The economic developments and industrial behavior patterns that led to a lasting excess capacity in the world non-ferrous metals industries from the aid-1970s are explored. Detailed attention is devoted to analyzing and defining crucial concepts like "capacity", "excess capacity", "capacity maintenance" and "investments". Empirical evidence of capacity utilization and capacity growth in the industries under study is provided. The coincidence of excess capacity and low prices on the one hand, and investments in capacity maintenance and capacity expansion, on the other, is seen as a consequence of substantial declines in the metal industries' investment and production costs during the period studied.

The application of Kirchoff's laws to two adjoining mine ventilation network meshes containing fans results in the construction of two general quadratic equations. These equations may be solved to give the resultant airflows and hence fan duties within the system for given network parameters and fan characteristics. This technique has a wide application for calculating the duties of fans in various combinations within a mine ventilation system. Recent difficulties in economically maintaining environ- mentally safe conditions in underground working areas distant from main ventilation fans has led to increasing interest in the use of controlled partial recirculation of ventilation. This paper develops a recirculation model which can be solved directly using mathematical techniques obviating the need for iterative techniques such as the Hardy-Cross method. The advantage of a direct mathematical analysis is that mathematical algorithms may be constructed to completely describe the ventilation system under a wide range of operating conditions. This technique is applied to controlled partial recirculation ventilation systems to demonstrate its advantages for mine ventilation planning.

Due to the haphazard application of static tests in South Africa, several methods and interpretations have been followed. This has resulted in confusion amongst practitioners and regulators in the use and validity of these methods. Research was done over a two-year period to define standardised methods and interpretation of results. This included laboratory testing and continuous consultation with all interested parties throughout the country. The research yielded a modified ABA, based on several existing methods. The methodology includes AP determination using hydrogen peroxide, and an analysis of the supernatant by ICP. This has the advantage of not only registering reactive sulfur, but also provides the NAG pH, that enhances the interpretation and QC of the tests. Analysis of the supernatant provides an indication of heavy metal solubilisation, should acid conditions arise. One hundred and seventeen samples were compared to Leco S analyses and provided a good correlation. The Leco values were slightly elevated due to the reporting of total S as opposed to æreactive SÆ. The NP method deviates from the usual methodology, in that H2SO4 is used (to provide a field analogy) and the fact that a 24-hour stabilisation period is allowed before back-titration. The latter modification appears to prevent psuedo-buffering by transient phases. These methods have also been tested for repeatability and prove to be robust. A very simple macro-driven spreadsheet, æABACUSÆ, was also developed. This spreadsheet allows the entry of basic data and provides a detailed interpretation and graphical display of typical ABA data. In cases where drill holes are used, the Pennsylvanian approach of volume calculation can also be done with ABACUS. The results of the research have been distributed to interested parties in South Africa and it is hoped that these methods and their application will find widespread acceptance.

The basic cement making process is outlined relative to the fuel but chemically sensitive suspension preheater (SP) kiln which made its debut in the early 50s. The SP history is trailed through the process disasters of the late 50s; identification of chemical sensitivities in the 60s; and resurgence of the SP together with development of its stepchild process, the precalciner (PC) kiln, in the 70s. The current energy problem and related conversions to coal re-emphasize the process chemical sensitivity. Attention is focused on the basic problem of coal sulfur and ash variations and several solutions are presented.

With increasing of mining depth, many iron ores in Liaoning Province contain carbonates such as siderite and ankerite. The emergence of these carbonates in ores creates a fatal impact on the running producing process of anionic reverse flotation in Dong Anshan Sintering Plant, which leads to ?concentrate and tailing no separated?. And its reason is still unknown. Moreover, siderite, despite that its ferric theoretic grade is only 48.2%, however, do not affect the blast furnace utilization factor, therefore, can be used as raw materials in ironmaking. In order to solve the separate problem of iron ore containing carbonates, five pure minerals, martite, magnetite, quartz, siderite and ankerite, were selected for a series single flotation experiment. The aim was to discover the flotation difference of these minerals, furthermore, to explore a new flow sheet for the iron ore containing carbonates. The results of single mineral flotation experiment reveal that the combination regulators, starch and CaCl2, in different pH extent, can make these minerals taking on obvious flotation difference, which make it possible to process the iron ore containing carbonates. A new flow sheet, step-flotation, to process iron ore containing carbonates is explored, that is, first step, direct-flotation processing, is to eliminate the bad effect that the carbonates bring in flotation system by collecting carbonates under neutral condition; the second step, reverse?flotation processing, is to get qualified iron concentrate by collecting quartz under alkaline condition. Manual mixed ore sample were processed successfully through this new flowsheet under proper reagent system, which has absolute advantage compared with routine flowsheet. Actual ore sample of compound magnetic separation concentrate were processed successfully both open and closed circuit experiment through this new flowsheet. SEM and EDS were used to probe the reason why carbonates affect the regular processing. It is analyzed that moderate floatability of siderite and its coating on the surface of hematite and quartz make the phenomenon ?concentrate and tailing no separated?. This research provides a reasonable processing scheme for iron ores containing carbonates and can be used for reference in processing other complicated, refractory iron ore.

This section of the Minerals Yearbook reviews the minerals industries of 27 countries: the 12 nations of the European Community (Belgium, Dermark/Greenland, France, Germany, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal, Spain, and the United Kingdom); 6 of the 7 nations of the European Free Trade Association (Austria, Finland, Iceland, Norway, Switzerland, and Sweden); Malta; the 8 Eastern European economies in transition (Albania, Bulgaria, Czechoslovakia, Hungary, Poland, Romania, and Yugoslavia); and the U.S.S.R. Western Europe Western Europe [loosely defined to include the 12 nations of the European Community (EC) and the 7 nations of the European Free Trade Association (EFTA)] is the single largest trading area and consumer of raw materials in the world. If Western Europe was at one time an important mining sector, it has now increasingly relegated the role of supplying minerals for its minerals processing industry to the more minerally endowed countries in North and South America, Africa, and Australia. In this regard, Western Europe is the most important determinant of raw materials consumption (and thus, indirectly, raw materials production). Western Europe has significant reserves of industrial minerals but has limited availability of metalliferous raw materials. It, therefore, imports significant quantities of the latter and ranks along with the United States and the U.S.S.R. in the production of refined metals. Nonetheless, there is an inherent tendency to underestimate the importance of Western Europe in the world of minerals, both as a minerals processor and raw materials buyer. The reason for this is that Western Europe is generally thought of on the basis of individual nations rather than as a whole. Viewed in this limited context, the United States, the U.S.S.R., and Japan appear to dominate the world economy. Viewed as one regional area, however, Western Europe includes the fourth (FRG), fifth (France), sixth (United Kingdom) and seventh (Italy) largest economies of the world, all bordering on one another. With the remaining 15 EC and EFTA countries, Western Europe has a land area approximately 40 % of that of the United States, exceeds the U.S. population by 50 % and has a gross domestic product about the same as that of the United States.

This paper attempts to answer whether or not the mill performance at Bougainville could have, in fact, been predicted by the population balance approach, or whether other special considerations are required to explain their behavior. In recent studies, the plant tests were performed at Bougainville and batch tests were carried out at the Utah Comminution Center. In all tests power measurements were made and several levels of energy input to grinding were evaluated. Also, tracer tests were performed for mill residence time determination. The performance of Bougainville's 5.5x6.4-m mill has been very successfully predicted by population balance methods. The prediction errors are only about 1% on product size distribution and 4% on power with a mill volume scale-up of 3790:1. It is significant that this approach will reduce the risk of failure in large mill design that has been recognized in traditional methods.

The concept of hypochlorite treatment prior to cyanidation in the heap leaching of low grade carbonaceous gold ores is discussed. Laboratory column leach tests using a low grade carbonaceous ore were performed to investigate the effects of pH, hypochlorite consumption and concentration, and bed height on total gold extraction. At high pH, hypochlorite stability increases and thus, hypochlorite consumption decreases. At room temperature, total gold extraction is proportional to hypochlorite consumption. However, at some point additional hypochlorite consumption does not increase gold extraction. Gold recoveries of 10% and 80% are achieved at 12 and 167 lb/ton hypochlorite consumption, respectively. Increasing hypochlorite concentration increases the rate of extraction. For a given hypochlorite consumption, gold extraction increased with decreasing ore bed height. Finally, using calcium hypochlorite results in higher gold extraction than using sodium hypochlorite at a fixed hypochlorite consumption.

The Achotla mill of the Cia. Minera de Penoles is of special interest in that it is one of the few still employing the chloridization process. The ore milled comes from the Suriana mine and consists of both oxide and sulphide, from neither of which can the gold or silver be extracted by a simple cyanide treatment. The mill was built in 1927, after several years of study in the development of the process1, and operated from December of that year until October 1930. Operations were resumed in February 1935, and have been continuous since, treating approximately 5000 tons per month, while the mine is getting up to full tonnage of 6500 tons per month. Transportation of Supplies The property is in Guerrero, Mexico, some 175 km. by airline southwest of Mexico City. The mill site is at Temisco (Fig. I), 8 km. from the Balsas River and 4.8 km. by aerial tram from the mine. At Temisco are the general office, shops, warehouses and laboratory serving both mine and mill. Here sufficient water is available either from a small creek running through the property or from the Balsas River, also convenient and ample storage space for the tailings. With the exception of the mine timber and a few native building materials which may be obtained locally, all supplies for both mine and mill are brought down the Balsas River from Balsas, the terminal of a Mexican National Railway line out of Mexico City. The method of transportation on the river is interesting. Rapids with very fast water are numerous, prohibiting the use of mechanically propelled boats. Those used resemble large, flat-bottomed rowboats some 22 ft. long by 8 ft. wide (Fig. 2). They are manned by two oarsmen sitting in the bow, each handling one large oar, and usually another man in the stern who, with his oar, assists in steering the boat, especially when the rapids are run. From 3 to 7 tons of freight are carried on each boat, depending upon the stage of the water, which governs also the time

IT is customary for the president of an engineering society, in his annual address, to describe either some engineering problem with which he has beer connected or to review the work of the society during his administration. My first thought, this being the sesquicentennial year of our nation, was to review the advance in coal mining for the past fifty years, during which period I have been more or less intimately con-nected with the bituminous coal industry, and have personally witnessed most of the great changes which have occurred in methods and machinery used in the production of coal, but preparation of the requisite address would take more time than could be spared to prepare it, and its presentation would consume so much time that it .would not be suitable. The new arrangement providing for giving the presi-dent's address at the business meeting makes it more .appropriate to review the work of the Institute during the past year, together with some suggestions which appeal to me as being of advantage to the future wel-fare of the Institute, which I will try to do briefly. The work of the business office has been reviewed in the Secretary's report and it will not be necessary for me to dwell on it. Suffice it to say, it seems to be going along very well. Additional work could be done which would be to the advantage of the Institute, if we had the money with which to defray the necessary ex-pense incident to it, but I will refer to this again later. I would be derelict if I did not refer to the splendid work of the Secretary and the Assistant Secretary. Keeping in touch with all the sections, which number now about 26, and affiliated student societies which number 40, besides special committees, and represent-ing the Institute on various boards, provides work enough to occupy the Secretary's time almost exclu-sively. In addition to this the Secretary and the As-sistant Secretary have the work of editing and publishing the TRANSACTIONS of the Institute; the issuing of the magazine, MINING AND METALLURGY, in the splendid manner in which it goes out to the mem-bership is no light task and I think they should receive the commendation of the membership for this work.

The trend in underground room-and-pillar coal mining is to employ remote-controlled, continuous-mining machines and extended cuts to depths of 12 m (40 ft) or more. This system of coal extraction, adopted by more than 435 mines, can create additional worker safety hazards. To address the ground-control-related safety hazards, a combination of statistical analysis and numerical modeling was used. Initially, the reported roof-fall incidents and fatalities were reviewed to delineate the ground-control hazards. Then, the application of the coal mine roof rating (CMRR) for estimating safe extended-cut depths was evaluated. Finally, computer modeling was completed to predict roof displacements during extended-cut mining. This paper describes the results of these studies and their impacts on the safety of extended-cut mining.

The attention of the members of the Institute of Mining Engineers is asked to a description of the minerals of Southwestern Pennsylvania, as representing the minerals of an enormous area, stretching continuotisly, with local variations, along the western slopes, and at the base of the Alleghany Mountains, through Western Pennsylvania, West Virginia, and Kentucky, and destined to play no mean part in the future of the iron trade of the country. The particular locality is at and near Donbar, in Fayette County, where the most careful examinations and extensive developments have been made. The deep gorges cut by the Youghiogheny and Monongahela Rivers, in their passage through the mountains and lower lands, give admirable facilities for observing the measures lying between the sandstones of No. 11 and the upper coal measures. Apart from its varied mineral and agricultural resources this section of country has great historic interest attaching to it. It was down the Monongahela that Braddock led his ill-fated army to its defeat under the wails of Port Duquesne, and it was up the Youghiogheny River and Dunbar Creek that the shattered remnants hastily fled to gain the camp of Colonel Dunbar, the second in command, who was entrenched upon a high knob, at the head of the creek which bears his name, and which is still known and visited as Dunbar's Camp. Numerous streams, runs, and localities preserve the names of the guides and pioneers who accompanied, in early colonial times, young George Washington, who was pushing his surveys into the trackless and hostile wilderness, and many of them taking up large tracts of

.I. S. Huckaba (Western Machinery Co., Spokane, Wash.)—It has been my pleasure and privilege to be able to follow this work with the H.M.S. pilot plant very closely. This has been a very thorough and painstaking piece of work and will be of great value to the dense-media operators and manufacturers. Unfortunately time was not available to make an accurate comparison between this pilot plant and the commercial plant at Bellingham Coal Mines, both plants having Wemco drum separators. Briefly I would like to point out what I consider the most interesting finding of this work. Capacity: Very good results were obtained at a feed mte of 5.2 tons per hr in a 30-in diam by 24-in. long drum separator. The maximum capacity of this drum is not known but it is something over 5.2 tons per hr for the available area of 2.08 sq ft. A uariety of eutectic structures are formed in faceted/nonfaceted eutectics. The various structures are explained in terms of the absence or presence of small facets in the liquid groove. Regular structures are produced when, for purely geometric reasons facels cannot form. The presence of a facet in the liquid groove leads to the formation of an irregular or a cell-like complex regular structure, due to the relative immobility of the groove. A classification of eutectics was proposed by Hunt and jackson, based on the presence or absence of facets on the primary phases (the absence of facets may be predicted from the dimensionless entropy of melting2). Eutectics were divided into three groups: 1) eutectics in which both phases grow in a nonfaceted manner; 2) eutectics in which one phase grows faceted, the other nonfaceted; 3) eutectics in which both phases grow faceted. It was suggested that regular1 rodlike or lamellar structures1 should be formed in the first group, that irregular or complex regular structures1 should be formed in the' second, and that irregular structures1 should be formed in the third. Recently it has been shown that the structural classification is incomplete. Regular rodlike structures (InSb-NiSb eutectic3), or broken lamellar structure (Bi-Zn eutectic, Fig. 8), are formed in alloys of the second group when the faceted phase has a large volume fraction. Hunt and jackson' argued that regular structures could form in faceted/nonfaceted systems, but that such structures would be unstable in the presence of microfacets on the lamella of the faceting phase, because the growth rate at a point on such a facet would depend on the kinetic undercooling at the point of nu-cleation on the facet, and not on the local kinetic undercooling. In these circumstances it would not be possible to consistently balance the compositional and kinetic undercooling over a lamellar structure and thus obtain a stable isothermal interface. In this paper we discuss in detail the origin of the various structures formed in faceted/nonfaceted systems, pointing out that the most important factor promoting the formation of a regular structure is the absence of a facet in the liquid groove. 1) FACET FORMATION IN SINGLE-PHASE MATERIALS Facets form when there is an energy barrier for the addition of a new solid layer on an existing solid. When a barrier is present,2 growth proceeds by the lateral movement of steps across a crystallographic plane. The rate-controlling stage of the process occurs when the step is first formed. Hulme and Mullin6 have shown that faceting in single-phase materials can only occur when both interface curvatures are convex with respect to the solid and when the surface is tangential to the facet plane. When even one of the curvatures is concave a facet does not form because new layers of solid from adjacent regions can always feed the facet plane, Fig. 1. Growth under these conditions is then as easy as elsewhere. Similar considerations will apply to eutectic growth; consequently the shape of the faceted phase is extremely important. 2) LAMELLAR SPACING CHANGES IN EUTECTICS Jackson and Hunt7 have shown that the interface undercooling AT of a growing lamellar interface (neglecting kinetic undercooling) is related to the lamellar spacing, A, and growth velocity, v, by an expression of the form: where m, Ql, and nL are constants of the system given in Ref. 7. Eq. [I] is plotted for fixed v in Fig. 2. Jackson and Hunt postulate that a regular eutectic grows near, but to the right of the minimum in the AT vs A curve. They argue that the spacing cannot be to the left of the minimum because the interface is then unstable to fluctuations in A. It cannot grow too far to the right, because when the spacing becomes too wide an isothermal interface can no longer be maintained over the large-volume-fraction phase.7 It is argued that during any change in growth rate the lamellar spacing remains in the permitted range by the movement of lamellar faults. When the spacing is too wide, the fault, shown in Fig. 3, moves to the left; when the spacing is too narrow it moves to the right. The faults, however, have to be formed. heir formation has been shown to occur when local regions deviate considerably from the spacing defined by the lamellar When the spacing is locally too narrow (it passes to the left of the minimum, Fig. 2), pinching off of the narrow phase occurs. THE -salt deposits of the Mississippi Embayment region present a problem of origin so genetically related to the larger problem of the stratigraphy and structure of the region that a discussion of the one necessarily involves or assumes an understanding of the other. For this reason, I shall summarize briefly our knowledge of this region, emphasizing the facts related to the subject of this paper. In so doing I shall make liberal use of the reports of the National and State surveys. Geographically that section of the United States known as the Mississippi Embayment region represents a great V-shaped area, extending from near Cairo, Ill., to the Gulf of Mexico, and including Louisiana, eastern Texas, all that part of Arkansas bordering the Ouachita and Ozark mountains, western Tennessee, Mississippi, and a part of Alabama. This great section Professor Harris has described as structurally a pitching trough, its medial line being well represented by the Mississippi River. Outcropping along the border of this area are the Cretaceous and Tertiary formations, unconformably laid down on the hard Paleozoic rock sheets that show more or less plication, deformation, and faulting, depending upon their proximity to the nearby major uplifts. East and west of the Mississippi River the Cretaceous and Tertiary beds dip river- and coastward at angles greater than the slope of the land. "Waters entering along the outcropping edges of the Tertiaries and Cretaceous and following bedding planes southward are soon thousands of feet beneath the surface." As the sedimentation of the region progressed, faulting and slips occurred along planes of pre-Cretaceous weakness. Whether these movements were genetically related to the loading of this V-shaped area, as Professor Harris seems to think, is a question still to be settled. The accompanying map, Fig. 1, was taken from Bulletin No. 7 of the Louisiana Geological Survey. It shows the regional distribution of the salines, as well as an alignment of the domes, which has been assumed to indicate faulting.

Using the residual radioactivity technique, grain boundary diffusion of chromium in the a phase and lattice diffusion in the a and the ß phases of zirconiuttz have heen studied. The diffusivities (in units of square centiwzeters per second) have heen expressed as THE rate of diffusion of atoms along surfaces and grain boundaries is much greater than that through the bulk of metals. These processes dominate over volume diffusion at lower temperatures and can be isolated from it by virtue of the fact they yield high diffusion coefficients and low activation energies. In zirconium, however, it has been difficult to identify the volume-diffusion parameters separately. The values of diffusivities in a and ß phases yield activation energies which are much lower than those for volume diffusion calculated from semiempirical or empirical relations.1-3 Diffusion frequencies (Do) are also low, especially in the a phase, and they yield negative entropies of activation.4 Similar results have been obtained for the diffusion studies in titanium.5 It is yet to be investigated whether in these cases diffusion is controlled by some extraneous factor like high reactivity of these metals, or some different mechanism is operative as suggested by Pound et a1.6 However, Federer and Lundy,7 in a recent study of the diffusion of zir-conium-95 and columbium-95 in zirconium, and Gibbs et al.,8 in the study of impurity diffusion in titanium, found a temperature dependence of D, Do, and Q. Their study yielded low values of Do and Q at low temperatures, as has been found by other workers, and fairly high values at high tempera-

Blasting operations generate seismic effects in underground mines. These effects apply additional dynamic loads on the support system, which should bear both static and dynamic loads. Static loads are caused by the weight of the superincumbent strata, while dynamic loads occur as a result of blasting in the mining area. Identification of the origin and determination of the support system behavior in natural frequencies is crucial in assessing the stability of underground mines. This is because resonance occurs when a support is vibrated with its natural frequencies, which can cause a vibration with the maximum amplitude and subsequently cause extreme deformations. The mechanism of support system deformation during dynamic load displacement has been studied and numerical simulation for the impact of the dynamic loads on stability of supports is carried out using finite element method. The paper introduces a simple technique for improving stability and safety of mining operations. Results obtained and the methodology adopted in this research can help mining design engineers make decisions on adequate support for active mining operations.

The high grade gold and silver Ken Snyder Mine is located in north-central Nevada, in Elko County, adjacent to the town of Midas, approximately 240 miles to the east­northeast of Reno and approximately 60 miles to the northeast of the town of Winnemucca. The Midas Joint Venture (MJV), an equal partnership between Franco-Nevada Mining Corporation, Inc. and Euro­Nevada Mining Corporation, Inc. with Franco-Nevada Mining Corporation, Inc. being the joint venture manager, owns the mine. In May 1997, Kilborn Denver, now SNC-Lavalin America, completed a bankable feasibility study and proceeded with detailed design, procurement and construction management. In mid December 1998, MJV not only poured their first gold several months ahead of schedule, but were already operating at full production. In addition, the construction of this US $84 million mine, mill and related facilities were completed on budget. Operating cash costs are US $78/oz. This paper describes how this was accomplished.

The H-3 Project is planning, design, and construction of a 10-mile (16 km)-long final segment of new highway that traverses the Koolau mountain range in Oahu. Interstate H-3 traverses North Halawa Valley on one side of the Koolau Mountains and Haiku Valley on the other side. The project includes a tunnel through the mountain range. The one-mile (1.6 km)-long twin-bore Trans-Koolau Tunnel will have two lanes in each direction. The total roadway width including shoulders in each bore will be 38 ft (11.6 m). The geologic and geohydrologic conditions along the alignment present a variety of tunneling problems. Geologic conditions consist of volcanic materials deposited generally in fairly thin basaltic layers. These volcanic materials generally weather down to "MH" soils which are compressible but relatively strong. Perched ground water that is recharged by heavy rainfall is present in the mountains. The paper presents results of initial geologic surveys and exploratory boring, and plans for exploratory tunneling and testing programs. A site specific classification method developed to characterize the weathered profile is presented.
