This volume summarizes mining and petroleum legislation in 25 jurisdictions of East Asia and the Pacific. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

A mathematical model is developed to determine the economic thicknesses of refractories and insulations in rectangular furnaces, Both the heat loss cost and the lining investment are taken into account to achieve a minimum operation cost. For the sake of calculating the heat flux, the paper is particularly concerned with the simulation of the three-dimensional transient heat conduction processes in the lining and a Douglas-Rachford method is used to solve the finite difference equations, The model has been used to design an industrial electric resistance furnace operated periodically. the values of temperatures and power consumption measured from the furnace correspond with the model results.

This paper deals with the numerical simulation of rock cutting laboratory tests using the discrete element method. The main objective is to provide a method for calibrating numerical DEM models of rock cutting in a systematic way so that realistic results are yielded. The numerical models are developed with the discrete element code Yade, which models rocks as a collection of bonded spheres. The models are calibrated in a four-step process based on the design of experiments method and optimization. The calibrated models are evaluated both quantitatively and qualitatively against actual laboratory cutting tests, in terms of the ratio of the simulated mean cutting force to the actual one and the cutting force time series, respectively. The fully calibrated models showed that the simulated cutting process matched qualitatively the actual cutting force recordings and underestimated the mean cutting force by approximately 3%. It is concluded that well-calibrated numerical simulations of the rock cutting process can provide not only a better understanding of the process itself but also quantitative data regarding the cutting force and energy requirements.

"The self-heating facility developed at the Noranda Technology Centre [Rosenblum and coworkers, 2001; 1995] has now been established in the Department of Mining, Metals and Materials Engineering at McGill University. A research program into mechanisms has been initiated (with support now from four industrial partners under Camiro). The first investigation is into the role of pyrrhotite (Po), the most commonly suspected mineral to trigger self-heating. Following a standard experimental protocol, self-heating was assessed on samples of Po mixed with sand as an inert material. With increasing Po content, self heating progressively increased but, interestingly, the samples visually appeared less and less oxidized. A high Po content, it was hypothesized, may give a more reducing environment favouring formation of H2S. The presence of this gas could be significant as it has a high exothermic heat of reaction with oxygen. The system was modified to test the hypothesis by including copper pieces and copper sulphate to react with (and therefore reveal) the gas as copper sulphide. Evidence is presented in support of H2S production, which to our knowledge has not been shown before and introduces a potentially important avenue of investigation into self-heating mechanisms.INTRODUCTIONSelf-heating of sulphide minerals poses potential environmental and safety hazards in mining of ores, and storage and transport of concentrates. While some conditions are known to be critical, the reactions remain poorly understood making self-heating difficult to predict and control.A major advance in measurement was introduced by Rosenblum and co-workers [Rosenblum et al., 2001; Rosenblum and Spira 1995]. A self-heating assessment method was developed and applied to various sulphide-bearing materials The method is based upon automated calorimetric cells with data acquisition, now available to McGill researchers and which have been used for the study reported here."

ABSTRACT The Goldex mining and milling complex is operated by Agnico-Eagle and is located in the Abitibi greenstone region of northwestern Quebec, Canada. Commercial production started in 2008. Average gold recovery is 93.5% with approximately 68% of gold recovery coming from the gravity circuit. During the first three years of production, three gravity audits were carried out to optimize performance of the gravity circuit. This paper presents results of the audits and the development of a model linking gravity and overall gold recovery, and outlines improvements made to increase gravity performance and reduce operating costs.

This article deals with a project to reduce the preparation time and threading the coils in the input section of a pickling line coupled to the cold strip mill (PLTCM) at ArcelorMittal Vega. The project developed serves for the detection and elimination of bottlenecks in the input section. The project was conceived by the philosophy of the Theory of Constraints (TOC) and Lean Six Sigma (6 sigma), here seen as sequencing serial / parallel in the preparation and threading the coils. In this context, a proposal to modify the automatic sequencing and reduction of interruptions due to failure of the automation / equipment confirmed its effectiveness reducing the total time preparation time and threading the coils in the entry section by 15%. This project was developed without investment costs, bringing gains on the order of US$613,769.00.

A necessary condition for a uniaxial stress distribution in compression testing is that the specimen end surfaces make full contact with the apparatus compression plates. In addition all compression surfaces must be machined perpendicularly to the loading axis. In general this condition is not sufficiently fulfilled in a simple apparatus. Therefore on application of the load the compression plate may first touch the specimen at one point only. This may cause crumbling of the specimen if the material under investigation is brittle (e.g., ionic crystals). It also precludes a precise study of the beginning of deformation as the effective cross sectional area is unknown. In addition a complex stress state is set up which renders quantitative work impossible, e.g., on dislocation density and arrangement as a function of stress. To overcome these difficulties a "self-adjusting" upper compression plate is required. A simple and reliable method of achieving this is shown in Fig. 1: A steel hemisphere is placed on the specimen. As soon as the compression plate (which no longer needs precise machining) makes contact with this hemisphere the load is uniformly distributed over the whole specimen surface, and a homogeneous uniaxial state of stress results. An advantage of the method is that the loading is always central, even when the specimen surface is not parallel to the compression plate (Fig. 1, dashed line). Therefore to a first approximation a uniaxial state of stress is maintained if the misorientation of the specimen end surface is small. Two typical stress strain curves of identically prepared sodium chloride crystals are shown in Fig. 2; curve 1 was taken without and curve II with the hemisphere under otherwise identical conditions. The improvement in the accuracy of defining the beginning of elastic and plastic deformation is clearly indicated. THE members arrived at Ticonderoga, N. Y., at noon, Tuesday, October 15th, and were received by Mr. Cyrus Butler, Chairman of the Local Committee of Arrangements. During the afternoon the works of the American Graphite Company and the Horicon Iron Company were visited under the guidance of Mr. Butler, President of both companies, and of Mr. William Hooper, Superintendent. An excursion was then made, in carriages, to old Fort Ticonderoga, on Lake Champlain, after which the party were driven to the Rogers Rock Hotel, on Lake George. The first session of the Institute was held in the parlor of time hotel on Tuesday evening. Mr. Eckley B. Coxe, President of the Institute, opened the proceedings with the following address: I shall ask your attention, this evening, to a few reflections upon the subject of mining engineering as a profession in the United States, its past, its present, and its future, and its duties and oppor¬tunities with reference to the proper development of our great min¬eral resources. Thirty years ago, there were scarcely any mining engineers in this country, and but few in England, and there were no institutions where young men could be educated for the profession in the Eng¬lish language. France and Germany have been able for about a century to boast of mining schools of a high character, that number among their graduates such men as Humboldt, Weisbach, Rittinger, Combes, and Gruner. Of the few we then had worthy of the name of "mining engi¬neer," some had studied in the continental academies, and others were graduates in the school of practical experience, and had learned their profession in mines and smelting-works. Their work con¬sisted principally in making surveys and maps of mines and mining properties, geological reports, and analyses of ores ; but the mining engineer whom we often meet with now, who has studied chemistry, physics, mineralogy, geology, mechanics, and drawing; who is more or less familiar with machinery and its construction, and with the practical management of mines or smelting-works, and who is an expert in some one branch of his profession, would have been very difficult if not impossible to find in the United States. Safescape Laddertube provides an improved system for emergency egress in ventilation shafts. The addition of Laddertube in a rise has very little impact on ventilation flow, studies have indicated that the difference in flow velocities are difficult to measure due to the minimal impact. Due to the size and open-ended nature of Laddertube, the air velocity inside and out of the Laddertube is mostly linear. Laddertube can be used either permanently or during an emergency as a secondary ventilation duct. One project involved a 385 m ladder installed in a surface return air raise that could be made to bypass the primary circuit and supply fresh air to a sea container fresh air base at the bottom of the raise. Laddertube has been designed to be installed to any feasible length and can be fitted with a climb assist system ensuring enhanced speed and reduced fatigue during ascent. The climb assist used in association with Laddertube is a Tractelift system which applies a weight relief of up to 36 kg off the climber’s body weight when using the ladder. This system has successfully been tested for ladders up to 600 m in length and is currently in use for a ladder of 185 m length. The use of refuge chambers in underground coalmines has long been a contentious issue due to the concern that while it may provide temporary shelter, the risk of being exposed to high heat or the inability for rescuers to access them due to fire or explosive atmosphere means that they may be effectively trapped. The additional application for coal environments includes Laddertube installed alongside a refuge chamber concealed behind a blast proof door ensuring a secondary means of emergency egress. In certain operations designs may allow for this chamber to be provided withpositive pressure fresh air.

A Google search on talc asbestos yields more than 500,000 hits due to the growing number of civil lawsuits in this area. Historically, the litigation was centered on amphibole-containing industrial talc. There was no debate these talcs contained amphiboles, but the issue was the definition of asbestos and whether the amphiboles had an asbestiform habit. Ultramafic-hosted talcs, however, are formed in such a way as to not favor the formation of amphiboles in the talc, but they can occur in the surrounding black-wall. In these deposits, the serpentinite host rock is in direct contact with the talc, therefore, allegations can be made that non-asbestiform amphiboles or non-regulated serpentine group minerals can occur in the final products. We analyzed talcs from both metamorphosed carbonate- and ultramafic-hosted talc deposits using polarized light microscopy (PLM), scanning electron microscopy (SEM) with energy-dispersive spectroscopy (EDS), electron microprobe (EPMA) with wavelengthdispersive spectroscopy (WDS), transmission electron microscopy (TEM) with EDS, and powder X-ray diffraction (XRD). Compositions of minerals determined by EDS alone are not sufficient to confidently identify asbestos, despite common practices by some researchers. We emphasize, using both historical samples, and analyses of currently contested minerals, the importance of determining both the structure and composition of a mineral, as well as defining its morphology, before concluding whether it is asbestos.

The Bureau of Mines has developed a time-dependent mathematical model of radiative heating of bulkheads in mines. The model includes both reradiation from the duct (cylindrical) walls and direct radiation from the fire zone. Thermal loss into the wall of the duct and into the bulkhead is included. Both brick and wood bulkheads are considered. It is found that the heating rate of the system scales as the duct length-to-diameter ratio and the flame temperature. In particular, the time required for the irradiated surface of the bulkhead to reach a specified temperature decreases with increasing flame temperature for a fixed length-to-diameter ratio and increases with increasing length-to-diameter ratio for a specified flame temperature. It is also deter-mined that the time, T, for the bulkhead surface temperature to reach a specific value, Tb, for a fixed length-to-diameter ratio less than 4 and for a flame temperature of 1,200 K is approximately linearly dependent on Tb for 500 K < Tb < 700 K, and is nearly exponentially dependent on the length-to-diameter ratio for Tb = 600 and 700 K.

The case study assessed submicron aerosols at a continuous miner (CM) section, diesel aerosol concentrations at the longwall (LW) section, and elemental carbon (EC) and total carbon (TC) exposures. Aerosols at CM sections were a mix of freshly generated and those from main drifts. Low ambient concentrations and personal exposures suggest effective control strategies, with further reductions possible by curbing emissions from high-emitting light-duty vehicles.

Weak metal prices, declining head grade, and increased operational costs are forcing many open pit mining companies to look to their balance sheets for significant cost reductions in order to remain competitive. Maintenance continues to represent a significant proportion of the total operating costs in the mining industry. Compared with the other major cost components of the mining process very little effort has gone into maintenance optimization. The potential payoff from maintenance optimization on the cash cost of the commodity is enormous. A large percentage of these costs are incurred in unscheduled maintenance events, which typically cause serious disruptions to the production process. These maintenance induced production losses can be a significant contributor to the overall operating costs. A structured proactive maintenance approach using the latest advances in technology can achieve dramatic cost reductions and productivity improvements. Remote condition monitoring systems are becoming increasingly commonplace and have the potential to identify problems prior to failure. Detection of equipment degradation prior to failure will enable repairs to be scheduled thereby reducing costs and interruptions to production. Remote condition monitoring technology has evolved rapidly in recent years, with a host of new tools becoming available to assist mine operators in improving their maintenance operations. These tools have capabilities such as: remote real-time vital signs and performance monitoring, alarm/event handling, trend analysis, and maintenance workflow management. When these monitoring tools are used in conjunction with a mine management system the vital signs data can be integrated and associated with maintenance history, predictive maintenance data, operational information, and geographical information. This integrated approach to the management of vital maintenance data will help shift the mobile equipment maintenance paradigm from reactive to proactive. This paper will introduce a proactive approach to the management of the maintenance process and the tools required to facilitate this process.

Syncrude Canada Ltd operates one of the largest open pit mines in the world at Fort McMurray in northern Alberta, Canada. In 1993, Syncrude mined and processed 131.2 Mt of oil sands to produce 67.0 MBbls of synthetic crude oil (SCO). This represents approximately 13 per cent of Canada&apos;s crude oil requirements. In addition to the oil sand mined, Syncrude moved approximately 96 Mt of overburden ahead of the mining operation in 1993. Since start-up in 1978, Syncrude has had outstanding success in improving the safety and reliability of its operation. Much of this success has been achieved by reducing risk through the application of new and improved technology. This improved safety and reliability has resulted in, among other things, very significant improvements in operating costs and profitability. This paper discusses some of the technology applications that have been introduced at Syncrude to reduce risks to people, equipment, operations and the environment. Three specific examples will be discussed in detail to demonstrate how reductions in risk have greatly improved the operation.

"Abstract - With increasing interest in the physical cleaning of fine coal, there is a need for extension of the sink float analysis procedure to finer sizes. Problems arise, however, in ensuring complete dispersion of the particles in the heavy liquids. A procedure has been developed in which surfactants are used as dispersing agents, and solids concentration is minimized (using a simple formula to estimate the minimum weight needed for statistical reliability). Using centrifuges to increase separation rates and subsieve particle size analysis of the specific gravity fractions, a complete size specific gravity distribution can be obtained. Analyses have been performed on coal samples as fine as -10 µm.IntroductionTraditional gravity separation techniques such as jigging, heavy media and water-only cyclones, shaking tables, etc., have been used to remove impurities from coal ranging in size from about 15.cm (6 ln.) to about 150 µm (100 mesh). The coal washabilty or float-and sink technique ls a well-established procedure for determining the optimum extent to which a coal can be cleaned by such physical separation methods. Because of the desire to recover even finer coal fractions by gravity separation techniques, there is a need to extend the coal washabillty analysis into the ultrafine range. The purpose of this paper ls to describe some of the significant factors that influence fine particle specific gravity separation. Washability analyses have been performed on three ultrafine ( <10 µm) coal samples representing three general mining districts in Pennsylvania. Results of these analyses indicate that the washabillty technique can be successfully applied to ultrafine particles when proper care ls taken."

The CESL Copper Process was developed as a hydrometallurgical alternative to smelting and refining for copper sulphide concentrates. As the majority of such concentrates contain appreciable gold and silver values, effective recovery of these metals is essential to the economics of this technology. Unfortunately, conventional cyanide processing cannot be used on the residue from the copper process, clue to its unusual characteristics when compared with naturally occurring gold and silver ores. An abundance of elemental sulphur, as well as the presence of cyanide soluble copper, leads to the formation of both thiocyanate and copper cyanide which is detrimental to process economics clue to excessive cyanide consumption. This, however, can be reduced to acceptable levels by process innovations such as pressure cyanidation and cyanide recovery. This paper outlines the successful application of the CESL Gold Process to various gold-bearing copper concentrates from bench to demonstration scale.

"The successful commercialization of a pressure oxidation (POX) process for recovering metal values, including gold, copper, zinc, nickel and molybdenum, is the result of a carefully planned development program. The initial task involves developing one or more conceptual flowsheets, including the POX autoclave and downstream purification and recovery steps. A laboratory program is completed to determine the technical viability of the flowsheets, define the operating parameters for each step and provide information for an initial economic assessment of the process. The process is then confirmed during a continuous pilot plant program, providing engineering design data and other information for the commercial design. A well-thought-out development program has been shown to be critical for reducing the risk of commercializing POX processes. Experiences developing POX processes for refractory gold ores and copper concentrates are briefly discussed. IntroductionPressure oxidation (POX) has become a common commercial operation for processing sulfide-bearing feedstocks. These feedstocks include gold ores and concentrates; copper concentrates; nickel concentrates and mattes; zinc concentrates; and molybdenum concentrates. Drivers for the development and commercialization of POX processes include:• The high cost for pyrometallurgical processing of sulfide ores, much of which is attributed to environmental controls.• The motivation to implement safe and more environmentally attractive alternatives for sulfide ores.• The need to process increasingly difficult ores with complex mineralogy.• Improvements made over the last 25 years in POX equipment design and experience operating commercial POX plants.Although the capital and operating costs for commercial POX processing can be high, this technology is capable of rapid oxidation of most sulfides and arsenic minerals in the feed, with little noxious gases and environmentally stable iron arsenate and other iron compounds in the POX residue (Marsden and House, 2006).In POX operations, sulfides are oxidized to either sulfates or elemental sulfur in an autoclave at elevated temperature and pressure with oxygen gas. Sulfate-impacted mine waters are under regulatory scrutiny to reduce total dissolved solids (TDS). There are several options to reduce TDS. One option is transforming the soluble sulfate into insoluble ettringite. The Water Company LLC (TWC) patented a process for sulfate removal through ettringite formation by reacting directly with metallic aluminum. Freeport-McMoRan (FMI) and TWC have collaborated to design, build and operate a 10-gallon-per-minute (gpm) ettringite pilot plant to establish reagent consumption, plant availability and full-scale design criteria. Using metallic aluminum as the primary aluminum source for ettringite precipitation eliminates the addition of other ions, resulting in significant demineralization. The pilot plant achieved greater than 98% water recovery, greater than 90% reagent efficiencies and maintained reactor sulfate levels below 250ppm. BACKGROUND Ettringite is a hydrated calcium, aluminum, sulfate mineral with the following formula: Ca6Al2(SO4)3(OH)12•26H2O Ettringite readily precipitates in high pH water and by doing so, removes sulfate from impacted waters. The SAVMIN process, piloted in South Africa, is one method to produce ettringite. In this process, aluminum hydroxide is the aluminum source. The Cost Effective Sulfate Removal (CESR) process is similar to SAVMIN, but uses a proprietary aluminum source instead of aluminum hydroxide. Outotec and Veolia also have their own versions of the process using their specialized process equipment. TWC patented a version of ettringite precipitation using metallic aluminum as the aluminum source for ettringite formation. The benefit of using aluminum metal is that no additional ions are added to the process. At high pH, the raw aluminum corrodes in water causing hydrogen gas generation as the water is chemically reduced. This reaction is shown below:

The project implementation phase, FEL4, is generally a complex undertaking. The project has been approved for construction and the capital has been allocated. At this point the project team comes under significant pressure to meet the safety, schedule, cost, and start-up committments. For the design team the principal tasks are to finalize detailed design, complete procurement, and issue construction contracts. Design activities must be closely coordinated with equipment and material procurement. A clear engineering plan should be based on well-defined work packages to meet construction, commissioning, and startup requirements. A range of review processes by discipline, area, and third parties assure quality. Constructability, safety, and hazard reviews are performed throughout the design process. Three-dimensional models that incorporate extensive databases help to maximize efficiency and minimize errors. Well-managed projects have a clearly accountable design team, rigorous change control processes, and well-defined workflows. Key individuals from the design team participate in commissioning, operator training, and startup.

This paper presents the consequences of modernization and expansion of process plant by implementing SAG and Ball Mill and Carbon-in-pulp technology at the Hutti Gold Mine. From the inception of the process plant, it has undergone many changes for the improvement. In the beginning, only gravity recovery of gold was carried out by using Pebble Mills and Strake Tables. Later amalgamation, Cyanidation and Zinc precipitation and finally Carbon-in-pulp gold recovery system was implemented. Grinding plant was modernized by implementing SAG and Ball Mill and Knelson concentrator for free gold recovery as a result, the production rate, rate of recovery, reduced man power, Modernization and expansion of process plant has also yielded in safe and smooth running of the plant.
