The expected curtailment of activities within the gold-mining industry by the closure of the more marginal mines, and the shortening of the life of the industry as a whole as a result of rising costs and/or an uncertain gold price, are factors that are bound to harm the South African economy in a number of ways. The industry has no option but to regard the gold price, which is determined on the world market, as a given quantity. The remaining ore reserves al tend to be of a lower grade and/or to be found at greater depth. Therefore tighter control of working costs would seem to be almost the only option open to the industry. Working costs can be divided into two broad categories: costs emanating from the environmental characteristics of the orebody, and costs emanating from the general inflationary environment in which the industry has to purchase its inputs. Working costs stemming from the physical environment also fall into two categories: those relating to the grade of the orebody, and those resulting from working at increasing depth and temperature, together with the need to pump increasing quantities of water. The industry is both capital- and labour-intensive in absolute terms, since it requires large inputs of labour as well as of capital. It is limited in its scope to adjust its production function by becoming more labour- or more capital intensive, and is dependent on a large labour force, which cannot easily be replaced by capital inputs. On the other hand, large amounts of capital are required for investment in shafts, development, machinery, and equipment. Since the early seventies, the working costs of the South African gold-mining industry have increased at an annual rate that was significantly higher than the general rate of inflation. This rapid rise in working costs has caused some mines to find themselves in a difficult profit position. At times, the gold-mining industry has even been compelled to restructure its cost/revenue relationship rather fundamentally by revising the grade of ore worked sharply upwards or downwards, as the case may be. The rise in the gold price since 1972 has made it possible for the industry to introduce significant changes in its Black wage policy. The main aim was to increase the permanency of the Black labour force and to encourage local Black workers to join the industry. At the same time, significant increases were also experienced in the cost of machinery and stores, as well as of capital, mainly as a result of inflation. In the study on which this paper is based, the author attempted to measure the influence of environmental factors on working costs, using the physical consumption of electricity as a criterion for measurement. He found that the usefulness of this criterion in relation to factors such as depth, temperature, and water quantities pumped was invariably more than neutralized by the effects of greater productivity and economies of scale. The effects of these environmental factors on the working costs of the industry could therefore not be determined to any degree of accuracy. It seems that good progress is being made with the development of capital-intensive forms of technology aimed at coping with rapidly rising working costs and other effects of increasing depth. Techniques are also being developed to improve rock-cutting procedures and to eliminate the use of explosives in order to introduce a continuous mining process. On the whole, the gold-mining industry seems to be more sensitive to general inflationary pressures than to the cost effects that are associated with depth, temperature, and water quantities pumped. Greater control is possible over physical environmental factors such as the grade of ore mined, temperature, rate and nature of development of a mine, and adaptation of the daily working cycle to a continuous mining process. Wolfe and others hold the view that the industry will lose control over labour costs as a result of the 'sharp increase in wages and the growth of Black trade unions. However, the use of more capital-intensive technology will allow the industry to reduce its labour force, and a smaller, better-trained, and more permanent labour force will enable the industry to cope with the increasingly difficult physical environment and higher wages.

Illustrated guidebooks treating in a popular descriptive way of the geology and other features of the Western United States have been issued by the U. S. Geological Survey. They will be of much interest to mem¬bers in connection with the Arizona Meeting of the Institute and espe¬cially the guidebook of the Santa Fe Route, with side trips to the Grand Canyon, containing as it does relief maps, topographical and geological maps, covering the entire route of the railroad, illustrations from photo¬graphs and other interesting descriptions of this great country. The method of treatment is adapted to the lay-reader, although it includes much valuable and interesting technical information concerning the geographical and other features. The books are well indexed. These volumes sell for 50 c. each and may be obtained from the Superintendent of Documents, Washington, D. C. These guidebooks originally sold for $1 each, but the reprint edition has been reduced to 50 c. A list of the different guidebooks follows: Bulletin 611. Before and in the early stages of industrialization, mining was the undisputed leader in technology. It represented the high-tech of the time. Early mechanization bears witness to that. Hoisting and rock breaking driven by waterpower are such examples. The mines' use of the steam engine was a major incentive to its development. By these means new mines could be opened and more metal supplied. Understanding of systems was essential for miners when shaping the infrastructure of the mines for the transportation of ore, material and men and for the evacuation of water and for ventilation. The irrigation systems of ancient mines are such examples. However, with the industrial revolution other more specialized branches of industry advanced further, and the mines became users of other industrial branches technologies. The mining industry had, however, always been quick to recognize a good thing and use it, when time was right. But, compared with other branches of industry, the mining industry has the disadvantage of working in a rugged environment with (and actually inside) a raw material which is abrasive and highly variable with respect to mechanical properties. This determines the rather high unpredictability of mining machines' performances and their low availabilities and explains a part of the delays in introducing technological advances.

South East Asia, China, Eastern Europe and CIS are slowly becoming significant consumers of ferroniobium. As a result, the world niobium market has been stable despite the slowdown in steel production in 2001. This paper will describe present producers, capacities and the current market conditions.

Peter Joralemon's contention that Nevada contains one of the world's major gold belts is the result of 30 years' active involvement with the state's regional geology. He first suggested the possibility of an arsenical gold belt-tenuously based on two replacement deposits 480 km (300 miles) apart-in his 1949 doctoral thesis of the Getchell mine. In the years that followed, some 18 or 20 arsenical gold ore bodies have been discovered along the lineament Joralemon postulated. In this article, he uses the evidence that he's collected over the last three decades to refine his 1949 thesis. Joralemon's conclusion: A mineral belt containing a billion dollars worth of gold extends the length of Nevada, and a number of ore bodies are yet to be discovered.

This Final Report summarizes the results of work accomplished under Contract No. J0215039. It is in an executive overview or executive summary format. The number and description of the various technical reports prepared and submitted is outlined. The essential changes and reasons for the revised program schedule/contract modifications actually enacted in May 1982 are discussed in detail. The evolving mines/deposits list and the accompanying criteria classifications are explained along with the verifications/justifications for adding or deleting specific mines/deposits to the list. Difficulties and problems experienced during the different phases of the project in conjunction with the ensuing remedies are highlighted. The final section of they report is devoted to presenting Davy McKee's suggestions for improvements to future MAS commodity studies. Appendix I is comprised of three of the evolving mines/deposits lists starting with the original RFP list and ending with the final completed list. Appendices II and Ill are tabulated summaries of property data including reserves/resources, assays, production, and operating costs. The figures for the specific mines/deposits are given in "range of values" so as to protect the confidentiality of the individual owners/ operators.

For 1991, the aggregate value of world international export trade in mineral commodities was roughly estimated at $685 billion in current 1991 dollars. The estimated level was about 6 % higher than that for 1990, but still more than 3 % below the record high set in 1980, and the year was the fifth in a row in which the value of exported minerals advanced. Table 8 provides a data series for the estimated value of world export trade in all mineral commodities from 1979 through 1991, as well as a breakdown of this total into fuel and non fuel commodities. The data shown are based on the historically more traditional and realistic (from the viewpoint of data availability) practice of reporting trade values for the year before the year of review. Despite the considerable increase in the dollar value of mineral commodity exports, their share of total export merchandise trade declined to 19.1 % in 1990 from 19.7% in 1989. At 19.1 %, this share was very near the recent year record low of 19.0% reached in 1988. Comparable 1991 figures were not available in time for inclusion here, but it is expected that the mineral commodity share of the total will be little altered from that of 1990.

To help management keep key machines or processes at peak efficiency, draglines, shovels and blast hole drills have been equipped with micro- processor based monitors. The dragline and shovel monitors log operating data such as energy consumption, bucket position, cab rotation and the clock time of key elements within each cycle as well as maintenance information. The output consists of maintenance and management data such as the number of cycles, average cycle times, swing angles, depths and downtimes. Extensive experimentation has shown that a blast hole monitor can provide a log of each blast hole in which the hard to fragment zones are indicated. The logs are printed on board the drill and serve as the design basis for decked loading of the holes. As a result, the fragmentation of the overburden has improved markedly with the same or less powder consumption. A great number of the investigations on the plastic flow of metals have been concerned with the establishment of a "universal" stress-strain relation. In such a relation some stress function when plotted against a strain function should yield identical curves for the various stress states. In the first investigation of this type, Ludwik and Scheu1 plotted the maximum shearing stress as a function of the maximum principal strain. Later Ros and Eichinger2 introduced two universal stress-strain relations, the one relating the maximum shearing stress to the maximum shearing strain, and the other relating a stress invariant, suggested by von Mises and Haigh, to the corresponding strain invariant. (In more recent investigations the stress and strain invariants are frequently supplemented with some factor to render their meaning more lucid.) A further suggestion which has not attracted appreciable attention is that by Baranski³ who used stress and strain deviators. The most common means of experimentation to determine the relation between stress and strain consists in subjecting thin walled tubes to combined internal pressure and axial tension.4a,4b,4c This method allows the study of plastic flow under stresses which are variable in two directions. However, the plastic flow which can be obtained in this manner is comparatively small, being limited by either tension failure or instability. For copper,'. only the relation between maximum shearing stress and maximum shearing strain yielded good agreement. On the other hand, tests on a stee14b and on an aluminum alloy4c. resulted in systematic deviations if any of the discussed universal stress-strain relations were used. It would seem, therefore, that the agreement mentioned above for copper is only incidental and explained by its high rate of strain hardening compared to that of other metals. Much larger strains than experienced in the tube tests can be obtained by subjecting a thin membrane of a ductile metal, which is restrained at its periphery, to a uniform hydraulic pressure. The thin sheet forms a deep bulge before it fails. The stresses and strains in such a bulge increase with increasing distance from the edge of the clamping "die," the maximum stresses and strains occurring at the pole (crown) of the bulge. While the stress and strain states are determined by the contour of the bulge, the absolute magnitude of the stresses and strains depends upon the hydraulic pressure. The bulge contour is in turn correlated with the geometry of the die opening. The deformation and fracture characteristics of circular bulges, that is, bulges formed with circular clamping dies, have been the subject of numerous experimental and analytical investi-gations.5,6,7 It has been shown that plastically deformed circular bulges develop large and comparatively uniform strains before failure by instability"6b,6c,6d and closely assume a spherical shape.6d Also the distribution of strains across the contour of the bulge is dependent on the metal being investigated and is correlated with, but cannot be predicted from, the metal's stress-strain characteristics. On the other hand, oblong or elliptical bulges, that is, bulges formed with elliptical clamping dies, are not as susceptible to analytical analysis and have not been investigated to the extent that circular bulges have. The few available data6c,7c indicate that stress states are obtained at the poles of the bulges, varying between plane strain and balanced biaxial tension, depending upon the geometry of the die opening. In this paper, the strain state and curvatures exhibited by three bulge shapes, a circular and two elliptical bulges, Fig 1, are analyzed experimentally using methods described in previous publications.6a,6c An attempt is made to derive the stress-strain relations for these bulges, which represent strain states in which the ratio of the two positive principal strains varied between 1.0 and 0.35. In addition, tension tests yielded data for a value of —0.5 for this strain ratio. Such an analysis should indicate the applicability of the various laws correlating stress with strain to the stress and strain states occurring in bulged shapes. ONE of the earliest investigations of ground water in Florida was made in 1513 when Ponce de Leon arrived at St. Augustine in search of the Fountain of Youth. The history of the development of the water resources of the State shows that the large artesian reservoir that underlies Florida was discovered in the latter part of the last century. Part of that history is given by L. C. Johnson' who states that the first successful artesian well in Florida was drilled at St. Augustine between 1880 and 1882. After the City of Jacksonville failed to obtain a flow of artesian water at a depth of nearly 400 ft and abandoned the drilling, R. N. Ellis, City Engineer, and L. C. Johnson, using Johnson's knowledge of the geologic structure of the artesian reservoir, estimated correctly that artesian water could be obtained at a depth of about 500 ft. Thus began the development of the large artesian system in the northeastern part of the State. In 1908, the Florida Geological Survey issued its first report on the ground water of central Florida. More recent reports give the results of investigations that have been in progress in cooperation between the Florida Geological Survey and the U. S. Geological Survey since 1930. As a result, the ground-water geology and hydrology of Florida are now so well known that ground-water problems such as confronted early investigators no longer exist. However, new problems arise and new discoveries are made as the demand for more ground water increases with the development of the State. Water-Bearing Formations Descriptions of the geologic formations and a map showing their distribution at the surface are given in a recent report by Cooke.' The geologic formations that yield the ground-water supplies in Florida represent only a small part (about 1000 ft) of the total thickness of the sedimentary rocks (more than 15,000 ft) that underlie Florida. The water-bearing rocks that yield fresh water include more than two dozen formations that range in age from Eocene to recent. The Eocene formations, which consist chiefly of limestone, are the oldest and the deepest of the formations in Florida that yield fresh water to wells. In 1944, on the basis of a study of the foraminifera, the Applins -ivided the limestone of Eocene age into six formations, which are as follows, from top to bottom: Age or group Formation Jackson Ocala limestone icAvon Park limestone Claiborne -j Tallahassee limestone aLake City limestone Wilcox Salt Mountain limestone xOldsmar limestone The Ocala limestone and the underlying formations of Claiborne age, along with some of the overlying limestone of Oligocene and Miocene age, constitute the principal source of water in Florida and southeastern Georgia and generally may be regarded as forming one artesian aquifer or water-bearing unit. This aquifer is referred to in this paper as the Floridan aquifer, a name proposed by Parker.' In part of Seminole County alone more than 1000 flowing wells yield water from the Floridan aquifer. A yield of 6500 gpm, or about 9.5 million gal per day, by natural flow from a well penetrating the aquifer at Jacksonville, Florida, was observed in 1942. A yield of about 7000 gpm by natural flow was reported for a well 1390 ft deep at St. Augustine in 1887. The largest yield reported from a pumped well penetrating the aquifer is 7500 gpm, or about 10.5 million gal per day. The aquifer is also the source of some of the large springs, such as Silver Springs, whose discharge, according to measurements made by the U. S. Geological Survey, has ranged from 526 to 1350 sec-ft, or from 340 to 872 million gal per day. The top of the Ocala limestone, as represented by contours in Fig. 1, indicates in a general way the geologic structure of the formations that comprise the Floridan aquifer. In the judging, the project and the specialty subcontractor, Treviicos Corporation, was chosen for a Special Recognition Award. INTRODUCTIONBoston’s Big Dig, as the construction of the underground artery became known, is undoubtedly the largest urban construction project of this century.The Central Artery/Tunnel Project, or CA/T, to call it by its proper name, runs approximately eight miles through the heart of Boston, five miles of which are built underground while maintaining traffic on the elevated existing structure, while at its southern end I-90 is extended to Logan airport under active rail lines, Fort Point Channel and Boston Inner Harbor.Since the alignment of the road closely parallels the shoreline as it existed in colonial times, the cut and cover construction had to contend with substantial portions of filled ground, not to mention existing subway lines, live utilities, building foundations and, last but not least, the irritable Boston drivers and litigious adjacent property and business owners.Consequently, while it is impossible to single out the most difficult or challenging contract, the jacking of the tunnels of I-90 under the live rails of Amtrak certainly will rank high on the list.Never before, anywhere in the world, was an attempt made to jack tunnels of this size: the South Bay Interchange consists of three 78 feet (24 m) wide by 38 feet (11.6 m) high tunnels, the shortest of which is 167 feet (51 m) long. TECHNOLOGYIn order to achieve this engineering feat it was necessary to consolidate the soil under the track to prevent it from moving or settling during the jacking process. After a detailed analysis of the geological profile to be traversed it was decided that freezing was the most suitable method, since it could be applied to the full range of soils present on the proposed alignment."

The kinetics of isothermal transformation of ß-to-u uranium have been studied over a broad temperature range in alloys containing from 0.3 to 4.0 atomic pct Cr. Two modes of transformation are indicated by the existence of two C-curves in the TTT diagram. The upper temperature mode is regarded as a nucleation and growth mechanism, whose rate is controlled by diffusion of chromium in the ß phase matrix. The lower temperature mode is martensitic in nature. The M, temperature increases with decreasing chromium content, suggesting that the two transformation processes become synonymous in unalloyed uranium. URANIUM metal undergoes two allotropic transformations in the solid state. The a phase, orthorhombic in crystal structure,' is stable from room temperature up to about 665°C. The ß phase, characterized by a complex tetragonal structure,' prevails from 665" to about 770°C. The y phase is body-centered-cubic3 and is the stable modification from 770°C up to the melting point (about 1130"). In uranium of reasonable purity, neither of the two high temperature phases can be retained by quenching. However, the addition of certain alloying elements to uranium makes it possible to retain either the y-uranium phase or the ß-uranium phase at room temperature. Chromium alloyed in small amounts with uranium will permit retention of the ß-uranium phase in a metastable state at room temperature upon quenching from a ß-phase temperature.' From available information' on the equilibrium phase diagram for the U-Cr alloy system (Fig. I), it is to be expected that, however sluggish in its rate, the ß phase in such alloys should decompose eutectoidally to a phase and elemental chromium. It was the aim of this investigation to measure the rate and study the nature of this decomposition as a function of temperature and of chromium content. The investigation was reported in classified literature about five years ago and has recently been declassified for publication. In the meantime, there have appeared the papers of Holden,5 Mott and Haines,".' and Butcher and Rowe8 ealing with the metallography and the crystallography of the ß-to-a transformation in U-Cr alloys. These investigators have confirmed several of the phenomenological observations that will be described in the present paper and have examined in considerable detail certain aspects of the transformation and its mechanism. Although all of these investigations have concerned themselves experimentally with U-Cr alloys for the most part, an important consequence has been a clearer understanding of the nature of the ß-to-a transformation in uranium metal itself. Experimental Procedure This investigation dealt with a series of uranium alloys varying in chromium content from 0.3 to 4.0 atomic pct (0.066 to 0.90 weight pct). On five of the alloys, rates of isothermal transformation from the ß to the a phase were measured over a wide temperature range, leading to the development of TTT (time-temperature-transformation) diagrams. Transformation rates were measured over certain narrow temperature ranges on additional alloys. The alloys were prepared by vacuum melting and casting, using zircon or magnesia crucibles and graphite molds. Electrolytic chromium was used as the alloying addition, and the uranium was Mallin-ckrodt biscuit metal that had been vacuum remelted and cropped to remove many of the nonmetallic impurities that had floated to the top of the ingot. The ingots, 3/4 or 1 in. diam, were reduced in size by swaging. Alloys containing less than about 2 atomic pct Cr were swaged at 250° to 275°C, with initial and intermediate anneals at 550°C after every 75 pct reduction in area. Alloys with higher amounts of chromium were swaged at 550" to 600°C, although at the smaller sizes some of them were reduced by the procedure used on the more dilute alloys. Before use as test specimens, the swaged rods were annealed at 700" to 720°C for several hours, followed by slow furnace-cooling. The purpose of the anneal was to achieve the maximum amount of solution of the available chromium into the ß phase, as well as to remove extensive preferred orientation. The isothermal transformation rates were measured dilatometrically, using a quenching dilatometer and an experimental technique similar to those employed by Davenport and Bain in their original work on the transformation kinetics of austenite in

Laser coatings are used for a wide variety of applications. TiB2/Ni intermetallic matrix composite coatings were fabricated on Al-substrate by a high power Rofin Sinar Nd: YAG solid-state laser. The characterization of the coatings was carried out by optical microscopy (OM), scanning electron microscopy (SEM/EDS) and X-ray Diffraction (XRD). Electrochemical study of the laser coatings in 3.65 per cent NaCl at room temperature revealed that with very high weight proportion of nickel the corrosion resistance of the coatings deteriorated due the presence of AlB10 phase. 50 wt per cent TiB2+50 wt per cent Ni laser coatings exhibited the highest corrosion resistance in test solution. There has been developed at Latouche a rather unusual system of mining which, for want of a better name, has been called the "Latouche system of mining." It is a modified form of shrinkage stoping applicable to orebodies of large or fairly large size where the ground is such that timbering would not be required in stoping. Mention has been made of this method of mining by Birchll who gave no details as it had been in use only a short time and the final outcome undetermined. The system, however, has proved to be entirely successful and it is thought that a paper covering it might be of general interest. Before proceeding with a detailed description of the Latouche system a brief description of the property and the various mining methods previously used will be given. Location The Beatson mine of the Kennecott Copper Corpn. is situated on the west coast of Latouche Island, in Prince William Sound, Southwestern Alaska, 45 miles east of Seward, the coast terminus of the U. S. Government Railroad. It is a regular port of call for ships on the Southwestern Alaska run. The island is about 12 miles long and 3 miles wide. A ridge of mountains runs the entire length with a maximum elevation of 2500 feet. Climate Latouche has to contend with possibly the greatest amount of precipitation on the North American continent. The annual average precipitation for the past 4 years has been 188 in., with 248 in. for the year 1926. A rainfall of 4 in. per day is not uncommon. In the winter the thermometer rarely falls below +20° F. and the snowfall is usually heavy during the months of March and April.

Three dimensional comparisons between calculated and measured displacements in the hanging wall of a rock mechanics study region at the Homestake Mine show correlation coefficients of 0.7 or higher. Two and three dimensional back analysis of the data lead to different scale factors for determining rock mass strengths and moduli from laboratory values and seemingly to different rock mass properties. A simple analytic model suggests that indeed not only are there two independent scale factors, one for strength and one for moduli, but that there is a logical relationship between the scale factors obtained from two and three dimensional back analyses of the same mine measurements. The three dimensional modeling procedure implemented in the finite element code UTAH3 thus seems to have a realistic potential for investigating underground hardrock mine questions not amenable to two dimensional analysis.

This paper presents a summary of allowable bearing pressures and skin friction values that have been used to design drilled pier foundations for support of high-rise structures in downtown Seattle, Washington. These design parameters are based upon a review of geotechnical reports and records of more than 20 building projects. The following pages present a description of the soils encountered at these sites including foundation bearings soils, and design bearing and friction values. The accumulated data is summarized in Table 1, and the locations of the buildings are shown in Figure 1. A detailed description of the construction of two belled drilled piers are presented illustrating typical methods and procedures used in downtown Seattle. The two cases are from the Washington State Convention and Trade Center (WSC&TC). SEATTLE AREA SOILS The Puget Sound area was subjected to several major glaciations during the Pleistocene Epoch. Glacial ice originated in the cordilleran and coastal mountains and the Vancouver Range of British Columbia. The maximum southward advance of ice reached the area about halfway between Olympia and Centralia. As a result of these glaciations, the Puget Lowland was filled to significant depths by glacial and non-glacial sediments during the Pleistocene.

Comerford (Smithsonian Astrophysical Observatovy)- The authors' concern about the effects of preferred orientation is justified and emphasizes a phenomenon that can be a source of serious error, but the cogency of their concluding statement bears close examination. They contend that comparison of intensities from parallel planes of the two phases, as proposed by Averbach, Comerford, and Bever,13 leads to incorrect results. The state- ment is based on the fact that, in Fig. 3, intensity measurements at extreme angles of tilt, (2, lead to different values than those given by the average of all the data. The proposed explanation is that unsuspected superpositions of (110), reflections spuriously enhance the martensite intensity. However, it can be shown on appropriate stereographic projections that no superpositions occur which can affect the reflections in question. Hence, the ex-

Soviet industrial expansion depends on coal as a source of power and raw materials for the USSR's metallurgical and chemical industries. Knowledge of the Soviet Union's coal resources and production outlook is essential for a critical evaluation of the Soviet industrial potential. Although there is considerable literature on the Soviet coal industry, no single source provides an authoritative study of how the coal industry functions and how well it per- formed its job. Soviet reports are singularly lacking in the precise data in terms that are comprehensible to a westerner. It is essential, therefore, to clarify the terms in Soviet parlance. These terms are not comparable to those in common use in the West and are the cause of most inaccurate results. Official Soviet data on labor productivity refer to a limited group of "production workers" while in the West all wage earners are counted. Statistics are based on unprepared or run-of-mine coal, whereas it is customary elsewhere to measure productivity in terms of marketable coal. Thus, many western publications, while diligently and accurately reporting published Soviet data, overstate the case, presenting an exaggerated picture of Soviet progress in coal production and technology. (In terms of Western criteria, there is a three-fold exaggeration of labor productivity.)
