Busby (1994) and Miller (1994).

The U.S. Bureau of Hines conducted e mineral resource survey of approximately 232,000 acres in part of the Humboldt National Forest, Nevada, during 1989. About 7S percent of the study area was covered with mining claims. About 1,800 samples were collected end analyzed for 16 elements. Geologic structure, including thrust faults, is the most important factor in the localization of mineral deposits in the study area. The Independence mine (formerly Jerritt Canyon), Big Springs, and Wood Gulch are the most well known active properties, all developed on large, low-grade, disseminated gold deposits. These deposits have produced almost 3 million ounces of gold and are known to contain more than 8 million ounces of gold. At least 10 barite deposits in the south end of the range have had significant past production and contain 0.2 million tons of resources. Numerous precious and base metal targets have been identified and in some cases quantified during this study.

Olympic Dam is the eighth largest Cu deposit and the largest U deposit in the world, with approximately 35 million tonnes of contained Cu and 1.2 million tonnes of U. The most recent resource estimate was for 2.95 billion tonnes of mineralised material with average grades of 1.2 per cent Cu, 0.4 kg/t U, 0.5 g/t Au, 2.6 g/t Ag as contained mineral resources. Olympic Dam is expected to produce >200 000 tonnes of Cu and 4200 tonnes of U3O8 from 9.8 million tonnes of ore in 2004, making it the 12th largest Cu producer in the world. One of the impediments to achieving targeted rates of production has been oversize material (>0.9 m) reporting to stope draw points. A major contributor to oversize material may be overbreak along pre-existing structural weaknesses from stope walls and backs during the production life of a stope. Underbreaking to structures can also have a detrimental effect on the performance of a stope. In an effort to understand the influence of structural geology on stope performance, WMC Resources and SRK Consulting partnered during 2003 to refine the current system of structural mapping, and to use historical data to produce a structural interpretation covering a large part of the mining area. The interpretation has been wireframed in DATAMINETM into a three-dimensional structural framework model. To date, there are more than 600 structures of >50 m strike length incorporated into the structural framework model, which covers a study area 1500 m + 600 m + 350 m. A back-analysis exercise to assess the influence of interpreted structures on overbreak and underbreak was completed for laser-surveyed stopes.

ALTHOUGH the crystallography of lattice transformations has been studied extensively during the past few years, these studies have been limited, with few exceptions1,2, to specimens in which the transformed lattice appears as a, segregate phase. A realization of the technical importance of the segregation mechanism, especially in the formation of martensitic structures and in age-hardening phenomena, has undoubtedly stimulated research in this direction. In the crystallographic studies of segregation, the general problem has been to relate the orientation of the parent crystal to that of the segregate crystals. The technique has been complicated by the fact that it has been necessary to deal with the presence of as many as 24 ideal segregate orientations within one parent lattice; furthermore, the segregate lattices are invariably scattered (seldom less than ±2°, often as much as 15° or 20°) about these ideal positions. It is probable that a more complete picture of phase transformations may result from a study in which complete lattice relationships between individual grains are evaluated, thereby providing an additional param-eter which, when it is necessary to work with multiple segregate-orienta-tions, cannot be evaluated. The present paper presents the results of such a study, ? wherein a peritectic reaction is made use of to produce the transformed lattices.

Introduction The art of ripping has been around since the Romans built the Appian Way, but only in the last decade has ripping emerged as a close competitor with drilling and blasting in breaking up heavy rock formations. That is not to say ripping is as effective in every case, or even applicable in all cases, but it does provide a cost efficient option in many situations-if the optimum ripping techniques are used. Originally designed only to loosen hard pan, the ripper has evolved into a powerful tool, its capability increasing as the weight and horsepower of tractors increased. The tractor-mounted ripper extended the range of ripping because of the additional weight it brought to bear on the ripper tooth. Tandem ripping added the weight and power of a second tractor, extending the rippability range even further. Of course, the use of ripping depends on the type of material to be ripped. Not all rock can be ripped. Determination of rippability-an art in itself-is often inconclusive but there are certain universal principles that can be considered in the first step toward optimizing ripping techniques. Each of the three basic rock types, igneous, sedimentary, and metamorphic, exhibits characteristics that bear on rippability. Igneous rocks are the most difficult to rip because they lack the stratification and cleavage planes essential to ripping hard rock. Sedimentary rocks are generally the most easily ripped since they are built of layers differing in material, texture, color, and thickness. Metamorphic rocks vary in rippability with degree of lamination or cleavage caused by transformation from pre-existing rock. The condition of rock also affects its rippability. Although sedimentary rocks offer the best opportunity to rip and igneous and metamorphic the least, decomposed granite and other weathered igneous and metamorphic rock often can be ripped economically. Little or no trouble is encountered with hardpan, clays, shales, or cemented gravel. Likewise, highly stratified or laminated rocks offer good possibilities for ripping. However, thicklybedded rock formations generally must be drilled and blasted. The physical characteristics that favor ripping may be summarized as follows: • Fractures, faults, and planes of weakness of any kind; • Weathering, resulting from temperature and moisture changes; • Brittleness and crystalline nature; • High degree of stratification or lamination; • Large grain size; • Moisture permeated clay, shale, and rock formations; and • Low compressive strength. Ripper Types A second fundamental to optimal ripping is choosing the right equipment for a particular job. There are three types of rippers-the hinge, the parallelogram, and the adjustable parallelogram. In the hinge ripper the linkage carrying the beam and shank pivots on a fixed point at the rear of the tractor. The resulting arc from up and down movement causes up to 30° differential in the tip-ground angle. Thus, the tooth angle changes as it enters and proceeds to ripping depth. The parallelogram ripper's linkage maintains the same tip-ground angle regardless of tooth depth. This type of ripper has advantages over the hinge-type when ripping above maximum depth, but does not provide the aggressive tooth angle necessary for hard-to-penetrate materials. The adjustable parallelogram combines the benefits of both the hinge and the parallelogram rippers. It has the additional benefit of being able to vary the tip angle to the optimum angle of penetration. It can also be adjusted while moving, for the optimum ripping angle in any material. Several other factors that are important in selecting the right ripping equipment are down pressure available at the tip of the ripper, tractor flywheel horsepower, and the tractor's gross weight. Down pressure at the tip determines whether ripper penetration can be obtained and maintained. Flywheel horsepower rating determines whether the tractor has the power to advance the tip. The tractor's gross weight determines whether the tractor will have sufficient- to use the horsepower. The best ripping procedure depends on the job's actual conditions. While conditions, vary, it is still possible to apply certain proven techniques to a typical ripping situation. Caterpillar Tractor Co.'s Handbook on Ripping says optimum ripping efficiency can be realized if-before actual ripping begins-these questions and answers are considered.

THE exceptional rainfall characteristic of the West Coast of Tasmania, in conjunction with the rugged topography of the district, has always suggested the utilization of water-power, and from the earliest days of the Mount Lyell Company theeventual installation of a hydro-electric power scheme, making use of some near-lying lake, has constantly been kept in view. At the period of the inception of the company, however, the time was not ripe for such an undertaking, and it is only oflate that the various important considerations involved have sanctioned incun;ing the heavy expenditure necessary, with the positive assurance of permanently reaping the benefits expected. The West Coast of Tasmania contains many lakes of varioussites; situated at high levels, and, although the catchments of these lakes are not very extensive, still, the excessive rainfall is so constant over long periods that its regularity may be relied on as offsetting the limited catchments. The explanation of the abnormal rainfall is simply the circumstance that the West Coast Range forms the first high land barrier which is met by the moisture-laden westerly and north-westerly winds blowing off the Southern Ocean. By the time the clouds strike the mountains they ride very low, consequently the elevation of the range, the peaks of which do not exceed 3000 to 4000 ft. above the sea, is sufficient to cause a copious precipitation. Lake Margaret, which is situated five miles north of the reduction works, was first recognized as a possible source of waterpower by Mr. Hugh Ohrisp, a surveyor, who visited it about 1893-4. CUSHMAN, Middletown, Ohio (written discussion*).¬ This subject is one to which I have given much thought and study and which I have frequently discussed informally with Mr. Cain and others. I have long been convinced that the gaseous elements, either combined or entrained (occluded), in steel play a much more important role than is ordinarily admitted. This is probably due to the difficulties encountered in the accurate quantitative estimation of gases, some of which Mr. Cain has referred to, as well as to the fact that, considered from the weight-percentage basis, gas content is measurable only in hundredths or even thousandths of 1 per cent. Volumetrically, however, the results ob-tained by modern research are startling, to say the least. Baraduc-Muller,1 as cited by Mr. Cain, pumped out of 1000-lb. ingots of basic Bessemer steel 2100 l. of gas. or about 75 cu. ft., at normal temperature and pressure, per ton of steel. In other words, we are to understand that Bessemer steel normally carries about fifteen times its own volume of gas. In 1985, at the request of Bureau of Land Management, the U.S. Bureau of Mines studied a 54,480-acre portion of the 93,205-acre Dry Valley Rim Wilderness Study Area (CA-020-615), in order to evaluate its identified resources. The area studied is in Washoe County, NV, and Lassen County, CA, about 35 miles east of Susanville, CA. No metallic resources were identified. The Red Rock and Willow Springs areas contain 85 million tons of altered basalt with zeolite amygdules. This material, averaging more than 50 percent chabazite, constitutes a subeconomic zeolite resource. This zeolite-bearing material would require beneficiation to upgrade it for higher value uses. Natural zeolites have a small market in the United States, which is presently supplied by other higher grade material. There is low probability that these resources will be mined in the foreseeable future. The Capricorn claims, adjacent to the study area, are on alluvial sediments containing more than 30 percent montmorillonoid clays. The material is not usable as pozzolan and was not tested for other uses such as absorbency, oil clarification, or insecticide carrier. The term pozzolan refers to a number of siliceous materials which are combined with portland cement to enhance the physical properties of the resultant concrete. The area is remote from market and contains low value material. It is improbable that this occurrence will be mined in the foreseeable future.

"Recently, Antamina has completed an expansion program of its operations which increased the thoughput in grinding from acapacity of 109 to 130 ktpd. After commissioning, throughput could be exceeded in grinding and downstream processes but primary crushing became a major bottleneck to the overall production process.With an objective to increase the processing capacity of the primary crusher system, a multidisciplinary team was formed with members of Mine, Concentrator and Maintenance departments, who analyzed the overall context of this process restriction. The main implementations developed were: automatic discharge systems of trucks, logic to count trucks and elaboration of a daily performance report. Following implementation of developed improvements, the numbers of discharged trucks to crusher were increased from 449 to 614 units per day. As a result, the expansion target of 130 ktpd was exceeded and processing capacity was increased from 109 ktpd to 145 ktpd. This improvement adds very significant economical value for Antamina.INTRODUCTIONAntamina is a copper-zinc mine located in the Peruvian Andes. Compañía Minera Antamina is owned by BHP Billiton (33.75%), Xstrata (33.75%), Teck Cominco (22.5%), and Mitsubishi (10%). The mine was commissioned in 2001 with a capital investment of US$2.3 billion, and had a nominal 77,000 ktpd mill capacity. Mining, milling, flotation, and tailings impoundment take place at the mine site, which sits at an altitude of 4,300 m above sea level. The deposit is a polymetallic skarn ore body with intrusive phases of quartz-monzonite porphyry into Cretaceous aged limestone. Copper is present mainly as chalcopyrite with a minor bornite component. Zinc is present as sphalerite. Molybdenum is present as molybdenite. Some lead, bismuth, and silver are associated with the sulphides. The deposit is currently classified into six main ore types [Dechert, 2006], grouped into two categories: copper and copper-zinc. The mill produces four concentrate types: copper, molybdenum, zinc, and lead-bismuth. Copper and zinc, concentrates are transported by pipeline down to the port of Huarmey. Molybdenum and lead-bismuth concentrates are bagged and trucked to port."

The Bushveld platinum group metal deposits are two distinct, shallow-dipping stratiform tabular orebodies and strike for many hundreds of kilometres. Mining is extensive, with depths ranging from close-to-surface to 2 000 m. The mining method is a variation of planar open stoping. Pillars are widely used to support the openstopes. Little work has been done in the past to determine pillar strength and pillars have been designed using experience and formulae developed for other hard-rock mines. This has led to oversize pillars with consequential loss of ore or undersize pillars resulting in potential collapses or pillar bursts. This paper describes a back-analysis of pillar failures at Impala Platinum, just north of Rustenburg, and provides insights into pillar behaviour. Strength formulae are presented for Merensky Reef pillars at Impala. These formulae may be used cautiously on other platinum mines with similar geotechnical and geomechanical conditions.
