The Route 1&9T/New Road project is a three-part program to relieve the notoriously congested Route 1&9 (Tonelle Avenue) in the heart of the industrial sector of Jersey City, New Jersey. Contract 1 consisted of con­structing a new road over a 1 mi (1.6 km) Long stretch of unimproved land serving as part of the parking lot to a large postal facility. To get to grade, modular gravity retaining walls were specified on either side of the 54 ft (16.5 m) wide roadway corridor. While the proposed wall heights ranged from only 2-8 ft (0.6-2.4 m), the soils present on-site were not even suitable for a shallow embankment. The underlying soils were mixed fills and organic peat, underlain by soft clay and silt to depths ofupto 75 ft (23 m). The proposed solution presented in the project plans certainly would have worked on paper; however, Menard, having had poor experiences with rigid inclusion installation and load transfer platform (LTP) compaction at or just above the groundwater table, recog­nized the potential difficulties, delays and rework that would likely be required during construction of what was shown on the contract plans. As such, it proposed a value-engineered solution that resulted in a vast improve­ment in the constructability, perfor­mance and overall cost of the system. However, the benefits of this solution were not appreciated by the owner and the solution was met with high levels of scrutiny, perhaps because it differed from what was shown on the contract plans. The level of testing required of the solution was far greater than what was required of the design shown on the contract plans. Such rigorous and unwarranted confirmation of a value­engineered solution consumed time, money and resources that could be better used elsewhere. Instead, these designs should be compared to the design in the original contract plans based on technical merit and expected long-term behavior. This article walks through the design and construction process for the value-engineered solu­tion and highlights the many challenges experienced by the contractor to get final approval of the work perormed. Though the COVID-19 Pandemic was an unanticipated complication, the per­ceived distrust of the contractor's proposals and work was a barrier to progress that the authors hope will not exist in the future.

Silicon Carbide and Aluminum Oxide were two of the early forms of man-made abrasives often referred to as synthetic and were invented at the turn of the century. Edward G. Acheson invented Silicon Carbide in 1893 and Charles F. Jacobs filed a patent for the manufacture of fused alumina from bauxite in 1900. Jacobs' patent provided a method for tempering the alumina by reduction and fusion to a degree of hardness and toughness suitable for abrasive purposes. These two inventions are the basis of the synthetic abrasive industry today. Improvements have been made in the equipment used in the process, however the process itself remains basically the same. In 1904 A. C. Higgins observed that hot spots developed on the shell of the pot furnace used in the reduction of bauxite. He found that by spraying water on the hot spots they could be prevented and, in addition, they failed to return in the same place. Higgins reasoned that the cooling effect of the water caused the melt contacting the metal shell to freeze as an insulating autogenous refractory. This suggested that an improved furnace design could be obtained by using a metal shell which is continuously flooded with water on the exterior surface. Paradoxically, a furnace required to contain tons of molten Aluminun Oxide was thus constructed of nothing but a sheet steel shell with no refractory lining at all. A test of such an arrangement was tried by Higgins with considerable trepidation and was found to be extremely satisfactory.

The Wongawilli system of mining has been in use for over 30 years and has enabled high production rates and acceptable extraction ratios to be achieved in seams less than 4 m in thickness. A modification of the Wongawilli system has been developed to permit the use of a continuous miner and mobile equipment to extract a coal seam 6 m thick. Following physical and mathematical model studies the new mining method is now undergoing field trials at Collinsville, Queensland. Progress of the field trials to date has achieved 99 per cent extraction of the upper slice by remote control operation of the continuous miner and established the feasibility of installing resin grouted wooden dowels in the coal floor to reinforce the coal septum. The method is explained in the text. Monitoring of the goaf gases as an early indication of spontaneous combustion has been incorporated in the mining cycle by placement of tubes in the goaf as the face retreats and continuous analysis of the goaf gases made at the surface by the National Coal Board tube bundle monitoring system.

Tin mineralisation occurs at Renison Bell, near Zeehan in Tasmania, as a group of cassiterite-bearing massive pyrrhotite bodies in Cambrian sedimentary rocks. Mineralising fluids from the underlying Pine Hill Granite have replaced carbonate rocks with massive sulphides and cassiterite. The discrete blocks of massive pyrrhotite have high density and high magnetic susceptibility contrasts with the comparatively barren country rock. They are strongly remanently magnetised and are excellent geophysical targets. A detailed geophysical model of the mine was created from a database comprising 1:2500 scale geological mapping and geological logs of approximately 4000 drill-cores. The model comprises 93 parallel cross-sections, each 1.5 km long, spaced 20 m apart. Each cross-section is comprised of up to 150 polygons which represent all known individual rock types and orebodies. The magnetic response of the model was computed and the residual between the model and the observed response, measured by a low-level helicopter magnetic survey, revealed several anomalies unaccounted for by the model. Drill testing of these anomalies led to the discovery of several hitherto unknown massive sulphide occurrences. Surface gravity data of the mine and surrounding district were enhanced by applying digital terrain corrections. The corrected Bouguer anomaly revealed a hitherto unknown positive anomaly associated with the ore zones of the Renison mine. The gravity anomaly of the model was also computed. Unfortunately, the limited resolution of the observed data prevented the delineation of ore targets. The terrain-corrected Bouguer gravity data were also used to model the shape of the underlying non-magnetic Pine Hill Granite. A computer inversion method was implemented to build a 3D block model of the granite. Results agreed with previous conventional 3D modelling techniques but yielded improved resolution of the granite form. The project involved development of new computer software to build and edit the large and complex 3D geophysical model of the mine and to compute the model's magnetic and gravity responses. Software was also developed to build and compute the gravity response of a 3D block model of the underlying granite.

"With the depletion of easily minable coal seams, less favorable reserves under adverse conditions have to be mined out to meet the market demand. Due to several historical reasons, a large amount of remnant coal was left unrecovered. One such case history occurs with the remnant rectangular stripe coal pillars using partial extraction method at Guandi Coal Mine, Shanxi Province, China. The challenge that the coal mine is facing is that there is an ultra-close coal seam right under it, with an only 0.8 to 1.5 m sandstone dirt band in between the two. The simulation study was carried out to investigate the simultaneous recovery of upper remnant coal pillars while mining the ultra-close lower panel using longwall top coal caving (LTCC). The remnant coal pillar was induced to cave in as top coal in LTCC system. Physical modelling shows that the coal pillars are the abutments of the stress arch structure formed within the overburden strata. The stability of overhanging roof strata highly depends on the stability of the remnant coal pillars. The gob development (roof strata cave-in) is intermittent with the cave-in of these coal pillars and the sandstone dirt band. FLAC3D numerical modelling shows that the multiple seam interaction has a significant influence on mining-induced stress environment for mining of lower panel. The pattern of the stress evolution on the coal pillars with the advance of the lower working face was found. This demonstrates that the stress relief of a remnant coal pillar enhances the caveability of the pillars and sandstone dirt band below them.INTRODUCTIONChina is one of the world’s coal-rich countries. Coal has played a significant role in the growth of China’s economy. Coal reserves have been mined commercially in China for over one hundred years. The demand for coal in China is still going to grow at a relatively high rate (BP Energy Outlook, 2019). Long-term large-scale and intensive coal mining activities have created tension between increased demand and limited resources (Bai et al., 2018). Easily minable coal seams such as sub-horizontal, tabular, and laterally extensive coal seams are being depleted, and therefore the remaining reserves are becoming less favorable. However, in many situations, the coal reserves under adverse conditions have to be mined out to meet the market demand for energy.Due to sedimentary environments and geological conditions, many coal seams are interspersed with sedimentary bands, or partings both within an individual seam and between seams. These bands and partings lead to appearance of ultra-close coal seams, as well as giving rise to considerable variation in their structural and mechanical properties (Ghabraie and Ren, 2016). Difficulties are encountered in the mining of such coal seams. If ultra-close coal seams are mined sequentially, that requires the design of a mining system for each individual coal seam; also, a large number of gateroads have to be excavated, which is not a high-efficiency option. If ultra-close coal seams are mined at a great mining height at once, for instance, using longwall top coal caving—a longwall mining method that is widely used in China for the mining of ultra-thick coal seams—then the location and characteristics of the band would have a significant influence on success of their extraction."

The growing background of experimental information concerning the volumetric and phase behavior of binary and ternary hydrocarbon systems is used as the basis for a comparison of these systems with naturally occurring hydrocarbon mixtures under conditions representative of underground petroleum reservoirs. The qualitative and semiquantitative similarities and differences between the two types of systems are considered in reference to the possibilities and limitations of using experimental data on binary and ternary systems for predicting the volumetric and phase behavior of naturally occurring hydrocarbon mixtures of low molecular weight. The possible influence on such phase behavior of water, hydrogen sulphide, nitrogen, and components of relatively high molecular weight is discussed. INTRODUCTION During the past two decades much effort has been devoted to the study of the volumetric and phase behavior of pure paraffin hydrocarbons and of binary and ternary mixtures of these compounds. Many of these studies were carried out with the direct objective of utilizing a knowledge of the detailed characteristics of binary and ternary mixtures of the lighter paraffin hydrocarbons for predicting the behavior of more complex mixtures. The ability to make such predictions with accuracy would be of great value in petroleum production and refining. Although the behavior of the methane-propane system' served at one time as a qualitative illustration of the probable characteristics of the more complex hydrocarbon mixtures found in nature, it' fell far short of requirements for quantitative predictions. The present paper endeavors to indicate the relation of the more recently accumulated information concerning the behavior of binary and ternary hydrocarbons to this problem. In discussing binary and ternary systems as examples pointing toward the behavior of multi-component systems no effort is made to present new methods of predicting the characteristics of natural hydrocarbon mixtures. Preliminary proposals have been made elsewhere for the prediction of volumetric phase equilibrium and thermodynamic data for multicomponent mixtures, utilizing as a basis the behavior of binary and ternary systems. Numerous other proposals have been made. That based upon the concept of a pseudo-critical state" has proved to be of value to the petroleum industry. Concurrently with this study of binary and ternary systems investigations have been made of natural hydrocarbon systems. Of the many publications reporting such experimental information only a few examples will be mentioned. A number of studies of black oil and natural gas have been made and much attention has been directed to extended and detailed investigations of the behavior of fluids in condensate fieldS 16,17,18,19,20. This work has been supplemented by some studies of the separation of bitumen from natural hydrocarbon liquids The over-all behavior of such systems has been used in predicting the volumetric and phase behavior of naturally occurring mixtures This background of experimental and correlated information concerning the behavior of multicomponent hydrocarbon systems also permits a direct comparison of the characteristics of binary and ternary aliphatic systems with those materials produced from underground reservoirs. PRESENTATION OF DATA The primary limitation encountered in using binary and ternary aliphatic hydrocarbon mixtures as examples of the characteristics of the fluids encountered in underground reservoirs lies in the existing lack of knowledge of the quantitative effect upon behavior of the presence of several important constituents, notably hydrocarbons of high molecular weight, water, carbon dioxide, hydrogen sulphide, and nitrogen. The presence of substantial quantities of hydrocarbons of fairly high molecular weight serves to increase the complexity of the phase behavior of natural systems. No simple systems yet studied give adequate guidance in this regard. The influence of such materials of high molecular weight was indicated earlier",?' to an extent which serves to show that definite limitations now exist in the correlation of simple and complex systems. However, significant progress is being made in filling gaps in the information. For example, similarities in the behavior of fluids in condensate fields with that of binary and ternary systems are becoming more systematically evident. "Since Ellefmo et al. (2014) published resource estimates of undiscovered seafloor massive sulfides (SMS) on the Arctic Mid-Ocean Ridge (AMOR), there has been an increased focus on establishing new knowledge about exploitation technologies for such deposits. This also includes understanding the process mineralogical properties of typical SMS deposits.The part of the AMOR that lies between Jan Mayen and the Svalbard Islands and is located within Norwegian jurisdiction and, as such, investigating the potential for mineral production from hydrothermal vent fields has been seen as strategic. The AMOR has been explored for active hydrothermal vent fields since early 2000s (Pedersen et al., 2010b). One of the active vent fields discovered, Loki´s Castle, is located in the northern part of Mohn´s Ridge. This vent field was first described by Pedersen et al., (2010a) and consists of two mounds, each approximately 100-150 m diameter and 20-30 meters high, hosting several active chimneys, up to 11 m high.Loki´s Castle has been selected as a case site in order to study the properties of typical SMS occurrences with respect to possible future deep-sea mining activities. As part of the MarMine cruise in 2016, the Loki Castle was visited and sampled for e.g. mineral characterization and mineral processing analyses. In total, more than 500 kg rock samples were collected using ROVs, and intended for further research (Ludvigsen et al., 2016). In addition to sampling mineralized rock fragments, survey data like bathymetry, magnetics and Underwater Hyperspectral Imaging (UHI) was collected using Automated Underwater Vehicle (AUV)."

Draglines have been used exclusively for primary overburden stripping at the German Creek Mine complex in central Queensland, where coal has been extracted from a series of ten open cut pits working seams of the German Creek Coal Measures. Due to the dip of the seams, most of the pits have now reached the limit of current economic viability and the emphasis has switched to underground extraction using longwall methods and to a new area of open cut reserves in the nearby Rangal Coal Measures at German Creek East. This area is characterised by weak Tertiary overburden, relatively steep dips and low strength intraformational shear planes at the top and bottom of the coal.The first pit, with a maximum depth to coal of 15 m at the low wall, avoided any major slope failure through use of scrapers to excavate the boxcut and dump the spoil away from the low wall. However, this method was not considered economically viable for the second pit where low wall depths reached 44 m. Following geotechnical investigations the boxcut was divided into a number of zones depending on depth of cover, dip and thickness of Tertiary clay. Slope stability was assessed for each zone using several analytical techniques to ensure that dragline mining would be acceptable. Slope design parameters incorporating various stabilisation techniques, notably an updip trench backfilled with competent spoil to form a low wall buttress prior to excavation of the boxcut panel, were successfully integrated into the mine plan after careful consideration of the complex scheduling to minimise rehandle.

The 1989 Annual Meeting and Exhibit of SME in Las Vegas, NV, February 27 - March 2, 1989, was the largest ever, drawing more than 4000 regis¬trants and 240 exhibit booths. Technical sessions included presentation of nearly 500 papers, including symposia on Biotechnology in Minerals and Metals Processing, Surplus Capacity in the International Metals Industry, and APCOM `89 - the 21st International Symposium on Application of Computers and Operations Research in the Mineral Industry. Technical sessions covered the gamut of minerals industry interests; however, the proximity of the meeting to recently surging gold development in Nevada drew special attention to gold operating practices. Several of the papers on gold processing are reviewed below. To keep pace with the strong world- wide interest in gold development, SME has scheduled three additional upcoming programs that will focus specifically on gold: World Gold '89 - Gold Forum on Technology and Practices will be held November 5 - 8, 1989 in Reno, NV, as a joint meeting and exhibit between SME and the Australasian Institute of Mining and Metallurgy. Technical sessions will encompass a full program of papers covering geology and exploration, mining, and mineral and metallurgical processing. Cooperating sponsors for this meeting include the Canadian Mineral Processors Division of CIM, The Institute of Metals, The Institution of Mining and Metallurgy, The Mining, Geological & Metallurgical Institute of India, and The South African Institute of Mining and Metallurgy. Gold '90 - Salt Lake City, UT, February 26 - March 1, 1990, will be a symposium held in conjunction with the 1990 SME Annual Meeting. Current research on the processing of refractory gold ores will generate innovative papers on process mineralogy at this symposium, with special emphasis on gold with pyrite and gold with carbon. Other sessions are planned for gold exploration and mining, gold metallurgy, gold plant design and practice, and gold in scams. Advances in Gold and Silver Processing Conference, October 1 - 3, 1990 will be held in Reno, NV. Preliminary planning calls for technical sessions on heap leaching practice, refractory ore processing, non-traditional lixiviants, bioleaching, metal recovery from solution, and the environmental aspects of processing operations. PLANT DESIGN, OPERATION Technical sessions organized by the Minerals and Metallurgical Processing Division of SME at this year's meeting in Las Vegas covered a wide range of gold operating practices. Eight papers relating to gold plant design, operation, and equipment are summarized here. Preprints of these papers are available by writing to Publications Sales, PO Box 625002, Littleton, CO 80162-5002 ($2.50 per paper for AIME members, $4 for nonmembers). Continuous elution process A. M. Stone, of Bechtel Australia Pty. Ltd., described the "Development of the Continuous Elution Process for Extraction of Gold from Carbon" (pre-print 89-75). Developed by Bechtel Pacific Corp. for Ok Tedi Mining Ltd., the Continuous Elution Process uses the same reagents as batch processes for elution of gold from carbon, while yielding significant savings in stripping vessel size and energy consumed in comparison with equivalent batch processes. The process is also simpler to operate than batch processes. Other advantages include reduced maintenance costs, higher average eluate grade, and near steady final eluate grade. Pilot testing for the Continuous Elution Process was conducted at Western Mining's Kambalda gold plant beginning in December 1982. Growth characteristics of Co-rich crusts from the Western Pacific have been approached. The thick crust shows 3 structural layers: compact upper layer, porous middle layer, and compact lower layer. The middle and lower layers have obviously different microscopic structure, color, and luster. Preliminary study of Calcareous nanofossils in one crust shows that the crust began to grow since Paleogene. The porous middle layer was formed from late Miocene to late Pliocene (Ca. 0.5 ~ 11.9Ma) and the compact lower layer was formed from late Paleocene to late Oligocene (Ca. 56.3 ~ 23.2Ma). The sedimentary hiatus of a 14.26Ma was observed between the middle and lower layers. The boundary between them to be Oligocene/Miocene (O/M) shows an important message on growth age.

The Hitachi refinery of Nikko Smelting & Refining Co. Ltd. began its electrolytic copper refining operations in 1911. In December 2002, the refinery changed its operation scheme by introducing the ISA permanent cathode technology for the first time in Japan. The change resulted in higher productivity, better cathode quality, and lower operational costs. The operation has been continuously improved to reach a 20% higher production capacity than the original one. For the electrolyte purification process, the Hitachi refinery has developed a new process for removing impurities. The process involves As, Sb and Bi adsorption from the electrolyte by means of chelating and ion exchange resin. The new resin process will achieve higher efficiency in removing impurity.

"Nine Fe-Mn nodules from the extensive nodule field in the east of Campbell Plateau of southwest Pacific Ocean beneath the Deep Western Boundary Current (DWBC) and Antarctic Circumpolar Current (ACC) were analyzed for the 10Be/9Be dating by AMS (Accelerator Mass Spectroscopy) at IGNS, New Zealand.Several types of nodule morphology were identified including distinctive discoidal forms with overgrowths resulting possibly from overcrowding and partial sediment burial. Five principal nodule facies were also recognized by location and occurrence (Fig. 1) (Wright et al., 2005). Fe-Mn nodules show various concentric internal growth textures, such as, cuspates, large parabolic cuspates, pseudo-columnar, columnar, globular, and laminated, which vary even in a nodule with hydrogenetic, early diagenetic, or mixed origin. Each texture shows micro-textural varieties and different mineralogy and/or chemistry. The genesis of each internal texture was indicated by the REE patterns, the mineralogy of Mnoxides, and the Mn/Fe ratios."

Researchers from the Spokane Research Laboratory, National Institute for Occupational Safety and Health, in cooperation with engineers from the Department of Mining and Geological Engineering, Montana Tech, Butte, MT, conducted tests to evaluate the tensile strength, fiber count, and adhesion of shotcrete applied to panels at the Chief Joseph Mine, a research and training facility operated by Montana Tech. The tests were conducted in the mine ramp 45 m (150 ft) inward from the access portal at a 15.25-m- (50-ft) long test area divided into five 3-m- (10-ft) long sections. The shotcrete was applied with an Aliva 240.5 machine fitted with a predampener. Different amounts of fiber were entrained for each panel. Background data for the tests were obtained from earlier tests in Nevada, where the typical amount of fiber in the shotcrete is 6.54 kg/m3 (11 lb/yd3). All shotcrete was applied to a minimum thickness of 76 mm (3 in). Cylindrical cores were drilled at the wall-rock interface, and adhesion was tested after 28 days of curing. The goal of this research is to reduce the need to install multiple supports at the advancing face by creating a safer mining system that limits the time miners are exposed to unprotected roof.

A long dyke will be constructed in a lake with rockfill placed by end dumping method. Its crest will be at elevation 521.5 m compared to the nominal lake level at 520 m. In the first portion, its height will vary from 1.5 m on a 35.1 m thick tailings layer to 18.3 m on about 0.5 m of tailings. In the second portion, the dyke will be built on native silty clay and will vary from 18.3 to 15.2 m in height. The tailings consist in stratified layers of fine-grained soils showing lateral and vertical segregation. The tailings are compressible and may develop excess pore water pressure on loading. The tailings overlie a thin layer of relatively soft native silty clay. The till beneath the silty clay is considered incompressible compared to the material above. After construction, as the tailings and silty clay consolidate, pore water pressures will dissipate and dyke stability will improve. Since dyke stability will increase with time, the primary concern is its stability during construction. As a result of construction activities, three potential modes of failure were identified and recommendations were provided regarding the measures that should be undertaken to increase dyke stability during construction.

Public Law 103-426 was signed into law in October 1994. Its provisions amended sections 8(k) and 20(a) of the Outer Continental Shelf Lands Act (OCSLA). The 8(k) amendment provides the Secretary of the U.S. Department of the Interior 001) with new discretionary authority to negotiate agreements for using Outer Continental Shelf (OCS) sand, gravel, and shell resources for certain projects of public benefit (e.g, beach, shoreline and coastal wetlands restoration that are under- taken by a Federal, State or local government agency). The new law also covers construction projects that are funded wholly or in part or authorized by the Federal Government. Under the law, the Secretary may assess a fee for use of the resource by taking into consideration the value of the resource and the public interest served. The law also requires that any Federal agency proposing to make use of OCS sand, gravel, or shell resources enter into a Memorandum of Agreement (MOA) with the DOI. An MOA would promote efficient coordination and resolution of inter- agency scheduling and issues. The law requires that Congress be notified before use is made of these OCS resources. The amendment to section 20(a) of the OCSLA clarifies that obligations concerning environmental studies extend to non- competitive lease situations and includes minerals other than oil and gas. The Minerals Management Service (MMS) is the DO1 agency responsible for interpreting and implementing the provisions of Public Law 103-426. The negotiated agreement approach is distinctly different from the competitive bidding requirements that have applied to all OCS minerals since the inception of the OCSLA. The MMS has opted to implement the new law in a nontraditional manner. Rather than issuinga body of new regulations to cover the negotiated agreement situation, or attempting to amend three sets of existing regulations, MMS is pursuing a less formal approach of providing guidelines. More weight is placed on the negotiation process itself and the legal agreement that consummates the process as the means for establishing ground rules, terms, and conditions under which qualifying projects may be conducted. This process must recognize and adhere to requirements of other laws, including the National Environmental Policy Act.
