Project managers aim to maximise the NPV of their projects, but don't always appreciate the relationship between mine throughput, project value and the discount rate being used to evaluate their projects. Rate of production or throughput is perhaps one of the most crucial decisions a project manager must make, but if this choice is made arbitrarily, much effort may be spent on a feasibility study that does not optimise project value. The timing of the study in relation to the stage of exploration is examined and simple techniques are presented that project engineers and managers can use to home in on a production rate which will give their project the greatest chance of success.

2.3-1. Introduction. The subject-"Preliminary Evaluation of Coal, Metallic and Industrial Mineral Deposits for Surface Mining'-seems at first glance to be definitive and not likely to be misinterpreted. Nevertheless, there are widely divergent opinions as to what is meant by "preliminary" and even as to what is meant by "evaluation." Some definition and qualification is necessary in order to provide a readily recognized basis for discussion. Evaluation evokes the idea of organizing extant data and judging its significance especially in the economic sense. It also may evoke the concept of the physical processes of acquiring the data that will characterize the deposit such as the geologic mapping, drilling, etc. Castle (5) considers that evaluation may embrace psychological aspects wherein human traits as, for example, over optimism might cause the evaluator to overlook obvious project weaknesses. In this chapter, evaluation is discussed primarily from the viewpoint of economically appraising a project from data available at a given point in time. The qualifying adjective "preliminary" is not easily defineable. In fact, some kind of evaluation proceeds, if not continuously, intermittently over the full span of exploration and early stages of development of a deposit. Bailly (1) comments: "Sometimes, before starting exploration in new areas or countries for a given commodity, we establish models to define what minimum combinations of re- coverable grade and tonnage are needed to give the minimum acceptable rate of return established by corporate policy. Then, before starting physical exploration in any target area we try and guesstimate optimistically what best 'geometry-grade-tonnage' can be expected. If these are acceptable in light of above minimum combinations, exploration is started as soon as funds are appropriated for the target area.''

SEEBECK discovered, in 1821, that if, in a closed circuit of two metals the two junctions are at different temperatures, an electric current will flow in the circuit. In the case of an iron and a copper wire, for example, current will flow from copper to iron at the hot junction, or from iron to copper at the cold junction. Two factors combine to cause the current. An electromotive force exists between the two metals, the magnitude of which, depends upon the temperature and upon the metals; this is called the Peltier e.m.f. If a single wire of homogeneous material is heated at one end, an electromotive force is developed between the ends of the wire, the magnitude of which depends upon the metal and upon the difference in temperature; this is known as the Thomson e.m.f: The total e.m.f. acting in the circuit is the sum of the Peltier e.m.f. at the two junctions and the Thomson e.m.f. in each wire, consideration being given, of course, to the algebraic signs of the four e.m.f.'s. DURING the course of a lubrication study in relation to the compacting of metal powders, it became desirable to measure the thickness of sprayed graphite coatings on steel dies for hot pressing. The thickness of these lubricant coatings ranged between 0.0001 and 0.002 in. In their particular case, the authors were interested in a method for measuring the lubricant thickness on tapered die inserts having curved surfaces. The lubricant was sprayed on the inserts at an elevated temperature and it was desirable to measure the thickness as soon as possible after application. Various standard types of commercial equipment were tried. Most of the available devices operated on either a mechanical or magnetic principle. Virtually every available measure of total world mineral industry activity demonstrated that 1982 was little, if any, better for the industry than 1981 had been. Levels of production, trade, and consumption for virtually every major commodity declined; unit prices for most commodities fell, particularly in terms of constant dollars, and as a result of cutbacks in output and lower prices, capital available for investment within the industry was reduced. These conditions, coupled with the existence of considerable idle capacity, tended to retard investment, although there was an upturn in U.S. oil industry investment overseas. Despite the overall depressed situation of the world's mineral industry, there were indications of possible improvements in market economy countries near yearend, as output of some materials increased marginally and as prices for some mineral commodities reversed their downward trends. The downturns in total world mineral industry activity were not universal from the viewpoint of individual countries. Indeed, output of a number of commodities increased in centrally planned economy countries, and these gains were insufficient to offset declines in market economy countries, thereby sharply altering the proportion of total world output accounted for by each of these two groups of countries. There was a similar shift in consumption on a percentage basis.

Two methods used to measure the exposure of mine workers to diesel exhaust particulate were compared. One method was developed by the U.S. Bureau of Mines and the University of Minnesota's Particle Technology Laboratory. The method which was originally developed for use in coal mines is a size selective sampling technique. The other method uses an “ashing" approach to assess the exposure to diesel particulate. This second method is based on the principles of sampling according to the ACGIH respirable dust sampling criteria and the use of a silver membrane filter as collection substrate. Because a silver membrane filter is used, both respirable combustible dust (diesel particulate) and respirable silica can be measured from one sample. The comparison study took place in a Canadian lead-zinc mine during tests which were primarily designed to evaluate the gaseous and particulate emissions characteristics of new diesel engine technology. The study has shown that under the test conditions encountered, some differences were observed between the results as obtained by the two methods. These differences seem to depend on the characteristics of the respirable dust found in the work- place, i.e., size and composition. The impact, on sampling and analysis of diesel particulate, of the proposed guideline (ACGIH) for a TLV® of 0.15 mq/m3 is discussed briefly.

Endurance Properties of Non-ferrous Metals Discussion of the paper of D. J. McADAM, JR., presented at the Syracuse Meeting of the Institute of Metals Division and issued, as Paper No. 1506-E, with Mining AND METALLURGY, October, 1925. H. F. MOORE,* Urbana, Ill. (written discussion).-This paper says that the results of tests of some non-ferrous metals made at the University of Illinois and in the testing laboratories at McCook Field are abnormal when they do not agree with results obtained by the author. The writer can see no inherent reason why results of the type uniformly reported in this paper are any more normal. The knee of the stress-cycle, or S-N, diagram comes at different lengths of life for different metals. For steel, the knee occurs after from 1,000,000 to about 4,000,000 cycles, and for some non-ferrous metals not before 20,000,000 of 30,000,000 cycles. The writer can see nothing inherently abnormal in finding certain nonferrous metals for which the knee of the stress-cycle curve occurs at 1,000,000,000 cycles or higher. The writer has had experience with both the cantilever and the rotating-beam testing machine, and thinks that the chance of whipping action in the cantilever machine is a more serious handicap than the action the author has pictured. Furthermore, the writer questions whether the author has shown the existence of a clearly marked and definite endurance limit for all the non-ferrous metals he has tested including the following: Nickel (CT and A-16, Fig. 1), monel (CS-5.5 and BK, Fig. 2), bronze (F and CK, Fig. 4), aluminum bronze ( BJb-1, Fig. 6).

A small underground mine in northern Idaho was used as an experimental facility for studying the role of water in the analysis of mine-opening stability. Laboratory test data, borehole measurements and geological mapping assisted in the construction of a coupled finite element model of the rock mass. The model was used to make quantitative estimates of rock stress, strain and displacement changes and to make estimates of the water pressure and flow velocity changes that occurred during historical mining. Stope cuts and wet fills were included in the analysis. The stability of the crown pillars between stopes was of particular interest. The relatively low effective stress and high rock-mass strength showed that water pressure changes were of no great consequence, which is in agreement with experience. The computational tools used in the analysis may be applied to other wet mines with appropriate changes to site-specific data.

TEN years ago Taggart, Taylor and Ince1 described a workable, convenient apparatus for the measurement of contact angles be-tween cleaved, ground or polished particles and captive bubbles. Wark and Cox2 and Wark and Sutherland3 have done an im-mense amount of experimental work with this apparatus. Their work has had as principal object the determination of "con-tact curves." Contact curves are Cartesian charts in which pH (or some other variable) is plot-ted against quantity of modifying agent. The rectangular area is broken into two or more curvilinear areas separated by the contact curve. The curve indicates that a sharp demarcation exists between condi-tions that bring about sticking of particles to bubbles and conditions that do not pro-duce sticking, The type curve appears in the TRANSACTIONS as Fig. 1, page 248, volume 112. Wark and Cox offer data to show that the contact angle has a value determined by and characteristic of the agent used. Wark and Cox also make the statement that they believe this value is independent of concen-tration (ref. 2a, p. 209), They say: It is suspected that, given sufficient time and provided that there are no disturbing factors. the full ethyl xanthate angle (corresponding to a complete xanthate film) would be obtained in every case where contact occurs.

The present work investigates whether dielectric spectroscopy can be used to detect contamination, which may appear in a natural porous material, due to the spreading of pollution. For this purpose, dielectric and conductivity measurements, in the frequency range of 10mHz to 1MHz, were carried out in sandstone samples, partially filled or saturated with solutions of leachates, at different concentrations. The experimental results suggest that although the role of water is dominant to the measured electrical conductivity, variations of two orders of magnitude are observed due to the different concentrations of leachates, in partially filled sandstone samples. Experimental data are well fitted with a Havriliak?Negami dielectric relaxation function, superimposed with a conductivity term. The parameters of the fitting function have been correlated to the concentration of leachate in the sandstone samples and considerable changes have been observed at low leachate?s concentration.

"Introduction.During the past two years the Bureau of Mines has conducted a study of natural-gas heaters*** to determine (1) what types of heaters literate carbon monoxide; (2) why carton monocide is liberated; and (3) how, by change of design or construction, the liberation of this gas can be largely eliminated, In addition to the above study the bureau has investigated cases in the Pittsburgh dis¬trict where fatalities have resulted from carbon monoxide given off by natural-gas heaters.Since these fatalities were first brought to the attention of this bureau through the press, it is likely that some cases were missed and thus not listed. On the other hand, some cases reported as being due to carbon monoxide poisoning, on investigation were found to be due to causes other than carbon monoride.The cases listed herein were shown in all probability to be due to carbon monoxide. Those in which there is any doubt have been omitted; so have those in which there was part asphyxiation, where the victims later recovered."

The mickel-activated sintering of tungsten occurs in two stages of densification. A kinetic analysis of the second stage has been based on an appropriate model of the process. As in the first stage, the rate-controlling mechanism for the second stage is also the solution of tungsten in the nickel carrier phase. The transition from the relatively rapid first-stage results from the spherozdization of pores and the initiation of grain growth. Finer grain size due to higher-nickel content leads to more rapid and higher degrees of densification 1 HE sintering of tungsten is accelerated by small additions of nickel, cobalt, and iron.' Experimental evidence in detail has shown that nickel-coated, hydrogen-reduced tungsten powder may be sintered to more than 90 pet of theoretical density at l100o C.2, 3 Simultaneously, a kinetic analysis of the process showed that it took place in two distinct stages. In the first stage, nickel evidently served as a carrier phase through which tungsten atoms could move. This stage was kinetically similar to the "solution-precipitation" step postulated when the carrier phase is a liquid,4 although in the Ni-W case, there is no evidence of the existence of a liquid phase either in equilibrium phase relationships or in microstruc-tures at the temperatures under consideration. It has been shown that this stage corresponds to a process which is rate controlled by a phase boundary reaction.3 More recent evidence has been presented5 showing that after the initial rapid stage of sintering, densification continues in the final stage but at a slower rate, although no mechanism for this stage of densification was defined. An analysis of later stages of densification in solid state sintering has been presented,6 but it is not directly applicable in the present case of activated or carrier phase sintering. It is the purpose of this investigation to study the final stage of nickel activated tungsten sintering in greater detail The effect of varying nickel content has been examined, and a possible kinetic mechanism defined. EXPERIMENTAL PROCEDURE AND RESULTS Commercial hydrogen-reduced tungsten powder from Wah-Chmg Corp., having a nominal particle size of1 µ and a B.E.T. specific surface area of 5500 sq. cm per g was mixed with aqueous solutions of hydrated nickel nitrate in proportions sufficient to produce nominal compositions of 0.25, 1, 3, and 5 wt pet Ni. This solution was then evaporated to dry-ness at approximately 150" C for 15 hr. A strategy for proactive blast planning to improve the postblast fragmentation size has been implemented at the Phelps Dodge Morenci Mine. This strategy was developed in specific phases that include stabilization of blasting practices, systematic changes in blast design and quantification of the size distribution of blasts. Implementing this new strategy would not be possible without an accurate method for quantifying the postblast fragment size distribution. The Split image processing system is now being used to assess fragmentation size using muck pile digital imaging taken on a daily basis and an online fragmentation analysis system installed at the primary crushers. Drilling and blasting variables and fragmentation size are entered into a database, spatially evaluated in a geographic information system and subsequently utilized for mine planning purposes. Using this strategy, significant improvements have been made in postblast fragmentation and continued improvements are expected in the next several years.

By use of a functional model of capital expenditure developed earlier, a prototype cash-flow model is formulated as a basis for the investigation of the economic consequences when the production rate of a mine is manipulated as fundamental design variable. The optimum production capacities that maximize the common economic criteria of net present value, present-value ratio, and wealth growth rate are determined. It is shown that these choices depend certain key groupings of the economic parameters, and that they have a fixed interrelationship. The basic cash-flow model is extended further to include the effects of a constrained rate of production buildup and the imposition of State taxation on generated income. An approximation to the initial tax-free period of a new mining venture is developed, and, by use of these results, the optimum choice of production level is analysed when both the buildup rate is constrained and tax is imposed. This extended model permits a comparison between the performance of existing mines and the predicted theoretical production levels for these mines.

In the Massif du Sud ophiolite complex platinum group elements occur predominantly as ultrafine-grained inclusions of rutheniridosmine, laurite and iridosmine. These form primary inclusions less than 5 to 10 um in diameter within chromite in podiform chromitite fringed by dunite, and emplaced subsequent to solidification of the host harzburgite. There is no specific association with trace inclusions of transition metal sulphides. The crystallization of then: Ir. Os and Ru minerals may have occurred concomitant with hromite, perhaps related to more reducing conditions produced by crystallization of the chromite. The Ir, Os. and Ru show pronounced fractionation from Pd, Pt and Rh expected to be also present in the mantle source rock. The dunite shows evidence of metasomatic origin from adjoining harzburgite, and the possibility of selective crystallization of the Ir sub-group elements suggests that Pd, Pt and Rh may have been transported elsewhere.

In choosing the unusual title given to this paper, in which the term "cyclic " might be substituted for "intermittent," my idea has been simply in respect of precision. We might say old method vs. new method, but that antithesis implies something of substitution that has not occurred and perhaps is not in sight. We may say horizontal retorts vs. vertical, but none of the older retorts are truly horizontal, and there are three different types of vertical retorts. Other complexities might be suggested. There is, however, a broad distinction between distilling that is accomplished in a periodic cycle, generally daily; and distilling that is accomplished continuously, irrespective of whether it be done in the vertical retorts of the New Jersey process or in the retorts of the Trollhät-tan process. In offering a summary of the present state of the art with the intermittent process, I shall not have any idea of exemplifying it through descriptions of any single plants, but shall rather divide among the main steps of the process and outline what is best developed among them. In pursuing this thought, it will manifestly be impossible to make a composition that will exemplify the acme of good practice, for the latter will always be a function of the cost of labor, fuel, etc., which are widely variable. As of 1929, in respect of labor we might generalize the average plant wage in the Pittsburgh-Wheeling district of the United States at $5 per day; in Oklahoma at $3; in Great Britain at $3; in Germany at $1.75-$2; in Belgium and France at $1. With high labor costs the metallurgist will naturally use means of the nature of mechanization that with low labor would be uneconomical when capital charges are taken into account. Nor may we from records of performance safely make positive deductions in respect of the efficiency of different types of furnaces unless they have been tested comparatively under identical conditions in the same works. We shall find gas-fired regenerative furnaces showing coal consumption from 1.2 tons down to 0.7 per ton of roasted ore, which may be ascribable to difference in the thermal value of the coal that is used or to differences in proportions of the parts of the furnace, which is something quite distinct from the principle of the furnace. Nationalization is high on the policy agenda in South Africa. This paper considers the case for nationalizing the local mining sector from an evidence-based perspective, which is derived from theoretical considerations and related to the known features of the South African mining sector and economy. A strong case against nationalization emerges, which can be summarized as follows. The mining sector is competitive and therefore a poor candidate for public ownership. Furthermore, the resources sector does not dominate the South African economy nor does it create the risk of a decrease in the competitiveness of the industrial sector via the unintended adverse impact of an appreciating real exchange rate due to a commodity boom (Dutch Disease). Nationalizing the mining sector will cost the government more than it receives. This is not only a bad idea in itself, but it will limit the scope for distributive policies on the national budget. The contemporary international experience demonstrates the risks of fiscal imprudence. Finally, nationalizing the resources sector will undermine support for those very market-based institutions required to achieve a higher long-run growth trajectory.
