In considering the importance of lease management and administration, I have decided to approach the topic, Lease Default and Eviction: Action or Reaction, as a three phase presentation dealing with mineral lease administration and management, past, present and future. Though the title may border on the dramatic, it illustrates the real consequences of alternative approaches to property management viewed from my experience in the evaluation, development and implementation of a number of such systems and services in my current position as president of Talco Group Corporation. First, though, let's take a moment and set the stage by giving a few actual examples of why a pragmatic approach is needed in this particular area.

This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand.The reform of New Zealands minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New Zealands resources. The Resource Management Bill is scheduled for to the House in December 1989 and its date of enactment is scheduled for June 1990.With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

This paper examines the recent trend towards sustainability reporting and the application of the Global Reporting Initiative (GRI) æSustainability Reporting GuidelinesÆ. It also reviews reporting in the context of the Australian Minerals Industry Code for Environmental Management, as well as the status of public sustainability reporting globally in the minerals industry. The public reporting of environmental, health and safety, social/community and economic performance has evolved over the past two decades. Initially, separate and to some degree disparate documents were produced to report performance in each distinct area. In the early to mid 1980Æs some organisations had begun to report their environmental performance through some minor commentary in their annual financial reports or through ætokenisticÆ leaflets, often used as public relations exercises. Due to more media coverage and an elevated level of public scrutiny, organisations are no longer merely reporting their good performance, but also their bad and indifferent performance. In recent years these once separate environment, health and safety and community public reports have further evolved to become more integrated, reflecting organisations embarking on the reporting of their progress towards sustainable development. The primary factor in driving the evolution of sustainability reporting has been the increasing influence of stakeholders. Two groups of external stakeholders that have had a significant influence over public sustainability reporting in recent years have been non government organisations (NGOs) and socially responsible investment funds. Significant expenditure is involved in the preparation and publication of a sustainability report however many organisations do not appear to have examined in detail what they are really trying to achieve from their public reporting process. It is important to establish objectives for the public reporting process to achieve maximum benefits. Without a framework of public reporting objectives, the benefits of the reporting process to the organisation will not be recognised and the considerable expenditure involved will be increasingly difficult to justify. We believe that by focussing on the process rather than the document, significant benefits to the organisation can be gained. Indeed, with a proper framework of objectives and targets, the reporting process can be used as a vehicle to drive organisational change, implement management systems and improve performance. An idealised framework for a public sustainability reporting process sees the organisationÆs sustainability policies drive the entire process and determine the sustainability objectives. Specific targets are then set to realise those objectives. The targets will govern performance indicators that should be used to measure the success of target achievement and which will also define what data need to be collected. Evaluation is a key component of the reporting process to measure the success of target achievement and progress in realising objectives, as well as review the need for new targets to be set. The actual production of a public document is only one, albeit important, component of the overall reporting process. The challenges that lie ahead for sustainability reporting primarily relate to the integration of environmental, social and economic performance reporting as organisations integrate their approach to these areas. This will only happen as the culture of an organisation changes to not only accept the principles of sustainable development but to implement those principles in daily operations. The reporting process has the potential to drive that cultural change by communicating the organisationÆs sustainability objectives and setting challenging targets for their realisation. Public sustainability reporting will only achieve its maximum value when it forms an integral part of an organisationÆs sustainability management system and culture.

This paper is in the nature of a rough preliminary report on the progress that has been made in the application of the mass spectrometer to various problems arising in the petroleum industry. A few years ago the authors considered a number of the problems that were arising in the qualitative and quantitative measurement of small amounts of hydrocarbons. The methods available of making analyses by chemical techniques appeared to leave much room for improvement. Without going into the reasons at this point, attention was turned to the possibility of employing physical instead of chemical methods of accomplishing the desired results. A preliminary investigation disclosed that the mass spectrometer presented a possibility of solving many problems which could not easily be accomplished by other methods. Work was begun in developing the necessary apparatus and technique. A great deal of encouragement and many valuable suggestions were received from Dr. Robert A. Millikan, Dr. W. R. Smythe, and Dr. W. N. Lacey, of the California Institute of Technology, and from Dr. E. 0. Lawrence, who recently received the Nobel Prize, of the University of California. The authors particularly wish to acknowledge the very great willingness of these outstanding scientists to be helpful in solving many of the problems that were involved. So far as the authors are aware, this was the first application of the mass spectrometer to commercial work. The results were considerably better than had at first been anticipated. Briefly, it is possible to run a qualitative and quantitative analysis of an unknown mixture of hydrocarbon gases, with an accuracy of better than plus or minus 5 per cent of each of the various constituents. An exceedingly high degree of sensitivity has been obtained, and a relatively short time is required to complete an analysis. Furthermore, it is unnecessary to separate a mixture of gases into its various components in order to complete the analysis. The Mass Spectrometer The mass spectrometer should not be confused in any way with the optical 01 grating type of spectrograph now in general use. The operation of the mass spectrometer is entirely different in principle and bears practically no resemblance to the optical or grating instruments. The original conception and development of the mass spectrometer dates from and is generally credited to Aston, of Cambridge, England. An early accomplishment of his research, about 20 years ago, was the discovery that the inert gas neon was actually a mixture of two kinds of atoms, one of the atomic weight 20 and the other of atomic weight 22. These two components occurred mixed in such proportion as to yield the usual atomic weight of 20.2. THE occurrence of gold, gold-silver, silver-lead-zinc ores in the post-Cambrian sediments in the Black Hills of South Dakota, and their genetic relationship to the Tertiary intrusives, is well known and accepted, but the occurrence of gold in the pre-Cambrian rocks at the Homestake mine, which underlie this Tertiary gold mineralization, has given rise to differ-ences of opinion as to the period of major gold introduction into the older rocks. Fig. 1 illustrates. the distribution of mineralization along the axis of the Tertiary uplift in both pre-Cambrian and post-Cambrian rocks. The following possibilities have been presented: 1. The Homestake gold deposit was formed in pre-Cambrian time and the deposits in the overlying Cambrian sediments formed during Ter-tiary time. 2. The Homestake lode existed at the beginning of Cambrian time, but was enriched by the passage of Tertiary auriferous solutions. 3. The Homestake lode was represented by pre-Cambrian quartz-chlorite sulfide mineralization, very low in gold content and the gold superimposed on the older nearly barren mineralization during the Ter-tiary metallogenic epoch. 4. The sulfides and sulfarsenides as well as gold were deposited in both pre-Cambrian and post-Cambrian rocks during the Tertiary period. Those favoring the first proposition feel that the question is pretty well settled, while the proponents of the second theory are more flexible in their view, feeling that the amount of gold introduced in either period is still an open question. The third and fourth theories, with some modifi-cations, are supported by the proponents of the Tertiary theory, who feel that the evidence strongly favors that period. The following pages are intended to present the evidence and to give the reaction of various observers with my own comments and conclu-sions; also, the accumulated facts of observation gathered over a period of close association with the area under discussion, beginning in 1919.

Flotation tests in a laboratory flotation cell at pH 8-8.5 and other sui}plementary tests were carried out on sphalerite-quartz and sphalerite-pyrite-'quartz mixtures. Depression of sphalerite resulted vvhen the addition of copper sulphate exceeded an optimum value. Evidence that this depression was due to collector deficiency because of reaction between copper sulphate and collector is presented. It was not found possible to devise a direct analytical method suitable for .plant control of reagent addition. A possible means of control using potassium cyanide and a higher pH is discussed.INTRODUCTIONAt the Rosebery mill of Electrolytic Zinc Co. of Australasia Ltd., recovery 'of sphalerite in the zinc concentrate occasionally drops unexpectedly. Experiment in the mill and mill laboratory has suggested that one of the factors causing this may be the addition of more than an optimum amount of copper sulphate. On such occasions, an increase in the collector addition improves zinc recovery in the zinc concentrate, but only at the expense of sphalerite-pyrite selectivity.To examine the phenomenon more thoroughly, and if possible to find some means of determining the optimum addition of cepper sulphate and controlling the actual addition at this optimum, one of the authors (W. There is recent evidence that high frequency screening can be a viable alternative to hydrocyclone classification for a wide variety of grinding applications. However, since high frequency screening is a relatively new development, the decision to use screens generally must be based on full scale screening tests of a slurry material of interest. In this paper the authors employ mathematical simulation models as an aid to evaluating the use of screens versus hydrocyclones for closed circuit fine grinding. This approach is validated in a pilot plant study and then demonstrated for the design of full-scale grinding circuit, including classifier cost comparisons. For the case of maximum production rates versus product size, without a constraint on fine product solids densities, results indicate that screening with Derrick sandwich type cloths can give higher grinding circuit production rates with more narrowly sized products than when hydrocyclones are used. These results are explained in terms of the bypass and Sharpness Index of the respective classifier partition curves. Classifier cost comparisons for the full scale circuit show that although the installed cost of screens is substantially higher than equivalent capacity hydrocylone operations, even modest increases in circuit capacity caused by screens; can significantly reduce total grinding costs.

Results are presented of a census of the machines used in surface coal mines in the United States. The numbers of each machine type and model reported to be in use are tabulated for large and small mines in the Eastern, Central, and Western regions. Also tabulated are the average daily usage times of the major machine categories and the numbers of machines that have acoustical and other cabs. Projections of the total numbers of primary production machines are given. It is found that heavy tracked dozers and wheeled front end loaders constitute the most prevalent machine types, and that generally a very few models of machines made by one or two manufacturers constitute a major fraction of the population in each machine category. About 70 percent of all machines are reported to have some kind of cab, and about half of these are reported to be acoustical gabs; it is noted that acoustical cabs generally came into significant use since about the early 1970's. It is observed that the percentage-wise mixes of equipment types used in the various categories of mines differ significantly for only a few types of machines, notably for heavy dozers and loaders, and for haulers, highway trucks, and internal-combustion engine-powered shovels and draglines.

Molten Al and Al alloys containing si, Mn, Ti, and y have been lanced with nitrogen-bearing gases. These lancing experiments provided the means for observing what phases form during exposure to nitrogen-bearing gases for finite periods of time, <2 minutes, at high temperatures, >1290oC. The experiments were conducted in sn induction heated drop tube furnace apparatus. The overall premise of these experiments was to select those Al alloys and gas compositions that show promise of forming secondary dispersoid phases, particularly AIN, in the Al matrix. The alloys selected will be atomized using gas atomization reaction synthesis (GARS) using the most favorable conditions. In this case, the chosen Al alloy will be atomized with a nitrogen-bearing gas, such that the Al and gaseous nitrogen species react to form a dispersoid phase within each powder particle. The powder particles that result from this "aggressive" GARS-process would be essentially Al metal-matrix composites within a uniform distribution of dispersoids. To date, only high-purity Al has been atomized using a mild GARS reaction. This work is funded by the Materials Science Division of DOE-BES under contract number W-7405-Eng-82.

Stress-corrosion cracking of copper-base alloys is of considerable importance and has been the subject of many investigations which employed various accelerated tests and long-time service tests. The outstand¬ing accelerated tests used are variations of either the mercury cracking test reported by Rogers in 1905( 1)2 or the ammonia test reported in 1910(2). The ease of applica¬tion of the mercury test is probably the reason industry adopted it. Subsequent investigation of this test(3,4) revealed that a minimum threshold stress was necessary before mercury cracking could develop. Since season cracking has been found in some instances in caliber 0.3o ammunition which has passed the mercury test, it is evident that the threshold stress value of the mercury test may be too high for dis¬tinguishing between acceptable and un¬acceptable caliber 0.30 cartridge cases. This condition has naturally led to the study of an ammonia test with its ability to cause cracks with almost any stress level. But the lack of a definite threshold value means that standards are necessary for evaluating the results of the ammonia test.

High-volatile coals are most desirable for kiln firing. Low-volatile and even anthracite coals can be used successfully. Most periodic kilns use coal and are hand fired. A few stoker installations have been economically successful. Continuous tunnel kilns reduce fuel consumption 40 to 55 per cent. They are rapidly replacing periodic kilns in the manufacture of the finer wares. They have found great favor in the refractory industry and are successfully used in firing almost all kinds of heavy clay products. Fuel oil has found rather wide application in the Southwest and West. Natural gas is a satisfactory fuel for kiln firing. It is the principal competitor of coal and has largely replaced it for firing the finer wares but cannot compete with it in firing heavy clay products except in regions where cheap gas is available. Figures are given showing the relative thermal efficiency of coal and natural gas as used for firing ceramic ware. The ceramic industry uses from 12,000,000 to 12,500,-000 tons of coal per normal year. The principal use of coal is in firing the heavy clay products. This potential market amounts to about 9,250,000 tons per year. Coal producers could increase sales by furnishing expert firing instruction.

INTRODUCTION Mineral ore comminution is generally a feed preparation step for subsequent processing stages. Grinding, the fine product phase of comminution, requires a large capital investment and frequently is the area of maximum usage of power and wear resistant materials. Grinding is most frequently done in rotating drums utilizing loose grinding media, lifted by the rotation of the drum, to break the ores in various combinations of impact, attrition and abrasion to produce the specified product. Grinding media can be the ore itself (autogenous grinding - primary and secondary), natural or manufactured nonmetallic media (pebble milling) or manufactured metallic media - steel rods, steel or iron balls, or a combination of autogenous media and steel balls (SAG milling). This chapter covers rod and ball mills utilizing manufactured metallic grinding media. MILL DESIGN The interior surface of rod and ball mills exposed to pulp and/or grinding media are protected from wear and corrosion by rubber, metallic or a combination of rubber and metallic wear resistant materials. Rod and ball mills essentially draw constant power, thus are well suited for use of synchronous motors with power factor correction capabilities as drive motors. A net of approximately 120 to 130 percent of running torque is required to cascade the charge in these mills. The pull-in torque is about 130 to 140 percent with the pullout torque to keep the motor in-step (in-phase) generally in excess of 150 percent. When rod and ball mill are started across-the-line the starting and pull-in torques result in inrush currents exceeding 600 percent which possibly result in high voltage drops. To deliver 130 percent starting torque to the mill the motor design must take into account the maximum anticipated voltage drop. Motor torque decreases as the decimal fraction of the voltage available squared. E.g., a motor rated 160% starting torque with a 10% system voltage drop will deliver 160% x or 129.6% torque to its output shaft When it is not possible or practical to start a fully loaded synchronous motor across-the-line it is possible to utilize the motor&apos;s pull- out torque to start the mill. By using a clutch, normally an air clutch. between the motor and the mill, the motor is brought up to synchronous speed before the clutch is energized. If the motor has an adequate amount (175 or greater) of pull-out torque the pull-out torque starts the mill without major disruptions on the electrical system. Since the energy release at initial cascade of the mill charge is an inverse function of acceleration time, a minimum acceleration time of 6 to 10 seconds or more is recommended to prevent damage to the mill or the mill foundation. Economics at the time of plant design and mill purchase determine the drive to be used. The simpliest drive is the low speed synchronous motor with speeds in the range of 150 to 250 RPM connected to the mill pinionshaft by either an air clutch or flexible coupling. Using a speed reducer between the motor and pinionshaft permits using motors having speeds in the range of 600 to 1000 RPM. In this speed range, if power factor correction is not required induction motors can be used; squirrel cage where there is no restriction on inrush current; slip ring where a slow start and low inrush current is required. Air clutches can also be used to ease starting problems with squirrel cage motors. In some areas of the world induction motors and starters are less expensive than synchronous motors at a sacrifice of motor efficiency and power factor correction. Dual drives, that is two pinions driving one gear mounted on the mill, become economical for ball mills drawing more than 3500 to 4000 horsepower (2600 to 3000 kilowatts). Further developments of the low frequency, low speed synchronous motors with the rotor mounted on the mill shell or an extension of one of the mill trunnions could improve the cost picture for these "gearless drives", making them practical for large ball mills. The percent of critical speed, which is the speed at which the centrifugal force is sufficiently large to cause a small particle to ad- here to the shell liners for the full revolution of the mill is given in mill specifications. This paper does not deal with all sands used in the glass industry in Missouri; it covers only that used in the plate-glass factory at Crystal City. However, it is probably safe to say that other sands, pro- duced throughout the state for this purpose, are of identical nature. The glass sand used in Missouri is cornrnonly called the St. Peter deposit, which is ascribed to the Ordovician Rock series in the form of sandstone. This St. Peter deposit, aside from a few small outliers, covers a large area of eastern Missouri. It forms, through a broad curve, the northeast margin of the typical Ozark region between Cape Girardeau on the southeast and Mineola, Montgomery County, on the northwest. The belt is extremely irregular, varying from one to ten miles in width; its length is 150 miles in a straight line. The outcrop near the entrance to the Crystal City mine appears in the form of a sandstone bluff approximately 30 ft. high, running along Plattin Creek (Fig. I). Above the sand rock an overburden of Joachim limestone appears, which thickens to nearly 300 ft. and forms the hill commonly called Buck Knob. Test holes where drilled at various points and the drillers&apos; log indicate that the St. Peter deposit ranges in thickness from 63 to 71 feet. "The research study has been devoted to point out the better way to process a colemanite concentrate characterised by a high content of two kind of As sulphides (realgar and orpiment) finely disseminated in the matrix of the boron mineral.Scanning Electron Microscopy analyses have been carried out to determine all the mineralogical constituents and to evaluate their distribution, frequency and mutual relationships.There is a not neglectable part of realgar highly disseminated into the colemanite crystals.The orpiment recurs in small acicular crystals of 20÷30 µm in length and 5 µm in width, very difficult to liberate from the colemanite mineral particles.The colemanite concentrate, in fact, has been addressed to a chemical plant which products were boric acid and gypsum, the contaminated by As. It was unacceptable for further applications and very dangerous if rejected in the environment.Grinding tests under dry and wet conditions have been carried out in order to evaluate the liberation modality of the As sulphide minerals from the colemanite.Some difficulties have been overtaken in order to obtain a selective liberation of the As sulphides from the colemanite even if a certain decreasing in As grade in the higher size classes has been registered.All the comminution products have been analysed by SEM monitoring the liberation degree of the mineralogical constituents.Flotation tests have been carried out after different comminution flow sheet adopting different modulating conditions in order to evaluate the influence of the following parameters:• collector concentration versus contaminants concentration (As minerals) in the froths;• kind and quantity of the frothing agent to maximise the mineral recovery in the froths;• kind and quantity of the modulating agents to maximise the selectivity of the process;• conditioning modalities in order to obtain a suitable dispersion of fines and to avoid segregation of Asbearingparticles together with colemanite ones;• solid/liquid ratio of the pulp to minimise the water flow into the plant."

"Over the past decade or so, our efforts have focused on developing the rationale and concepts for new technology in reagent development and optimization in the processing of base and precious metals. A major outcome of these efforts have been the development of a novel family of collectors, principally driven by the MAXGOLD® and Aero XD-5002® chemistries, for precious metals recovery from primary Au ores and Cu-Au ores. These chemistries was developed to be robust to address the complex mineralogy and gold deportment in these ores. Plant trial data for a variety of ores have confirmed that the both Aero® XD-5002 and MAXGOLD® chemistry are indeed versatile in recovering gold values occurring as gold alloys and/or associated with many types of sulfides, and in altering the deportment of certain sulfides (such as those bearing As, Bi etc). An overview will be given in this paper using plant data to highlight the application of these reagents.INTRODUCTIONThe subject matter of this paper is the flotation of Au containing minerals from their ores. The motivation from this manuscript comes from the several challenges faced with the processing of Au ores, as was articulated in detail by Nagaraj (2008). The biggest challenge is the complex mineralogy; most easy-to-treat free-milling ores bodies are largely depleted. The Au values are distributed in multiple host minerals such as pyrite, pyrrhotite, arsenopyrite and Cu minerals such as chalcopyrite. Au values also happen to be finely disseminated within the various minerals and are sometimes invisible in optical microscopy. Additionally, on any given day, some mines treat multiple ore types, and the mineralogy is different for each ore type.Xanthates continue to be the collectors of choice at most Au and PGM operations around the world. Most primary Au operations tend to consume very large amounts of collectors; the dosage ranges anywhere between 40-400 g/t and this has been attributed to both mineralogical and non-mineralogical factors (non-mineralogical factors include the low cost of xanthates and the mindset that “more is always better”, which is not necessarily the case). In addition, several studies now show that xanthates alone are never sufficient where multiple value minerals are present, and that supplementary collectors are required. The large doses present a substantial cost to the minerals industry, and many mining companies have expressed the need for more efficient reagents that can improve metallurgical performance at low dosages."
