Spent Pot Lining (SPL) is an unavoidable waste product of the electrolytic process in the smelting of aluminium. SPL is considered to be a hazardous waste in various countries because it contains significant quantities of absorbed fluorides along with traces of cyanide. In 1995, Portland Aluminium undertook the investment of AUD$26,400,000 to construct a Research and Development processing facility at Portland, Victoria, Australia, to treat SPL. Extensive research, development and design were carried out over 5 years prior to the investment decision. This study led Portland Aluminium to install an Ausmelt pyrometallurgical furnace to combust and melt the SPL producing a hydrogen fluoride (HF) laden gas, which was cooled and then converted to aluminium fluoride (AlF3). Both the cooling and AIF3 manufacture were processes developed by Portland Aluminium. Many commissioning, equipment reliability and process problems have been encountered that had not been experienced in the trials at Ausmelt or in the developmental process for the treatment of the furnace offgases to form AlF3. Designs based on anticipated process expectations have had to be re-engineered by the SPL team to ensure plant and operational success. In June 2001, the installation of the final major component - a slag granulation process - was completed. This has produced a vitrified (glassy) slag that is expected to have leachability qualities acceptable to the Victorian Environment Protection Authority (EPA) to allow commercial end uses of the slag material to be developed. Today (September 2001), the smelter has successfully used the fluoride product, namely 65- 70% AIF3, in aluminium production and the SPL plant has significantly increased throughput with expectations to be at annual design rates of 12,000 tonne of SPL in early 2002. "The Alcoa Portland SPL Process" has been technically developed and is a proven process for the treatment and recovery of valuable components from SPL materials.

This report presents the results of a study of mill tailings disposal practices and potential tailings dam stability problems. Recognizing the long period of time that would be required to develop the technology and practices necessary to significantly improve refuse disposal safety, the Bureau initiated this research effort as a first step in that development. Volume 1 includes a summary of conclusions and recommendations resulting from the overall research effort; discussions of disposal systems and methods, geology, seismicity, hydrology, and materials characteristics; evaluations of investigational techniques; discussions of usable interim generalized investigational, analytical and inspection procedures; discussion of general principles and presentation of a tailings technology manual outline; and discussion of needed future research am recommended programs.

The four elements fluorine (F), chlorine (C1), bromine (Br), and iodine (I) form the most intimate family in the entire system of elements and are grouped under the name "halogens" or salt formers (by derivation from the Greek). The first member of this family, fluorine, is the most chemically active element known; and fluorspar, and to a less extent cryolite, the chief sources of fluorine, are important commercial minerals. Fluorine occurs in nature chiefly in combination with sodium as common salt, but it also appears in other natural compounds in sea water, salt-well brines, and bedded deposits. In addition to common salt, various compounds containing chlorine (chlorides) have long been consumed by industry on a large scale, and within the last two decades that element itself has come rapidly into prominence as one of the leading industrial chemicals. Bromine and iodine, the two retaining members of the family, are less abundant in nature and less readily isolated and in consequence of their relatively high price have found few industrial uses, being consumed chiefly in medicine and in photography. Bromine, however, is now entering the industrial field to a considerable extent, due to the rapidly growing use of ethylene dibromide in anti-knock compounds for gasoline. The present paper is devoted to bromine and iodine, but in order to compre- hend the physical and chemical characteristics of these two elements (and hence their potential economic significance) it is convenient to consider them as members of the family series to which they belong. The family relationship of the halogens is illustrated by the following:4 (1) The similarity in the chemical and physical properties of the elements and their corresponding compounds is such that the prop- erties of any one member of the family can be said to summarize or rather to typify the properties of all the other members, although fluorine diverges a little in some of its properties. (2) The gradual transition of chemical and physical properties is such that if the elementa are arranged in order F, Cl, Br, I the variation in any particular property in passing from fluorine to iodine nearly always proceeds in the same order, and that is the order of their atomic weight. Taxing almost any property and comparing its magnitude in passing from the element fluorine to iodine, or from the fluorides to the iodides, a similar graiation will be observed. Thus, take the melting point of the cadmium, calcium, barium, sodium, or potassium salts, in degrees.

Sponsored by the National Coal Association, Edison electric Institute, American Public Power Association, National Ash Association, and the Bureau of Mines, the symposium featured 23 formal presentations by leading experts from Europe and the United States on all major phases of ash production, utilization, and research. Abstracts of all the papers are grouped right after this introduction, and the full symposium proceedings follow. Biographical sketches of the representatives are given in an appendix. The monocarbide region of the ternary system U-C-O has been investigated at 1,700° C as the first phase of a more extensive study of a portion of the four-component system U-C-O-N. An area bounded by the following compositional limits in atomic percent was studied: U, 44 to 55; C, 30 to 60; 0, 0.2 to 20. Compacts composed of mixtures of uranium, graphite, and uranium dioxide powders were sintered at 1,700° C under an equilibrium pressure of carbon monoxide to produce uranium oxycarbide specimens having a variety of compositions. Sintered specimens were evaluated by X-ray, chemical analysis, and ceramographic techniques. Solid-solution boundaries and phase relations have been established, and the effects of composition on the lattice parameter as well as the decomposition pressure have been investigated. Oxygen can be substituted for carbon in stoichiometric uranium monocarbide to the extent of about 17 atomic percent at 1,700° C. The composition range of the oxycarbide solid solution extends from about 48 to 51 atomic percent uranium in the low oxygen region. Above 10 atomic percent oxygen the composition range narrows to less than 1 atomic percent uranium. Carbon monoxide exists as a gaseous phase in equilibrium with all compositions which contain oxygen. Five separate phase fields were found bounding the solid-solution area. Other phases within this portion of the system include uranium, uranium dioxide, uranium dicarbide, and uranium sesquicarbide. Decomposition pressures of oxycarbide compositions at 1,700° C have been found to vary from a few microns for stoichiometric and uranium-rich compositions to 35 torr for carbon-oxygen-rich specimens. Lattice parameters were found to depend upon the U to C + 0 ratio as well upon the extent of substitution of oxygen into the stoichiometric monocarbide lattice.

The fossil resins of certain western coals are of significance and of sufficient value as a chemical commodity to justify a fossil resin industry. At the present time these valuable fossil resin resources, worth more than $0.50/lb as a chemical commodity, are being burned as fuel for electric power generation. This waste of our fossil resin resources corresponds to a loss in revenue of $200 million per year -equivalent to the value of the coal itself! Improved process technology for the recovery of fossil resin is under development and includes selective flotation of fossil resin from fine coal streams and solvent refining of the fossil resin flotation concentrate to produce a premium resin product. The most recent developments in process technologies are discussed with respect to separation efficiency and product quality. It is clear that the development of a fossil resin industry should not be limited by process technology.

Brazilian sulphide ores can contain a significant content of chloride and fluoride, which are harmful to bacteria and thus bioleaching. This work summarizes a four-year research investigation on the effect of fluoride on both bacterial growth and sulphide bioleaching, supported by studies carried out with secondary copper ores. Firstly, the influence of fluoride on the kinetics of ferrous iron bio-oxidation with Sulfobacillus thermosulfidooxidans was addressed. Values as low as 10.0 mg/L F- fully inhibited bacterial growth, although fluoride toxicity could be overcome by the presence of aluminium, which reduced the concentration of hydrofluoric acid through the formation of aluminium-fluoride complexes. This required at least a 2:1 aluminium/fluoride molar ratio, which ensured bacterial growth rate values similar to that observed in the absence of fluoride ions. Subsequently, both batch and column bioleaching with mesofiles (30 ºC), moderate thermofile (50 ºC) or hyperthermophiles (67.5 ºC) of two secondary copper ore samples were analyzed with focus on the relevant effects of fluoride-containing minerals on the bioleaching of such sulphide ores.

The past full year of war has increased greatly the demand for virtually all kinds of fuel, and the Bureau of Mines research and service facilities have been extended to meet these unprecedented requirements. Liquid fuels, such as aviation and motor gasolines, are fundamental to modern warfare. Bituminous coal and anthracite are needed, not only to servo the expanded industrial program for which coal normally is used but also to replace natural gas, wherever possible, and fuel oil in the Eastern States, New England, and the Pacific Northwest. Railroad transportation with energy derived from coal is replacing much of the motor-vehicle transportation that has been stopped or curtailed to conserve rubber. Pulverized coal hoe been sound to be a satisfactory and cheaper substitute for fuel oil in metallurgical heating furnaces. Celloidal fuel - a mixture of coal dust and oil - may offer a partial substitution for curtain coal-burning equipment. Several industrial experiments have been made with this type of fuel. The expansion of the steel industry in connection with the war program has required a corresponding increase in the production of metallurgical coke and its associated byproducts - light oil, tar, ammonium sulfate, and surplus gas. If the war is of long duration and new reserves of petroleum are not discovered, wartime trends from fuel oil to coal probably will not be reversed.

STRIKING new developments in the field of industrial minerals include the employment of lime, salt, coal, and air for the manufacture of stockings, and the substitution of paper for granite and marble in making tombstones. Certain minerals that have heretofore been regarded as valueless except as museum or laboratory specimens, are now being applied commercially. Serpentine, in forms neither fibrous nor ornamental, massive topaz, pinite, and zoisite are examples. For certain other minerals, notably pyrophyllite, bentonite, vermiculite, and sulphur, extension of established uses into new fields has occurred. Substitution takes a toll in many industries, but producers of industrial minerals as a class have gained more than they have lost in recent years. Encouraging progress has been made in developing at long last a suitable substitute for certain of the uses of mica, the only industrial mineral on the strategic list of commodities established by the War. and Navy Munitions Board. The hazards connected with work under abnormal air conditions are becoming of increasing importance from a financial as well as a physiological stand- point, due to the extension of compensation laws to include diseases caused by dusts, toxic gases, and abnormal temperatures and humidities. The United States, with the excention of California, North Dakota, Wiscon- sin, Massachusetts, and Connecticut, is the only English-speaking country to-day where silicosis is not compensated.3 Cases of permenent total disability or death due to silicosis mar aprear in common-law courts, particularly in the States that have not recognized silicosis as an occupational disease for which compensation should be provided. Such cases have recently been tried in one State, according to a magazine editorial, not providing scheduled commensation for employees affected by silicosis, with results favorable to the claimant. Clearly established cases definitely linked with occupation as the cause may be expected to be recognized as deserving by juries and courts, and awards will be made. In one Atlantic Coast State, according to this editorial, 108 claims for silicosis, including 21 deaths therefrom, are said to have been filed against two small plants engaged in finely pulverizing quartz sand.

FLUORSPAR production is the most important industry in a compact area in southern Illinois and western Kentucky bordering the Ohio River. Producers' activities do not usually figure much in the mining news of the country, so that few know that the last year or so has been an unusually active one. Mine shipments more than doubled in 1939 compared with the poor year 1938. The average price changed but little, though it is now about one-sixth higher than at the beginning of last year. The outbreak of war in Europe a year ago lent an immediate stimulus to the industry, though only about 15 per cent of the domestic consumption is normally imported, thanks to a tariff of $8.40 per ton, equivalent to about 30 per cent ad valorem. Be- cause of the increased production and many expansions and improvements in the mines and plants, the period since the beginning of 1939 has been the most important one for the industry in the last 15 years.

"New England" and "granite" if not synonymous are at least associated terms. Where there are granites that are not deeply eroded there are usually pegmatites, the most erratic of rocks, and of them New England has a full portion. Many of the New England pegmatites contain the rare alkalis - lithium, rubidium, and cesium. however, the same in homogeneity of the earth's crust that has made the New England pegmatites unusual, in that so many of them contain the rare alkalis, has likewise made the distribution of the rare-alkali minerals sporadic even in those pegmatites, and most contain only enough to furnish collectors with more or less ornamental and uncommon minerals. New England has long had numberless collectors of minerals, and the mineralogists of its various schools have published many papers on the pegmatitic minerals, including those of the rare alkalis, but none of the papers have dealt with estimates of quantities. In this paper we have tried to place the emphasis on quantity rather than on mineralogy.

The Bureau of Mines, as part of its designated duty of investigating the causes of mine accidents, is conducting at its experiment station in Pittsburgh, Pa., a study of mine gases. Some of the work already done in connection with this study is outlined below. A large number of mine-gas samples have been collected under normal conditions in returns and in splits, and at other points in the ventilating current, also at the face, in the goave or gob, in unventilated places, and wherever the air was still. Samples have also been obtained under abnormal conditions, as after explosions and while mine fires were in progress, or from sealed areas behind stoppings and darns where the air had been stagnant for some time. Chemical changes in the composition of mine atmospheres during mine fires have been studied," and conditions peculiar to certain mines have been investigated. The question of the effect of a change in atmospheric pressure on the escape of gas (methane) in coal mines has been studied. Explosives have been fired in both coal and metal mines, and samples of resulting gases have been collected to ascertain the degree to which these gases vitiate the air. A series of samples in mines where gasoline locomotives were being used have been examined in order to ascertain the degree to which the exhaust gases from such locomotives foul the mine air. Experiments have also been performed in regard to the relative effect of carbon monoxide b upon men and small animals. A preliminary report relating to the inflammable gases in mine air has been published. Full reports of the results of the investigations outlined above will be published as soon as all the necessary data have been gathered. The first part of this report deals with the methods used by the bureau in the collection and examination of the various mine gases; the latter part discusses the bureau's methods of sampling and examining natural gas.

The results of designing, constructing, and laboratory testing of a modular, distributed, microprocessor-based mine monitoring and control system are presented. A standard computer communications protocol (DDCMP) was utilized throughout the system. Tests were performed on the utilization of a high-level language for programming mine monitoring and control systems. Laboratory tests were run on a combined air velocity/methane sensor.

This paper returns to the basics of ring gear design beginning with the fundamental power formulas specified by AGMA. Specific emphasis is given to those elements in the rating equations which require closer attention as gear diameters and transmitted power increase. Strict process control in the manufacture of the gear blank is also stressed. Finally, the writer offers a guide to proper installation, lubrication and maintenance.

"INTRODUCTION There is no doubt about the time and effort companies put in establishing and maintaining their equipment. However, the question about how these companies can map the benefits comes up. Neither do they have the tools to quantify the benefit of their action, nor do they have the tools to know the actual quality of their current maintenance system. The resources used in the process seem futile to observers. It seems impossible to trace improvements and to get information about the impact of actions in retrospect. Improvements in maintenance performance cannot be recognised by management or shareholders. Thus the necessity for measuring the performance of maintenance systems is given. In this paper ConMoto is systematically showing the strengths and weaknesses of many companies' maintenance management and is providing field-tested proven design elements for measuring maintenance systems and implementing Value Oriented Maintenance. Considering only business assets in production facilities and related machinery out of all investment goods in Europe, you reach a value of around 9.7 trillion euros in 2008. In Germany alone the equipment replacement value amounted to about 1.9 trillion euros [8,10,11,13]. If you calculate a cross sector maintenance costs rate of 4.8 % (corresponding to the average value identified in this study), direct maintenance costs in European production locations add up to over 450 billion euros per year [3]. These figures speak for themselves. Yet maintenance is not only of enormous significance for European enterprises. Our experiences show that maintenance and asset management, particularly sustainability issues, are also increasingly moving to the forefront in the BRIC states, in the Middle East and in many emerging countries. First of all, in order to meet the resulting high quality and cost related requirements of maintenance systems, a comprehensive overview of the issue is needed. This overview is provided by a detailed analysis of 83 companies and production plants from various sectors – with amazing results. SIGNIFICANCE OF MAINTENANCE Current studies show the high financial significance of maintenance and asset management. According to the market study in the Asset Manager [9], in industrialised countries about 10 to 15 per cent of the labour force are employed in maintenance and facility management tasks. In Europe about 40 to50 million people are directly and indirectly involved in retaining the value of machinery, plants, buildings, transport systems and infrastructure facilities. A glance at the costs side also demonstrates the great relevance of maintenance. EU-wide annual direct maintenance costs amount to a total of more than 1,500 billion euros. In Germany alone they are about 250 billion euros. This impressive total is considerably exceeded by indirect maintenance costs caused by technical failures. Indirect costs are estimated to be five times higher (Figure 1). [7,12,14]"
