The Bureau of Mines has developed a method for determining helium in water for use in sampling and analyzing surface and subsurface waters for geochemical survey work. The accuracy of the analytical method is within ±10 percent for samples containing above 20 x 10-8 cm3 He (STP)/cm3 H20. The minimum detectable helium-in-water concentration is calculated to be 2 x 10-8 cm3 He (STP)/cm3 water. Water samples are collected in 500-cm3 stainless steel cylinders. The dissolved gases are extracted into a cylinder of equal volume containing a known quantity of neon. The resulting gas mixture is subsequently analyzed for helium and neon-21 by mass spectrometry. The volume of helium in the sample is calculated from the mass spectrometric determination of the helium-to-neon-21 ratio, the known quantity of neon used, and the extraction efficiency of helium.

The separation of synthetic mixtures of heavy minerals by hindered settling classification and jigging was comparatively tested in water and five organic heavy liquids, of various specific gravities and viscosities. It was found that in the hindered settling classification process the separation efficiency was directly proportional to the concentration criterion, the liquid viscosity being a minor factor. There is therefore a decisive advantage in using heavy liquids as classification medium. In the jigging process the advantage of using a heavy liquid is masked by the detrimental effect of a higher liquid viscosity, which, in this case constitutes an important factor. Considerable interest has been aroused lately by the development of mineral beneficiation techniques 1,2 using TBE (tetrabromoethane), a heavy liquid of specific gravity of 2.96, which has been made available for industrial use by a new process3 producing TBE directly from the Dead Sea brines at a reasonable price. Most of the applications investigated until now were based on the sink-float separation of minerals in a heavy liquid of intermediate specific gravity. The TBE can be conveniently diluted with many organic solvents, and thus sharp separations are possible in a wide range of specific gravities up to 2.96. Although this maximum specific gravity is sufficient on most cases for the elimination of the bulk of the barren gangue and the production of marketable concentrates, some practical problems came up for investigation in which the separation of two (or more) minerals, heavier than TBE, was required.* *Among the cases studied in the IMI Laboratorles which fall into this category we can mention: alluvial deposits, such as heavy minerals in sea sand, tin deposits, or ground coarse-grained rocks, such as pegmatites. Resin bolting has enjoyed wide acceptance for coal mine roof support. Beginning in 1973, the first year of significant resin bolting in coal mines, we estimate that 2.5MM resin bolts were installed. This grew to 7MM resin bolts in 1974 and 13MM in 1975. Resin bolts are currently being used in over 300 coal mines throughout the major coal producing areas of the U.S. and barring major work stoppage we expect more than 17MM will be installed in 1976. Although not a cure-all, the number of unintentional roof falls occurring in many mines has been dramatically reduced as a result of converting to this "new" method of support. 1 The improved anchorage strength of resin bolts provides better roof support. (Slide #1) This anchorage strength provides a mechanism to resist changing roof stresses along the entire length of the fully grouted resin bolt, thereby assuring stabilization of rock strata over long periods of time. The ability to resist roof displacement is borne out by readings obtained from strain gauged bolts. These findings can be summarized as follows.2

Explosion-resistant seals in underground coal mines isolate the environment within the sealed area from the active workings of the mine. The current United States Title 30 Code of Federal Regulations (CFR) requires these seals to be constructed of solid concrete blocks. The CFR also allows for alternative methods or materials to be used to create a seal if they can withstand a static horizontal pressure of 138 kpa (20 psi), provided the method of installation and the material used is approved in the ventilation plan. The purpose of this report is to identify those explosion- resistant seals that have been tested and meet or exceed all the requirements of the CFR.

Long-chained neutral molecules (decyl alcohol) increase the flotation of corundum with sodium dodecylsulfate and trimethyldodecylammonium chloride as collectors. This phenomenon is postulated to result from coadsorption of the neutral molecules with the collector ions. Flotation and streaming potential experiments have shown that sodium laurate is an effective collector for corundum at more dilute concentrations than sodium dodecylsulfate or sulfonate.1>2 It has been postulated that this phenomenon results from the adsorption of both laurate ions and lauric acid molecules, whereas sodium dodecylsulfate can be adsorbed only as dodecylsulfate ions, since this collector does not hydrolyze under flotation conditions. Similar effects have been observed in alkaline solutions with dodecylammonium chloride and trimethyldodecylammonium chloride as collectors.' If in- creased flotation occurs with the collectors which hydrolyze because of adsorption of the neutral molecules, purposeful addition of long-chained molecules should increase the flotation rate of minerals with such collectors as sodium dodecylsulfate or trimethyldodecylammonium chloride because these long-chained molecules should coadsorb with the collector ions. The effect of neutral molecules on flotation in these cases must depend on an adsorption mechanism which differs from that proposed by Cook for the adsorption of xanthic acid molecules by galena. For neutral molecules to function as collectors in the flotation of insoluble oxide minerals, adsorption of organic ions must first occur to provide a means of anchoring the fatty acid or amine molecules. Without adsorption of collector ions, flotation does not occur even in the presence of large quantities of neutral molecules, as is indicated by the cessation of flotation at low pH values with soaps as collectors or at high pH values with primary amine salts as collectors.' Neutral molecules, such as fatty acids, must be adsorbed through van der Waals attraction between the hydrocarbon chains of the adsorbed soap ions and the hydrocarbon chains of the fatty acid molecules. The effects of radon in drillholes on gamma-ray logs have been described by L. S. Hilpert and C. M. Bunker1 Since these effects may cause drastic error in the evaluation of uranium deposits, it is useful to know the conditions under which significant amounts of radon tend to accumulate in drill- holes. In the studies described here, atmospheric conditions were found to dominate in the control of the behavior of radon in drillholes in the vicinity of a uranium orebody. The site of the investigation was in McKinley County, New Mexico, about 12 miles north of Grants. Drillholes of 4 ¼ -in. diam, on 25-ft and 100- ft centers, penetrate ore in dry rock at a depth of about 100 ft. A geologic log of the drillhole of primary interest is shown in Fig. 1. Gamma-ray logs revealed three zones of ore-grade mineralization in the Todilto limestone. A 6-ft zone, the lowest of the three, assayed 0.20 pct U3O8 by chemical analysis. The limestone ores in this area contain disseminated uraninite and some yellow and orange secondary minerals.

When an excavation is made underground the original rock stresses are removed from the surfaces of the excavation. These surfaces converge to partially close the excavation and the superincumbent rock mass moves down towards the excavation. If the convergence of the surfaces of the excavation were controlled, energy generated by their motion against the controlling forces could be extracted. Since the total forces in the rock mass are not significantly affected by the excavation, stress concentrations arise around the excavation, which compensate exactly for those stresses no longer transmitted through the excavation. These phenomena give rise to two general principles which provide the basis for analyzing the effects of making any underground excavation. The first of these is that the total force resulting from the stresses across any plane in the rock, including any plane through the excavation, must be the same before and after the excavation is made. The second of these is that energy must necessarily be released as a result of making an underground excavation. It is instructive to consider the implications of these two principles for two extreme cases of material behavior between which the actual behavior of rock must lie, namely, the behavior of a fluid and the behavior of an elastic solid. For the purpose of analysis in this paper, an underground excavation is defined as an excavation in which the smaller horizontal dimension of any open void at a particular horizon is less than the depth of that horizon below surface. In the case of a fluid, any unsupported excavation would fill immediately, as a fluid cannot sustain shear stresses. For the same reason, stress concentrations could not arise and the forces across any plane would necessarily be the same before and after excavation. The advances in seismic design considering soil-structure interaction or soil-pile-structure interaction are described using a substructure approach. The nonlinearity of soil is considered approximately using a boundary zone model with non-reflective interface, and computer programs are available for practical applications. The validation of model is confirmed with dynamic tests on piles in the field, and the results for a single pile are used to compare with the predictions in this study. The liquefaction for sand soil layer can be accounted for, and a case of liquefaction is discussed. Two practical examples are examined, a vacuum tower structure supported on foundation of steel pile group and a table top structure supported on foundation of concrete pile group. To illustrate the effects of soil-pile-structure interaction on the seismic response of vacuum structure, different base conditions are considered, rigid base, i.e. no deformation of the foundation; linear soil-pile system; and nonlinear soil-pile system. The method introduced can be applied to the design of tall buildings, bridges, industrial structures and offshore platforms with soil-pile-structure interaction under seismic or dynamic loads.

THE FRAMEWORK Consider where you, the reader, would place the emphasis m your answer to the following questions on mineral supply. Do you think of the mineral resources of developing countries in terms of the contribution which they can make to world mineral supply or in terms of the contribution they can make to development of the country? Do you look upon developing countries as a source of minerals for world industry or as a potential enormous market for minerals? If you are from a developed country it would be surprising I£ you did not emphasize the first alternative in each case, but it is also possible that simply raising the questions will call for some mental adjustments, because usually we do not think in these terms. If you are among the two-thirds of the world's population which comes from developing countries, you might well emphasize the second alternative. And to a growing extent during the reaming decades of the 20th century this is where emphasis must be placed. Increasing amounts of the world's mineral production come from countries which are in the early stages of development. Mineral consumers of the world look to these regions for continuing supplies of material to help meet their ever-growing needs; the producing countries look to mineral exports as one means of stimulating and financing their economic development-this seems a happy and fortuitous relationship. But due to the complexities of world mineral supply, it is a relationship which is fraught with potential confusion and misunderstanding. That this is so is not surprising when one considers that many of the producing countries are new countries which are urgently trying to find the path along which they can move towards development; that the direction of the path is by no means clear because various theories of economic development, as a planned and deliberate process, are relatively recent in origin and none are well understood; and that the very concept of the less developed countries (LDC's) is a relatively new one. To further complicate the situation there has never been a clear under- standing of the full role which minerals play in economic development, either in the case of those countries which are already classed as developed, or in the case of countries which are in the process of development. Before embarking on an investigation of some aspects of the relationship between minerals and developing countries, it seems wise to establish broad terms of reference, which may not be totally valid but which will at least give an initial direction for a journey with no clearly definable goal. This report presents a method of utilizing the Coulomb strength criteria for estimating the strength and stability of pillars and pit slopes containing planes of weakness. It is assumed that the Coulomb theory, as a special case of the Mohr envelope, is a satisfactory first approximation of failure in uniaxial compression or triaxial loading with low lateral loads. Accepting this assumption for brittle materials, an expression for the strength decrease of rock pillars containing a plane of weakness or fracture at any angle of orientation is derived. As few as six samples (three solid cores and three fractured cores at a failure-oriented angle) are required for testing uniaxially and triaxially to statistically determine the coefficients of friction and the shear strengths of both the solid rock and the fracture plane and the range of failure angles of the fracture plane. Interpretation of the data shows that the mean normal stress and maximum shear stress technique of analyzing the data is superior for solid core and that shear and normal stress values using angles of failure should be used for fractured specimens with failure-oriented angles. Plots of either the strength or strength ratios against fracture angles obtained from oriented drill core samples give a useful first approximation of strength decrease due to fracture. Using the same test conditions for both fractured and unfractured material increases the validity of the tests.

GEOLOGISTS who are acquainted with the mines of northeastern Mexico realize that the most important lead-silver replacement deposits of the province are confined to a single formation. But since the formation is several hundred meters thick, the author has determined the relative position of the lead mantos in the belief that this information will prove useful in the search for new mines. This article describes the stratigraphic location of lead-silver replacement deposits known in several mines situated in a region comprising part of the states of Coahuila and Nuevo Leon. The area studied extends for 200 km* (125 miles) from east to west and 70 km (45 miles) north to south.

This. paper indicates how the South African Iron and Steel Industrial Corporation Limited (Iscor), as a major consumer of raw materials, determines the tonnage and quality of essential raw materials required to satisfy an increasing demand for steel and how this led to the establishment of a coal mine with a highly sophisticated beneficiation plant in the Waterberg coalfield, near Ellisras in the Transvaal. The planning of the project, with specific reference to the limited reserves of metallurgical coal in South Africa, the quality and quantity of the coal to be produced, and the way in which the project was managed is discussed briefly.

THE National Coal Association held its annual meeting at Cleveland on Nov. 14-16, 1928, having changed the time from the spring to the autumn to avoid conflict with the great number of meetings ordinarily held in the spring. Institute members were \\yell to the fore in its activities, the president, E. C. Mahan (who was reelected for another term!, C. E. Bockus, treasurer, and the secretary, H. L. Gancly, being A. I. M. E. members, as are many of the directors. At the first session, our past president, S. A. Taylor, presented a 1;aper which is reprinted in part herewith. At the Thurs- day session W. D. Brennan presided, Walter Barllum led the discussion on membership, and Otis Mouser led the discussion on taxation. In the afternoon, J. P. Williams, Jr., led the discussion on research. Rembrandt Peale presided at the annual dinner in the evening. At the concluding session on Friday resolutions were adopted, among them one in which the Association "reaffirms its attitude toward proposed Federal legislation affecting the bituminous coal industry by saying that it opposes legislation which would seek to single out this industry for regulatory action. This particularly applies to such bills as S4490."

Magnetite has been used in coal processing for many years and it is likely that its use will continue well into the twenty first Century. While magnetite is only a minor cost component in coal processing, the use of processed magnetite in dense medium separation is essential to provide the split of quality coal products which the markets of today demand. The occurrence of magnetite in Australia is relatively abundant, but a combination of its iron content, magnetic properties, quality and proximity to the coal processing plants is essential to provide a low cost product for use in the Coal Industry. The demand for more splitting of coal in coal processing may require more grades of magnetite, particularly as a finer grade lower specific gravity medium to separate the finer quality low ash coals.

INTRODUCTION. A LARGE number of papers and reports dealing with the coalfields of Montana have been published + during the last 30 years, but the information is much scattered, appearing in many technical and scientific journals and in government reports, in many cases inaccessible to those most interested. In recent years, especially since 1905, ,our knowledge of the geology and coal contents of the important fields of the State has been much increased. Fairly specific and detailed information is. at hand on all of the principal coal-bearing areas. The fields for which data are not at hand are small and inaccessible, and their omission will not materially affect an estimate of the coal resources of the State, viewed as a whole. The paper here presented is a summary of existing information, all sources having been freely utilized in its preparation. The viewpoint adopted is that of the geologist, rather than that of the engineer or colliery operator, because by far the greater portion of the coal areas present have had only the most meager development, making information that, will aid in prospecting and opening the at present little used coal lands of paramount importance to those interested in the coal fields of the State.

The current Mining Act has been the mechanism for administering and encouraging the State's mining industry through the 1970's up to the present. Although it has been subjected to considerable amendment there continues to be judicial challenge as well as criticism in relation to ambiguity of interpretation. Expansion of the mining industry and pressures placed upon "it by the ever increasing interaction with other land users have highlighted deficiencies in the current legislation and the need for a strong and progressive Act covering the rights and obligations of miners and their relationships with those outside the industry. - It is considered that the most positive results can be achieved by a complete redrafting of Queensland's mining administrative legislation.
