Introduction Probably the newest thing in mining safety is the apparent dissatisfaction on the part of the mineral industry, as represented by both management and labour, and the general public of many nations in which mining is conducted, with the safety record of the mining industry. This is reflected by published comments in the technical press;' in labour periodicals, in popular Journals and periodicals, and in the daily press (5, 11). Despite what may be said to the contrary, mining in the United States is becoming safer, and this trend has been evident for several years (see Figures 1 to 4). Because the author's experience has been mostly in the United States this paper will discuss briefly some recent observations in the United States that have a bearing on mining safety. Because coal mining is of primary interest to the Mining Society of Nova Scotia, the paper treats mostly of coal-mining safety; however, many hazards in mining .are common to all mines, regardless of the minerals mined.

The transportation of solids by pipeline is not new. In 1891 a United States patent broadly covering a method of pumping coal with water was granted to W. C. Andrews. His pilot plant was constructed on what is now the site of the New York Public Library in Manhattan. His process was applied to pumping coal mine waste back into the worked out portion of coal mines. On October 26, 1967, the world's first long distance iron ore slurry line was put into service by Savage River Mines. The commissioning of this 5.0 million dollar installation climaxed three years of development, testing, and construction and proved the Company's faith in pioneering this unique transportation method for iron ore. This paper will discuss some of the more pertinent items in connection with that three- year period. Also to be discussed will be the operation of this line during the past eleven months.

Coal resource data from published sources and company files were used by the Bureau of Mines to determine the location and extent of strippable coal reserves in Wyoming. Total strippable reserves of 23 billion tons were estimated in seven major coal areas. Seven large strip mining operations were active in 1969, and their production totaled 45 million tons of coal. Cutoffs used to define strippable reserves were (1) minimum coalbed thicknesses of 5 feet; (2) overburden-to-coal ratios of less than 10 cubic yards of over- burden per ton of coal; and (3) total overburden thicknesses of less than 120 feet, except where reserves occur in multiple beds or a single thick bed. Tertiary rocks along margins of the Powder River basin contain most of the strippable coal reserves in Wyoming. The Wyodak beds, ranging in combined thickness from 30 to 1.30 feet, crop out on the east flank of the basin and contain an estimated 19 billion tons of strippable subbituminous C-rank coals under less than 200 feet of overburden. Partings between these beds total less than 60 feet. The 100- to 200-foot-thick. Healy bed on the western flank of the basin and the 35-foot-thick School and 20-foot-thick Badger beds on the south also contain large strippable reserves. Elsewhere in Wyoming, strippable reserves. Elsewhere in Wyoming, strippable deposits are subbituminous coal of Late Cretaceous and Tertiary ages, mostly in the Hanna and Great Divide basins in the south-central portion of the State and in the Kemmerer-Hamms Fork region in the southwestern corner.

The effects of the injection of dry limestone additives into boilers for the sorption of sulphur dioxide have been studied in pilot and full-scale systems. The effects of such injections on boiler mass particulate emissions as well as collectability characteristics of the fly ash and reaction products are presented. Implications of the effects on the design and economics of particulate collectors, in particular electrostatic precipitators, are discussed.

Remote sensing techniques can be used to map joint sets in a rock mass for the estimation of in situ block size distribution and improved optimisation of blasting. This paper reviews remote sensing using photogrammetry and laser mapping for mapping rock masses and presents elements of the analyses applied to data acquired with these mapping technologies. These techniques enable a user to map areas of hundreds of square metres rapidly with high precision. Using this data computer programs such as Sirojoint can provide estimates of joint position and orientation with orientation measurement accuracies better than one degree. The paper describes the use of remote mapping and provides potential users with a description of some of the advantages and limitations of the mapping techniques and the data they produce. Mapping of lithology and structure of rock masses is an important task required in many areas of mining and construction. It is a complex task routinely performed using established techniques developed to provide consistent results under a wide range of conditions. The techniques for data acquisition and analysis described in this paper enable more accurate mapping to be performed rapidly and enable mapping of inaccessible sections of a rock mass. These techniques will provide geologists and geotechnical engineers with more detailed, accurate data than previously available.

Bright-orange couplings adorning piping systems are a common sight in just about every underground mine in North America. Grooved mechanical piping, the pipe-joining system that utilizes these couplings, is the preferred method for joining underground and plant piping systems in the mining industry, due to the ease and speed of installation and maintenance. However, the applications for such systems have traditionally excluded high-pressure systems. Most grooved mechanical couplings have a moderate working-pressure limitation, so high-pressure systems have required the use of alternative joining methods, typically heavy-duty flanges. However, the introduction of high-pressure couplings (up to 4,000 psi) has made the grooved joining method viable, and even preferable, for backfill, deep-mine chilled water and dewatering lines and other high-pressure piping applications. As engineers explore the use of high-pressure couplings, questions will undoubtedly arise about the joining method?s capabilities. This article will address the capabilities and specifications of high-pressure couplings, and compare flanged and grooved mechanical pipe joining in traditional as well as high-pressure underground mining applications.

Sulfide oxidation Is minimized during smelting to avoid Installing an acid plant In the second step, matte Is pressure-leached with oxygen In an acid sulfate system to dissolve Iron, nickel, ?and copper while leaving a residue highly concentrated In precious metals, and typically about 1% of the flotation concentrate mass, A batch process with oxygen titration against the base metal composition of the feed Is used to control the end point of the leach. Sulfides must be eliminated while minimizing the precipitation of hydrolysis products. The leach residue can be smelled to bullion to facilitate sampling accuracy.

Whether you are an employee, contractor or consultant working in the mineral industry, there are pressures to deliver the best possible performance. Technical professionals are usually driven by an internal desire to perform to a high standard because of personal pride in their profession, but there are an increasing number of external requirements to demonstrate that the actions taken were based upon reasonable grounds and that the work conformed to current best practice. People expect these best practice procedures to be followed and governments are now requiring those tendering for contracts to be registered in some way and to be participants in quality assurance schemes. One is not immune to these pressures just because you are working in a less legislatively sophisticated developing country in the circum-Pacific rim (pacrim) region.   Among the external pressures are the general ethical requirements of the professional body to which the person usually belongs, e.g. The Australasian Institute of Mining and Metallurgy (AusIMM), which are further elaborated upon in various Codes and Guidelines on specific matters, e.g. JORC (ore reserves reports) and VALMIN (assessment and valuation reports). These are outlined and discussed. Also, AusIMM's Chartered Practicing Status (CPS) Proposal is outlined in the context of other Pacrim countries approach to registering of technical professionals, which is a way of ensuring that minimum standards of qualifications, experience, competence and repute are demonstrable to ones employer (or client), peers and the wider community, including government.   Today, in the external working scene, there are many laws (particularly those applicable to the corporate and environmental spheres), with which contractors/consultants and even employees must fully comply, or else face criminal sanctions involving huge fines and imprisonment. These, too, are outlined and discussed. One must be able to mount a due diligence defence to avoid or mitigate these consequences.   Personal liability in the context of the day-to-day performance of one's duties has thus become a major concern to the technical professional and the ways in which it can be ameliorated, or insured against, are described. However, for some mineral industry practitioners, the problem is exacerbated because. of their general ignorance of the extent of their personal liability exposure. This paper intends to address this ignorance and to heighten general awareness of personal liability issues, as well as proposing some simple ways to limit this liability.

The concept of initiating a large action-oriented contract, directed toward inherently safe mining systems, was conceived by the U. S. Bureau of Mines in January 1970. At that time we were in the process of establishing research contracts and grants, about 100 of which were let in FY 71 to deal individually with fairly specific technological areas. These projects in the aggregate covered a wide spectrum of health and safety problems. What appeared to be necessary was the creation of a project or program that would provide a focal point for the demonstration of many of the results of this research and also in the action sense culminate with working hardware and systems that could be tested and demonstrated over a fairly long teen. The concept of working demonstrable systems, rather than just a conceptual study, was, felt to be necessary for two significant reasons. In the development of any new system, the translation from concept to working hardware is usually a costly and time consuming process which acts as a deterrent to implementation. Secondly, many decisions in the mining community to change equipment or systems ,are based on first hand observation of the new system, in operational practice, an attitude which is certainly understandable in view of the high capital costs of equipment. This paper is a case study highlighting learnings and success in two areas challenging underground miners: change management and collaboration. It examines the implementation process of a new automated loading system in the bulk stoping area of Telfer Mine in Western Australia, controlling multiple load haul dump machines. Here, the new technology has brought together different functions and different companies to deliver a well performing automation system in a changing and challenging mining environment. The introduction of a new and different technology on site has driven collaboration between all stakeholders to break down the traditional barriers to achieve the sustained performance required. Historically, different teams have operated within silos and not always aligned to deliver a ‘best for project’ solution. Technical teams focus on the mine design, maintenance teams focus on reliability and operations execute the plan. Mining contractors focus on productivity and cost. Manufacturers focus on supply of goods and service. Optimising each silo individually is not guaranteed to provide an optimal mining solution. Involving elements from each team as seen at Telfer, has resulted in an optimal mining solution for the automated loading system. A change of focus from the technical teams to include automation parameters in the mine design; operability and maintainability built into the system design allowing for collective ownership and responsibility resulting in a more resilient solution. The implementation of the new technology was not only a technical change but more importantly, successful management of change. Elements of successful change management such as communication, vision, leadership and planning, are essential to harness a trusting site culture which is responsive to new technology. Learnings and challenges from this change process will also be discussed with the intent to improve the success rate and timelines of technology implementations in the future.

The Bayer process treating Jamaican bauxite was evaluated from an economic standpoint, using standard estimating methods and published data, to present a reference point for cost estimates for nonbauxite alumina processes. The estimated operating cost for a plant producing 1,000 tons of alumina a day is $47.96 per ton of alumina when charging $8 per ton for bauxite and $2.30 per hour for direct labor. The estimated fixed capital cost is $46 million.

A nearly 305-m- (1,000-ft-) wide sandstone channel was projected to run through the mid panel area of a 457-m- (1,500-ft-) wide longwall panel in a southwestern Pennsylvania coal mine. This sandstone channel was known to cause serious longwallface roof control problems in the mine?s B-panel area in 1998 and 1999; and most recently, it induced many large face cavities and caused a substantial production delay in the preceding panel. For the two B panels mined in 1998 and 1999, hydraulic fracturing of the massive sandstone was conducted to facilitate better caving, thus relieving cantilever compressive stress at the longwall face. Vastly improved longwall face condition was observed and four weeks of mining delay due to bad roof conditions were eliminated. The implementation of the hydraulic fracturing technique, results of underground observation and measurement, and results of numerical modeling were summarized in a paper presented in the 20th International Conference on Ground Control (Su et al., 2001). This article is a summary of the activities that took place during a four-month period (October 2011 through February 2012) at a Consol Energy longwall mine southwestern Pennsylvania to improve face conditions and safety of underground personnel during mining of the 457-m- (1,500-ft-) wide longwall panel. The elevated concern for safety was driven by adverse face conditions encountered while mining the preceding longwall panel. Many of the problems were attributed to a thick and massive sandstone channel. A joint task force consisting of coal operations engineering, Pennsylvania operations engineering and CNX Gas personnel was formed in August 2011, which recommended drilling four hydraulic fracturing holes along the center axis of the sandstone channel to reduce pressure and improve face conditions at the longwall face. The creation of an accurate and precise enough database requires the collection of many representative samples, subsampling and assaying them without destroying their integrity. The selection and implementation of sampling protocols often lead to severe difficulties, making the unaware practitioner vulnerable to massive exploration, feasibility and operating failures. Therefore, there is no substitute for a good understanding of the Theory of Sampling (TOS). Either because of ignorance, or because of short-term economic reasons, failure to comply with many stringent conditions can be devastating for the validity of a feasibility study, leading to false evaluations, to the abandonment of a viable property, or to the exploitation of one that is not profitable. All these failures have something in common: insufficient duplicate sampling, subsampling and assaying were performed; very important, preliminary heterogeneity tests were never performed; for short-term economic reasons, poor sampling and subsampling protocols were selected, second-class sampling systems and weightometers were installed and poor preventive maintenance and cleaning were implemented;and sampling experts were called only when the project was obviously in trouble. The conclusion is clear: in due time, iterative auditing of sampling practices is an insurance policy against massive financial losses for the company involved. The Kwinana (Western Australia) and Gladstone (Queensland) industrial areas are among the few dozens of heavy industrial areas globally that demonstrate significant levels of regional resource synergies. Such synergies are also referred to as æindustrial ecologyÆ or æindustrial symbiosisÆ. Fundamentally they involve the exchange of by-products or sharing of utilities between companies in close geographic proximity to achieve competitive advantage and environmental benefit. A concerted research effort is currently underway to foster greater realisation of regional resource synergies in minerals processing intensive regions, in Australia and internationally. This paper summarises current insights from the foundation research into engineering tools and technologies and enabling mechanisms for regional resource synergy developments. Regional resource synergy developments were reviewed for 16 international and two Australian regions. It was found that Kwinana and Gladstone compare favourably with the well-regarded international examples of regional synergy development. Given the fairly strong evidence that self-organisation is critical for regional synergy developments, an implementation model has been proposed that captures entry points for synergy developments at the level of platform (industry collaboration), process (developing synergy opportunities) and project (assessing and implementing specific synergies). It was also found that regional synergies have so far developed in the absence of specific methods for identification and screening of synergy opportunities. Moreover, very limited attention has been paid to the associated technological and engineering challenges. The current technical research effort therefore targets: the development of a toolset for the identification and development of potential synergy opportunities; and assessment of technology needs and opportunities for regional synergies involving water, energy and materials recovery and reuse.

Argentina reported about 40,000 tonnes of uranium (tU) as reasonably assured resources and inferred resources for the production cost category <130 US$/kgU in the OECD-NEA/IAEA classification scheme. These resources belong to the following projects: Sierra Pintada, Cerro Solo, Don Otto, Laguna Colorada, Laguna Salada, Meseta Central and Amarillo Grande. With three heavy water reactors in operation and an approximate installed capacity of 1.7 GWe, the current natural uranium requirements are about 220–250 tU per year. Based on various nuclear growth scenarios, it is estimated that by 2030 there will be a generation capacity of some 3,092 GWe for the reference case, with raw material needs of some 486 tU per year. Currently, there are no perspectives for local uranium production in the short term, and it is thought that uranium projects with identified resources must complete resource delineation and advance in technical pre-feasibility studies for the recovery of uranium. It is expected that Argentina continue meeting the uranium demand with imports in the next following years. In the Latin America region, both Brazil and Paraguay could be considered as potential uranium suppliers. In conclusion, despite the apparent growth prospects for the use of nuclear energy to generate electricity in Argentina, there are no immediate prospects for the provision of uranium oxide concentrates from domestic deposits for fuel fabrication. This has implications for supply and energy security.

"In metal and nonmetallic mineral mines during the 15-year period 1911 to 1925, 30.17 per cent of all fatalities and 16.57 per cent of all injuries were caused by falls of rock or ore from the back or roof or from the wail; 1.24 per cent of the fatalities and 11.05 per cent of the injuries were caused by rock or ore while loading at the working face; 6.66 per cent of the .fatalities and 2.49 per cent of the injuries resulted from men falling down 3 chute, winze, raise, or stope; and run of ore from chute or pocket caused 1.48 per cent of the fatalities and 1.93 per cent of the injuries.3 Hence, accidents due to falls of men and material caused. 39.55 per cent of the fatalities and 34.05 per cent of the injuries in these mines. Accident prevention can best be assisted by each company's preserving complete records of accidents classified according to cause and rate per thousand or 10,000 shifts. A systematic method of recording accidents and the employment of graphs or charts will be helpful to the company safety department in analyzing the cruses of accidents. The purpose of this publication is to analyze data on accidents caused by falls of men and material in metal -mines of the United States, and to suggest methods of preventing or reducing such accidents."

[Coals of low-volatile rank cannot be coked without admixing large proportions of high-volatile coal in the usual type of byproduct-coke oven, because they expand excessively and exert side thrust, which ruins the oven walls. Some medium-volatile coals also give trouble. Since high-rank coals produce a strong, blocky coke, it is desirable to have the rank as high as practicable, particularly in the manufacture of foundry coke. Accordingly, it has become the practice to mix or blend high-volatile shrinking, coals with as much low-volatile coal as possible and still have a mixture that will not deform the walls or cause difficulty in pushing the coke. Occasionally, the safe limit of low-volatile coal has been exceeded and ovens have been damaged. It is desirable, therefore, to rave a reliable method of determining the expanding tendencies of mixtures before they are charged into the ovens. Furthermore, coal charges somewhat in its properties as mining progresses, and therefore, mixtures found to be safe at one time may cease to be so subsequently, particularly if nearly the maximum allowable percentage of low-volatile coal is being used.]

The San Miguel Mine is owned by San Miguel Electrical Cooperative, Inc. and operated by Atascosa Mining Company, a wholly-owned subsidiary of Morrison-Knudsen Company, Inc. This multiseam, single-zone lignite surface mine is located near Jourdanton, Texas, 110 kilometers (68 miles) south of San Antonio. Lignite extracted from four closely-spaced seams is used to fuel the 400-MW San Miguel Power Plant. Recovery depths range from 7 to 37 meters (25 to 120 feet). The mine began stripping operations in the spring of 1980 and now produces approximately 2.5 million tonnes (2.8 million tons) of lignite annually. Atascosa Mining Company is responsible for production, maintenance, engineering, and management services. Production responsibilities include topsoil removal, overburden removal, lignite mining, spoil pile regrading and topsoil replacement, as well as ash disposal and construction and maintenance of water retention and diversion facilities.

"INTRODUCTION This past year commodity prices continued their dip with increased volatility causing market values to slide another 16% putting increased pressure on even the largest companies to improve their free cash flow.[1] Without a recovery in commodity prices in sight, companies must find a sustainable method to improve returns in the current economic climate. In an effort to improve plant sustainability, the mineral processing industry is investing in advanced automation technologies and innovative processing methods that are both more reliable and more efficient than ever before. One such breakthrough technology is Heap Leaching (HL). This method of extraction has certain advantages over traditional metallurgical methods making previously unsustainable operations economically feasible. While HL is already seeing use in the gold and copper industries among others, recent developments may allow for the use of HL to process primary sulfide ores which make up about 80% of today’s ores.[2] For this reason, this emerging technology is poised for exciting growth. Unfortunately, as with any process change, the implementation of HL projects requires significant training on both the control system as well as the underlying process, and further, due to the complex nature of the HL process, this can be a particularly difficult task. DEMOGRAPHIC TIME BOMB Even before the implementation of these new technologies, the availability of the skilled workforce has already become a significant problem for the mining and mineral processing industries. From a survey of 912 mining professionals, Stratum International found that a mere 0.4% of senior level candidates were between the ages of 25 and 34 and a similar proportion aged over 75 years.[3] This indicates that there is both a deficiency of young skilled workers and a skilled workforce that is retiring earlier than the previous generation. Combined with data published by the US Department of Labor stating that the median age of the mining workforce is approaching 50 years old, research suggests that up to 50% of skilled mining and mineral process professionals are expected to retire in the next 5 years, leaving with their irreplaceable knowledge and experience.[4] While it is projected that the labor pool will be sufficient to fill open positions, the real question is if this young workforce will have necessary skill sets and experiences. In addition to a rapidly aging workforce and an inexperienced labor pool, a study done by the Oil and Gas Journal showed that it takes about 7 years, on average, for new workers to achieve a level of competency that permits them to assess risks and appropriately make decisions.[5] Not only is this figure is in direct conflict with the typical tenure of 5 years in one position meaning that the thinly spread skilled labor will be required to become senior staff before they are able to achieve competency in their current role, this also means that these millennials are not given the opportunity to become competent in their role before the retirement of the more experienced workforce."
