The public interest in the Alaskan situation is such that, with the consent of the President, I have concluded, at the request of the American Mining Congress, to make at this time a candid, if somewhat informal, expression of the views I have formed as Secretary of the Interior, under whose official supervision much of the administration of the Territory is now placed. Pressure of other matters imperatively requiring attention has prevented their presentation in as precise and comprehensive a form as I had hoped. The absence of the President from Washington has also prevented the submission to him of what I have prepared. I wish to say, however, that no one is more earnest than he in the desire to see a policy of prompt and wise development inaugurated in Alaska, and that the general policy contained in this address has been discussed with him, meets his approval, and will have his support. I have recently returned from an altogether too brief but nevertheless a most interesting and profitable visit to those portions of Alaska that are more immediately involved in the questions now under public consideration. Favored by extraordinary weather and the cooperation of steamship and railroad lines and the assistance of all of the governmental agencies, including the Revenue-Cutter Service, I visited every port in Alaska that seems likely in the near future to become an important entrance to the country. I examined all of the harbor and town sites which for this purpose have attracted any considerable public attention. I traversed the entire length of each of the three railroads that have been constructed in the Terri.tory and made a short trip from White Horse down the upper Yukon. Both before and during the journey I examined a mass of books, records,' and papers relating to the country and its resources. I had conferences with official committees representing the principal communities I visited and with numerous individuals, residents both of the coast and of the interi.or, and conferred with engineers, miners, prospectors, railroad officials, business and professional men.

The U.S. Bureau of Mines investigated the oxidation of American Iron and Steel Institute (AISI) Type 304 stainless steel (SS) during annealing in simulated combustion products from several air-CH4 fuel ratios. Atmospheres representing air-CH4 ratios of 14:1 and 18:1 contained free 02, while atmospheres representing 10:1 air-CH, ratio did not. A Cr203 layer formed on SS samples annealed in atmospheres containing free 0, while a Cr-Fe spinel layer formed in atmospheres with no free 02. The Cr203 layer was adherent and presented a protective barrier to metal diffusion, effectively limiting oxidation of the metal substrate. The Cr-Fe spinel was not protective and allowed the diffusion of Fe through the spinel to the gas-oxide interface where it was oxidized to magnetite, which spalled from the surface. This resulted in thick scale layers on samples annealed in atmospheres containing no free 02, as compared to layers formed on samples annealed in atmospheres containing free 02. These results confirmed and explained industrial operators' observations that thick, smoky (fine spalled magnetite) scales form on SS annealed in low free-02 atmospheres, while thin protective oxide layers form on sheets in atmospheres containing free 02.

"For moisture samples, the International Standard for iron ore sampling states the following: Moisture samples shall be processed as soon as possible and test portions weighed immediately. If this is not possible, samples shall be stored in non-absorbent airtight containers with a minimum of free air space to minimise any change in moisture content, but should be prepared without delay. ISO 3082 (2009)Prescribing what to do is of course easy. Putting it in practice is, however, a little more problematic.The iron ore industry has seen quite some changes in the last ten to 15 years, such as: a large increase in the volume of seaborne trade new ore types and blends coming onto the market new mines, processing plants and port facilities producing more and loading faster an increase in wet processed ore products a dramatic rise and then equally dramatic fall in the iron ore price followed by a recent recovery.All of the above have had an effect on sampling facilities. The large increase in volume coupled with ambitions such as labour efficiency, safer operations and higher precision has driven the installation and retrofitting of automated sampling and robotic sampling preparation plants in order to keep up with increased quality control.Designers of sampling facilities are invariably instructed to build plants that comply with ISO 3082. In general this means that the plants are compliant in respect of the number of primary increments, gross sample masses and sample division rules. The clause at the beginning of this abstract is mostly overlooked as it only appears in a section (4.1) describing the basic requirements of a sampling system.An error of 0.1 per cent in moisture changes the value of 1 Mt of iron ore at US$50/t by US$50 000. At 700 Mt/a of Australian iron ore exports, this is US$35 M. Frequently, errors from 0.5 to 1 per cent in moisture measurements are encountered.In comparison an error of 0.1 per cent Fe is US$0.081 (US$50/t and 62 per cent Fe base) per tonne, that is US$81 000 per Mt or about US$51 M for the same Australian annual iron ore exports.It is somewhat mystifying that we in the ISO Technical committees spend extraordinary energy (= money and time) on improving measurement techniques, whilst the big costs are in sampling errors. This paper describes a study of seismic records from the Kiirunavaara mine footwall which were interpreted in relation with numerical models developed outside the study. Seismic data was retrieved from a portion of the mine and filtered with respect to the ratio between energy carried by an event's P (primary) and S (secondary) waves (Es/Ep ratio), local magnitude, and active mining depth. The data was analysed using Es/Ep ratios and Gutenberg-Richter graphs to determine the event origin, mechanisms, and minimum magnitude cut-off. The magnitude completeness was identified by studying the b-value stability and b-value differentiation between origin sets. It was shown that, by separating seismic events into the origin components shear, complex, and tensile based on Es/Ep ratios, a representative value for the magnitude completeness can be identified for a catalogue with a convex cumulative log curve. The majority of the events were shown to be of shear-slip origin based on the recorded Es/Ep ratios, with pure tensile events constituting only about 10% of the recorded data. Spatial and temporal event location patterns were studied and compared with numerical modelling results. The comparison showed a correlation between shear-slip seismic events and volumes experiencing high differential stresses in the lower part of the footwall. In the upper part of the footwall the results did not reveal any clear correlation between observed damage in drifts and seismic event locations. The concentration of seismic events in the lower portion of the footwall is discussed in the context of rock mass displacements. The results indicate a possible connection between mine seismicity at depth and damage observations in the drifts in higher non-seismic areas by seismic softening and subsequent lateral expansion of the rock mass.

Introduction During the last twenty years, science and industry have been strenuously endeavouring to discover new sources and new kinds of liquid fuels and to work out suitable chemical methods for their production. One of the new possibilities for the production of liquid fuel on a large scale is law-temperature carbonization of various grades of coal. The use of alcohol as motor spirit, in spite of its relatively low calorific value, is being widely investigated. Its production by fermentation of sugars, its recovery from the sulphite liquors of the paper industry, its production directly from wood and also from calcium carbide, have all been considered. At present the most promising line of investigation would appear to be the further development of those technical processes which yield liquid fuels from coal; since science has shown the possibility of preparing all kinds of liquid fuels and even the complete conversion of coal into oils. The present paper will consider briefly: 1. The production of primary tar by low temperature carbonization of coal. 2. The hydrogenation of coal. 3. The synthetic processes of Dr. Franz Fischer.

Stainless steel exposed to wet environments at ambient temperature is subject to the formation of a surface biofilm. Depending upon the prevailing environmental conditions (dissolved oxygen, pH, Eh, concentration of cationic/anionic species), the biofilm may stimulate corrosion through formation of differential aeration zones and concentration cells. Corrosion significantly impacts the United States economy, since on a yearly basis, corrosion induced losses are estimated to be over $200 billion. A large portion of this corrosion is imputable to bacterial activity, and basic information is needed for a better understanding and control of the biocorrosion phenomenon. The present study has investigated the influence of Thiobacillus ferrooxidans in the corrosion of American Iron and Steel Institute (AISI) 304, 316 and 416 stainless steel samples. The formation of biofilm and microstructural changes on the surface of stainless steel samples and their weldments were assessed by microscopic examination, and the changes in the mechanical properties by stress-strain measurements. The significance of the results will be discussed.

The production of oxygen on the Moon utilizing indigenous materials is paramount to a successful lunar colonization. And several processes have been put forth to accomplish this. The LLOX generation schemes which have received the most study to date are those involving?: 1) the reduction of ilmenite (FeTi03) by H2, C, CO, CH4, CO-CI2, & Cl2 plasma, 2) magma electrolysis, both unadulterated and fluoride-fluxed, and 3) several others, including carbo-chlorination, HF acid leaching, fluorine extraction, magma oxidation, and vapor pyrolysis. The H2 reductions of ilmenite and magma electrolysis processes have received the most study to date. They are both feasible schemes with various pros and cons, including their feedstock requirements. However, all processes should be addressed at least at the onset of our considerations. There is an obvious need for considerably more experimentation and study. Some of these requisite studies are in progress, and this paper reviews several of the most studied and feasible processes for winning oxygen from lunar materials.

IRON ORE is widely distributed throughout the world. Ores sufficiently high in iron content to be practical for the operations of iron and steel making occur in so many places that it is only by the accident of political subdivisions that any given nation does not have adequate and suitable iron ore. Data prepared by various authorities show that in the Lake Superior region alone there are reserves of 1,200,000,000 tons of iron ore of an iron content and at the level of production cost to which the industry has been accus tomed. At an annual consumption of 80,000,000 tons these reserves will last fifteen years. Taken alone these figures would be alarming, but over a considerable period of years the total reserve tonnage has been more or less steadily increased by improvement and extension of mining and beneficiation methods. The rate of depletion of reserves has been only about one third of the rate of consumption. On this basis the cheap high-grade ores of Lake Superior would last 45 years.

"It is well understood that the flow of liquid metal in the mold region of the caster can have a notable effect on the overall solidification behavior in aluminum casting. Previously our group has characterized the flow in this region in a water model, using particle imaging velocimetry. The flow is significantly effected by the specifics of the metal delivery system, i.e. size, geometry, used during the cast. Recently, a time-averaged 3D numerical model of the nozzle, combo bag and sump region has been developed and its validity has been tested against experimental data. Cases were run for different sized combo bags as well as bags that have been blocked. The results show satisfactory agreement between the physical and mathematical models.IntroductionFluid flow in the head of an electromagnetic (EM) and direct chill (DC) ingots has been shown to effect many important operational parameters in casting such as superheat removal, macrosegregation, and hot cracking. In most cases, the momentum from the nozzle is diverted through a delivery system, termed a bag, before entering the mold region. The specific geometries of the bags vary widely from operator to operator suggesting that there is still some question as to the optimum design. Several studies [1-4] have been carried out to understand the influence of the bag design on the solidification behavior in aluminum casters. However, few studies have included numerical prediction with experimental verification. Unfortunately, many simulations performed today still do not accurately account for flow in such devices.Recently, a significant amount of research into the flow resulting from the metal delivery systems has been performed [5-8]. The thrust of this research has been characterizing the flow patterns by a measurement technique called particle imaging velocimetry. The data suggest that the method of delivering the liquid metal into the mold region has a significant effect on the nature of the flow. With a detailed set of quantitative data from a water model, a numerical model can be built and tested to ensure a proper description of the flow field. The computational model used in these simulations is designed to represent a laboratory scale model of a caster in which ""combo"" bags were simulated. Such bags are mostly of a densely woven glass fiber material with low permeability to aluminum. ""Windows"", of a more open weave, permit aluminum to flow from the bag, see Fig. I. Two different sized combo bags were modeled, each subject to two different outflow window configurations. Furthermore, experimental measurements [9] were used to validate the model results."

Significant effort has been expended and considerable success has been realized m the application of instrumentation and automatic control equipment in the mining and ore processing industries. This effort has been applied principally to process equipment with the objective of increasing throughput, minimizing labor requirements and/or improving grade or product quality. Less spectacular, but quite rewarding has been the successful application of instrumentation and automatic control equipment to a wide variety of material handling equipments. This paper describes some of this work including: (1) automatic weighment of load-haul-dump units and trams underground; (2) automation of skip loading; (3) instrumentation applied in feeders and conveyors; (4) level measurement in bins, silos, vessels and sumps; (5) automatic blending of sized materials; (6) automatic loading of ships, trains and trucks; (7) automatic control of tailings disposal facilities

The United States Bureau of Mines was created by an act of Congress in 1910 as a governmental agency to work , on a national scale , toward reducing the huge annual loss of life in the production and processing of the Nation's minerals . From 1906 to 1910 , inclusive , nearly 2,500 miners lost their lives in 84 major explosion disasters , and more than 13,000 suffered fatal injuries from all causes in the coal mines of the United States . Also , conditions in the metal and nonmetal mines were proportionately hazardous during this period , and the total loss of life in all mines and quarries exceeded 3,000 annually and approximately 250,000 workers suffered serious injuries . Under these conditions it is readily understandable why Congress took notice of this " high cost of mining" , and from the investigations and hearings of the day emerged the Bureau of Mines charged with the prevention of accidents and the preservation of the health of all those engaged in the mineral industry; this has continued to be a most important part of the work of the Bureau . Throughout its existence the Bureau of Mines has had no legal authority of enforcement , except during war years , when enforcement necessary to the national security was given to it . The Bureau believes that persuasion , with factual evidence , is the proper and best way to obtain compliance with the safety suggestions made by its engineers and scientists . There is no panacea for accidents , nor will any single " approach " , instill safety consciousness in all workers , and without it accidents will occur --and occur again . To persuade men to work safely, numerous forms of appeal are required to reach the various temperaments of workers in many types of mines operating under diverse conditions .

THE motive for merging or consolidation today is conspicuously different from that actuating business men in the late eighties and early nine- ties. Then they combined to secure added productive capacity and to monopolize their respective industries with a view to exploiting the consumer. So flagrant were some of these cases that they brought about their own correctives via retaliation on the part of the public and the subsequent restrictive legislation and legal curbs. The objective of the present-day merger, writes W. R. Hill in Printers' Ink, December, 1927, is summarized as follows : "In the golden days when an industry was being cut to pieces, the prevailing cure was to combine. The reason for such trusts was to strangle competition and by creating a monopoly, dominate the market, raise prices, regardless of economic business methods, and simply force larger profits.

The northeastern United States embraces that area of the Appalachian Mountains, and adjacent territory, beginning on the south at the Potomac River. It thus extends from the flat-lying Paleozoic terrane of the Appalachian plateau on the west, across the folded Paleozoics of the Great Valley and adjacent ridges (Paleozoic and Precambrian), over the Piedmont and New England metamorphic complex (mixed Paleozoic and igenous rocks), broken by the great Triassic rift remnants, onto the subdued coastal plain of Cretaceous and Tertiary sediments. Although not noted as a metal mining region, the area does contain numerous substantial and several outstanding mines, chiefly of the more prosaic metals, particularly iron, zinc, and copper, as well as many minor occurrences of these and a few additional items. These deposits occur to some extent in every subdivision of the area. The region to date (1966) has produced almost 500,000,000 tons of medium to lowgrade iron ore, especially magnetite, including ilmenitic magnetite; 50,000,000 tons of highgrade zinc ore; and 5,000,000 tons of lowgrade copper. In the past, it has yielded small amounts of chromite and nickel, and at present is a large producer of titanium. Precious metals are conspicuously absent, and so also are the Tertiary or Mesozoic igneous phenomena so commonly associated with mines of the West. Hence, a survey of the extensive mineralization · of this region should be instructive

A very wide range of technologies are utilised in the mining and processing of ores and a great deal of effort is expended in the development of ænew technologiesÆ to improve mining performance and economics. Traditionally, technology and people have been treated as separate aspects of an operation, when in fact they are inextricably linked. The successful implementation of new technologies is entirely dependent upon the actions, enthusiasm and skills of people, both as individuals and working in groups. This paper discusses the role of technology in mining and how new technologies are implemented by the industry. The paper argues that existing technologies have not been fully or adequately utilised and that effort should be re-focussed on the implementation of technologies that have been taken for granted for many years. The need for greater emphasis to be placed on the management of the human-technology interface is discussed.

A S far back as 1925, Brazeau Collieries, Limited, became interested in .briquetting. This was brought about by complaints from their principal customer that stack losses, due to a high percentage of fine coal in their mine run, were excessive. The Company considered oil spraying of the fines. This, after some experiments and tests had been made, was ruled out as uneconomical and impracticable. When sufficient oil to be effective was put into the fines, it caused the coal in the tender of stoker-fired engines t0 arch over the screw feeder. The Company ultimately placed their problem in the hands of the Re-search Department of the University of Alberta. Experimental work was carried on by this department over a period of more than a year. The results obtained and the experience gained in this research work were conveyed to Brazeau Collieries in a report dated October 31st, 1929, and in a supplementary report dated February 2nd, 1935. Most of the results obtained in experimenting with Brazeau coal are embodied in a brochure, reprinted from the proceedings of the Second International Conference on Bituminous Coal, Vol. 19-24-28, entitled Principles in the Briquetting of Coking and Non-Coking Bituminous Coals, by E. Stansfield and W. A. Lang. All who are interested in briquetting should read this brochure. In the writer's opinion, iris the most important treatise on the subject printed in recent years. The results given in the paper are, of course, those obtained in laboratory investigation. It was pointed out to the writer that it would be most interesting to have such results correlated with those obtained in commercial practice. In this short paper, an attempt is made to do so.

Flyrock produced by blasts in surface mining and quarrying is a major hazard that can result in serious injuries or property damage. This paper presents a fully integrated and automated approach for reviewing blast outcomes from a wide variety of rock blasting environments from the perspective of flyrock safety associated with blasthole collar ejections. The process is applied at a corporate level for an explosives service provider handling up to 100 blasts per day from mines, quarries and construction sites throughout the US.Flyrock risk minimisation has inspired research and the associated development of a reliable flyrock model to estimate flyrock ejection velocities and the resulting maximum projection distances of fragments. In spite of significant achievements in this area, flyrock incidents continue to occur, mostly due to implementation mistakes. An efficient preventive measure is continuous blasting process improvement that relies on on-site video recording, storage, automatic analysis and classification of the recorded blasts followed by the automatic generation of reports.In this paper, a novel blasting video analysis system that is capable of processing a large quantity of video records is presented. Blast analysis and parameter measurement are fully automated and are carried out using videos recorded with a conventional consumer camera. The blast video recording process does not require the use of surface markers, range poles or objects of a predefined size for scaling purposes.Although automatic video analysis is commonly used in many application areas, such as video surveillance, traffic monitoring and robotics, the algorithms that have been developed to recognise and track solid objects with well-defined shapes, textures and colours are not efficient at dealing with blasts, which, by their nature, have dynamically changing parameters. Moreover, very strong camera vibration caused by blasts that cannot be totally compensated by camera image stabilisers may cause conventional computer vision algorithms to fail.This paper presents novel computer vision methods developed for automatic tracking of the trajectory from a blast ejection point to the highest point reached by blast particles and the ejection velocity. The system also uses colour and motion analysis to detect the emission of toxic fumes during a blast. The solution is vibration tolerant and can differentiate foreground and background data, even in the presence of camera vibration. Moreover, the blasting video analysis method can automatically categorise correctness of the measurements and therefore indicate cases when additional visual inspections may be required to verify reports generated automatically.CITATION:Kharitonenko, I, McKenzie, C K, Papillon, B E and Popov, P, 2015. Machine Situational Awareness (MSA) requires the ability to efficiently evaluate the probability of interaction of objects within the environment, without creating false alarms or ignoring materializing hazards. To do this, an MSA system needs to assign context to observed object activity and integrate as much information about object identity, kinematics, behavior, and current state as possible. This paper describes how known object characteristics, attributes, and activities (drilling, dumping, driving, etc.) can refine interaction probabilities and help identify rogue actors that introduce anomalous risks to the health and safety of miners. Path projections need to incorporate velocity and direction as a function of time while accounting for terrain, safety response, environmental factors, current assigned activity, etc. This paper also describes the methodology for properly prioritizing responses to place the highest value on human safety.

The underground Neves Corvo copper-tin mine in southern Portugal currently disposes of its tailings in a ætraditionalÆ wet tailings impoundment. With the development of new technologies for preparation and transport of thickened tailings or paste, alternative tailings disposal options have become available that provide a more sustainable water management system and a higher degree of environmental protection. In addition, growing European resistance towards subaqueous disposal may well result in mandatory use of dry disposal methods in the near future. Twenty-four tailings disposal alternatives were evaluated through a cost-effective and easily-implementable bench-scale geochemical screening program conducted at site. Since the tailings are pyrite-rich and highly acid generating, particular emphasis was placed on monitoring likely indicators of sulfide oxidation under the various simulated disposal scenarios. Dependent parameters investigated as part of the program included moisture content, use of alkaline additives (lime, cement), use of a bactericide, and agitation. Response parameters included paste pH, specific conductance, and temperature as indicators of oxidation. The testing was carried out for 30 weeks. Results indicate that a number of relationships between the geochemical stability of the samples (ie sulfide oxidation) and sample characteristics can be readily identified. Based on the results of the screening program, a limited number of tailings mixtures have been selected for further long-term testing in field weathering cells to aid in the identification of the optimal mix design for future tailings disposal at the Neves Corvo Mine. This type of testing provides an inexpensive and reliable methodology for semi-quantitative comparison between tailings disposal alternatives, in particular at locations where more rigorous evaluation through long-term, fully replicated testing is not immediately feasible.

IN 1947 the mining industry strove desperately to regain operating normalcy. During the first part of the year the industry in this country was plagued with labor shortages, strikes, and portal-to-portal lawsuits. Then followed the uncertainty of Government policy with respect to subsidies and tariffs; and the long and bitter controversy as to whether we are a nation of mineral "haves" or "have-nots." As the year progressed the labor supply impoved somewhat and the Taft-Hartley law brought partial relief to strike-troubled industry. The uncertainty with respect to tariffs was partly answered by President Truman on April 29 when he announced the suspension of the 4¢ import duty on copper until March 31, 1949, and later, near the close of the year, by the announcement of the tariff agreement signed by the United Nations at Geneva. By this agreement tariff rates are to be adjusted downward, or "bound" at their present levels, for three years, on commodities amounting to some 60 per cent of United States trade. Effective Jan. 1, 1948 the rate of duty will be substantially reduced on ores, concentrates, or metals of zinc, aluminum, copper, manganese, tungsten, iron, steel, barytes, nickel, cadmium, and antimony.
