G. O. SMITH,* Washington, D. C.—This program is itself a demonstration of the widespread interest in the subject of more efficient development and operation of oil fields. The statements of fact already presented and the views expressed are sufficient evidence that the engineering and economic principles fundamental to the idea of unit operation are much more generally accepted than they were even one year ago. And real progress has been made in putting these principles to the test. No one realizes better than I that the fight against waste, whether physical or economic, must be waged in the front-line trenches: Washington at best is only an observation post. Yet viewed from this distance the advance made in the last few months has been notable and to a high degree encouraging. Five years ago the Federal Oil Conservation Board, in its first contacts with the industry, raised the question, "How can new pools be explored without exploitation until new production is warranted by the country's needs?" Three and one-half years ago the Board, in its first report to the President, paid largest attention, among what it listed as fundamental conservation measures, to "cooperative methods in sane development of new fields." A year ago, in its third report, the Board again endorsed as the essential factor in conserving the nation's reserves of oil, "full cooperation in unit control, whether by voluntary agreement or by state enforcement." The function of this federal agency has been purely fact-finding and educational. The Oil Conservation Board early declared that the major part of its task was to help the industry "formulate the broader by-laws in the sense of conservation." And now, after these five years of eventful history in the oil industry, may I size up the situation as I see it from the Washington point of view? First of all, and fundamental to a successful issue, I have observed in the industry a gradual acceptance of technical opinion as the guide to executive action; and this has at last led to some agreement as to what procedure offers most promise. Analyzed in more detail, this highly desirable progress has consisted in "self-restraint actuated by enlightened self-interest." We see emerging the general desire of oil producers for efficiency in operation, which means low costs and high recovery. As shown by facts presented at this meeting, competition in drilling is in direct opposition to efficiency in oil production, in that such competition increases costs and lowers recovery. The only route to conservation of this natural resource and also of the capital and labor involved in making it available is through unit control, which substitutes cooperative, well-planned action for competitive, unregulated activity, forced by the individualism of a small minority of landowners or perhaps by a single operator. Or, in terms of actual experience, development of an oil field and its subsequent operation under unit control means the substitution of majority rule for minority rule, yet the minority enjoys to the full the resulting economic benefits. So far as it affects the public interest, unit operation of oil properties deserves unqualified approval. It means more oil from the same area over a longer period

Promote safer and more efficient mine operations by providing communications between personnel located anywhere in the mine. Approach A radio communications system was designed which takes advantage of existing mine wiring such as telephone lines or electric power cables. The existing wiring distributes radio signals throughout the mine, making communications possible between roving miners, vehicle operators, dispatchers, and other personnel. How It Works Research has shown that medium frequency (MF) signals (300 KHZ-3 MHZ) can couple onto and re-radiate from nearby conductors. This effect is known as parasitic coupling and re-radiation. In a mine, these conductors include electric power cables, control lines, telephone lines, trolley lines, as well as metal water and air pipes Since all underground mines require these conductors for normal operations, the necessary network already exists and expands automatically as the mine is developed. A radio communication system has been developed that uses the parasitic coupling and re-radiation characteristic of MF. Using this system, whole mine radio coverage can be achieved without the need to install or maintain communication lines. The system consists of mobile transceivers for roving personnel and vehicles, and fixed-location base radio stations and repeaters.

The use of heavy-medium separation in the processing of iron ores by H. C. VOGES. B.Sc. (Visitor) The paper discusses various aspects of the application of heavy-medium separation to the processing of hematite ore at Sishen and Thabazimbi. The two main factors to be borne in mind in the design of a plant for such beneficiation are the Iow unit value of the iron ore produced and the high separation densities required. The four factors of importance in the avoidance of high viscosity in the ferrosilicon medium are discussed in turn.

This is a brief survey of the technological solutions for deep cleaning of baddeleyite?s concen-trate. Baddeleyite is part of kamaphorite of composite apatite-magnetite ore in alkaline-ultrabasic mountain range of Kola Peninsula. Baddeleyite?s concentrate, which is being produced by Kovdorsky GOK (ore mining and processing enterprise) contains 97.5%~98.5% (Zr?2 + ?f?2) and also scandium oxide (0.05%). It is usually used without any chemical processing. World demand for zirconium oxide is constantly on the rise. Its consumption grows in ceramic industry and in high-tech spheres. That?s why the demand for its purity is very important nowadays (additional cleaning from phosphorus, silicon, iron, aluminium). The mechanism and kinetics of interaction of activated bad-deleyite with sulphuric acid has been studied as well. While applying method of mathematical mod-eling it was confirmed that the mechanical activation is effective for the intensification of sulphation process of baddeleyite?s concentrate with the aim of purifying it from dirt. The use of the calculated optimal regimes allows to reduce such technological operation factors as: temperature, the du-ration of process, the sulphuric acid consumption. It also allows to determine the conditions of anticipatory abstraction of scandium and main dirt in solution in comparison with zirconium oxide.

In this study, the recycling of waste materials is interesting in the environmental aspect to reduce the amount of waste in land fill and attenuate the pollution of groundwater, air and soil due to the liberation of dangerous elements. Recycling materials is an important issue once it represents a potential source of valuable metals. Waste printed wired boards (PWBs) as a principal part of Waste Electrical and Electronic Equipment (WEEE) and it is a fast growing stream with complex composition. The composite materials from PWBs are ceramic, polymers and metals. Biohydrometallurgical route may offer possibilities to recycle PWBs from discarded computers with the order to recover copper. The extraction of copper from PWBs by bioleaching processeswas studied using a mixed culture of acidophilic bacteria fromacid mine drainage (AMD) and the bacteria Acidithiobacillus ferrooxidans (A. ferrooxidans). The bioleaching experiments were performed in shaker flasks at temperature 30 °C and 170 rpmwith 10% (v/v) inoculum and pulp density of 35 g/L. Themetals concentration was determined by energy dispersiveX-ray Fluorescence (XRF). The results showed that the maximum copper recovery from PWBs using A. ferrooxidans was approximately 89% and with a mixed culture of bacteria from AMD the copper recovery was 92%.

Pointing out that South Africa needs to utilize its wealth-creating activities, together with local and international investment, to further develop its industries, the address asserts that the mining and minerals industries, especially in the manufacture of beneficiated products, offer the greatest potential for South Africa to achieve its goal. As many mineral-beneficiation processes are based on pyrometallurgical routes, the address goes on to describe some historical - pyrometallurgical operations and to indicate probable developments in the future. These include growth in the fields of both precious and base metals. After discussing environmental and recycling matters, together with manpower requirements, the address concludes that the major growth in the mining and minerals industries will occur in the manufacture of steel, stainless steel, ferro-alloys (particularly ferrochromium), aluminium, and titania slag.

This paper describes the computer-assisted development and implementation of new written examinations for persons desiring to become certified as underground or surface mine electricians in the State of West Virginia under the certification program defined by the WV Department of Mines and the Board of Miner Training, Education and Certification. The procedures used to develop and validate the new certification tests have simplified the administration of the new tests. Future developments in mine electrical work can also be easily incorporated into the certification program by augmenting the existing computerized pool of test questions prior to computer-production of future test forms. Most important, computerization now facilitates continual evaluation of the certification program, to contribute to greater safety in mine electrical work in West Virginia.

A joint statistical report released by the U.S. Department of Commerce and U.S. Securities and Exchange Commission indicates that business investment in new plants and equipment is expected to total $81.8 billion during 1971. This figure is based on the findings of a survey conducted in late April and May and reflects about a 1 ½ % decrease in investments from the $83.1 billion projected in February. Mining, on the other hand, is still in a bullish mood and is expected to spend $1.99 billion in 1971 compared to $1.89 billion in 1970 and $1.86 billion in 1969. Based on figures quoted above, mining investment in 1971 should show a 5.2% increase over 1970. Carl E. Bagge, president of the National Coal Association, was the dedicatory speaker at the new Milton R. Young Station of the Minnkota Power Cooperative in North Dakota. This new power plant incorporates many innovations which have overcome the problems of using the low-cost lignite abundant in the area. According to Bagge, this development and President Nixon's recent request for an extra $10 million for coal gasification plants is helping the region lead the way in providing for the power needs of the future. He also maintains that gasification of coal can reconcile coal consumption with the demand for cleaner air, and also assure the nation of adequate pipeline gas.

The quantities/volumes of extracted coal, waste rock, mine water and methane during a 250 year period of coal mining in the Czech part of the Upper Silesian coal basin are presented. The paper deals also with the impacts of mining on surface including subsidence, methane escape, mining affected landscape and induced seismicity. Change of hydrogeological regime in relation to closing and flooding of mines are discussed. In the final part recommendations for utilisation of closed underground mines and pit heaps are proposed.

In the southern part ?f the Occidental Carpathians an iron ore body embedded in crystalline schist was exploited. The presence of minerals such as magnetite, pyrite, pyro-chorine, allanite, monazite and xenotime, which also include within their structure substituted thorium isomorphic, was pointed out. The iron ore was processed by crushing, grinding and magnetic separation in order to obtain magnetite concentrates. The environment was affected by pollution generated by the mining activities. In 1995 due to the economic reasons, it was decided to cease mining exploitation and remediate the area. The paper presents the ecological impact caused by mining activities on a number of environmental targets and the population. The pollution sources, namely sterile dumps and mine waters are characterized (from the physical, chemical and radiometric point of view); the pollution pathways and theirs effects on potential targets, namely soil, vegetation, hydrographic network and population are identified as well. The degree of pollution due to all sources was assessed and maps of pollution sources distribution were generated. The supplementary effective doses for the population were assessed using rigorous scenarios and considering all exposure pathways. The rehabilitation plan includes solutions for dumps geometrization, covering and revegetation as well as mine waters management.

SEVENTY-FIVE years ago, in Wilkes-Barre, Pennsylvania, 22 men of vision banded together to initiate this great organization. Ideals and emotions mingled and united in the declaration of a twofold purpose: first, the more economic production of minerals and metals, and second, the promotion of greater safety and welfare for each man so employed-tacit recognition of the inseparability of humanitarian and utilitarian concepts of world progress. The members and honorary members then, as now, were mining engineers and associates from allied walks of life. Under the able guidance of David Thomas, our first president and outstanding ironmaster of the time, there were elected 46 members and associates, and the foundations of the Institute were laid. Conceived in a turbulent postwar era, the problems then faced had some similarity to those we face in this time of war-bashed uncertainty. With a Civil War behind them and once again dedicated to a spirit of national endeavor, they surveyed the landscape, then surged ahead toward a beckoning industrial horizon. As we begin the pre-blast survey we need to decide on the number of holes needed for production and a detailed highwall inspection. The survey consists of checking the highwall and placement of barrier cones. At the Elmhurst Chicago Stone Company, Barbers Corner Plant, we use 18-24" orange highway type safety cones. These cones are easily noticed because of their high visibility color in all weather conditions and are placed approximately 20-25 feet from the face and approximately 50 feet apart along the highwall, then the area is checked for back break, under cut, over hang, surface filled area and clay area. This deposit is unique because of the number of clay filled areas and slip seams that meanders through the deposit plus a fault that runs North-Northwest and South-Southeast. This particular limestone deposit is overlaid with glacial sand and gravel and the top weathered stone wanders plus or minus 10 feet in 1400 feet.

Compare the fire endurance of paneled steel stoppings with that of traditional concrete block Stoppings. Background Permanent stoppings or partitions arc used in mines to separate ventilation airways. The ability of stoppings to retain their structural integrity for a minimum length of time under lire conditions and prevent the spread of flame and toxic combustion products to an adjacent airway is critical. The success of miners in reaching safety during a fire depends largely on the presence of uncontaminated airways. Traditionally, permanent stoppings for coal mines are constructed of concrete blocks. Recently, paneled steel stoppings that satisfy many of the requirements demanded of permanent stoppings, such as incombustibility and strength, have been introduced. Their use also introduced concerns such as the ability of a steel stopping to maintain its ventilation control function when exposed to a fire and the potential that the fire could transmit enough heat through the stopping to ignite combustible materials on the unexposed side. To address these concerns, the Bureau of Mines investigated the fire endurance of galvanized steel and concrete block stoppings.

THE United Verde mine is in the north central part of Arizona, on the northeasterly slope of the Black Hills, near the town of Jerome. Ore was first discovered in the district about 1875, and the first mining claims were located by M. A. Ruffner and associates in 1877. In 1888 the late Senator William A. Clark secured control of the property and under his ownership it developed into one of the country's most important copper producers. The property was sold to the Phelps Dodge Corporation in 1935, and since then has been under this Corporation's management. Except for shutdowns caused by general world-market conditions, production has been continuous from 189o to date. GEOLOGY The mineralized zone ranges in area from approximately 12 acres to less than 5 acres. All mineralization occurs in the pre-Cambrian intrusives. The first intrusion, according to geologic records, was the quartz porphyry, which later was intruded by augite diorite. Following the diorite intrusion through a series of intrusions of lesser magnitude, a pipelike mass of massive sulphide, quartz and rock was formed. The diorite forms the hanging wall of this mass, and the porphyry the footwall. Between the footwall and the sulphide a band of chlorite schist was formed, probably owing to metamorphic conditions. Commercial ore occurs along the contact of the schist and sulphide extending into the sulphide, sometimes entirely through the schist, and fingering out into the porphyry. The ore deposit was formed by replacement similar to deposits formed in limestone areas. Faulting and deformation occurred in pre-Cambrian times and again in the Tertiary period, removing approximately 2000 ft. from the top of the main United Verde ore body, forming the United Verde Extension ore body, the only other major ore body in the district. Major development work has shown that the sulphide mass extends to the 3300-ft. level, and diamond drilling below this level has indicated that the mass might extend below the 3700-ft. level, but in a diminished quantity. While many copper minerals exist in the mine, the chief commercial mineral is chalcopyrite. GENERAL DESCRIPTION AND PHYSICAL CONDITION OF MINE After over 50 years of active production, ore still exists on almost every level of the mine. This condition is due to many causes -mine fires, which broke out as early as 1894, caused the abandonment of certain areas; subsidence and ground movements retarded the cleaning up of others. Furthermore, in the early days there was such an abundance of ore that when mining became difficult it was a simple matter to replace the production by going to a deeper level. With recent advances in machine learning, data-based automated decision-making has been proven successful with promising outcomes in many industries. Its application in the mining sector can be ground-breaking; particularly the data-driven analytics that can support decision-making in the mine and consequently enhance mine safety, efficiency and sustainability. However, the current data science applications in the mining industry are mostly noncomprehensive, especially inadequate in evaluations, thus often requiring further study to be potentially beneficial to operations. Furthermore, it was found that existing literature paid limited attention to understanding the role of such techniques. Hence, in this paper we aim to build an end-to-end machine learning powered data-driven framework for intelligent geo-hazard analytics to support decision-making for underground mining data management, where multiple types of data are managed in an integrated database to support the unified machine-learning model. Here we present the framework as data-driven workflow processes, including data gathering, data preparation, data processing and data presentation. In addition, we present an application scenario of the proposed framework, where falls of ground (FoG) is managed with the historical FoG investigation reports, related panel hazard ratings, compliance data and rock mass characteristics. A demonstration can be dynamic forecasting of high-risk areas for FoG based on both spatial and temporal factors, including a 3D data visualisation. Such a scenario shows the potential of the proposed framework to establish connections among various data fields across a diverse category of data. Furthermore, the results offer important insights for ground instability management and can potentially optimise the underground operation flow.

The effects of electric shocks on man are an important factor in the design of power systems and protective devices. The current levels just below let-go and just prior to the onset of ventricular fibrillation must be known and taken into consideration in the design of power systems and protective devices. Isolated (ungrounded) electrical distribution systems are compared with resistance and solidly grounded systems. The advantages and disadvantages of each are discussed and recommendations are made. Transients on coal mine power systems are a problem that, until recently, have been ignored. Transient voltage levels that can be expected on both the high and low side of the load center and the effects of transients on electronic equipment and personnel are covered.
