IT IS to be. read in Western newspapers that Hon. S. S. Arentz who introduced H. R. 7736, 'has repudiated it, that certain mining men in Utah and Nevada say that they will fight it "until hell freezes over." It is to be read in more temperate expressions that "the eminent engineers who drafted the bill exhibited a woeful misunderstanding of Western sentiment and opinion." Furthermore, it is averred that there is no need for revising the mining laws, that we have got along pretty well under the existing laws, etc. Such statements are so surprising in view of, the facts of record that it is hard to believe that the oppon-ents of the bill, who make them, are well informed, or that they represent general opinion. It will be useful therefore to review the record of the case. Our GOOD OLD MINING LAWS We have indeed got on well in our mining industry, but that has not been by virtue; of our good old mining laws. Rather has it been in spite of them. Ever since the Richmond-Eureka case in the '70s there has been litigation arising from them. Early in the '80s the apex law was discarded by common consent in Leadville, and it has been ignored in every district of flat-lying ore deposits ever since. The great mines of the present time are the porphyry copper deposits. At Bingham, Ely, Ray, Chino, Miami, Clifton and Ajo the apex law is simply inapplicable. A law that is inapplicable to the modern conditions of mining may be an old law, but it can not properly be characterized as a "good" law. For such reasons, and many others of weight, there has been a demand for revision of the mining laws; dat-ing ,back at least three decades. President Roosevelt appointed a commission to advise respecting the question, said commission comprising. Dr. James Douglas (chairman), John Hays Hammond, D: M. Barringer, Walter B: Devereux, and William B. Mather. This committee was unanimous on the following points:

The correct selection of equipment to use in a mine is a problem which constantly faces the mining engineer. In some cases a wide choice of equipment with different operating characteristics is available. If this equipment is to be used to assist in moving the ore it may be possible to build a computer simulation model to predict how it will perform. Typical problems that lend themselves to this type of analysis are presented. The computer models are constructed using a recent form of the GPSS computer language, namely GPSS/PC for the personal computer. This language allows the programmer to construct models in a very short time and at a low cost. Of great importance is the easy way in which it is possible to change the models to answer any of the "what if?" questions the engineer may pose.

The upswing in oil production and drilling activity in Illinois that began in 1937 gained momentum in 1938 and promises to bring a new and higher peak in the state's annual production in 1939. In 1938 the production totaled 23,929,000 bbl., as compared with 7,426,000 bbl. in 1937, more than a threefold increase. The number of producing oil wells in the new fields was 230 at the end of 1937 and it increased to 2157 at the end of 1938. Daily production for the whole state increased from approximately 35,000 bbl. at the end of 1937 to approximately 135,000 bbl. at the end of 1938, nearly a fourfold increase. Of a total of 2539 wells completed in 1938 in Illinois, 1984 produced oil, 26 produced gas and 529 were dry holes. Of the total, 377 are classified as "wildcat" wells, defined as wells drilled outside of proved territory and more than one mile from the nearest production. The remainder, 2162 wells, were drilled in or near proved fields. Of the 377 wildcat wells (Table 2) 32 were successful in discovering oil or gas in commercial quantities, either new fields or extensions of old fields. Four of these discovery wells mere gas wells, which are not yet commercially productive owing to lack of pipe-line facilities. A special effort was made to ascertain the reasons for the locations of as many as possible of the wildcat wells and the results of this investigation are set forth in the following table:

Two principal types of the hydrothermal fields in Atlantic - axial and off-axis - could be established based on their structural setting in the rift zone of the Mid-Atlantic Ridge (MAR) (Figure1). The first (axial) type is represented by five high- and three low-temperature hydrothermal sites (Table 1). All of these fields are connected with young axial effusive volcanism and related to large linear volcanic ridges or central volcanoes at the inner floor of the rift valley. The hydrothermal activity here is controlled by the intersection between longitudinal magma feeding faults and transverse weakened zones characterized by high permeability. [ ] The hydrothermal sites of the second (off-axis) type (such as Rainbow, TAG, 24°30?N, Logatchev, newly discovered 13°N (Figure 2) and possibly 16°48?N sites) are related to large tectonic dislocations forming marginal scarps of the rift valley as well as transverse discontinuities.

Large metallurgical complexes have more data than a small city and much of it is "real time," changing rapidly as internal and external conditions evolve. As corporations buy and sell assets and reengineer their staff, the structures and tools that were used to understand these data are lost. This results in significant deterioration in the ability to maintain a "smart" operation. The solution is to use the sophisticated new tools built for the Internet so as to leverage information in a familiar browser format that people can use and understand. This paper describes the use of Internet technologies with plant data. Examples are drawn from existing industrial sites. Users must project where this technology will lead - standing still is the most dangerous philosophy and the only one guaranteed to be obsolete. These examples show the way to leverage existing workers with information technology.

THE PENETRATION RATE BASELINE DILEMMA The penetration rate is the instantaneous advance rate of a TBM in a rock tunnel. Normally expressed in feet per hour. The production rate is the penetration rate multiplied by the number of hours worked and then factored by the actual utilization of the TBM. In a given rock formation, the actual production rate is a result of many factors some of which are within the control of the contractor and some of which are based on the route selected. Factors that are within the contractors control are cutter profile, frequency of cutter changes, thrust, rotation speed, cutter spacing and the efficiency of the operation. Factors that are site (route) specific are compressive strength, fracture orientation, fracture frequency, micro- fracturing, quartz content, Moh’s hardness, Cerchar Abrasivity Brazilian Tensile Strength and Youngs Modulus of the rock. In addition the following route speci?c conditions are beyond the contractors control; rockjointing, rock stress fault zones, water in?ow and rock decomposition; all of which effect production rate. Any one of the above defined rock properties, equipment specifications and actual operating usage will change the penetration rate. Furthermore, since the rock formation changes both in content and orientation as the tunnel advances, the penetration rate is constantly varying. The current industry practice in bidding tunnels is for each contractor to individually evaluate the rock hardness and other properties and from this information develop a penetration rate. All other factors being equal, the contractor using the most optimistic penetration rate will be the low bidder and be awarded the project. As this view is by definition optimistic, invariably the rock will be harder than the low bid assessment and the contractor will request additional compensation for the changed condition. The contractor will attempt to justify his optimistic assessment as reasonable by using expert supporting analysis. The above described example which is quite common at present in the industry tends to make the most optimistic contractor (at time of bidding) the contractor selected for the project whereas it is in the owners interest to contract with the most efficient contractor not the most optimistic. This situation is similar to the Geotechnical analysis that was prevalent in the industry over twenty years ago. Many projects have experienced a significant reduction of penetration rate from that which was originally estimated. In these cases the contractor often makes a claim for extra compensation based on the difference between the actual rock encountered

In the northwestern part of North Dakota is a chain of shallow lakes, which continues northward into Saskatchewan. As part of its overall program of coal carbonization, the Bureau of Mines is studying the coking properties of coals that may be used for metallurgical purposes. The objectives of this study were given in detail in a previous report.2/ The suitability of coal for metallurgical use depends primarily on (1) chemical composition, (2) preparation characteristics, and (3) carbonization behavior. The first two factors, as well as the available reserves, are considered in selecting coals for carbonization tests. DRILLING and blasting in anthracite open-pit mines is a continuous problem to contractors and explosive engineers because of the diverse conditions caused by the nature of the geological formations, the extensive mining of the portions of coal beds near the surface, and the proximity of many strip pits to populated areas. Pennsylvania anthracite occurs in four separate long and narrow fields totaling only 480 sq miles. The coal measures are rock strata and coal beds that are considerably folded and faulted. The crests of the anticlines are eroded extensively. The beds outcrop on the mountain sides and dip under the valleys. At first only the upper portions of the synclines could be stripped. Now stripping to increasingly greater depths is economically possible, as is indicated by the fact that the proportion of freshly mined anthracite produced by strip mining has increased from 3.7 pct of the total tonnage in 1930 to 29.6 pct in 1950. Much of the rock overlying the deeper beds now being stripped is so extensively broken that considerable difficulty is experienced in drilling satisfactory blast holes and in using explosives in such manner as to insure a uniformly broken material easily removed by the excavating machinery. Such breaking of rock strata has occurred because the bed now being stripped has been mined extensively in former years by underground methods, and tops of gangways and chambers have subsequently failed. Draglines are used to uncover coal where the overburden can be moved with little or no rehandling. These machines range in size from those having a 2 cu yd capacity bucket on a 60-ft boom to those handling a 25 cu yd bucket on a 200-ft boom. Draglines are also used to strip to the bottom of the coal basins if the depth and the distance between the crops are not too great. For this type of operation blast holes are drilled full depth to the bed. These holes are commonly 30 to 90 ft deep; however, in exceptional cases, holes may be as shallow as 12 ft or as deep as 130 ft. Drilling is normally done for blasts of 12,000 to 60,000 cu yd of overburden, 30,000 cu yd being considered an average blast if vibration is not the controlling factor. Where the stripping of wide basins or the exposure of a moderately pitching vein makes the use of draglines impractical, dipper front shovels equipped with 4 to 6 1/2 cu yd buckets load into trucks. Overburden is removed in benches of 25 to 30 ft with blast holes drilled 4 or 5 ft deeper than the planned floor of the bench. For shovels under 5 cu yd bucket capacity the volume blasted varies from 8000 to 12,000 cu yd, whereas a volume of 30,000 to 50,000 cu yd of overburden is frequently blasted at one time for the larger shovels where vibration is not an important factor. During the past decade the churn drill, generally the Model 42-T Bucyrus-Erie blast hole drill equipped for drilling 9-in. diam holes, has become the most common blast hole drilling machine. Electricity powers half the churn drills in use and is preferred on the large strippings where electric shovels are operated and the working area is concentrated. On these operations the cost of additional electricity for the drills is less than the cost of fuel to operate diesel units because of the existing large demand load of the excavating equipment. Moreover, electric motors start more easily in cold weather and generally are less expensive to maintain. Diesel driven units are employed where a higher degree of mobility. is required. The average drilling speed is 8 ft per hr, although in softer rocks a rate of 15 ft per hr is attained. Where rock is hard and strata is badly broken, drill speeds may ' be less than 2 ft per hr. Low drilling production results under these circumstances when loose material falling from the upper portion of the drill holes causes drill stems to be jammed. Rock formations vary so greatly in the region that a 9-in. diam churn drill bit may become dull after drilling only 2 ft or may drill satisfactorily for 56 ft; however, an average of 35 ft is usual in sandstone of medium hardness. Dull bits are hoisted to flat bed trucks by the sand line of the drill and are usually sharpened in the contractor's bit shop adjacent to the job. Care is generally taken to cover the thread end of the bit with a cap. To facilitate handling of bits around the drill, a heavy thread protector having an eye top is becoming more popular than the flat-top rubber or metal cap furnished with new bits. The 9-in. diam blast holes for a 25 to 30 ft bench are normally on 18x18 ft to 20x20 ft spacings, depending on the character of the overburden, although in broken ground 15x18 ft centers may be used to obtain better breakage and a more even bottom for the bench. This paper describes the operational principles and design features of the Lamella thickener, the testwork leading to its specification f or the Rocanville phase two expansion project and a review of the performance of the full- size unit which was ultimately installed.IntroductionThickening equipment operating in the Saskatchewan potash industry is generally situated within the main refinery building or a separate insulated an d he a ted structure due to the harsh winter climate and the need to closely control plant brine temperatures to en sure good flotation circuit performance Because these thickeners process large volumes of slurries, conventional basin-type designs tend to be large, ranging up to 46 metres in diameter or more. As part of the general effort to minimize capital costs, the potash industry has begun investigating the use of alternate high capacity, compact thickener designs. In this regard, PCS Rocanville undertook a program in 1978 to evaluate a LamellaTM thickener and one other type of ‘High Rate' thickener as alternatives to a conventional design for the phase two expansion project.This paper describes the operational principles and design features o f the Lamella thickener (manufactured by Axel Johnson lnc.), the testwork leading to the specification of a Lamella for the Rocanville expansion project and are view of the performance of the full size unit (1486 m2 of the effective settling area) which was ultimately installed and is now successfully operating in the Rocanville plant."

That the domestic consumption of gasoline displays a marked seasonal variation, with a low in the winter and a high in the summer, is well known. It is logical to expect that the nature of the variation has itself been undergoing a change as a result of improvement in roads, general employment of closed cars, and growth of mass haulage; but so far as I am aware the change in seasonal variation has never been investigated and measured. It is the purpose of this paper to present the method and results of such an investigation, undertaken as a contribution to the technique of planning operating schedules now so prominent in connection with the functioning of the industry under a Federal quota system. The energy consumption for producing metal from ore is strongly linked to the chemical stability of mineral being processed, availability and richness of the ore, and process route. Energy efficiencies are particularly linked to the process route. The energy efficiency of high temperature operations vary considerably but energy efficiencies greater than 70 per cent are achieved for large-scale metal production. Low temperature processing through grinding, leaching and subsequent electrowinning use large amounts of energy. In particular, grinding and electrowinning suffer from low overall energy efficiencies. The physical chemistry of a new proposed low temperature route, reactive ball milling, is unclear but preliminary evaluations indicate that it is likely to suffer from high energy consumption. In conclusion, low temperature processing routes for metals generally consume more energy that comparable high temperature processing routes.

This Bureau of Mines publication comprises 19 tables of data concerning domestic barite production and consumption, imports, and world production for the years 1880 to 1976. Barite is vital to the petroleum industry, with 90 percent of domestic consumption used in drilling muds. Domestic production has traditionally fallen short of consumption: in 1976, 41 percent of the 2.2 million tons consumed was imported. World production of barite increased from 269,000 tons in 1923 to 5.2 million tons in 1975 but is in danger of falling short of future demand. The compiled data provide a comprehensive base of information.

Underground construction often requires working within a very congested urban environment, including excavating shafts adjacent to highly sensitive and multistoried structures, sometimes even within such structures. Shafts adjacent to heavily loaded column footings are often required due to space constraints. Invariably, footing surcharges must be considered during the design of shaft rock reinforcement. Rockwedge stability evaluation reveals that column surcharges can greatly impact the ability to meet the desired factor of safety. Design methodologies and examples to deal with these special circumstances are presented.

Sound design of structures founded in or upon rock requires that the deformability of each rock member involved be characterized. This can be done by means of loading tests (plate bearing, flat jacks, borehole jacks, pressure chambers, etc.) or through convergence measurements (tunnel convergence, roof sag, etc.) in exploratory works. Analysis of data will be qualitative (degree of nonlinearity, creep behavior, scattering of results over a number of sites, etc.) and quantitative (modulus of elasticity or deformation). Some of these tests involve a very bulky apparatus and are expensive to perform. On the other hand, for the purpose of mapping and describing the various rock members which occur within a given site, many feet of diamond drill holes are frequently completed. Even with the optimum equipment and expert drillers, however, quantitative characterization of the rock units on the basis of tests on returned samples is apt to be misleading; the softer and weaker components of the rock tend to be lost and the fabric of the rock block- fracture system in situ is not sampled. Laboratory moduli of elasticity have proved to be consistently higher than in-situ values selected for engineering purposes. This led to the design of instruments which would operate in boreholes, combining the advantages of a reduced size and a deeper investigation, from the surface to several tens of feet. "The classical approach to control rock fall and ravel in open pit mining has been to use catch benches. The width and volume of benches is most dependent on the bench height, size of loading equipment, blast damage to the face and mining regulations. This was compatible with open pit slopes of less than approximately 45 degrees.As our understanding of rock mechanics and blasting control has improved over recent years, much steeper rock slopes can be developed at many open pit mines. However, narrower benches result in less rock fall capacity.The transportation industry has been very successful in using catch fences to protect highways throughout North America and Europe for years. The authors recommend that cable and ring net fences have a potential major application in open pit mining to allow steeper rock slopes with significant economic benefit. This paper outlines the application, design and operation of catch fences in surface mining for specific conditions. Typical case examples are presented."

INTRODUCTION Grouting is an engineering operation which has been practiced for many years and a considerable amount of experience and skill has been developed in this field. However, a review of the current literature (Houlsby, 1982) reveals that the theoretical background and experimental observations that are necessary to adequately predict or describe the performance of a particulate grout (e.g. cement based) in a jointed geologic media are somewhat inadequate. In the near future it is envisaged that the use of grout and grouting techiques will be used to tackle even more difficult problems than have been considered in the past. One problem that is currently being faced by the rock mechanics engineer is the development of geologic repositories for the disposal and containment of high level radioactive waste. In such structures there will be only one opportunity to ensure the success of the containment system. This success will depend to a large extent on the adequate and successful performance of the grout curtains to be utilized around the shafts and shaft liners. Regrouting will not be possible. There are other problems in rock mechanics in which it is frequently necessary to inject particulate media into passages of small dimensions, and where typically the size of fracture being injected is of the same order of magnitude as the particle dimension. For example, in the oil industry in hydraulic fracturing the enhancement of fracture conductivity is maintained by means of proppants introduced into the fracture.
