This paper outlines the complete failure of the U.S. in status and relevance in Rare Earth Oxides (REO). Although rare earth oxides are strategic and critical in their own right, refining these REOs into elements and alloys is even more important for the development of "Green Technologies" and advanced weapons systems. America does not have an active domestic source of rare earth oxides. America does not have any heavy rare earth elemental or alloy capabilities. The magnitude of this failure continues to become more apparent as the manufacture of REO based electronics and magnetic components moves eastward towards China. China has succeeded in outmaneuvering the United States and the world in its quest to control the rare earth oxides, elements and alloys, and the many industries dependent upon REO. What can be done?

Patent records show that the attempt to improve the burning of fuel by mixture or pretreatment with chemicals dates back to the early years of the last century. By 1845 English and French patents had included the specific beneficiations of elimination or reduction of smoke, soot and clinker; reduction of the ashes; elimination of sulphur fumes; increase of the rate of burning; increase of the time a given charge of fuel would last; and, in most patents, a saving of fuel. The earlier patents specified additions up to 80 lb. or more per ton of fuel, but after 1860 the quantity was seldom more than 4 lb. There is no record of the extent to which these patents were commercialized, but after 1874 many American patents were assigned to companies specializing in treatment of coal, so it is probable that the products were marketed on a considerable scale at least as early as that date. From 1900 on, many proprietary products were marketed under the general name of "fuel savers," the principal sales being in small packages for the use of householders; savings of from 10 to 40 per cent of the coal were promised. Starting with 1927, the use of proprietary or other mixtures of chemicals was extended to power plants and to treatment of coals at the mines, the claims of saving of fuel being subordinated to those of general improvement and, in particular, to reduction of clinker-ing. Such expectations are attractive and a number of companies experimented with or adopted the practice. There were reports of improved operation, but, apparently, few were confident enough that these improvements were due to the salts to publish the results of tests or their records of operation. There are no data on the yearly tonnage of coal treated but indirect reports suggest that it has been relatively large. Since its establishment in 1910, the U. S. Bureau of Mines has continually received inquiries about these products. METALLIC titanium has been prepared in small quantities since the beginning of the century. Hunter1 reported in 1910 that he obtained a malleable product of 99.9 pct purity by the reduction of the tetrachloride by sodium in a closed container. Later Van Arkel2 and Fast3 prepared small quantities of malleable titanium by thermal decomposition of titanium iodide. Another method for producing malleable titanium from tetrachloride was reported by Kroll4 who used magnesium as the reducing agent. More recently Dean, Long, Wartman, and Anderson5 working at the U.S. Bureau of Mines have reported the preparation of the metal on a pilot plant scale by the reduction of titanium tetrachloride by magnesium in an atmosphere of helium. Their product, which is malleable, was used in the present investigation. Early in 1948 after the work of this paper: was completed Campbell, Jaffee, Blocher, Gurland, and Gonser6 described the strength and working characteristics of pure titanium which was prepared by the iodide method on a scale producing 300 to 600 g per run, in the form of 0.3- to 0.4-in. diam rods. Their product is characterized by low hardness and large capacity for cold work which they attribute to a high degree of purity with respect to oxygen, nitrogen, and carbon. Titanium has a melting point of about 1725°C5 it may be classed as a light metal since the specific gravity is 4.5 g per cc-1. The crystal structure is close-packed hexagonal from room temperature t0 885°C. Above this temperature the structure is reported7 as body-centered cubic. The change in crystal structure has been associated with discontinuities in specific heat8 electric resistance9 and thermoelectric force10 at temperatures near 890°C. It is reported11 that annealed titanium has a tensile strength 0f 78,700 psi which can be increased by cold-work to 123,000 psi. In the present investigation, the lattice constants at room temperature, the thermal expansivity between 30 and 800°C, as well as the electrical resistivity and thermoelectric force against platinum between - 200 and 1000°C have been determined. MATERIALS For the measurements, two series of specimens were prepared from titanium furnished by the U. S. Bureau of Mines. The first was lade from an annealed sintered compact, 0.38 in. thick. Sections of the compact were cold-swaged with intermediate anneals in vacuum to the sizes used. Sizes over 0.25-in. diam were annealed at 1000°C and smaller sizes at 800°C. Specimens originating from the sintered compact are designated in this paper as A. The second series of specimens was lade from a rod of titanium, 0.19 in. in dial, which was cold-swaged with the necessary intermediate anneals to the required sizes. This series of specimens is designated B. The impurities in the specimens of titanium, determined by chemical analysis, are given in Table I. Oxygen and nitrogen which were not determined by analysis, are probably present although in small quantities in view of the ductility of the material.

New control techniques were added in subsequent years.An on-stream X-ray analyser was installed in 1968. It provided circuit analyses for six years without the aid of a computer. In late 1974, control of the flotation circuit by computer was incorporated into the system. Flotation efficiency improved considerably, zinc"" recovery increased by one percentage point and concentrate grade by four-tenths of a percentage point. THIS topic was discussed at the meeting in St. Louis in September, 1917, and at the meeting in New York in February last, but in the interval the war has accentuated in measurable degree the necessity for considering human relationship, not only as between nations, or in the treatment of our returning soldiers, but with respect to the relations between labor and capital in industry. It is my firm conviction that no other subject will have so large a place in industrial and political life during the next decade as this. Heretofore, the employer has been so engrossed with the financial, mechanical, and technical aspects of his business that he, has been willing to muddle through 'his relations with labor as best lie might and, on the other hand, the laborer has been so engrossed in his endeavors to secure a livelihood under whatever living and working conditions might be offered him that he has given little thought to his relations to his employer, until some misunderstanding has ended in disagreement and strike. No thinking man doubts that were the machinery available for friendly, personal, face-to-face consideration of the problems confronting employer and employee, there would he fewer disagreements, fewer strikes, and a better and more settled industrial situation. The necessity for some such medium for exchange of views has resulted in the organization of labor and, in some measure, of capital. Each party, engrossed only in defending its own viewpoint, has generally tried to gain its point by might rather than by right. Gradually, however, the representatives of both elements are beginning to appreciate that when the machinery for bringing them together in friendly communion is available their differences frequently settle themselves. There remain yet vast numbers of employers and of employees who are not organized and to whom the opportunity of friendly discussion of differences is not available; for these the machinery should he provided.

WEBSTER'S dictionary gives the following definition for "efficiency": "Effective operation as measured by a comparison of actual and possible results." Engineers think of this definition in terms of the ratio of output to input, and since they learn early in their careers that output cannot be greater than input, they usually consider a machine to be 100 pct efficient if it operates perfectly, and to be 0 pct efficient if it performs no function at all. Hence, values of efficiency between 0 and 100 pct reflect how well or how poorly a machine has performed; and any method of calculation for determining efficiency that does not show 0 pct when no function has been performed, and 100 pct when a perfect job has been done, is looked upon with skepticism. The literature on performance of coal cleaning equipment contains many references to efficiency of performance, but there is no unanimous agreement among the authors as to how the efficiency should be determined. Numerous methods of calculation have been proposed from time to time, most of which attempt to fulfill the definition of efficiency by comparing output to input, using float and sink data or some other characteristic, such as dry ash content, as a measure. However, to the best of our knowledge, none of the methods advocated in the past meets the requirements of a practical engineer in judging cleaning plant performance, because the formulas previously advocated do not confine numerical values of efficiency between 0 and 100 pct, and the literature does not contain an explanation of the meaning of the formulas under various conditions of operation. Therefore, the following formula, based on Yancey's concept of misplaced material,' is proposed as a measure of efficiency which will conform with the requirement that the values of efficiency must be confined between 0 and 100 pct: Quantitative Efficiency = 100.0 — (pct wt sink* in cleaned coal + pct wt float* in refuse)t • At gravity of separation effected by cleaning equipment. t Total product basis of the size of material under study. It will be noted from this formula that an actual separation between cleaned coal and refuse must be effected by the cleaning equipment before the formula can be used; also, that improperly distributed material in the products must be determined at the gravity of separation, rather than at some arbitrary test gravity. It will further be noted from this formula that the weight of cleaned coal recovered and the weight of refuse rejected by the equipment have their proper influence, because the sink in the cleaned coal and the float in the refuse are expressed in the equation as a per cent weight of the total products of a definite size discharged from the plant. This formula has one other important characteristic, in that it requires no knowledge of the feed to the cleaning unit. Comparison of data on the products from a cleaning unit with the feed to the unit can lead to many worthwhile conclusions. but not in regard to the efficiency of separation effected by the equipment. The reason for this is that mechanical fracture of many pieces of the feed occurs during the cleaning process; and in some processes crushers are deliberately incorporated in the flow to produce size degradation to free impurities from cleaned coal, thereby altering the washability characteristics of the material while in process. When such size degradation occurs in a cleaning process, it is quite possible that this crushing will result in a reduction in ash content in the finer sizes of cleaned coal when compared with the raw coal feed, even though no true separation has been effected. This is due to the fact that the finer sizes have been "sweetened" by the crushing of cleaned coal from some coarser size. Many formulas advocated in the past show high cleaning efficiencies

The Bureau of Mines investigated the effects of tungsten and chromium, separately and combined, on improving the mechanical properties and oxidation resistance of vanadium. Binary and ternary vanadium-base alloys were prepared and tested for oxidation resistance and tensile strength. Softening occurred with less than 1 weight-percent of either tungsten or chromium, followed by strengthening with higher alloying contents. Vanadium alloys containing up to 9.8 weight-percent chromium or 14.1 weight-percent tungsten were more resistant to oxidation in air at 600° C than unalloyed vanadium. For the alloys with 12.20 weight-percent chromium or 14.56 weight-percent: tungsten, the maximum concentrations used, the lower yield strengths were about twice that of 38,600 psi for the unalloyed vanadium. Recrystallization temperatures for these alloys were 100 and 150° C higher, respectively. Alloys containing both chromium and tungsten had properties similar to those of the vanadium-tungsten alloys.

OWING to two large falls of ground which resulted in serious accidents occurring towards the end of 1908, it became evident that the "open chamber" system then in use was unsuitable for the conditions existing in the Mount lVIorgan mine. It will be admitted that in all mining operation, the first consideration is the economy of the system adopted, combined with its safety and ability to give the desired output. A sectional system with square sets has been introduced into the mine, in which due attention has been paid to these factors. In this paper a brief description of this system will be given. An outline of those previously used will be ineluded, as it is necessary to understand the eonditions which existed in the mine at the initiation of the sectional system. Outside the actual mining methods employed, various points that might prove of interest will be touched on.The square set system of mining has been in use throughout the stopes in the gold ore in the upper levels of the mine since underground operations were started in Mount Morgan.

THE coal hydrogenation process is well known as a means for production of liquid fuels from coal. In this paper, the possibilities of the coal hydrogenation process as a source of chemical raw materials will be discussed. The recovery of chemicals from coal hydrogenation products necessitates some modifications and additions to the equipment used for the production of fuels. The conversion of coal into liquid fuels such as gasoline requires two steps: liquid-phase and vapor-phase hydrogenation. Intermediate oils obtained in the liquid phase contain oxygen and nitrogen compounds, especially aromatic compounds, since the coal itself is composed mainly of cyclic compounds. These oils are the raw material for the separation of high-molecular-weight aromatics and of tar acids and tar bases. The relative amounts of heavy and middle oil-boiling above and below 325ºC, for instance-can be influenced by temperature, residence time, and catalyst of the liquid-phase hydrogenation. In vapor-phase hydrogenation, a solid bed catalyst is used to convert the intermediate oil from the liquid-phase operation into hydrocarbons of the gasoline boiling range. Essentially pure hydrocarbons with a low content of sulphur, oxygen, nitrogen, and olefines are obtained. Depending mainly on the catalyst, the high ring-compound content of the liquid-phase oil can be preserved and gasoline rich in aromatics obtained. However, with other catalysts, these ring compounds can be split into gasoline with a high content of isoparafhns.3 Again, depending on the operating conditions, products of varying boiling range can be obtained. Selection of catalyst and operating conditions therefore makes possible the production of different grades of motor fuel and also variations in the relative amounts of benzene, toluene, and xylene when aromatic hydrocarbons are produced. The schematic flowsheet, Fig 1, shows the main steps of the coal hydrogenation process, and the product streams used for the recovery of chemicals are indicated. In the liquid-phase stage, coal is made into a paste with re- cycle heavy oil. The coal paste is mixed with hydrogen and preheated at a pressure of 300 to 700 atm in heat exchangers and preheaters. The coal paste and hydrogen enter high-pressure converters where the liquefaction of coal, conversion of the high-boiling liquid materials initially obtained, into intermediate oils is performed at a temperature around 470ºC. 11.1-FRAGMENTATION PRINCIPLES WARREN W. KRECH Energy must be supplied to rock by direct or indirect means to fragment that rock. The amount is dependent upon the properties of the rock and the type of loading system. Fragmentation energy is consumed by three main mechanisms: (1) creation of new surface area (fracture energy), (2) friction (plasticity) and (3) elastic wave energy dispersion. The loading method determines the relative proportions and the amount of energy consumed in fragmenting a given rock type. Unconfined tensile failure consumes the least energy, with an increasing amount of energy required as the rock is more highly confined within a compressive stress field during fragmentation. The way energy is applied by tools to cause rock or mineral fragmentation is important in determining fragmentation efficiency. Rock-tool interaction should always be controlled to the fullest extent possible to optimize the combination of rate of energy input and fragmentation energy requirements. While the direct cost of energy, (dollars per horsepower-hour) may at first glance appear low relative to other hourly costs, there is a tie between power consumption and other cost factors, such as maintenance and wear. A high rate of energy application utilizing a rock-tool interaction producing only unconfined tensile failure would provide the most efficient fragmentation. No tool that produces a combination of high energy input rate and a loading system that produces failure under only conditions of unconfined tensile load now exists. Present mining methods and tools produce failure under conditions of high compressive confinement, high dispersive energy loss and high frictional energy requirements. Thus, while generally applying energy at high rates, they are highly inefficient with respect to energy consumed in fragmenting rock. To best design fragmentation tools and optimize fragmentation systems it would be desirable to know how rock properties influence breakage. At present, rock properties directly- related to fragmentation are undefined. Although present testing technology- does not permit rigorous definition of in-situ rock fragmentation behavior, several properties (mechanical and physical) commonly are used to indicate the relative case with which rock breaks. The more common test is for uniaxial compressive or tensile strength of cylindrical cores taken from intact portions of the in-situ rock (testing details are provided ill Sec. 6.2, Rock Mechanics). The strength of rock is influenced by the environmental conditions imposed on the rock. Those of most importance in rock are (1) confining pressure. (2) pore fluid pressure, (3) temperature and (4) rate of load application. Increase in confining pressure, as with increasing depth beneath the earth's surface or under the action of a fragmentation tool, causes an increase in rock strength. Increases from atmospheric pressure to 10.000 psi commonly cause up to n fourfold increase in the compressive strength of crystalline rock. Apparent rock strength decreases as pore fluid pressure increases, since it decreases the effect of confining pressure. The effective stress concept of soil mechanics generally applies to rock. Although chemical effects of pore fluids influence rock strength, they geologically are small compared to the confining pressure effect, except for a small minority of rock types. I had hoped when the time came for me to address this meeting that gold mining would be in a much happier position than we find it to-day.As it is, and because of the demands of national security, we find this great and valuable primary industry relegated to the background and in danger of temporary extinction.These notes refer mainly to gold mining in Western Australia, whence comes the major portion of Australia's production, and their purpose is to record a brief review of the industry immediately prior to the general disorganization that is following the call-up of men from the mines.During this period of reduced production the loss of comparable statistical data will make it impossible to follow the progress of the industry, and, since the period may be long, it occurred to me that information might be derived from an examination of the trend of recent production that would indicate what may be expected of the industry when full production is resumed in the future.Since the revival of gold mining, which started in 1931, most of the old-established mines have reorganized and, in some cases, completely renewed and enlarged their equipment in order to achieve maximum production, and old mines hitherto unpayable have been re-opened and equipped. At the same time large sums have been spent in scientific prospecting and in search for new mines, and it is safe to say that at the end of 1939, when gold production reached its peak, practically every known mine in Western Australia that could be worked profitably was in production.During this period the number of men employed in the industry rose from 5,961 in 1931 to approximately 15,000 in 1939. From the outbreak of war in 1939 to the end of 1941 the output from the mines was maintained at full pressure, maximum tonnage beingrecorded in 1940, although a reduction in the grade of ore treated caused a slight falling off in gold production.During 1941 there was a. fall in both tonnage and grade. The decline in tonnage was due partly to the closing of the Lancefield and Mount Magnet mines, and partly to the shortage of labour brought about by the response of the goldfields to the call for men for the fighting services, the average number of men in the industry in this year being reduced to 12,929.With the entry of the United States into the war in December last and the pooling of the resources of the allied nations, the need for gold as a purchasing medium passed, and with its passing there arose the demand for the transfer of the man-power engaged in gold mining to other fields of industry directly connected with the war effort.There was a ready response by those connected with the industry who...

The microwave region of the radio spectrum was effectively utilized in radar designs during the recent war and it has become of increasing interest in the field of communications. Work in this field has led to an important use for silicon—that of the point contact rectifiers†1 in the frequency converter of microwave (radar or radio) receivers—and has stimulated considerable interest in the electrical properties and preparation of silicon and its alloys. Silicon is an electronic semiconductor. Its conductivity at room temperature results principally from the presence of certain impurities. While for metals an increase in impurity content increases the resistivity, for semiconductors such as silicon the opposite occurs and, in general, the addition of impurities lowers the resistivity. Silicon materials may be classified into one of two groups depending upon the manner in which the impurities contribute to electrical properties. These have been termed for convenience p-type or n-type. P-type silicon develops a very large positive thermal emf against metals, has a Hall coefficient of positive sign and a low resistance direction in point contact rectification with the silicon positive with respect to the point. N-type silicon, on the other hand, develops a negative thermal emf against metals, has a Hall coefficient of negative sign and a low resistance direction in rectification with the silicon negative with respect to the point. Impurities which produce n-type silicon are called donors inasmuch as these elements contribute to electrical conductivity by donating electrons to an unfilled energy band in the silicon. On the other hand, elements which produce p-type silicon are known as acceptors as these impurities contribute to the electrical conductivity by accepting electrons from a filled energy band permitting what is known as conductivity by "holes" in which the sign of the carriers appears to be positive. A general treatment of the mechanism of conduction in semiconductors from the viewpoint of modern band theory has been given recently by Pearson,2 by Becker, Green and Pearson,3 and by Torrey and Whitmer.4 In this investigation boron and aluminum have been found to be acceptors, and phosphorus, arsenic, and antimony to be donors in silicon. Data on the effect of boron and phosphorus on the electrical properties, when present singly and in combination, have been acquired. These data are discussed in the present paper. Raw Materials Used and Methods for Adding Seeond Constituents Silicon from two sources was used in this work and these will be referred to as A and B respectively. Silicon A is a material of high purity supplied by the Electro Metallurgical Co. It is prepared by chemical purification of "commercial" silicon obtained from the arc furnace reduction of SiO2. It contains 99.8 pct silicon, minimum, with small amounts of calcium, iron, aluminum, boron, and phosphorus as the principal impurities. This material was extensively employed in these studies as well as in the commercial preparation of rectifier materials. Silicon B is a material of high purity from the du-Pont Co. It is prepared by a pyrolytic reduction of Sicl4 and is free of analytically detectable amounts of boron and phosphorus. Its use permitted study of the effect of boron and phosphorus individually on the properties. This material contains, however, spec-troscopic traees of a number of metals, some of which affect electrical and rectification properties. Typical analyses for the two grades of silicon are given in Table 1. To make controlled additions of boron to the charge it was necessary to employ a low boron content master alloy since the quantity of boron to be added was usually only a few thousandths of one percent. The alloy containing nominally one percent boron was prepared by melting chemically pure boron with silicon A using the melting techniques for 320 g silicon

Characterising the weight percentage of each mineral in base metal ores is an integral part of assessing the quality of an ore in terms of its processing properties. The Rietveld method, which uses X-ray diffraction data, has been applied to routinely quantify the minerals in lead/zinc and copper ores from Mount Isa Mines Limited and supergene copper ores from Ernest Henry Mining as well as their related products from the concentrators. The Rietveld method has been tested by comparing Rietveld mineral data with a standard sample with known mineral weight percentages and comparing Rietveld mineral data with mineral data calculated from elemental assays where the element only exists in one mineral such as lead in galena. Where this latter situation does not occur, the Rietveld method has been checked with both elemental and optical microscope data. In all cases, there is a good correspondence between the Rietveld data and the data it was checked against with absolute differences generally in the range of 0.5 to 3 wt per cent. The Rietveld method generally quantifies all minerals occurring over 1 wt per cent in one analysis and is less expensive and more routine compared to traditional methods such as optical microscope point counting. The Rietveld method can be applied to many stages of the mining cycle such as exploration, feasibility studies, mining, minerals processing and for environmental studies.

Attempts to analyze the stability of slopes, foundations and underground openings in discontinuously jointed rock have generally assumed full joint continuity or ignored the role of stress concentration at the tips of discontinuous joints. The most common approach in rock slopes is to consider a failure plane consisting of coplanar, but discontinuous joints separated by intact rock. The intact rock is assumed to fail in shear as a MohrCoulomb material and to contribute a strength component proportional to the fraction of the failure plane that is intact rock (Jennings, 1970). An alternative approach by Stimpson (1978) applies Lajtai's (1969) theory for shear strength of discontinuously jointed rock masses to slopes. Lajtai allows tensile failure in the intact rock of a composite surface. This theory yields lower shear strength than that of Jennings (1970) except in the presence of high normal compression, however it also fails to account for the stress concentration at the tip of a discontinuous joint. For a given slope geometry, stresses increase with slope height, but in both of these models rock mass strength is independent of size. A fracture mechanics analysis shows that particularly for small slopes, rock mass strength decreases with size.A continuous stepped failure surface produced by propagation of preexisting joints may develop at lower shear stress than pre¬dicted by the Jennings (1970) or Lajtai (1969) models. This fracture mechanics model applied to slopes in competent rock is more realistic in its assumed failure mechanism, and for large slopes more conservative than the Jennings (1970) or Lajtai models (1969).

In this study, the vibration exposure of excavator operators working regularly in 25 different natural-stone quarries was measured. In addition, the relationship between vibration exposure and rock properties was investigated. Gloved and ungloved vibration measurements were performed and revealed that antivibration gloves reduce excavator operators’ vibration exposure by 7.10 to 25.95 percent. Samples from each quarry were characterized with rock mechanics tests. The correlations between the hand-arm vibration measurements and the natural stone’s physical-mechanical properties, such as uniaxial compressive strength, Shore hardness, Knoop hardness, apparent density and total porosity were determined to be more than 70 percent. One finding of the study was that the health risk in excavators cannot be reduced sufficiently by the sole use of antivibration gloves. Furthermore, the excavation of any rock with a Knoop hardness above 121 is associated with an 81 percent risk of hand-arm vibration. To increase awareness of the danger of vibration exposure for natural-stone miners, training programs should be provided, and technical and operational changes should be implemented.

The U.S. Bureau of Mines identified respirable dust sources and controls on four continuous auger mining sections, two with relatively low dust levels and two with high levels. Factors adversely affecting dust levels included auger equipment design, continuous haulage, and low seam height. Dust controls included ventilation practices and spray systems. Maximizing airflow seemed to reduce dust levels most. Air leakage and shock loss can be reduced by constructing stoppings with brushed-on mortar containing fiberglass and by keeping areas between curtains and ribs free from obstructions and storing equipment not essential for face activities in outby crosscuts. Curtain configuration, setback distance, and installation can also affect dust levels. Use of both blowing and exhausting curtains is the most effective configuration. Setbacks from the face should not exceed 15 ft. Installing brattice curtains at least 5.5 ft from ribs, when entries are 26 ft wide, minimizes velocity head. Installing curtains tightly against the mine roof and floor helps maintain a forward airflow movement in the center of the mine heading; curtain overlap can create a tighter seal. The wet-auger spray system also effectively controls dust, provided the mine is already exercising good ventilation practices.

The supply of arsenic trioxide in 1982 was adequate to meet domestic demand. Allocation of supply by major domestic and foreign producers that began in 1977 ended during the first quarter of 1982. Major demand was about evenly divided between industrial chemicals and agricultural chemicals. Domestic Data Coverage.-Commercial- grade arsenic trioxide and arsenic metal were produced by only one U.S. company. In order to prevent disclosure of proprietary data, arsenic production data have been withheld.
