HE who enters a mining claim within an Indian reservation of the United States of America acquires no rights thereby, because of the fact that the lands within such Indian reservation are not a part of the public domain, and cannot be located or acquired as mineral land. However, where such an entry is authorized as to a particular reservation by an Act of Congress, such claims as may be entered under such authorization are thereby segregated from the reservation, and the Indian title is extinguished. Under the Choctaw Constitution, any citizen of that nation, in other words any Choctaw Indian, who discovered a coal mine, acquired an exclusive right to all coal within a radius of 1 mile. The laws of the Chickasaw nation provided for the formation of corporations to develop coal and other mines, with authority to contract with others to develop and work the mines. Under these laws, leases were made; but Congress subsequently abrogated all existing leases, prohibited all persons from receiving royalties from such mines, and provided that all coal within the nation should remain the common property of the tribes. Such leases are now expressly prohibited by an Act of Congress (32 United States Statutes at Large, 655). All leases of mineral lands upon Indian reservations must now be made under regulations promulgated by the Secretary of the Interior, and the royalties must be paid into the United States Treasury for the benefit of the tribes. In Canada the Indians have no rights to the royal mines and minerals, and the government can make no stipulation with the Indians which would affect the rights of the Province in which the lands are situated. Therefore, while it is true that under our present law no rights can be acquired to a mining claim within an Indian reservation, it seems to be fully within the authority of Congress to make laws, giving such rights to mineral locators as it may deem necessary or expedient.

The kinetics of electrodeposition of gold from dilute solutions of alkaline KAu(CN)2 at different gold and free cyanide concentrations on a gold rotating disk electrode were investigated by use of a steady-state linear potential scan technique. The design and performance of a laboratory electrowinning cell with a reticulated nickel cathode, operating in the flow-through mode, for the removal of low levels of gold ions from aqueous cyanide media is described. During the batch recirculation of oxygen-free gold cyanide solutions, the gold concentration was reduced from 10 ppm to <0.5 ppm with current efficiencies of up to 80%. The influence of solution flow rate through the cathode and of the pore size of the reticulated nickel foam is discussed. The removal of gold ions from solutions of low ionic strength was also investigated.

AUGUST began with a reminder that warfare was still in progress in the world, in that the Greeks, still at war with Turkey, threatened Constantinople in spite of the small British and French forces of occupation and opened a vista of international dangers. There was in this, moreover, a recollection that religious questions in India had prevented the British from permitting a real settlement of the Turkish question, wherein the absence of Russia as a great power is missed. Civil warfare also continued in Ireland and China. Even in the military way the world is far from being at peace. Bloody fighting between the Fascisti (anti-communists) and the com-munists in Italy led to several provinces being put under martial law, but after a while these disturbances were quelled. In the latter part of the month the assassination of Michael Collins in Ireland produced a great shock. From China, however, there came rather favorable news, indicating the early reintegration of that country, which sooner or later ought to play an important part in world affairs. Economically, instead of there being any improve-ment, there grew a clearer perception of how bad things really are. Italian politics were in chaos through inability to find anyone to accept the premiership and assume the all but hopeless task of averting national bankruptcy. The French, too, began to see their own position in true colors, and especially to see how in reconstruction they had incurred debts on the strength of what they hoped to collect from Germany, with at last the understanding that the Germans could not pay and that France herself was thereby put in a desper-ate economic position. As for the Germans, them-selves their Reichsbank defaulted on ordinary bills early in August. As the month wore on the value of marks fell more and more and at the end it appeared that Germany was on the verge of economic collapse. On Aug. 7, another international conference (with America again absent) was assembled in London, this being the thirteenth since the war, and there was a general feeling that it would be the last. The prime question was what is to be done about the German reparations, but underlying was the whole subject of the entente. The conference opened like a meeting of importunate creditors, doubtful whether the debtor had any tangible assets. On Aug. 14 this conference broke up without coming to any useful conclusion. Indeed, the acrimony among the premiers was so sharp that even the entente between Great Britain and France was endangered. The international situation was saved only by the Reparations Commission excusing the Germans from the payment of 50,000,000 gold marks that come due on Aug. 15 But although the entente was nominally preserved there is no longer any illusion about the interests of Great Britain and France being different and that henceforth they will play their own hands. The London conference was really an effort to maintain the partnership, and it failed.

The recommendations resulting from a Dispute Review Board (DRB) hearing of a contract dispute are being challenged more and more frequently. This paper explores possible causes based on the authors’ experiences. Challenges facing the DRB process include: The DRB process is starting to lose some of the informality and flexibility. Both owners and contractors appear to be putting too much weight on a board recommendation on a dispute. DRB’s do not make “decisions,” they provide recommendations for dispute resolution to both parties. The DRB process is not just for contractors to present an unresolved issue to a board hearing. Owners can also initiate a request for a hearing on a disputed issue. For the DRB process to remain a viable element of the successful construction project, confidence must continue to be maintained in a process that is intended to work on behalf of both parties to the construction contract.

The year 1936 in West Virginia was characterized by increased activity in natural gas. The number of actual completions was only slightly increased but many more wells were drilling than at the end of 1935 and there was almost feverish activity in taking new leases. This pronounced revival is partly due to the fact that the extremely cold winter of 1935-1936 showed that additional supplies of gas would be desirable and partly to the hope of finding new pools in the deeper sands. No new pools have actually been found, but the Oriskany sand (L. Dev.) development of Kanawha County, which was already assured by the end of 1935, was greatly extended into wider and richer territory. The Middle Devonian shale (Childres sand), reached incidentally by Oriskany exploration as well as by direct design, has been productive of gas in much wider areas of Boone, Lincoln, Putnam and Kanawha Counties than heretofore known. Routine drilling to the upper sands in dehed territory, also, was greatly increased, although not yet much reflected in completions. Thc supply of marketable gas, however, has been substantially enlarged. In preparation for further exploration there has been an extensive leasing campaign throughout the entire territory where gas seems at all probable, or ever possible. Exact figures are lacking, but new leases have certainly been taken on more than 1,000,000 arres. One operator estimates that 500,000 acres have been leased in the Appalachian geosyncline alone between Parkersburg and Charleston. Exploration, both for shallow and deep-sand gas, on some of these new leases is now under way. There was little activity in oil. No special search for new pools was made and none was found, but the usual routine drilling in old pools occurred. One major gas pipe-line enterprise was undertaken and completed. Operating technology was much the same as usual. In certain localities repressuring for oil has become a matter of routine, and in others the use of acid in treating small wells in calcareous beds has been continued. INTRODUCTION THE Bureau of Mines is investigating the problem of slag viscosity, its variation with the temperature and with the composition of the slag, and its effect upon the distribution of the sulphur between molten iron and slag, as introductory to a series of contributions to the theory of the metallurgical processes. The method of measurement, viscosity, apparatus, furnace and other accessories mentioned in this paper have been described fully in a Bureau of Mines report.1 THE LITERATURE ON SLAG VISCOSITY The viscosity of blast-furnace slag had not been measured previous to the investigation described in this report. A number of investigators have determined the "fusibility," or softening temperature, of slags by means of the cone method or, other deformation method, but these methods supply only limited information regarding the temperature-viscosity relations.-of the slag in question. Any deformation method that may be employed indicates only the temperature at which the slag attains a more or less definite viscosity, the magnitude of the value obtained depending on the method used. For details of the various methods used by different investigators, see, the Bureau of Mines paper already referred to. An isolated measurement by Doelter on a single mixture at 1,300° C. represents the highest temperature reached in the various viscosity investigations previous to those described in this report, in which results have been referred to absolute units. Arbitrary deformation tests have of course been made at much higher temperatures.

The construction of a large span, high-walled underground opening in a low strength shale rock is unprecedented. The feasibility of constructing a pumped storage project with several tunnels and a large underground powerhouse in low strength shale rested largely on the feasibility of building stable openings large enough to accommodate the required equipment. Because of the lack of experience with large openings in shale, the decision was made to excavate a test adit and test chamber and conduct a multi-faceted geotechnical evaluation program designed to yield pertinent in-situ data on the ability of the shale to accommodate a large underground opening. Factors considered in the shape, size, orientation, and location of the test chamber were: (1) similarity to the anticipated powerhouse chamber, (2) nature of the most important data to be obtained, (3) feasibility of construction, and (4) economics.

At a number of mines in eastern Nicaragua, 3.5- or 5-ft. Huntington mills are used for grinding gold-ore after a pre-liminary breaking in jaw-crushers. The smaller mills are made sectional to facilitate transportation to the more difficultly accessible mines. The capacity of the smaller mills is about 20 or 25 per cent. that of the larger, but in proportion to the quantity of ore ground they require more power and are subject to greater wear. The notes herein given are from records of the performance of the larger mills at one of the mines, but, in general, apply to the smaller mills also. The Nature of the Ore. The ore occurred as a series of flat veins in a&apos; highly-decomposed rock, probably alaskite. The primary mineralizatioll comprised pyrite, pyrrhotite, marcasite, chalcopyrite, and quartz; the oxidation-products of which were chiefly hydrated iron oxide or limonite, chrysocolla, azurite, and malachite. The kaolinization of the feldspar of the country resulted in the admixture of a great quantity of clay with the oxidized ore. The quartz was sandy, imbedded in the clay; and probably the greater part represented the residue from the crushed rock in the fissures after leaching, and kaolinization of the feldspar. There was little vein-quartz in the unaltered primary sulphide ore. Only the oxidized ore was mined for the gold that it contained in amouiits that averaged $4 per ton. No specks of gold mere ever seen in the ore, and the gold obtained by panning was always exceedingly fine. The amalgamation-bullion was about 800 fine in gold and from 60 to 80 in silver. The ore delivered at the mill contained from 5 to 15 per cent. of moisture; during the rainy season the quantity was much greater. Laboratory performance of mercury filled current limiting devices (CLD) used for high speed switching of DC circuits (600 volts and below, up to 1000 amperes) using a system involving a parallel connected vacuum switch with CLD and an additional series connected vacuum switch was verified in USBM Contract #HO 357079. This report details analytical work and field experimental tests to predict and control voltage surges associated with the high switching speed associated with the switching system. It also details tests conducted to demonstrate the fault current limiting ability of the CLD. Problems associated with designing a fault current limiting system are discussed.

The operations of the Copper Range Co. are located in the Michigan copper district at the southern end of the Keweenaw Peninsula, 8 miles southwest of Hough ton (the center of the district). All the producing mines are situated in a long narrow zone paralleling the peninsula and occupying the central portion. This zone is about 25 miles long and 3 to 4 miles wide. The important mines, in their order from northeast to southwest, are, Mohawk, Ahmeek, Allouez, North Kearsarge, Wolverine, South Kearsarge, Centennial, Calumet & Hecla, Osceola, Franklin, Quincy, Isle Royale, Baltic, Trimountain, and Champion; the last three are operated by the Copper Range Co. The existence of copper deposits in this district became known soon after the discovery of America. Many references by early explorers show that copper was found in the possession of many of the American Indians that inhabited the Great Lakes region. There is abundant evidence that exploration of these copper deposits extended into prehistoric times; and some indication that the American Indians carried on operations shortly before the advent of white men. An account of the finding of primitive mining appears in the Government publications of 1850-51 by Foster and Whitney. Although earlier expeditions by white men had been made to the Keweenaw peninsula, an attempt to commercialize the district was not made until after 1765, when Alex. Henry, a British subject, searched the shores of Lake Superior for mineral treasure. His first expedition took him to the Ontonagon River, where he found the famous mass of copper now on exhibition at Washington. In 1771, he started operations along this river with a crew financed by English capital; but after much difficulty and only meager success he found only detached masses while in search for a major deposit. There is no record of any cxploration from 1774 to 1820. In 1838, Dr. Douglas Houghton was appointed state geologist. It has operated more or less continuously since completion except for the time required for making necessary inspections, repairs, and alterations between runs. Mineral particles in coal have enormous variation in size. Some are large enough to be seen by eye, others can be seen with the optical microscope and still others are so small that they can be resolved only by electron microscopy. We paid particular attention to particles of clays and sulfides less than 1 pm in size. This paper describes typical minerals and reports on the application of the techniques of electron microscopy to coal.

THE 400-ton testing machine, ordered in June, 1875, by the United States Board appointed to test "iron, steel, and other metals," has lately been completed at the Watertown Arsenal, thoroughly proved and accepted by the Board. The excellence of the machine in every respect is more than satisfactory, and its accuracy is at first sight astonishing, although an investigation of its principles must show that if the weighing apparatus will weigh at all, it must do so with perfect accuracy, because all its movements are absolutely without friction. The proof experiments were numerous, and the effects of recoil after sudden ruptures at maximum loads, were watched with great care, but without much anxiety, because the weighing parts affected are by no means delicate in structure, and their motion is almost infinitely small. Among the tests were the following : A forged link of hard, wrought iron, 5 inches in diameter between the eyes, was slowly strained in tension, and broke short off with a loud report at 722,800 pounds. The diameter before breaking at the point of fracture was 5.04 inches; after breaking, 4.98 inches. In order to see if the weighing parts had been disturbed by the recoil, which was obviously near the greatest recoil the machine will ever suffer, a horse-hair was next tested ; it was 7-1000ths of an inch in diameter; it stretched 30 per cent., and broke at 1 pound. Other horse-hairs vary in tenacity between 1 and 2 pounds. Of course, the accuracy of the machine on such delicate specimens, and indeed on specimens having some hundreds of pounds tenacity, has been checked and proved by other weighing machines. A 5-inch round bar, turned down to 3 5/8 inches diameter along the centre, was pulled apart at 430,200 pounds tension. Then some more horse-hairs were tested ; also copper wires 19 1/2-1000ths of an inch in diameter, which averaged 25 pounds tenacity..

With respect to the recycling of used lead-batteries, a pure lead is required to prepare a lead-calcium alloy electrode for a new maintenance-free battery. The pure lead can be obtained by means of electrolytic and/or pyrometallurgical refining. In the lead electrorefming, antimony is concentrated in anode slime. From the viewpoint of the recycling and recovery of metal values from used lead-batteries, especially from anode slime, oxidation experiments were conducted for pure liquid antimony in the temperature range between 973 and 1373 K to elucidate the oxidation kinetics and mechanism. Furthermore, since lead anode slime generally consists of antimony, lead and bismuth, experiments have been also carried out using antimony-lead-bismuth alloy. The equation relating to the mass transfer characteristics in the gas phase was then applied to analyze the oxidation kinetics. As a result, it was found that the anode slime treatment, that is, an oxidation of antimony concentrated in anode slime followed by vaporization as antimony oxide Sb406, should be operated with higher oxygen partial pressure and sufficient amount of gas flow rate at lower temperature around 1073 K. The feasibility of the oxidation treatment for anode slime has been also discussed.

The phenomenon of flake formation which may occur during cooling or room temperature aging of large steel sections is caused by a combination of hydrogen and stress. As such, the transformation characteristics of austenite in a particular section play a major role in the occurrence of flakes. Isothermal and continuous cooling studies demonstrated that flake formation is particularly sensitive to nature, distribution, and relative proportions of the microconstituents in the cooled sections. In the absence of transformation stresses, abnormally high hydrogen contents could be tolerated without flaking. Flakes were not found in the absence of transformation stresses. No correlation existed between average hydrogen content and flake formation where cooling stresses were low. Hydrogen in the steel was a necessary but not sufficient condition for flake formation. DESPITE a long history of laboratory and commercial investigations, the mechanics of hairline crack or flake formation in large steel sections remains unresolved. Recent publications1-5 emphasize that flaking is still a serious problem.* immediate cause of flaking is the pressure exerted by entrapped hydrogen gas that collects in small internal cavities or voids during cooling. When the temperature of steel is low enough to preclude extensive plastic flow, the cavity pressures cause local brittle fractures (flakes). 2—The microsegregation and transformation stress theory. According to this theory, flaking results from stresses arising from the volume changes accompanying the formation of martensite and/or low temperature bainite after a large portion of the section has transformed at elevated temperatures. The proponents of the hydrogen theory suggest that stresses from other sources may be additive to the stresses produced by hydrogen and may, in some cases, provide the increment of stress necessary to produce flakes. However, the critical aspect of this theory is that no stress, except that produced by hydrogen pressure, is believed to be sufficient in itself to produce flakes. For practical considerations, this means that the only safe thermal cycle is one that reduces the hydrogen content to some low critical level below which flaking will not occur regardless of the state of transformation. On the other hand, the transformation stress theory does not rule out the embrittling effect of hydrogen. This theory simply proposes that flaking does not occur in the absence of transformation stresses. With the transformation stress theory as a basis, commercial antiflaking cycles would be designed to complete the transformation of austenite prior to cooling to ambient temperatures. Both of these theories appear compatible with industrial experience. Antiflaking cycles, such as cooling at extremely conservative rates or soaking for periods of time in the upper subcritical temperature ranges prior to cooling to ambient temperatures, may allow the following: 1—diffusion of hydrogen out of the section and, as a consequence, reduction of the hydrogen content to some safe minimum value (hydrogen pressure theory) and 2—complete decomposition of the austenite at rela-

NUCLEI that are formed during the recrystallization of a grain following plastic deformation generally have orientations that differ from the original. This aspect of recrystallization may be described in terms of orientation changes. It was shown previously, in an investigation on recrystallization in silicon ferrite,1 that the observed orientation changes were highly improbable on a chance basis, and that some mechanism must be involved. Analysis showed that the data could be satisfactorily classified into the smaller of two subclassesf of the 36 third- order twin transformations. No attempt was made at that time to classify the data within the special class of 12 third-order twin transformations, although results did indicate a greater probability for some of them to occur. A classification of this type would be more valuable, of course, with more data on orientation changes per old deformed grain. The present work fulfills this condition to some degree and also extends the scope of the investigation to include the effects of original orientation and the amount of plastic deformation. The effect of original orientation is of considerable interest because of the known effects of orientation on plastic deformation, particularly with regard to degree of fragmentation and the formation of de- formation bands, and because the orientations produced by deformation should influence the orientations obtained through recrystallization. Barrett and Levenson2 reported that single crystals of iron deformed in the range 82 to 97 per cent could be put into three general classes; namely, crystals in class I maintained a reasonably sharp single orientation, those in class 2 transformed into two distinct orientations, and those in class 3 changed into a large number of major and minor orientations. Something similar would be expected for silicon ferrite crystals, and verification of this for a few cases of types class I and class 2 deformation has been reported elsewhere3 for single crystals of silicon ferrite cold-rolled in the range 10 to 20 per cent. As an example of class 2 deformation, it was shown that a crystal of silicon ferrite cold-rolled in a {110} plane in a < 100> direction developed two layers, or deformation bands differing in orientation. When this happens it is possible to etch away one band and leave a single structure for use in studying the orientation changes that occur during recrystallization. when preferred crystal orientations are obtained in recrystallization, it is notparticularly necessary to evaluate groups of common orientation, as was done previously (ref. I, Table 6); but an

Gwalia Consolidated Ltd has been in the mining industry for about 15 years, yet its key wholly owned Greenbushes Mine has a history dating back to the last century. Similarly Gwalia Consolidated&apos;s associate, Sons of Gwalia Ltd owns the historic Sons of Gwalia and Marvel Loch Mines with Sons of Gwalia celebrating its centenary this year. This durability is a testament to the quality of the orebodies concerned and the massive technological achievements over this time which have enabled each of these mines to maintain their competitiveness. While Sons of Gwalia and Marvel Loch were and continue to be gold mines, the wholly owned Greenbushes Mine has survived and in fact prospered through the development of alternative products from its rich and unique pegmatite. Similarly, for Gwalia Consolidated to grow and prosper it will be necessary to expand the current portfolio of products and operations. The Greenbushes Mine has already given Gwalia world `No 1&apos; status in both the supply of primary tantalite concentrates and lithium minerals (spodumene). The asset base contributed by Gwalia&apos;s gold investments assisted in the recapitalisation of the Greenbushes assets to fully develop their potential. Industrial minerals and strategic metals were of interest to Gwalia as these markets are relatively small and it is possible to develop an influential if not dominant position in the market with a quality asset. Capital expenditure to develop such projects are also usually in the order of $10 m to $20 m, a manageable range relative to Gwalia&apos;s size.

Mineral exploration in the United States relies heavily on theoretical geologic concepts and indirect methods such as geophysics and geochemical prospecting, as there are few exposed areas of mineralization which have not already been explored. In Mexico, ore grade samples can be cut at the surface on vein, replacement, and disseminated types of deposits in many areas. The problem is not in finding a mineralized area but in deciding which mineralized area can be explored and developed at the least risk and cost, with the greatest profit potential within the framework of Mexican mineral economics and that nation&apos;s government policies. Socio-economic Posture Mexico, prior to World War II, had suffered from more than one hundred years of intermittent wars and exploitation by internal and foreign elements. Consequently, the basic facilities which today&apos;s society takes for granted were scarce or non-existent in most of the country. Travel was largely a matter of negotiating poor dirt roads, riding horseback or walking. Relatively few people were literate and medical facilities were luxuries for the wealthy. Mexico&apos;s leaders were, however, determined to improve the lot of their people, within a system of private enterprise and personal freedom. Long-range programs initiated at about the time of World War II to provide infrastructure-education, health and welfare, transportation, power, water, communication-are now established fully or in part for most of the country and are being continually expanded.
