The Annual General Meeting of the Institute was held in Kelvin House, Johannesburg, on Wednesday, 27th August, 1969, at 4.15 p.m. Mr. R. C. J. Goode (President) was in the Chair. These have been laid on the chairs and before calling for their adoption I would like to make a few comments. The Accounts show an excess of expenditure over income of R2,124 and our Honorary Treasurer, Mr D. G. Maxwell, will in due course comment on this. The main difficulty has again been the cost of the Journal and I think most of you are aware of the changes that we propose to make. I shall be sorry to see the last of our old format but then I have always had rather a con¬servative outlook.

Much work in the recent years has focused on identifying the characteristics of igneous rocks associated with porphyry Cu deposit, and thus to identify potential fertility indices that can be used in an exploration context. These avenues include a combination of lithogeochemistry (e.g. Sr/Y ratios) and mineral (e.g. zircon and apatite) trace element geochemistry. Understanding what these fertility indices tell the geologist about magmatic processes is important to their application in a successful exploration program.

ALTHOUGH flotation was known to be a successful process prior to 1912, Utah Copper Co.'s ores were not entirely treated by this process until 1923. Experiments had been conducted, of course, prior to that time, and in February, 1917, the first unit of the Arthur plant was changed over from gravity concentration to flotation. On May 16, 1918, the entire Arthur plant was on flotation, excepting the coarse concentrate which was tabled prior to fine grinding. The reasons for the delay in adopting flotation at these plants were, first, that it was decided to await the outcome of the litigation with the Butte & Superior Mining Co., which began with an injunction served on Oct. 3, 1911. This litigation continued for years. Then the demands on the plants in the war years 1916, 1917 and 1918, really precluded any further drastic changes during that period, as all efforts were bent on maximum tonnage, and the cry of tonnage, rather than of recovery, was the major issue. The postwar depression followed these years of intensive production, so that it was not until 1922 that the Magna plant was equipped to use this process. Excepting, then, the amount of coarse concentrate that was tabled, 1923 was the first year when the Utah Copper Co.'s ores were on, a full flotation basis. EFFECT OF FLOTATION ON ORE RESERVES The object of this paper is to point out the effect that flotation has had on the operations of the Utah Copper Co. In 1905, when D. C. Sackling began making history in copper, the ore reserves were 34,000,000 tons, with a grade of 2 per cent. copper and a mill capacity of 700 tons daily. The point of cut-off between nonprofitable and profitable grades was 1.2 per cent. A few years later the capacity was increased to 6000 tons, when 1.1 per cent became the point of cut-off. Ore reserves had climbed to 80,000,000 tons, having a grade of 1.9 per cent. In 1911 there was an ore reserve of 300,000,000 tons, with a grade of 1.5 per cent and a cut-off of 1 per cent.; in 1918 the ore reserve was approximately 400,000,000 tons, and a grade of 1.38 per cent., and point of cut-off 0.95 per cent., based on normal costs and prices. When cast hypoeutectic Zn-Ti alloys are rolled, the TiZn15 compound particles arising from eutectic decomposition form a network of fibers promoting improved creep resistance.' The effect is magnified with increasing titanium content and extends to hy-pereutectic concentrations. Strip produced from the latter-type alloys, however, also contains large, primary crystals of the compound that tend to initiate cracking during subsequent fabrication operations. In a study of the influence of various casting modifications on the size and distribution of these crystals, the phase relationships existing between the eutectic and the TiZnIs intermetallic compound in the Zn-Ti system were of major interest. Although several in- vestigators1 4 have explored the equilibria within this compositional range, their results show considerable lack of agreement. Consequently, with the exception of the solvus boundary, the constitution of this system containing up to approximately 1.0 wt pct Ti was . The findings are reported in the present note.

Given the current scenario experienced by Brazilian mining industry, the study and development of technologies that enable a more secure and controlled disposal of tailings has gained significant relevance. Among the various alternatives and disposal methodologies, Anglo American has been developing tests on three study fronts: dewatering polymers, hydrocyclone dewatering and pulp filtration. The first two fronts are intended to optimize the way of occupying the existing tailings dam. The filtering is intended to reduce the mass transfer to the reservoir, extending the life time of the existing structure. The studies were divided into laboratory, pilot and industrial phases, aiming at proving applicability and scheduling for a definitive future installation. Until this moment, all tests have demonstrated gains and potentials of applicability.

"The DC Clean Rivers (DCCR) Project is a 25 year, $2.6 Billion court ordered project to reduce combined sewer overflows (CSOs) discharging into the Potomac and Anacostia Rivers and Rock Creek, and also reduce flooding in the northern areas of the District of Columbia. Like all massive infrastructure programs, DCCR faced technical challenges, management challenges, risks of cost and schedule overruns, procurement challenges, and financing challenges. While DC Water is no stranger to large capital improvement projects (CIP), this CSO Program represents a once in a lifetime event for the Owner requiring the assembly of a single purpose team to implement. Some of the DCCR Project team’s most successful accomplishments to date are attributable to its introduction of early contractor involvement (ECI) to thoroughly vet the work from the perspective of the future constructors, development of functional baselines to share risks that are difficult to price and reduce reliance on geotechnical baseline interpretation during tunnel excavation, and attainment of financing through Municipal Century Green Bonds based on using design criteria of a minimum of 100 year life for the structures to establish intergenerational equity and fairness. This paper will discuss these innovations in detail and provide some sets of recommendations for the underground industry on when and how to use different approaches to better manage projects of this magnitude. INTRODUCTION The District of Columbia Water and Sewer Authority (DC Water) is an independent multi-jurisdictional authority that was established in 1996. Its primary mission is to provide water distribution services to more than 640,000 residents in the District of Columbia (District), and sewer treatment and disposal to 1.6 million residents of the District, Montgomery and Prince George’s counties in Maryland and Fairfax and Loudoun counties in Virginia."

The Iron Prince orebody occurs within the Lower Middleback Jaspilite Horizon of the Middleback Group and consists of hematite within host rocks of jaspilites and schists. The ore was probably the product of leaching of silica from jaspilites and replacement by iron, concentrations occurring in suitable structural traps. The narrowness and the presence of extensive dolerite amphibolite dykes within the orebody make it essential to operate a grade control programme in advance of the faces. Information from drilling is drawn up on bench plans, step plans and impurity overlays, and these serve both in day to day production planning and in long term planning. Mining is done selectively by open-pit methods and blending conducted by keeping at least three faces of different grades of ore open at any one time. No stock piles of ore are kept for blending, but contact ore, contaminated ore and enriched material are dumped for later beneficiation.

In spite of the very general errlployment of nitride hardening, there is still considerable doubt as to the real nature of the mechanism involved. Experience has shown that the addition of small amounts of hardening elements to iron or steel results in a wide variety of desirable properties in a nitrided case. Perhaps the foremost of these elements is aluminum and in this investigation an attempt has been made to study the behavior of aluminum during the hardening process. It is believed that the establishment of a complete atomic picture of the metal at various stages of the process will indicate the relationships between the several kinds of atoms and their individual influences on the physical properties in a clear and direct fashion. A consideration of the problem suggests a surprising similarity between the mechanisms of nitride hardening and of age-hardening. It is now generally understood that age-hardening may take place by one of two distinct processes, the first involving the precipitation of a finely dispersed phase and the other being concerned with the modification of an existing phase. Following much the same line of reasoning, two theories of nitride hardening have been suggested. The first explanation, which has been generally discussed, particularly by Fry,' states in brief that the presence of aluminum causes the precipitation of aluminum nitride during nitriding and that this finely dispersed phase is the primary cause of hardening. The second explanation, which has not been published but which has been freely discussed by those interested in the problem, postulates the substitution of aluminum atoms for certain of the iron atoms in the several iron-nitrogen phases in the same manner that the substitutional iron-alurninurn solid solution is formed. The marked increase in hardness, as compared with the aluminum-free system, is attributed to the severe lattice distortion accompanying this replacement.

Gilpin County, the cradle of mining in Colorado and the Cornwall of North America, is too well known to need much introduction; get, for the benefit of those not familiar with the district, it may be well to premise that it comprises a tract of country of about 122 square miles, lying between the counties of Jefferson, Boulder and Clear Creek, and hounded on the west by the main range of the Colorado Rockies. It is located centrally in the State, 40 miles west from the city of Denver. During the 38 years since the first gold-discovery, Gilpin county has contributed about eighty million dollars in gold and silver to the world's supply of these metals. Many mining districts have had their rise and decline in half this time; but, very far from being exhausted, this mining district is still in the ascendant; its output is increasing (it was $3,600,000 for the year just closed), and it was never more prosperous nor productive than to-day. Taken generally, there does not exist anywhere in the world so great a number of permanent veins within so small an area as in this district. Gilpin is practically a " poor man's camp." Its veins, with few exceptions, outcrop at the surface. In the oarlier---days of the camp these outcrops were worked in many instances by sluice-mining; particularly is this the case with regard to the veins of the Russell gulch. Discoveries are still made in the heart of this district, and the productive area is every year extending its limits. The districts of Yankee Hill, Hawkeye and Pine Creek, which used to be isolated, are now part and portion of the one gold-field of Gilpin county. The refractoriness of the gold in many of the pyritic ores from the eastern Transvaal is due mainly to the association between the gold and the sulphides, but it can be due to the presence of graphltlc carbonaceous material, which complicates the recovery of the gold by virtue of its adsorption activity. In an examination of the roasting characteristics of three flotation concentrates from the Barberton area, It was found that the gold in the concentrates occurred mostly in two forms: in very fine gold particles distributed within the arsenopyrite, and in a slightly coarser form loosely associated with the pyrite. Direct cyanidation of the concentrates gave gold extractions of from 16 to 30 per cent. After the concentrates had been roasted at temperatures of 650 to 700°C for 20 minutes with rabbling, the extractions varied from 86 to over 90 per cent. Examination of the residues after cyanidation indicated that gold was present in the porous calcines or in the calcined sulphide product. This observation, together with porosity measurements, suggests that physical encapsulation of the gold particles is the main reason for the refractory behaviour of the gold in the calcines.

Growth of the Society When the Institute was born in May, 1871, it was given the name American Institute of Mining Engineers. Yet from its conception a few months earlier, its genetic code clearly carried the message that metallurgy was equal in importance to mining. Thus, the "call" for the initial meeting, which was sent out in April of that year by three mining engineers, Eckley B. Coxe, R. P. Rothwell and Martin Coryell, gave this first objective of the proposed organization as: "the more economic production of the useful minerals and metals." And this call concluded: "Anyone who may have devoted himself to a particular subject connected with either mining or metallurgy, and who may be possessed of new facts in reference to it, would greatly aid in furthering the objects of the proposed association by preparing a paper giving the results of his experience." In response to this call, a group of 22 men assembled in Wilkes-Barre, Pa., for a 3-day meeting beginning May 16, 1871. On the first day, a set of 20 "Rules" was adopted, of which Number 8 read, in part: "The words mining engineers in these rules comprehend engineers connected with mining and metallurgy." On the second day, 18 officers were elected, of whom nine were not present. Moreover, as if to emphasize that the words about metallurgists were to be taken seriously, one of those elected in absentia was the president, David Thomas, a Welshman who had founded the Thomas Iron Co. and who built the first anthracite-fired, hot-blast furnace in this country. The second meeting of the Institute, held in Bethlehem, Pa., in August, had a more metallurgical flavor, and the third meeting, in November, was held in what was then one of the great steel-making centers of the country - Troy, N. Y. This was the home of the Albany and Rensselaer Iron and Steel Co., which held the American rights to Bessemer7s machinery patents. And it was here that the great American steel master, Alexander L. Holley, carried out a series of experiments that led to improvements in the design and method of operation of the Bessemer vessels. It was at this meeting that Holley and Henry Marion Howe, then a "student" at the Albany and Rensselaer plant, were admitted to membership. Internal improvements are the great seals; stamping upon the history of nations their epochs of peace, in which notable enterprises are conceived, and fresh impulses given along the path of progress. Such forerunners of national benefits have never been so notable in Mexico as in the last four decades of the nineteenth century, during which the national faith in the consolidation of peace has been a guaranty of the development of all the elements of national prosperity. Among all the improvements which have been realized with the unanimous approbation of the people, the railroads occupy a preferred place, for upon them depends the expansion of commerce, of agriculture and of mining, the three great factors of the wealth of Mexico. In a country so extensive as the Mexican Republic, where the inhabitants are greatly scattered, and great distances separate the producer from the consumer, the only way to encourage home industry, and the development of commerce, agriculture and mining, is to construct railroads, which shorten distance, facilitate transportation and minimize its costs. C.—With reference to Mr. Bain's paper: The scarcity of adequate geologic data on building stone reflects, among other things, a lack of interest on the part of geologists. It has been one of my duties to attend to matters relating to building stone and other structural materials that have come to the U. S. Geological Survey, but for several years my principal administrative and other duties in the Section of Metalliferous Deposits have prevented me from giving structural materials the attention that they deserve. I have felt that investigations relating to structural materials should be assigned to someone else, but thus far nobody with a sufficient interest in the subject has come forward; further, the specific calls for these investigations have been so few and far between that it has not seemed practical to draft any one for the job. The general situation is such that steady and substantial progress in the application of geology to the utilization of structural materials is not likely to be made unless someone with keen interest in the subject takes the initiative. If the start is once made, I know from experience that cooperation from the more progressive members of the quarry and building industries will be readily forthcoming. Mr. Sales' suggestions are all constructive and most welcome. A thorough, detailed discussion of them might be as long as his manuscript, but could largely be summarized with the one word "amen" qualified by the alibi that a chronic shortage of funds and therefore of personnel has prevented us from carrying out some of his suggestions already. A few of them might call for an Act of Congress before we could undertake them, and one or two, such as the preservation of mine maps, with which I heartily agree, would call for much additional space as well as clerical and supervising help. Several items in Mr. Sales' paper—for example, the question of balance between the scientific and more directly practical studies and the surveys or resurveys of the larger and smaller mining districts—have been covered in my contribution to the symposium. The suggestion of frequent reviews of progress in the study of ore deposits is excellent and can be followed without serious diversion from projects already on the Survey's program. Brief reviews by Survey men have been published in periodicals, and the contributions by several of them to the Lindgren Volume1 may also be cited as serving this purpose to some degree. The practice of publishing short papers by Survey men in outside journals rather than in Government reports is largely the result of experience and expedience. Our printing funds are limited, and considerable time must elapse between the transmittal of a paper and its publication. Time is saved therefore by sending papers to outside journals, and the editors of those journals are usually glad to receive them. Members of the Survey would doubtless prefer to have the products and byproducts of their official work appear in official Survey publications if conditions were more favorable. The MRMR Classification System was developed specifically for mining applications, namely caving operations, and is one of three rock mass classification systems used in the South African mining industry today. Increased usage of the MRMR Classification System has raised concerns that it does not adequately address the role played by discontinuities, veins and cemented joints in a jointed rock mass. To address these concerns, Laubscher and Jakubec introduced the In-Situ Rock Mass Classification System (IRMR) in the year 2000. Although the IRMR System is more applicable to a jointed rock mass than the MRMR System, a quantitative comparison of the MRMR and IRMR Classification Systems indicates that there is not a significant difference between the resultant rock mass rating values derived from the two Classification Systems.

A rotating magnetic field can be produced in a magnetic separator by using a magnet rotor fitted with alternate north-south magnetic poles, similar to the rotors currently used in modern eddy current separators. Rotation of the magnetic field causes ferromagnetic particles to rotate during magnetic separation. The particle rotation can then be used simply to remove entrapment during a conventional attraction magnetic separation (RMF lift separation), or it can be used to roll particles away from non-rotating particles, and to move them out of the separator under their own rotation (RMF rotation separation). RMF (rotating magnetic field) separation is a separation for ferromagnetic particles. These particles have a very ordered magnetism that is locked into directions of easy magnetisation in the crystal. As a result, if the external field rotates, the particles attempt to rotate with it. RMF separation uses this fact to rotate the ferromagnetic particles in a rotating field. In contrast, paramagnetic particles have a magnetism that can point in any direction with almost equal ease, and these will not rotate in a rotating field. By making use of this difference in magnetic properties, RMF rotation separation can separate ferromagnetic particles from paramagnetic, even when the particles have similar susceptibilities. Some particles such as both chrome spinel and ilmenite can contain ferromagnetic regions within a paramagnetic matrix. These ferromagnetic regions can vary from very small regions dispersed throughout the crystal, through thin lamellae, to larger more bulky regions. Although most natural ilmenite is ferromagnetic and generally has a higher magnetic susceptibility than paramagnetic chrome spinel, the susceptibility ranges for the two minerals overlap considerably (Allen, 2000a) due to the presence of these ferromagnetic elements, frequently making the conventional magnetic separation of these two minerals impractical. It is known that roasting a mixture of ilmenite and chrome spinel particles increases the magnetic susceptibility of the ilmenite while leaving the spinel susceptibility substantially unchanged. This makes the use of conventional (susceptibility attraction) magnetic separation more practical for the separation of these two minerals. However, very little is known about the effects of roasting on the response of ilmenite and spinel particles to a rotating magnetic field. For example, although the optimal ilmenite roasting conditions for conventional magnetic separation are quite well established such conditions may or may not be optimal for RMF rotation separation. Low intensity conventional magnetic separation on the basis of magnetic susceptibility can be made more accurate if it is carried out in a rotating field, because the rapid spinning of the separating particles prevents the formation of magnetic flocs, and reduces entrapment and entrainment. Medium intensity RMF rotation-only separation (no attraction component) has the ability to separate rotating (ferromagnetic) from non-rotating (paramagnetic) particles, irrespective of their relative magnetic susceptibilities. RMF rotation separation is of particular interest in this case because ilmenite particles generally rotate much better than the mainly paramagnetic chrome spinel particles, and roasting could enhance this difference further. Further information on the use of RMF to separate minerals can be found in Allen (2000a; b and c). The aim of this series of tests on a number of Australian ilmenites was to compare some different oxidising and reducing roast methods and to establish whether the use of RMF rotation separation improves the chrome spinel rejection.

The distribution of elevation angle of finite plane facets distributed symmetrically about a given axis is derived in terms of the angular distribution of lines which these facets produce in a plane section parallel to the axis. It is assumed that the facets are not markedly elongated in preferential directions. The theory is intended for application to the angular distribution in polycrystalline metals of slip planes and of particular grain boundaries on which certain phenomena such as cavitation can occuv. Illustrative examples are given in closed form and simple numerical techniques are de-ueloped for practical application. The results are applied to the distribution of cavitated boundaries in a copper specimen after fatigue at 400°C and it is found that voids form on the boundaries that exper~enced maximum shear stress. When investigating the distribution of elevation angle between a given axis and planes symmetrically distributed about this axis the angular distribution observed in a plane section parallel to the axis is not necessarily the same as the required distribution. Consequently a technique for processing the results obtained by sectioning methods is required. An example where such a technique would find application is in the problem of intercrystalline void formation during uniaxial tensile creep. Two theories have been proposed to explain this cavitation in terms of the normal and the shear components of stress, respectively. Hull and Rimmer (1959) postulate that the growth of intercrystalline voids is controlled by the rate of supply of vacancies from the grain boundary, the local vacancy concentration being proportional to the normal stress on the boundary. Gifkins (1956) considers that slip arising within a grain causes a ledge to be formed at the grain boundary which is subsequently opened up into a cavity by grain boundary sliding. It might be possible to differentiate between these mechanisms by determining the angular distribution of grain boundaries containing cavities since the former theory predicts a predominance of cavitated facets normal to the stress direction whereas the latter should favor an angle of 45 deg to this direction. In a similar manner an indication may be obtained of the type of mechanism responsible for intercrystalline cavitation during high-temperature fatigue. Davies and Wilshire (1962) have analyzed the slip-plane distribution in a nickel specimen but the problem was not treated in any detail nor was any account taken of the finite extent of the planes being sectioned. Hilliard (1962) has given a very general account of how anisotropy in the microstruciure can be related to measurements taken in one or more plane sections by expressing both the measured and the true angular distributions as expansions in spherical harmonics.* The present analysis is con-

The paper gives an account of the development of a mine health and safety program in China from 1987 to 1996. The project was funded by the United Nations Development Program and managed by the International Labor Office (ILO). The objective was to strengthen the capability of the National Safety Training Center (NSTC), located near Beijing to train more than 2,000 engineers per year, and provide consulting and informational services to 39 safety training centers and coal mines. Presently China has the highest mortality rate in the world for coal mine operations, the greater incidence occurring at the many thousands of small, unlicensed underground mines.
