"2.1. INTRODUCTIONNo agreement can be perfect in the sense that it contemplates and provides for all eventualities. Mineral acquisition agreements are usually negotiated and drafted at a time when an orebody is no more than a gleam in a geologist’s eye, so it is hardly possible to provide for development and operation in other than the most general terms. However, an agreement that stops short of contemplating the possibility of an orebody and production is ill-advised. Accordingly, it is important to provide procedures to make decisions that will let the project proceed, even in the face of a fallingout between parties. Whether the parties are shareholders in a corporation or venturers in a contractual common undertaking like a joint venture, differences of opinion and disputes will occur. Unfortunately, more and more are ending up before the courts. Besides greed and the growing tendency in society to fight rather than talk, there are other factors that contribute to the increase of litigation. In some jurisdictions, agreements have tended to become complicated, often defying interpretation, even by a lawyer, and explorationists want their budgets to go into the ground as constructive work rather than into a lawyer’s pocket. All this has led to a growing tendency for corporations to take the attitude that the chances of finding a mine are, at best, marginal and there are lots of earlier agreements in the files to draw from, so why not prepare their own agreements? As discussed in the preceding chapter, this can be folly. All these factors can quickly have parties facing each other in court while a project sits idle. Added to this is the problem that, in some jurisdictions, lawyers may take cases on a contingency-fee basis, sometimes promoting the pursuit of a nebulous claim.When an orebody is discovered, someone will always want some, or more, for himself. There is a breed of “prospectors” who prospect for legal actions, on the somewhat sound grounds that a major corporation will buy off nuisance litigation, rather than incurring the cost and effort of attacking even a poorly founded claim in the courts. They may even find a winner. Besides, it is far more comfortable and relaxing to prospect for problems and legal niceties than to prospect for an orebody.1 In short, it is appropriate to consider briefly some of the factors relating to lawsuits and judgments. Although many of the comments are made in the context of the common law and the Canadian legal system, most of the concepts and suggestions are applicable to any legal system."

The objective of this study was to determine if significant relationships exist between coal mine roof stability and the time roof is left unsupported. Additional factors such as geology, opening geometry, and mining methods were also studied: to determine their relative influence on mine roof stability. The results of the study indicate that geologic factors such as shear zones (either joints or faults) and changes in roof rock lithology were the principal factors governing mine roof stability. The time lapse factor appeared to be of critical importance when poor mine roof conditions are encountered. The study pointed up the need for improved and permissible rock mechanics instrumentation for use in coal mine investigations.

"This contribution describes linkage of stress concentration at the face of tabular excavations, for example, longwall coal mine panels, at a meter scale to surface subsidence at a kilometer scale. Joints are considered according to orientation and spacing at an intermediate scale. A new dual-node, dual-mesh technique based on first principles uses a multi-scale technique that allows for computing whole mine surface subsidence while also allowing for computational details of stress, strain and displacement about main entries and pillars, panel entries, and bleeder entries. The technique is implemented in a conventional continuous Galerkin finite element program that has been in use for many years.The advantage of the dual-node, dual-mesh technique is the capability to do a whole mine analysis that takes into account interaction between all sections of a mine where stress transfer over long distances is often the rule rather than the exception while at the same time allowing for details of stress concentration at working faces where caving is initiated and subsidence begins. The technique, outlined recently during ARMA 2014 (Pariseau, 2014), is applied to an underground coal mine in central Utah where mines are developed from outcrops in steep canyon walls. Meshes contain over 10 million, three-dimensional nodes; runtimes are typically overnight, as a practical matter. Results compare favorably with mine subsidence measurements made over a period of several years and show the capability of this new technique to provide useful design guidance for tabular deposits such as underground coal mines. The role of variability or uncertainty in strata properties is illustrated in element safety factor distributions about development, bleeder and main entries and pillars. Such details are new in this contribution. Energy tracking for mine-induced seismicity is also new. Results show a high correlation between number of events and failed elements and suggest a simple index to mine induced seismicity."

It is, therefore, apparent. that all these streams have an average fall of 3,000 ft. within the confines of the. State, and many opportunities are presented on all streams. for the development of power, by taking advantage of the natural fall. It is probable that 1,000,000 h. p. can :be developed in the State of Montana. I. NATURAL FEATURES OF STATE AFFECTING POWER DEVELOPMENT. The main. range of the Rocky mountains, forming the Continental Divide, cuts the State of Montana into two parts. The eastern part is drained by the Missouri river and its tributaries, the Madison; Jefferson, Gallatin and Yellowstone, rivers. The western part is drained by tributaries to the Columbia river, the Clarks fork and the Kootenai river. The Clarks fork in turn is formed by the junction of Missoula and Flathead rivers, the latter, draining Flathead lake. The western part of the State. is mountainous and the eastern part is comparatively level. As a natural result the rivers in the western part are capable of generating large amounts of power, while in the eastern part of the State natural power sites are much fewer and farther apart. It also follows that in the mountainous districts large amounts of power are required for the mining industry, while in the eastern part of the State, which is principally devoted to agriculture, power is required in smaller quantities. ?

At the request of several Federal agencies, tests were conducted on a relatively recent type of anthracite -burning equipment named the Anthratube. This device, rated at 130,000 B.t .u. per hour, was designed to burn Pea-size anthracite automatically for steam or hot-water house heating and for domes-tic hot -water supply. The global mining industry will always face significant challenges. Some, though, are bigger than others. What do you consider the major challenges facing the mining industry as a whole and SME in particular? Without a doubt, the major issue in both coal and metal/nonmetal mining industries is the ?graying? of the workforce in all aspects of mining. As the baby boomers continue to age, valuable experience is being lost by industry, government and academia. And there is the potential for SME to lose some of its membership. Now with that said, I should note that, despite the aging of the workforce, SME membership continued to grow by 7.1 percent during 2011.

IN THE DEVELOPMENT of procedures for the separation of minerals, the choice of reagents for flotation is frequently determined by the extent to which a given mineral is wettable by water. Measurements of the contact angle of an air bubble on wet mineral surfaces are often used in the laboratory to estimate the wettability of the surface. For the results of these measurements to be reproducible, the surface of the mineral must be polished to a mirror-like smoothness and must be free from oily contamination. Elaborate procedures for preparing mineral surfaces have been developed by Wark ( 1) and Taggart (2), and these procedures have been generally accepted as adequate for their purpose. The polishing techniques, how-ever, have certain inherent disadvantages which make it impossible to assess the effects of polishing, entrained abrasive, and adsorbed gases on the wettability of the mineral surface.

Permanent support of the back is an important economic factor in maintaining a tunnel or other underground opening in condition to render the service for which it was driven. Timber has been most commonly used for support in tunneling and drifting because of its strength and ease of installation. Even when treated for decay, however, timber is subject to deterioration and, over a long period of time, should not be considered a permanent support. Concrete support or lining is permanent and has been used in tunnels of every size for many years but has been almost exclusively cast in place, a difficult, costly process. This report deals with the design and installation of precast concrete supports to combine the best features of both methods.

In todayÆs evolving and globalised world, mining companies are being pressured to move beyond compliance towards long-term sustainability and sustainable development. Companies are expected to æengageÆ communities and measure the success of these engagements without a clear understanding of æhowÆ to do this. This move, away from compliance, develops more of a focus on sustainability and æcommunityÆ social responsibility rather than corporate social responsibility. This shift leads to the development of world-class projects that provide sustainable development for people, reduce the incidence of costly delays, and promote good global citizenship for companies. The process of æengagingÆ communities in mining project design and development leads to sustainable development, a stronger license to operate, and a reduction in social and political risk. To create this mutually beneficial relationship between communities and companies, communities must be æengagedÆ in the project development and risk assessment processes as early as possible, preferably during the exploration or the concept phases. How to create this æengagementÆ and manage this risk will be discussed.

Best practice for the submission of samples to an internal or commercial laboratory requires quality control materials to be included for the purpose of independently and comprehensively assessing laboratory performance. These quality controls include the use of certified reference materials (CRMs) and may be blind to the laboratory. Iron ore companies purchase these materials from reputable manufacturers from stock of run-of-mine materials at the appropriate grades. The international standard, ISO 17034 (ISO, 2016), specifies the competency requirements for organisations manufacturing reference materials, and includes rigorous requirements for the assessment of homogeneity, stability and establishment of property values and their uncertainties. Homogeneity is one of the most important measures of suitability for all certified reference materials and refers to the degree to which the composition and properties of a sample are uniform throughout the batch, relative to the analytical precision of the method. More specifically, homogeneity studies of candidate reference materials should be assessed for both within sample variance and between sample variance with appropriate statistical controls. The design and application of homogeneity studies are discussed as they apply to both crushed and pulverised reference materials. Crushed certified reference materials have been utilised by the iron ore industry for a number of years and provide the user with a critical assessment of variances in sample preparation in addition to analysis. Crushed reference materials are similar in presentation to an RC sample and are generally used as discrete parcels of material submitted to the laboratory from the field. Pulverise certified reference materials miss the sample preparation step and are subsampled from th delivered sachet at the point of analysis. This paper compares the relative homogeneity performance of crushed and pulverised certified reference materials by grade across key iron ore chemical constituents. Outcomes are benchmarked to the international standard ISO 9516 (ISO, 2003) for the determination of various elements in iron ores by lithium borate fusion and X-ray fluorescence. Practical implications are discussed with reference to a case study from an iron ore laboratory in the Pilbara.

Heats of solution of samarium (III) oxide and chloride in hydrochloric acid and of samarium (III) oxide, sulfate, and hydrated sulfate in sulfuric acid were measured. The heats of solution of this hygroscopic oxide are larger than those from the literature, probably because of more complete removal of water in the present study. From the literature value for the heat of combustion of samarium, the heats of formation of samarium (III) chloride and sulfate are -244.18 ± 0.41 and -928.5 ± 1.6 kcal./mole, respectively. The heat of hydration of the sulfate is -34.7 ± 1.0 kcal./mole. The heats of formation of other samarium com-pounds have been recalculated, using the new data.

A progress report is presented on a research program in which an attempt was made to develop a practical sulfide-volatilization process for recovering tin from low-grade Bolivian ores. Shaft-furnace designs and operating techniques were studied in a series of experiments in which the objective was to sulfidize cassiterite to stannous sulfide, remove the stannous sulfide by volatilization, reconvert the stannous sulfide to stannous oxide, and collect the resulting fume. A shaft furnace was developed and operated in a final test in which many of the previous difficulties were surmounted. Since the supporting funds were exhausted at this point, the project was discontinued; recommendations for further improvements in furnace design and operation were made on the basis of interpretation of experimental results obtained in shaft-furnace experiments and other related studies.

I HAVE considerable hesitation in preparing and presenting this paper. These machines have been such an intimate part of my own experiences and predilections for such a long time that J would find it difficult to tell the story in an impersonal way. They have had several attractions for me. They were needed for the study of the fundamental features of modern milling, size analysis and accurate batch concentration of the very fine particles. I had been a millman once, a real operating millman, and, when I became academic". I always had the craving to link the academic laboratory with the field, as Rittinger and Richards had done. My first milling experience was with a small concentrator at a tin mine in Bohemia, forty-seven years ago. There was no assay office and the testing of our tailings was by means of a "Vanning Shovel", introduced from Cornwall by Captain Josiah Thomas, the great Josiah of Dolcoath, some fifteen years previously. This was a most effective instrument and it has always been a puzzle to me that it has not been more universally used by millmen. Later, at Freiberg, on the other side of the Erz Gebirge from the tin mine, I was introduced to the "Sichertrog", made out of wood shaped something like a very shallow boat or an elongated saucer, a most effective piece of apparatus when. the difficult technique of handling it was once achieved. Later, in the Slocan in British Columbia, my partner, the late Maurice Bucke, used a short length of flat trough or launder suspended by four wires, with which he got very satisfactory results as a small batch concentrator. In the University laboratory we had frequent need for something of this kind, and many efforts were made to solve the problem. With W. E. Johnston, we were working on the problem of gold-bearing telluride ores, which called insistently for a separation of the very fine telluride particles which existed only in minute quantities in the Kirkland Lake ores. Under this spur there finally developed the Superpanner, which is a mechanized combination of the Vanning Shovel, the Sichertrog, and the Maurice Bucke suspended launder.

The residues resulting from the retort distillation of zinc ores have from 40 to 75 per cent of the weight of the original ore and contain from 5 to 15 per cent zinc . A rough estimate indicates that approximately 450,000 tons of residues are produced annually in the United States , containing about 36,000 tons of zinc . Besides the current production of residues there are at many smelter sites large accumulations from past operations which are available for treatment if this can be done profitably . In addition to their zinc content the residues contain much unconsumed coal , which has been carbonized during the distillation process , and those from most western ores also contain lead and silver . In this paper is summarized the information obtained in a survey , recently made by the Bureau of Mines , in cooperation with the Missouri School of Mines and Metallurgy , of processes which are in use or which have been suggested for the treatment of retort residues . The complete report of the survey is to be published as a Technical Paper of the Bureau of Mines .

This report describes fluidized bed techniques employed by the Bureau of Mines at Minneapolis to differentially sulfatize the manganese in two samples of low-grade manganiferous ferruginous carbonate slates from the Cuyuna Range district, Minn. Suitable mechanics of operation were established. A space rate of 1.25 to 1.5 fps, a retention time of 3 to 3.5 hours, a temperature of 700° C, and a 10 percent sulfur dioxide gas in air were adequate for sulfatizing the slates by fluidization. Under these conditions the overflow product removal rate from the 4-inch-diameter reactor was 4 to 5 pounds per hour. The sulfur dioxide was used more efficiently in the two-stage treatment than in the single-stage treatment. However, approximately 80 percent of the manganese was converted to sulfate by either treatment.

The Bureau of Mines is investigating the fundamental behavior of electric arcs in electric furnace operations. The electric arc is a poorly understood phenomenon. If the arc in a steelmaking furnace can be more carefully controlled, it should be possible to increase heat transfer to the melt, reducing both electrical and acoustical noise. As a first step toward a better understanding of the are, voltage and current signals from operating furnaces were analyzed. The results of the initial analysis show that instrumentation used in monitoring and controlling furnaces, such as meters and strip-chart recorders, gives incomplete or erroneous information to the operator and therefore leads to less than optimal control. Advanced instrumentation and analysis techniques, such as the waveform analysis used in these investigations, can improve the understanding of operation and the control of electric furnaces. This report describes the instrumentation and the numerical analysis methods used and compares these methods with standard metering and recording techniques.

(communication to the Secretary*):—In operatioils requiring the expenditure of fuel, it is solely a question of supplying a certain number of heat-units at certain temperature-conditions. The difficulty of controlling these temperature-conditions is mainly responsible for low efficiency, unless utilizable waste heat is carefully applied either for the pre-heating of the air necessary for combustion, or for the heating of the raw materials, or in other departments of the works to generate steam, etc. A high theoretical or thermal efficiency very often does not establish a high " commercial" efficieiicy, and this fact is responsible for apparent crude practice in many arts. Coal is still very cheap in the East, and oil sells in the West for less than anywhere else in the world. Despite these favorable conditions, I believe that the list of references given in E. C. Eckel's book,' and also the contributions of C. Naske,2 will show that Mr. Eldred's statement, that a the study of the phenomena of applied combustion has been neglected," is not justified as far as the burning of cement is concerned. As the turn of the century approaches, traditional open pit mining methodologies and processes are being modified through the introduction and use of new technologies. As in other industries, the personal computer is dramatically changing the traditionally conservative mining industry by allowing mines of varying size and capacity to increase their productivity and efficiency through the use of easy to use, office software. Computer-based monitoring and control systems are also being used more frequently to measure and optimize, in real-time, the performances of operating equipment. When communicated to an end-user, this information can provide accurate and timely answers to questions of how much, where, when, and by whom. This capability forms the foundation of a more comprehensive, proactive management and planning facility where, ultimately, information acquired from the producing equipment will be used to optimize and control machine and human activities. As these technologies mature and become essential tools in a mine, they will eventually serve as the basis for more robotic and autonomous mining operations.

A knowledge of airway friction factor (K-factor) is necessary to designing mine ventilation systems for least cost and optimum effectiveness. The friction factor used must be accurate and reliable to estimate correctly roadway resistances and pressure sources for required flows. Though the resistance to flow offered by mine airways has been an object of study over the last half century, no accurate relation has yet been established from which the prediction of the resistance of a projected airway can be made. In Kentucky, only limited and incomplete data on local K-factors are available. Therefore, there is a need for field investigations to determine these values in-situ for existing mining conditions. The author describes a study concerning K-factor that was carried out in ten coal mines, located in eastern and western Kentucky. The results of these investigations are presented in both tabular and graphical form.
