The California High Speed Rail Authority (Authority) was created by the State of California through legislation in 1996. The purpose of the Authority is to plan, construct, finance and operate a statewide intercity high speed passenger rail system. In 2004 the Authority prepared a programmatic level environmental document in compliance with the California Environmental Quality and National Environmental Protection Acts (CEQA and NEPA).The Authority and Federal Railroad Administration (FRA) were the lead agencies overseeing the development of the environmental documentation. The resulting document includes two volumes and 64 supplemental technical reports analyzing the transportation needs for California and the selection of an approach to meeting the project transportation needs. The Programmatic Environmental Impact Report and Environmental Impact Statement (EIR/EIS) identified High Speed Rail as the most environ-mentally protective, sustainable and economical approach to meeting the state?s projected transportation needs.

"A Demag CC1800 crawler crane was partially erected on crane mats adjacent to a seawall when settlements near a corner of the crane mat area were observed to be slightly larger than previously assessed. A ground improvement program including installation of dry soil cement mix (DSM) piers was implemented to improve soil bearing capacity. Due to near-surface obstructions, only 75 percent of the DSM piers were installed to the design depth. Because of the partial installation of the DSM piers, an evaluation of the crane pad stability and the effect of the crane loading on the stability of an adjacent 10-ft high concrete seawall, which was believed to have limited (if any) reserve capacity, was required. A two-dimensional finite element model was developed to evaluate the responses of the partially improved ground and the sea wall to the loads imposed by the crane. Geotechnical site investigation and laboratory testing programs were performed to better define the subsurface conditions near the area where settlements occurred and to provide the required mechanical parameters for the soil constitutive model. Analysis results indicate that total and differential settlements of the crane pad and the increase in load on the seawall were tolerable provided limited excavation and replacement of weak dredged soils outside the DSM area would be implemented.INTRODUCTION & BACKGROUNDA Demag CC1800 was erected on 8 ft × 16 ft crane lattice mats at about 12 ft from an existing seawall. Approximately 3.5 in. of subsidence was observed at one corner of the crane mats, while the crane was partially erected and stationary. The approximate location of the crane mats with respect to the existing seawall when the subsidence occurred is shown on Fig. 1.The seawall consists of a reinforced concrete wall connected by reinforced concrete bents to a composite section of sheet pile wall; the total depth of the seawall is about 29 ft. The bents are spaced at about 20’4” and supported by five piles at each bent location. The composite sheet pile consists of concrete and a sheet pile section with a reinforced concrete wale section. The retaining wall is about 10 ft in height and is supported at three levels. The first support level comprises a 2-½” diameter steel rod near the top of the wall spaced at 40’8” the second and third level supports comprise 1-½” diameter steel rods spaced at about 5’6”. The second level support is inclined at about 10 degrees below horizontal and the third level support is oriented horizontally through the wall footing. A schematic of the seawall section is shown on Fig. 2.A geotechnical site investigation was implemented soon after the subsidence was observed. The program included advancing four borings to a depth ranging from 16 ft below ground surface (bgs) to about 30 ft bgs. In general, the investigation showed sandy material (likely fill that was used behind the retaining wall) from the ground surface in two borings located immediately behind the retaining wall. The other two borings furthest from the retaining wall showed very soft to soft clay (possibly dredged material) from the ground surface to a depth of about 10 ft bgs. Based on this information, the ultimate bearing capacity of the subsoils was estimated to range from 1,200 to 2,000 pounds per square feet (psf). From the anticipated crane loading (weight of the crane and loading lifts), a minimum allowable bearing capacity of about 1,500 psf would be required for safe operation. To achieve the required bearing capacity a ground improvement program was selected and implemented."

IN his excellent book on the Principles of Flotation, Wark' makes the following significant statement concerning the theory of flotation: Two questions of first-rate importance must be considered . . . First, it must be decided whether the sulfide minerals require a collector in order that they may float, or whether as has been claimed, they possess an inherent floatability and need no collector. Second, it must be decided whether the xanthate type of collector can react with or be adsorbed by the unchanged sulfide minerals themselves, or whether, as many claim, reaction with the collector is dependent upon initial oxidation of the mineral surface. In the theory of flotation there are no two questions of greater importance than these. Ravitz and Porter' presented evidence that galena can be floated without a collector, and even without any reagent, provided oxidation products are thoroughly removed from its surface. They found also that thoroughly cleaned galena floated faster when xanthate was used than when a frother alone or no reagent was used, and that, without a collector, the recovery decreased gradually upon exposure of the mineral to air. Their work, however, has met with considerable criticism. I(127).3-6 This paper is presented to answer the objections that have been raised, and to present additional data that confirm their results. EXPERIMENTAL PROCEDURE The apparatus used to provide oxygen-free conditions for flotation has been described in detail by Ravitz and Porter. An atmosphere of purified nitrogen was maintained within the apparatus; all water and solutions used were freed of dissolved air, and could be transferred where desired by the use of nitrogen pressure; nitrogen was used as the gaseous medium for flotation. The flotation cell was essentially a glass cylinder 15 cm. long and 4.6 cm. in diameter. Near the bottom was sealed a fritted glass filter, which broke up the gas into small bubbles, and 6 cm. above this filter was a side arm through which the froth overflowed. The pulp was agitated by a glass impeller, which entered the cell through a mercury seal. For each test 17 grams of galena and 75 ml. of water were placed in the cell, after which the speed of the impeller and the rate of gas flow were adjusted. Water was added gradually during the test to keep the froth level at the proper height. The mineral was prepared and cleaned in the following manner. Exceptionally pure galena was crushed by hand on a clean bucking board, screened to - 150+ 200 mesh, and deslimed on a zoo-mesh sieve with a fine spray of water. It was then boiled on a hot plate for a number of hours with several changes of the desired cleaning solution, after which both the solution and the mineral were placed in the "mineral flask" of the apparatus. The cleaning solution was drained off, and the mineral was boiled with oxygen-free water

Soon after general use of stainless steels began, it was observed in practice that certain combinations of factors tended to induce corrosion by pitting. For most applications this was a serious drawback, not so much because the structural properties of the metal were impaired but because of the rapidity with which heavy sections of the alloys were penetrated by small elongated pits. These pits seemed to initiate readily in oxidizing metal salt solutions like ferric chloride and in chloride solu-tions like sea water. It was observed that in sea water pitting was more frequent in stagnant or polluted waters than in highly aerated, moving waters. The steels in these chloride solutions were observed to be sensi-tive to long contact with material such as sand grains or attached bar-nacles. At points of attachment or contact it was not uncommon to discover initiation of corrosion. Pits once begun at contact faces were observed to grow rapidly, usually elongating phenomenally in the direc-tion of gravity until the metal was perforated. Hydrochloric acid and other nonoxidizing acids, on the other hand, were observed to corrode stainless steels generally; the weight losses often were higher, but the penetration less than for the pitting type of corrosion. The causes of pitting, a type of corrosion recognized as character-istic not only of stainless steels but of many additional metals and alloys, are important in corrosion studies. A possible explanation bears prac-tical significance, for once it is known why pits begin where they do and continue to grow after initiation, intelligent direction can be given to diminishing corrosion. This can be done either by some alteration in the composition and treatment of the alloy or by some alteration in the environment. It appears foremost in importance to discover the nature of pit foci, for if initiation of pits can be discouraged their growth will be no longer a factor to be considered. "Recently, an intensive attention has been paid to the electrodeposition of Zn-Cr alloy in the field of the production of super-highly corrosion-resistant alloy plated steel sheets for the next generation. In this study the electrodeposition of Zn-Cr alloys from the sulfate baths was conducted to investigate the codeposition mechanism of Cr with Zn. As a result, Cr was codeposited with Zn at higher current densities in both polyethyleneglycol(PEG)-free and PEG- containing baths. However, PEG made it possible to reduce Cr+ to the metallic state and Cr existed in the form of Cr(III) hydroxide in the deposits obtained from PEG-free bath. The measurements of the partial polarization curve of Zn and the pH in the cathode layer revealed that PEG acted as a polarizer to shift the cathode potential to the reduction potential of the composited hydroxides of Zn and Cr formed due to the pH rise in the cathode layer.1. IntroductionRecently, much attention has been paid to the electrodeposition of Zn-Cr alloys because of its application to the production of super-highly corrosion-resistant alloy plated steel sheets for the next generation1Hl_ Some researches have already tried to commercialize this type of steel sheet. According to Piontelli's classification5l concerned with metal deposition from aqueous solution, Cr belong; to an inert metal and its deposition is associated with a large amount of hydrogen evolution. Therefore the current efficiency for Cr deposition is extremely poor. It has been also reported that Cr is unable to codeposit in the electrodeposited Zn film in the absence of a certain additive in the solution. 0-compounds group colloids7l, ether group organic compounds8), 9>, peptide based compounds10l, etc., have been found to be effective additives to induce the codeposition of Cr with Zn. However, few studies have been made on the codeposition mechanism of Cr with Zn. In this research, the fundamental electrodeposition behavior of Zn-Cr alloys from sulfate baths was investigated to clarify the codeposition mechanism."

The viability, self-reliance and resilience of small communities are perennial challenges in regional Australia. Recent developments in Australian mining regions seek to govern the minerals industry in a more holistic way that contributes to sustainable futures for affected communities in different contexts. In some areas of the State of Queensland land use conflicts and the cumulative impacts of multiple projects and activities across time and space have come to the fore. In more isolated regions of Western Australia the dominant issues relate to overstretching people, infrastructure and services in predominantly mining towns. In both cases, there is an ambition for regional towns with a strong extractive industry presence to transition into desirable, liveable and affordable cities with a diversified economy. The paper analyses two strategies - the Pilbara Plan in Western Australia, and the Sustainable Resource Communities Policy in Queensland - to identify how these governance instruments are contributing to sustainable development.

An automated facility for non-destructive elemental analysis of mine samples has been developed and tested at Mount Isa in association with the CSIRO. The analysis is based on the prompt and delayed measurement of gamma radiation emitted by the sample during and after separate fast and thermal neutron irradiation. No sub-sampling or sample preparation is required and the analyser is operated by one person that would otherwise be splitting drill core in preparation for conventional analysis. The analyser has been calibrated to measure the following (precision in parenthesis): Ag (14 ppm), Pb (0.5 wt%), Zn (0.5 wt%), Cu (0.04 wt%), Fe (0.7 wt%), S (1.1 wt%), SiO2 (0.8 wt%), A1203 (0.07 wt%), Mn (0.05 wt%), specific gravity (0.02 g cmt). Crushed or whole drill core samples that range in size between 0.5 m and 1.8 m of equivalent BQ size drill core can be analysed at a rate of six samples per hour. If required, drill core samples can be re-packed in their original configuration for storage following analysis. Standard samples are measured every day to ensure operational stability. The analyser is controlled by a personal computer which prints the results and stores them along with the raw data on the computer hard disk. This paper reports the performance of the analyser during 1992 for routine analysis of drill core from the lead ore bodies of both Mount Isa and Hilton mines.

SO much has been written about African, and particularly about Northern Rhodesian, copper during the past two years that I feel safe in assuming that you are familiar with the general background of the Rhodesian picture. Therefore, I will confine myself to certain of the high lights in connection with the history, geology, development, ore reserves, and contemplated mining methods in this relatively new and highly important copper field., Unlike most of the other great orebodies of the world, the Roan Antelope mine was not discovered by the hoof of a starving prospector's faithful burro; nor even, as its name might suggest, by a well-placed kick of protest from an antelope stumbling over a malachite outcrop. Late in 1905 an English prospector named Collier, traveling in the N'Dola district, came upon some natives using a green powder for medicinal purposes. Closer examination of the powder revealed that it ' was ground-up malachite. Collier endeavored to persuade the natives to tell him where they obtained this medicine, but' for a long time without success, because of the general feeling among the natives that they did not wish to reveal the resources of their land to the white. Finally however, - he persuaded- brie 'of-the elders to at" least take 'him part way toward, the- place where the malachite was supposed to occur. The bid took him, to a point on the lower regions of the Luanshya river and there left him with the instructions that if he followed the stream up toward its.

Data obtained from field and laboratory examinations were used by the Bureau of Mines to evaluate 82 silica deposits in the Pacific Northwest. A total of 94 field samples was taken from 64 deposits, and an additional 18 deposits were investigated that did not warrant sampling. Of the 37 deposits found to be of high quality, only 16 were large enough to be classified as industrial silica resources. Another 27 deposits did not meet quality requirements. Methods of simple low-cost beneficiation and rapid classification of a large number of samples were investigated in the laboratory. These tests indicated that high-intensity electromagnetic separation was equal or superior to either high-or low-intensity electrostatic separation. In general, the electromagnetic method gave higher recoveries and produced equal or better grade concentrates. A glass button method developed for estimating iron oxide content of silica samples proved to be highly satisfactory as a means of classifying field samples and evaluating beneficiation tests.

Manufacturing of thin sheet is difficult in industries. Some approaches, such as small-draft multi-pass rolling, intermediate annealing, isothermal rolling and high-speed rolling were proposed to overcome the deformability. In this study, different rolling speeds from 15 to 1000 m/min were employed to twin rolled cast AZ31B magnesium alloy to different reductions. The results show thatAZ31B sheets rolled at 15 m/min and 100 °C has fractured for reductions of more than 30% per pass. However, by increasing the rolling speed to 1000 m/min the rollability was improved significantly and the material can be rolled to reductions of more than 70% per pass. The high speed and heavily deformed materials are fully recrystallized even at 100 °C.

The administration of industrial organization today embraces more than the cost of production and selling prices. Competition is deeper seated than mechanical devices, overhead charges, and a shrewd manipulation of the markets. Despite the " down-to-the-minute " equipment and the "last word in organization," it is quite evident that "capacity production" will be an unknown quantity until the workman is considered as a producer, in relation to his home, as he is now considered in relation to industry. Whether or not a man shall do an honest day's work is as much a psychological condition as it is a matter of physical strength or skill. His attitude toward his work each morning is determined, to a large degree, by the environment of his home. Whether this attitude, good or bad, obtains the day through will depend entirely upon the one fact as to whether the corporation which employs him does or does not differentiate between the mechanical factor and the human factor in industry. To be more specific, sociological work, under whatever name, should be of such a character as to influence the life of a workman in such a manner as to establish a cooperative interest in his work, foster within him a spirit of contentment in his home, lead him so to employ his leisure time that he will not lower his efficiency as a workman, destroy his domestic happiness, or endanger his standing in the community as a citizen. While no fixed rules of procedure can well be formulated for the development of the work, yet definite lines of activities will readily present themselves as applicable to the individual needs of a community. Many concepts for the commercial production of deep-seabed manganese nodules have been studied since the 1970s. However, the bearing capacity of the deep seabed is not strong because it is composed of fine particles with high moisture content. So it is impossible to carry manganese nodules in the collection system. Therefore, the validity of continuous mining by riser pipe from the seabed to the vessel is highly appreciated. A continuous mining system is composed of mining vessel, lifting pipe, buffer system, transport tube (flexible pipe), and self-propelled mining robot. A conceptual diagram of this system is shown in Fig. 1(a). Korea Research Institute of Ships and Ocean Engineering (KRISO) developed a deep-seabed self-propelled mining robot called "MineRo" to collect manganese nodules in 2012 (as shown in Fig. 1(b)). In 2013, real sea experiments at around 1380 m depth were carried out to evaluate the collecting and driving performance of MineRo. However, we found that the roller in MineRo did not work well at times. To elucidate the problem, we analyzed the rheological characteristics between the bushing and drive shaft under deep-water conditions.

A pure strain of Paenibacillus polymyxa and mineral- adapted strains are used to bring about surface chemical changes on pyrite and chalcopyrite and, thus, theirflotation. Paenibacillus polymyxa was adapted by repeated subculturing in the presence of pyrite and chalcopyrite. The surface chemical changes of bacteria due to adaptation and of minerals after their interaction with bacterial cultures are evaluated by electrokinetic and infrared spectroscopy and are discussed with reference to their flotation responses. Interaction of bacterial cells, bacterial metabolites and whole bacterial cultures affected the Hallirnondflotation behavior of the sulfide minerals. The Xanthate flotation results show that pyrite, but not chalcopyrite, is depressed when the tests are carried out after interaction with chalcopyrite-adapted Paenibacillus polymyxa. This investigation demonstrated that the surface chemical properties of bacteria can be manipulated successfully to achieve the desired effects in the flotation process.

Several purifying techniques have been developed for controlling the impurity levels in the copper electrolyte at Niihama Copper Refinery. These have been carried out as follows; i ) the study of the reaction in liberation made it possible to raise the current efficiency for arsenic removal by more than 50% and to decrease generation of arsine sharply. By applying this method, a good performance was attained at commercial operation. li) the antimony in the electrolyte can be successfully removed by contacting it with activated carbon. This procedure is applicable particularly when there is a large amount of antimony in the copper anode. lli) for the nickel sulphate recovery from the electrolyte, an electric evaporating system was developed. The characteristics of this process are, capability of continuous operation with less manpower, the high recovery ratio of nickel sulphate (more than 85% as nickel) and no black acid formation in the treated solution.
