THE sudden realization that known sulphur reserves amenable to mining by the Frasch hot water process are nearing exhaustion focused attention on widely scattered surface deposits throughout the world. These deposits are not necessarily of lower sulphur content than ores located underneath Louisiana or Texas salt domes which usually aver- age about 30 pct sulphur disseminated in limestone matrix. Their near surface occurrence, however, renders exploitation by the Frasch process impossible. As is well known, the Frasch process depends on the presence of 500 to 1000 ft of overburden and cap rock above the sulphur deposits to permit melting underground sulphur in place by diffusing hot water under pressures of 200 to 600 psig in the formation and raising the molten sulphur to surface by air lift. This process renders possible the production of pure sulphur which is 99.5 pct pure without any subsequent treatment.

INTRODUCTION Due both to the political history of UNCLOS and the sensitivity of the ocean floor and environment to man made impacts, both the Convention (including also the 1994 Amendment) and subsequent codification (such as the ISA draft code on Exploitation of Mineral Resources in the Area) put a focus on information about, and conveyance of, technology employed by interested deepsea mining companies, to inter alia the Authority and developing countries. In contrast, companies usually are (or by their nature should be) interested in safeguarding their technology and business secrets in order to secure unique selling propositions in a competitive environment. On the background of the meanwhile maturing regulatory régimes on deep sea mining, the presentation will look into some of the key regulatory provisions mirroring these apparently antagonistic interests, how the players involved could deal with them, and how they might in some cases be reconciled. Progress of Presentation The presentation will start by briefly examining some classical methods of protection of technology, such as patents, copyrights, and (not the least) secrecy. It will be found that some of the statutory means of protection due to their territorial character may face problems in being implemented in areas outside national jurisdiction, such as the Area, but that, thinking globally, they nevertheless retain much of their value for the purpose of protection. Depending on available presentation time, a model case may be used to illustrate the above – and also some of the following – findings.

Before designing a single blast or all the blasts on a pit level, it is critical to assess the main goal on each. To do this, a series of constraints must be taken into account: wall protection, vibration control, flyrock hazards, fragmentation required, desired displacement as well as economy, equipment efficiency. The tool to do this is the Blast Master Plan. Many mines fail to integrate on its elaboration key stakeholders such as planning, operations, geology/geotechnical and milling departments. Designs not only have to provide consistent behavior of the blasts, but have to make sense all in one with the geological and geotechnical conditions as a starting point. Once blasts are designed under an organized set of priorities, and complemented with quality controls, optimization is possible on a large scale.

A seismic monitoring network has recently been installed in the North Fork Valley coal mining region of western Colorado as part of a NIOSH mine safety technology transfer project with two longwall coal mine operators. Data recorded with this network will be used to characterize mining related and natural seismic activity in the vicinity of the mines and examine potential hazards due to ground shaking near critical structures such as impoundment dams, reservoirs, and steep slopes. Ten triaxial strong-motion accelerometers have been installed on the surface to form the core of a network that covers approximately 250 square kilometers (100 sq. miles) of rugged canyon-mesa terrain. Spread-spectrum radio networks are used to telemeter continuous streams of seismic waveform data to a central location where they are converted to IP data streams and ported to the Internet for processing, archiving, and analysis.

THE Hercules mine is located in the northeastern section of the Coeur d'Alene district, approximately 1 1/2 miles north of the town of Burke, Idaho. Surface indications of the ore deposit were first discovered in 1886, but regular mine production was not started until 1902 and was continuous until April 1925, when the known ore had been extracted. Incomplete records show that from 1912 until operations were suspended the mine produced 2 1/2 million tons of ore containing 9.4 pct lead and 7.7 oz of silver per ton, together with an estimated 2 pct zinc, 0.3 pct copper, and 20 pct iron. This operation was the first in. a series of mining enterprises culminating in October 1947 with the consolidation of Day Mines, Inc. In the same year it was decided to unwater the levels below the collar of the Hercules shaft in the hope of finding some indication of a recurrence of ore. The unwatering operation has been described in a. previous paper.' The initial exploration, following recapture of the workings, showed sufficient promise to warrant a detailed study of the mineralogy with modern techniques. The general geo1ogy of the Coeur d'Alene district, including a detailed description of the rock types encountered, has been comprehensively treated by Ransome and Calkins' in their classic paper, and only local background description, therefore, is felt to be appropriate here. The Hercules deposit transects a portion of the trough of a broad south-trending synclinorium which has been greatly complicated by faulting. More locally, it lies within a block of ground bounded on the east; by the O'Neil Gulch fault, a steep north-south overthrust of considerable magnitude, and on the west by a monzonite stock, the outcrop of which is 1/2 mile or more wide and 5 miles long. The country rock is composed of thin to medium-bedded argillites and argillaceous quartz-ites of the Prichard and Burke formations, the oldest members of the Pre-cambrian Belt Series of sediments in the area, believed to be of Algonkian age. The contact between them is a conformable gradation. The argillite is colored gray to tannish-gray and is fine-grained, compact, and generally massive in structure. Under the microscope the unaltered argillite is seen to be composed principally of anhedral quartz and a few feldspar grains which were at one time presumably partly rounded sand grains, but as a result of recrystallization and cementation by silica, the interstices are now almost obliterated and quartz grains show crenulate boundaries. The sizes of these crystals vary from 0.5 mm down to 0.1 mm in greatest dimension. In all specimens sericite comprises 10 to 20 pct of the rock and is present abundantly between most of the grains as flakes or shreds which vary considerably in size. Sometimes they form a fine felt-like mat or aggregate, and sometimes flakes are seen which appear to be good muscovite. In some specimens, separated rhombic-shaped carbonate grains are abundant, and in some instances these have been changed to sericite. Mining operations to date have explored the Hercules vein to a maximum vertical depth of 3600 ft below its outcrop, and along a maximum strike-length of 3600 ft on certain of the lower mine levels. The main orebody is irregular in outline, extending over a variable strike-length of 400 to 1500 ft; and it is intersected by a strong transverse fault that has been traced from the surface to the bottom level. This has been named the Hercules fault, and apart from the vein itself, it is the most prominent structural feature in the mine. There is good evidence that it existed prior to the introduction of ore solutions and may have influenced ore deposition, but it was also the locus of important post-ore displacement and shows a progressive right-handed horizontal component reaching 200 ft on the deeper levels. Its vertical component is not definitely known but may be considerably greater. The fault strikes 20° N to 50° E and dips westerly at angles of 70" to 45", flattening in dip where it crosses the original orebody from east to west between 1000 and 1600 ft below the surface. At about 3000 ft in depth the Hercules fault is joined by a vertical fault of similar strike, and the major post-ore dis-placement below their junction is taken up along this vertical branch of the structure, now called the Mercury fault. Recent work has been concentrated in this vicinity. Another structural feature of special geologic interest, though of little economic importance, is the occurrence of a porphyritic dike in this area. This lies a short distance above the Hercules fault, essentially parallel to it, and is 5 to 15 ft in thickness. It appears at first glance to cut the mineralization, suggesting push-apart relationship, but small stringers of the vein minerals have been observed to penetrate the dike for a matter of inches at several points. The dike is thought to be related to the monzonite intrusion. A vertical longitudinal projection of the mine is shown in Fig. 1, which illustrates most of the features discussed above. The Hercules vein was deposited along the course of a strong, persistent shear zone that now appears as a braided network of gouge seams running through more or less crushed and shattered country rock. It strikes 70° N to 80° W and dips southerly at an average of 75". Barren parts of the structure vary in width from less than 1 ft to more than 15 ft. The width of mineralized segments may be double that. Although the evidence is not conclusive, pre-mineral, normal movement along the zone may be 1000 or 1500 ft. The horizontal component is unknown. THE Birmingham red iron ore district in Jeffer-son County, north central Alabama, Fig. 1, is bounded on the northwest by the Warrior and Plateau coal fields and on the southeast by the Cahaba and Coosa coal fields. The area of study includes the ridge and valley between Red Mountain and Shades Mountain, Fig. 2, approximately 70 square miles extending from Homewood in the northeast to Greenwood in the southwest. The district is one of the most important producers of hematite in the United States, with an annual production of about 7 million tons.' The amount of hematite mined between 1870 and 1950 ranged from 6 to 16 pct of the nation's total annual production,' and the iron and steel products from blast furnaces in the Birmingham district supply the entire southeastern section of the country. Most of the mining in the Birmingham district is from slope mines along the outcrop of the ore on Red Mountain, such as Red Ore, Muscoda, Spaul- ding, and Sloss. The Pyne and the Shannon are the shaft mines of the area. The Shannon mine of Republic Steel Corp., in the central part of the area under study, is in Shades Valley at the foot of Shades Mountain. The Pyne mine of Woodward Iron Co. is 2 miles east of Readers Gap in Shades Valley. The hydrology problem has become more prevalent as mining in the area has progressed downdip. An extensive exploratory diamond drilling program is necessary to determine areas where water pressures and abnormal flows are excessive. This operation, added to higher pumpage rates, has greatly increased the costs of ore extraction. In November 1952 the U. S. Geological Survey began a detailed study of occurrence and movement of ground water in the iron mining areas of the Birmingham district. The study is a part of a small-scale but nationwide program to develop data that will be of help to the mining industry in solving mine water problems. The area of the study, in the Ridge and Valley province of the Appalachian system, Fig. 1, is a series of alternate ridges and valleys trending northeast. This digest of Brazilian mining law is based upon Decree 4265 of January 15 , 1921 , and its regulation , Decree 15,211 of December 28 , 1921. Unless otherwise stated , the references are to the latter exclusively , since it includes practically everything contained in the law itself . It should be borne in mind that these regulations do not necessarily apply to mines other than those on private and national land . Each State of the Union is free , in respect to State land , to regulate or interpret the national mining law , which is very general in its terms , as it sees fit . Whether such local regulations are anywhere in force with respect to the law of 1921 the bureau has not been informed . Article 64 of the Constitution indicates that only such portions of territory as are required for the defense of the frontiers , for fortifications , military constructions , and federal railways belong to the Union . Lessees of such lands , unless in debt to the Treasury , have preferential prospecting rights for one year ( art . 28 ) . This carries with it the right to work any mines discovered (Law , art . 12 ) .

The gasification reactivity of PC (petroleum coke), strengthened by addition of different potassium carbonate proportions using different grinding medium, was investigated by using thermogravimetric analysis (TGA). Results showed that the gasification reactivity of PC not only increased with the increase of catalyst-loaded, but also showed the effective improvement by anhydrous alcohol. The PC was mixed with potassium carbonate [K2CO3] catalyst at 0.5%, 0.8%, 1.0% and 1.5%, and then ground wet with distilled water. The CO2-gasification rate of PC was only 77.35%, 80.55%, 84.07% and 85.88% under the gasification temperature 1100 °C and holding time 120 min, at different K2CO3 respectively. However, when the PC was ground in anhydrous alcohol at the same condition of catalyst-loading, the gasification rate of PC reached 95.43%, 96.63%, 95.50% and 95.61% at the holding time of 108 min, 101 min, 74 min and 35 min, respectively. It was shown by FTIR, SEM and EDX determinations that the anhydrous alcohol used as the grinding medium can further improve the gasification reactivity of PC when compared with the distilled water.

The use of a single tunnel boring machine (TBM) tunnel of approximately 12 to 13 m (40 ft to 43 ft) diameter for transit systems to house both light rail or subway tracks in a stacked configuration is an advanced concept that allows significant savings in construction cost and time while reducing, to a large extent, the negative effects on the environment. This solution, similar to the recently completed Barcelona Metro Line 9, integrates station platforms, train storages, crossovers, bypass tracks, ancillary areas and utility corridors inside a single tunnel. Each of the underground stations consist of a cut-and-cover entrance structure and ventilation shafts, that also serve as emergency exits. The excavations for the station structures and shafts can be done on one side of the street with nominal impact on traffic and utilities.

The use in the iron blast-furnace of slags high in magnesia has been generally condemned, not only on the ground that magnesia renders the slag less fusible, but also because it is said to have less power to remove sulphur from the iron. In 1984, at the request of the Bureau of Land Management, the Bureau of Mines studied 7,000 acres of the 9,240-acre Little Blitzen Gorge Wilderness Study Area in Harney County, OR, to evaluate its mineral resources. The study area is dominated by a 1,500-ft-deep canyon that was carved by Pleistocene glaciers in gently westward-dipping homoclinal flows of Miocene Steens Basalt. The Bureau reviewed pertinent literature and county mining records During the field investigations, 18 rock samples were collected from basalt dikes, breccia, fractured or porphyritic flows, and 20 alluvial samples from gravel accumulations. Mercury anomalies from sampling by the Oregon Department of Geology and Mineral Industries could not be verified. The mercury might have originated -From the Pike Creek Formation, a known mercury-producing unit that may extend into the study area beneath the Steens Basalt. Any epithermal deposit at depth would be expensive to explore and develop.

SYNOPSIS Experiments carried out under atmospheric pressure and temperature (25°C) and sterile conditions show that the dissolution rate of nickel and copper from a pyrrhotite-pentlandite-chalcopyrite ore in a lixiviant of sulphuric acid is greatly enhanced in the presence of pyrite. At a pH value of 1,8 and in the presence of pyrite of equal mass to that of the ore, the recoveries of nickel and copper improved dramatically (21 and 80 per cent respectively). At a pH value of 4,0 the recovery of nickel was enhanced, but the chalcopyrite was refractory. A galvanic mechanism is probable, but cannot be proved from these experiments. The economic implications of the results are discussed.

A novel hydrometallurgical process for copper concentrate treatment has been developed by Niihama Research Laboratories of Sumitomo Metal Mining Co., Ltd. The process has numerous advantages with respect to the operational and environmental aspects. For example, copper is leached effectively from chalcopyrite concentrates by chlorine gas under atmospheric pressure. The copper in the leach solution is then separated from iron and silver by solvent extraction and undergoes electrowinning for its recovery as a highly pure copper metal; this does not require any further purification. Moreover, iron metal can be produced from the purified raffinate by electrowinning without generating a large volume of goethite or hematite, which are solid wastes generated due to iron rejection in common hydrometallurgical processes. This process can also realize the efficient recovery of precious metals. The results of batch testing and continuous-operation testing are presented in this paper.

Motivado pelas complicações técnicas envolvidas no uso de óleo combustível pesado, como a baixa confiabilidade do arranque do GGQ, falhas constantes no ignitor, baixa eficiência de queima, alta geração de CO, incrustações de cinzas a jusante do equipamento, além dos impactos frequentes na estabilidade do perfil térmico dos fornos rotativos devido à falta de carvão pulverizado para os queimadores, aos riscos de segurança associados aos procedimentos de limpeza das cinzas e à redução no tempo de vida dos componentes periféricos como refratários, mangas do filtro e instrumentos. No final do estudo, a aplicação de um novo queimador de GLP levou aos resultados mais rentáveis.

The plant, animal, and mineral arts and sciences are interrelated, interdependent, equally distinctive subject-matter fields. The artificial, erroneous, and popular idea that minerals occur in great storehouses in nature's treasure room to be removed at will at fabulous profits is about as correct as the assumption that the farmer's life is one of ease in which the crops spring miraculously from the ground. However, both of these fundament-a1 industries, mining and agriculture, have much in common. The extraction of minerals from the ground and the extraction of plants from the soil for immediate use, or conversion to meat, are fundamental activities and subject to many common economic laws. In other words, in many important basic concepts there is little difference between surface and subsurface crops. The farmer owner working the surface of the earth and the owner of a fraction of the oil or coal rights in the subsurface, from which a small yearly income is derived, are interested in the best management of the land for the mutual benefit of all concerned. Therefore, it is essential that in any planning or political action intended to create a new scheme of things, it should be remembered that one plan must fit all sources of primary wealth, whether coal or wheat, petroleum or milk, iron ore or beef.1 And what basic economic difference is there in the processing of a gallon of petroleum and a bushel of corn?

Detailed petrographic analyses of coal seams from the Newcastle, Illawarra, and Lithgow Coal Measures were made for a number of localities for each of twelve seams. From these analyses characteristic standardprofiles were derived for each seam. Two broad types of profile were found; one in which vitrite-poor and vitrite-rich layers alternate, and another in which there is a steady decrease in vitrite from the base to the top of the seam. In 1960, Magnetics International Ltd. undertook the development of the Jones High Intensity Wet Magnetic Separator in the Americas. Magnetics International had a number of possible applications in its own projects plus the intention of developing the equipment for sale to others. It was soon recognized that no matter how innovative a piece of mineral separation equipment may be, it takes many years and much finance before it is finally accepted for large scale use. For this reason, many good ideas die in their infancy. One of the chief reasons for such a time lag between conception and large scale implementation is the usual lack of finance to construct and put into operation a large demonstration unit. Even with a large unit for demonstration, the first major user usually requires a guarantee that is not normal in accepted separation equipment. Such problems are also normally accompanied by major design changes from the first conception.
