THERE have already been so many subjects of a purely mechanical nature presented to the Institute of Mining Engineers, that it is unnecessary for me to apologize for adding another to the list. When a new invention, or what is supposed to be a new invention, claiming simply an improvement on the well-known devices, is to be described, it is usual to point out the defects of the old and give a history of the object or the art up to date. But, as no doubt a large proportion of the members of this Institute know as much, or more, about the history and use of the steam-engine indicator than I do myself, I will not further preface the subject, than to remind you that what called for the Richards's improvement on the Watt's indicator was high speed ; that the leading improvement was the reduction of momentum in the reciprocating parts; and that this was accomplished by making the parts lighter, and reducing the travel of the heaviest of them, and consequently the speed and momentum. The use of the indicator has been extended, for the speed of steam-engines and other prime movers has been increased, until one engineer at least, John Cooper, of Philadelphia, says, "I want an indicator that will work up to a thousand revolutions." Mr. Thompson, of the Buckeye Steam-Engine Company, of Salem, Ohio, has improved on the Richards's indicator by another reduction in the momentum, which is done by putting the parallel motion nearer the fulcrum of the pencil arm, reducing both weight and travel. The characteristic feature of the indicator I am going to illustrate is a still further reduction in the same direction, which is accomplished by dispensing with the parallel motion altogether. "IntroductionThe Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting these industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue describes reports and articles published during the period January I, 1965, to December 31, 1969. It supplements the 50-year list of Bureau publications issued from July 1, 1910, to January I, 1960;' the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January I, 1960;3 the 5-year list of Bureau publications and articles from January I, 1960, to December 31, 1964.' It includes all the material in the four annual lists of Bureau publications and articles from January 1, 1965, to December 31, 1968, as well as the Bureau publications and articles for 1969."

A mechanism of scorodite formation at ambient pressure was investigated using transmission electron microscopy (TEM). Several types of iron arsenate were obtained from Fe/As solutions (Fe/As = 1.0 and 1.5) at pH values of 1.0, 1.25 and 1.5 at 95°C. Amorphous FeAsO4.xH2O was precipitated from solutions having a higher mole ratio of Fe/As at pH l.5, even after 9 hours. A few micron sized particles were observed by SEM, but these proved to be agglomerates of 10-50 nm amorphous FeAsarxH2O particles when observed by TEM. This means that supersaturation of the solution causes the acceleration of nucleation of iron arsenate hydrate. Crystalline scorodite was obtained from a solution in which the Fe/As mole ratio was unity, at pH l.0 and pH 1.5, after 3 hours. Almond-type crystalline scorodite particles were observed by TEM and most of them showed high crystallinity. The addition of scorodite seed material enhanced the crystallization. Amorphous FeAsO4.xH2O, however, was observed at the surface of the seeds during the early stages of precipitation. It is postulated that crystalline scorodite is not directly precipitated even on crystalline scorodite seeds, but requires a certain time to crystallize on the seed material.

Risk assessment, risk management, and engineering/economic feasibility analysis are presented as three effective, practical tools for decision making in the remediation of contaminated soils. Risk assessment is applied to evaluate the extent, magnitude and sources of contamination, to identify appropriate contaminants of concern (COCs). Risk management is then applied to identify the acceptable contaminant residual levels for the COCs. Finally, engineering/economic feasibility analysis is used to define the appropriate cost-effective remedial action and associated target contaminant action levels that will achieve the acceptable contaminant residual levels. A real site application of this decision making approach is presented. This site illustrates that through appropriate engineering, acceptable risk-based contaminant residual levels can be achieved with higher action levels.

Recent on-going efforts to develop commercial coal cleaning beneficiation processes using chlorinated solvents-as the separating media will be described. True heavy media separations were performed on raw coal feedstocks, including Pennsylvania anthracite; Western, Eastern, and Midwestern bituminous; and lignite coals. Separation techniques included bath-type devices, cyclones, and liquid/liquid partitioning. Details on separation devices, removal of solvent, and recovery and recycling of solvent will be discussed. Projected costs of full-scale plants will be given for various coal sizes. A number of the coals evaluated are good candidates for beneficiation using chlorinated solvents. Coal beneficiation is desirable to provide needed coal quality. These needs include low ash fuels for coal water slurries and low sulfur fuels to meet emission regulations. In October of 1985, a paper, "Chlorinated Solvents for Coal Beneficiating"' was presented at the fall meeting of SME-AIME at Albuquerque, New Mexico. It reported the results obtained from various coals as feedstocks and of the separations using chlorinated solvents. These beneficiation results depended on true heavy media gravity and liquid/liquid partitioning separations. This paper will include detailed descriptions of the liquid/liquid partitioning process used in "Dow's Advanced Coal Cleaning Technology?2 and of the "Dow Solvent Recovery Technology.?3

Separation of oil shale from waste material or into high grade and low grade fractions can have a major influence on the economics of the surface (ex-situ) retorting process. Different components of shale rock vary significantly in physical and surface chemical properties such as specific gravity, color, water wettability etc. Various techniques which utilize the difference in one or more of the above propartis have been proposed to preconcentrate the oil shale before retorting. A discussion of the techniques proposed such as gravity separation, sorting and froth flotation is presented.

Uncertainty quantification of a spatially distributed variable at any scale can be handled through geostatistical simulation. Large computation time, storage, and post-processing of the realizations are required to obtain a final assessment of block uncertainty. Multi-Gaussian kriging is a flexible alternative to simulation. The idea is to compute the conditional distribution of uncertainty after normal score transformation of the original samples. Under the multi-Gaussian assumption, all marginal and conditional distributions are Gaussian, hence fully defined by their mean and variance. The parameters of the conditional distributions are obtained by simple kriging and can be back-transformed to the original units of the variable of interest. An estimate and any summary of uncertainty can be easily retrieved. The main disadvantage of performing multi-Gaussian kriging is that change of support is not straightforward, that is, calculating uncertainty of block grades. We propose a methodology to overcome this limitation by considering a matrix simulation to generate multiple probability fields. Each probability field is used to draw spatially correlated point values from the point-support conditional distributions, and multiple realizations of the average can be obtained. This permits the calculation of the average over the block and its uncertainty. These blocks may correspond to selective mining units or to volumes from longer production periods relevant for engineering decisions. They can even be disjoint blocks, such as when several faces are mined at the same time. POSTMG, a Fortran program to perform these calculations, is described and a case study is provided.

Mining, which is at least twenty cen-turies old, was at first, and long, wholly a practical art. Little more than two centuries have elapsed since the inception of the idea that general education and a knowledge of natural science would be of advantage to those engaged in the mining industry. Though schools of mining began to develop in Europe early in the eighteenth century the concept of educational preparation, for technical conduct of the industry was slow in winning general acceptance in the industry itself. John Hays Hammond, in his autobiography, recalls that when he sought employment with a mining company after he had graduated from Yale and Freiberg he had to assure its executive, before being even considered for employment, that he did not consider that he had learned anything about mining. This was as late as 1880. Existence in the industry of a prejudice against education of the academic type is perhaps an explanation why inadequate provision has been made by the mining industry for the continuing education of technical employees after they enter employment, although engineering education prior to engaging in industry has now won general acceptance. I am familiar with the existence of 'loop" courses for engineering graduates in metallurgical plants, of schemes for giving mining graduates "practical experience," and of the interest in vocational courses for workmen which sprang up in the period of labor shortage during and immediately following World War I (but which quickly died when the depression of 1921 again made experienced workmen available in sufficient supply), having been chairman of a committee appointed by the Mineral Industry Education Division to make a survey of existing provisions for post-employment training for engineers in our industry. The results of that survey, reported elsewhere, clearly indicate that it is inadequate as to amount; the aim of this paper is to present evidence for belief that it is also inadequate in quality. To avoid becoming too involved, no reference will be made here to post-employment vocational training for workmen, which is a subject differing so much from post-employment education for engineers as to require separate treatment. Neither will postgraduate education for metallurgical engineers be discussed, becadse a distinction must then be made between training for research work and for plant operation, whereas mining engineers engage almost exclusively in operations. Since the situation in the coal-mining industry has been discussed at several recent meetings, that also will be passed over, and what follows should be taken as a discussion applying exclusively to the metal-mining industry. Professional Development In the operations field (both in mining and metallurgy) the work to which a beginner is assigned is seldom closely related to previous academic education. In open cut gold mining at Mt Magnet and Reedy, grade control sampling is done with inclined RC drilling using one metre samples. In the small open cuts at Rothsay blasthole sampling was successfully used. Underground sampling for gold and copper grades at Rothsay is done using chip sampling. At the Youanmi open pits both Ditchwitch Earthsawing and RC drilling are used.All assay data are interpreted on sections and plans using a customised SURPAC system. Reconciliations of the grade control predictions of tonnes and grade against initial ore reserves, mining production and milling results are carried out monthly.

THE year 1940 was an important one in the life of Carl Swartz. At the annual Institute meeting in February of that year, he was inducted into the office of Vice-Chairman of the Institute of Metals Division, and a few months later he assumed another and possibly even more important responsibility-he became the son-in-law of Robert H. Leach, genial vice-president of Handy and Harman, who had just ended his term as Chairman of the Division. The young man who took on this dual obligation in 1940, and who is now commander-in-chief of I.M.D., was born near Danville, Ill., and graduated with honors from the University of Illinois in 1923. (Ed. note: It's a small world. About the time Carl was a freshman in high school at Danville, or slightly before, the University of Illinois students held beer parties in Danville's hotel. We know; we were there.) Continuing his education at another of our fine Middle-Western colleges, Carl received his Master's degree from the University of Wisconsin and his Ph.D. from the same school in 1926. For the next nine years he worked in that splendid training school for non-ferrous metallurgists-the research laboratory of the American Smelting and Refining Co., at Barber, N. J., leaving there in 1935 to take the position of metallurgist of the Cleveland Graphite Bronze Co. in Cleveland, where he is still working (in a modern, air-conditioned office and laboratory) today.

"Removal of radium from uranium tailings would substantially lessen their environmental impact because it would eliminate, or greatly reduce, the hazards arising from radon emanation, leaching of radium, dust dispersal and gamma radiation. A process is described to extract radium from tailings by leaching in 3M Nael solution. The radium can be rapidly leached at ambient temperatures by either multi-stage contact in agitated vessels or washing on a tailings filter cake. Extraction efficiencies ranging from 80 to 94% have been measured for tailings derived from a number of Australian ores.Methods for radium recovery from the leach solution by precipitation, ion exchange and adsorption have been examined. Precipitation as barium/radium sulphate appears to be the most suitable approach. A possible flow diagram for the process is proposed which involves recycle of the saline leach liquor.IntroductionDisposal of mill tailings is the most contentious environmental issue facing the uranium mining industry. The conventional approach to managing tailings is to store them in a dam above ground. Attempts have been made to stabilize some tailings piles by physical or chemical methods. In a few cases, the tailings have been covered with earth and revegetated. However, most tailings piles from abandoned mills are in a neglected state and subject to the erosive and dispersive forces of nature. The cost of remedial action is high. The United States Department of Energy (DOE) has estimated that it will cost up to $130 million to rehabilitate abandoned mill sites in the U.S .A..Environmental authorities are now insisting that uranium mining companies improve their methods of tailings disposal. In the United States, the preferred approach is burial, either in mines or in specially excavated pits. Tailings retention systems as operated in Canada are regarded as storage facilities until an acceptable method of disposal is found. In Australia, the Fox Commission recommended that tailings from the Ranger project should be returned to the open-cut mine. Returning tailings to the mine has considerable merit, but it is not always a viable option. In many underground operations, it is not physically possible to fit all the tailings in the worked-out mine. In other cases, the groundwater hydrology of the mine may be unfavourable."

"INTRODUCTION This report is another of the series on the effect of drouth and low water on the pollution of streams by coalmine drainage. A previous report3 dealt with work on Bennett Branch of Sinnanahoning Creek, Pa. This report deals with the results obtained during a similar study of Black Lick Creek, Two Lick Creek, and Yellow Creek. All of these belong to the same drainage system. Two Lick Creek is a tributary to Black Lick Creek, and in turn Yellow Creek is a tributary to Two Lick Creek, as shown in Figure 1.Black Lick Creek was of such a volume that a seasonal investigation was not entirely feasible. Yellow Creek was found to have mines only near the mouth, except a few of status unknown to the writer at the extreme head-waters, and the stream was also more or less inaccessible for regular and frequent sampling. In May 1975 the U.S. Bureau of Mines contracted with the University of Missouri-Rolla, Rock Mechanics and Explosives Research Center to develop a Hydrominer modification to a longwall shearer unit, wherein the rotating pick-laced drums and connecting gear drives are replaced by a water jet cutting ahead. The concept of the water jet cutting head is based on using the high localized energy of the water jets to isolate a slice of coal by cutting a slot under, at the back of, and at the top of the web. The plow blade of the head then advances into the cut and wedges the coal cantilever over onto the conveyor [(Fig. 1)]. There were several potential advantages foreseen for the system; perhaps the most significant were the elimination of coal dust from the working area and the ability, with a variation in nozzle geometry, to cut webs of greater depth with a small increase in haulage horsepower. The University initially designed the head, based on experiments carried out in the laboratory, under an earlier Bureau of Mines contract. The experiments showed that it was more advantageous to work at a pressure of 68.9 mPa (10,000 psi) with an estimated flow rate of 3.15 X 10 - 8 m3/s (50 gpm) than go to the higher pressures and lower flow rates which have been advocated elsewhere.

"Abstract- In the southern Gaspé Appalachians, gold mineralization is spatially associated with the Acadian dextral strike-slip Grand Pabos-Restigouche fault system. Two different structurally-controlled gold prospects, the Lac Arsenault and the Saint-André-de-Ristigouche, are described to unravel the genesis of gold mineralization in this part of the Canadian Appalachians.At the Lac Arsenault gold prospect, gold mineralization consists of Au-As-Pb-Zn-Cu-(Ag) polymetallic fault-filled quartz veins with laminated textures emplaced in brittle-ductile sinistral X shear fractures. Mineralized veins are hosted by Middle Ordovician graywacke of the Arsenault Formation, belonging to the Dunnage Zone, the Early Paleozoic oceanic domain of the Appalachians. Terrigeneous rocks of the Arsenault are regionally metamorphosed at the lower greenshist facies and the mineralized veins are included in a zone of Fe-carbonate alteration.The Sb-Au-As mineralization of the Saint-André-de-Ristigouche gold prospect, in the southwestern Gaspé area, comprises extension veins in the extension direction emplaced in brittle conditions. Mineralized veins are hosted by calcilutite and laminated silty and argillaceous limestone of the Early Silurian part of the White Head Formation, which belongs to the Gaspé Belt, the Middle Paleozoic successor basin in the Gaspé Appalachians. Metamorphic grade of the White Head Formation in the southwestern Gaspé area is very low, but the gold mineralization is included in a zone of hydrothermal propylitic alteration which includes two Cu-skarn mineral occurrences. The Lac Arsenault gold prospect has many characteristics of "greenstone-hosted quartz-carbonate vein" deposits whereas the southwestern Gaspé area, which includes the Saint-André-de- Ristigouche gold prospect, shows affinities with the geological setting of sediment-hosted gold deposits (Carlin-like deposits). The two gold prospects are controlled by the Grand Pabos- Restigouche fault system but they were not emplaced at the same level in the crust. Acadian strikeslip fauting played a major role in their respective genesis in providing channelways for ore-bearing fluids. The recognition of the analogy of the geological setting of the southwestern Gaspé area with that of Carlin-like mineralization gives new ideas for exploration in the area and elsewhere in the Appalachians.Résumé - Dans le sud des Appalaches de la Gaspésie, on trouve des minéralisations aurifères spatialement associées au système de failles de coulissage dextre acadien de Grand Pabos-Restigouche. Deux indices très différents, Lac Arsenault et Saint-André-de-Ristigouche, sont décrits pour évaluer la genèse des minéralisations aurifères à contrôle structural de cette partie des Appalaches canadiennes. Au Lac Arsenault, la minéralisation aurifère comprend des veines polymétalliques à Au-As-Pb- Zn-Cu-(Ag) en remplissage de failles. Ces veines à texture laminaire se retrouvent dans des zones de cisaillement fragiles-ductiles senestres de type X. Les veines minéralisées sont encaissées dans les grauwackes d’âge Ordovicien moyen de la Formation d’Arsenault appartenant à la zone de Dunnage, le domaine océanique du Paléozoïque précoce des Appalaches canadiennes. Defining Productivity Productivity is a principal concern to all organizations - industrial, commercial, government, and academic. As a ratio of output to input, productivity measures the efficiency of an industrial process, much as thermodynamic efficiency measures the useful work obtained from the available energy consumed. However, there is one important difference. Whereas thermodynamic efficiency is a dimensionless a ratio of energies, productivity output and input are usually measured in different physical units. Nevertheless, the resulting ratio is a normalized expression for unit of output per unit of input to the process. In the early days of coal, mining was essentially a hand loading operation. There was little expenditure of alternative forms of energy within the process. Loading required expenditures of human energy on the order of 1.2 MJ/t (1,000 Btu per st). And if we accept the conventional value "you load 16 tons," the output to input ratio is 14.5 t (16 st) per manshift. In energy terms, it is on the order of 116 MJ/t (100,000 Btu per st) produced per labor Btu expended. However, the latter measure of efficiency was not meaningful in economic terms, while the 14.5 t (16 st) per manshift was significant. Since labor was the principal component of cost, it represented a direct relationship to the cost of production: [ ] Furthermore, when workers were paid directly on the basis of tons produced, the labor cost per ton was specified directly by this rate. With the introduction of mechanized loading, significant increases in productivity occurred, when measured on the basis of tons per manshift. Electric power consumed about 11.6-116 MJ/t (10,000-100,000 Btu per st). This makes the 29-GJ/t (25 million Btu per st) coal output/input ratio between 100 and 1,000. That is one or two orders of magnitude lower than hand loading. However, electric energy was quite inexpensive compared to labor, which made the mechanization economically efficient. The accepted productivity measure continued to be tons per manshift. This measure includes some of the effects of mechanization: namely, the additional manpower needed to maintain the machines and support the equipment that uses electrical energy. However, it does not consider the capital and operating costs that relate to mechanized equipment. As a result, the concept of tons per machine-shift has emerged as an accepted measure of shift productivity. The only appropriate measure that encorporates the productivity of men and machines is an economic one. The output is the tonnage per shift and the impact is the cost per shift. [ ] This is simply the inverse of the cost per ton. In addition, much flexibility is available in allo¬cating costs to the three categories. This adds a level of intangibility to the measure. The amount of information needed to obtain all of the required costs is appreciable compared to the simple matter of counting tons and workers. The effect of Federal restrictions on Federal mineral estate in Alaska and the Western States is being addressed by systematic, State-by- State studies. The Bureau of Mines has inventoried and classified 3.5 million sq km (876 million acres) of land, section-by-section, according to 1) mineral ownership, 2) availability for mineral exploration and development as affected by Federal restrictions, and 31, areas containing mines and mineral resources. The availability of Federal land for exploration and development is spatially compared to areas containing mines and mineral resources. The methodology and overall results of the studies are presented.

"In Crossrail’s Farringdon station, compensation grouting was successfully utilized to mitigate the surface settlements induced by the tunneling works. The main focus of this study was the platform tunnels, which were approximately 300m long each and were enlarged to platform size using sequential excavation method (SEM) from the existing TBM running tunnels, initially supported using sprayed concrete linings. The rear grouting injections were carried out at a typical distance of minimum 5m above the completed, fully strengthened shotcrete lining hence inducing some additional stresses. In-tunnel monitoring using surveying targets was performed systematically to ensure that no excessive distortion of the initial shotcrete lining occurred. 3D finite element analyses were utilized to back calculate the actual “effective” pressure that was imposed on the completed shotcrete rings against the additional measured in-tunnel displacements due to the compensation grouting episodes. Additionally an assessment of the theoretical, “maximum” allowable grouting pressures that would lead to overstressing of the lining is presented. INTRODUCTION As part of the back analysis performed for the SEM tunnels in Farringdon station, an investigation of the effect of compensation grouting on the two constructed platform tunnels was undertaken. The platform tunnels were 10.6m high by 11.4m wide and approximately 300m long each. They were enlarged to their final shape from the existing TBM tunnels using SCL methods. This study utilized 2D and 3D finite element (FE) analyses in order to back calculate the observed tunnel crown displacement, assessing the equivalent grouting pressures during the rear injection episodes of the concurrent grouting operations. The results provide a useful reference for the order of magnitude of the grouting pressure load cases that can be applied in the numerical simulation of similar cases. Part of the results presented in this paper, were derived by the second author as part of his Master of Science thesis in Technical University of Graz."

In order to provide an initial approach to the deposits of oil shale, nahcolite, and dawsonite in the central area of the Piceance Creek Basin in northwestern Colorado, the U.S.B.M. and associated contractor personnel drilled and cased a 96-inch ID shaft to a depth of 2,371 feet. The shaft was constructed using "big hole" drilling techniques and succeeded in giving access to previously inaccessible deposits of the above minerals. This report documents the construction from its beginning in January 1977 to its completion in January 1978. Procedures used and problems encountered are discussed in derail.
