Fire in a coal mine can be disastrous on many levels. In most cases, when a fire is detected, mining operations cease and all personnel are evacuated. Underground coal-mine fires are difficult to extinguish, can burn for a long time, and often result in an extended period of lost production. In a worst-case scenario, the mine is permanently sealed and abandoned, resulting in lost jobs, lost natural resources, and possible devastation of the local economy. In some cases, seals placed within the mine to isolate the fire could eliminate the need for sealing the entire mine and the subsequent extended delay in returning the mine to full operation. Previous attempts to place remote seals to extinguish mine fires in active mines have been largely unsuccessful. The West Elk mine experienced an underground fire in early 2000. The fire could not be accessed and extinguished from the active mine workings. A method of constructing seals remotely by drilling boreholes into the affected area was needed to help isolate and extinguish the fire. This paper describes the process by which remote seals were constructed that successfully isolated the fire and provided a means of extinguishing the fire by flooding the area with water. The period of lost production in the West Elk mine was considerably shorter than is typical in similar situations.

Sm-Co alloy is a kind of magnetic material with high power and has been applied in modern industry widely. In this study, the wet chemical co-precipitation was developed for synthesis of the Sm-Co alloy oxide precursor. The thermodynamic analysis of the studied system was done to clarify the solution behavior theoretically based on the thermodynamic equilibrium and simultaneous equilibrium. Then, the experiments were done to address the various effects on the wet chemical process, including solution pH, reactant concentration, dispersant, reaction temperature and time, etc. It is found that by precise control of the process, the Sm-Co alloy oxide precursor was synthesized with fine crystallization and special size & size distribution.

OF the western European countries, only England has made any extensive use of equipment developed initially by the coal preparation industry of the United States. About 20 years ago, the Chance sand flotation process for cleaning coal was introduced in England, and it has had a fairly wide adoption, particularly in the South Wales coal fields. In recent years, particularly since 1946, a considerable number of Denver flotation cells have been installed throughout the English coal fields for the cleaning of slurry. Until the advent of the Denver cells, the flotation of coal slurries in Western Europe had been done largely with the Mineral Separations cell or its modifications. Kleinbentik of Dutch State Mines had developed a cylindrical cell used in Holland and occasionally in Belgium and France. In England, the establishment of the National Coal Board to control the planning and operation of all coal production has retarded somewhat modernization of properties. A considerable period of study was required before definite long-range plans could be formulated. It was soon recognized that stopgap measures were needed in many cases to bridge the period until final plans could be developed and consummated. One of the stopgap problems in coal preparation was providing plants of small and medium capacity that could be used for a few years at one site and yet could be moved economically to another site so as to reduce depreciation charges per year and per ton. Such plants are being installed but the most satisfactory answer probably has not yet been found. One such installation uses a Norton Baum jig to wash 6 in. to 0. The equipment is in a steel structure rather than in a reinforced concrete frame with brick curtain walls, which is the normal structure for permanent plants. Since England has between 700 and 800 preparation plants for an output of 200 million tons per year, one of the long-range objectives is a consolidation of mine output which will require fewer coal

A combinação do elevado volume gerado de resíduos de equipamentos eletroeletrônicos (REEE) com o aumento da obsolescência programada faz com que haja a necessidade de se pensar em alternativas para a disposição destes resíduos sem impacto ao meio ambiente e à saúde humana, como a reciclagem com posterior recuperação de metais. Para isso, é necessário conhecer a natureza dos materiais constituintes do resíduo. A Placa de Circuito Impresso (PCI) é um importante representante dos REEE, pois está presente em grande parte dos equipamentos eletrônicos, como nos computadores. Sua composição heterogênea possui um alto teor de metais, alguns deles preciosos, que representam quase a totalidade do valor intrínseco da placa, justificando a importância da reciclagem para recuperação dos mesmos. No presente trabalho foi realizada a caracterização de uma placa de memória de computadores obsoletos para a posterior recuperação dos metais preciosos nela contidos na forma de nanopartículas. Conclui-se que a placa de memória possui 18,9% de metais, 48,4% de cerâmicas e 32,7% de polímeros em massa. Dentre os metais o Cu é o que aparece de forma mais expressiva, constituindo 13,83% em massa da placa. Os metais preciosos Ag e Au constituem 0,053% e 0,069% em massa, respectivamente, porém seu alto valor de mercado justifica a viabilidade de sua recuperação.

"ForewordThis paper is to be published in two parts in succeeding issues of the CIM Bulletin. In Part I, the problem of global climate change is explored together with a summary of the government's present policy in this field. Implications for the steel industry are examined as are possible strategic responses. Part II of the paper will present a new possibility - the joint production of iron and liquid fuels useful for transportation purposes. In the joint production case, the objective is to use carbon for more than one purpose in what might be termed a 'carbon cascading' technique. ABSTRACTIt is becoming increasingly probable that emissions of carbon dioxide from the fossil fuels will have to be reduced to deal with the threat of global warming. This issue is likely to be resolved one way or the other in the period 1995 to 2000 which does not leave much time to develop responsive options. In the intervening period, the policy of the Government of Canada is to stabilize emissions of greenhouse gases at their 1990 level by 2000, by encouraging greater efficiency in the use of energy. Should further reductions prove necessary, economic instruments would probably be employed but these would not be applied before a comprehensive international agreement is reached.There are three main themes in this paper: it is assumed that measures to control carbon dioxide emissions will in fact be necessary by the tum of the century; that there will be a rising need for liquid fuels to supply the world's steadily growing fleet of motor vehicles for many years to come, and that the future niche for Canada 's industry in such a carbon-constrained world will be the operation of the energy-intensive industries with efficiency and environmental sensitivity.The steel industry, as a large user of both coal and energy in other forms, would be significantly affected by a need to reduce carbon dioxide emissions. This paper first examines what might be called the conventional responses open to the industry in such a situation and then explores a new possibility for making better use of carbon by the co-production of iron and liquid fuels."

INTRODUCTION In the fall of 1983, the fourth new Rapid Transit System constructed in this country in the last forty years will go into revenue service. The Baltimore Metro will bring to this major Mid-Atlantic seaport the first phase of a planned intermodal transit system, serving a metropolitan area with a population in excess of four million people. Originally, the Mass Transit Administration (MTA) considered construction of a twenty-eight mile system known as Phase 1. Its two lines would run from the center of Baltimore City, one going northwest to Owings Mills and the other south to Anne Arundel County. Legislative approval was granted in April, 1976; however, funding was limited to constructing a segment fewer than eight miles in length, along the northwest corridor from Charles Center to the Baltimore City county line. This segment is known as Section A. The project is 80% federally funded and 20% state funded, with a capital cost estimate of $797,000,000 to complete. This report addresses the development and implementation of a Coordinated Insurance Program for the construction phase of Section A, and includes a description of the associated risk management process. GENERAL DESCRIPTION OF SECTION A Section A of the Baltimore Metro is composed of a rapid transit line eight miles in length which serves the northwest corridor between Charles Center in downtown Baltimore and Reisterstown Plaza at the Baltimore City county boundary. "This paper is aimed at describing the evolutive strategy in which the University of Sonora is following for optimizing the organic and inorganic material life cycle in the products used on campus. The institutional strategy has be oriented towards new patterns of behaviors in order to integrate the principles of sustainability as a guideline for preventing, eliminating, and/or reducing the negative environmental and occupational impacts generated when performing university substantive functions of teaching, research, and outreaching and partnership as well as its management operation tasks.IntroductionThe University of Sonora is the largest and most important university among several other universities in both the city and the state. It is a public university with a 29,792 students in three campuses in the state. The main campus of the University of Sonora is located in the capital city of Hermosillo, which has a population of more than 609,829, in the state of Sonora in the northwestern region of Mexico [1].Despite the fact that in the University of Sonora there were, in the eighties, some projects dealing with environmental issues, there was not until 1992 that the sustainability efforts were really initiated. It happened when the Sustainable Development Group was created in the Department of Industrial and Systems Engineering as a response to the need for adapting the industrial engineering curricula to the challenge of sustainable development [2]. In order to promote sustainability, it has been necessary to cope and break with several university paradigms. For this reason, the strategy for becoming a sustainable university has continuously evolved throughout the years from a simple structure composed by individual and isolated projects to a systematic and integrative Sustainability Management System. Thanks to this evolution, the University of Sonora has won a respectable reputation in the greater community and it is seen in the region as an icon of sustainability promoter. In this sense, the substantives functions of education, research, and outreach and partnership, which are considered supportive and integrative, have also evolved to play a key role for the success of sustainability initiatives.The institution has followed four avenues for becoming a sustainable university; education, research, outreaching and partnership and greening the campus [3]."

The in situ leach mining process generates a waste stream that is high in sulfates, total dissolved solids, and radium 226. During the mining phase, the volume of the waste stream is relatively low and consists primarily of the bleed stream. During the restoration phase, larger volumes of waste water are generated. These waste streams require environrnentally sound disposal. The low net evaporation rate in the Coastal Bend area precludes pond evaporation as a feasible disposal alternative. Reverse osmosis is a practical method of reducing the volume of the waste water handled, but the concentrated waste stream from the reverse osmosis unit must be disposed properly. Deep well injection into highly saline reservoirs is considered a sound method of disposing of the liquid waste generated by in situ mining in the Gulf Coast uranium district. Thirteen injection wells have been permitted to serve the disposal needs of the leach mining industry in Texas. Of these 13, 11 have actually been drilled. Seven applications are pending. The injection zones for the permitted wells range from depths of 3050 to 6200 feet. Pressure limitations imposed on these wells range from 500 psi to 1350 psi. The following criteria are used to determine the desirability of a disposal well site: 1. A minimal number of nearby, improperly plugged borings which penetrate the disposal zone; 2. Minimal crustal disturbance; 3. Sufficient salinity of the water contained in the disposal zone; 4. Protection of oil and gas producing zones; and 5. Sand of sufficient permeability and areal extent to handle the desired volume without fracturing the reservoir. 1. Improperly plugged borings: During the early part of the century, oil wells, gas wells and test holes were drilled using cable tool equipment, often with a minimum amount of surface casing. Production casing, when it was set, was often partly removed when the holes were abandoned. Thus, wells drilled prior to 1940 frequently have less than 100 feet of surface casing and either no production casing or the upper part of the production casing removed. Additionally, these holes are often plugged only with mud. The close proximity of these holes to an injection well location are a concern in that they can provide an avenue for injection-depth fluids to migrate up the bore hole and jeopardize shallower fresh water reservoirs. Usually, where there are more than 6 or 8 poorly plugged borings in a 2 1/2 mile radius of the well site, it is preferable to examine deeper zones for disposal well potential. The deeper zones are especially attractive where the borings are not in a cluster, which renders monitoring more difficult. Often, even the deeper disposal zones are penetrated by a few improperly plugged borings. When this condition arises, the potential for leakage through the borings can be addressed in the following ways. a. Demonstration that the static head in the boring is higher than the anticipated increase in bottom hole pressure generated at the boring by the disposal well. A 100 psi differential between these two pressures is recommended. The calculated increased pressure at a boring caused by injection should be refined using annual bottom hole pressure measurements in the disposal well. Figure 1 illustrates an injection pressure map which can be overlain on the oil well map to determine the anticipated increase in pressure expected at each oil, gas or abandoned hole. b. Shallow ground water monitoring. A shallow monitor well is drilled next to the boring and both pressure and quality measurements are made periodically in the shallow well. c. Disposal zone monitoring. Recently there has been a tendency for regulators to require disposal depth monitor wells instead of shallow well monitoring. We consider disposal depth monitoring to be a less effective method of monitoring because it provides only indirect evidence of potential problems. Assumptions have to be made for the unplugged borings, such as mud weight, that are not addressed by the disposal zone monitoring program. There is little improvement with this system to that discussed in "a" above. A shallow zone monitoring program, however, yields direct evidence of a developing problem with an unplugged boring. Leakage by the boring will be detected quickly by an abnormal increase in pressure in the shallow well. Quality monitoring will detect upward migration of poor quality fluids. The pressure data provide an early warning of impending leakage; the quality monitoring will detect actual fluid migration.

The new Woodrow Wilson Bridge (WWB) will replace the existing bridge over the Potomac River to connect Alexandria, Virginia to Prince Georges County, Maryland. The new WWB will extend approximately 1.1 miles across the river, with a 367-ft long bascule span in the main river channel where the water depth is about 36 ft. The subsurface soil profile consists of up to 50 ft of a soft organic silty clay layer that is very vulnerable to scour, underlain by a deep deposit of hard sandy clay. Foundation construction in the Potomac River required the use of cofferdams to allow structural concrete work to be performed in the dry. This paper will the present the types of cofferdams used to construct the foundations for the WWB replacement project. The bridge is primarily comprised of fixed spans in relatively shallow water and a bascule span over a navigation channel in relatively deep water. Foundation construction included the installation of 48? to 72? open end steel pipe piles and cast-in-place concrete pile caps. To achieve the desired bridge appearance, pile caps were required to extend below the water surface and below the existing river bottom in shallow water locations. Conventional steel sheet pile cofferdams with tremie concrete seal were used to construct fixed span, shallow water piers. Selection of deep water bascule span foundation cofferdams was governed by several factors including contraction scour, environmental considerations and cost. Potomac River cofferdams, i.e., relatively shallow depth cofferdams that are supported by the foundation piling were selected. This cofferdam system provided a shallow profile which minimized contraction scour and the amount of filling in the river. Design issues include load selection and cofferdam stability in very soft alluvial soils. Construction issues include erection sequence, tremie concrete mix design and placement procedures.

Some years ago, A. M. Gaudin and one of the authors published a paper showing removal of tar acids from solution by sulfides preferentially as compared to gangues (specifically by galena as compared to quartz).' The underlying phenomenon was classed as adsorption, and the paper went on to develop the general thesis that so far as water-soluble frothing and collecting agents in flotation are concerned, the phenomenon of adsorption is one of controlling importance. Adsorption was defined in that paper as "a process of rearrangement of a system, which results in establishing a difference in concentration, as between the interfacial layers and the bulk of the phases, of a substance or substances initially uniformly dispersed in one or several of the phases." The paper went on to develop the relation between adsorption and surface cnergy according to Gibbs' equation (which may be thrown into the form U/c = KdT/dc, where U = excess concentration in surface layer, c = concentration, T = surface tension, and K is a constant), and pointed out that, according to this equation, degree of adsorption and change in surface tension vary directly. The present paper offers a somewhat different definition for the term adsorption; and sets up, in sweeping terms, the generalization that simple chemical reaction underlies the functioning of the flotation reagents which control mineral collection, when these reagents are soluble in and act from solution in the water of the pulp. Adsorption According to the modified definition, adsorption means concentration at an interface between different phases in a heterogeneous system (thus far the definition runs as before), by the action of some mechanism, of which nothing is properly implied in the word, and concerning which the user of the word is probably in entire ignorance. [This paper represents a portion of a lager study, concerning dispersion patterns of major, minor and trace elements in wall-rock about ore-bodies in part of the Colorado Mineral Belt. This phase of the work pertains to the Mg/Ca ratio variations in wall-rock adjacent to ore-bodies in two mines of the Alma-Horseshoe Mining District of Central Colorado. The mining district is located 80 miles southwest of Denver (Figure 1) on the east flank of the Mosquito Range. The area is typified by rugged relief with altitudes from 10,500 to 14,000 feet.]

To carry out its responsibilities the SECV needs to manage the visual environment effectively. Every land oriented decision effects what we see and the value in pursuing visual excellence is supported by informed opinion, widespread community interest and evidence of cost- effectiveness.By knowing how we perceive the landscape and then changing or conserving it we can assist in fostering a positive mental image of a countyside which is welcomed by the local and regional community.It is useful to examine key design elements and the value we place on visual impressions in relation to three significant SECV rehabilitation projects, at Loy Yang, Newport and Morwell Open Cut.

Land rehabilitation at Golden Cross is reviewed, 8 years after mine closure in 1997/98, from the perspectives of a Peer Reviewer (land rehabilitation) and a Regional Council Officer (Resource Consents compliance). Land rehabilitation items we discuss include: management of restored pastures, native plantings (on-site riparian and block plantings and off-site environmental riparian enhancement plantings), wetlands (on-site tailings lake and sediment ponds littoral zone plantings, and basement of the open pit; and off-site wetlands enhancement plantings), pine plantations on-site and on surrounding land, stabilization of the Tailings Lake Embankment (landslide) and Open Pit capping, capping of acid-mine-rock, stability of discharge channels, buildings and amenities, public access for recreation, educational uses, and future management of the site. Pest control has helped to conserve the rare and endangered HochstetterÆs (Leiopelma hochstetteri) and ArcheyÆs (L. archeyi) frogs, and a regionally significant stand of rare swamp maire (Syzygium maire) has been conserved and fenced.

IN brief, this is the story of an attempt to Americanize a process originally developed in Europe. The story will be recited in two sections, the first dealing with the process as developed by the European engineers; the second containing the improvements and modifications of American origin, together with some details of the operating results of the unit as finally assembled. Developments in other directions in this same field have not, up to the present, pointed out an economic future for the process, therefore our record here is largely a report of development progress. Whether some particularly favorable location will be found at some future time for a commercial installation cannot as yet be fore-told. The project is now at a standstill. The peculiar tools of the electrometallurgist should be of great interest to the zinc smelter. The low thermal efficiency of the zinc retort, its comparatively small-scale unit and its intermittent cycle as it stood in 1925, should make this art a particularly fertile field for the electric fur-nace. Yet in spite of years of work recorded in volumes of literature, and an expenditure of large sums of money, there is not a single electrothermic zinc smelter operating anywhere in the world. In this industry the electric furnace plays only a secondary part today.

QUENCHED, bcc p brass, P1, transforms to a mar-tensitic phase, when it is cooled below room temperature.' This transformation can be followed using resistance measurements since the resistivity of the martensitic phase is considerably larger than that of the parent phase, Fig. 1.' phillips3 first reported that, when Cu-Zn alloys containing between 37.0 and 39.0 wt pct Zn were quenched from the 0 region to room temperature, variable amounts of a phase could be observed depending on the mode of quenching. If the quench occurs very rapidly, the a phase forms by a "massive transformation". The resultant phase has the same composition as the high-temperature P phase from which it was formed. If the quench is less severe, the alloy is retained largely in the p form; however, some a is formed by precipitation. In this case, a contains more copper than the high-temperature 0 phase from which it has formed. The a phase most probably does not undergo a transformation in the temperature range where p transforms to low-temperature martensite. This can be deduced from the Eesistivity-temperature relation which is linear in this temperature range, Fig. 2. The stable a phase which is present along with R. E. In predicting the sweepout pattern efficiency to be expected in a .secondary recovery operation, the reservoir engineer is often confronted with a situation in which part of the producing formation lies between the last row of wells and the reservoir boundary. To date, there has been little or no reference in the literalure to sweepout pattern efficiencies in such areas. This paper presents the results, of a laboratory study in which the area contacted around the edge of a reservoir injected in a five-spot pattern was determined. The X-ray shadowgraph technique was used in this study. It was found that surprisingly large portions of the reservoir area lying outside the well network are conracted by the injected fluid before, abndonment conditions are reached. In fact, it can he said that at least 00 per cent of the circa lying outside the last row of wells and within a distance of one well spacing of these wells will ultimately be contacted by the injected fluid in the case of most water floods. Frorn the results given in this paper, it is possible to estitilate not only the extent to which encroachment into these areas will occur but also the injection volume necessary to produce the wells to abnndonment conditions. INTRODUCTION While considerable work has hern done in recent years1.?.'.''.' evaluating the fraction of the reservoir contacted as a function of the mobility ratio for several different well patterns, there has been practically no mention of what happens to the oil in that portion of the reservoir which lies between the last row of wells and the reservoir boundary. In fact, the assumption is generally made that little or no recovery can he expected From this area. This assumption is incorrect and in many cases will lead to seriouq errors in calculating reservoir performance. The fraction of the area outside the regular well pattern contacted in a five-spot injection system has been studied using the X-ray technique5 to follow the progress of actual floods in porous models of reservoir elemental areas. In this paper, the method for carrying out such a study and the results showing the fraction of the area in question swept as a function of mobility ratio and the produced fluids are presented. THE REPRESENTATION OF A RESERVOIR BY ITS ELEMENTAL AREAS She portion of the reservoir lying between the edge of a reservoir and a line connecting the outermost wells may be roughly designated as the part of the reservoir outside the regular well pattern. Quartz-limestone feed mixtures were ground in a laboratory-size, choke-fed, high- pressure roll mill. As compared to individually ground minerals, the harder component (quartz) in the product mixture is coarser, and the softer component (limestone) is finer. An energy split index is introduced for quantifying the disproportionate split of the mill energy between the feed constituents. This index is incorporated into a grinding kinetic model for simulation of the product size distributions of the mineral components as a function of energy input to the mill. The self-similar character of the size distributions is analyzed and an energy-size reduction relationship for the roll mill is highlighted.
