IT is customary to regard the stress-strain relation as consisting of two parts, the elastic region and the plastic region. The essential attribute of the plastic region is the presence of a permanent set, which remains upon removal of all stresses. The essential attribute of the elastic region is the absence of such a permanent set. Absence of a permanent set does not imply a linear relation between stress and strain, nor even a single valued relation. In fact, in no real metal is stress a single valued function of strain in the elastic region. The property of a solid in virtue of which stress and strain are not uniquely related in the elastic range will be called "anelasticity." The purpose of the present article is to review and correlate the past work upon the anelasticity of metals. The following paper by W. A. West124 describes investigations upon anelastic properties of iron. Many manifestations of anelasticity have been observed, the first as early as 1835 by Weber.1,2 In his experiments Weber subjected a specimen to a constant load (or deformation) for a given time, and then suddenly removed the load. He observed that most of the deformation suddenly disappeared, but that there remained a residual deformation, which disappeared only gradually with time, as is illustrated in Fig. I. The occurrence of a residual deformation which only gradually disappeared, Weber called the elastic after-effect (Elastische Nackwirkung). An extensive review of the early work upon elastic after-effects has been given by Auerbach.3 Another manifestation of anelasticity is the dependence of the elastic constants-e.g., Young's modulus upon the method of measurement. Thus, if dynamic methods are used, the measured value will depend upon the frequency of oscillation. Still another manifestation is dissipation of energy attending vibration, called damping or internal friction. One objective of metallurgical science is the understanding of the plastic and fracture properties of metals in terms of their microstructure. Through such an understanding will come the ability to design microstructure to give the desired mechanical properties. A study of an elasticity will furnish an invaluable aid in the attainment of this objective. Such studies, when properly guided, yield information regarding the relation between stress and strain in the individual components of the microstructure. In order, however, that this type of information may be obtained, it is necessary that the experimental studies of anelasticity be interpreted by the appropriate mathematical analysis. This article, therefore, starts with the mathematical formulation of anelasticity.

Rock mechanical properties are important parameters in geomechanical simulation. Considering stochastic heterogeneous models rather than conventional homogeneous layer cake models leads to more realistic simulation results and uncertainty assessment. These heterogeneous models are usually fine scale models generated by geostatistical techniques. Although considering high resolution property models is desirable, geomechanical simulation with a fine scale model is not computationally feasible for full?field, coupled geomechanical-flow simulation. Upscaling of property models is necessary to move from fine scale/high resolution property models to coarser scale/low resolution models appropriate for simulation. Local numerical upscaling was proposed by Khajeh et al. (2012) to describe the macroscopic elastic behavior of complex heterogeneous media and is expanded upon in this work. This numerical technique is not restricted to specific geologies as typical analytical techniques are. Moreover, transversely isotropic deformation is considered rather than the usual assumption of isotropic deformation. To compare the accuracy of the upscaling methodology, in this study shear strain is considered as the geomechanical response of a synthetic facies model and the response of the coarse scale model is compared to other conventional analytical averaging techniques. It is found that the numerical upscaling technique better approximates the geomechanical response of the fine scale model.

Improvements in mining by the application of electronics necessitates analy-sis of the objectives and problems. A detailed analysis has shown that increased tunel-ling performance is one of the most important objectives. In mining, the environmental conditions for machines, their handling and servicing are very hard. Therefore a health monitoring system for tunnelling machines in hazardous areas has been developed. This system measures operational parameters, such as-flow, pressure, temperature, etc., de-rives forecasts of possible failures from these values, and assists maintenance person-nel. Important data are transmitted to a surface computer via telephone cables. Health monitoring is based on the cognition that slow deterioration of characteristic parame-ters, e.g. fluid loss, are symptoms of wear. Sudden changes of machine parameters indi-cate sudden destruction. Computer technology is very advanced, but transducer technolo-gy has not,been able to keep pace. Filling the yawning gap in the mining industry is a challenge to technology and requires special techniques. Machine monitoring and automa-tion in underground mining is still in its infancy. A lqt of development and research work is still necessary. The risks are great-The expected benefit due to increased min-ing performance (up to 5 %) justifies the risks in development.

THE work of an engineer is to direct natural forces so that they bring about the results that he wishes to secure. Heretofore he has concerned himself chiefly with physical forces and inanimate objects, until he has secured a truly marvelous degree of control over them. The great problem of the present age is to secure a like degree of knowledge and control of the human factor. Progress has already been made along this line, but, it is only a beginning. Wilhelm Ostwald says that scientific knowledge enables a man to be a true prophet; but it must be remembered that a good many people do not seem to be able to maintain a high average in prophecy. In short, the average of knowledge is not equal to the average needs of the present time, but continually fails to keep pace with it. It has been aptly said that the really essential need of the period is for more brains; if we only had sufficient knowledge and sagacity we could not only solve all difficulties, but prevent them from arising. This generalization holds good for an industrial organization. The most vital need of the management is for more brains. The logical course for an engineer in charge of an industrial organization is, therefore, to direct whatever forces may be at his command toward the development, training, and guiding of all the brains in his organization. This is easier said than clone, for it involves the carrying on toward two objectives, the maximum of productive work, and the development of the individuals who perform it. This is essentially like the rebuilding and enlarging of a plant, keeping it in full operation the while. On the other hand, if the aim is merely for maximum production from an organization, without offering opportunity for development, the final outcome will necessarily be like that f a plant that is driven at full capacity without stopping for repairs or improvements; it eventually becomes so run down that either a complete rebuilding is necessary or else it has to be abandoned.

This Bureau of Mines report is the second of a series of process evaluations planned to determine the relative processing costs of producing metallurgical-grade alumina from low-grade aluminous materials. Included in these evaluations are recommendations for additional research and development to improve the processes and to lower their costs. The design for each process is based on published work. The processes considered in this report are designed to extract alumina as aluminum chloride from calcined clay with 20 percent hydrochloric acid and to remove the silica residue by filtration. Iron is removed by one of the following processes: Isopropyl ether extraction, in which iron chloride is extracted before decomposing the aluminum chloride; gas precipitation, in which the aluminum chloride is precipitated with hydrogen chloride while leaving the iron chloride in solution; gas precipitation-isopropyl ether extraction, in which the aluminum chloride from precipitation is extracted with isopropyl ether, if necessary; caustic purification, in which a crude alumina is produced and then purified by a modified Bayer operation; or sinter purification, in which a crude alumina is produced and then purified by a lime-soda sinter operation. Particle-size Distribution Specifications for Particulates. Feed to and finished products from size-reduction operations are defined in terms of the particulate sizes involved. It is also well to know whether the ultimate individual particle is being measured, or, if any aggregation or agglomeration of particles exists, whether this has been created by the size-reduction operation. The most complete description of a powder is given by its particle¬size distribution. This can be plotted in terms of cumulative percent oversize or undersize in relation to the diameters of particles, or it can be plotted as a distribution of the amounts present in each unit of diameter against the several diameters. It is common to employ a weight basis for percentage, but there are some data in the literature where frequency, or number of particles, is used. The basis of percent¬age, whether weight, frequency, or some less commonly used factor, should be specified, as also should be stated the diameter, its units, and preferably whether determined by sieve, settling velocity, or other¬wise. Fig. I presents two sets of distributions-ore cumulative and the other in unit intervals. The slopes of the 5-µ intervals of the cumulative curves are converted to percent per micron and plotted as a block, or histogram, from which smooth curves are derived. Powder A has a narrower, or tighter, size range for the bulk of its weight than powder B. Both materials have the same weights below and above the size marked by the arrow. Simpler treatments of distribution are possible. In some cases the significant value is the top size. Since the 100% point is dubious, some amount, as 95 or 98%, so specified, can be called top size. In other cases the percent on some sieve helps define coarseness. Merely stating that all, or all but a small percentage, passes a given sieve is inadequate for defining the true fineness or a material. Complete parti¬cle-size analysis to show the distribution is essential for most compari¬sons and calculations. Particle-Size Equations. A number of equations have been pro¬posed to correlate the quantity of a particulate material with its parti¬cle size to obtain a distribution relationship. The two major lung diseases of miners are "blacklung" and silicosis. Blacklung, or pneumoconiosis, was first recognized as a disease of British coal miners in the 1600s. However, investigations into the cause of blacklung disease did not begin until the 1900s. The causative agent of pneumoconiosis in coal miners was thought to be silica until studies in the United Kingdom provided evidence that expo- sure to coal dust containing minimal silica could also cause pneumoconiosis. In the Federal Coal Mine Health and Safety Act of 1969, coal workers pneumoconiosis (CWP) was defined as "a chronic dust disease of the lung arising out of employment in an underground coal mine." Diagnosis of CWP is generally based on chest x-ray findings and a patient's history of working in coal mines, usually for 10 or more years. In its early stages, CWP is called "simple CWP." Miners with simple CWP are at increased risk of developing an advanced stage of the disease, called "progressive massive fibrosis" pMF) or "complicated CWP." PMF (complicated CWP) is associated with significant decreases in lung function and oxygen- diffusing capacity. PMF is also associated with breathlessness, chronic bronchitis, recurrent chest illness, and episodes of heart failure. Coal miners with silicotic lesions or PMF have an increased risk of tuberculosis and other mycobacterial infections. PMF may progress even in the absence of further dust exposure. This disease is also associated with increased mortality (National Institute of Occupational Safety and Health [NIOSH] 1995). The most recent study to determine the prevalence of CWP in coal workers was in the mid- 1990s. The average prevalence of CWP was 2.8%, but for those with 30 or more years in the industry it was 14%. For the 10-year period from 1987 to 1996, 18,245 deaths were attributed to CWP. The most frequently recorded occupation on the death certificate (70%) was mining machine operator (NIOSH 1999). Silicosis may develop when inhaled respirable crystalline silica (quartz) is deposited in the lungs. The clinical diagnosis of silicosis is based on (1) recognition by the physician that the level of silica exposure is adequate to cause the disease, (2) the presence of chest radiographic abnormalities consistent with silicosis, and (3) the absence of other illnesses (e.g., tuberculosis or pulmonary fungal infection) that may mimic silicosis. The radiographic patterns are often the same for CWP and silicosis; thus, these diseases are sometimes distinguishable only by work history or pathological examination. Chronic silicosis commonly involves 15 or more years of exposure to silica. The characteristic microscopic feature is the silicotic nodule. Chronic silicosis is often asymptomatic and may manifest itself as a radiographic abnormality with small, rounded opacities of less than 10 mm in diameter, predominantly in the upper lobes. Lung function may be normal or show mild restriction. Chronic silicosis is also associated with a predisposition to tuberculosis and other mycobacterial infections and with progression to complicated silicosis.

Brightwater West (BT4) represents the state of the art in utility tunneling, namely a long relatively small diameter, soft ground tunnel, with no intermediate shafts, under significant groundwater pressures, requiring very precise survey control in order to hit a small exit window. The tunnel is over 6.4 km (4 miles) in length, is expected to encounter active earth pressures of over 5 bars in glacial geology, and a planned hole through into a shaft eye constructed at 45.7 meter (150 feet) below the water table. Despite the fact that all of these challenges have been previously overcome in larger diameter tunnels, the technical solutions are much more challenging in a smaller diameter due to the lack of space available for implementing the equipment and techniques required. In addition to the technical challenges, the project is faced with many of the constraints designed to minimize the impact of these types of projects on the neighboring community and environment. The work shaft for BT4 is within 15.2 m (50 feet) of Puget Sound and is on a site that was previously occupied by petroleum storage tanks, and all of the tunnel muck has to be removed from the site by barge as trucking is not allowed by contract. The paper addresses the work performed during the preparation for tunneling stage of this project both in assembling the TBM and in preparing the site for its arrival.

I HAVE already referred to this interesting locality in the opening address, but at the request of some of the members of the Institute, brought before them specimens of the ore and the accompanying rock. The ore, which is cassiterite, is also met with elsewhere in Maine, at Paris and Hebron, but it there occurs associated with orthoclase, quartz, tourmaline, and beryl, in concretionary granite veins, which cut the micaceous gneisses of the White Mountain series. At Winslow the veins traverse an impure gray micaceous limestone, which is found in many parts of this region, and is subordinate to the same gneissic series. The veins, which are seldom more than an inch or two in thickness, are abundant through a considerable breadth of the rock, and are interlaminated with it, occupying places between the sedimentary layers, which are distinctly marked by different shades of color. Occasionally, however, they cut across the stratification for a little distance, showing that the disrupting action was not always confined to tearing the layers apart. The vein-stone consists of purple fluor-spar, and silvery white mica with quartz. In this gangue the cassiterite, nearly black in color, is disseminated in small crystalline masses, sometimes one-half an inch in diameter, and is associated with a little mispickel. I have only seen the veins as exposed at a single point, but was informed that similar veins holding the ore are met with at a distance of several thousand feet

In todayÆs demanding business landscape continual change and technological advancement is a given. With these changes there is now, more than ever, a need to ensure sustainable growth in respect of value protection and value adding whilst meeting the pressures and expectations of the societies in which we operate. Traditionally the management of safety has been a very reactive activity in the business, in some cases seen as an irritation and a disruptive process that demands a focus on preventing reoccurrences. This in turn has focused the measurement of safety performance on a range of lagging indicators û æafter the effect managementÆ. Gaining and maintaining a licence to operate is crucial to a sustainable business but as a prerequisite, organisations need to have a demonstrable ability to manage the safety of their people, as well as mitigating the people risk associated with the business activity. A major focus in the last decade has been on the implementation of enterprise risk management programs, where risk becomes embedded in all business systems and processes and the organisationsÆ genetic make up is programmed to analyse and integrate risk management into all facets of the business activity. The management of safety should be no different. One school of thought argues that there are no new accidents, but rather our inability to learn from the past. Others believe that as long as we have an appetite to achieve the unachievable, we will have to continue to push the boundaries, our safety comfort zones and inevitably take risks. Single reliance on highly evolved technical systems, elaborate processes, highly skilled people, safe equipment and safe work environments have shown one thing û they are not sustainable in providing adequate coverage in the business. In analysing a range of factors associated with some of the worst catastrophes of the 20th century, it can be suggested that they were in fact predictable and inevitable and that an integrated approach underpinned by sound risk management systems could have determined a different result. The key to a sustainable approach in the management of safety requires us to look at a multitude of aspects that collectively allow the performance of an organisation to be predictable. To have certainty in the business activities it is necessary to have controls in place that will mitigate the risks normally associated with unwanted events. It is ensuring that human factors effectively contribute to monitoring the planned approach and being able to safely adjust to any variability. In essence this is having the ability to proactively plan for the longer term. The sentiments articulated by organisational leaders echo that safety management is good business. Surely then a good business is a sustainable business, and a sustainable business is one that provides lasting benefits to its stakeholders.

INTRODUCTION In 1970 the percentage of underground coal extraction by longwall mining methods in the U.S. was 2.1 percent. This figure rose to 4.4 percent in 1976 and is expected to rise to 12 percent by the year 1985. This figure represents 46.0 million tons (51.0 million st) of annual production (Kuti, 1978). In addition, OSM regulations are placing emphasis on subsidence prediction. Section 784.20 of the Office of Surface Mining regulations for underground mining permit applications requires the sutauission of a subsidence control plan which may include monitoring. Because of its nature, longwall mining does not have flexibility in leaving pillars under structures as does room and pillar. Mining in some areas, particularly in the Eastern Coal Field, is approaching more developed areas; therefore, a greater number of structures are expected to be undermined in the near future. Subsidence engineering is becoming an important aspect of mine planning, and should be directed at predicting potential structural damage. The question operators are increasingly faced with is "what will be the subsidence effects for a specific structure at a specific location in respect to a longwall panel?" The most significant variable in assessing the subsidence effect on structures is not vertical subsidence. The variables of strain and tilt are responsible for more structural damage than is the vertical movement. Table I presents threshold values of strain for various structures (Geddes 6 Cooper, 1962). Based on National Coal Board experience, horizontal strain is approximately inversely proportional to the radius of curvature of a circular portion of a subsidence profile; therefore, the radius may be useful in estimating the magnitude of strain caused by subsidence (Hoebs, 1982). Discrepancies in raw materials properties informed by both producer or consumer is a common problem in most areas of the industry. Commercial contracts in the mineral industry normally penalises the producer, if contaminants in the ore exceed established limits. In some situations, the supplier is penalised if the quality of the ore is below a contracted amount. Differences in lab analysis are due many sources of error, such as distinct practices used in two laboratories for sampling, preparation or analysis. Rigid contracts impose to the miner the use of rigorous quality control program and in these situations sampling plays a major role. Sampling theory provides the tools to analyse errors involved in sampling, preparation and analysis. This paper proposes a methodology to check the precision and accuracy of a given sampling protocol emphasising the application of Gy's sampling theory to broken ore. A procedure to measure the error on each step of the protocol is introduced and the results compared to the fundamental error measured by Gy's theory. The results show the applicability of the method and its relevance to audit sampling procedures aiming at error minimisation. The methodology is illustrated in a case study at a major coal producer in Brazil.

INTRODUCTION The phrase "subsidence control planning" can refer to the use of specific mining methods and-specialized techniques to control subsidence events or it can refer to planning for subsidence by predicting its magnitude and timing and further planning mitigation strategies. In the first case the objective is actually subsidence prevention while in the second it is a design procedure that seeks to maximize the use of both surface and subsurface resources. Neither technology is well developed at this point. The purpose of this presentation is to briefly outline the Department of Energy's Subsidence Program. This program is, in general, bases on the premise that subsidence control technology, by any definition, can be accomplished only through a thorough and rigorous understanding of subsidence phenomena. This understanding must come from many well planned and executed studies of stress redistribution and strata deformation as they occur during mining activities. There is presently considerable incentive to improve our subsidence engineering capabilities due to the desire for increased coal utilization with acceptable environmental impact. Considerable research in this area is being sponsored by federal and state governmental agencies, universities, and the coal industry. Federal sponsorship has been borne by the Department of Energy, the Bureau of Mines, the Office of Surface Mining and the U.S. Geological Survey for the most part. These agencies have carried out basic research in their laboratories and have contracted with other organizations for additional work. At this time most of the available resources are directed toward contract research, especially in DOE. It is the DOE research plan which will be addressed here.

One of the major criterion of any mechanised tunnelling operation is to minimize downtime of the tunnelling machine by employing the most efficient muck handling system space and economic factors permit. A tunnelling machine which remains idle during a large percentage of the available shift working time is a luxury no contractor can afford. There are several possible reasons for non-productivity of a tunnelling machine ... the inability of the muck handling system to keep pace with the tunnelling machine on a continuous basis is one major cause. In large diameter tunnels, where several trains or more than one muck hauling unit can operate simultaneously, downtime of the tunnelling machine may be kept to an acceptable level. On small to medium diameter tunnels, 8 feet to 14 feet in diameter, the muck removal support system is normally restricted in capacity, resulting in an excessive tunnelling machine downtime as the tunnel extends from the shaft. There is a need for an efficient, continuous and economical muck removal system for small to medium size tunnels being driven by a hard rock machine. This paper is intended to provide an insite into pneumatic conveying, and explain the Radmark System; its development and utilisation in the tunnelling and mining fields. QUICKSILVER is a body that consists of flowing and liquid materials, almost like water with a shining whiteness; it is composed by Nature of a viscous, subtle substance with an overflowing abundance of moistness and coldness together. This composition, in the opinion of the philosophic alchemists, is a thing that is very disposed to become metal-indeed they say that it is the original seed of all metals. When it lacks the warmness and dryness or the specific time that they require, it cannot congeal and so remains in the form that we see as an imperfect thing without becoming metal. These clever investigators have also called it mercury in consideration of its properties, perhaps because of its resemblance to the planet of him whose actions place him between gods and men, according to the poets in their stories. Thus these investigators think that this has a similar place among perfect metals, since it is the primary mineral matter. It might also be that they called it so because like the god Mercury it is winged and fugitive, and by virtue of its powerful subtlety penetrates all things and can issue forth from them at will. But let it be called by any name they wish-it does not matter to us. I, like them, shall sometimes call it mercury and sometimes [23 ] quicksilver as it has been named to me, and you will understand it as such. Now I shall leave aside the disputes on whether it is the primary matter of metals or not, since I have said enough concerning this question in the first chapter of the First Book. In order to approach what the philosophers say about it, I say that it may well be material about to be converted into metal, but since it is seen to be so ill-proportioned and so badly decocted, I cannot believe that it can be disposed to the generation of all kinds of metals. Indeed, if it is, I think that if its necessary processes had not been interrupted it would be more apt to generate lead, tin, iron, or even silver rather than copper or gold. And if we wish to consider it in relation to the natural complexions [of metals] or to the power of the, planets, I think that mercury is far distant from those of gold and from the power of the sun and of the moon. The work of an engineer is to direct natural forces so that the: bring about the results that he wishes to secure. Heretofore he ha concerned himself chiefly with physical forces and inanimate objects until he has secured a truly marvelous degree of control over them The great problem of the present age is to secure a like degree of know1 edge and control of the human factor. Progress has already been made along this line, but it is only a beginning. Wilhelm Ostwald says tha scientific knowledge enables a man to be a true prophet; but it must be remembered that a good many people do not seem to be able to main tain a high average in prophecy. In short, 'the average of knowledge is not equal to the average needs of the present time, but continually fails to keep pace with it. It has been aptly said that the really essentia need of the period is for more brains; if we only had sufficient knowledg and sagacity we could not only solve all difficulties, but prevent then from arising. This generalization holds good for an industrial organization. Th most vital need of the management is for more brains. The logica course for an engineer in charge of an industrial organization is, therefore to direct whatever forces may be at his command toward the development training, and guiding of all the brains in his organization. This is easie said than done, for it involves the carrying on toward two objective: the maximum of productive work, and the development of the individual who perform it. This is essentially like the rebuilding and enlarging of plant, keeping it in full operation the while. On the other hand, if th aim is merely for maximum production from an organization, withou offering opportunity for development, the final outcome will necessari be like that of a plant that is driven at full capacity without stoppin for repairs or improvements; it eventually becomes so run down th either a complete rebuilding is necessary or else it has to be abandone

Within the past few years, particularly because of the rapid growth of the airplane industry during the war, considerable attention has been paid to the manufacture of light-wall cold-drawn seamless and welded steel tubing for structural purposes. While the manufacture of such tubing is not, in itself, a difficult matter, some difficulties have been encountered in producing the same under specifications requiring definite physical properties. It is the purpose of this paper to describe the methods of manufacture and the properties that may be obtained by such methods for tubing coming within about 1/2 to 2 in. (12.7 to 50.8 mm.) outside diameter and 10 to 22 Birmingham wire gage (0.134 to 0.028 in. wall thickness). Such tubing is largely used as structural material in the aircraft industry, and it is of the utmost importance that the physical and chemical properties should be known, and also that the various factors entering into the manufacture should be under such control as to allow these properties to be varied and held within definite limits. In general, tubing may be divided into four classes: namely, specialty tubing, such as riveted-sheet or plate, lock jointed, etc.; brazed tubing; welded tubing; and seamless tubing. Welded tubing may be divided into hot product, such as lap welded and butt welded, and cold product, such as acetylene and electric welded. Seamless tubing may be hot rolled or cold drawn. Specialty Tubing The first two classes present mainly mechanical or structural engineering problems. A simple form of tube is made by riveting together the overlapping edges of rolled sheets or plates formed into a cylinder. Because of the nature of its construction, such a tube is necessarily limited to relatively large sizes. Lock-jointed tubing is produced by passing low-carbon strip through a forming machine having suitable rolls and dies, its manufacture is almost entirely a question of design of the forming machine and its satisfactory operation. The chief application of such tubing is in the manufacture of bedsteads.
