The Annual Business Meeting of the members of The Rocky Mountain Coal Mining Institute held during the 83rd Regular Meeting of the Institute was called to order by the president, Bernard Bernstrom at 2:50 p.m. Tuesday, June 30, 1987 in the Janss Auditorium of the Snowmass Conference Center in Snowmass Village, Colorado. Thirty-one were present and a quorum was established. The president outlined the purpose of the meeting was to inform the members of the status of the affairs and activities of the corporation during the preceding year. It was moved by Leon Jeannot, seconded and carried to approve the minutes as published in the 1986 Proceedings. The chair called for reports of the various committees and these reports will by placed on file in the RMCMI Office. Bylaws and Resolutions. Chairman Loren V. Linville reported there were no bylaws revisions. He further reported that the Board had adopted three resolutions: (1) Noting the passing of members since the last convention-Benton Boyd, E. A. Hare, E. S. Moran, Jr. and Edward Prostel. (2) Of appreciation to the Executive Secretary, officers, chairman, Diamond Jubilee chairman and committees and convention committees for an outstanding job in preparing for the 83rd Regular Meeting of the Institute. (3) To recommend to all RMCMI members that, on an individual basis, they each oppose replacing coal fired generation with natural gas generation. Membership. Chairman Leon Jeannot reported that at the beginning of the 1986 fiscal year, there were 881 active or dues-paying members. During the year, 219 members were dropped for a variety of reasons such as non-payment of dues, transfer, employed elsewhere, change of address. Ninety-six new members have been recruited for an active total of 758. In addition there are 55 Life Members, 20 senior members, six scholarship winners and seven supporters for a net total of 846. The budget of RMCMI calls for 1,000 active members and we must address and plan for those short-term prospects as they will certainly impact our membership. A full report is on file in the RMCMI office. Patrons of the Institute. Chairman Ira McKeever reported that only 59 Patrons renewed their support during 1986-87. Program. Chairman Bill Balaz announced that the convention program theme "This is OUR Life", as presented in "Past", "Present" and "Future" segments was very well received. He called for additional helpers another year and suggested that next year's program format be changed to a hard hitting one. Publicity. Chairman Tom Egan reported that of the three newsletters sent members during the year, that the most effective one was the newspaper format one and recommended its use next year. RMCMI hired Bob Jacob who heads his own public relations firm to solicit advertising for the Proceedings on a contract/ commission basis. He attended the convention for this purpose and to solicit business card ads. A full report is on file in the RMCMI office. Scholarship. Chairman Keith McGinnis reported that five of the six scholarship recipients were present at the convention. Each was introduced to the membership at the Tuesday morning Scholarship Breakfast, presented a plaque and responded. The input from each winner was most favorable to the program. Each was appreciative of the many contacts made and the educational seminars and programs. The selection process started in March and was completed in May, except for one university which had difficulty in providing a candidate. It is suggested that the initial contact with the institutions be made in December and completed by April 1. This year, for the first time, three of the six universities were visited for the purpose of interviewing the candidates. They were Colorado, Utah and Wyoming. A very positive feedback was received from these schools and it is recommended that the practice continue. CONVENTION COMMITTEES Convention Arrangements. Doris Finnie presented the following report: As a professional meeting planner, this Diamond Jubilee convention was indeed a great challenge. One meal was added to the package and thus increased the individual cost. Snowmass Resort Association is unique in that they utilize a conference coordinator who acts as the middle man between myself and the usual persons we deal with, like AV personnel, the chef, the banquet director, the steak fry personnel, the Sunday tour etc. so the office had to become creative. For instance, we learned early on we could not deal with the local florists. It cost us lots less to buy our flowers wholesale in Denver, have my husband drive them up and our West Virginia daughter to arrange them! But, finally her floral arrangement class at CSU paid off! This was truly a Finnie family orchestrated convention. Our Lakewood daughter acted as Scholar-

"Abstract Uncertain strength, deformation and flow properties in dry deep mixing columns often lead to conservative choices concerning design values where the design is regularly complemented with a surcharge fill. The surcharge not only leads to increased cost but also to logistical problems where the surcharge is a physical obstacle. The deformation properties of a ground improvement were studied by means of two small embankment load tests. The settlement measurements were also used in FEM analyses, where the effect of surcharge on creep settlements was investigated. Based on the results, the effects of the surcharge were considered negligible and could safely be ignored. The project is an example how the contractor can use a field test as an effective design approach.IntroductionGround improvement of soft soils with dry deep mixing columns, or lime-cement columns, is often combined with a surcharge fill. The main reason for using a surcharge is to force the primary settlement and some of the secondary settlement that would have occurred under the final embankment height alone, to take place under the surcharge loading. Another reason is to level out uneven settlements. Strength and deformation properties in improved soil cannot be sufficiently assessed in advance, before columns have been tested on-site, and this uncertainty often lead to conservative choices concerning design values. In order to compensate for a slow forecasted consolidation process, the design is regularly complemented with a surcharge. The surcharge not only leads to increased cost but also to logistical problems where the surcharge is a physical obstacle.Extensive research undertaken by Åhnberg (2006, 2007) shows, by means of triaxial and oedometer tests, that cementation processes and a load acting on the columns during hardening, makes the improved soil to behave as a heavily over-consolidated soil due to an increase in quasi pre-consolidation pressure. The effects of using a surcharge on the time for consolidation and creep properties are thus probably small, since the stress level does not normally exceed this quasi pre-consolidation pressure. A study presented by Venda Oliveira et al. (2013) shows that the stress level within small ranges has limited effect on the creep properties.This paper presents a case study where the deformation properties of a ground improvement using dry deep mixing columns was investigated by load tests on two small test embankments. The tests were performed at the Interchange Värtan project site, which is part of the Norra länken infrastructure project in Stockholm. The tests were not performed as a research project but simple load tests performed by the contractor with the purpose of rationalizing the design delivered by the client. One purpose of the load tests was to assess the deformations when the columns are loaded temporarily by overlaying concrete works. Another purpose was to provide some input data to a study of the effects of using surcharge on creep settlements. The analysis was conducted as finite element modeling using the commercial code PLAXIS, where creep settlements can be simulated using the built-in Soft Soil Creep model."

This program employsexplicit time integration and uses spherical or cylindrical elements that are represented as circles in two dimensions (2-D). DMC_BLAST calculations compare favorably with data from actual bench blasts (Preece et al, 1993b)."

ABSTRACT OF ORAL PRESENTATION A discussion of current U. S. Bureau of Mines research into the problem of strata control in multiple Western coal seams will be presented. The problem and research priorities will be described as determined from interviews with major Colorado and Utah mine operators as well as governmental agencies responsible for Federal leases. Proposed contract research and ongoing in-house studies will be discussed, including case histories and results from projects being conducted at two multiple seam operations in Utah.

In late 1994, EPA and OSM acknowledged that efforts by any one agency or by the many different agencies to remedy the water quality impacts of decades of contamination from abandoned coal mine lands in Appalachia would not be successful if their disjointed efforts were not unified and if the local watershed organizations were not included. The result of the collaboration between EPA and OSM was the creation of a statement of mutual intent which was a pledge by government agencies, watershed organizations, and the industry to restore watersheds degraded by acid mine drainage from abandoned coal. The presenter will describe the evolution of this pledge from a paper promise to on-the-ground remediation projects.

Pisolitic iron ores (also known as channel iron deposits) are an important resource of medium-grade iron ore in the Hamersley Province of Western Australia. They are a special case of transported pisolitic ferricrust, differing from normal transported ferricrust only in the exceptionally high iron and low alumina content. The pisoids typically range up to 5 mm in diameter with abundant particles of ferruginised fossil wood up to 15 mm in maximum diameter preserved in the sediment. Field observations indicate that pisoliths are commonly initiated by the action of raindrops on iron-rich soil. Pisolites form by the impact of raindrops forming coated beads of ferruginous soil, which after dehydration obtain additional coatings during successive showers. Thick deposits of pisolite that are transported and deposited primarily by sheetwash form in the distal regions of the pediment. A size range limited to particles that may be transported by extremely shallow water characterises the abundant fossil wood fragments. The absence of fine sedimentary layering in pisolitic iron ores is explained by the action of soil-forming processes after deposition, while the major coarse bedding features derive from successive erosional and depositional events in the evolution of the pediment. They are not deposited in channels by rivers which, in arid to semi-arid conditions, typically deposit quartz sands and gravels with characteristic point bars and current bedding, abundant ferruginous granules, but rarely pisoids. However, they may fill abandoned river channels.

Finite element models were developed to study the effect of tensioned and fully-grouted bolts on the stability of the mine opening in a three-entry development system using a typical geological column for the Pittsburgh Coal Seam. The models were used to study the effect of each bolt type on the stress distribution in the immediate roof, yield zone development and the vertical deformations. Comparison of all of those features show that the effect of a tensioned bolt on the stress distribution in the immediate roof is restricted to limited areas, whereas the fully-grouted bolt has a much wider effect on the stress distribution. Both types of bolts can reduce the yielding and deformation in the immediate roof to different degrees. The fully-grouted bolt reduces the sliding along the bedding plane more than the tensioned bolt. Both types of bolts were able to maintain the bedding planes without separation. The induced forces in both types of bolts are analyzed. A rapid increase in the shear force and bending moment occurred in the fully¬grouted bolt due to the relative motion of bedding planes.

Sediment Quality Guidelines can provide target values that should not be exceeded when seabed deposits are disturbed for mining, waste discharge or other purposes. Three sets of Guidelines have appeared in 1994 and 1995: US NOAA (updated from 1991), Environment Canada (EnvCan) and Equilibrium Partitioning (EqP) developed in the UK from US Water Quality Criteria. The US NOAA and EnvCan Guidelines have been developed by comparing many experimental and site data sets, and have concluded that levels below which effects rarely occur, or above which probably will occur, are useful guidelines. US NOAA uses the terms ERL and ERM for these two levels, and EnvCan TEL and PEL. The EqP concept is that a value can be calculated below which trace metals present cannot raise the concentration in the interstitial water. There are some problems in comparing units, but the comparison shows in general that the EnvCan levels are less than, and down to half of, the US NOAA levels. EqP levels vary but are generally fairly close to US NOAA ERL levels, with one major exception. The EqP level for mercury is far lower than either US NOAAor EnvCan levels, at 0.008 mg kg-1 compared to 0.15 (ERL) and 0.13 (TEL) mg kg-1 respectively. Comments will be solicited on how such differing Guidelines should be used site-specifically for environmental management at mining operations, (1) in the regions for where they were developed, and (2) elsewhere.

"Abstract - The McDougall-Despina fault set in the Noranda district of northwestern Quebec defines the eastern margin of the Despina cauldron, nested within the district-scale Noranda cauldron. The faults are stratabound in that they displace stratigraphy of the cauldron fill, but do not off-set the cauldron cover. The faults are occupied by dikes that acted as eruptive centers to volcanic members of the cauldron-filling sequence. Measurable displacement across the McDougall-Despina fault set is greater than 750 m, and coincident with post-cauldron volcanism. Feeder dikes cross-cut each other and are typically depleted in Na2O and CaO, and enriched in MgO, K2O, Fe2O3 and MnO relative to fresh flows. Economic and subeconomic massive sulfide deposits occur adjacent to the McDougall-Despina fault set at different levels over a stratigraphic thickness of 3000 m. These include the Corbet deposit, the subeconomic D-68 Zone deposits, and the subeconomic stringer zones of South Rusty Hill and Bedford Hill. Numerous copper occurrences and abundant hydrothermal alteration occur in and immediately adjacent to the fault set.The McDougall, Despina, and adjacent, parallel, ancillary faults define a synvolcanic fault set which controlled the location of magmatism, hydrothermal alteration and mineral deposition during the early evolution of the Noranda cauldron. Significant sulfide mineral deposition commonly occurred in proximity to the intersection of the McDougall-Despina fault set with northeast-trending synvolcanic faults. Recognition of synvolcanic faults is therefore a major objective of exploration programs for volcanic-associated massive sulfide deposits."

Lithium requirements in the next few decades for batteries and controlled thermonuclear fusion reactors (CTR) may exceed the availability of the current mineral and brine reserves. It is thus prudent to search for new reserves and resources to satisfy these and future lithium applications. The lithium content of the waters from the Smackover oil field. located in the Gulf Coast region of the United States, ranges from 100 to 500 mp/l and could represent a substantial new reserve. Experimental evidence described in the literature indicates that a specific chelating agent dipivaloylmethane (DPM), of the diketone type, has a specific selectivity toward lithium in the presence of other metal ions in aqueous solutions. Based in part on this unique property of dipivaloylmethane, a conceptual design of a full-size plant to extract lithium from the Smackover brine is presented in this paper. This study includes alternate flow-sheet development, design information on the major units of the process, energy requirements, and an economic analysis of a facility capable of producing 106 kg of lithium per year. The economics of three different process concepts depend primarily on the amount of water needing to be evaporated from the initial oil-field feed waters in concentrating the brine. The results, as a function of production rates, are indicated only in a general manner.

Raymond, New York City: In his paper at the New York meeting (Trans., xix., 28), Mr. Ledyard described, among other mines, the Belmont, in the county of Peterboro, Ontario, the developments of which at that time indicated, though they did not, perhaps, completely demonstrate, a deposit of high-grade Bessemer magnetite of very great extent. Mr. Ledpard said that experts estimated the quantity of ore within 100 feet of the surface at 1,000,000 tons. But the precise data upon which this estimate was based were not furnished. We are all interested in the development of fresh supplies of Bessemer ores. I think nobody who knows how enormous is the demand can seriously fear that such deposits will be exploited too rapidly. On the other hand, I need not here enlarge on the fact that a considerable number of enterprises, in which American ironmasters have been more or less interested, for the development of Canadian iron-ore deposits, have been unsuccessful, more by reason of disappointment as to the quantity of the ore and the facilities for cheaply mining it on a large scale, than as to its quality. Of course, a Canadian nine supplying the American market is handicapped at present, to the extent of 75 cents per ton, by the duty on foreign iron-ore; but this would certainly not be prohibitory in the case of a deposit sufficiently large, rich, and accessible. That is to say, the set of tasks ensures the geological data base at the stage of the deposit exploring and also its further use and. updating at the exploration stage. Nickel is present in a number of gold ores in Australia, Africa and the United States. The effects and behaviour of the nickel during the cyanidation and adsorption processes, and also during the elution and electrowinning processes have been examined by a number of researchers, usually as a part of a larger investigation. This paper examines the available data on the behaviour and effect of nickel during cyanidation and its associated unit processes. The presence of nickel is often not considered to be particu­larly important as it does not cause the same degree of problems across the circuit as those experienced in the presence of copper. It can however lead to increased cyanide consumption during leaching, and reduced adsorption of gold onto carbon. A proportion of nickel cyanide may be removed from carbon prior to elution by carrying out a hot (90° C) acid wash. The nickel which remains on the carbon will be partially eluted during the main elution step, and, dependent on its concentration in the pregnant solution, part of it may be deposited during electrowinning. There is always a risk that any nickel remaining on the carbon after the elution step will be reduced to metallic nickel during the regeneration step. This may ultimately result in an increasing base level of nickel on the carbon, as metallic nickel is insoluble in both cyanide and hydrochloric acid.

Few subjects in iron metallurgy and steelmaking have caused so much discussion and have resulted in so many divergent and partly contradictory statements as the theory of the distribution of sulphur between molten iron and slag. An interesting survey of the different points of view is given by Grant and Chipman.1 Grant and Chipman themselves conclude in their paper that, at least in the open hearth and electric steel furnaces, the governing reaction is a simple distribution like: FeS steel ? FeS alas [Ia] and MnS steel ? MnS alas [Ib] They conclude that no significant reaction takes place according to the more classical scheme: FeS steel + CaO slag ? FeOslag + CaS slag [2a] This is the reaction which is regarded by most investigators as the primary sulphur reaction in the blast furnaces, where it is accompanied by the reaction with carbon: FeO slag + C ? Fe + CO [2b] The writer suggests an alternative to the reactions mentioned above. It is the opinion of the writer that the a priori assumption of defined molecular compounds being present in molten steel as well as in molten slag, has retarded rather than promoted a solution of the sulphur problem. As for the constituents of molten steel, it is taking too much for granted to mention the presence of FeS and MnS. If this infers that the melt contains diatomic molecules, the statement must be made that at least such molecules do not exist in the solid state at room temperature. Solid FeS crystallizes in the nickel-arsenide structure, and MnS (high temperature form) in the sodium-chloride structure. In these structures the sulphur is surrounded by six metal neighbors, and no molecular groups can be isolated. When sulphur is dissolved in molten steel, it is expected to maintain the same coordination number as in the solid state. We know that sulphur in steel has a certain chemical potential and a chemical activity which can be expressed by the reaction: S steel + H2 ? H2S where the activity A. is proportional to the ratio PH2S/Ph2. We know also that this activity is influenced by the presence of other constituents. For instance, there is reason to assume that carbon and silicon increase the sulphur activity and manganese decreases it. However, the exact relationship here is scarcely known, and further investigations are needed. Concerning the molten slags, if anything should be assumed a priori it would be that they are composed of ionic rather than molecular parts. There are indications of this in that solid silicates form ionic structures, and molten slags show high electric conductivity and can be electrolyzed.2 It has been claimed by Taylor and Chipman3 that their activity investigations

A more complete determination of the chromium-rich portion of the Cr-Ni phase diagram was made, based in part on resistivity measurements. The existence of a eutectoid reaction at 1215°C,made,based in addition to the previously reported eutectic reaction at 1343°C, was confirmed. Metallographic studies, lineal analysis, and diffusion-couple evidence were utilized to support Metallographicand extend the findings of the resistivity measurements. Delineation of the a chromium solvus line shows that the maximum solubility of nickel in a chromium decreases rapidly from 25 wt pct Ni at the eutectoid temperature to 16 wt pct. Ni at 950°C. IN recent years alloys of high chromium and nickel content have become of more interest as better performance of metals at higher temperatures is sought. It has become increasingly important, therefore, that the Cr-Ni binary diagram, which is composed of two of the elements commonly found in many high temperature alloys, be known more accurately. In particular, the chromium-rich portion of this diagram has for a long time remained incompletely determined and has been reported in the literature with a great deal of conflicting evidence. In general, electrolytic chromium of nominal purity was used by most of the earlier workers, who, except for Jenkins et al., made no further attempt to purify the metal. In the present redetermination of the chromium-rich portion of the Cr-Ni phase diagram, every effort was made to use the purest component metals available and to retain this purity throughout the preparation of the alloys and their subsequent handling. Early work by Voss, Bain," and Phebus and Blake4 indicated that the Ni-Cr binary diagram was a simple eutectic system with rather extensive terminal solid solutions. Later, Nishigori and Hamasumi," Tasaki, Weaver and Jellinghaus,' Matsunaga, and Jette, Nordstrom, Queneau, and Foote attempted to determine the limits of the phase fields. Except for Jette and coworkers, the other investigators agreed that the temperature of the eutectic reaction occurred between 1320" and 1340°C and at a composition of 50 or 51 pct Cr. There was, however, considerable disagreement as to the melting point of the chromium-rich alloys and the limits of the solid-solution fields. As a result of the studies of Jenkins et al., the liquidus and solidus curves up to 80 and 90 pct Cr, respectively, were outlined. In addition, the solid-solution phase fields at higher temperatures had been investigated and showed only two phases. The boundary of the chromium-rich a phase was not determined precisely according to these authors, but indications were that it tended to confirm the earlier work of Nishigori and Hamasumi. A more recent investigation by Taylor and Floyd,'" using X-ray methods, essentially corroborated the diagrams proposed by Jenkins et al., and by Wise and Eash (see Fig. 1). Again, no indication of a third phase in the chromium-rich portion of the diagram appeared. The earlier observations, however, are not substantiated by the modifications to the Ni-Cr binary diagram proposed by Bloom and Grant." In the investigation carried out by Bloom and Grant, X-ray methods showed that an eutectoid reaction existed at approximately 1180°C, in addition to the eutectic reaction at 1343°C (see Fig. 1). Their determination of the melting point of pure chromium was 1930°C (later revised to 1903"C)." The performance of a two-horizon depletion-type reservoir produced through combination wells is analyzed. By introducing some simplifying approximations, it has been possible to obtain formulas which are easy to handle. Only ordinary differential equations are used, and the development of the analysis can be followed without difficulty by the non-specialist. A rigorous analysis has been made of this problem. It has been found that the approximations introduced in the simplified analysis are fully justified and that errors seldom will be more than 2 per cent. The report shows the effect of the rate of withdrawal upon the relative depletion of the two horizons. Numerical examples are given. INTRODUCTION In its simplest form an oil reservoir consists of a continuous, homogeneous body of porous and permeable rock, enclosed at the top and the bottom by impermeable material. The flow of fluid through such a reservoir has been the subject of numerous papers, and the mathematical analysis of well performance, pressure build-up, etc., has reached a high degree of refinement. One of the basic assump tions introduced into these analyses is the homogeneity of the reservoir. In non-homogeneous reservoirs, these computations still can be carried out satisfactorily, provided small irregularities in the physical properties of the rock are distributed in a random fashion. The flow equations are derived as solutions of the continuity equation, and their solutions are dependent upon the assumption of many constant factors in the reservoir: permeability to oil, compressibility of the reservoir fluid, viscosity saturation, etc. When these axe assumed to be constant, the continuity equation can be solved rigorously. When these assumptions do not hold and corrections are introduced, it becomes very difficult and often impossible to solve analytically. The present analysis is concerned with production from a two-layer depletion-type reservoir in which the layers have different permeabilities. Instead of using the continuity equation, results were derived from some simple physical ideas. In a single-layer reservoir in which the oil is at a pressure above the bubble point, the rate of production often has been assumed to be directly proportional to the pressure drawdown. In the simplified analysis it has also been assumed that the drop in average reservoir pressure is directly proportional with the cumulative withdrawal. These considerations in the past have been the basis of the analysis of reservoir performance and have been applied to a variety of problems, often with marked success. In the problem under investigation these relationships are shown to be compatible with the equation of continuity, but the approach has the advantage of leading to ordinary differential equations in which changes in constants can be introduced without making the analytical solution impossible. It has the additional advantage that it can be understood more readily by the large group of engineers who are not reservoir specialists. For that reason, detailed steps in the mathematical developments have been shown in full. SCOPE OF ANALYSIS The analysis in this paper has been applied to a two-layer depletion-type reservoir in which both horizons are produced simultaneously in the same well. Because of the difference in permeability, it is obvious that the depletion of the two zones will proceed at different rates. During 1945-47, 10,500 UK coal-miners were certified by the Silicosis Medical Board to be suffering from pneumokoniosis and suspended from work in the industry. Over 80% of cases occurred in the South Wales coalfields. Silicosis and pneumokoniosis also occur among metalliferous miners, such as the tin-miners of Cornwall. The slate-quarries of North Wales are also troubled by these conditions as are the haematite mines of the North-West of England."
