In Minnesota, reclamation of active aggregate mining sites is primarily regulated through local permits issued at the county, township, or municipality. However, for abandoned or depleted aggregate mining sites, a responsible party for reclamation is often no longer available. Since 1995, the Minnesota Department of Natural Resources has reclaimed several abandoned aggregate sites using innovative public/private partnerships and emphasizing native plant materials. The purpose of these projects is to demonstrate cost effective reclamation methods that can be utilized by both aggregate operators and local government and to promote mine planning and resource identification as it relates to reclamation.

DaVIES and Richardson1 have measured composition changes for Mn1-Owith variation in the equilibrium partial pressure of oxygen at 1500°, 1575°, and 1650°C, where 6 is the deviation from the simple stoichiometric ratio. No trend in this relationship with temperature was observed, so these remarks apply to the whole temperature range. The experimental values and their spread are shown by the bounded straight-line segments in the figure. Davies and Richardson assume that the stoichiometric oxide shows Frenkel disorder, given by the equation Mn2+Mn2+ + Mn" [1] where Mn2+ is a normal lattice ion which moves into an interstitial site (Mni2+) leaving a vacancy (Mn,"). The superscript dashes indicate that there is an excess charge on the anions surrounding the vacancy. Schottky disorder, in which a perfect crystal acquires equal numbers of cation and anion (Ov") vacancies according to leads to equations of exactly the same form in the analysis below. In view of the neutron diffraction results of Roth,2 which shows extensive Frenkel disorder in Fe1-o, Eq. [I] seems more appropriate. The deviations from stoichiometric composition, MnO, result from the addition of oxygen according to In effect Davies and Richardson ignore the variation of Mn3+in constructing equilibrium constants. This approximation might not appear to be very serious if the excess positive charges are really free posi- tive holes (P+) and if the intrinsic conductivity is high as a result of the reaction where e- is a conducting electron. However, the calculations of Buessem and Butler3 indicate that the partition functions of the free charges make a large contribution to the equilibrium constant, and this approximation would not be a desirable one. Furthermore, Morin4 shows that the positive holes are probably localized in MnO and therefore are described better by the mass action principle than by a degenerate gas model. Davies and Richardson's considerations require that activity corrections be applied beyond a 6 value of about 0.005. It is proposed to show here that the dissociation pressure curve can be calculated reasonably well over the whole composition range studied without activity corrections by choosing appropriate equilibrium constants for reactions 1 and 2. As stoichiometric composition The mass action constant, Ks, for reaction [I.] and the equilibrium constant, K,, for reaction [2] are given by where the concentrations which do not change significantly have been absorbed into the constants. Fluoride activation has been evaluated by Hallimond tube flotation of collophanite in terms of fluoride concentration, conditioning time, pH, and temperature. The results reveal that efficient oleate flotation of collophanite can be achieved by fluoride activation. Experimental results of fluoride adsorption by collophanite suggest that, at low fluoride concentration, a fluoroapatite-type compound may form on the collophanite surface by chemisorption of fluoride ions at calcium sites. At high fluoride concentration, calcium fluoride appears to form at the collophanite surface involving a surface precipitation phenomenon. The formation of CaF2 on the surface of fluoride-treated collophanite is further substantiated by the FTIR spectroscopic measurements, which suggest a metathetic exchange with phosphate from the collophanite lattice during the surface precipitation process.

I am deeply honoured by your invitation to address your great Institute on this centenary occasion. Mining is a cyclic industry that continuously faces enormous challenges as it wrests the treasures of the earth from an often reluctant mother nature. Throughout the ages, those challenges have demanded great skill from mining men and women, who are required to blend a mixture of robust determination with art and science. Pioneer Miners and Scientists It is not surprising therefore that the first blush of euphoria surrounding the discovery of gold on the Witwatersrand quickly gave way to consternation about the need to increase the metallurgical recovery of gold from the then readily identifiable conglomerate. The rugged pioneer miners had to turn to scientists for their salvation.

This paper is based on the formula that the petroleum industry is sick—find the cause, eliminate it, and the industry will get well. There is perhaps no difference of opinion that the cause is overproduction, actual or potential. But that, again, is a result rather than a cause. The problem is to study the influences that serve to keep production and consumption out of balance. Production control is a popular theme and a natural one at this time when the whole world is unstable; but production control in its popular sense means little more than the application of emergency measures while danger threatens. Economists differ as to the effectiveness of these, most of which are designed to alleviate and not to cure, but we assume there are none who question the wisdom of promoting conditions under which economic forces are permitted to operate freely in bringing about stable conditions. The petroleum industry suffers from two classes of economic ills that serve to promote overproduction; namely, those which are common to all industries and those which are peculiar to this industry. It is of the latter I wish to speak. Strange to say, government is responsible in large part for this latter class of ills that affect the petroleum industry and we are coming to recognize that only through the assistance of government can they be corrected. Instability of the petroleunl industry, in so far as human agency was involved, had its inception in 1875 when a Pennsylvania jurist, called upon to make a decision for which there was no precedent and fancying he noted some resemblance between the so-called fugitive nature of oil and gas and that of wild game, made mention of that resemblance. Other courts being impressed by the analogy enlarged upon it, and gradually fixed upon oil and gas a legal status in certain important respects similar to that of wild game. Although later the courts abandoned this analogy, certain practices that developed out of that early concept have continued to this day and are largely responsible for the industry's present plight. A typical process adopted at nickel plant is the processing of nickel-copper mattes and converter mattes using the following technology: pressure oxidative leaching (POX), solvent extraction (SX), electrowinning (EW), cobalt recovery, and solutions purification. As a result of multi-stage atmospheric and autoclave process leaching, copper-nickel separation is achieved. Cobalt and nickel are further separated by SX. Copper in the process can be removed as copper cake (Cu-cake), which is a by-product with high content of valuable metals. In the current paper, a method combining atmospheric and pressure leaching of Cu-cake in sulfuric-acid media is discussed. Suggested method allows to obtain high copper extraction (>98%), with leach residue containing precious metals and PGMs. Sulfuric acid media was chosen to make the suggested technology adaptable for the primary POX-SX-EW circuit. The initial Cu-cake was analysed and a range of process parameters (t = 25–190°C; PO2 = 0–7 bar) investigated to achieve the optimal conditions for leaching process at the ambient as well as at increased pressure. As a result, an initial process block diagram for the treatment of Cu-cake with high copper leaching efficiency and low metal losses is provided. INTRODUCTION The conventional technology for nickel sulphide ore processing includes the following main stages: froth flotation, matte smelting and converting. The subsequent processing of nickel converter matte is possible using fundamentally different approaches - hydrometallurgical (Llanos, Queneau & Rickard, 1974; Rademan, Lorenzen & Van Deventer, 1999; Kshumaneva, Kasikov, Neradovskii & Belyaevskii, 2009; Dutrizac & Chen, 2013) and pyrometallurgical (Tsymbulov, Knyazev, Tsemekman & Golov, 2007). Hydrometallurgical approach in comparison with pyro-process has several advantages, such as reduced environmental load, reduced PGM losses, increased copper and nickel extraction. Typically, hydrometallurgical technologies include leaching, solvent extraction as well as nickel and cobalt recovery in metallic form by electrowinning or hydrogen reduction or as valuable metal salts via crystallization process (Crundwell, Moats, Ramachandran, Robinson & Davenport, 2011).

"Impact tests on single particles or a bed of particles are used to determine the fracture characteristics of particles. Many different techniques have been adopted in comminution in order to find ways of optimizing energy consumption in the size reduction process. In this paper, we apply one such method called the Attainable Region (AR) analysis technique to optimize the impact energy on a bed of silica particles. The attainable region is a fundamental approach that is equipment-independent and can be used to analyze breakage processes. The AR is defined as a set of all possible outcomes, for the system under consideration that can be achieved using fundamental processes operating within the system.INTRODUCTIONThe energy crisis in Southern African has reached such critical levels, that most cities in countries like Zambia, Zimbabwe, Lesotho, Swaziland and even South Africa are experiencing load shedding challenges lasting sometimes up to 18 hrs a day. Southern Africa is well known for its riches in mineral resources, and the economies of most states in this region are driven by the mining & mineral processing sector. With the emergence of small scale miners due to government empowerment policies, national energy providers have had to resort to power cuts mainly to domestic users in a bid to cope up with the huge industrial electricity demands.It has been estimated that about 4% of the total energy used in the world is consumed by the mineral processing sector (Fuerstenau & Lutch, 1999). Tomanec and Milovanovic (1994) estimated that milling alone accounts for more than 50% of the total power used in mineral processing, but this can rise to as high as 70% for hard or finely dispersed and inter-grown ores. Today, the greatest challenge in mineral processing is how to optimize energy input to the size reduction process (Dey & Das, 2013; Nomura & Tanaka, 2011), where it has been observed that only a small percentage (1.5%) of the total energy input really does the breaking (Khumalo et al., 2008) while the rest is consumed by the equipment concerned and lost to contacts that do not result in breakage. The immediate benefits of focusing research on the optimization of energy in size reduction operations in the mineral processing sector lies in potential savings on industrial electricity usage that may then be directed towards domestic users."

Introduction The vibration energy that travels beyond the zone of rock breakage is wasted - all it does is cause damage and annoyance. Under favorable geologic conditions, this energy may travel many kilometers before it finally drops bellow the background noise level. This has forced the introduction of more restrictive limits to the allowable vibration levels. To maintain the profitability of a mine or quarry and to comply with environmental protection legislation, blasting needs to be performed in a more predictable way that will ensure that the final results are optimal in both mining and environmental terms. Minimization of ground and induced structural vibration is, therefore, a matter of good blasting practice -not just an attempt to avoid complaints from neighbors. A new approach to blast vibration minimization is presented. The method utilizes the existence of the local minimums in the frequency spectrum of single-hole blast vibration. The results are presented as a delay map showing maximum ground or structural vibration velocity for many combinations of interhole and interrow delays. A blast engineer can use this map to select an optimal combination of delays that will produce a low vibration velocity at a selected location and, at the same time, will be acceptable from the point of view fragmentation or muck pile shape. Response of structures A typical single-story building has two distinctive forms of vibration. The first form is a translatory vibration of the building superstructure (frame), and the second form is a flexural-bending vibration of the structural elements such as walls and floors (Siskind et al., 1980). Walls and floors will have several modes of oscillation. The most important is the fundamental mode of the vibration, as this mode will have the lowest frequency, the largest amplitude and will cause the largest deformations. The vibration of walls and floors is also a source of secondary vibration within a building, due to the movement of loose objects, e.g., furniture and wall fittings (Dowding, 1985). The subjective estimate of the amplitude of a vibration by the occupants of a house will be unrealistically high due to the effect of the secondary vibrations. It is now well recognized that human perception of ground vibration begins at levels that are far below those that will produce minor damage to the most fragile structures. In mining and quarrying operations, complaints regarding vibration levels tend to be determined more by human perception or annoyance rather than by observations of damage. Ground vibrations on the order of 0.08 mm/s (0.0032 ips) (Walter and Walter, 1979; Murray, 1987) can be felt, and they are often subjectively estimated to be about 100 times greater. Amplification of ground vibration in the structure depends on the amount of energy in the ground vibration spectrum that is in the vicinity of the structure's resonant frequencies together with the damping ratio of the structure at these particular frequencies. One way to avoid significant vibration amplification in a structure is to shift the dominant part of the ground vibration away from the resonant frequency range of the structure. The presented method allows for the selection of the optimum blast timing (interhole and interrow delay times) to minimize the resultant ground vibration amplitudes in a given frequency range. It also allows the selection of suboptimal, but still acceptable, blast delay times, which may be preferable from the point of view of overall blast performance. Determining frequency ranges of importance in structures In attempting to avoid amplification of vibrations in the structure, ground vibration amplitude of frequencies close to the resonant frequencies of the building needs to be minimized. The width of the frequency-minimization region is determined by the value of damping in the building. If the damping ratio is low, then the frequency-minimization region around the resonant frequency will be relatively broad. By shifting the dominant part of the ground-vibration energy into the frequency region much higher than the resonant frequency of the building (1.5 to 2 times), it is possible to achieve efficient vibration isolation of the building. In such cases, the structural dynamic amplification of ground vibration will be less than unity. The first step in this minimization process is the determination of the structural resonant frequency. Large scale mining operations started in Zambia in 1913 and rapidly expanded during the post 1930 period with the opening of several mining and processing plants on the present Zambian Copperbelt. As a consequence of poor tailings dumps design methods at the start of the mines, and in view of stringent Government Legislation pertaining to environment in the recent years, Nkana Mine has developed a unique method of dump construction at its current tailings depository, Tailings Dam 15A. This method has enabled the revegetation of the dump retaining walls while construction is still in progress, a situation which was not possible on the older dumps. Cowdung has proved to be a superior fertilizer for providing plant nutrients on the tailings. The new method of dump walls construction and walls rainwater runoff drainage system has almost eliminated tendency of gully formation which is common on older dumps, as rainfall on the Zambian Copperbelt comes in intense thunderstorms. The decanted water from the dump is discharged to the natural environment in a controlled fashion after ensuring that it meets the Zambian Government Statutory requirements.

The production and processing of crude petroleum and natural gas are the dominant economic sectors of the Middle East. Downstream processing of these mineral fuels to petrochemicals and fertilizers is a major investment opportunity. In 1991, the 15 countries that constituted the region accounted for 26 % of world crude petroleum output, 15.3 % of world natural gas plant liquid production, and 4.5 % of world dry natural gas production. Only Cyprus and Lebanon were not crude petroleum producers. Production of these mineral fuels all declined from that of 1990 owing to the Persian Gulf War, during which output from Kuwait and Iraq either ceased owing to war damage, or was embargoed. Prior to the war, Iraq and Kuwait were the fourth and fifth largest world producers of crude petroleum, respectively. In the war, virtually all of Kuwait's production and transport facilities were destroyed or damaged. Iraq's output was embargoed from export, with only domestic sales taking place. The embargo also affected Jordan, both in terms of transshipment of materials through it to Iraq and in exports of phosphate and potash. Shipments of crude petroleum by pipeline from Iraq through Saudi Arabia and Turkey and by vessel through the Persian Gulf were terminated. However, the loss in production from Iraq and Kuwait was made up by accelerated output from other Middle East and world producers. Saudi Arabia, in particular, with its excess production capacity, accounted for the largest portion, increasing crude petroleum output by 27 % to almost 3 billion barrels.

This paper presents methods of designing hydraulic fracture treatments in formations saturated with slightly compressible liquids. Howard and Fast describe the fluid-loss control resulting from the viscosity and compressibility effects of the reservoir fluid in terms of a fracturing fluid coefficient. However, for horizontal fractures, this coefficient is applicable to infinitely thick reservoirs. These methods of evaluating fluid loss from horizontal fractures during treatment differ from previous methods in that: (I) formation thickness is incorporated in the velocity function describing the rate of fluid loss to the formation; and (2) for a given thickness the relative position of the fracture to the horizontal boundaries of the reservoir or any interrnediate permeability barrier is incorporated in the design procedure. This theory is applied to several actual and hypothetical field cases. The results of these calculations demonstrate that the eflect of formation thickness on fluid loss from horizontal fractures may result in fractures several times larger than predicted by other methods. INTRODUCTION Hydraulic fracturing has been the dominating well-stimulation technique during the last decade. From the time it was commercially available, fracturing has had a very favorable success ratio compared to other stimulation methods. However, numerous wells that were successfully stimulated remained economic failures. Only in the last few years has the oil industry recognized the importance of designing treatments for each well which will yield the maximum profit. This implies that for a given set of treatment conditions the size and general physical characteristics of the fracture can be determined. One of the outstanding contributions in the field of fracture design was presented by Howard and Fast.' In their paper, three flow mechanisms that control fluid loss from the fracture to the formation are defined: (1) viscosity effects of the fracturing fluid, (2) viscosity and compressibility effects of the reservoir fluid, and (3) wall-building effects of a treated fracturing fluid. The rate of fluid loss to the formation adjacent to a fracture is shown to be a function of time. For each flow mechanism the velocity function v(t) is expressed as a constant or fracturing fluid coefficient divided by the square root of time. This form of v(t) can be used in the Carter equation, as developed in the Howard and Fasc paper, to estimate the areal extent of fractures. This equation may be written as In the following sections the effect of formation thickness on fluid loss from horizontal fractures is evaluated when the controlling flow mechanism is the viscosity and compressibility of the reservoir fluids. The major assumptions inherent in the Carter equation are brought out in subsequent mathematical developments. THE EFFECT OF RESERVOIR FLUIDS ON FRACTURE EXTENSION When a fracture treatment is performed using a fracturing fluid identical to the reservoir fluid, the only flow mechanism controlling fluid loss is the viscosity and compressibility effects of the reservoir fluids. In developing a fracturing fluid coefficient for this mechanism, Howard and Fast considered a segment of the formation bounded by a unit area on the fracture face and extending to infinity in the direction of leak-off as shown in Fig. 1(a). The direction of leak-off z is normal to the fracture face. The equation governing the linear isothermal flow of fluid into this segment is where a = Eq. 2 is a form of the diffusivity equation. Surfactant-based bactericides are able to control acid formation in sulfidic materials such as pyrite and sulfidic ores, thereby helping to abate acid rock drainage. Bactericides are used in the following two ways: as periodic or continuous spray treatments for the prevention of acidification of material actively handled and moved and in controlled-release form for reclamation. Site-specific bactericide treatments are designed for active sites and reclamation. Results from two active coal refuse sites show that acid production can be reduced by 88% or more. Results from reclaimed sites show that bactericide treatment can be more effective than the addition of alkaline materials such as limestone and can reduce acid production from 3,500 to <30 ppm. The controlled-release-pellets treatment outlasts the life of the pellets, as shown by a study of a site now 10 years old A single treatment sets up a change in site microbiology to replace acid-producing Thiobacillus ferrooxidans bacteria with heterotrophic bacteria and creates a stable site without the need for further treatments. A secondary beneficial effect of bactericides is on revegetation, and biomass from treated areas is almost 10 times that from areas not treated with bactericide. Depending on the application, bactericide treatment can be cost effective upfront and certainly long-term, compared to the perpetual water treatment that could be required, even after productive use of the site is completed

The Government and Leeco concluded a cost-sharing agreement in 1976 to demonstrate longwall mining of a thin coalbed, 1 m or less, in a mine near Hyden, Ky. A premining investigation laid the groundwork for mine design and equipment specifications. Four- legged shields, a face conveyor, a stage loader and an in-web shearer were selected to operate on a 183 m face. Lengwall mining began in 1979 and initially was slowed by low mining height and equipment problems. A rock mechanics program provides early warning capability and criteria for future mine design. Monitoring of surface effects is included.

Corundum, natural alumina, or aluminum oxide (A1203) is the hardest mineral known except diamond. Theoretical composition is Al 52.9 percent and 0 17.1 percent, but it always contains small quantities of impurities, chiefly silica, iron, and lime. The melting point of corundum is above 1950° C., and it is insoluble in the strongest acids. Its hardness (9 on the Mohs scale) varies slightly according to purity, and its specific Gravity ranges from 3.95 to 4.10, 4 being a fair average. The index of refraction is 1.760 to 1.768 and its streak is white. Luster is adamantine to Vitreous, come specimens pearly, and color varies widely from white, gray, pink, and blue to black, brown, or bronze. Gem varieties are transparent or translucent, and of more brilliant coloring - red, blue, yellow, purple, or green. Corundum occurs in opaque massive or block structure with parting planes little developed or only roughly delineated and in granular form as minute crystals or small, irregular grains interspersed throughout the contact zones of schists and gneisses.

The Mahoning Valley coal region lies on the extreme northern outcrop of the Ohio coal-field, and all the mines, with one exception, are opened on the lower coal of the series, No. 1 of the Ohio Geological Survey. The coal ranges from an inch to five, six, and sometimes seven feet thickness, the workable height being between two and a half and six feet. There are two varieties of coal, known in market as "Briar Hill coal " and " Mineral Ridge coal;" both varieties are drawn from the same seam. The Briar Hill coal is generally called block coal, and is the kind so largely used in a raw state in smelting iron. It possesses a laminated structure, easily splitting into horizontal sheets, but is very difficult to break in the opposite direction. The faces of the layers are often covered with a soft, dead, carbonaceous material, like charcoal, and the whole seam throughout is marked by alternate layers of dead and bright-looking coal. In the act of combustion the coal neither swells nor changes form, the masses retaining their shapes until they fall to ashes in the furnace. The Mineral Ridge variety is much softer, and is also shorter in the grain than the Briar Hill kind, and it contains a good deal of
