"High-speed motion pictures are an invaluable resource for blasting analysis. Whether processed by the human eye or a computer, this imagery can provide important insight into a blast and its effects.While certainly popular, traditional high-speed film cameras hamper this process. Instant feedback is not available since film requires developing and, relevant in the case of automated analysis, film isnot immediately compatible with a computer. With these facts in mind, a new high-speed video camera system, the SVCSOO, has been developed. The SVC500 combines the capabilities of a high-speed film camera, the convenience of a solid-state digital video camcorder, and the computing power of a ‘486 PC to provide a complete, standalone platform for high-speed image acquisition and analysis. This paper will describe the design, features, and use of the SVCSOO andcompare these with the analogous aspects of film cameras."

"The suitability of a new organic reagent DS20 as a depressant for oxidized and carbonaceous pyritic lead-zinc ore from Nanisivik Mines Ltd. has been evaluated in the laboratory and in the plant.The depressant DS20 is a mixture of Lignosulphonate-Dextrin-Quebracho and was developed specifically for depression of highly oxidized and carbonaceous pyrite.The laboratory test work indicated that the poor metallurgy resulting from the oxidized ore could be improved to normal plant performance by the addition of the DS20 depressant with the existing plant reagents. The laboratory data suggested that lime consumption could be reduced when using DS20.In this paper, the development work and the plant trials with DS20 are described.INTRODUCTIONNanisivik Mines Ltd. treats approximately 2000 tonnes per day of lead-zinc massive sulphide ore, containing currently 1% Pb and 9% Zn. The concentrator operations have been described previously (1,2) and typical metallurgical performance is detailed in Table I.The concentrator flowsheet (Figure No. 1) and the standard reagent scheme (Table No. 2) demonstrate the relative simplicity of treatment of this coarse grained ore.A recently discovered satellite orebody - Area 14 - containing 2% Pb and 12% Zn was brought into production in October 1983. This ore had been oxidized to varying degrees by ground water; the pyrite mineralization was found to be very fast floating and a carbonaceous constituent present in higher than normal proportion also affected flotation. The simple high lime addition could not control the pyrite, and very low grade lead concentrates resulted; zinc metallurgy was also affected by this oxidized condition (Table 3)."

WITH the movement of American capital into foreign investment, a new field of specialization for the American mining engineer is gradually opening a field hitherto entered almost wholly by chance and without full appreciation of its possibilities. Our age has been fitly called the "Age of Specialization." The special application of one's knowledge and ability to a definite and restricted branch of .his profession is purely a modern condition. Any profession, or branch of a profession or, industry, in which the problems may be segregated into definite types, calls for specializa-tion. Modern industry demands efficiency and that, reduction and ultimate annihilation of waste. Effort and time wasted by workers' on a problem with which they are not familiar is as flagrant a waste of money -the final standard-as any waste of materials. One of the subdivisions of mining engineering which is beginning to be recognized is of engineers who are clearly conversant with the particular and peculiar problems obtaining under foreign operating conditions. The need is as yet obscured, however, by the domestic prosperity of our American mining industry. The opportunity here lies more with the American engineer than with other nationals. The foreign en-gineer now in that service is not there through a realiza-tion of the special opportunities that exist, but through necessity, whereas, with the American engineer, more especially ,the recent graduate or those who will soon graduate, this is a new field to be entered wholly by choice. As a matter of fact, many engineering students will find it necessary to seek foreign service if they wish to remain in mining. Although the scope of the domes-tic industry is tremendous and there are many positions open to the junior engineer, there are not enough for the great number of graduates turned out yearly from our, mining schools. Educators tell us that less than 40 per cent. of the students in engineering schools gradu-ate; and of these but a minority continue in engineering. Even this minority is too great for our domestic. In-dustry, and although the young engineer realizes that condition after a few years he rarely seeks foreign work. A. perusal of the directory of the American Institute of Mining Engineers indicates that, but about one-half of one per cent of the Junior Associates are in positions outside of North America. Granting that most of them are still in school, the figure is surpris-ingly small.

INTRODUCTION Shrinkage stope mining can be employed in steeply dipping veins where both the wall and the vein material are sufficiently strong to stand with only minimal ground support. Shrinkage stope mining takes advantage of the swell in volume produced in breaking in-place ore. This expanded volume of ore is allowed to occupy part of the mined-out vein, and in so doing provides ground sup¬port and a working surface for the miners. Only enough of the ore is drawn after each stoping cut to allow work¬ing room. Not until the entire mining block has been broken is the full amount of broken ore drawn from the stope. DEVELOPMENT PRACTICES FOR SHRINKAGE STOPING The vein is developed into stoping blocks, each of which is 76 to 91 m (250 to 300 ft) in length and 61 m (200 ft) between levels. Level development, described later, is either on the vein or parallel to it with crosscuts periodically driven over to the vein. There are usually two exits from each stope. The first entry is a raise at one end driven either conventionally by raise climber, or by a raised borehole. Present practice is that this raise, put in from level to level, is either a 2.1- x 2.1-m (7- x 7-ft) Alimak raise or a 1.2- to 1.8-m (4- to 6-ft) diam borehole. Either raise system will require pro¬visions for an ore chute carried with the stope to the haulage level or the scram drift. At 9- to 12-m (30- to 40-ft) vertical intervals, dogholes are developed from the raise so that when stoping breaks back into these dogholes, timber or steel sets and necessary service facilities can be installed. The second entry to the stope may be either a similar raise at the stope endline, or more economically, a cribbed raise carried with the stope. As previously stated, development of the ore block is achieved by either drifting on the vein or by paralleling the vein with a footwall lateral and then crosscutting over to the vein at specified intervals. In the following discussion, three basic cases are illustrated in Figs. 1, 2, and 3. In Fig. 1, development is in the footwall by a 3- x 3-m (10- x 10-ft) trackless lateral. A heading is also driven on the ore and taken either full width or driven a standard size and slabbed to the vein width. Approxi¬mately 9-m (30-ft) long crosscuts on 7.6-m (25-ft) cen¬ters are driven from the lateral to the vein. For ease in muck handling they are usually put in on a slant rather than at right angles. A single orepass, located off the lateral and in the center of one stope block, can serve not only that stope, but also one on either side, up to a tramming distance of not more than 137 m (450 ft). Raises are put at the stope endlines on 91-m (300-ft) centers. The back of the vein is shot down and just enough broken material is drawn off to permit access for men to work off the broken ore. Development in Fig. 2 progresses by driving a 3- x 3-m (10- x 10-ft) trackless heading on the footwall side of the vein. The ore block is delineated by raises on 91-m (300-ft) centers. Crosscuts are again driven on 7.6-m (25-ft) centers over to the vein. Approximately four rounds are then taken up to the vein and each round is successively belled out so that all the crosscuts (pockets, in this case) connect. When an Fe-Mn alloy is internally oxidized, the inclusions formed are MnO which contains some dissolzled FeO. In the internal oxidation reaction, not all of the manganese is oxidized; some remains in solid solution as a result of the high Mn-0 solubility product in iron. Taking these factors into consideration, the rate of internal oxidation of an Fe-1.0 pct Mn alloy is computed as a function of temperature, using available thermodynanzic data and recently published data for the solubility and diffusivity of oxygen in iron. The predicted and experimentally determined rates for the temperature range from 950 to 1350°C are in good agreement. ThE rates of internal oxidation of austenitic Fe-A1 and Fe-Si alloys have been studied extensively.1"4 Schenck et al. report the results of a few experiments with Fe-Mn alloys at 854" and 956C, and Bradford5 has studied the rate of internal oxidation of commercial alloys containing manganese in the temperature range from 677" to 899°C. When Fe-Mn alloys are internally oxidized, the inclusions formed are solutions of FeO in MnO, the composition depending on the experimental conditions. Since the thermodynamics of the Fe-Mn and FeO-MnO systems have been investigated,6"9 and since the solubility and diffusion coefficient of oxygen in y iron have been determined recently,' it is possible to predict the rate of internal oxidation from known data. The calculations used in predicting the rate of internal oxidation will first be outlined, then the results of the prediction will be compared with the experimental results of this investigation. PREDICTION OF PERMEABILITY FROM THERMODYNAMIC AND DIFFUSIVITY DATA Oxygen is provided for internal oxidation in these experiments by the dissociation of water vapor on the surface of the alloy. The dissociation reaction is: + H2(g) + [O] [1] where [0] denotes oxygen in solution. The equilibrium constant for this reaction is known as a function of temperature:' log As oxygen diffuses into the alloy, oxide inclusions are formed which are MnO with some FeO in solid solution. The reactions occurring are: [Mn] + [0] = (MnO) [31 and [Fe] + [0] = (FeO) [41 where [ Mn] is manganese dissolved in iron and (FeO) is iron oxide dissolved in MnO. The overall reactions may be written as follows: [Mn] + HOte) = (MnO) + H2(£) [5] and [Fe] + H20(g) = (FeO) + Hz(R) [61 The standard free-energy changes and equilibrium constants for Reactions [5] and [6] are known.6 Therefore the equilibrium constants for Reactions [3] and [4] may be obtained by combining known thermodynamic data for Reactions [I], [5], and [6]. For Reactions [3] and [4]: K = and For the present purpose, both the Fe-Mn7,8 and FeO-~n0' systems can be considered to be ideal, i.e., [amn] = [NM~] and (aFeO) = (NM~~) = 1 - (NFeO) where the Ns are mole fractions. These relations, together with Eqs. [I] and [8], permit us to compute both the oxide and metal compositions as a function of temperature and oxygen potential at any point in the specimen. For cases where the oxygen concentration gradient between the surface and the subscale-base metal interface is linear, the kinetics of internal oxidation is an application of Fick's first law: where dn/dt is the instantaneous flux of oxygen into the specimen, g-atom per sq cm sec; 6 is the instantaneous thickness of the subscale, cm; Do is the diffusion coefficient of oxygen in iron, sq cm per sec; p is density of iron, g per cu cm; h[%O] is the oxygen concentration difference between the surface and sub-scale-base metal interface, wt pct. B6hm and ~ahlweit" derived an exact solution to the diffusion equation for systems in which there is a stoichiometric oxide formed. They showed that the oxygen concentration gradient is given by a rather complex error function relation. For the Fe-Mn-0 system and for most other systems that have been studied, however, variations in oxide compositions are small and rates of internal oxidation are sufficiently slow that the deviation from linearity in the concentration gradient of oxygen is negligible. The mass of oxygen transported across a unit area of the specimen for the total time of the experiment is given by the mass balance equation:

Does coal mining get enough out of its people?. In a number of cases, Yes. Several companies have rethought their management systems and accordingly are improving their utilisation of people to improve productivity. For some, capital and technology are the panacea for improved productivity and lower costs. Computerised mine planning, improved beneficiation processes, heftier longwall equipment, bigger trucks and shovels and upgraded coal clearance systems are expected to provide the answers.Whilst these factors are important they only contribute to part of the productive potential of a mining operation. Production flexibility provided by recent Industry award changes has brought about increases in total output. However, these improvements have not been matched by corresponding decreases in the unit cost of production.

The first ammonia leaching plants, applied to copper carbonate and native copper tailings in 19 15, were followed more recently by research and development of flowsheets for ammonia leaching of sulfide concentrates. These were applied to two commercial plants. Anaconda's Arbiter Plant started up in 1974 with a design capacity of 36,000 tons/year of cathodes, to be produced by ammonia leaching with oxygen, followed by solvent extraction and electrowinning. The plant shutdown in late 1977 as a result of high maintenance and operating costs, partly due to harsh winters; to complications associated with sulfate disposal; and to changes in mineralogy. BHP's Coloso plant in Chile was designed to produce 80,000 tons/year of cathodes by leaching part of Escondida's concentrate production. Using a similar flowsheet but with air and low temperatures to avoid sulfate production, it started up in late 1994 and shutdown in mid-1998, after failing to reach cathode design capacity, and experiencing problems with its technology. The paper reviews the technologies and also alternative methods for overcoming the problems.

R. L. LOOFBOUROW 26.1-WATER FLOW, USE, EFFECTS, CONTROL Sec. 4 discusses ground water as a mineral resource. This section deals wits its control. 26.1.1-IMPORTANCE Flows of water have an important effect on the cost and progress of many deep excavations. The existence of water limits the methods which can be used in some and presents hazards in others. Lowering the water table may reduce the flow of springs and wells, with legal liability. Some mine water is used directly, some must he treated before discharge, and some contains dissolved solids which can be recovered profitably. Loss of life, property and production from flooding is grim, yet scores of mines have worked safely for generations under ground-water reservoirs, lakes and even the sea. The need for better control of mine water is measured by the severity of recent floodings, concern with the quality of the effluent, and direct and indirect costs of working wet ground. There are improvements in freezing in shaft sinking. pumps and their controls, treatment of mine water before it is pumped, bulkhead construction and certain efforts to reduce inflow. 26.1.2-PUMPING COST VS. COST OF WET WORK Direct operating and capital costs of pumping are more evident than indirect items, such as provision of extra standby power and maintenance facilities, The total of all these items is the cost of pumping water from an excavation. This is only a part of the extra cost of working wet as compared to dry ground. Less productive methods, less efficient equipment and more expensive explosives may have to he used in wet work. Wet rock plugs certain equipment. Maintenance is higher and labor less efficient. The cost of any means of keeping work drier should he weighed against the higher cost of working wet. The true difference in the cost of working wet ground, compared with dry, probably is known at only a few places (see checklist of cost items. Sec. 26.4.13). An extreme comparison of mining wet and dry ore is available from Ambrosia Lake, N.M. (Fig. 26-1). Between 1963 and 1967, a wet and a dry mine were worked by the same company under conditions otherwise comparable. Average operating cost at the wet mine, pumping 1,600 to 1,800 gpm. was $16.06 per ton of ore. The comparable figure for the dry mine was $7.50. Principal differences included the fact that the wet mine was worked from drainage levels below the, ore with rail haulage, the dry mine in the ore with off-track equipment loading and hauling to the shaft. In the wet mine, ore packed in chutes, cars and skips and froze in surface bins, stockpiles and trucks. Wet-mine costs included drilling drain holes, building and maintaining ditches and pumping water containing abrasive solids.

Alexander Forsyth, Southport, Me. (communication to the Secretary): In Mr. Irving's able and interesting paper he describes minutely the appearance of the wolframite and its association with the refractory siliceous gold-ore. He also describes this gold-ore, but fails to mention the important pockets of metallic gold found in the Lead City occurrence of it. I use the term " metallic " in preference to the more usual " free," for it has been found that this gold is not easily amalgamated. Metallic gold is comparatively rare in the refractory siliceous gold-ores of the Black Hills; hence its occurrence in considerable amounts in the Lead City wolframite district deserves notice. I possess a beautiful specimen from the Harrison mine. It is a lump of drusy, granular ore, about 6 in. in diameter. The gold .is " shot" through it in large and small pin-heads; and in two specially oxidized areas, each about 11/2 in. in diameter, it is peppered full. The famous " Grantz strike," made in the Lead City wolframite locality, produced many beautiful gold specimens. This district affords an excellent example of the repeated discovery of new mineral values upon old ground. By reason of its proximity to the Homestake vein, this wolframite deposit was inevitably traversed many times by experienced geologists, mineralogists and mining engineers, who evidently must have thrown aside, with no thought of wolframite, the lumps of " black iron " lying about. I have the admission of an able geologist that, six months before the wolframite was discovered, he visited some of the very mines where it occurred, and passed it by as magnetic iron-ore. At the time of the discovery, the mineral was scattered over the gold-mine dumps in no small quantities, having been culled as worthless out of the gold-ore. It remained for

"Kinross Gold Corporation’s Maricunga mine in Chile presents an ideal opportunity to apply the SART process to a heap leach operation. Given increasing levels of cyanide complexed copper in current pregnant solutions from Maricunga heaps (over 300 ppm Cu), there is a need to reduce these levels and decrease cyanide consumption and cost. Additionally, a means of disposing of this copper is required, preferably as a saleable product. The well published SART process applied to gold-copper cyanide solutions was selected as it allows rapid precipitation of cyanide soluble copper as a relatively pure copper sulphide. The process also allows effective recovery and recycle of cyanide back to the heap leach operation.This paper reviews the SART process chemistry and presents a summary of SART bench-scale and pilot plant testwork completed by Kinross. Key design parameters and engineering aspects of the proposed plant at Maricunga are discussed. SART plant operating costs and net revenue analysis are included and illustrate the compelling economics of installing a SART process plant. This report describes a U.S. Bureau of Mines investigation into the removal of gate road chain pillars in conjunction with longwall retreat mining. The research objective was to determine, through evaluations of the loads imposed on the gate road pillars and supplemental support elements in the entries, how the pillars, supplemental support, and entries were affected by the longwall abutment pressure. To achieve this goal, vibrating wire stressmeters and hydraulic flat jack pressure cells were installed in the support elements to monitor stress change caused by abutment pressure as a function of longwall face advance. The findings documented in this report are the result of information collected from instrumentation and observation at the mine. Pillar and support loading measurements and stability observations revealed that the roof and the support elements remained stable during panel retreat, while the face progressed at a normal rate of advance. The ability to safely and efficiently mine chain pillars during panel retreat increases resource recovery and can provide several other benefits described in this report.

Previous research on particle damage during high pressure grinding roll (HPGR) crushing was limited by the resolution of point-projection micro CT systems and the extent of damage was described by the percent of particles cracked for different crushing methods as determined at a voxel resolution of 40 microns. With recent advances in X-ray optics, the resolution afforded with point-projection micro CT systems has been improved by at least an order of magnitude using a lens-based X-ray micro CT system. With the use of X-ray lens imaging the resolution is determined by the lens rather than by the spot size of the micro-focus X-ray source. The high resolution X-ray micro CT (HRXMT) system made by Xradia with a voxel resolution of less than 1 micron is now being used for the characterization of particle damage during HPGR crushing. In this way, the direct 3-D determination of the internal damage of crushed ore particles which vary from 40 mm down to 100 microns in size is being studied at a voxel resolution of a few microns. The number, size, and shape of cracks can now be measured at this improved resolution and for the first time the specific crack surface area distributions of the crushed product can be calculated from HRXMT images using specially designed software tools for 3D analysis. Results from selected crushing operations are presented. Copper ore particles from HPGR crushing at high pressure (6 N/mm2) are severely damaged having crack specific surface areas as great as 10 mm2/mm3. PRESIDENT LITTLEJOHN: I have every reason to know Mr. Pryde was carrying out some experiment a while ago in some of his mines. He and I had a little correspondence on the question, and I think he may have a word or two to say about it. He has not been on his feet today at all. I will ask Mr. Pryde to tell us what he has to say. MR. PRYDE: I have not very much to say about shooting coal with permissible powder as far as slack is concerned because we are not in the commercial business. All of our coal goes to the railroad and a very large part of it is crushed for use in the stokers of the locomotives. We are on a 100 per cent permissible powder basis and as far as I am able to see, I do not believe that the percentage of slack is increasing with its use. We find it hard to convince our commercial neighbors of this fact because they are naturally very much against increasing their percentage of slack on ac- count of the low price received for this grade of coal. I, personally, believe that where a change is made from black powder to permissible powder the percentage of slack will be increased for a time because the miners have been accustomed to using black powder and they are rather suspicious about going to the permissible powder and I do not believe that we can blame them very much. So the tendency with them is to use too much powder. We have gradually overcome this, although, as I said before, we have not kept close track of the production of slack. However, we try to get as large an amount of lump coal as possible. Broadly speaking, I can say from observation that in my opinion there is very little difference in the percentage of slack with the use of the permissible powder that we have today than there was with the use of black powder. I also get this information from our mine superintendents. Mr. Peterson and the other explosive men have been very helpful to us in the use of permissible powder and I confess I have to take everything back that I said several years ago. At that time I was against permissible powder, particularly on account of the cost, but, with the newer permissible powder, we have gotten the cost down very well. I know today that the cost of permissible powder in the coal mines of the Union Pacific Coal Company is less than when we were using black powder. I know this because of the fact that we kept a record of the number of tons we got with black powder, and the number of tons we get with permissible powder compares very favorably in cost. I know this, too, because of the fact that our employes, except in the first few weeks of using permissible powder, have made no demand upon us for any in- crease ill pay to offset any added cost that might accrue in the use of permissible powder and the fact that they have asked for no increase is very conclusive proof to me that it is not

Ever increasing depth of mineral extraction presents a challenging environment for hard rock underground mines. High in-situ stresses and associated seismicity with potential rockburst hazards are the major decisive factors contributing to the choice of a ground support regime. Conventional ground support systems, designed primarily for static loads, are not always capable of providing safe working conditions for underground personnel in seismically active mines. Systems specifically developed to resist dynamic loading and allowing for larger deformations are therefore preferred alternatives. High-tensile chain-link mesh has a proven record of successful use in open cut operations in various rockfall barrier installations due to its high energy absorption capacity. It has also been used in underground operations in various parts of the world. This paper describes a method of mechanized installation of a chain-link mesh evaluated at the Kiruna mine in Sweden and South Deep Mine in South Africa. A purpose-built mechanized roll mesh handler was used in this evaluation. The handler is compatible with all standard multi-boom underground drill rigs and is operated utilizing the hydraulic circuit normally used for the feed arrangement. A number of key performance indicators have been identified as success criteria: ??A 30-50% faster installation compared to the conventional methodology ??The mesh should sustain any blast damage when applied to the blasting face ??No unraveling of the mesh when cut ??No failure of mesh under normal conditions Although the energy-absorbing mesh combined with yielding rock bolts is a ground support system of choice for rockburst prone conditions, the operational upsides recognized during the evaluation imply that this product can also be competitively used in less demanding ground conditions where customarily weld mesh or shotcrete are used as a primary surface support. The main conclusion: a fast, safe and fully mechanized installation.

The Bureau of Mines conducted laboratory batch and small-scale continuous flotation tests of weathered mica pegmatite ores from Alabama and North Carolina to determine the technical feasibility of recovering commercial-grade mica concentrates. A new anionic-catonic method was developed for recovering mica in the presence of clay slimes. In continuous tests, concentrates containing 98.1 percent mica were obtained from the Alabama pegmatite ore; the North Carolina pegmatite ore concentrates contained 97.2 percent mica. The recoveries were 83.8 and 81.6 percent, respectively.

THE sampling and estimating of, the orebodies in the mines of the Anaconda Copper Mining Co., at Butte, have been made a part of the work of the geological department. The wisdom of this assignment is apparent, considering the organization of that department, the nature of, its records, and the scope of its regular work. In the first place, the district is divided into units of two or three mines each and a geologist is assigned to each group. His trips to all the working places are frequent and he follows the mining operations closely. His notes are graphic and detailed. In the office, he posts his notes on the standard maps and sections and on special maps for correlation purposes. With the approval of the chief or assistant chief geologist, he recommends development work underground and watches its progress. This gives the geological department a precise knowledge of the character of each orebody. Sampling is done by one or two samplers at each mine working under a chief sampler stationed in the geological office. The chief sampler has access to all the office maps and is in frequent consultation with the geologists; his instructions to the samplers are issued with the approval of the chief or assistant chief geologist. Not only is it important that the geologic information be used to direct the sampling but the reports of the samplers and the records kept by their chief are useful to the geologist, who needs them in his work of I estimating ore reserves and deciding on recommendations for development work. PRESIDENT PRYDE: I am sure we have all listened with interest to the presentation of this subject. Anything that promises economy in coal mining today is welcomed by all of us. We will now have a discussion on this paper. If any of you gentlemen want to ask any questions, you may do so. I think we will develop something of interest and along the lines of economy. That is the first consideration of a coal mining man. MR. H. D. RANDALL: It is an interesting fact that in manufacturing we find the greatest economy results from giving a man the simplest possible act to perform, while there is nothing too complicated for a machine. If we want to put up a set screw we find it cheaper to let one man set it up and the other screw it in. The maximum economy is what we are after. Similarly, one of the points of greatest interest which Mr. Ickis has emphasized, is that this automatic equipment not merely dispenses with a manual operator, but also performs certain functions which the operator cannot do. It provides an inherent protection to the apparatus and service not possible under manual operation. We very rarely have cases of failure with these automatic equipments, .and consequently have the advantage not only of having eliminated the operator's salary, but also his mistakes. We have had a large number of these equipments in use for several years, so that their practicality is now thoroughly proven, and the trend of practice now indicates that the automatic idea will be further extended and will become universal for such classes of service. MR. D. C. McKEEHAN (Union Pacific Coal Company) : My notion of an automatic sub-station is one that does not necessarily require new equipment beyond the control equipment; so that any of you that are interested in it can take up with the manufacturers and find out how much it would cost to change any equipment. The greatest point I think is the fact it eliminates the several nationalities from operating the set, either on day shift or night shift. They can so lock the control as to make it impossible for anyone to start or stop it, except the one who has the authority. Another point I do not believe was brought out very clearly: It would be particularly advantageous to people who buy power, and if you could have several sets in parallel, it would allow you to start the shift with one set and cut in the additional sets as the shift progresses. There are various operations that stop at the end of each shift, and-one or two or three sets can be cut out, leaving the load on one set, providing the size of the copper is sufficient to supply all the points of the mine. Another point I want to bring out: In case you have quite a number of sets distributed along transmission line, the switch trips, the operation restores the service, and you may have several hundred-or in case with us, we would have several thousand-K. V. A. of Motor Generator Sets and Rotaries, that would be starting at once, and the switch would automatically trip out again. MR. RANDALL: Another form of control was described as the so-called supervisory control. This control could be started up so the starting would not be synchronous, but could be spread out over a sequence. MR. McKEEHAN: I think that is rather a theoretical consideration for coal miners. They are standing at the controller ready to shut it off unless there is some selective method of starting various sets- MR. RANDALL: I had in mind this supervisory control, one man, a central operator who would determine which station should start and he would take time enough to have his load come on gradually. He would not permit all the installations to come on simultaneously, but come on in succession: MR. McKEEHAN: You misunderstand me. THE emphasis in some political quarters on hemispheric unity and defense indicates Latin American mineral resources should be more extensively developed. However, United States mining companies have, in many instances, been discouraged by the laws of southern neighbors. At the same time, some of the countries have liberalized their mining laws in an effort to attract investments from the United States. The resultant confusion has been detrimental to all concerned. Ownership of Mineral Deposits Examination of the mining codes of Latin American countries shows that, without exception, governments reserve the right of direct ownership of all mineral resources. Ownership can be divided between the Feredal Government and the states or among the Federal Government, the states, and private individuals. However, in the majority of the nations constitutional authority vests all mineral rights solely in the Federal Government. Mexico is the only country that has expressed Federal ownership as imprescriptible; the other republics have not defined the exact significance of government ownership. The implication derived from the general economic and political climate is that all mineral resources are ultimately to be regarded as a national heritage. Whether a concession granted to an individual or corporation carries any right of private property is shaded with a variety of meanings. The exceptions at one extreme are Argentina and Bolivia, whose laws state explicitly that a concession granted to a juridical person is an act of the state, and the land becomes the private property of the individual, and the concessions constitute real property. However, in Mexico mining concessions or grants do not create rights of fee-simple ownership. The concession only conveys the exclusive right to explore, develop, and work the deposits. The mining property remains the property of the state. In some instances exploitation concessions represent a compromise between private and government ownership. In Honduras the period granted to a mining enterprise is fixed at 90 years. At the end of that time, the enterprise and all installations revert to the state without compensation.
