First -aid training as an adjunct to safety is receiving more wide spread recognition in the industries every year . Moreover , the adoption of a program for giving firstaid training to practically all employees at a mine or plant is based upon the experience gained and good results obtained from standard first -aid instruction during the past two decades . In the near future industries that desire to maintain a low accident rate , to decrease compensation costs , to reduce lost time , and to build up an efficient , loyal working force , will recognize that training in first aid is one way of attaining these results with little expenditure of time and effort . Progressive organizations will require every man from the superintendent down to take first - aid training and not , as heretofore , only a small percentage of the working force . When employees learn that first - aid training can be applied not only at their daily tasks but in their homes and on tthhee highways ,, they will welcome the opportunity of learning how to care for injuries and perhaps save lives . In a limited way first - aid instruction was given to miners as early as 1899 . Later , in 1904 , a few of the companies in the Pennsylvania anthracite district inaugurated the distribution of first - aid packets to their employees and instructed them in the use of the contents . It remained , however , for a branch of the United States Government to grasp the real significance of widespread first - aid training as an effective means of saving life and minimizing suffering from the large number of accidents among workers in the mineral industries . Situated in the oblast of East Kazakhstan, the Ust-Kamenogorsk Metallurgical Complex has spent the past twenty years renovating and remodelling itself as a modern polymetallic sulphide smelting facility, and a regional centre of excellence for custom smelting. Along the way there have been changes to the company structure, introduction of new technologies, investments in expanded capacity, environmental improvements, and addition of new metal products and by-products to the site’s repertoire. These changes have been gradual and incremental, but taken together they represent a significant contribution to placing Kazakhstan’s sulphide smelting industry on a strong foundation for enduring success in the international custom smelting market. In achieving these changes, a workforce that was historically isolated from much of the world now has recognised expertise, internationally competitive skills, and confidence to embrace the future. Further improvements in energy efficiency, environmental compliance and polymetallic processing capabilities are challenges that UKMC stands ready to face.

Shear strength parameters of compacted clay liners are needed to analyse the stability of mine waste dumps containing compacted clay liners as sealing layers for potentially acid forming waste rock. A representative clay sample was supplied by McArthur River Mine from the mine site in the Northern Territory, Australia, with an average as-supplied gravimetric moisture content of about 13.6%. The clay was compacted in a 100 mm by 100 mm direct shear box at the as-supplied moisture content to a dry density of 1.85 t/m3, representing the field compaction specification adopted by the mine. To determine the peak and ultimate shear strengths of the compacted clay, single-stage direct shear testing was carried out at nominal initial normal stresses of 50 kPa, 100 kPa and 200 kPa, representing shallow depths of burial in the North Overburden Emplacement Facility of about 2.8 m, 5.6 m and 11.1 m, respectively (assuming a waste rock wet unit weight of 18 kN/m3). Three shearing rates of 1 mm/min (rapid), 0.1 mm/min (intermediate) and 0.01 mm/min (slow) were applied to study the influence of shearing rate on shear strength. In addition, the development of a residual shear plane was tested by reversal and re-shearing in the direct shear box. In the first shearing, the peak and ultimate shear strengths are determined. The normal load was then removed and the box rewound to its starting position. The normal load was then re-applied and the specimen re-sheared. Two reversals were applied to each specimen, and it was found that there was no significant reduction in shear strength. Finally, based on a range of shear strengths obtained in the laboratory for McArthur River Mine clay and other materials by various laboratories over time, shear strength parameters for the compacted clay were recommended for use by the mine.CITATION:Xu, Y, Williams, D J and Hacker, J, 2018. The objectives of the coal-research activities of the Bureau of Mines are very well expressed in the organic act of Congress establishing the Bureau. It reads as follows: That it shall be the province and duty of the Bureau of Mines, subject to the approval of the Secretary of the Interior, to conduct inquiries and scientific and technologic investigations concerning mining, and the preparation, treatment and utilization of mineral substances with a view to improving health conditions, and increasing safety, efficiency, economic development, and conserving resources, through the prevention of waste in the mining, quarrying, metallurgical and other mineral industries; to investigate explosives and peat; and on behalf of the Government to investigate the mineral fuels and unfinished mineral products belonging to, or for the use of, the United States, with a view to their more efficient mining, preparation, treatment, and use; and to disseminate information concerning these subjects in such a manner as will best carry out the purposes of this act.

Mineralogy may be applied to the selection of appropriate separation techniques, as well as to assist in the evaluation of problems causing loss of metals and other economically important elements during plant processing. Mineralogic studies may thus help develop techniques to optimize metal recoveries. The present paper describes how such factors as the minerals in which the elements of interest are concentrated, their chemistry, the chemistry of the associated minerals, grain size and textural associations with other minerals in the ore, may affect decisions on separation techniques for the recovery of economic elements. A number of case studies are described in which the mineralogical observation of ore samples has revealed the cause of problems experienced in the extraction of select precious and base metals, or has been decisive in the choice of appropriate techniques for recovery.

Case studies abundantly demonstrate that properties with viable mineralization and *proven reserves have been overlooked, forgotten. or ignored and can be rediscovered by inexpensive literature search techniques Areal studies s as WaIlaby Enterprises Mining District Data Base Program appear to be more effective than traditional commodity studies. The success of such studies depends on the inclusion of Mineral Clairant Questionnaire Data, Mineral Ownership Data, Field Examination Data and the continual updating of all information. Such studies are valuable for proposed or existing Wilderness Area Evaluations.

The Northern Sewerage Project (NSP) is a $650 M infrastructure project that will increase the capacity of the sewerage system for Melbourne’s growing northern suburbs while also helping to protect the Merri and Moonee Ponds creeks by significantly reducing the number of sewage overflows that can occur after heavy rainfall. The NSP consists of two stages: Stage 1 (NSP1) will be owned and operated by Melbourne Water Corporation, and Stage 2 (NSP2) will be owned by Yarra Valley Water and operated by Melbourne Water Corporation.Glass-fibre reinforced plastic (GRP) was used on both NSP stages, however, since Stage 1’s schedule for installation of GRP was slightly ahead of Stage 2’s, this paper will only focus on Stage 1’s use of GRP.NSP1 involves the construction of 7.9 km of new sewer tunnel ranging in diameter from 1.6 to 2.5 m, five main access shafts at depths of up to 65 m, and connections to the existing sewerage system including several access manholes. Construction began in 2007, and project completion is expected in 2012.The original design for NSP1 specified the use of high-density polyethylene (HDPE-) line precast concrete pipes as the final tunnel lining and HDPE-lined reinforced concrete for the access shafts and manholes. During construction, the rising cost of precast concrete pipes and the introduction of an additional GRP pipe supplier in the market justified a review of the tunnel final lining material. The contractor-proposed GRP pipe alternative was accepted for the final tunnel lining based on time and cost savings that were possible without compromising the design intent. After gaining experience with GRP through this design change, Melbourne Water Corporation reviewed and accepted GRP as the final lining for five smaller connection manholes. The use of GRP for the manholes was particularly inventive as the redesign made use of the approved tunnel GRP pipes as both a structural and corrosion-resistant lining.This paper discusses the use of GRP on NSP1; how the change in material, from concrete to GRP, affected the design philosophies assumed during detailed design; and how construction methods were modified to handle the less rigid GRP material. Details on the structural, hydraulic and durability considerations for the design are included, as are details about the time and cost savings and the quality and safety improvements that were achieved during construction.

"Energy efficiency improvements achieved using heat recovery processes offer benefits to both the business case and environmental impact of metallurgical facilities. Global demand drives the development of lower and lower grade ore bodies. This trend results in higher energy intensity and consequently increased waste heat. Waste heat boilers and Organic Rankine Cycle (ORC) processes are becoming cost competitive methods of utilizing this waste heat.This study analyzes heat recovery from available sources to produce power using, • High grade: waste heat boiler and steam turbine generator. This system will produce electricity, and/or process steam.• Low grade: ORC to produce electricity. The cycle is well adapted to low- moderate temperature heat sources.Processes used in metallurgical plants, such as hot exhaust streams, cooling and condensers could benefit from application of these systems.The study demonstrates:• The energy and cost saving potential of waste heat recovery technologies,• The environmental benefit.IntroductionIn recent decades, process intensification has resulted in increased productivity from unit operations such as kilns, fluidized bed reactors and smelting furnaces and decreased unit operating costs. In the coming decades, the industry’s challenge will be to continue this trend while at the same time decreasing the consumption of fossil fuels and further reducing the environmental impact of its processes.The U.S. Department of Energy reports that available waste heat sources in industry, which is approximately seven quadrillion BTU (~7,400 PJ/y), exceeds the current production of all renewable power sources combined. In Canada there are about 2,300 PJ/y of available waste heat, with the pulp and paper, metallurgy, chemical/petrochemical and oil refining industries the main players. Natural Resources Canada (NRCan)9 has estimated that about 25% of that heat could be recoverable using existing technologies, which in turn, represents a reduction of 27 Mt/y of Green House Gas (GHG) emissions, plus considerable water savings due to lower water cooling requirements and less fossil fuel consumption."

The Sage Mill Project w approved by Santa Fe Pacific Gold Corporation's Board of Directors in October 1994. The Sage Mill Project included a pressure oxidation plant designed and constructed to process refractory carbonaceous ore using fine grinding/autoclaving technology developed specifically to treat Twin Creeks ore. The project was constructed in two phases. The first phase was put into operation on May 5, 1997, just hours before the transfer of ownership to Newmont Gold Company occurred. The second phase started in October 1997. This paper reviews schedule, costs, scope changes, and methodology used on the project that spanned almost five years from project definition through commercial operation.

Erosion control during the mining cycle can be more effectively planned using Erosion and Sedimentation Control Plans (ESCPs). This raises the issue of who should develop an Erosion and Sedimentation Control Plan Guidance document (ESCPG) to standardize the content of ESCPs. A search for ESCPG documents in Canada revealed no examples for mine sites. In the U.S. there are a number of regulatory authorities who developed such documents for mine sites, including EPA. An ESCPG is expected to result in: (a) plans will be more standardized (b) more clarity and efficiency for those generating ESCPs; (c) assisting regulators tasked with reviewing/approving ESCPs; (d) providing guidance for the mine effluent permitting process relative to sediment control; (e) providing a basis for developing and including ESCPs in the Environmental Assessment (EA) phase and the mine economic assessment; (f) applying and optimizing ESCPs above the ?watersheds? of sediment ponds; (g) utilizing the ESCPG document for ?exploration? sites; (h) lowering the risk of adversely impacting water quality downstream of mining activities; (i) providing a methodology for determining the need for sedimentation pond(s) during the construction and production phases; and (j) providing a clear environmental sustainability message relative to sediment control if the mining industry takes the lead in developing an ESCPG. ESCPs will proactively create increased administrative (regulatory) efficiency in the EA and sub-EA reviews relative to erosion control and sediment release from mine sites. This also assists the new initiative in BC, One Project, One Process (OPOP) and synchronous permitting (a variation of concurrent permitting): as an example, enhanced erosion control planning at the EA phase then allows the synchronous permitting initiative to proceed efficiently, particularly for the mine permit (Ministry of Energy, Mines and Natural Gas) and effluent permit (Ministry of Environment). Approximately twenty more management plans (e.g. ARD/ML, explosive management, emergency response, hazardous waste, sediment pond operation, environmental effects, environmental sampling, etc.) may also be entered into the EA process to create increased efficiency, and then feed into the synchronous permitting effort. The BC OPOP initiative also adds support to the Canadian Federal ?One Project, One Review Process? approach. The ESCP and a sediment pond management plan will also address the Canadian Metal Mining Effluent Regulations requirement for all discharges from mine sites to meet a grab sample of 30 mg/L Total Suspended Solids.

The high content of sodium and potassium in sinter is harmful for blast furnace ironmaking. Reductive sintering technology can remove more alkali metals than conventional sintering process. In order to improve the removal ratios of Na and K, reductive sintering with both CO-containing flue gas circulation and carbon-bearing pellet was conducted in this study. Experimental results show that all indexes except the VSV and P were improved in reductive sintering with CO circulation. Flue gas circulation technique combined with carbon-bearing pellets were beneficial to reductive sintering, because it could maintain good sintering indexes and enhance the removal of Na, K. The best removal ratios of Na, K and reduction degree of iron oxides were 20.37%, 63.73% and 23.76%. In reductive finished sinter, silicate mineral becomes the important binder phase, and main iron mineral phases are wustite (FexO) and magnetite (Fe3O4).

OUTSTANDING FACTORS that have largely induced the current great interest in the reopening of old mines and the search for new deposits are the increased relative value of gold, the certainty of a market for it, and the decreased activity and poor profits in other lines of endeavor. It is easy to understand why a miner out of a job and unable to find any other means of livelihood would naturally take to the hills with his pan, pick, and shovel; but never before have inexperienced, would-be prospectors and placer miners materialized from the factories and farms, the haberdasheries, and the oil and gasoline supply stations, in such numbers as the last couple of years have witnessed, except when rich strikes of the proportions of a Klondike have been made. What, may one ask, has occasioned this condition? Unemployment has put these men in a receptive frame of mind, and newspaper and magazine articles have done the rest-- The Gold Miner of Los Angeles (a new weekly), The Mid- Week Pictorial (New York) for Sept. 3, 1932, and Popular Science Monthly for August, 1932, for instance. Even the Saturday Evening Post had an article on a promising part of Colorado. Stories that good wages may be had for the panning in nearly every western state have been featured by daily papers, popular "scientific" magazines, and quasi- technical journals. These tales have been eagerly grasped by thousands of people whose ignorance of mining has only served to increase their enthusiasm.

On the night of June 8, 1917, the flame of a carbide lamp accidentally set fire to the uncovered and frayed insulation of an armored power cable near the 2,400-foot level of the North Butte Mining CO.'s Granite Mountain shaft. How this, insulation accidentally became exposed is explained on page 15. The highly flammable oiled fabric set fire to the shaft timbers, and as this is a downcast shaft the fire spread with great rapidity, soon filling the mine workings with smoke and gas. At the time 410 men were working underground, 247 of whom escaped by various means, but most of the 163 remaining were probably overcome soon after the fire started, and perished. Only two men were actually burned. The cause of the disaster was purely accidental. The immediate effect was the unexpected reversal of normal conditions; the ultimate effect was great loss of life and the destruction of the main hoisting shaft, putting it temporarily out of service. The work of rescue and fire fighting continued eight days. The following pages present an attempt to draw some practical conclusions and suggestions from this disaster. The property of the North Butte Mining Co. consists of about 220 acres in the northeastern part of the Butte district, Montana. Next to the Anaconda Copper Mining Co. it is the largest producer of the district. In 1916, the year before the disaster, there were 1,160 men employed. The output was 560,947 tons of ore, which yielded 24,498,181 pounds of copper, 1,047,063 ounces of silver, 1,712 ounces of gold, and 412,953 pounds of zinc. The profit was $2,479,595. The total development work for that year was 21,694 feet. During the first half of 1917, the year of the accident, the daily tonnage of ore averaged 2,000, an increase of 400 tons over that of the year 1916.

Today's rapidly developing and changing technologies and industrial products and practices frequently carry with them the increased generation of materials that, if improperly dealt with, can threaten both public health and the environment. Mercury is an element that poses great problems in the many forms in which it is to be found in the mineral processing industry. These forms are often contained in hazardous wastes and residues which may be unstable, and in which the contained mercury has value. This paper presents some of the stabilisation and recovery methods which are based on hydrometallurgical techniques and thermodynamic stability considerations.

The Cyprus Pima Mining Company's open pit operation was started in 1957 with the normal assumption that the ore reserve estimate was accurate within an acceptable range of values. At that tine reserves were law - volume (+10 million tons) and high grade (+1.5% Cu). Several periods of growth have brought the operation to its present production level of 55,000 tons per day of ore and +125,000 tons of waste. Over the years, a number of attempts to refine and polish the ore reserve figures have been made using a variety of established standard procedures. None of these attempts have produced results which are totally satisfactory, particularly when comparisons are made between ore reserve estimates and short to medium range production figures. Other refinements were tried using adaptations of established methods combined with computer modeling techniques. The resulting mine-model ore blocks were an improvement but they still tended to show too match tonnage of mill feed, often at too low a grade. One attempt at Kriging had only limited success. Statistical studies of operations data revealed relationships which could be used to subdivide ore blocks in much the same way as they are actually mined. Comparisons thus far between these newly developed ore blocks and production data show that the new method of evaluation yields excellent results. A new, better procedure for estimation of ore reserves apparently has been developed for the Cyprus Pima deposits. The specific procedures seem likely to have direct application to other, similar operations. The methods used to develop the procedures could be of value to still other operations.

The Coast Range subarea of the Juneau Mining District (JMD) extends from the Canadian border north of the community of Skagway, southerly to Tracy Arm. It is bounded by the international boundary on the north and eastern edges. The Ferebee Glacier and Lynn Canal mark the western boundary, extending south to the Berners Bay region. From Berners Bay south, the western boundary is the eastern boundary of the Juneau Gold Belt (fig. E-l). The city of Skagway (fig. E-2) is the only developed community within the confines of the subarea. Skagway was originally established as a port for the Klondike gold rush of 1898. Recently, Skagway has gained prominence as a port for shipping goods into and mineral products out of Yukon Territory (fig. E-3). Skagway has also developed a thriving tourist industry based on its Alaskan traditions. The community of Skagway maintains a paved airstrip which is suitable for use by small multi-engine aircraft. Several regional air carriers serve Skag-way with frequent scheduled flights, especially during the summer months. Helicopter charter services are available from Skagway during the summer months.

The oxidation of lead sulfide in air between 200° and 350°C has been investigated by electron diffraction from thick sulfide films and from galena surfnces. It has been demonstrated that sulfate is the stable reaction product up to 570°C. Sulfate is HAGIHARA has investigated' single crystals of galena roasted in air by the reflection electron-diffraction technique, which owing to the very limited penetration of the beam into the crystal gives information of the nature of the surface only. He has shown that up to 280°C the first oxidation product is lead sulfate, followed by lead mono-oxysulfate (PbO . PbS04). At longer times and higher temperatures more complex patterns appeared which could not be analyzed. All of these patterns were of streaks or spots arising from crystals oriented on the galena surface, and it is probable that these crystals are lead compounds whose structures have not been determined, such as the other oxysulfates (2Pb0 • PbS04 and 4Pb0 . PbS04) or a number of oxides. Certain lead sulfide films, formed chemically, give ring patterns in transmission electron diffraction2 because they are polycrystalline, and should also give ring patterns of the products after oxidation. It was thought that a diffraction study would reveal the sequence of phases produced in the reactions at different temperatures, since X-ray powder patterns are available for many lead compounds. PREPARATION OF FILMS The films were prepared by passing H2S over a saturated solution of lead nitrate in water. Once a silvery film had formed on the solution surface, no further thickening was apparent. The films were transferred by a gauze to a bath of distilled water for washing and pieces of film were caught on small discs on which they were dried. The discs were formed initially on galena up to temperatures of 300°C, followed by oxide and oxysulfates in turn at longer times. The appearance of- these phases is believed to result from an inadequate rate of supply of sulfur to the top surface 01. the crystal. standard Siemens mounts, made of platinum alloy, and had seven 20-p apertures drilled through them. The parts of the film which had dried onto the disc surface were light blue in color, which is the interference color of a film about 600A in thickness. A strong pattern of lead sulfide was obtained in transmission electron diffraction through the apertures but slight broadening indicated a crystallite size of around 200A. Tilting a sulfide film in the beam produced arcing of the rings, increasing the intensities of the (Ill), (3111, and (222) rings and reducing (200) and (220). This arises from preferred orientation in the film, a [loo] direction of the crystallites being normal to the plane of the film. These specimens were oxidized in an oven maintained at the required temperature. The reported times include that taken to heat the film to the reaction temperature. STABLE PHASES FORMED IN OXIDATION The conditions in which various oxidation products of lead sulfide are stable have been considered by the authors in a previous paper.3 It was shown that in a normal atmosphere, taken as containing lo-' atm of SOs, lead sulfate would be stable up lo about 570°C. This was confirmed by oxidizing thin films of sulfide for several days, and the analysis of the transmission-diffraction pattern is given in Table 1. The fit with the patt$rn from X-rays is good, except for the missing 3.62A ring. Some disagreement in intensities of reflections given by X-rays and electrons is to be expected. Up to 570°C a spotty pattern of sulfate was still obtained, indicating grain growth, but above this temperature the film disintegrated. Probably this is associated with the decomposition to PbO . "The impact of mine closure is perceived through a veil of compliance to human laws and regulations rather than the laws and equilibrium of nature. This perception motivates present research. Understanding the causes and effects of mine closure defines levels of responsibility. This understanding evolves from mine closure's legacy. Mine closure is characterized in perpetuity by three aspects: Future liabilities; level of technologies for extraction and, usage of mineral resources. These aspects must be updated to a rationally appropriate level. This paper will address the following questions: Will the minerals remaining in the process of mine closure ever be recovered? Will the mine closure inhibit the availability of minerals for the next generation? How many mines are designed to perform a successful mine closure? Do we close the mines or do we close nature? Is it responsible to continue mine closures as we do them today? Is mine closure a complement of mine operations or a contradiction of mining? Do we need to perform mine closures, yet? This paper reviews mine closure practices and principles with the level of responsibility to nature and for the next generation.PREFACE The planet has irreversible issues to deal with regarding the depletion of mineral resources and contamination occurring from human activities. The population increased exponentially to more than seven billion, this high population with its lifestyles, demands a higher supply of minerals. In spite of these conditions, mining is a vital industry to keep ""civilization"" in society. This is evidenced by what we see around us, in that everything ""made"" in society is directly or indirectly due to mining. Hence, mining cannot be avoided or ignored. Society misunderstands the importance of mining in relation to other activities. At this time, mining is fragmented and economically oriented to supply cheap minerals to a market with peculiar characteristics regarding products that could be designed for recycling and stimulate nature’s equilibrium. These issues add important “variable factors” to the equation, when they are considered as parameters for the next generation. It also raises many questions regarding principles and attitudes about morals and ethics exercised in all anthropogenic activities. The industry's practices have many flourishing paradigms which are subject to a variety of criticisms and observations. Some of these observations will be described in this paper. It is important to clarify in advance a ""normal disclaimer"" about the ""apparent contradiction"" that could take place in the writer's comprehension when we abruptly ""jump to conclusions"". We must remember that we are profiling the future in an arena that demands a better understanding of solutions to problems created by actual mining."

A DOCUMENT of progress and of great interest to engineers is the report of the Military Affairs Committee of 'the Engineering Council, which has just been accepted and sent to the secretary of War. It provides .a plan whereby civilian engineers holding commissions in the Reserve Corps may; with their con- sent, be called into service of the army during peace at any time, either with troops in the field or in a consulting capacity on any government engineering work. The Military Affairs Committee finds ample authority in the military bill passed by Congress on June 4, 1920, for this arrangement and also for extending the privilege to military engineer, officer-s of the regular army to engage in civilian work during times of peace. It is hoped that the Secretary of War will adopt the suggestions and put the program outlined into effect. This is a constructive piece of work comparable to the efforts of the military Committee before the war which developed so much in the way of preparedness, particularly in the program of military lectures which, held in the auditorium in the Engineering Societies Building, became so popular that each lecture had

"Early efforts to develop formal reporting systems to quantify and classify mineral deposits date back over 100 years. (e.g. Hoover 1909: “Proved, Probable, Prospective Ore”). This was at first driven by mine operators’ need for reliable estimates of what their mines could produce. Disruption of transportation routes by world wars prompted western governments to recognize the need for assessments of strategic sources of metals and minerals that could support domestic industry during times of crisis. Categories were created to quantify mineral potential which were additional to those of mine reserves. Terms such as hypothetical and undiscovered resources entered the lexicon. Capital markets serving the mining industry were traumatized during the latter part of the 20th century by undisciplined and fraudulent disclosure by exploration companies of mineral deposit potential. Government securities regulators pressed for the development of credible reporting codes (e.g. SEC Industry Guide 7: 1981; JORC 1989; SAMREC 1994, CIM 2000). Representative organizations from the major western mining countries generally agreed that there should only be three categories of mineral resources (measured, indicated, and inferred) and two categories of mineral reserves (proven and probable). This was formalized in 1997 with the “Denver Accord”. Acceptance of the standard terminology may have been the easy part, because the challenge for the 21st century is to get general industry acceptance and agreement of the principles behind the definitions of each category. There has been noticeable movement towards this objective in the last few years. This is reflected in part in the updated reporting codes by JORC 2004, CIM 2005; SAMREC 2007; SME 2007; and PERC 2008, and the development of the CRIRSCO International Reporting Template 2007."
