Chromite ores have a long history of low pricing and for AustraliaÆs only chromite mine this has been a particularly tough challenge, especially as the mine is located nearly 400 km from the nearest port at Port Hedland. A stockpile of chromite fines (-16 mm) has been built up since 2003. The opportunity to develop a facility to treat this material to produce a chip (-16 + 1 mm) product and a sands (-1 mm + 45 micron) product was taken when the price increased to above US$140/t. A simple add-on plant containing a heavy media cyclone circuit for the chips and a spiral circuit for the sands was designed and developed. During construction of the fines plant the price of chromite reached a level where the payback for the entire project was less than eight weeks. Soon afterwards the price and the demand for chromite plummeted and the site was put on care and maintenance, except for the commissioning of the fines plant. This put considerable pressure on whether to continue to operate the plant or to place it in care and maintenance. Times of boom and bust provide management with almost totally opposite views. By not taking a conservative view on prices and costs, the effect of extremely low prices and minimal demand can be devastating to a good project. Designing and building plants with conservative costings in boom times gives a greater chance of keeping projects alive during the bust periods that tend to follow.

INTRODUCTION In inclined sedimentary strata slope failure may occur by sliding along bedding and along a discontinuity or weak zone, as illustrated in Fig. 1. This mode of failure may be called 'bi-linear', as the failure surface is comprised of two linear or approximately linear segments. This type of failure has been suggested for the famous Frank Slide, Alberta, Canada (Cruder and Krahn, 1973) in which an estimated 90 M 5 tons (8.97 x 10 MN) of rock separated from Turtle Mountain and buried the town of Frank. Also, with the increasing depth of open pits and the construction of highways through inclined sedimentary strata this mode of failure is of major concern to the rock slope stability engineer. A computer program for calculating factors of safety for this slope failure mode is provided and includes the ability to vary shear strengths of potential slide surfaces, ground water elevations and wedge geometry. LIMITING EQUILIBRIUM MODEL The simple limiting equilibrium model used in the analysis is shown in Fig. 2. It is assumed that jointing is orthogonal to bed- ding and that the interface between the upper and lower wedges there- fore corresponds to a joint plane or planes. Recent experiments with II-VI compounds have shown that they hazle considerable potential for laser applications over a broad region of the optical spectrum. It may be possible to cover the spectrum continuously from 3200A (ZnS) to the far infrared (CdHg:Te) since HgTe is a semimetal. At this writing laser action has been observed in ZnS, Zn0, CdS, CdSe, CdS:Se, CdTe, and some of the CdHg:Te alloys. Of particular interest are those lasers operating in the zlisible and near ultraciolet regzons of the spectrum where detectors of high sensitivity are available. The lasing transitions in II-VI compounds are bound exciton transitions some of which have been identified in auxiliary experiments. High efficiencies and low thresholds for lasing hare been achieved almost exc1usively in plutelet-type crystals. The greater crystalline quality exhibited by the phtelet-type material is shown to result from the crystal growth habit. Phonon scattering- of conduction electrons to the ground-state exciton is discussed ill relution to Lou thresholds and high efficiencies for lasing- observed in the CdS:Se solid solutions. The first successful semiconductor laser operation was achieved in the III-V compounds. It is possible to choose a material in this group that will operate between approximately 0.65 and 8.5 . There are at least two reasons why one would like to have a laser operating at shorter wavelengths. First, it would be easier to experiment with a laser operating in the visible region of the spectrum, and also more desirable to have high-in tensity visible light sources. Second, the most sensitive photomul-tiplier detectors are available in the visible and near ultraviolet regions of the spectrum. It is known that II-VI compounds are direct-band-gap semiconductors and as such offer the potential of operating at any specified wavelength between 3200 (ZnS) and 7772A (CdTe). Light emission from II-VI compounds has been the subject of numerous investigations for many years. These investigations were all primarily concerned with noncoherent emission. It has been only recently that coherent emission from these compounds has been observed. To date, laser operation has been demonstrated in CdS, CdSe, and the solid solutions of CdS:Se, ZnS, ZnO, and CdTe. These compounds cover an appreciable portion of the optical spectrum from the ultraviolet to the near infrared. In considering laser applications, the use of lasers in communication's systems offers many desirable features. In any operation of this type one must consider the losses in transmitting the radiation from the source to the detector. Atmospheric absorption in the visible and near ultraviolet is variable and greater than in certain regions of the infrared. It might be concluded that for long-range communication systems an infrared laser operating in a spectral region that is coincident with a transmission window in the atmosphere would be preferable. However, one cannot overlook the possibility of operating a system in the sensitive region of a highly sensitive photomultiplier detector or other light-amplifying system. LASER CONSIDERATIONS To produce a source of coherent radiation it is necessary to achieve a population inversion. In the case of semiconducting materials it is necessary to raise the electrons from one energy state to a higher-energy state relative to it. In semiconductors, this population inversion can be achieved by three different techniques: 1) Current Injection. This technique uses a p-n junction biased in the forward direction. Large numbers of electrons are injected from the n region into the p region, and recombination occurs close to the junction. An inverted population is obtained in this region and the recombination radiation propagates parallel to the junction. This type of pumping has been used in the GaAs junction-type lasers but has not been successfully employed in the II-VI compounds. 2) Optical Pumping. In this case, one uses photons to obtain a population inversion by exciting electrons to higher-energy states. The pump sources are flash lamps or arc lamps and, occasionally, other laser sources when such sources have the appropriate energy for exciting the electrons. The disadvantage of this type of pumping is that flash lamps put out a rather broad spectrum of radiation, whereas the laser material has a rather narrow region of absorption. This results in an inefficient process. Laser sources provide efficient pump sources but the number of usable wavelengths is limited. 3) Electron Beam Pumping. In this technique, the laser sample cavity is bombarded with electrons having energies in the range from approximately 10 to a few hundred kv. The bombarding radiation excites electrons from valence to conduction band states in the semiconductor, giving rise to an inverted population. This type of pumping has been used successfully in several 11-VI compounds.

The theme of this Congress, Resources and Technology', is appropriate for discussions on the ways and means of going forward in the minerals industry to create the employment and wealth so sorely needed in this region. The technical programme will give mineral industry professionals from different parts of the world the opportunity to share experience and expertise for the purpose of making operations more productive, safer and environmentally acceptable to the world at large. Delegates will be exposed to current technical developments by means of 133 papers prepared for the congress: 30 on geological subjects, 45 on mining, 29 on extractive metallurgy, and 29 in the field of metals technology.

The design of cover systems for reclamation schemes in tailings requires estimation or determination of tailings materials properties such as compressibility, shear strength, and consolidation characteristics. It is very difficult and expensive to obtain truly undisturbed tailings samples for laboratory testing. In situ testing methods have been developed for economically obtaining large amounts of information. Two of these methods are described, the piezocone and the flat plate dilatometer. Both of these methods provide a rapid means of detailed material identification in a nearly continuous fashion for the entire depth investigated. The equipment is described and typical data from a uranium tailings impoundment is presented. The results are compared and the advantages and disadvantages of these methods are discussed.

I. INTRODUCTION. These notes are submitted, not as a discussion of the modern practice of electrolytic-copper refining, but as the record of a refinery that was among the pioneers in the field and that is to-day, and has been for 17 years, operating under conditions not to be found in any similar plant in the country. I refer to the current density, which is at least 60 per cent. higher than that regularly employed elsewhere, and to the fact that the anodes treated are the direct product of the converter rather than of the reverberatory furnace. The writer has no knowledge of any other refinery treating anodes of this character.

A new class of polymeric dispersants for industrial minerals has been synthesized and evaluated. Currently available dispersants give initial low viscosities at high mineral loadings, however slurry viscosities can rapidly double or triple on standing over the first several days. The new dispersants give low initial viscosities that are more stable and maintain a lower viscosity for at least one month. The new dispersants are made possible by controlling the polymer molecular weight distributions during their manufacture such that essentially all of the dispersant is adsorbed onto the mineral surface, preventing depletion flocculation.

The response of feldspar flotation to tallow diamine dioleate collector in the presence of sulfuric acid is studied using batch flotation experiments. Application of this nonhydrofluoric acid (non-HF) reagent system in the flotation of mineralogically and chemically different feldspar ores is compared with that of the conventional hydrofluoric acid system. The dependence of flotation recovery and concentrate grade on feed particle size distribution, conditioning time, pulp density, and pH, combined variation of collector and acid addition rates, sodium hydroxide concentration in the collector solution, and initial pulp pH Prior to conditioning is studied. The results have been discussed in relation to applicability of the non-HF system to plant trials, and the nature of the collector adsorption in the selective flotation of feldspar.

"Potentially hazardous wastes from leather industry (blue shavings) are processed into various biostimulators within two steps. The first step takes place at high pH (11-12) and hydrolyzation is implemented with potassium alkali, in the second step the pH is lowered to 9 with phosphoric acid after enzymatic dechromation occurs. The resulting hydrolyzates were analyzed in the sense of molecular weight distribution and tested as biostimulators on rape (Brassica napus). The hydrolyzates can be also directly used as universal NPK fertilizers. It has been proved that the nitrate content in the edible parts of tested vegetables (radish, lettuce, and cucumber) was approximately 200 times lower compared to the vegetables fertilized with an inorganic nitrogen fertilizer. The harvests of vegetables fertilized with the hydrolyzate and the inorganic nitrogen fertilizer were almost the same.IntroductionDuring processing raw hide into leather (tanning processes), only 20% of the collagen material is used for the final product. The remaining 80% ends up as waste, both tanned and non-tanned. Non-tanned waste such as calcimine can be used for production of artificial collagen casings for sausages, gelatine and also in pharmaceutical industry as collagen capsulates. Further processing and recycling of tanned leather waste (especially chrome shavings) is more complicated. Although many technologies producing various quality collagen hydrolyzates have been developed and tested in laboratories, few have been implemented on industrial scale. A promising turn came in the works of ERRC USDA [1,2]. They worked out an enzymatic dechromation technology (hydrolysis) and achieved a considerable decrease of the amount of relatively expensive proteolytic enzyme, which solved the difference between the quality and price of the final product. The American experience of enzymic hydrolysis were applied on industrial scale in the Czech Republic, where a plant was built with daily processing capacity of 3 tons of chrome shavings. The experience of real operation was published in [3] and the cooperation between the Czech Republic and USA partners resulted in a patent [4]. The main asset of the patent was the use of volatile organic bases in the hydrolysis process giving high quality and cheap hydrolyzates with low ash content."

Variations in product distribution in the carbon-sulphur dioxide system due to variations in reaction temperature, sulphur dioxide concentration in the feed gas, and gassolid contact time were studied in detail for a brown coal char. The results were compared with those for two wood chars, a coke prepared from Liddell coal and two cokes prepared from Ac1and coal. Conditions were chosen such that gas-solid diffusion rates did not hinder chemical attack of the carbon.With brown coal char under suitable conditions, the selectivity of sulphur in the sulphur dioxide fed, to either elemental sulphur or carbon disulphide, was in excess of 90 per cent. The wood chars gave very similar product distributions Ito brown coal char. However, the cokes from Ac1and and Liddell coals were respectively approximately three and seven times less reactive than the brown coal char.The approximate carbon holdup required to just achieve total conversion of sulphur dioxide, and thereby achieve high selectivity to elemental sulphur, is given as a function of reaction temperature.

A large number of diverse size reduction machines is currently available for the comminution of waste materials. Equipment selection is determined by the nature of the material to be treated and by its behavior under external mechanical stressing. Accordingly, wastes can be divided into those with elastictbrittle and those with ductile/viscous behavior. The scientific understanding of the comminution of wastes is lagging strongly as compared to that of the grain-shaped mineral raw materials. Only in a few unique cases have the fundamentals of the comminution of ductile or viscous materials been presented. The paper centers on a characterization and systematic analysis of the types of stress fundamental to comminution. On the basis of this discussion an overview is presented of the currently available technologies for the comminution of wastes, with attention centering on those machines designed for materials with ductile or viscous behavior.

The United States government sponsored the construction of a new vehicular bridge over the Diyala River in Bubriz, Iraq. This paper describes the geotechnical engineering for design and construction of drilled shaft foundations for this bridge. An Iraqi geotechnical engineering firm made borings and laboratory tests while analysis and design recommendations were provided in the United States. Despite the severe challenges of engineering in a war zone, excellent cooperation was the key to a successful effort. Three drilled shafts designs were necessary to accommodate the different subsurface conditions: a) medium-compact to compact sands, b) stiff to hard clays and c) mixed soil profile. The alpha and beta methods were used to estimate capacities for a conservative design, recognizing that quality control during construction might be less than what is normally provided in the United States. Iraq has a high seismic risk and LPILE was used to estimate the drilled shaft response during earthquake loading conditions. Settlement estimates were made using FHWA methods. Construction was carried out entirely by local Iraqi firms, despite the challenges of working in an active conflict area.

Economic mathematical methods have been developed and applied in the design, planning, development and managing stages in the mining industry. Economic and technological efficiency is achieved with the aid of a large range of probability models, which are used to enable decisions to be made progressively during the different stages. The entire operation is considered as a total system made up of sub- systems and the models representing these are consecutively interrelated with each other. Algorithms and programmes representing the economic mathematical models for all the stages involved were tested and were found to be applicable to the various important mines in the Donetsk basin. Currently, these models are accepted and widely used.

Artesian pressures of unusual magnitude occur in the deeper aquifer units beneath a considerable part of southeastern North Carolina and extend into South Carolina. The high pressures were first observed in 1968 in wells near Wilmington that were drilled to "basement" rock and which were screened between depths of about 260 to 300 m (meters). The pressure was recognized by Peek and Heath1 as an anomalous geo-pressure and unrelated to recharge conditions in the region. Since 1973, much new information has been obtained on hydro-geologic conditions in the area and a preliminary report on the deep artesian pressures was published in 1975.2 Most of the basic information has been obtained from groundwater research stations constructed by the Groundwater Section of the North Carolina Department of Natural and Economic Resources as a part of Ground-water studies in the Coastal Plain Region. These stations consist of an exploratory well drilled to basement rock with wells completed in each principal aquifer unit to provide data on aquifer characterestics, water levels and water quality.

The purpose of this paper is to develop an expert system for hydraulic excavator and truck selection in surface mining. Hydraulic excavators and trucks are finding increasing applications in mining operations. Hydraulic excavators are extensively used especially when bringing electricity to rural areas is difficult and for small-scale mining. This paper describes an expert system, which selects the optimum hydraulic excavator truck configuration such that unit production cost is minimized and technical constraints such as geological, geotechnical and mining constraints are satisfied. The system has four modules: user interface, rules and an methods, databases and output module. The expert system in this study is developed within KappaPC shell. It supports object-orientated technology for the MS Windows environment. The software provides a very useful tool to practitioners, saving time and cost. Equipment selection is a recurring and expensive problem of mine planning and often involves interdisciplinary experts from different fields. It is very difficult and expensive to bring together all these experts. The capabilities of the expert system developed are illustrated in the paper. The software overcomes the difficulties of selecting the proper equipment for surface mining operations, which is very important, and results in substantial savings. Equipment databases for hydraulic excavators with 15-59 yd3 capacities and trucks with 35-360 tons are constructed and these databases are used to select the proper configuration. "The zinc deposits to be described are in Lemieux township a few miles south of the Tabletop mountains, in the central part of Gaspe peninsula, Quebec. Although they have not been worked, they constitute a potential source of zinc and lead and structurally are of considerable interest.GENERAL CHARACTER OF THE OCCURRENCEThe deposits are in sharp-walled quartz-carbonate veins and breccia zones carrying locally, and in varying amounts, sphalerite, galena, pyrite, marcasite, chalcopyrite, and specularite. Those so far investigated strike generally north-south, have steep dips, and cut through sediments of Lower Devonian age, mostly calcareous argillites or siltstones. Wall-rock alteration is negligible.BROADER STRUCTURAL FEATURESThe principal known occurrences are in the south-central part of a dome structure measuring 6 by 5 miles. The argillaceous sediments are overlain, on the flanks of the dome, by sandstones and lavas. These have been stripped from the central part of the dome, revealing the veins in the argillites beneath. The veins formed after the volcanics, but the fractures and breccia zones in which the deposits formed are confined mainly to the argillite series, presumably because of the greater strength of the lavas.The argillite series is cut by dykes, sills, and small stocks of diorite and acidic 'porphyries' that are older than the veins.THE FEDERAL HILL AREAThe distribution of known veins is shown in Fig. 1. The characteristic features of the veins are well illustrated by the Federal Hill area shown in Figs. 2, 3, and 4, and described below."

Water pollution problems associated with surface metal/nonmetal mines throughout the United States were assessed. Three major problems were identified: acid mine drainage (AMD), toxic concentrations of heavy metals and excessive sedimentation. Several factors affect the type and amount of pollutants generated at a mine site. Among these are hydrologic regime, geology, mineralogy, topography, climate, size of the mineralized area and mining method. Nine surface mines situated in distinctly different settings were visited and their pollution problems studied. These mines were located in Morenci, Arizona; Hayden, Arizona; Sauharita, Arizona; Cobalt, Idaho; Spruce Pine, North Carolina; Iron Mountain, California; Butte, Montana; Fernwood, Idaho; and DeLamar, Idaho-Oregon. A detailed evaluation of the pollution problems at the Morenci mine indicated that a diversion system and treatment pint would be the most effective means of abatement for the existing water quality problems. Based on the study of the Morenci mine and three other porphyry copper mines with differing problems a water management plan was conceived for a new source copper mine. A companion Appendix Volume containing detailed reports on the mine site visits is on file at the US Bureau of Mines Spokane Research Center.

THE late Walter Herd1 in 1929 gave a full description of past and present conditions in No. 2 mine, Springhill, Nova Scotia, developed theories regarding the cause of these bumps and made certain suggestions regarding possible methods of future development. Recapitulating briefly from Mr. Herd's paper, the seam is bituminous coal, averages 9 ft. in thickness and has a well defined parting containing fusain about 14 in. from the roof. This roof coal is somewhat stronger than the rest of the seam and has a tendency to cling to the roof. The pitch of the seam where it is now being worked is about 20°. The first manifestations of bumps began when the room and pillar workings had reached a depth of cover of 1900 ft. and under continuously increasing depth of cover these bumps increased to such an extent, both in number and severity, that in the year 1924 it became apparent that some change in the system of extraction was necessary. After closely studying all the factors involved and benefiting largely by valuable out-side advice obtained by the Provincial Department of Mines of Nova Scotia,2 the system of working was changed from room and pillar to longwall retreating. Mr. Herd's paper described in detail three remarkable bumps in the year 1928 in April, July and October that affected the 5700-ft. and 5900-ft. East levels, the last bump being so severe both in intensity and in extent of damage done that this district was abandoned. The longwall workings to the west of the slope had been stopped in the year 1926 owing to an inbreak of water, coming from the flooded waste of No. 3 seam lying some 400 ft. vertically overhead. This inflow was not excessive, but a large quantity of water being impounded in the old workings it was considered advisable to take the prudent course and not incur the risk of possibly increasing the flow by further working. This district has remained idle ever since.

THE hydrotator coal-cleaning process was developed as an economic necessity to meet the ever-increasing demand for an inexpensive method of cleaning coal down to the sizes ordinarily referred to as "dust." As the most urgent demand seemed to be in the anthracite field, all experimental work has been conducted in that territory during the past 2 years, with the exception of a few months during the strike of 1925-26, when some experiments were performed in the Alabama bituminous fields. The first commercial plant was constructed at the Middle Creek Colliery of the Philadelphia & Reading Coal & Iron Co., Pottsville, Pa. This plant is now operating. APPLICATION The field of application of the process is: 1. Cleaning anthracite fines, ordinarily described as "slush" or "silt." Slush contains all sizes from %2 in. down to and including "dust." (Anthracite passing a 32-in. mesh is also referred to as No. 2 Barley and No. 4 Buckwheat.) 2. Cleaning sizes too fine for recovery by other methods. 3. Removal of coal from sand circulated in the Chance sand-flotation process. 4. Cleaning of bituminous sizes. from 3/8 in. down to "dust. 5. As equipment for the performance of the froth flotation process. 6. Other separating, extraction and _washing. processes which may be considered outside the realm of coal cleaning. PRINCIPLE OF OPERATION Fig. 1 shows the method of classification practised under the Hydrotator patent:1 In coal cleaning the machines are operated as "hindered settling" classifiers, the flow of solids and liquids being so controlled that the units may be combined in series.

THE metallurgical polarization microscope has been utilized in several researches in the last few years, thus attaining a fair degree of prominence, but little has been written in a manner suitable to a metallurgist concerning the theory of this instrument. In this investigation the theory was carefully studied, and the results are presented here in a detailed manner, yet as simply as possible. The theory - is discussed with particular reference to the three chief functions of the instrument: (1) determination of anisotropy; (2) effect of strain; and (3) identification of inclusions. Each of these is investigated experimentally, with especial attention to the mechanism of producing any effect. Where possible, the discussion is supplemented by photomicrographs. The instrument used had numerous defects as a polarization microscope; these and their remedies are discussed. In the microscopic study of transparent mineral sections (chalcography) the use of polarized light has aided tremendously in the identification of a mineral. The determination of strain in transparent substances (photoelasticity) by the use of polarized light has lately become a commercial process, used in testing finished glass articles. The success of the use of polarized light with opaque materials has not been so great. The magnitude of the effects obtained is much less than that of the corresponding effects with transparent materials, and the mechanical difficulties are much greater.
